Uganda-Rwanda Tensions XV: Kagame’s Presser reveals a deep dived

The Ugandan-Rwandan tensions has been an issue for a while now. It started with a border closing between Rwanda and Uganda. As both parties have alleged insurgency and acts of ill intent from both parties. This being Rwandan spies in Kampala and Ugandan sponsored militias to cause a power-change in Kigali. This is all in the mix. As there are reports of sponsored militias from Kampala in the Democratic Republic of Congo and reports of militia leaders and rebels currently detained in Rwanda. Certainly, the stalemate and the brotherly love between the Republic is gone.

This from two heads of state, which has worked together since the late-80s or early 1990s. As the Ugandan President had Kagame as part of his intelligence team, before the RPA, now RPF took control of Rwanda by using military bases in Uganda. Therefore, these two gentlemen knows this and how to operate this. As they both also was involved in toppling the President Mobutu and Laurent Kabila in the Democratic Republic of Congo and have ever since been war-lords there.

That is why these two men knows what at stake. They know what game they are playing. Both President Paul Kagame and President Yoweri Kaguta Museveni has played this one out before. They have seen how this goes and now its been a back-and-fourth since March 2019. It continues to go. While the RNC, FDLR, MRCD and whatever name they go by these days. Continue to cause a stir in Kigali. We know something is up with both gentlemen, we just don’t know what.

Press Conference:

We have had officials of both countries meeting in Angola and in Kigali. We were supposed to have another meeting in Kampala on the 16th of October but there was no communication until we later read of an invitation in papers” (…) “There is also a problem of our citizens who are imprisoned in Ugandan prisons without trial” (…) “We restricted our citizens from travelling to Uganda because they are arrested at these same borders. How do you expect countries to trade when certain citizens are arrested the moment they cross the border?” (Paul Kagame, 08.11.2019).

What Paul Kagame said yesterday are talking points of the critics of Kampala. Certainly, the Ugandan counterparts have arrested and detained needlessly Rwandan citizens by the CMI, Flying Squad and ESO. This is known by “safe-houses” and other ungazetted buildings where suspects are kept without court order and so-on, on suspicion of ill-activity.

Therefore, what Kagame said wasn’t untrue, neither wrong, but his high and mighty isn’t righteous either. As he has self-inflicted lot of harm. He has supported plenty of armed militias and rebels. His also brutally silenced dissidents by any method in the book. That’s why Kagame should look into his own actions as well. Not just throw shade at Museveni. They are both playing these games.

What at stake here is that two big-men, two brutal Presidents whose has no quarrel starting a fight or a brawl. Are using their networks and their schemes to try to get a upper-hand. Both are trying to forge a narrative where they are the victim. They are playing with high stakes and hoping to get their way.

It seems that a sit-down wasn’t enough with these guys. These two needs a marriage counsellor and some anger management. Before this goes out of hand. It is bad enough that Museveni has hired enemies to cross Kagame. But they have both been involved in shady business before and could easily pay amends to each other. That before they both are sacrificing innocent civilians, because they couldn’t swallow some pride. There is already enough bad stories on the border-crossings of people getting hurt because of this stalemate. That should be enough for these two. That is if, if they care. Peace.

Opinion: The Terminator is sentenced for 30 years, the Capo is out, but what about the Don?

Bosco Ntaganda aka the Terminator was today sentenced to 30 years in prison for his crimes. However, that is not enough. It is not enough to take out the Capo or an Underboss to stop the crime. You need to take out the Don. In concern of the Terminator. The ICC and the International Community only took the Capo.

The Terminator is fine and dandy, he did his deeds and he did his bidding in the Kivu’s. He caused havocs, murder and massacre. In the wake of this, he should answer to that crime and to the lives he took and the kids he raised to be child soldiers. All of that is good, that he answers for that.

However, his handlers, the ones who gave him weapons, the ones who traded favours and ensured that the Capo could do his livelihood are walking free. The ones who gave way and let him do his deeds. Are proudly summoning people, being at international functions and continuing supporting other War-Lords in the same region.

You took out one, but there are plenty more fish. Because, the state, the ones across the border from Kivu needs the rebels, the warlords to continuing to prosper and sell looted minerals on the world market. This continues, as the spoils and exploits continues. Even as Bosco aka Terminator has to rot for 30 years in Europe.

The salvation isn’t coming, because the saviours are not there. The state are allowing this and the MONUSCO is not powerful to restrain these armed groups and militias, that has outside support and trade-routes to ensuring wealth.

If it is the Ugandan President supporting militias through Kisoro or Rwenzori mountains or the Rwandan President supporting it through Gisenyi. We just know this is happening and the world let it go on. Because, it isn’t our problem and the Coltan we need for Iphone and Samsung is getting distributed just in timely fashion anyway.

So, its fine that the Terminator is charged for the crimes committed. But its not fine, that the ones supporting the weapons, the ones earning on the exploits of him are getting away. They are walking free and getting no trouble what so ever. That’s what bugs me, but I am special that way. Peace.

Rwanda: Kagame appoints Génocidaires Jean-Bosco Kazura as Chief of Defence Staff!

President Paul Kagame has made sweeping changes in the upper echelons of the Rwanda Defence Force (RDF), appointing Gen Jean-Bosco Kazura as the RDF Chief of Defence Staff. Kazura, who was also promoted to four-star General from Major General, replaces Gen Patrick Nyamvumba, who was last evening appointed to Cabinet and named Minister for Internal Security. Nyamvumba had served as Chief of Defence Staff since June 2013” (James Munyaneza – ‘Gen Kazura replaces Gen Nyamvumba as Kagame shakes up top military brass ‘ 05.11.2019, The New Times).

President Paul Kagame shows that he appoints people of loyalty around him. The one his appointed as the Chief of Defence Staff yesterday is a fellow officer, which have been involved in military operations all since the 1990s. His been a part of the genocide, as someone whose killed civilians and also later gotten promoted by him, again and again.

Now, the man whose been part of Rwanda’s exploits in the Democratic Republic of Congo (DRC). His also been alleged part of assassination plots. Also for a little while he was in-charge of the football association of Rwanda. But that didn’t last long, but since his a loyal cadre of Kagame. His since then redeemed himself.

UN Appointment 2013:

Secretary-General Ban Ki-moon today announced the appointment of Major General Jean Bosco Kazura as Force Commander for the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Major General Kazura, of Rwanda, is to assume command on 1 July, when, in accordance with UN Security Council resolution 2100 (2013), and subject to review by the Council, the transfer of authority is to take place from the African-led International Support Mission in Mali (AFISMA) to the UN multidimensional mission” (…) “From October 2010, Mr. Kazura served as Principal Staff Officer (J3) in the Rwandan Defence Force Headquarters in Kigali. He previously held brigade and division-level commands (1998-2003), following which he served as the Deputy Force Commander and Chief Military Observer of the African Union Mission in Sudan. Mr. Kazura has also held staff positions at formation-level headquarters, and also served as Senior Military and Security Adviser to President Paul Kagame of Rwanda (2009-2010)” (United Nations – ‘ Ban appoints Rwandan General as military chief of UN integrated Mali mission’ 17.06.2013).

Armed attack on civilians during the genocide in 1994:

Another man, Jean Bosco Kazura, allegedly in charge of soldiers who killed civilians east of Kigali at the height of the genocide and at Gabiro, became the peacekeeping chief of the UN’s force in Mali in 2013” (Zahra Moloo – ‘The Crimes of Rwandan Patriotic Front’, April 2019).

The sources said Kazura and his colleague General Patrick Nyamvumba, the former commander of the UN/African Union peacekeeping force in Darfur, directed highly organized operations during the 1994 genocide in the prefectures of Byumba and Kibungo—areas controlled by Kagame’s Tutsi-led army as early as April 1994, at the beginning of the genocide. During those operations, Rwandan Patriotic Army soldiers under Nyamvumba and Kazura’s command hunted down and slaughtered thousands of unarmed Hutu civilians—men, women and children—according to testimony. These operations, known as “sweeping” or “mopping up,” were conducted in communes that had already been cleared of soldiers loyal to the former government and Hutu extremists known as Interahamwe” (Judi Rever – ‘Rwandan General Accused of Supervising Death Squad Leaves UN’ 13.12.2014, Foreign Policy Journal).

As you see, his been an a high ranking figure for long now. Someone whose been in close association of Kagame. A man Kagame trusts. That might be because he became the translator-interpreter after the “accident” of Lieutenant Rwagasana. Whose was claimed to be murdered by Captain Jimmy Muyango.

I am not shocked seeing him put there, but there is a saying, you are who your friends are or your friends tell who you are. In this regard, the sort of men you appoint, like Gen. Kazuria. Shows what sort of man Kagame really is.

We can see little how he thinks, as he addressed the UN Security Council like this: “As I said before, I think we need to continue to push the movements to be accountable in the areas they control. They claim that they cannot understand how our troops are being killed. Indeed, the movements say that they control an area, but when our people are killed they say that they do not know what happened. I do not think this is acceptable” (United Nations Security Council – 7275th Meeting, 9th October 2014).

We can clearly see, the sort of man he is and this is a man that Kagame keeps close company. If that isn’t message. Nothing is, but also his close associate that he also appointed Gen Patrick Nyamvumba. Seems like brothers-in-arms. That shows by their history too. Peace.

Opinion: Was it the FDLR who attacked Rwanda this Friday?

This Friday, there was reports of killings, of insurgency in the Musanze district in the border district to the Democratic Republic of Congo (DRC). It isn’t new that militias and rebels are crossing borders from Rwanda into the DRC or returns back. What is striking is the level of deaths and the favourable reporting from the authorities on the Rwandan side.

This is happening the same week, as the Rwandan authorities has displayed 25 Rwandan National Congress members in the Courts. The RNC, FDLR and MRCD have been working together of late and this weekends raid to be in response to this. However, that is just speculation. But wouldn’t be shocking that the RNC/FDLR/MRCD would react in this way after the losses of 25 members taken from them by the help of allies within the DRC.

Just take a look!

19 Assailants responsible for killing civilians in Musanze On Friday, have been killed by Security organs, according to Rwanda Police’s statement. 5 more suspected assailants responsible for the attack have been captured Rwanda Police says the hunt is still on going” (Rwanda Broadcasting Agency, 06.10.2019).

As for Musanze sector, it is next inside Musanze district, raising more questions as to how the attackers managed to reach this far inside Musanze district without detection. By virtue of it being such a key economic source for the country, and proximity to DR Congo, the region has obvious heavy military presence. There will be more questions as to how such an attack could have happened. According to initial reports from local villagers who were fleeing from the area into other sectors and Musanze, the attackers were speaking Kinyarwanda, with heavy accent. The villagers also said the assailants were rebels of the democratic forces for the liberation of Rwanda (FDLR)“ (The Chronicles Rwanda, 05.10.2019).

We can really wonder whose behind this, even if the Rwandan authorities will tell or the militias itself. Because, the militias would like to take credit to boost their moral and say they won over the state at one battle. Even if the state has killed several of their members and now have detained 5 more. Surely, the militia in question bled a bit out of this, but the state has done too. Even if their numbers are kept close its chest.

What is odd, is that the M.R.C.D., nor RNC or FDLR have taken any responsibility. If it was them, than they should have stated something or through their channels. However, it is silent. They have enough backers. Whose been peddling information over the years. That if they want it out. They get it out. But now its nothing. The state only showing signs of “victory”, even if the victories part is lacking. Since, it is only loss of lives and nothing substantially gained.

We only have the little information from the Chronicles, but nothing else. As the state are not saying anything. Neither, the possible militia behind it all. Not like when the MRCD did their raid a little while back. They took all responsibility and wanted to tell stories. Now it is utter silence.

We cannot know at this point, it is mere speculation, until the verified reports are out. But what is striking is that these issues are reoccurring and at a rate, that is not favourable to Kagame and his authorities. Peace.
