Opinion: Museveni and his axing of civil servants; it is not a quick fix to get the government institutions going!

We all know why all of a sudden all employees of Uganda National Roads Authority (UNRA) we’re fired, after scandal upon scandal where the prices per meter of road went into the imaginary and also the due diligence on the contracts of the roadworks wasn’t really done by the government institution. Still, resolving the matter with clearing the shop totally is more of a public stunt, than actually making it decent. The first culture of thieving, counterfeiting and all the matters lay in most of the government institutions already. That is being made from the top where the monies are spent on farm equipment for the president instead of pay-rise for the civil servants.

President Yoweri Kaguta Museveni has lost it. It is evident with the sacking of the medical personnel of the Nakawuku Health Centre III. This is proof of the wilderness of the Executive these days. As the hide and seek of professional manner from the top, down to the lowest civil servant. If the system we’re correct and the salaries made sense than the works would be done proper and the so-called laziness would not needing sanctions. The other reason for the laziness is the loose structure of the health-care and the systematic under-funded health care in Uganda. That is why there is not functioning Cobalt 60 Teletheraphy Machine for the needed Cancer treatment at Uganda Cancer Institute at Mulago Hospital Complex in Kampala. This is just the major proof of a degraded and worrying condition of health-care in general.

The elephant in the room is obvious, it is clearly not the laziness or the Health Care per say. It’s the structures, the funding and in the end the walking budget. The President, the Executive, the one man with a vision, the force of NRM. That man the elephant in the room is President Museveni. He has run the country for 30 years, by this time his vision and his play for making the country sustainable and steady progress should have made these problems obsolete. Instead he has gotten more land and bigger private planes, but not built proper institutions or procedures to check the government institutions. The laws and regulations of the government is loose. Because if it was transparent he could not get away buying giant and expensive helicopters while the hospitals are understaffed and the vaccine programs are only there because of donor-aid directly to the causes.

The reason for the fall of grace and the sackings is that he wants the respect of President John Pombe Magufuli. He has gone directly fired his minister for drinking while in parliament and also corrupt civil servants at the port of Dar Es Salaam not long after he was sworn-in. That perception is that President Museveni tries to get. What he forget his legacy is long sealed in the behaviour and knowledge of what the NRM really is. The Image of Museveni and NRM Regime is intertwining with corruption and embezzlement.

So the claims of fighting this and going against it are more a play of words than real actions. The times he does it is to save face and make sure the donors we’re happy in the end. That is why he has continued with what he doing and how he operate. The monies always end in ways where he manipulate and make sure the riches are around himself and his loyal cronies. So the service delivery is long gone as the NAADs and SACCO’s money all of a sudden disappear together with the steady pace of the all the other government funds that just vanish in thin air.

If you wait on and continue to wait for payment; if your boss waits for his salaries and the budgeted funds for procurement of needed technical equipment does arrive. And even if it comes, it is never on time and never allocated extra funds for the lost times and lost months as the back-pay are troubling enough. The system of this is in tatters as the government are more important for the close knitted staff around the ministers and the State House. While, the rest have to wait and live in oblivion for their service rendered.

With this in mind, the sackings are unfair as the Executive and his cronies have had 30 years to fix the system and build the government institutions. The Government institutions aren’t only the inherited ones from the colonial times and being a protectorate under the British. It has now been made in the image of Museveni. Therefore the vision and image of this laziness and the lack of supervision; is all in all his fault. It is his demeanour and his wish for weak institutions so he could beg for donor funds that is the reason for the lack of control of the health care facilities. It is the build off of poverty, so he can beg and ask for help from the international community. If the country we’re strong and had transparent institutions that worked on already government funds, than the NRM regime wouldn’t need the donor-funds and NGOs supporting the Ugandan Government. Something, President Museveni clearly knows well as he been skimming and eating of the plate for decades and hope for life at this point.

The sackings is the deepest approach of trying to action and act upon the words he sometimes utter to the public. No matter how right or wrong. He knows deep in his heart and in his soul that he is the one behind the massive need for restructuring and rebuilding the Ministry of Health and the Health Care in general. As the counterfeit pills from India and Pakistan isn’t what they say they are and not as effective as the grade A pills. That is something he knows as he takes what he can get and accept it because this make him wealthy and powerful. The legality and novelty of firing own men and woman for laziness proves the little common sense for the destruction of the institutions that knows very well about. But it is better for a few health care personnel to jump on their swords than the Executive. That is the key to this arrangement. President Museveni knew so very well and lives like it doesn’t exist because he is never the issue. The issues are always and will be somebody else than him. He is the one with the vision, the guiding star for all gracious men to follow. Therefore we are supposed to cherish and celebrate his actions. Instead of saying that this actions are really just a spark and proof of his neglect or inactions for decades, that isn’t welcomed; still it is the ice-cold proof. Peace.

My letter to retired Gen. Mugisha Muntu on the recent moves made by the FDC

Dear Gen. Mugisha Muntu and the Forum for Democratic Change (FDC) National Executive Committee (NEC). This is not easy to write to you, so forgive me for my misgivings, but this has to be addressed.

I write to you today because of the worrying disbelief of methods to get rid of the police-state and the totalitarian behaviour of the National Resistance Movement (NRM) and the three decades run of affairs under President Yoweri Kaguta Museveni. The reason for my writing is the concern of your party and the ways of backing away from going against the NRM.

I know you will not like my words Gen. Mugisha Muntu, even as democratic men we are we have to listen to each other and respect the opinions as they are for the greater good in the end. Like the Executive, President Museveni wouldn’t listen to me at all and wanted to jail me in the first second, I guess becasue he knew of my toxic writing. Because he is always right and the only man in the nation with a vision; I believe you are different and wiser than the current leader of your nation.

The state of affairs is not solid. President Museveni is a walking budget and uses the army and police to monitor and throwing your leaders and supporters behind bars. Using the judiciary as a tool of oppressing the FDC; the party you lead isn’t as strong as you think. If it we’re than you wouldn’t go against the man who gain public endorsement and public admiration anywhere in the republic. Something you are not gaining. I know you want to be more central, but you will always be second in command after Dr. Kizza Besigye. Besigye will lead in frontline, the hardliner and not the compromised parts of the party you run.

The compromised party of the FDC are the FDC NEC that let go of the man while he was lingering in Luzira Maximum Prison on the Treason Charge that he is still battling for questioning the “victory” of the NRM after the casting of the ballot in General Election 2016. This should been known and understandable of those feelings. As him and his loyal ally Erias Lukwago are still battling charges of the election of 2011 and the ‘Walk to Work’ protest. This should give you an indication of the usage of political gains through the courts instead of through the ballots.

Gen. Mugisha Muntu, I will be frank the Shadow Cabinet you have approved should be revoked and discontinued as it is not another thing that validating the Executive and his 10th Parliament. Your decisions after the equilibrium and defeats of the Defiance campaign; you gave up and gave in to a few silver coins and made-up titles to stay so-called relevant in current politics. Instead of giving legitimacy to the NRM Regime you are supposed to stop and work against.

Honourable Muntu, you seem smart and wise. You seem like a man of reason and grand heart as you have showed through the recent years in the leadership of the FDC. But somewhere the battle and the building of the FDC have tired your mind and you seem more defeated than ready to fix the issues of the Republic. Therefore the reasons for defending the decisions to cease the Defiance Campaign and go into Shadow Cabinet shows so; I know that the party are heavy monitored that the Political landscape are militarized and corrupted.

That is why Hon. Mugisha Muntu that the NAADs are broke, companies being bailed out, SACCO’s needed extra funds and this is just basically government programmes to stimulate growth in the agricultural production. The others are the way the government under the NRM are hiring and firing health-works while not sufficiently fund the hospitals or salaries while the Hospitals are dwindling down like water at the Sipi Fall, all the way in a steady pace. And you believe that the negotiations and questioning of power in Parliament will bring down the NRM, really?

There is a part of me that is routing for you and also in sorrow of your bowed head. I understand you need food and your need peace. As the Defiance campaign made the fear of nation go into an evil spiral where even loyal youth leaders we’re tortured and citizens without court orders or a charge where lingering in jail just for being affiliated with the party under your leadership. I understand that might have torn you mind and tormented your faith in progressive change for the better. Because the power of the Police Force and Army has not dwindled or went weak, it has been strengthen and used more illegitimate means to silence the FDC. As with the court order to suspend the Defiance Campaign that had to be suspended after the reasonable doubt of interference in the FDC. This reality seems like has crushed your spirit and hope of a positive journey as long as President Museveni seems to be on the throne and run the nation as his own pocket.

This mentality and broken spirit is visible, the heart and passion of your decisions are not there. It’s hard for me to say this. But I have to, as man who stands by Besigye because he is totally opposite of Museveni. Norbert Mao is cool, but doesn’t have the suction or flamboyant means of gaining popular support. Olara Otunnu have stopped as career politician therefore he is not in the game. Hon. James Akena is pawn for Museveni and therefore the UPC is branch on the NRM-O party tree. UFA and the legacy of the opposition party is history with Kamaya speaking as a true NRM person and lost her ways.

While Besigye is the one within reason and with his mental capacity to fight with his own tears, fears and torture still fights on. He is hitting the wall and being incarcerated again and again. Still, he has more heart than you! Hon. Mugisha Muntu you are not even taking in and detained, most likely it is Ingrid Turinawe, Doreen Nyanjura and so many other top-officials have been either house-arrested or being detained at random. While you could walk around proud in Kampala; there we’re only during certain besieging of the FDC Headquarters in Kampala that you got detained during the last election cycle. Therefore you have a guarding angle who leave you be. While the rest are taken away their rights and freedoms of assembly without question! That should be questioned and I do it here, how come that you often get scotch free while other party members and party officials get detained?

I hope to see the spark, see the light, see the vision of the man I once saw. Hon. Mugisha Muntu, you can be the leader that many of us admire and respect, but if you wavier and give in; you will be remembered for stabbing your own journey for safety instead of finishing the job. Certainly if you show your true character and not the sorry face of desperation and arguments for the Shadow Cabinet… the reality is something you can turn and therefore I write in a plea to you. So you can see. If not than you will go down as sorry man of a possible great party with not only liberation, freedom and peace. Instead you are the one that once again gave way to the NRM to run the nation on borrowed time. Is that your legacy Hon. Muntu?

As you see Mr. Museveni, the Executive, the man who have run Uganda since 1986 have yet again spoken his words on democratic behavior and activities as Uganda is his playground and non-other can act or play there. That is what he is saying. President Museveni is the only one who has a saying in Uganda. In a republic of Uganda that got estimated 39 Million citizens. In my view President Museveni is not acting as an Executive, but as a gangster. Let me explain that later.

We know that he is the only man of that 39 Million with a vision. He proves that again with saying that protest against him is futile and uncanny. Also as the news today that the 6 persons chaining themselves in the streets of Kampala. So for setting themselves in chains in the recent days seemed to be a criminal act and now sent to Luzira Prison as common criminals. Somewhere is President Museveni and so proud. Don Musveni in action!

He must be proud of the revelation of the audacity of the Police yesterday shooting live bullets at the future of Uganda at the established and well-thought of University of Makerere. Where the students we’re demonstrating because of sudden hiking of tuition fees. So the Anti-Riot Police and their mambas entered campus and created havoc. As we have seen in the recent months. No dialogue or trying to negotiate, you go in with weapons and kills to shut down opposition. Don Museveni prefers once in a mock execution to set the standard and get the oppostion in line with the message. If they continue then he will bring vendetta to them.

That is also the words of their leader, the Executive. Its playground and his rules, nobody else then President Museveni is right to play. He is the kingpin, the kingmaker, the Grand Puba, the chief and commander that are righteous to stage any kind of action in his playground.  

And then the fellow and opposition Dr. Kizza Besigye trying to act on his playground, and have the audacity to say that President Museveni is not the righteous kingpin is a violation of the ruling regime. Nobody can question the Executive on his playground. Museveni initially saying that the FDC are foolish! FDC should not act upon the NRM-Regime. If they still do then they knew that by his words, they would face the guns and ammunition and get taken away.

President Museveni is not only like a bush-war general, he is now acting like a gangster. First the government is acting with guns and gangs where open aggression against its people without court. It is decisions taken in mysterious and devious ways, the same ways as the NRM-Regime is only accountable to themselves and not the public. The Racketeering is solving the democratic insufficiency in the country by the guns and gangs installed by the NRM and the Kingpin, the Don Museveni on the top. That is by that Racket he controls and the Playground he doesn’t care about the victory was maybe even meant for somebody else, as his guns controls through his gang UPF and UPDF. They follow the Don and his rules.

Mzee is a gangster, not a statesmen and not a parliamentarian as the rules only applies when it not comes against him. The laws and regulates towards everybody else of the 39 million of the country, as his racket can break down any opposition and use weapons though all the gangs he has made. The intelligence and spokespersons is just to have a façade and look legit. While the tax-payers, bank of Uganda, budget deficit and other issues is because of the price of keeping up the racket and continue with the racketeering.

That is why the troubling concern with the people who have understood that the Ruling Party and the Don Museveni is not really a civil servant, but a gangster. That is what really Dr. Kizza Besigye understood in 1999 wrote this in a letter to the NRM when he left.

Besigye could easilly see what kind gangster he was:  

“The Movement caucus acted very much like an organ of a ruling party. All ministers (except Paul Ssemogerere who later resigned from government) were members. The hand-picked group, and the Movement caucus after it, both undermined the principles of the Movement and the law. The Constituent Assembly was negatively influenced by executive appointments. In the middle of the CA proceedings, a cabinet reshuffle saw Speciosa Kazibwe elevated to the vice presidency, Kintu Musoke to premier and several other delegates appointed to ministerial posts. Many others were appointed to be directors of parastatal companies. It is my opinion that after these actions, some CA delegates took positions believed to attract the favourable attention of the executive” (Dr. Kizza Besigye, Letter in 1999).

The Don Museveni had handpicked the members and the caucuses that fitted the ruling party and the executive, himself and the people he could trust. They would all be in favor of him as he gives those positions and therefore naturally get loyalty, as a Don needs loyal men in his gang to control his racket. If that means making programs that his handpicked elite and cronies can eat from if it is GAVI-Funds, Operation Wealth Creation (OWC), SACCO’s, Youth Livelihood Program (YLP) or the 10 Point Program. These programs get international organization and donor countries positive for dazzling monies to the regime. The Don skims that on the top buy airplane, cars, cows, businesses and land for himself. The Don also makes sure the rest of his family owns businesses and land so they can live in wealth; as they all should live comfortable because of his racket.

The Gangster who orders his gangs and set-up minor groups controlled by family-members and his closes associates that he can trust. Like the clearest example the UPDF Special Force Command or the Flying Squad that is under the Caporegime of Brigadier Muhoozi for instance. Or the newest of his gangs called the Uganda Police Force National Youth Crime Preventers Forum (NCPF) run by caporegime of Blaise Kamugisha the former head of the NRM chapter of Makerere. Another caporegime is Gen. Katumba Wamala who runs the UPDF for his Don. Not to forget the Capo for the Uganda Police Force IGP Kale Kayihura. All of these are just small pieces of the whole position in the racket of the Don Museveni!

That is why his racket answers with violence if it doesn’t work his way and why he has looted the DRC for own gains, why he has tried to get other bosses and Dons around him. So he can have loyal support from Rwanda, Burundi, Democratic Republic of Congo and also in Kenya, where he supports President Kenyatta, he didn’t “install” President Nkurunziza, but he helps him when he can. He does the same thing with the President Kiir of South Sudan, henceforth part of his racket was there for months without a mandate to secure that his fellow Don was in good hands, also during the last-period of the pre-election period Sudanese troops was to secure the safety for securing the continuation of the racket and the underbosses in the departments and the caporegimes all over the Ugandan nations.

Because the Kasese and Bundibugyo have dined the racket and taken in other political parties and shunned the NRM-Mob, the Don Museveni therefore his Capo’s got sent to clear away the people playing in his playground as the gangster he is, he had to answer with violence against the once taking away the his ground and area, which belongs the Don and nobody else. If they try then they deserve to be hit and violent takeover if necessary to prove that it belongs to the NRM.

That is why the Don has decided to do this:

“UPDF has today launched a two months operation dubbed Operation Usalama Rwenzori to hunt killers” (O6.04.2016).

Capos and Underbosses might not deliver to the Don, therefore when the orders are not followed or the creeds he has written to them. When they don’t do what he says or get to ambitious then the get rid of them. Not just sack you, but put you into oblivion until they get back and his ring; if they don’t then they are stifled or put on close monitoring by ones of his capos as gangs take them in now and.  If he sees threats and worries then he takes them out like he has done with enemies in his past.

There is people who works hard as they are members and working for the NRM. But they are not yet made or trusted. So it takes a confirmed from a consigliere or a capo to be put in well-made position. As the Capos/Generals decide the faith of the members who is just associates until they are inside the elite and in the NRC CEC and inner-circle of the NRM Mafia to be trusted with the information and creeds from the Don Museveni. As he has trust issues and likes that the youth struggle to get jobs as he prefers to eat alone. The NRM Members who is not yet made, have to cugine and deliver to prove to administration and CEC that they are worthy of a better position and get jobs in the racket. If a cugine sees the possibility the member does what he can to give tribute the closest caporegime or the nearest wiseguy to be made and be a gangster like the Don.

That is why the Capos and soldiers take down the journalist and media. The reason behind that is that he is a Don. Where he are calling them enemies of the state and of him, that is something he does as a Don. Call the State Organs to fix the issues and get them to be mouthpieces to control the messages that is spread in the newspapers and TV channels. The ones that speak out of term are speaking of violence against him. That violent is in his mind as nobody can play in his playground or be able to run anything in his area. The Don is the only can run it. Don Museveni the Don of Uganda and the Godfather of Uganda. Peace.

The Woman MP Kapchorwa, the Aspiring MP, the RDC, I am overwhelmed by your presence on this day, when we are beginning the sports gala organized by the UPF. It is a two day event where we are honoring and celebrating the people of Sebei as well as other parts of Uganda, which have produced athletes that have won gold medals and other medals and brought honor to the country. It would have been done a bit earlier, but we have done it now, especially we police, because you have given us your children and they are winning gold medals, in both international and regional championships, and as well, brought honor to the police, as well as to the country. We would have it in Kampala, but we said we had to do it with the families of the athletes and the community. And so that is the reason we are here.

Today is the beginning; we saw it appropriate to combine it with the pass out of crime preventers who are passing out in this region. I would like to thank them for having turned up and responded to our call in such big numbers, 65000 is not a small number. RDCs of Kapchorwa, Kween, and Bukwo, I don’t know how many police officers you have there in uniform and if we are to deploy them, I don’t think we can confidently say we can fight crime. But with the resource of 65000 crime preventers and you have seen what they have shown to you in two months, because this means a lot, it means fitness, it shows a team which is organized, so this is our force and in case you are attacked from across, but I don’t think it can happen, now we have got a force to deal with them. All we need to do is to change the sticks and give them rifles and by the way I would like to tell you this, you are a reserve of the army, in case of war, you will be called upon because the police are the reserve of the army, according to the law.

Crime Preventers

According to the Police Act, the Minister of Internal Affairs, at any time, can call the police to serve as a military force, so by extension the crime preventers in case of any a war, can be called upon. And that’s why they should be trained in skills at arm and self defense, so that you have a force here. And by the way, this is a continuation where it started in our neighborhood zone, in the fight against state inspired terrorism of Idi Amin, through the struggles of Mr. Sabila and FRONASA who fought against Idi Amin and won. So what people are trying to vulgarize and confuse, started long time ago in 1977, in the fight against Idi Amin, when they empowered people to fight against crime in government. And at that time Idi Amin was killing people, Maliyamungu, and so they mobilized the people, and fought with the support of Tanzania. Then later, after the Idi Amin dictatorship, they fought terrorism in the government after 1981, where some patriots went to the bush. This was by mobilizing people to fight the government which had the support of the most powerful countries in the world and removed it after five years.

We are celebrating 30 years next week and the victory of the people’s war. So when I went to the police and found the idea of this community policing, neighborhood watch, I said I will organize the ordinary people to fight crime and criminals and if you see in all communities, in all districts, the criminals are few, but they are organized, where as the law abiding citizens are many but are not organized. So the whole idea is organizing at the neighborhood level and empowering them with self defense and other skills as the surest way of eliminating crime.

For instance every year when we issue Annual Crime Report, the biggest crime is defilement and domestic violence, and the victims are women and girls. So the answer to that is the taekwondo you see here, and we want this program to develop in schools like this Sebei college, especially, to empower the girls because we can not have enough police to police everybody.

Even the UN ratio says 1 police to 500 people, so you can never have enough police to ensure security. So it is only through people participation that you can effectively deal with the crime. So for this program, those who criticize it don’t understand what they are talking about and I want to pay tribute to those who have volunteered.

It is a volunteers program and that is what it is all about and I think our political leaders try to confuse it. And they have even misinformed our friends, the Europeans and Americans that even when they come here; they come asking for crime preventers. They think crime preventers are a group who cause mayhem at the rallies. If you go to America you find crime preventers yet they have a bigger police force and resources than us the 3rd world countries. Am very very grateful to H.E the President, the Prime Minister and the Cabinet and even Parliament, who have come up very clearly to say no, this is a legitimate program, it is constitutional , lawful , it is empowering , its improving strength of the country .

These people who are talking, some of them are ignorant, and I am suspicious they want our country to remain disorganized and weak, so that they can swallow us, especially when they have heard there is oil. You know when they talk about the oil curse, what they mean. So the government is very clear on this matter and nobody should even waste our time because this is a democratic policing. We are empowering ourselves, the community, to fight criminals in the neighborhood. I don’t know even whom they vote and it’s not my business. Mine is special that the country is secure 24/7.

The other day there was some Human Rights Watch lady and she is even my friend, who came to ask me and even made a statement that we suspend crime preventers. And my response was, “ok if you want me to suspend crime preventers you should also suspend the criminals”, but will not suspend the crime preventers because the criminal’s are there.

So I will go deep in this, but most important is, this is a program of the police nobody should confuse. We have a department of community policing headed by a Commissioner who reports to Chief Political Commissioner of Police. She is called CP Namutebi, so it is not a grump just there which we disown and they have got an organization right from national level, district, county and sub county, up to the village. And we are trying to link it to the LC system and “mayumba kumi”. We want to revise the “mayumba kumi”.

So I don’t know how many villages are in Sebei region? So it is times 30 which will be a big force, I have tasked the Director Ochom of Research and Planning, to in the 5 year strategic plan, come out clearly on this matter of the recruitment and training of crime preventers, and we see how we expect to be by 2021. And I hope by that time we shall have 300 crime preventers per village in Sebei region, meaning each village will have two companies to defend it against criminals and vanish these people, the so called “kanyama”, who beat people and steal goats, chicken, cows and sheep which we survive on. We want Uganda to create a crime free society on this idea and nobody will stop us as long as we have the responsibility of keeping this country safe and secure.

Crime preventers you are doing things out of charity, I want to thank you because you are volunteering, you are more enlightened, that may be the others don’t know, that it is in your interest to keep your neighborhood watch and your community safe and secure. So I don’t need to pay you to keep your home. In the bush, I was not given a salary and I want to pay tribute to you because you have joined us to work out of conviction that whatever you do in the community is real serving and is also in your interest.

The President would wish to come to pass you like he has done it in other parts like the Elgon region but is very busy on other programs and even tomorrow, he would want to come but has delegated the Prime Minster of Uganda, because he appreciates the importance of this cause.

I just want to pay tribute to you for joining the effort, but it is not for nothing. We can’t give you salary because you are in millions; right now we have got 11 million throughout the country. The police are only 43000 and crime preventers are 11 million, but they have made a big difference in the whole country. We can’t pay you salary but you are going to get projects, this is real, so that as you serve, you have projects which can bring income to you at the same time you are liberating the country.

As police we shall share the little we have, you have got a very good SACCO and if this SACCO works, it will be a vehicle through which you can get more support.

We are trying to get you identification and this will be equivalent to a police warrant card, I can’t promise when, but it is in the making, as well as uniforms, torches, gumboots and watches. As I said, this is just the beginning of the sports gala, we will say more about sports tomorrow, but today was dedicated to passing out the 65000 crime preventers in the Sipi region.

Tomorrow it is going to be the main day where we shall begin at 6 O’clock, with a 10 km run and I will participate in the 10 km race. And I invite all of you to participate; including all crime preventers although I am passing them out today. If you fail to participate, I may have to reconsider because this should be your routine. We are determined to change and swipe all the gold medals the other side of the border in Kenya and bring them to this side of the boarder.

Press Release: UNATU suspends industrial action awaiting implementation of government commitments (26.05.2015)

The Leadership of the Teachers’ Union Countrywide unanimously resolved to enter into an industrial action effective 14th May 2015, due to Government’s failure to pay the 10% salary increment for teachers in FY 2015/16 as had been committed in 2011. The industrial action has been on for the past 13 days.

As concerned stakeholders in education, we have been taking lead in negotiations so that the issue at hand is sorted out within the shortest time possible to allow the learners resume normal studies.

In the negotiation meetings chaired by the Rt. Hon. Prime Minister and the 1st Deputy Prime Minister and attended by several ministers held on 18th and 21st May respectively, no tangible proposals were put forth.

Until yesterday, 25th of May, Government had been adamant in making any formal commitment as regards the 10% salary increment for teachers despite the Union’s efforts in providing practical and viable options/ sources for the increment.

In yesterday’s meeting with the top leadership of the Union, Government made the following commitments;
• 15% salary increment in FY 2016/17
• Teachers SACCO funds to be immediately released to the Apex body of the Teachers’ SACCOs
• No intimidation/ victimization/ harassment of teachers for having participated in the industrial action
• A joint committee comprising Ministry of Education, Science, Technology and Sports, Ministry of Public Service and Ministry of Finance, Planning and Economic Development and UNATU be constituted to identify and advise Government on measures to improve the quality of education.

UNATU being a democratic and member-driven union had to subject the above proposals with the entire teacher leadership countrywide for discussion and resolution at a meeting held on 26th May 2015. Government’s position was presented by Hon. Jim Muhwezi, the Minister of Information and National Guidance. Hon. David Bahati, the Minister of State for Finance, Planning and Economic Development was also in attendance.

After a thorough discussion of Government’s proposals, the teacher leaders have resolved to SUSPEND the industrial action on condition that;
i. Government does not breach the implementation of the above commitments within the stipulated time.
ii. No salary increments are effected in FY 2015/16 including the proposed 40% allowance increment for Members’ of Parliament because Government maintains that it has no funds for wage increments.
iii. Government fulfills its commitment of immediately releasing the Teacher SACCO funds to the Apex body of the Teachers’ SACCOs
iv. District officials desist from any form of intimidation, victimization and harassment of teachers in regard to the industrial action
It was further resolved that should government fail to honor their commitment or fail to meet the above conditions, this time round, the Industrial action will resume indefinitely.

Message to the Teachers
UNATU congratulates teachers for the spirited struggle and thanks different support teams upon the successes registered in this industrial action.
The Union hereby clarifies that the Industrial action is not off, but only SUSPENDED to allow Government time to fulfill her commitments. UNATU will continue to monitor the progress of these commitments and by the 30th of September, we expect Government to have included the 15% salary increment in the budget call circular and fully released the said SACCO funds

We therefore call upon all teachers to return to school and resume teaching with effect from Wednesday, 27th May 2015 at 8:00am.

Please note that the industrial action is fully protected by the existing laws and hence no teacher should be intimidated or be subjected to any form of harassment as a result of having participated in the industrial action. Individual teachers and other leaders should report such cases immediately for redress.

Uganda – Civil Service Payment issues again(!!)

Well, I am back at it again. Since this civil service payments isn’t going after schedule or planning. Therefore innocent and humble, working hard people isn’t getting their decent salaries on time. Which is by all standards is a shame; we have heard all kind of excuses by the leaders and gents of the Government. The Government which is entailed to pay its employees for it services. And after the saga of the magnificent payments structure in the Statehouse and the people around the President Museveni, we should have seen another picture. But it just seems to show how much it matters and why they can make it so slow for decent folks. Here is the latest on the issue:

Promise Civil Service pay by the end of September:

Muhakanizi comments on recent delayed civil service salaries: “releasing funds and budgeting well”, also have issues with “planning” and their inefficiency with following “procurement guidelines”. Muhakanizi continues: “Was finance releasing funds and budgeting well? The answer is no. And why was the release of funds poor?” (…)”We [finance] were releasing funds every month, but no one can budget basing on one month, it’s unacceptable and it was wrong”. He promised that the pay will now be cleared by “end of September”. Muhakanizi follows it up: “Teachers must teach people must get their titles from the [ministry of] Lands, the Judiciary must deliver justice in a timely manner” (…)”Those people who always ask for supplementary [funds] know themselves, but I refused to cut development expenditures for consumption purposes and if anyone does it, it must be rejected “(Walusimbi, 2014).

By the same statement to New Vision Muhanizi said: “If salary arrears are not paid by September, then call me a liar” (Mulundo, 2014)

Joseph Ssewungu the Kalungu West MP says to all this: “ want to tell Keith [Muhakanizi] that you will not pay teachers by September because you promised before, to send payment vouchers to all districts on top of clearing all the salary arrears by June, but up to now, nothing has been done. But you can promise for the sake of making us happy” (Walusimbi, 2014).

Important Pay scales for civil service employees like teachers:

Senior School Principal: 1,687,000Ush.

Education Assistant Grade III: 230,000Ush.

By now this has just gotten 25% increase.

At Makerere University:

Lecture: 1,600,00Ush.

Professors: 700,000Ush per month.

Henry Banyenzaki Rubanda West MP is worried because when in Kabale District where 8000 pupils went up for PLE (Primary Level Examination) last year alone, and then only 412 passed this level (Editorial Monitor, 2014).

Uganda National Teachers Union (UNTU) has denounced Kampala Capital City Authority (KCCA). This happens because the default failing on the salaries up to 30%. Schools on the secondary level are also feeling like a side project (KFM, 2014).

“Priorities to be implemented include the enhancement of Teachers’ salaries, with emphasis on Primary School Teachers. Shs 215bn has been allocated for this purpose. I have also provided Shs. 5 billion towards supporting Teachers’ SACCOs, in addition to the Shs. 2.5 billion provided during this year”.
