A brief look into the IGG first report of 2018 with Lira District in FOCUS!

The Inspector General of Government (IGG) Irene Mulyagonja has recently published a new report, showing the corruption and the reported cases that has been sent to the IGG during the 6 month period. This report shows the key places where the complaints are about, which shows what kind of civil servants that has cases going or investigated. There also a major showdown of certain districts, which gets the most heat in this report. Clearly, they are picked up and shown the public, while others are kept in the archives. So I am showing the key aspects of where the complaints go and one key district that has been put on blast. That being Lira District, who together with others was also put on display. What is weird about that is the office of Lira is number 15 on the list of getting complaints. While the Central District and Kampala Headquarters has bigger numbers, but is not chosen to revealed for the public. Only district offices with less numbers are Kampala Regional Office (because all are delivered to Headquarter) and Gulu district office. So this been choice by the IGG to show their cases instead of the ones around the Central Government. That is how it can be perceived!

The Inspector General Report are clearly stating that the most common groups of people, which is mentioned in complaints are either directly individuals (public officials), District Administration/Local Government, Municipal & Town Councils, Head Teachers, District Service Commissions and sub county administration. In the time between January and June 2017, there was 330 complaints about Public Officials. Complaints about District Administration was 328. Municipal & Town Councils complaints was 144. The complaints concerning Head Teachers was 87. The District Service Commissions was 85 and sub county Administration complaints totaled to 68. This here is really showing where the state officials locally are misusing the public funds. It shows a warning sign of how people take advantage of the lack of paperwork and archives of procurement and also facilitation of the state reserves. That is why they could do this before the complaints come to the IGG.

IGG cases in Lira:

Alleged cause of financial loss by Principal Assistant Secretary, Lira District” (…) “Alleged mismanagement of Shs. 15,000,000/= meant for road maintenance by officials of Ojwina Division Council, Lira” (…) “Allegation of nonpayment of wages to former support staff by Lira Municipal Council” (…) “Report on investigations into alleged payments of salaries to ghost teachers and illegal appointments of Head teachers in Lira District Local Government” (…) “Alleged irregular remittance of Shs. 10M to Mr. Ario Benson’s account and subsequent deletion from the payroll by PPO, Lira” (…) “Alleged creation and existence of ghost primary school in Aloi Sub-county, Lira District” (…) “Alleged misappropriation of UGX. 9,000,000/= meant for the construction of roads in Adekokwok Sub-County Lira District” (…) “Alleged utterance of false academic documents by a Secretary at UTC – Lira” (…) “Alleged irregular earning of higher salary by a person at Lira school of Nursing” (…) “Alleged cause of financial loss by the Principal Assistant Secretary, Lira District” (IGG, P: 77-80, 2018).

I am just showing the alleged cases in Lira as well, as the main reports, since the Report itself should be question for lacking the alleged cases from Kampala Headquarters and Jinja Offices. It shown some cases from Arua, but very limited, since it was the third biggest place of complaints during the 6 month period. While other regions and districts had more open cases. I am really questioning why Lira was so in FOCUS, when the offices of Jinja, Headquarters and Arua had ten times more complaints than Lira did. Why are they not more evident in the report? What is the reason?

That is what we should ask and why the IGG are not revealing those complaint or keeping them on the low. Peace.

“No need for Banking Regulations” are the memo from the leaked Goldman Sachs Speeches from Hillary Clinton!

goldman-sach-hillary-900-e1455056003700

We have all now at some point if we have followed the news cycled heard about the Podesta leaks from Wikileaks; I have already had a few pieces on it and there is still lot’s detail that deserves to be looked and showed. Hillary Rodham Clinton is the Democratic Party Presidential Nominee and running with bravura in her campaign. This is because the leaks show the Democratic Party behavior and her real moderate political framework.

With her moderate mind and positive faith in Wall Street doing their own thing; the paid speeches and transcripts from Goldman Sachs show even more what kind of economic policies that her administration would put forward. If not what she would not do; here they are:

“*Clinton Said, With Dodd-Frank, There Was “A Need To Do Something Because For Political Reasons” Because Members Of Congress “Can’t Sit Idly By And Do Nothing.” *“And with political people, again, I would say the same thing, you know, there was a lot of complaining about Dodd-Frank, but there was also a need to do something because for political reasons, if you were an elected member of Congress and people in your constituency were losing jobs and shutting businesses and everybody in the press is saying it’s all the fault of Wall Street, you can’t sit idly by and do nothing, but what you do is really important.” [GS2, 10/24/13].

She has been saying that Dodd-Frank is a positive first step of regulation of the Wall Street after the too big to fail banks after the recession. Hillary Clinton is claiming that Dodd-Frank is the reason for American People losing jobs, not securing it through the regulations put forward, even how weak they are. Dodd-Frank is not perfect, but first step to regulate a market that has been free-for-all for ages. Therefore, a bank like Goldman Sachs wants to be totally free again!

*Tim O’Neill Told Clinton “We Really Did Appreciate It” When She Had Been “Courageous In Some Respects To Associated With Wall Street And This Environment.” *“MR. O’NEILL: By the way, we really did appreciate when you were the senator from New York and your continued involvement in the issues (inaudible) to be courageous in some respects to associated with Wall Street and this environment. Thank you very much. SECRETARY CLINTON: Well, I don’t feel particularly courageous. I mean, if we’re going to be an effective, efficient economy, we need to have all part of that engine running well, and that includes Wall Street and Main Street. And there’s a big disconnect and a lot of confusion right now. So I’m not interested in, you know, turning the clock back or pointing fingers, but I am interested in trying to figure out how we come together to chart a better way forward and one that will restore confidence in, you know, small and medium-size businesses and consumers and begin to chip away at the unemployment rate. So it’s something that I, you know, if you’re a realist, you know that people have different roles to play in politics, economics, and this is an important role, but I do think that there has to be an understanding of how what happens here on Wall Street has such broad consequences not just for the domestic but the global economy, so more thought has to be given to the process and transactions and regulations so that we don’t kill or maim what works, but we concentrate on the most effective way of moving forward with the brainpower and the financial power that exists here.” [GS2, 10/24/13].

Here again, Clinton are saying it is the people who doesn’t see the engine of Wall Street and their works, they are not understanding the efforts of Wall Street to the Main Street. What she is saying is that people should visit Wall Street and therefore understand their actions that effects global and local activity. The People are supposed to be proud of the Wall Street and their ways the businesses acts. So the Moderate Clinton is praising the greedy and mechanisms that eats of the plate without consideration of Main Street America.

*Speaking About Financial Regulations, Clinton Said “The People That Know The Industry Better Than Anybody Are The People Who Work In The Industry.” *“There’s nothing magic about regulations, too much is bad, too little is bad. How do you get to the golden key, how do we figure out what works? And the people that know the industry better than anybody are the people who work in the industry.” [GS2, 10/24/13].

This point Clinton has done before, she has so little faith in regulations, as with Dodd-Frank that she praised her involvement in, still with Goldman Sachs she acts that it is problem. This with the regulations that are keeping the banks regulated and to act to a standard instead of following their greed instead of serving their costumers and citizens; the banks are nobody without accounts and costumers who are earning money, not only the stakeholders and Wall Street cynic attitude that yield positive results. Something that regulators have to consider so that the people’s tax-money is not doled on banks who has earned on the blood of the common man as it happen after recession. Something Dodd-Frank we’re out to stop!

hrc-goldman

*Clinton Said “I Represented All Of You For Eight Years. I Had Great Relations And Worked So Close Together After 9/11 To Rebuild Downtown.” *“I represented all of you for eight years. I had great relations and worked so close together after 9/11 to rebuild downtown, and a lot of respect for the work you do and the people who do it, but I do — I think that when we talk about the regulators and the politicians, the economic consequences of bad decisions back in ’08, you know, were devastating, and they had repercussions throughout the world.” [GS2, 10/24/13].

That the repercussions we’re because of the free-markets we’re allowed to make sophisticated business-models that earned the bankers and not the citizens who risked it all on the real-estate market and borrowed through the roof. The Dodd-Frank we’re to stop these mechanisms; if regulations are so bad than the people are used to blead so the bankers can live life like real-life Gatsby! Is that what Clinton really wants in her moderate world?

*Clinton Said “Banks Are Not Doing What They Need To Do Because They’re Scared Of Regulations, They’re Scared Of The Other Shoe Dropping.” *“I mean, right now, there are so many places in our country where the banks are not doing what they need to do because they’re scared of regulations, they’re scared of the other shoe dropping, they’re just plain scared, so credit is not flowing the way it needs to to restart economic growth. So people are, you know, a little — they’re still uncertain, and they’re uncertain both because they don’t know what might come next in terms of regulations, but they’re also uncertain because of changes in a global economy that we’re only beginning to take hold of.” [GS2, 10/24/13].

So the continued praise of anti-regulations, the moderate free-market and belief that the banks can monitor themselves. She is saying to them that Dodd-Frank and such is bad! That the people of Goldman Sachs hearing that they could be allowed to do anything. This is what we can expect from her now and I am not surprised, it’s not like these banks wants to be regulated and have the Federal Government telling them how to act. They are regulated for the safety of the costumers, which is the people and also the Stakeholders doesn’t blead blood out of stones. Something Clinton believes in or selling Goldman Sachs. Peace.

Remarkable remarks made by Hillary Clinton in her Wall Street speeches!

hillary-wall-street-banks-780x439

Some people have asked for this a long time as we all who has followed politics knows that the Democratic Party Presidential Candidate Hillary Rodham Clinton has a track-record for paid speeches and earnings while being a career politician. This is a legacy she has left behind, neither if she likes it or not.

Hillary Clinton has been asked if she can reveal her transcripts or manuscripts for the speeches to the dozen of companies who has earned her millions. Therefore the these scripts proves her real belief, she is not an progressive as she made to believe to kick-out Bernie Sanders in the Democratic Party Primary.

To the Xerox on her Political Stance:

“*Clinton Said That Both The Democratic And Republican Parties Should Be “Moderate.” *“URSULA BURNS: Interesting. Democrats? SECRETARY CLINTON: Oh, long, definitely. URSULA BURNS: Republicans? SECRETARY CLINTON: Unfortunately, at the time, short. URSULA BURNS: Okay. We’ll go back to questions. SECRETARY CLINTON: We need two parties. URSULA BURNS: Yeah, we do need two parties. SECRETARY CLINTON: Two sensible, moderate, pragmatic parties.” [Hillary Clinton Remarks, Remarks at Xerox, 3/18/14]

She is more pragmatic and moderate, than Progressive, something the TYT have for instance been truthful about all along, and me too as that has been playing for the gallery and not her true self. In the next ones she proves that the Perception of the leaders of the Market and Economic framework, as will be shown about her true belief in banking when talking to the Goldman Sachs, Banco Itau and the Duetsche Bank. Here she proves her real allegiance with the banks and not with citizens who pays for the wealth of the banks while their house-market defaulted.

To the Duetsche Bank in 2014 on the Economy:

“*Clinton: “Even If It May Not Be 100 Percent True, If The Perception Is That Somehow The Game Is Rigged, That Should Be A Problem For All Of Us.” *“Now, it’s important to recognize the vital role that the financial markets play in our economy and that so many of you are contributing to. To function effectively those markets and the men and women who shape them have to command trust and confidence, because we all rely on the market’s transparency and integrity. So even if it may not be 100 percent true, if the perception is that somehow the game is rigged, that should be a problem for all of us, and we have to be willing to make that absolutely clear. And if there are issues, if there’s wrongdoing, people have to be held accountable and we have to try to deter future bad behavior, because the public trust is at the core of both a free market economy and a democracy.” [Clinton Remarks to Deutsche Bank, 10/7/14].

To Goldman Sachs on Banking Regulations:

Speaking About The Importance Of Proper Regulation, Clinton Said “The People That Know The Industry Better Than Anybody Are The People Who Work In The Industry.”* “I mean, it’s still happening, as you know. People are looking back and trying to, you know, get compensation for bad mortgages and all the rest of it in some of the agreements that are being reached. There’s nothing magic about regulations, too much is bad, too little is bad. How do you get to the golden key, how do we figure out what works? And the people that know the industry better than anybody are the people who work in the industry. And I think there has to be a recognition that, you know, there’s so much at stake now, I mean, the business has changed so much and decisions are made so quickly, in nano seconds basically. We spend trillions of dollars to travel around the world, but it’s in everybody’s interest that we have a better framework, and not just for the United States but for the entire world, in which to operate and trade.” [Goldman Sachs AIMS Alternative Investments Symposium, 10/24/13].

As she has shown here is her real belief in the market handling them and she says that the ones knowing it is the ones working in it. Hillary isn’t really for regulations and even remarking that their either complaints about too much or too little.

To Banco Itau in the 2013 on an Open Market:

“*Hillary Clinton Said Her Dream Is A Hemispheric Common Market, With Open Trade And Open Markets. *“My dream is a hemispheric common market, with open trade and open borders, some time in the future with energy that is as green and sustainable as we can get it, powering growth and opportunity for every person in the hemisphere.” [05162013 Remarks to Banco Itau.doc, p. 28]

If you ever thought she was against the Trans-Pacific Partnership (TPP) agreement that will be beholden for the corporations and not for the citizens, the ones leading to the clear permits of more control of businesses over regulations. As the trading will counter the values of national states and governments as the work regulations is less important than the value of an Open-Market. Well, then some on technology.

On Blackberry and Technology in 2014:

“Clinton Said When She Got To State, Employees “Were Not Mostly Permitted To Have Handheld Devices.”* “You know, when Colin Powell showed up as Secretary of State in 2001, most State Department employees still didn’t even have computers on their desks. When I got there they were not mostly permitted to have handheld devices. I mean, so you’re thinking how do we operate in this new environment dominated by technology, globalizing forces? We have to change, and I can’t expect people to change if I don’t try to model it and lead it.” [Clinton Speech For General Electric’s Global Leadership Meeting – Boca Raton, FL, 1/6/14].

Here is even more news on Colin Powell, he seemed like ghost being mentioned lots, especially after his own e-mails we’re hacked where he profoundly spoke ill of Trump and endorsed Clinton, if I remember correctly. Here Clinton in Baca Raton in Florida and want to lead it, not being follower; that is what she asks of the men and woman in General Electric; she wants the giant company to lead and not follow. That shows her way of selling stories to her crowd. Surely something she has done during the campaign and will continue until she ends in the White House like her husband in the past.

What is clear is the manner of which she is proving to moderate, open-free-market, belief in self-governing banks and the will of TPP. So the talk that Obama made it into the Congress and Senate to shield Clinton is a blatant lie and the world should know it. Peace.

Opinion: The Written Word and Media losing power in our day and age; because of Self-Censorship!

corporate-media-550

Sometimes I wish I knew nothing, was clueless, and didn’t have the curiosity or learning ways of finding the information. Finding the sources and looking out for the ones that really said it and not hearsay.

In this world of constant dropping of instant news that are composed in a tabloid fashion suited to the political belief of either the sponsors, owners and the ones that get clicks. The reality and the true sources don’t matters. The Stories getting copied and bought; they don’t get written the newsagents drop them like a grocery-bag and it flees the hurdles before the shade of dark comes in.

The popularity and the spreading on social media makes the marginal papers, the marginal sources silenced as the big-media houses and conglomerates control the discussion and conversations. The minor ones might have a smidge of control and ones in while find a story or picture, even glimpse of reality that the world needed to know. But the houses are silent if there isn’t a buck in it or the righteous owner doesn’t approve it.

It has to be cleared and corrected made in a way that the population can accept it and the ad-revenue can come, either on TV, Online or in the Press. The grandest of them shows loyalty to the ruling regimes and dances with the Multi-National Companies without questions. Therefore the stories are fitted so the Colgate can be sold while the ruling regime can be smug on the front pages; there might not strict rules for censorship! Still the censorship can be made by company just to sell and the integrity doesn’t matter. The digging and questioning cannot happen as long as the journalist has to think about the owners and their wealth; not about generally praising the governments and the giant companies who subsidize their rule.

The Advertisements and Owners control it, instead of the thought of giving the public the intelligence or the follow-up of stories; unless the leaks nearly have to be addressed. I am so tired of these notices and little margins of stories. The PanamaPapers and others are truly remarkable events that made certain papers look into the conspiracies and into the darker sides of the world. Where even the trails of papers found world-leaders, NGOs and Companies that wouldn’t’ like to be associated with fraud, Tax Evasions and other economic forgery. Still, the Apple Company and Amazon don’t care if they rig their LLC in ways in Europe to systematically not pay what they have due on their profits.

Fox News

Still, the little smidge of barren, the little smidge of proper work or shown as the microwaved cases and the questions for a quick “BREAKING NEWS” as the Senator or MP calls the Network to come to the steps of Court or Parliament to discuss the plenary session on the “Bushwick” Tax; that are for the regulation of growth amongst the bushes. The Bushes that are a problem in the nation; this happens while the media doesn’t question the tenders, the payments and deals made for Oil Drilling and why the Petroleum Commission doesn’t show any signs of transparency towards the companies getting the contracts, the tax they pay on the dollar and the Crude Oil rate for developing the Pipeline. Still, it’s easier just to get a grand quote from the Senator or MP than asking the hard questions towards the Central Government.

The tricks and notion that the Government and Multi-Nationals doesn’t have anything is a lie. They just don’t want us to know as their knowledge and their mechanisms wouldn’t be controlling if we knew. The certain estimate if the Norwegian people for instance the grades that the food-producing companies paid the three great conglomerates (NorgesGruppen, Reitan Gruppen and COOP) for space on the aisles or placements fees directly to the Supermarket Company. Well, this will be kept secret and the agreements are happening in the shadow as the laws and regulations are not steep towards the conglomerates as they are supporting the campaigns of politicians and they doesn’t want to lose their Party funds. They might not say it, but why hasn’t anybody had the clue of curving the power of these companies and their near monopoly on food in the nation?

Well, the media doesn’t care and doesn’t question the powers enough. There certainly exemptions that some tries and somebody does ask questions. But they are wild roses and not common flowers in the gardens as they should be.

Where is these reports and these seldom good ones get lost in the trail of the tabloid and hearsay stories as the click-bait are more commonly shared. The dumbing down and the simplistic words portrayed for the masses. We have to get the media to be more responsible to the viewership, to ask the questions as the dumbing down are happening. As he the journalistic integrity is dying and the media-houses are making easier pieces. Lastly we have to pay for men and woman to dig deep it takes time and doesn’t come for free. The hardcover reports doesn’t come over night, it takes work and persistence. The persistence to find and correct the powers and follow the money takes time. It is a reason if you follow the trail of money, you will find the heart of them. That is because we spend money where our heart is or where our heart desire. The ones that claim otherwise think about how you spend your own monies and cater to your needs. There you have it right?

Evan Mawarire 13.07.2016

Just think about it and the words I am writing. It is just a wild approach into darkness. Because their beacons of hope, but very few. I am just a man who writes what I like and discuss what I see fit and digs into the stories I see needed be or find questionable. If not like with Dr. Kizza Besigye and his campaign where I am a hopeful man who wishes for regime change, and for governments that are accountable and transparent. Therefore I support the man and his cause. The same I does with Pastor Evan Mawarire and others who deserves be credited for their cause of freedom, liberation and justice for their citizens. The Citizens that needs and deserves government that represents their will and their institutions to deliver needed services to the people.

We need them to ask questions; we need them to dig deep and not just what the government want to publicise to make them look good. We need the dirty laundry out… and without a doubt without fear and without being censored for the will of profit, but for the will of common good. I know it is a lot to ask in corporate multi-national media-houses and the governments who do what they can to be embedded with them. This says what state we’re in and what we can do about it. Therefore I poke, to question. Not because I have answers, because I don’t; but because I have the will to question and seek for answers. Peace.

Mzee blames everybody and everything for failing campaign pledges; it’s never his fault!

MuseveniNRM2016Election

This is hard to not write with a witty tone. Even though what I will write about is at about serious matters. Mzee did the other complain and blame the Constitution for stifling his work.Mzee is the man who made constitution or rewrote it in 1995; Later made amendment to it so he could continue to run as a president in Uganda.

So there we are the man who made the Constitution of Uganda of 1995 is his in a way and blaming it for stifling his work; that is so honorable. Honorable that the man who made the new one and rewritten it and made it one of his accomplishments, that accomplishment actually is a problem in 2015. Mzee have also claimed the laws are making it hard to achieve his goals and make a difference. The President is supposed to be in charge and change the systems and fix them is they are in the way. As he have been able to do before as long as it have fitted his NRM-Regime. Mzee made first the Public Finance Management Act of 2015, months later he got it amendment so that Mzee’s government could easily take out short-time loans without consent of the Parliament. That should make it easier.

Uganda-parliament-2

Mzee have also claimed that the Opposition Members of Parliament is stopping the progress of his work. The Opposition is the Opposition for a reason Mzee, they are not there to serve you and work for you. Mzee the opposition works for their parties or if independent for their beliefs and even codes they have, even the program that they we’re elected for and not your program. That means Mzee that the opposition can do as they please and your anger and frustration shows lack of mentality to democratic functions, but hey your police wind-up opposition daily now! So it is not strange you have issues when it comes opposition you have struggles to understand the values of democracy.

Mzee also complains that Member of Parliament for the areas where he is suddenly campaigning for not informing him well or doing their job. That is why there haven’t been accomplished more in the district his currently campaigning in. I know if feels a bit repetitive, but this is the men that your party have handpicked and your together with the party decide what is important to do. Mzee you can get them to focus and do what need to be done and you have had the time to insert that into the programs of the districts and MPs could have done so. But we know that they have voted for programs that have given them cars and extra pocket money. So that the monies for programs have to their votes to stipulate them to follow your programs and other projects the government you’re happening to run.

the-1995-constitution-was-very-clear-on-two-terms-but-museveni-used-parliament-to-remove-term-limits

Mzee, the irony in this is since 1986, you have had power your NRM have had majority and could initially do what you saw fit. So you’re complaining and whining shows that you’re trying to clean your hands instead of taking responsibility for not following through. Like you’re hands are not involved in the element or clean from the element that you’re touching. Well, the citizens and public should be able to see through this. The anomaly of it all is that it happens just 44 or 45 days before the general election. So Mzee must be woundable or feeling weak. Since he can’t claim control over his own MPs or his own men. Not to mention the Constitution of 1995 that he himself crafted and also made into effect.

Mzee, you’re loose cannon at this point; shooting wildly to lose your grief of supposable programs and projects that have been stifled by your own men. That said it’s your handpicked men and loyal cronies who haven’t done their duty if your whining is correct. Still seems a bit foolish. Mzee, you can if you wanted to do even pay them to change laws in the direction your needed as you have done so often. Mzee, really you could have made institutions strong enough to fulfil the pledges and programs you had in the districts your campaigning in. Mzee, you have made more districts and sub-counties for more control of the areas, right? Or we’re it just to pay more people and create loyalty. Mzee, you are unjustly not followed your own promises and pledges since you taking power. Well, you should maybe even think of new promises in the districts, it isn’t only me seeing through your repeat of promises. Mzee even claiming the same wrong doing from your men and therefore I could write this so easily. Peace.

Norbert Mao the DP chief not Nominated as MP for Gulu Municipality

Norbert Mao NTV

Today is a special day, a former presidential candidate Norbert Mao who happen to be the Democratic Party in 2011, is after today not allowed to compete to become a MP from the Gulu Municipality, and we’re today told by Gulu Electoral Commission registrar Benson Obete for the reason of missing his National ID card. To top it all off now he cannot run as a MP, because he doesn’t have that National ID card(Had to say that twice!).

He had issues last time with photos and got a few hours to fix it(by the same Electoral Commission before the 2011 Nominations. This time it wasn’t that easy; because when the issuing of the National ID Cards he was sick (Reports are saying so). On that matter hen wrote to the Ministry of late General Aronda to get a reissue of the card. In so return nothing ever happen and Eng. Dr. Badru M. Kiggundu; has now said today; that he cannot give special treatment to any candidate.

Just a friendly reminder: Well, he did that with Yoweri Kaguta Museveni of the NRM, who didn’t need to be nominated by his party before he verified his nomination form like the other candidates did (I’m just saying). But that is another issue (Indeed it’s Mzee we’re speaking about).

Norbert Mao has been under fire since last election and the reckless fall of one of the oldest parties in the Ugandan country. He has been hectic activity since 2010. He was also parts of the ‘Walk to Work’ protest and a presidential candidate before that. He has had issues with the Police a dozen of times, seen rallies destroyed by police and been jailed. As so many opposition leaders and MPs has been now and then. Even totally pinked by tear-gas in Kampala (that picture is legendary); also rumored dead for a while during 2015, which we all know is not true. So let me give you some more quotes and issues in his political life!

Norbert-Mao 2011

Backdrops on today:

Mao we’re born on 12. March 1967. In 1991 he had been able to get bachelor degree in Law at Makerere University where he was Guild President school year of 1990/91. In 1992 he got the Post Graduate Diploma from Law Development Center in Legal Practice. From 1992 to 1996 he worked in two companies as a lawyer. From 1996 till now he has been an MP. And in General Election in 2011 he tried to be the DP Presidential Candidate.

DP Mao

Some of his love-life:

“Naomi Odong Achieng was seen leaving UK 16/10/98 in the company of Nobert Mao MP with whom she is reported to be deeply in love. Nobert Mao is a regular visitor to London and the relationship between the two has been going on for some time to the annoyance of Nobert Mao’s family” (…)”Last night I called Prof Ogenga Otunnu at his Offices at the York University Toronto Canada where he is a lecturer. I asked him if there was any rumour in the story that his wife had been snatched. He was reluctant to speak to me. He however confirmed that it was indeed true Mao had stolen his wife. He said that it was not news the relationship has been going on for some time now” (Masaba, 1998).

23rd October 2009:

He said: “In Gulu Municipality we had to exercise serious vigilance to beat electoral fraud. In 1996, my toughest election yet, even dead soldiers ‘voted’!! But I know only one way to meet a cchallenge – HEAD ON!! when you stand up to bullies you get beaten down. But at least you can get up…unlike those who lie down voluntarily…they will be down for good…So let us stand up for our right to make our votes count…”

18th November 2010:

He cited: “We are in Moroto! Last night 4 UPDF soldiers were busy tearing down my posters while putting up President Museveni’s. When challenged by my team, one cocked a gun. His colleague ordered him to shoot. Our police escorts disarmed him. If UPDF soldiers can do this then we are in a circus not a campaign. We are not campaigning against a party but the state itself. It is a mockery of democracy!”.opposition-leaders-sam-lubega-2l-upcs-olara-otunnu-and-others-were-weted-by-tear-gas-yesterday-picture-by-michael-kakumirizi1

In 2010 the year before General Elections in 2011:

He said this: “hose holding guns are entirely dependent on the gun. Those who are spending tax payers’ money on campaigns are dependent on money but we are relying on the ordinary Ugandan and everybody should know that DP has resurrected” (…)”We welcome whoever had temporarily taken refuge elsewhere to return home. Whoever fears rain can even seek shelter in a night dancer’s home but the rain is no more” (…)”I told them I am a Ugandan and I never filled any form to be a Mucholi (sic). I told them those who attacked the Lubiri did so before I was born” (DP, 2010).  If you forgot the troubling paperwork on the 2010 nomination: ““I declare Nobert Mao of DP, who has complied with all the regulations,” Dr Kiggundu said, amidst ululations and shouts of joy from the 20 man team.

However, Dr Kiggundu also said because of natural justice, Mao would be allowed some few hours to present another set of postcard photographs to the EC “because the ones submitted have one ear.”The team comprised of MPs, John Kawanga, Joseph Balikudembe, Mathias Nsubuga, and Jinja Mayor Kezaala among others” (DP, 2010).

April 18 2011 Statement:

We are now detained at Kiira Road Police Station. Seven of us are here facing ridiculous charges of being part of an unlawful society. They claim to have reinstated the old charges of inciting violence and holding an unlawful procession. We shall not be cowed. We remain resolute about the cause we have embraced”.

Reports from 2012:

Norbert Mao has already been a disappointment to the party, including all the neutral potential supporters who would have joined DP.  It is two years since Mao was elected, and there’s nothing that one can show” (…)”I have not seen or heard Mao and his executive in villages consulting and building the party, or empowering supporters, except during the elections. Yet DP would probably find it a lot easier to mobilise people since its values are very close to people’s hearts, and it has no history of engaging in killings” (…)”he has failed to reconcile the DP young leaders who connect very well with the voters. These are Ms Betty Nambooze, Mathius Mpuuga, Medard Ssegona and Erias Lukwago, among others” (…)”The DP that Mao leads has not even got an official website.  Ironically, Mao has a personal website where he regularly communicates to his followers, but not to the entire DP membership” (…)”Surely the DP party leadership can afford to build four rooms somewhere in outer Kampala to house our offices in a clean and respected area. I am not expecting Mao to use his personal wealth, and that’s why I am talking about fundraising not bankrolling the party” (Mwaka, 2012).

30th March 2012:

He cited saying: “My heart wept to see that displaced people who had returned to their homes in Apa, Amuru District have been beaten, killed and their houses burnt by the army and police on orders of the government. 25 people are in detention for saying no to this injustice. 9 people are unaccounted for. Police claims they shot dead two people but only produced one body. This is going to be a long struggle against a so called foreign investor who wants to turn our home into a game ranch! On Tuesday we shall see how to get the detainees out on bail…Truth will ultimately triumph…”.

6th August 2012:

He said this: “We have just had a serious clash with NRM officials at Messiah FM when the radio talk-show host wanted to stop our program because Crispus Kiyonga and the NRM entourage were pressurizing him to close our program. We are filing an official complaint with the Media Council and the Broadcasting Council. Our program was cut to only 30 mins! Not just bad politics but also bad manners….”

30th July 2013:

He stated: “Police today surrounded the DP headquarters. Six pick up trucks downstairs, a police bus and our balcony swarming with armed riot police. My Press Officer Fred Mwesigwa bravely faced them off when they claimed that they had heard that DP was planning to deliver foodstuffs to families of police officers and so they had come to search DP offices. Mwesigwa told them that unless they produce a search warrant from court the party would exercise its right to self defence and protect its right to privacy. Eventually they cops went to the street level when it became apparent that no one was afraid of them”.

In August 2013:

He said: “The Public Order Management Act is the last nail in the coffin of civil liberties in Uganda. It is a monument to arbitrariness. It has amended the constitution by the back door concluding the formality of turning Uganda into a police state”.

Norbert Mao Quote

In November 2014:

“Mao said that he declined the Prime Minister’s position because he knew it was going to yield nothing for him and the people of Uganda whose interests he fights for” (…)”He says that the only way he was ready to work with Museveni was to restore peace in northern Uganda and take Internally Displaced people back to the homes” (ThemBokaHunga, 2014).

In September 2015:

He said: “The opposition is not as weak and unkempt as it seems. If the opposition was so weak and utterly in disarray as some people seem to think, Museveni would not be running around scared of losing elections” (…)”He (Museveni) would not be seeking to be guest of honour at every little ceremony in the country. Museveni is running around scared because for once he can smell defeat and he knows that the army will not defend him and keep him in power when he is defeated at the polls. He is desperate for a semblance of legitimacy” (Musinguzi, 2015).

And in a statement: “The Bank of Uganda will still be used like Museveni’s private ATM, the military and police will serve the role of appendages to the regime and the Electoral Commission will be but a figurehead as state operatives run the elections behind the scenes” (…)”Museveni was a Minister at the time when I was a primary school pupil. I am now 48. Museveni is combatting the onset of senility. He struggles to present an image of youthfulness. He does press ups to dupe the unsuspecting public that he still has stamina. He dabs in rap music to project the image of a man in tune with modern musical trends. But all that cannot beguile Ugandans. As Bob Marley sang, you can fool some people all of the time and you can fool all the people some of the time but you can’t fool all the people all of the time” (Musinguzi, 2015).

Mao Masaka Mbabazi 091115

Afterthought:

If he doesn’t get it fixed to become really nominated to be MP for Gulu Municipality which gives a free for all for the other candidates in that constituency and the candidates that are nominated there either UPC or NRM. This gives other parties than DP who has made head-weight by the voters in that area. Since one of their big men and main candidates since 1996 is not on the ballot in February 2016. I am sure this has something to do with his affiliation at the current moment. He has been on the trail with Amama Mbabazi and supported him as a TDA Joint Presidential Candidate that is one of the reasons why DP doesn’t have a Presidential candidate, the same with Justice Forum Uganda (JEEMA) and People’s Progressive Party (PPP) so on. DP is not alone, even the UPC who now has a deal with NRM has the same conundrum. They solved it differently and directly having a deal with Yoweri Kaguta Museveni.

For some time it seemed that DP was lingering towards NRM. That train has now left station. This proves the situation and how rigged the elections are. Certain bunch of losers from NRM Primaries can still be a part of the elections in 2016. They are running as Independents and have now worries. A number of them have been in talks with statehouse and they are already reassured from the Mzee.

The Gulu Municipality MP election results will be mind boggling and be weird. Since Norbert Mao will not be on the ticket. And he was going in for the President in 2011! Only – Made in Uganda! Peace.

Sorrow in Kampala; Trifling police and detaining Lord Mayor Erias Lukwago

Kampala 16.11.15 UPF 3

Today was the day that Kampala Capital City Authority (KCCA) Act was to be added an to amendment so that the elections of Lord Mayor would happen inside a council instead of polling during general election in 2016. There been more push to let this happen, not everybody agrees with does actions. Therefore we can see that and today the reactions from the NRM-Regime have been off violence. Uganda Police Force has come and first set up roadblocks early this morning in around his area.

Yet reports hours earlier Erias Lukwago says: “he is yet to receive official Electoral Commission on determent of mayoral nominations” and “he vows to proceed”.

This was the beginning of the tale that unfolded today. The loyalist of Dr. Kizza Besigye the opposition candidate Erias Lukwago was first taken by a group of Police taken away into custody. He has been detained without court orders by unknown men. This has been seen by other media who has been close to the house today. A Delta journalist Enock Kugonza has been shot and by the brutal police after the manhandling of Lord Mayor Lukwago. Erias Lukwago was supposed to go Electoral Commission of Uganda to be nominated. The Journalist Kugonza was after the shooting was rushed to Mulago Hospital. Two persons are said to killed by the same shootings.

It wasn’t only the journalist from Delta who got shot, there were two more men and surely more innocent people; who have been hurt during the raid that the police had during the arrest of Erias Lukwago; who is still in custody or detained at an unknown location as we speak. One of the people who also got hurt by the Police today is Councilor Mariam Kizito.

After all of this they all of sudden goes back on their ways and turn to the nominations. The Electoral Commission has later in the day said through Hon. Frank Tumwebaze, that the nominations dates is for Lord Mayor of Kampala is set to be between 16th to 18th November 2015.

Electoral Commisson 16.11.15

There been floating pictures of a person lying lifeless on the ground after being shot. This proves the powers of the Police and also how they justify the use of will to bring down anybody in their way. This must be orders from the higher ends because Erias Lukwago has been issues for the NRM-Regime.

Kampala 16.11.15 UPF 2

The NRM-Regime fears Erias Lukwago because of his popularity. That popularity comes because the NRM candidates are greedy guts and they seem tired of it. Just look at the reasoning from Frank Tumwebaze the Ministry of Presidency and Kampala Capital City Authority who wrote this in a statement today:

“It is therefore dishonest on the part of my colleagues in the Opposition to state that this was an after-thought following Erias Lukwago’s decision to stand for the Lord Mayor position in Kampala. That is false. Whether Lukwago stands or doesn’t, streamlining the governance framework of Kampala capital city remains our noble duty” (…)”The rationale behind the proposal of changing the mode of election of the lord mayor and all other division mayors, is for purposes of ensuring that the mayor and the deputy remain accountable to the Council that they chair, just like in the case of Speaker and Deputy Speaker of Parliament who are elected by Members of Parliament. Besides, the law already vests the same Councils with authority to remove a Lord Mayor or Division Mayor. These Councilors are products of an electoral process conducted from the grassroots. Ugandans do not convene at Parliament to elect a Speaker or Deputy Speaker. Their representatives in form of Members of Parliament elect the Speaker and Deputy Speaker” (…)”The amendments therefore, cannot be targeting a man called Erias Lukwago. The law was never made for Him. Erias Lukwago just like any other person is entitled to aspire to become a Lord Mayor. However, what any person aspiring to be lord mayor needs to be reminded about is that he/she is not the primary administrator of the Capital City. The Central Government does so as per the constitution. The Lord Mayor and the council administer it on delegation by the central government. Central Government policy therefore takes precedence. That is why the minister responsible for the capital city is given veto powers under section 79. This is what Erias Lukwago has never appreciated, but its the bitter truth” (Tumwebaze, 16.11.2015 – Press Statement).

When this is happening and Hon. Frank Tumwebaze is trying to explain and use rhetoric to sound wise for the reasoning to take away the rights for people to choose their leader and their mayor, because by his reasoning the council will make a better decision then the actual people. That is because they choose Erias Lukwago and not the man picked by the NRM. Hon. Frank speaks well about laws and constituted rights, while addressing his own position with diligence. While saying the Lord Mayor is not made for Erias Lukwago, that might be true, but your ministry isn’t made up just for yourself or it is Honorable Frank Tumwebaze? You who runs over KCCA as the Minister of Kampala and already edged Erias Lukwago out with giving more powers to Jennifer Musisi who in basis runs the KCCA and does more administrative duties since the Lord Mayor has lost his position.

Jennifer Musisi said this in January:

The Journalist asked: “You were accused of kicking out the Lord Mayor, Erias Lukwago from office”; she answered: “Lukwago was a problem to us. We spent a lot of money and time undoing his wrongs. He took us to court when we tried to re-build the Wandegeya Market and the New Park. There has been a lot of development in KCCA during the last two years of his absence from office. We are now focused on the things we are supposed to do” (Etukuri & Waiswa, 2015).

When we see that the Lord Mayor elected in 2011 has been absent and Jennifer Musisi gets her will. IGP Kale Kayihura has never liked the brother so his goons and violent police has today battled yet innocent people and shot, even killed bystanders in the siege of Lukwago’s home. The Police men proves that their not to protect and serve. It is not the police who is catching the bad guys, it’s the police who is acting as the bad guys. The people has to scatter when the police arrives, because they will only create violence and be arrested, detain people without court order and paperwork. Preventive Arrest that is being used like it’s the sweetest dream of the NRM-Regime to harass their opposition members in the country. As we have again seen manifest today.

Kampala 16.11.15 UPF

But where are the Police hiding Lord Mayor Erias Lukwago, even if hasn’t had the seat for over 48 months, he was still elected to it by last election in 2011. So if that was a valid election leading to the 9th Parliament, he should be sitting and have the chair until 18th of February. I am sure Jennifer Musisi would continue to work without his involvement and also Frank Tumwebaze who seem like the arch-crony of the NRM-Regime. It’s like his loyalty is deeper then kin. So that the violence and harassment happening on his watch is not being discussed or addressed, but the way that the opposition is voicing their matters are being said by him to be distasteful. What is really distasteful Hon. Frank Tumwebaze is the simplistic and violent arrest of Erias Lukwago and your measly way of just about 3 months before the General elections; you want to change and amend the law. So that you’re sure that you get the right candidate to be your puppet, Frankie isn’t that right?

Your fear for the people is proven with the violence and killings. The way the Police has to siege and drag the elected Lord Mayor Lukwago from his own home without any court orders and detain at an unknown location. Last time he was taken to custody by the Police was 31st of October. So he hasn’t had many days in freedom. This proves the fear that the NRM and the Government has for this man. That is why they have wished to switch and amend laws so they can pick whom they like, instead of having faith in the people. Even if they choose to rig those elections, still they can’t be able to rig it all, therefore Kampala slipped through their finger and he won on the last go around. Erias Lukwago seems to be one of the guys that the NRM-Regime fear, not because of the powers he has, but the legitimacy that he has, and the one NRM certain lacks. They run the government and has overtaken the Kampala administration and crushed the elected political system of the city, to empower a ministry of Kampala and it’s Kampala Capitol City Authority, instead of building transparent and accountable City Hall. That is what people like the elected Erias Lukwago works for, and that in starch contrast with the realities on the ground and in the city, as the Parliament proves with every new move they have.

I just wonder, have the Police read “the still in force of colonial law” called Criminal Procedure Code Act of 1950 and section:  “17. Detention of persons arrested without warrant:  When any person has been taken into custody without a warrant for an offence other than murder, treason or rape, the officer in charge of the police station to which the person is brought may in any case and shall, if it does not appear practicable to bring the person before an appropriate magistrate’s court within twenty-four hours after he or she was so taken into custody, inquire into the case, and, unless the offence appears to the officer to be of a serious nature, release the person on his or her executing a bond, with or without sureties, for a reasonable amount to appear before a magistrate’s court at a time and place to be named in the bond; but where any person is retained in custody, he or she shall be brought before a magistrate’s court as soon as practicable”. This law is still in effect so how can you break it so often Mr. Kayihura?

Now the police and IGP Kale Kayihura men show the violence in action. The world sees it and should question it. They are blasting a gay-law, but not saying anything about the violent Police and it’s shooting on innocent people and bystanders. Uganda Police Force is for the NRM-Regime and not the citizens. They does not create order, they create disorder. They do not protect their people, they protect the regime. They do not serve the people, they serve the regime. That is why Preventative Arrest is such a usual move by these men and without court orders. Yet again, I hope to hear reports that the elected Lord Mayor will come to surface again soon and be back in shape for new nomination date that the Electoral Commission. Stay strong Lord Mayor, we support you and your cause. Continue to work as you do. One day there might be justice in Kampotholo. Peace.

President Zuma – “If you don’t invest in the ANC, your business is in danger”

Zuma 2

Well, with the Hitachi deal in mind the recent comments and reports are scary. That the President Zuma stands and asks for pledges because that is good for business, that sounds like “buy-a-politician-program”. That is something that isn’t democratic or has the values that the ANC supposed to stand for. If looking at history and Mbeki with the famous arms-deals was bad enough. This will open the floodgates for more. Just read the comments for his speech yesterday!

Jacob Zuma said this yesterday:

““I always say to business people, if you support the ANC, you are investing very wisely. If you don’t invest in the ANC, your business is in danger. Tonight is [not only about the NGC] it is also to remind you that the ANC is a non-profit organization. t [the ANC] makes no profit. But it is very huge. It is the biggest organization in the country so just remember that this organization that you are associated with is a non-profit making organization which means that it is looking at you with a very interesting eye. Remember this organization because it has created an environment which is conducive for everything to be done. Let us work together, that is why more than ever before, you need to support the ruling party because it has very good policies and programmes. Remember that when you donate. We need you now more than any other time now. When the treasurer general knocks at your door open your door widely. If he says support the ANC, take out your cheque-book and tell him to write six figures]” (Khoza, 2015).

And if that wasn’t enough… you have the price for the people attending the speech yesterday!

While we’re talking about ANC and monies those need and wish for more support.

Another report told this:

“South Africa’s elite forked out anything between R100,000 to R1.5 million just for dinner with President Jacob Zuma on the eve of the National General Council” (New24Wire, 2015).

If you are as me sadden by this reports and quotes from a President of the great South African nation. Then you’re not alone, I am sure more people are appalled by it. They just don’t express it. ANC has a heritage and it’s been destroyed from within. The destruction and dismantling of the values and conduct of the ANC party is a strange vision to see from a far. Because they have the ability and opportunity to actually do the right thing, but power corrupts and finding the ques to it is easy and when you find the faucets of gold, it’s hard to stop it. Easier to continue to pour the gold into the coffers then to actually use that to the people and constituencies that the ANC represent. That is something that nobody likes from a far to see and also with sorrow. Peace.
