Joint Communique on the occasion of the Official Visit to Uganda by His Excellency Paul Kagame, the President of Republic of Rwanda (25.03.2018)

1. At the invitation of His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, His Excellency Paul Kagame, President of the Republic of Rwanda, paid a one-day Official Visit to Uganda on March 25, 2018. His Excellency President Paul Kagame was accompanied by the Minister of Foreign Affairs, Cooperation and East African Community and other Senior Government Officials.

2. The two Heads of State held Official Talks at State House, Entebbe in a cordial and friendly atmosphere on a wide range of bilateral, regional and international issues.

3. Their Excellencies noted the existing bonds of friendship and mutually beneficial cooperation between the two countries and reiterated their commitment to strengthen them further. In this regard, they reviewed cooperation particularly in the sectors of railway and air transport as well as electricity interconnection.

4. The two Heads of States observed that the Joint Permanent Commission (JPC) between the two countries provides a good mechanism for discussing matters of mutual interest and strengthening cooperation. They therefore directed their Ministers responsible for Foreign Affairs to convene the next JPC within three months.

5. His Excellency President Yoweri Museveni congratulated His Excellency President Paul Kagame, the Government and people of Rwanda on the successful hosting of the historic African Union Extra Ordinary Summit in Kigali on March 21, 2018 during which the Agreement establishing the African Continental Free Trade Area as well as the Protocol on Free Movement of Persons were signed.

6. The two Heads of State reiterated their commitment to the economic integration of Africa, accelerating industrialization, development of regional and continental infrastructure to improve the livelihoods of the peoples of Africa. His Excellency President Yoweri Museveni commended His Excellency President Paul Kagame, in his capacity as current Chair of the African Union, for his leadership.

7. His Excellency President Yoweri Museveni expressed his appreciation to His Excellency President Paul Kagame for honouring his invitation and for the fruitful discussions they held. His Excellency President Paul Kagame, on his part, expressed his appreciation to His Excellency President Yoweri Kaguta Museveni, the Government and people of the Republic of Uganda for the warm reception and hospitality accorded to him and his delegation during the visit.

8. His Excellency President Paul Kagame extended an invitation to His Excellency President Yoweri Museveni to pay a State Visit to the Republic of Rwanda. The invitation was gladly accepted and the dates will be agreed upon through diplomatic channels.

Opinion: All tricks to stop Moise Katumbi from entering the next Presidential Race!

Just as the Moise Katumbi and his party has unleashed the Ensemble Campaign, the Prosecutor of the Republic, Flory Kabange Numbi has fixed charges on the Presidential Candidate and challenger to the ones coming out of a non-shadow of President Joseph Kabila. These charges is not new and not a new connection between American mercenaries and Katumbi. This has been known for long, the false accusations and made charges has been in the open before. It is a way of stopping his candidacy, because if he re-enters from Belgian exile, he would be detained and possibly for treason. Not that is for now, but in these instances, that is very natural for this sort of ruler.

This was after the Prosecutor sent a letter mid-march to the Supreme Court Justice with these charges. It is fitting a pattern of stopping the biggest challengers and also the ones that can actually muster support. That because the state is faring his changes, his possible moves and also his agenda. Since he is not from the elite and from the military who earning fortunes on the minerals and the exports, that the state reserves are not accounted for.

The Prosecutor are fitting the charge of Article 198 of the Penal Code, which says:

Will be punished by a penal servitude of five to twenty years, those who have raised or raised armed forces, engaged or enlisted, engaged or enlisted soldiers, or provided them with weapons or ammunition, without order or authorization from the Government”.

Because of the imaginary mercenaries that Katumbi has paid for, given weapons and also given a mission, the republic has charged him with this. So they can put charges and fears of trials, that can put he in jail for up-to 20 years. That because the courts will use the delegated force of the will of the republic. To make sure the will of the President is served. So that his biggest enemy is a political prisoner on a phony charge.

Why I say that, it is because of the timing, the fitting narrative and the need for pinning something on Katumbi. Just to stop him from returning and campaigning. As the supposed election is happening in December 2018. Just like it was supposed to happen in 2016 and never materialized in 2017. So forgive my cynicism if I don’t believe the elections happening before CENI rigs it in favor of Kabila and his henchmen. It is hard to believe anything else. Since the state hasn’t facilitated much or done much to make a difference.

Therefore, this is a proof that Katumbi is feared by Kabila, he fear him more than his own shadow, he fear him more than actual coup d’etat. Since, Katumbi must have something Kabila doesn’t have, that is the popularity and hope. Kabila only carries with him, killings and destructions. While also looting the state, day by day. So do I think he will deliver a balanced and fair election. Than Santa Clause has moved from the Artic and suddenly gotten a house in Kinshasa. Peace.

Opinion: Have Kagame put a spell on the West?

You can wonder if the sins of old haunts the West, if the support and the strategies that worked back-in-the-day is now a lost tale. The hope for change and for a different outcome is gone. President Paul Kagame will run indefinitely and never step down. I don’t know if the West feel in debt for the crisis it didn’t prevent and didn’t manage properly in 1994. Where Kagame together with the rebel-militia supported by President Yoweri Kaguta Museveni entered Rwanda. They had already been apart of the National Resistance Army (NRA) and the new government under National Resistance Movement (NRM). Kagame has done the same with the Rwandan Patriotic Army (RPA) and made it into a party with the Rwandan Partriotic Front (RPF). Just after the model in Uganda.

Therefore, what you see in Rwanda is similar to what you have seen in Uganda. However, there are difference, that is why the chilling relationship between the neighbors. Kagame has worked closely with Uganda, they have sent armies together in the Democratic Republic of Congo, they have worked together to support the M-23 there too. They have been weapon brothers and brothers in arms. Still, the West let them both go. It is weird, but that is where we are. Both Museveni and Kagame can do whatever and get away it.

Kagame is either detaining or killing his enemies. He is doing it just like the Russian do. Rwandans has been poisoned in the United Kingdom, strange fatal accidents in South Africa, even in exile there are dangers if you have crossed Kagame. No-one is hidden from him and if they did him bad or even questioned him. He will find you and make sure you pay. Everyone can be touched and everyone can be taken.

Kagame has total control, nothing that he doesn’t have a stake in, there are clear that the state is part of all society. If there a dissidents or people questioning him, even if they are challenging him in public. They will be tarnished and detained, their family enterprises will be seized. There is no mercy and he never shows that to anyone.

That is maybe why the Western media, NGOs and States in general are walking on needles, they need the minerals he is thieving from the Kivu provinces and therefore, let him off the hook for the support of militias within the DRC. Let him of the hook for the human rights violations, for the killings of opposition and for the totalitarian activities. Where no one but his will matters. Kagame is the king and the sun first shines on him.

We should be worried, because he doesn’t lack use of violence and harassment, he hurts and kills. He might be successful to a certain extent, but we should be worried about the efforts and his involvement across the border. There are even claims of his use of spies and such in Burundi. Clearly, that could be the truth, since he has used all sort of manipulation and militias to get funding from abroad. Therefore, it is weird he is a donor friendly person, but also someone who has no issues with silencing his enemies. That should be worrying and that should cut him off the gravy-train, also sanction the companies that are importing his conflict minerals. Peace.
