The Battle for the Ugandan oil to the Coast; As the Tanzanian and the Kenyan suitors try to bait Mzee

There is the time and day where the President Museveni walks into Tanzania speaks to the new President Magefuli and promise more money for sustainable pipeline through Tanzania down to the coast. Later in the month he travels to Nairobi and meet President Kenyatta, and promises to ship the oil in pipelines through Kenya down to the Coast.

As both Big-Men do their bidding and promises quality lines in safe pastures with clean operations and good relationship between the countries and their businesses. While Tanzania was first in this time around, the Kenyan counterparts would not be worse.

The Ugandan Government have gone back-and-fourth promised Kenyan government before and made plans fitting the Kenyan perspective, so early in March after the general Election, the President met with President Magufuli seemed to be a grand deal, as the Tanzanian said they could start with building as early as August 2016 if the Ugandan Gov. was ready for it.

Now today it seemed as the Ugandan government have gone away from the Tanzanian agreement from early in month. As the Bunyoro oil fields will build pipelines from there down to Kenyan coast. A gentleman’s agreement between Uhuru and Yoweri, as they have worked together during election time, with funds and that President Museveni wants to give something back and show loyalty to the Kenyan President.

Tanzania and Uganda had even signed a framework agreement for the crude pipeline on the 12th of October in 2015. That seemed just to be a plan and not official document as the President of Uganda, seem now to be keen to repay his fellow mate in Kenya.

We never know is if this an reaction the EAC Inter-Burundian Dialogue of Peace between the Burundian stakeholders where President Museveni has lost his position as the opposition in Burundi claimed he was biased towards President Nkurunziza and wanted somebody else, as the African Union and EAC let former Tanzanian President Mpaka take the key role, as the mediation will be led by him, not the Ugandan President. That must sting a bit to man who wants to be the grand King of East Africa and overrule all estates and areas at all cost. That might be why they scrapped the agreement with Tanzania when it comes to the Pipeline.

This here will be proof of who wants to be the cadre for the monies that Ugandan President could bring and how far they will go to eat from his hands. As the President plays the field on both home-grounds and hope to gain the most for himself for as little as possible, while serving loyalty to the ones he picks. The partly agreement that was written during last quarter of 2015 seems too premature, as the joint statement today assume that the Kenyan government takes the last straw. Especially with the knowledge of the funding of President Museveni campaign parts of those funds to his war-chest came from the mountains of Kenya and not from Tanzania.

Because a man like President Museveni is more about his own will than the best for the oil or the best for the companies involved, because he want to be sure that the decision is benefitting him and his loyal cadres. Not anybody else, therefore he plays with Tanzanian and Kenyan officials until he gets the best deal for him, even if that strands the already made agreement with Tanzania, as the Kenyan suitors want to make sure that he gets the sugar and the tea he needs to sign a joint deal with them, even keep the Migingo island, as the money from pipeline can bring wealth and create jobs in Kenya, more than a few fishes and stones in the middle of lake. Fellow Ugandans,
Following Kiggundu’s fraudulent declaration of Museveni as winner of the 2016 Presidential elections, Uganda will never be the same again. The winner of the election was FDC’s Dr. Kizza Besigye. He is Uganda’s president elect. Museveni knows it too. That is why he has tried all he can to keep him under house arrest and to turn the streets into barracks, in order to intimidate the winners by creating a war like situation in some villages, towns and Kampala.

You have been asking “what next?”. You are right. Some of you think that the leadership is doing nothing about this situation. This is not correct. A lot is being done and the purpose of this communication is to let you know what is being done so that you can also find your own role to play in these developments. This is what is being done:

1. We are engaging our friends in neighboring countries of the East African Community, Africa in general, our friends in Europe, the United States, Asia and the Arab world to share with them the steps we are taking in protecting our victory and the presidency of Dr. Kizza Besigye, and to seek their support moral and diplomatic support. We have made good progress.

2. We are continuously assessing the capacity and deployment detail of Museveni’s security apparatus and working with our friends in the security establishment we have a sound idea of the capabilities on a half-day basis. We can confirm that Museveni’s security apparatus is in disarray, their morale is low, and units have been shuffled several times due to suspicion. You must have known that the Police and Army voted overwhelmingly for Dr. Besigye. The Special Forces Command which we had believed to be totally under Museveni’s control through his son Muhoozi, is no longer as homogeneously loyal. There is still some work to do there, especially since the SFC structure rests on Hima and Rwandan ethnicity. We know for a fact that there are already problems between the two groups.

3. We have also finalized mapping out the country into liberated zones where the bulk of the activities will be planned and piloted before rolling out countrywide. We have established control centers in all districts of Uganda. The responsibility of these centers is to develop the organizational infrastructure to service the new government headed by Dr. Besigye, which will be formally unveiled in May 2016 as the constitution stipulates. Arrangements for the swearing in of H.E. Col (rtd) Dr. Kizza Besigye have been finalized.

4. All efforts of our struggle at this stage are geared towards making it impossible for Museveni to fraudulently be sworn in as President in May. This we shall achieve, through your support and sacrifices.

5. We are finalizing negotiations with land lords in urban centers, market owners and managers not to collect rent from tenants for one month after we have established our authority. Landlords who will violate this one-month free accommodation agreement will be penalized accordingly. A one-month tax and licence holiday will be applied to Boda-Bodas, Taxi and Bus operators, traders and market vendors. We have completed negotiations with transporters to reciprocate by reducing transport fares for one month.

6. For university students, after we have established our authority,we will grant a fees-demand break for 30 days and a student who will have paid at least 50% of fees shall be allowed to sit for their examinations at any stage.

7. As incentive, once we have established our full authority, with your active participation, we shall reduce the cost of petrol, diesel and paraffin by 300 shillings a litre. This is also our way of appreciating the people of Uganda for the support they will have extended to the forces of change but also to compensate the losses that are going to be suffered in the coming days as we struggle, through peaceful means of civic nature, to establish the civilian authority led by Dr. Besigye.

8. Other such incentives are being considered for importers of essential commodities and other for other trades. We have also finalized negotiations with foodstuff and meat providers to reduce the prices for one month. For some of you are old enough to recall, (if you are not, ask who was old enough then); lowering of prices was done voluntarily in all sectors after the fall of Idi Amin in 1979 in the short period (68 days) of Yusuf Lule’s leadership which was rudely interrupted by the same forces that are tormenting Uganda today. So this is a practical revolutionary step we are undertaking.

9. Your responsibility is to be vigilant, cautious, and all the time active and united as forces of change. Be on the lookout for Museveni spies and zealous sympathizers who try to stand in our way and justly but decisively deal with them, on case by case basis.

10. In this difficult period, save all the money you can. Don’t be extravagant. Don’t frequent public places of entertainment unless it is absolutely necessary. Practice walking long distances on foot. Practice staying hungry even when you have some money to buy your lunch. Stock up on food and vital medicines that can last several weeks. Obtain a solar phone charger and affordable solar lights. As much as possible, don’t move at night unless it is absolutely necessary.

11. Don’t respond to invitation to meetings unless you have cross checked thoroughly and made sure that the invitation is genuine. Establish neighborhood security cells to protect yourselves from the so called crime preventers and other lawless regime functionaries. Don’t let anyone of you get arrested without a charge is spelled out by the arresting (police) officer. If any of you is arrested, inform the relevant persons immediately and ensure that if they have families, provide for their welfare, however small. Never abandon your colleagues in the struggle and their families.

12. This is the order you have been waiting for. You know the objective. Museveni must not swear in fraudulently in May, regardless of what the Supreme Court says. You know the time frame. You know who Uganda’s new president is. Your job is to make it happen. Methods will vary from place to place. This is not Besigye’s struggle. It is your own struggle. It is your vote that they tried to steal. You want your country back. You want a better life. You want to stop the corrupt and the arrogant from dominating you. You want to live in a democratic society that respects human rights. The ball is entirely in your court. Just do the right thing.

13. To protect our victory and to execute the mandate that was given to us by the people of Uganda, we are committed to pursuing peaceful alternatives. We sincerely hope that armed struggle won’t be necessary at this stage. However, should circumstances demand, we shall act decisively.

Resurrection of rebellion surfaces; while now the SUN sets on the NRM-Regime; And the disregard of justice and the Power-Vacuum created by this announcement of election results; creates distance between the Executive and the People!

This here is worrying signs in the times as people have fled their homes in Bundibugyo district, the violence that spark in Kasese, the intimidation in Kaabong amongst the Karamojong. The situation of house arrest of Dr. Kizza Besigye, the harassment of FDC officials and the FDC agents detained, and the witnesses of the Go-Forward Group in the same predicament. While the army is still heavy deployed and the police is still in anti-riot gear. The FDC headquarter in Najjankumbi has been raided and staff been detained to take Declaration Results Forms. That is the main reasons for the troubles of Go-Forward and FDC.  

The worrying is the escalation with a rebel group official starting to attack President Museveni under their leader “Maii Moto” went and attacked the Police Station in Kapchorwa. Even reported that the “We, Save Uganda Now” (SUN) has taken responsibility for the attack on the 5th March 2016. As even seems to be two battalions and also having UPDF deserters. That is worrying sign, because the UPDF is very professional and well-trained therefore used in operations in Somalia, DRC and Central African Republic. They have even entered South Sudan and reported that certain parts were in Burundi right after the election in 2015. Therefore that UPDF army men leaving the fold and be parts of rebel group, says enough.

This election has left lot of stones to turn as the continuation of fraud surface and the ways government has handled the elections and the aftermath. We see now the historical artifact surface after a hampered and rigged election. It is not enough how the announcement of the result happen on the 20th February from the Electoral Commission and the question of the existence of a National Talley Centre. The end game is strange and charade at the Supreme Court.

That a rebellious group as the SUN has surfaced should be worrying with mentality that the NRA came to power, as in previous times the ADF-NALU has made violence in the Rwenzori-Region and the LRA in Northern Uganda. Both of the other groups are now at other places and fought back by the UPDF, still they exist and torment of citizens in Democratic Republic of Congo and Central African Republic. They are all reactions to the regime of President Museveni. As the newly formed SUN; that SUN exists and already have created casualties in Kapchorwa. That is not a great look into the start of a new term and sworn-in. knowing that people are starting to use the same format and the same guerrilla and bush-war mentality as you did in the 1980s.

It should be worrying already with the men killed after demonstrations, the hurt men after the tear-gas and live-bullets, the detaining and the shunning level playing-field and used the government institutions to achieve yet another “victory”. Not that it is legitimate or correct as the mourning proves and the way people showed up at the rallies of the opposition and the way they was ferried to President Museveni.

There certainly things brewing who is not well established, with the arbitrary laws and creating the Crime Preventers, while mixing the powers of the army and the police in joint operations while carrying out unlawful house-arrests and detaining opposition. It is in this territory that the SUN guerrilla and rebels shows up and shoots up a Police Station in Kapchorwa. Where they pick up guns and kills a police officer. In 1981 the NRA went to Kabamba in Mubende to gain strength and secure guns and ammunition for their bush-war.

For a man who knows this tactic, for a President, who gained force in this way and created a atmosphere of invisibility and maneuvering between guerrillas and government army, while regenerating public support his cause. That must be a worry for the man who has called the people of Kampala rats for voting opposition, blaming opportunists MPs and claiming that he is the only one who can keep Uganda safe. In that picture with the recent deaths, fleeing people and the tension proves that something has occurred and a mentality has changed. As the UPDF, UPF and other security outfit has more work than claiming the P10 of the FDC is an illegal branch who should be dissolved. As they don’t carry guns or create violence. They should fear the SUN guerrillas and rebels who have been created to work against President Museveni. As much as he should not underestimate them as the President Obote did in his time and how the rippling effect it does have, and knowing the main target is to take out NRM and their President Museveni after 30 years in power.

This here is not a wished picture or something anybody wants to see, as I have before explained the similarities between the election in 1980 and even how Dr. Kizza Besigye has been worked against is similar to then Presidential Candidate in 1996 – Dr. Paul Ssemongerere. There is vicious ways of the government operations and the ways they operate has generate a ghost or a reaction that is not peaceful, even if the main opposition speaks of peaceful dis-obedience, as boycotting and not using NRM infused businesses and tax-collecting companies that gives the regime money to fuel their operations. That is decent way of doing so if they get it deliberately and get the public to eat in and take part of it. As the western nations started to shun products from South Africa when the Apartheid policy surfaced and the oppressive regime was taken the lid of. Then the public started to buy the same products from other sources instead of giving the tax-money to South African and South African producers. That is what FDC and other opposition powers are talking. In the political climate now, that is sustainable, as long as the public actually does it. Citizens who show their disregard of the ruling party and their rich elite who keeps them there; therefore the natural reaction would be to stop using MTN or other big business that serves the government right now.

The SUN is another type of reaction and their attempt and even start proves the liability and weakness in the army and the police as they could ambush the Police station. Even Police Spokesmen Fred Enaga claimed they we’re “mastermind” and this is a Police Force who prides themselves in intelligence and gathering information while detaining people preventative arrests and takes them to jail before the actions are done; as they fear people doing crime or creating chaos. As they have done ever since creating the Anti-Besigye Act or the POMA.

The SUN group uses the same device as the NRA did and already cleared one police station in the midst of the heavy deployment of army, roadblocks from central Kampala and out to Kasangati, the UPDF who supposed to keep things tight-knit and together with the police make sure no post-election happens, even as the violence hits Soroti, Kasese, Bundibugyo and now Kapchorwa. This is inflicted and notion of the intent from the government as they secure their own men and the handpicked men of the NRM, as they have ruled without to many questions since 1986. They been backed by the United States, Russia, Libya and other powers to secure a strong army and rebuild the country after bush-war. Now they are returning into the same landscape they fought to get rid of. As the Police standby while lawyers who work on a petition to question the legitimacy of the recent election is getting raided. While the evidence getting lost. This violent disregard of justice and double-standard; can fuel the men of SUN. Not that we want that, but we have to understand that.

As the killings and guerrilla warfare is not wished. But it happens when oppressive regimes and totalitarian regimes cremate the skeleton of sham elections, sham government and sham funding of government facilities, the loss of accountability and transparency; where everything is circulated amongst one man and his cadres. We can see that is the exposure and the clarity of the government institutions right now. They are all centered toward the executive and his decisions, as the IGP Kayihura has said he “follow orders” and do that without thinking. While before election Generals of the Army together with MPs said they feared going against the President Museveni. This here was put on wax and said to Daily Monitor. There was even reported that it was fear of defacing campaign-posters of him, as the poster represented the President.

When you are in this state and in the climate between people and leaders, when the MPs, Generals and IGP fear the President and would follow his command as a fear of losing the position he has “given them”. Then can have a deteriorating effect and make people kneel and speak as they want to think like the Executive, instead of building to creating a better government, as that is not important as much as clearing the state. Make sure that the state, parliament and government institutions can surely serve the Executive and not the people. The reason why the election became like it was and the excuses and tragic outcome, as the silence and the meager display of confidence in the regime; with the reaction as people tarnished Uhuru Kenyatta of Kenya as he was first to congratulate President Museveni. In this sieging of the people’s will and the open stealing of ballots, has made certain bubbles to burst.

As it now seems as certain army deserters actual becomes a part of a guerrilla or militia, even an armed rebel group. That should be worry, even as it is nothing new in the history of Uganda, and the ability of UPDF to shut-down rebellion, though this time they might play it differently and the people might not celebrate the governmental army as before, because of the longevity of the bush-war that created the NRM and the longevity of President Museveni. It would be special if a guerrilla of his own trained deserters would bring him down, as he has never chosen peace or taken defeat as a leader, instead always blamed other people for his failure or opposition for destroying good policies. The SUN might be a little mosquito right now, I am sure Obote at one point didn’t take the runyankore upstart seriously, even if had been defense minister at one point, and been a part of the armed battle together with him battling Idi Amin. He was still sure together with Tanzanian army would be able with UNLA to destroy NRA. Something he didn’t as they could hide easy and move quicker than the government forces while tactically outmaneuver both other rebel forces as Dr. Kayira his Uganda Freedom Movement (UFM) and other ones. So secure the loyalty from the Baganda Kingdom and take Kampala and be sworn-in in 1986. This is something the NRM knows and should worry that they are doing the same as the men they got rid of in 1986, they even seem to have done certain murders that came to the surface in December 2015 by the shores of Lake Victoria, as the Police has not given the public any answers to the crime or given any indication of knowledge on the Christopher Aine case. And the months are rolling and the next swearing in of President Museveni together with his loyal Presidential neighbor’s and President Mugabe, as he will cling to power by any means. That means the army and police will use their guns and the tear-gas, operation to raid opposition offices, even lawyers offices and detain witnesses to keep silence on the electoral fraud that happen on the 18th February 2016.

Somewhere is Dr. Milton Obote shaking his head together with Yusuf Lule and Dr. Paolo Muwanga who did their business at one point of time in the Ugandan history. Now, this period will be historical for the disarray and measly display of arrogance from the NRM-Regime while the nature of business is shaping the results with the iron-fists, instead of democratic means or justice, as the concern of rule of law does not care for anything else the rule of power. The answer to this is the resurrecting of ghosts of the Ugandan history. Guerrilla and rebels to the government and their ruling; that it happens now show how deep down and little regard the government has for the people. That the Government of Uganda, President Museveni has made the people his enemy and created a big vacuum as the people feels betrayed by their Executive, this has led to people and UPDF deserters to start a rebellion and a guerrilla under the name “We, Save Uganda Now” (SUN). And the violence has been released unto police men in Kapchorwa days ago, as the Police and army, together with other political forces has created similar outcomes in Bundibugyo and Kasese. To many dies for too little as the Executive continues to suppress his own people and take them for granted. Peace.

Mzee claims he never have used derogatory and reckless language against the Opposition; his fading memory must be reason why the President claims this!

“1st respondents denies using derogatory and reckless language as threating to arrest the Petitioner and Kizza Besigye as alleged. What he stated using a Runyankore saying was that anybody who causes violence would face the full force of the law. His reference to touching “the anus of the leopard” was figurative to illustrate the recklessness of anybody breaking the law”.

Well, what he says above after the Ntungamo clashes was not an illustration, but what he initially did with the help of the Police Force and he continues to detain and arrest opposition since they undress the violence of the NRM.

If this is not using reckless language then I don’t know! How can it not be reckless of saying that you want to smash the opposition? Peace.

Even when the Ugandan Gov. have the funds for health care and medicine; they still mismanage the funds or does not procure the necessary kits, staff or proof of use of the Global Funds; findings from the Audit Report of February of 2016 from The Global Funds!

There been reported how the Global Fund has gone through and report how the donor funds to Government of Uganda (GoU) and the Ministry of Health. As the Value for Money way of auditing and describing the state of the programs that has been funded by this donor funding; this is especially against the diseases like Tuberculosis, HIV/AIDS and Malaria. This is the situation of the funds and how it was used. This is interesting to see how the Government of Uganda has been coming to accountability and responsibility toward the procurement and accessing the monies, as they was not using the allocated funds or unaccounted for. There is questions for why certain projects are so slow in procurement and why there is too little of specialized kits in the National Medicine Stores (NMS) as they had budget for a dozen more than; when the audit was happening. That is a worrying sign. But look at the quotes from the Global Fund report from February 2016, and see what the important pieces from it are!

“The Global Fund support in Uganda:

Since its inception in Uganda in 2002, the Global Fund has signed a total of 20 grants amounting to USD 1 billion, USD 623 million of which had been disbursed to the country at the time of the audit” (…)”The grants are implemented by two Principal Recipients, The Ministry of Finance Planning and Economic Development and The AIDS Support Organization (TASO). The Ministry of Finance has delegated responsibilities with respect to implementation of the grants to the Ministry of Health” (…)”Approximately 90% of Global Fund grants to Uganda are spent on the procurement of medicines and health products. The Secretariat’s Pooled Procurement Mechanism procures all health commodities with the exception of tuberculosis drugs which are procured by the Global Drug Facility” (P: 4, 2016).

Ratings of the work:

The rating of the operations tells a story on how the services are delivered in the country. As the Programmatic and Performance where you can see the accuracy and support decision making to check the quality service, second part is the Financial and Fiduciary how to use the actual grants and check them in an effective manner, this two both the Programmatic and Performance, and the Financial and Fiduciary is handled in a Partial Plan to become Effective (P: 5, 2016).

The Health service and Products which is the ability of the supply chain, deliver services, account the quality assured medicines and health manners in timely manner; the second rated work is the Governance, Oversight and Management it is the quadrate and the effectiveness of the grants and implementations of the arrangements. These two parts is not run effective by the government (P: 5, 2016).

“The Global Fund has signed a total of 20 grants amounting to USD 1 billion, USD 623 million of which has been disbursed to the Republic of Uganda since 2002” (…) ”Approximately 90% of grant funds are spent on the procurement, storage and distribution of health commodities. The Global Fund’s Pooled Procurement Mechanism buys the majority of the medicines and health products on behalf of the country, which has significantly improved procurement timelines and reduced commodity prices” (…)”Uganda has made progress in the control and treatment of HIV, tuberculosis and malaria with a reduction in new infections and/or incidence. However, if unaddressed, pervasive stock-outs of key medicines at all levels will result in treatment disruption for patients. Seventy per cent of the 50 health facilities visited during the audit reported stock-outs of at least one critical medicine, with HIV drugs being the most affected of the three diseases” (…) ”Differences of USD 21.4 million were noted between book and actual stocks at the National Medical Stores for 15 commodity types procured by the government and the Global Fund. The audit could not apportion the variance between the government and the Global Fund since the stores’ inventory system does not segregate physical stocks by source” (…) ”16.5 million condoms that should have been distributed for free were sold through social marketing. “The country’s change of HIV treatment policy and scale up plans have increased the number of patients eligible for treatment without a corresponding increase in government funding. This will result in a treatment funding gap of at least USD 90 million in 2016 if not addressed.

Consequently, the Global Fund is ‘front-loading’ commodities planned for 2016/17 to 2015 to address medicine shortages” (…)”Twelve per cent out of the 50 facilities visited were performing HIV tests with expired test kits and, contrary to national guidelines, 14% of facilities visited did not perform confirmatory tests on clients diagnosed as HIV positive. This raises the risk of clients getting false HIV results” (…)”The Secretariat, in collaboration with the Ministry of Health, has introduced data quality assessments. Vacant positions are to be filled to address the data related issues. However, funding for tools, training and supervision remains a challenge” (…)”There was also weak management of advances with some remaining outstanding for over 20 months. Value added taxes amounting to USD 0.3 million had also not been refunded to the programs. The audit identified expenses for which there was not adequate supporting documentation, amounting to USD 3.9 million” (…)”While the country lacks adequate funding to cover key activities, it has a low absorption of the limited grant funds that are sent to the country. The OIG noted that only 46% of funds disbursed to the Ministry of Finance between January 2013 and June 2015 had been spent at the time of the audit” (P: 7, 2016).

“70% of the health facilities reported stock-outs of anti-retroviral medicines and HIV test kits of between three weeks and four months” (…)”68% of facilities reported stock outs of anti-malaria medicines and test kits in the previous six-month period” (…)”64% of the facilities reported stock-outs of TB medicines of between one week and three months” (P: 9, 2016).

Use of medicines to treat other diseases: The audit noted that 32% of the 50 facilities visited treated 1,254 Hepatitis B patients with anti-retroviral medicines. The quantification of anti-retroviral medicines does not take into consideration their use for the treatment for Hepatitis B patients. This has contributed to stock-outs of anti-retroviral medicines for HIV patients who are the primary target of these medicines” (P: 9, 2016).

Gaps in HIV counselling and testing practices:

“Twelve per cent out of the 50 facilities visited were performing HIV tests with expired test kits” (…)”Contrary to national guidelines, 14% of the facilities visited did not perform confirmatory tests on clients diagnosed as HIV positive” (P: 11, 2016).

Inadequate and ineffective condom procurement and distribution processes:

“Condoms that should have been received in country in 2011 were only received in late 2013 due to a protracted procurement processes” (…)”Contrary to the grant agreement, 16.5 million condoms that should have been distributed to users for free were provided to Marie Stopes Uganda, a contractor, by the Ministry of Health and sold through a social marketing mechanism” (P: 12, 2016).

Subsidized anti-malarial medicines not accessible and affordable:

“Consequently, medicines are sold above the recommended price that is UGX 5,000 and not UGX 3,500” (…)”there is no instituted mechanism to ensure that the subsidized medicines are distributed outside the big cities to malaria endemic areas” (P: 12, 2016). “Key positions budgeted for under the Global Fund grants also remained vacant: for example, 17 out of the 43 pharmacists and HIV, TB and malaria focal points for the regional performance monitoring teams were not at post during the audit” (P: 13, 2016).

Difference between what they have funded to get and what they had at NMS:

Between Global Fund commodities issued by national Medical Stores and received by health facilities: The National Medical Stores inventory system indicated that 3.7 million test kits had been issued to a facility, but the facility recorded a receipt of only 3,000 kits. While the National Medical Stores indicated that the variance amounting to USD 2.41 million may be due to errors in the inventory management system, this could not be verified by the OIG auditors. The variance also affects the closing quantities based on the inventory management system and actual stock at the national medical stores” (P: 14, 2016).

“In-country quality assurance of medicines: The National Drug Authority charges 2% (amounting to USD 3.8 million from January 2013 to June 2015)39 of the “free on board” value of medicines and pharmaceutical products for in-country quality assurance. While bed nets and condoms had been tested, there was no evidence that medicines (including anti-malaria and anti-retroviral) supplied by the Global Fund were tested by the Authority” (P: 15, 2016).

Questionable value for money: Charges of USD 3.8 million (from January 2013 to June 2015) by the National Drug Authority for testing of medicines, for which there is no evidence that testing actually happened” (…)”Cancellation of an order for the purchase of HIV test kits under the Pooled Procurement Mechanism which has resulted in a loss of USD 427,500. The manufacturer has indicated that the commodities have already been manufactured and cannot be supplied to any other country due to level of customization requested by the Ministry of Health” (…)”Payments amounting to USD 254,921 related to value added taxes that has not been refunded by government” (…)”The implementers incurred ineligible payments amounting to USD 93,400. These related to payments for activities not included in the approved grant budget, or excess payments to service providers” (P: 19, 2016).

Afterthought:

This here shows worrying signs as the Health Care and Global Funds is either not utilized or misused, understocked even when the NMS is supposed to have dozen of kits for instance. The amount of monies not allocated even when budget for. That is a normal issue for the Government of Uganda under the NRM-Regime.

Just like the condoms that was supposed to enter Uganda in 2011, arrived in 2013. That proves the ability of the government to stall the procurement even when they have donor-funding to get the necessities. One key issue is that health facilities are lacking the necessary medicines for the treatment of Tuberculosis, HIV/AIDS and Malaria. The planning for securing the allocations is also lacking, therefore the planning and allocations is missing even when the funding from Global Funds is there, showing that the transactions between the Government of Uganda, National Medical Stores(NMS) and the International Companies who make the kits and medicine. Another factor is the longstanding time the health facilities are without needed medications and that should be worrying for the Ministry of Health.

The worst thing about this is that people who need the treatment have to wait for it or not get it in time as the health care facilities do not have it. That is the thing that worries me while reading through it, seeing the person who needs the care and medicine not getting it. So the Government of Uganda, Ministry of Health and National Medical Store (NMS) has a decent job to do. Especially since the matter of making procurement procedure and facilitate together with the different parts of governments organizations to deliver to the patient at a facility or the pharmacy.
