As the stories has gone, there is time release parts of the phone-call between the world leaders President Rodrigo Duterte and United States President Donald Trump. This one happen on the 29th April 2017. Already some of the parts had been released, but the whole document have been leaked. Therefore, the whole part of the their conversation is possible to reveal. What is the key from this conversation, it is that President Duterte acts an executive and President Trump begs Duterte to visit the Oval Office. And that they are both discussing how to deal with North Korea, which is interesting reading, since you see what sort of weak leader President Trump is.
To prove I have taken the stories from an official document, it was labeled with OAA-919-MASA-2017 and it was from Marshall Louis M. Alferez and the document was dated on the 2nd May 2017. So if you wonder, which document it is, than surely you have to find the whistle-blower. Well, let’s take some key statements between the gentlemen.
On North Korea:
Trump: “What’s your opinion on him, Rodrigo? Are we dealing with someone who are stable or not stable?”
Duterte: “He is not stable, Mr President, as he keeps on smiling when he explodes a rocket. He even has gone against China which is the last country he should rebuke. But it seems from his face – he is laughing always and theres as dangerous toys in his hands which could create so much agony and suffering for all mankind”
Trump: “Well, he got the powder but doesn’t have the delivery system. All his rockets are crashing. That’s the good news. But eventually when he gets that delivery system… What hunk do you have about China? Does China have power over him?”
Duterete: “Yes at the end of the day, the last card, the ace has to be China. It’s only China. He is playing with bombs, his toys and from the looks of it, his mind is not working well and he might just go crazy one moment. China should make a last ditch effort to tell him to lay off. China will play a very important role there”
Trump: “We have a lot of firepower over there. We have two submarines – the best in the world – we have two nuclear submarines – not that we want to use them at all. I’ve never seen anything like they are but we don’t have to use this but could be crazy so we will see what happens”
We can see that Trump has to get involved and doesn’t really listen to the advice, as he has to answer through the submarines of the United States, even as the Philippines President is putting the responsibility of North Korea on the Chinese Authorities. This proves the difference, as Trump doesn’t even really listen, as he even explains of the lacking arms technique the North Koreans have for the moment. So the way it is expressed, you see who is reflected and who just want to shot out of the hip. In this regard it is Trump, who even says it is no issue to use nuclear submarines against the Pyongyang authorities.
On wished visit to the Oval Office:
Trump: “Please call China and tell them we all counting on China. Tell the President – we became friends for two days – he was great. On another subject, I am coming to see you I guess sometimes”
Duterte: “November hopefully, we will be happy to see you”
Trump: “Thank you Mr President. You are a good man. Yes, certainly in November. Welcome and thank you and we will be happy to see you, Rodrigo. I look forward to seeing you. If you want to come to the oval office, I will love to have in you in the oval office. Anytime you want to come. I will be in the Philippines in November, but anytime if you are in the DC or anywhere, come see me in the oval office. Work it out with your staff. Seriously, if you want to come over, just let us know. Just take care of yourself, and we will take care of North Korea. Keep up the good work, you are doing an amazing job. Say hello to people of the Philippines for me”
Duterte: “They know you are calling. It is the last day of the ASEAN Summit and everyone was asking. Sultan Bolkiah just left but I will tell remaining guys here what you told me. We are all peace, there is no secret about that”.
Trump: “Good, you take care of yourself, come see me before November, you are invited anytime”
Duterte: “I will do that Mr. President. Thank you for your concern. God bless you Mr. President”
Trump: “Take care of yourself, Rodrigo. God bless you”.
If you wonder what boggles me here, is the deal-maker and the art-of-the-deal trying to get President Duterte to visit the White House. It is amazing how he was begging Duterte to travel to the White House. He said he was welcome about 5 times in a short span of time. Donald Trump was nearly kneeling in the oval office to get him there, even calling him a good man. Even if he was just passing by Washington DC, he could just pop-by for biscuits and tea. The frankness of the invitation seemed more like beer-buddy, than a conversation between two Presidents.
You know he really does what he can, when he even had to say to Duterte as well, that he has to take care of himself twice. Like a friendly relief. Just like Duterte isn’t a grown man who can tuck his shirt. You would think that President Trump got advice on how to discuss matters and how to be cordial on the phone with world leaders. Instead, Trump sounds like he is trying to hard and not with a serious manner towards a fellow President, as Trump cannot wait to see him in November, which seems to be long time for him. Peace.

Another former sore point in the Republic of Philippines. This being the critic and the internal squabble of internal affairs by foreigners in the Republic of President Rodrigo Duterte. These has been the United States of America, Spain, European Union and others. Now the President stands up to them, also as the power-shifts to other alliances and diplomatic partnerships. This is certainly knew to a few, but since the first days in office, even President Obama got a mouthful for the interference in the internal issues and military operations in the Philippines.
The United States and European Union have been critical of the President Duterte and his administration. Therefore, that the Duterte Administration acts now upon the European Union warnings on the Extra Judicial Killings in the Drug War is expected. That is because the European Union want their donations and their grants to have more power. This is what worries Duterte and his administration, as they want to continue their popular work in Philippines. That is the reality, even if it is controversial and the methods seems rough. The Philippines and the public are understanding why President Duterte uses those sort of Police tactics to undo the controlling drug-lords and cartels in the Republic. But take look at the reporting!
Preemptive strike by Duterte:
“A government source privy to the meetings said administration officials agreed to preempt any move by the EU to cut off aid “by refusing to receive it.” Malacañang on Thursday said Duterte had already approved the recommendation of the Department of Finance to reject grants from the European Union that “may allow it to interfere” in the country’s internal affairs” (Bencito & Ramos-Araneta, 2017).
Abella explain the cutting of Grants:
“The Duterte administration announced yesterday it will reject new grants from the European Union (EU), possibly forgoing some 250 million euros or roughly $278.7 million in funds for development projects in the country, particularly in Muslim Mindanao” (…) “The President has approved the recommendation of the Department of Finance not to accept grants from the EU that may allow it to interfere with internal policies of the Philippines,” presidential spokesman Ernesto Abella told reporters at Malacañang” (…) “The Philippines reserves the right to accept loans and grants that help attain its objectives of promoting economic development, inclusiveness, and reducing poverty, attaining peace within its borders and with its neighbors, and fostering a law-abiding society,” Abella said” (…) “It also reserves the right to respectfully decline offers that do not achieve these goals and offers that allow foreigners to interfere with the conduct of its internal affairs,” he added” (Lee-Brago & Mendez, 2017).
Text Message from Jesus Dureza Dominguez:
“In a text message forwarded by Presidential Adviser on the Peace Process Jesus Dureza, Dominguez said Duterte “approved the recommendation not to accept the EU’s offer of a grant (of) about $280 million which would involve review of our adherence to the rule of law. That specific grant is considered interference in our internal affairs.” (CNN Philippines Staff, 2017)
So the Philippines authorities was thinking instead of being slapped and humiliated by Europeans donors and their grants. They would cut it off and not accept the donations to the projects. As the possible condemnation of the Police Brutality and Drug-War would assault the works done to create more peaceful atmosphere for the citizens. This is how it can seen, as the Philippines and their President Duterte, also has a closer relationship with ASEAN and China than before. They are also more key allies than the Europeans. They are also not putting to much strains in the relationship and saying how the government of Manila are supposed to work.
The preempt strike is because the Duterte administration want space and wants to make sure their respected. Maybe, the European Union are not used, neither is the United States. But they are not someones to toy around with and show-off. The Philippines and their government deserves credit for pulling their strings and stopping from being muffled with. Many doesn’t have the courage and the pride of the Republic.
No-one would expected this as the Philippines has usual just accepted the donation and the grants with the decided perks it had, since they had too. But now the Chinese and other friends are helping the Republic out with infrastructure grants and other development projects. They are certainly not questioning the will of internal security or stopping the strong administration of Duterte. They are accepting it and also being cordial about it. One thing no-one should do, is to underestimate the President and his will. It might seem rough and might seem strange. But not all is humble subjects of other nations, and that is refreshing, as Duterte administration actually stands-up to the ones no-one anticipated.

Its might be true that the political game of President Rodrigo Duterte is rough, harsh and brutal. That might be true and so, the people should maybe, also study why he acts like he do and why he is still gained massive respect in the Philippines. That the drug-war has been bloody, the new rules on curfew among others has hit hard. Still, the realm is calm and the business has moved-on. As well as his friendship with China, Brunei and other partners in Asia. Therefore, it is not like the Island state has fought or created issues abroad.
On the other hand, you have an erratic and irresponsible figure as Commander-in-Chief in the United States, which does not play any rules or understands any sentences deep enough to grasp the implications to his actions. He bombs in nations without any plans and start covert missions without any forewarning or any get-go from the United Nations or fellow partners on the ground. His sudden approach to bombing an airstrip in Syria, which was open again a few hours later. The bombing in Afghanistan, that might have damaged some installations of ISIS in the mountains, but not gotten rid of them. Then you have the golden pocket of all, the Yemen strike that killed civilians and innocent, while not even determine the consequences and losing lives of American soldiers. Therefore, President Trump has his battles and has his own issues.
Donald Trump has also enforced the ICE, the Police and Department of Justice in the battle on immigration, his executive orders and his acts against fellow human beings is not sincere and humane. It is more degrading certain individuals and then trying to deport them. Even stopping them from entering. So when people call President Duterte all sort of killer and such, President Trump is not much better, they are similar, but have different approach.
That President Duterte is ruthless when it comes to his drug-war that everyone should know by now. The same could you say about the hatred and concern for immigrants and uncertain warfare approach the Trump Administration have. Therefore, that this happen is not something be concerned about:

So out of the phone call, President Trump invited him without any protocol or guidelines behind him. Just after a friendly chat, this has happen before, they talked together in December 2016 as well. But then more cordial as you should do with foreign leaders. That being an official invite and not just brief talks.
“Speaking to reporters in Davao City, Duterte said he has not made any confirmation due to other commitments” (…) “I’m tied up I cannot make any definite promise…I’m supposed to go to Russia, Israel…” he said” (…) “ Asked for more details on their phone call, Duterte said he expressed Manila and other Southeast Asian leaders’ concerns over tensions between the US and North Korea” (…) “It is the concern of everybody not only us but the ASEAN guys,” Duterte said” (…) “I said Mr. President, you cannot scare Kim Jong Un with firepower,” he said” (Merez, 2017).
So President Duterte didn’t just follow the erratic President Trump, as he shows that he is sovereign himself, also that he has loyalty other places. The Philippines are not only allied with the Americans more, they have also agreements with China and others who helps and develops the Republic without interference. Therefore, for Duterte the United States are less important as the Chinese and others are offering more for less. Especially, knowing that Trump only tries to get fellow leaders who can help him, since he doesn’t know anything about North Korea. If he knew he might have said and done things differently, but Trump doesn’t know better. He wants to take a shortcut and an use Duterte in his short-con.
Certainly, if the United States wants to have the President of the Philippines to visit Washington D.C. they should invite him with due process, he runs a nation as well and isn’t the lap-dog of the USA. That is how they have acted towards the Asian Republic in the past. With President Duterte they have to show some more tact and be more cordial. Certainly, he will not buy into the bullshit of Washington. Which, shows the changing ways of diplomacy is now between Manila and Washington D.C. Peace.

I have been thinking about this for a while and I made up my mind. President Rodrigo Duterte, the Philippines President are by many controversial and his acts are not ordinary in society as we’re used to, but partly they work and many feels safer, though the violent police force gets rid of violent and dangerous drug-trade that has at its peak even corrupted Members of Parliament. Therefore his cabinet and his acts made both enemies locally and abroad.
His tone and demeanour is also striking, a hot-headed man who speaks his peace and war before he tries to mend the wounds created, because he figures out that the striking isn’t always the way to go and to create dialogue. But he seems like a leader who wants to be respected for being him and for his country.
Here is what happen lately and made fuzz worldwide. Because the MCC again made a decision, but without giving reasons for their suspensions that we’re for infrastructure projects, that they are now finding other funding for instead of the American funding. Duterte has gotten grand support in other Asian powers over the recent months and even gotten friendly with the Chinese, which has even respected the courts over well-resourceful islands that China has claimed.
“China has offered the Philippines credit worth USD500 million to procure Chinese-made military products, Philippine defence secretary Delfin Lorenzana said on 20 December. In comments published by the Philippine government’s news and information bureau, Lorenzana said the funds would be made available through soft loans and would support the procurement of unspecified “big-ticket military items”. Under an initial part of the aid package, Lorenzana also confirmed that China has agreed to provide the Philippines with CNY100 million (USD14.4 million), which will support the Southeast Asian country’s acquisition of “small arms, speed boats, or night-vision goggles” (Grevatt, 2016).
Together with a big grant of monies has also come to the nation under Duterte. As this has happen after the American pressure has risen and they don’t see how this aggressive attitude doesn’t help the relationship between the Philippines and the American counterparts.
MCC cancelling grants for infrastructure projects in Philippines:
“The US-led Millennium Challenge Corp. (MCC) has suspended a funding grant for the Philippines over “concerns around rule of law and civil liberties” under the Duterte administration. In a statement last Wednesday, the MCC said it has “deferred a vote on the re-selection” of the country for another compact grant, “subject to a further review.” No other details about the Philippines were released” (Magtulis, 2016).
“I understand that we have been stricken out of the Millennium Challenge. Well, good, I welcome it,” Duterte said with apparent sarcasm. “We can survive without American money,” he said. “But you know, America, you might also be put to notice. Prepare to leave the Philippines, prepare for the eventual repeal or the abrogation of the Visiting Forces Agreement,” he said, referring to a 1998 accord that governs American forces visiting the Philippines for joint combat exercises. Speaking with reporters Friday, Duterte also told U.S. workers or troops to “start packing.” (Penzenstadler, 2016).
“For the past previous months since Duterte took office, the United States has reiterated several times its concern over the alleged spate of extrajudicial killings related to the Philippine government’s intensified campaign against illegal drugs” (…) “America is a land of hypocrisy. There are 40,000 Americans killed every year, drug-related,” Duterte said in a speech before a group of exemplary government employees” (Sioson, 2016).
We can wonder how this is to be and how this will go. Certainly the killings can be questioned in the Philippines, as much the United States should question their own misgivings on this matter. The Duterte government are striking hard and trying to force it out. Though certainly the killings can be seen as causing havoc, it can also create a safer environment; as long as this is a temporary matter where the drug monies and society has been under fear because the drug-gangs in Philippines.
The United States can by all means suspend their aid to the Philippines, but they are not their lapdog and their puppet to control. As they will be muffled to be controlled and if they listen they get their candy. The MCC might review it and address the matter, but a President Duterte is right reacting and showing courtesy to the American government who does this to his administration. Instead of looking at in silence and pounding on the lost funds. Instead his proof of power comes with the strategic need of alliances that U.S. Government needs in the South China Sea.
President Trump and his nominee Secretary of State Tillerson will not have a cake-walk in Asia. President Duterte will not make it easy for somebody like them to trade the waters. Duterte has his pride and wants to make the best effort in power. The rare instance was that the international community didn’t care when the communities we’re attacked by drug-gangs and drug related
We can wonder how this will go, but one thing is for sure President Duterte will not be muffled by the American Government as his predecessor. They have followed the party line of the US foreign policy, but Duterte are acting as President on his own merry. Something the world should recognize and respect. I understand why some policies and some acts might offend and even boggle your mind, but him standing up to the U.S. shows his pride and also his vigour not be controlled and told how to be. Duterte deserves credit for that, though we can question the purpose, longevity and the current policy against the drug-lords and drug-gangs.
It might have consequences right now for the funding of certain projects that has to get funding from elsewhere, but what we can now is that Duterte will not an underling to the American Empire, but be his own and change affiliations if it benefits the Philippines, which is something he should do without any scrutiny; unless he did it without any transparent objectives and with no concern for the ramifications on his own population. Today is a special day, a former presidential candidate Norbert Mao who happen to be the Democratic Party in 2011, is after today not allowed to compete to become a MP from the Gulu Municipality, and we’re today told by Gulu Electoral Commission registrar Benson Obete for the reason of missing his National ID card. To top it all off now he cannot run as a MP, because he doesn’t have that National ID card(Had to say that twice!).
He had issues last time with photos and got a few hours to fix it(by the same Electoral Commission before the 2011 Nominations. This time it wasn’t that easy; because when the issuing of the National ID Cards he was sick (Reports are saying so). On that matter hen wrote to the Ministry of late General Aronda to get a reissue of the card. In so return nothing ever happen and Eng. Dr. Badru M. Kiggundu; has now said today; that he cannot give special treatment to any candidate.
Just a friendly reminder: Well, he did that with Yoweri Kaguta Museveni of the NRM, who didn’t need to be nominated by his party before he verified his nomination form like the other candidates did (I’m just saying). But that is another issue (Indeed it’s Mzee we’re speaking about).
Norbert Mao has been under fire since last election and the reckless fall of one of the oldest parties in the Ugandan country. He has been hectic activity since 2010. He was also parts of the ‘Walk to Work’ protest and a presidential candidate before that. He has had issues with the Police a dozen of times, seen rallies destroyed by police and been jailed. As so many opposition leaders and MPs has been now and then. Even totally pinked by tear-gas in Kampala (that picture is legendary); also rumored dead for a while during 2015, which we all know is not true. So let me give you some more quotes and issues in his political life!

Mao we’re born on 12. March 1967. In 1991 he had been able to get bachelor degree in Law at Makerere University where he was Guild President school year of 1990/91. In 1992 he got the Post Graduate Diploma from Law Development Center in Legal Practice. From 1992 to 1996 he worked in two companies as a lawyer. From 1996 till now he has been an MP. And in General Election in 2011 he tried to be the DP Presidential Candidate.

He cited: “We are in Moroto! Last night 4 UPDF soldiers were busy tearing down my posters while putting up President Museveni’s. When challenged by my team, one cocked a gun. His colleague ordered him to shoot. Our police escorts disarmed him. If UPDF soldiers can do this then we are in a circus not a campaign. We are not campaigning against a party but the state itself. It is a mockery of democracy!”.
In 2010 the year before General Elections in 2011:
He said this: “hose holding guns are entirely dependent on the gun. Those who are spending tax payers’ money on campaigns are dependent on money but we are relying on the ordinary Ugandan and everybody should know that DP has resurrected” (…)”We welcome whoever had temporarily taken refuge elsewhere to return home. Whoever fears rain can even seek shelter in a night dancer’s home but the rain is no more” (…)”I told them I am a Ugandan and I never filled any form to be a Mucholi (sic). I told them those who attacked the Lubiri did so before I was born” (DP, 2010). If you forgot the troubling paperwork on the 2010 nomination: ““I declare Nobert Mao of DP, who has complied with all the regulations,” Dr Kiggundu said, amidst ululations and shouts of joy from the 20 man team.
However, Dr Kiggundu also said because of natural justice, Mao would be allowed some few hours to present another set of postcard photographs to the EC “because the ones submitted have one ear.”The team comprised of MPs, John Kawanga, Joseph Balikudembe, Mathias Nsubuga, and Jinja Mayor Kezaala among others” (DP, 2010).

“We are now detained at Kiira Road Police Station. Seven of us are here facing ridiculous charges of being part of an unlawful society. “Norbert Mao has already been a disappointment to the party, including all the neutral potential supporters who would have joined DP. It is two years since Mao was elected, and there’s nothing that one can show” (…)”I have not seen or heard Mao and his executive in villages consulting and building the party, or empowering supporters, except during the elections. Yet DP would probably find it a lot easier to mobilise people since its values are very close to people’s hearts, and it has no history of engaging in killings” (…)”he has failed to reconcile the DP young leaders who connect very well with the voters. He cited saying: “My heart wept to see that displaced people who had returned to their homes in Apa, Amuru District have been beaten, killed and their houses burnt by the army and police on orders of the government. 25 people are in detention for saying no to this injustice. 9 people are unaccounted for. Police claims they shot dead two people but only produced one body. This is going to be a long struggle against a so called foreign investor who wants to turn our home into a game ranch! On Tuesday we shall see how to get the detainees out on bail…Truth will ultimately triumph…”.
6th August 2012:
He said this: “We have just had a serious clash with NRM officials at Messiah FM when the radio talk-show host wanted to stop our program because Crispus Kiyonga and the NRM entourage were pressurizing him to close our program. We are filing an official complaint with the Media Council and the Broadcasting Council. Our program was cut to only 30 mins! Not just bad politics but also bad manners….”

My Press Officer Fred Mwesigwa bravely faced them off when they claimed that they had heard that DP was planning to deliver foodstuffs to families of police officers and so they had come to search DP offices. Mwesigwa told them that unless they produce a search warrant from court the party would exercise its right to self defence and protect its right to privacy. Eventually they cops went to the street level when it became apparent that no one was afraid of them”.
In August 2013:
He said: “The Public Order Management Act is the last nail in the coffin of civil liberties in Uganda. It is a monument to arbitrariness. It has amended the constitution by the back door concluding the formality of turning Uganda into a police state”.
In November 2014:
“Mao said that he declined the Prime Minister’s position because he knew it was going to yield nothing for him and the people of Uganda whose interests he fights for” (…)”He says that the only way he was ready to work with Museveni was to restore peace in northern Uganda and take Internally Displaced people back to the homes” (ThemBokaHunga, 2014).
In September 2015:
He said: “The opposition is not as weak and unkempt as it seems. If the opposition was so weak and utterly in disarray as some people seem to think, Museveni would not be running around scared of losing elections” (…)”He (Museveni) would not be seeking to be guest of honour at every little ceremony in the country. Museveni is running around scared because for once he can smell defeat and he knows that the army will not defend him and keep him in power when he is defeated at the polls. He is desperate for a semblance of legitimacy” (Musinguzi, 2015).
And in a statement: “The Bank of Uganda will still be used like Museveni’s private ATM, the military and police will serve the role of appendages to the regime and the Electoral Commission will be but a figurehead as state operatives run the elections behind the scenes” (…)”Museveni was a Minister at the time when I was a primary school pupil. I am now 48. Museveni is combatting the onset of senility. He struggles to present an image of youthfulness. He does press ups to dupe the unsuspecting public that he still has stamina. He dabs in rap music to project the image of a man in tune with modern musical trends. But all that cannot beguile Ugandans. As Bob Marley sang, you can fool some people all of the time and you can fool all the people some of the time but you can’t fool all the people all of the time” (Musinguzi, 2015).
If he doesn’t get it fixed to become really nominated to be MP for Gulu Municipality which gives a free for all for the other candidates in that constituency and the candidates that are nominated there either UPC or NRM. This gives other parties than DP who has made head-weight by the voters in that area. Since one of their big men and main candidates since 1996 is not on the ballot in February 2016. I am sure this has something to do with his affiliation at the current moment. He has been on the trail with Amama Mbabazi and supported him as a TDA Joint Presidential Candidate that is one of the reasons why DP doesn’t have a Presidential candidate, the same with Justice Forum Uganda (JEEMA) and People’s Progressive Party (PPP) so on. DP is not alone, even the UPC who now has a deal with NRM has the same conundrum. They solved it differently and directly having a deal with Yoweri Kaguta Museveni.
For some time it seemed that DP was lingering towards NRM. That train has now left station. This proves the situation and how rigged the elections are. Certain bunch of losers from NRM Primaries can still be a part of the elections in 2016. They are running as Independents and have now worries. A number of them have been in talks with statehouse and they are already reassured from the Mzee.
The Gulu Municipality MP election results will be mind boggling and be weird. Since Norbert Mao will not be on the ticket. And he was going in for the President in 2011! Only – Made in Uganda! Peace.
