Local Government Permanent Secretary Patrick Mutabwire 111 car’s we’re: ‘Gone in 60 seconds’!

Cars to RDCs Nambole 05.02.2016

The Auditor General John Muwanga was questioning the former Local Government and their use of allocated funds today the results of the check of use of monies is showing the lack of fiscal responsibility. The Local Government where allocated funds for cars for the Local Councillors and Chairpersons in the districts. As much as 111 persons where supposed to get cars to Councillors; what I wonder is it the same about the cars that we’re bought right before elections for the Regional Police Commanders (RPC) and District Police Commanders (DPC) that Hon. Frank Tumbewaze where showing off or Prime Minister Dr. Rukahana Ruganda did too.

But here are the main questions of the day and non-of-us is surprised at the actions of Local Government workers or civil servants diverting funds without following procedure. Take a look!

Misuse of Government funds:

“The former acting Permanent Secretary in the Ministry of Local Government, Patrick Mutabwire is on the spot over mis-allocation of 12 billion shillings. Mutabwire appeared before Parliament’s Public Accounts Committee on Wednesday September 28th 2016, to respond to queries raised in the Auditor General’s report of 2014/2015 financial year. One of the queries was on the diversion of the Ugx 12 billion, which was meant to procure 111 vehicles for all district chairpersons and six other vehicles for the ministry. However, it was noted that only Ugx 1.48 billion was spent on the vehicles procured from M/S Toyota Limited while the balance of Shs 5.5 million was diverted and utilized on recurrent expenditure without authority from the Permanent Secretary Treasury. “These funds were subsequently transferred to staff personal accounts, with Shs 4.3 billion paid for African Day of Decentralization celebrations,” the Auditor General said” (Parliamentarywatch.co.ug – ‘Former Local Government Minister On Spot Over Sh 12 Billion Misallocation’ (28.09.2016)

Link: http://parliamentwatch.ug/former-local-government-minister-on-spot-over-sh-12-billion-misallocation/).

What the OAG reports says:

“Diversion of funds meant to procure 111 District Chairperson’s vehicles:

During the year, the Ministry planned to procure one hundred eleven (111) and six (6) vehicles for the District chairpersons and the Ministry respectively. This involved a total contracted amount of USD 4,590,568 for all the vehicles inclusive of taxes. Funds totaling to UGX.7,013,611,179 (inclusive of taxes) were released to cater for part payment of the district vehicles and full payment of the Ministry vehicles. However, it was noted that only UGX.1,487,636,396 was spent on the vehicles procured from M/s Toyota Ltd and the balance of funds (UGX.5,525,974,783) was diverted and utilized on recurrent expenditure without authority from the PS/ST. These funds were subsequently transferred to staff personal accounts – UGX.4,361,949,108, payments for African Day of Decentralization (ADDLD) celebrations – UGX.118,277,664, cash withdrawals – UGX.120,000,000, fuel UGX.28,000,000, hotel bills – UGX.110,844,899, refund of borrowing to DLSP project and DTRF – UGX.315,674,140, rent – UGX.196,859,360 and others. I reviewed the advances to personal accounts and my observations were summarized in Paragraph 8.2. Use of Development funds to cater for recurrent expenditure is contrary to financial regulations” (OAG -ANNUAL REPORT OF THE AUDITOR GENERAL FOR THE YEAR ENDED 30TH JUNE 2015, P:191-192).

So the question is from the report that is already out and wonders how much money that we’re diverted to private accounts without authorizations. These where allocated and where tenders out, but they couldn’t followed the procedure of that either. Since the M/S Toyota Limited agreement can only been for parts of the allocated funds; if not they couldn’t have diverted the allocated monies away from it. There are no other explanations to it.

Because of this, unless the Police act a fool tomorrow, I have to look through the report from the Auditor General of Uganda when I have time, to see if I can see other judo tricks done by civil servants and ministries that has allocated monies wrong or spent monies on themselves as there been a normal for many ministries to not follow procedure in Uganda. But hey, they learn that from up-high. Peace.

The Start of the Oppressive behavior from the Police after a Journalist Muhinda get detained for taking a photo in Kasangati; A Pastor Ngabo and a Sheik Katende was detained on the way to the FDC Prayers that was scheduled this morning and more!

Kasangati 03.05.2016

Is this photo so dangerous for the NRM Regime?

“What is the mental state of someone who is called to acquire capacity to defend his or her job and they don’t show up? Those who did not attend must answer,” IGP Kale Kayihura.

IGP Kale 03.05.2016

On this World Press Freedom Day the Uganda Police Force have reminded the Journalist that it is illegal to cover or covering the Opposition. IT IS A CRIME to write about the Opposition and their demonstrations in Uganda. That is what the Uganda Police Force have told the journalists.

Just as expected the Ugandan Police Force would act out the Interim Order with Impunity and no honour. Today a man named Journalist Ronald Muhinda (Radio One FM 90) took this photo(the first photo); this photo in Kasangati on the first day the Interim Order of last Friday comes into effect as the FDC usually have prayers at their headquarters as a peaceful step to #FreeMyVote. Something the Deputy Justice Stephen Kavuma has seen as a malice attempt to undermine the rule of law, so apparently taking photos in Kasangati is illegal and is now the state of affairs.

“By press time, unspecified number of people including Daily Monitor reporter Stephen Kafeero had been arrested by police at FDC head offices in Najjanankumbi and Kasangati. However, Mr Kafeero was later released” (Daily Monitor, 03.05.2016).

FDC Najjankumbi 03.05.2016 P1

This happens as early this morning as the news of Police Force have in deployed heavy guarded police at the FDC Headquarter of Najjankumbi in Kampala. So they wasted no time to use their force. The operation is under the command of the deputy RPC Kampala South Kaheebwa Geoffrey.

Even Pastor David Ngabo has been detained on the road towards the Najjankumbi to attend prayers. He has honoured his words last week where he said he would have no trouble being detained as a result of fighting the oppression. Also the other parts of Pastor Ngabo pastoral team have been detained.  Another man on the road who is detained is also Sheik Katende.

FDC Najjankumbi 03.05.2016 P2

As we see with the journalist photo of Kasangati and with the state of Najjankumbi. There will be more arrests as I expected as the FDC leadership and FDC Youth Members will be picked up the Police Force. Early this morning Councillor Elect of Kawempe, Kampala Muhammad Ssegirinya got the call from DPC Kawempe and was told not to attend the prayers at the FDC Headquarters! Dr. Stella Nyanzi have also been detained on the road towards Najjankumbi to attend the prayers.

UPF Najjankumbi 03.05.2016 P2

There will be to come as the events unfold and as the information on how the Uganda Police Force detain the oppostion who just trying to assemble for prayers as a civil disobidience towards the Government who has stolen their votes in the General Election 2016 and their Presidential election 2016.

Muntu 03.05.2016

Party president General Muntu arrives followed by Pastor Ngabo amidst the police and military siege around the offices.

Lord Mayor Erias Lukwago have been detained and taken away at FDC Headquarters in Najjankumbi and taken into the Black Van that have followed the Ugandan General Election and been the famous car driving Besigye to Naggalama thorugh whole of February 2016.

This here violates all democratic values and proves to what extent President Museveni and IGP Kale Kayihura works to keep themselves in power. Peace.

JUST IN: Police in Abim have arrested a BBC crew including reporter Catherine Byaruhanga found filming outside Abim Hospital.

Abim Hospital 2014 P2

Ms Byaruhanga was arrested with BBC cameraman Kelvin Brown, fixer Lawino Sam and driver Mahmoud Ahmed.
Abim Hospital came under national limelight when FDC presidential candidate Kizza Besigye decried its sorry state during a visit that resulted into the suspension of the nurses who showed him around. Days after Besigye’s visit, government announced the start of renovation works on the dilapidated facility (NBS TV Uganda, 2016).

Latest update:

Regional Police Commander Peter Nkulega says Catherine Byaruhanga and Kelvin Brown are not in  a cell, but with District Police Commander to make statements.

The Calvary went violent around a IDP Camp; when the People’s President we’re about to address them

Besigye IDP 06.01.16 P1

Yet another day of campaign rallies for the People’s President, who we’re campaigning in Bukewo district. He had already today had campaigning in villages before setting up for a rally near the Teriet Internally Displaced Camp in Kapkaros sub-county.

Besigye IDP 06.01.16 P2

This was not something that the Police of the area accepted. Gerald Twishime the  RPC Sipi and the police went totally gung-ho on the FDC campaign convoy. First they threw their natural instinct in and with that tear-gas into the crowd to disperse the people. Also shooting live bullets into the crowd; two people we’re seriously hurt and shot in their legs. The FDC men we’re manhandled. People who we’re hurt by the police we’re Nandala Mafabi, Sadik Amin and Ingrid Turinawe got one her leg broken by the police.

Besigye IDP 06.01.16 P3

Reason for this:  “The Police said Dr. Besigye has no right to address a gathering near an IDP”. Which law and why all of sudden is that not allowed?

Besigye IDP 06.01.16 P4

Hours earlier FDC had a successful campaign in Bukowo Town. So it’s sad that the whole day couldn’t be filled with that kind of actions and peaceful interaction between the public and one of their Presidential Candidate. But the Police in the area wouldn’t be remembered that way, sincerely yours IGP Gen. Kale Kayihura be proud of your men, your right?

Bukowo Town Besigye 06.01.2016 Campaign

Why couldn’t the rally around the IDP camp look like this, which we’re earlier this morning? Because the Police can’t help themselves, instead we got something as ordinary as election violence from the Uganda Police Force.

FDC continue with your defiance this election violence is nonsense from the forces of the government. Not righteous or justice, just foolish and damaging. Peace.
