IGP Okoth Ochola orders to shield the media: However, as long as they enforce POMA, will it matter?
In a Police Circular of 16th May 2018, the Inspector General of the Police Okoth Ochola has ordered a shift of policy towards the media. This is a change, but if we only see it on paper or in reality. Time will tell, because the laws that the Police use are still the same, they still have the Public Order Management Act (POMA), which has been used as a tool to oppress and silence opposition. Where the Police has interfered in journalistic endevours and political party works all across the Republic. All of that is well-known, as the Police needs to engage and give consent if anyone is gathering. That is so they can either stop it before it happens or have knowledge of any activity of any party, that is happening in public.
What is key from the message from the IGP was this:
“Unit commanders must observe the safety of journalists very critically and no journalist or citizen should ever be abused or tortured. Torture is a criminal offence according to the law and whoever will be found to be involved in the crime shall be expeditiously investigated and prosecuted. The constitution calls upon us all to preserve, protect and promote media freedoms” (IGP Okoth Ochola, 16.05.2018).
CEON-U reported this from the General Election and Campaigning in 2016:
“At the (media content) producer level, journalists reported pressure from government, security and ruling party officials, which sometimes saw the cancellation of critical radio programmes as well as suspension of presenters and talk show hosts for entertaining opposition candidates, especially Besigye. There were also increased cases of assaults and intimidation of journalists, self-censorship, and bribery” (CEON-U – ‘UGANDA GENERAL ELECTIONS 2016: REVISITING THE DEMOCRACY CONSTRUCT’ P:76, 2016).
It is not long ago, when Besigye was planning to hold a Radio Tour all-around Uganda, but the State sanctioned the radios holding him, but at the same period in time, the President could do the same and on the same topic, as Besigye was planning too. It is not many months ago. Therefore, the state is continuing to oppress and silence the other voices, than of the President.
Museveni likes to own the media, own the message and control it, therefore, he has lecture anyone to follow his voice and pattern, not question it, because then your not patriotic. That is what is well-known, so it is good idea that the Police are supposed to respect the covering of the journalists and their work. However, if they start to be to critical or get sources, which is questioning the Musevenisms, then know they will be besieged, be detained and lose their license. That is what Museveni does, so even if the journalist wouldn’t be arrested while on Live-Broadcast, like the police did in Kasangati in the recent year. Still, the NRM and Uganda Police Force has a long walk ahead.
It is nice that the IGP wants things to change, but they should also abolish POMA, so people are allowed to participate and be political active, without having the police breathing down their necks or coming with tear-gas, every time they congregate. This will certainly his a journalist, a camera-man or anyone covering it. They will not be totally shielded, I doubt the Police would do so. They usually cover all angles and anyone in the nearby passage get touched.
The Police can order and say they will leave the journalists be, but will they really follow through, when there are laws like the POMA in affect. That will not change the dynamics, unless, the Parliament makes other laws, that gives the provisions to the Police to act differently. Peace.

Opinion: Mzee cannot handle real coverage of himself!
Well, again the lectures has to start, as the man whose says he is about free press and democracy, he has to call in a meeting to lecture them how to cover him. Not to attend a meeting of sorts, where the standing of the nation, no no, that is another bargain for another day. President Yoweri Kaguta Museveni, will tell stories of bravery from 1986 and beyond. He will express discontent, where his own words are taken out of proportion, because his erratic mind and his stances is changing with the wind. It would have been better to just drop a report and show the reality, however, the President wants positive spin ala Softpower or Chimpreports and so on. He doesn’t want media who questions and finds faults. Because the President is never wrong, everyone else is!
“President Yoweri Museveni has summoned all media owners and managers in Uganda for a meeting at State House Entebbe. The meeting was confirmed by the presidency in a brief message to journalists. “HE the President is due to meet media owners and managers today at Entebbe State House,” reads a message from Museveni’s press handlers. Accordingly, the agenda of the meeting is not yet clear, but inside sources hint on the fact that Museveni wants to dissuade the media from fanning conflicts between him and religious leaders as well as request for better coverage regarding the rampant cases of kidnap in the country” (Moses Namayo – ‘Museveni summons media owners’ 11.05.2018, Nilepost.co.ug).
Museveni has had a hard time with the media, he has closed radios, bullied newspapers and editors. That is why some of the most prominent reporters and notable writers are still in exile, not in Uganda anymore. Because they cannot stay there in fright of the penalties their writings will have. Everyone is supposed to praise every word coming out of the President mouth. Even when he is one week saying the priest and clergy are good folks, next week bashing them for connecting with politics and thirdly wondering why the clergy is silent doing nothing during the celebration of the martyrs?
That is just how the days goes by, and he expect everyone to tune into his message and his deluded beliefs. As he is the master and chief, the mastermind and the inventor of liberation, even as he keeps the whole republic as hostages to his rule. That is the magician who thinks he tricks everyone, but only tricks himself. President Museveni isn’t that bright or that smart, even the street smart, non-educated and the villager can see through it. That is why his own party officials was rebuked recently in Rukungiri.
So, don’t expect the fountain of honour to be regarding the media. It is all about himself and his agenda. That he needs to massage the message. There aren’t anything new, just that they need guidance to follow his memo and not think for themselves. That is the patriotic stance of the republic, to be on guard and follow the leader. If you don’t then your rights can be revoked. Peace.
Red Pepper Publication Limited: Charge Sheet from Buganda Road Court (27.11.2017)
Opinion: Police besieging the Red Pepper and charging editors with ‘Treason’ after the published article, says there are more to the story, than Ugandan Government want the public to know!
The story that was published on the 20th November in Red Pepper named: “M7 Plotting To Overthrow Kagame – Rwanda”. Has clearly sparked some tensions within the National Resistance Movement and the Uganda Police Force. Since since 21st November the besieged paper, have been searched with warrants and the editors been charged today on the 23rd November with treason. This is like the Gen. Sejusa stories in May 2013 all over again. As the NRM are trying to deflect and says the stories are not true and is baseless. Still, they are assaulting and silencing the media who reported the story. It doesn’t make sense. If it is a baseless allegations and without merit. Wouldn’t it be better to not care or just file a complaint in court? Wouldn’t it be better to file a case and show that they have to retract the story after the allegations are falsified?
Instead, with the use of Anti-Terrorist Police and use of force within the headquarters after the story was published. You are allowed to question if the NRM are afraid of their secret operations and training camps of specialized militia. They have done similar with training camps in Kisoro for operations within Kivu provinces in Democratic Republic of Congo. So another story like this could be true. Therefore, with the recent reactions, it is harder not to be believe that Museveni wanted another foreign scalp. He has done that also in past, so he has the capacity and brazen armed tactics to fence of neighbors to get puppets there as well. Therefore, the story might be true, as the partisan police force are now attacking the Red Pepper.

“The Ministry of Foreign Affairs has learned, with dismay, of the Red Pepper cover story carried on Monday November 20, 2017 with the headline “M7 plotting to overthrow Kagame – Rwanda” in which the Red Pepper reproduces a malicious article by a Rwandan online publication “Rushyashya” of an alleged plan by the Ugandan Government to overthrow the Rwanda Government. The Ministry dismisses, with contempt, allegations carried by any media publications or platforms to the effect that relations between Rwanda and Uganda are anything but strong and cordial. The Ministry informs the citizens of both Uganda and Rwanda that the continuous innuendo by the likes of “Rushyashya” and various other media outlets both in Uganda and Rwanda, including the Red Pepper is mischievous at best, irresponsible at worst and meant to sow discord between our two sister nations. The Ministry condemns such abuse of the communication platforms they are privileged to manage” (Amb. Patrick S. Mugoya – ‘UGANDA-RWANDA TIES SOLID’ 20.11.2017).
“Uganda: Committee to Protect Journalists concerned by reports that 8 senior managers and editors of RED Pepper UG were arrested yesterday over report. The directors and editors of Pepper Publications Group who were picked from their offices on Tuesday by police, are detained at Nalufenya Police Detention Centre in Jinja, according to Daily Monitor. The Tuesday operation was led by Kampala Metropolitan Commander, Mr Frank Mwesigwa. According to the company’s lawyer, Mr Dickens Byamukama, all the five directors and top editors were driven to Nalufenya at around mid-night. “All the directors plus three editors were taken to Nalufenya at around mindnight after being detained at our office for close to 8 hours. The police say they are going to drive them back to Kampala today [Wednesday], so we are still waiting on them,” Mr Byamukama said. The five directors are; Richard Tusiime (CEO), Patrick Mugumya (CPO), Arinaitwe Rugyendo (CM0), James Mujuni (CCO) and Johnson Musinguzi Byarabaha (CFO). The editors are; Ben Byarabaha (Managing Editor), Richard Kintu (News Editor) and Tumusiime Francis Tinywana (Bwino Newspaper Editor who doubles as General Manager)” (CPJ Africa – Committee to Protect Journalists, 22.11.2017).
“Namanve based Red Pepper Publications has been ordered closed after an earlier siege by security personnel this afternoon. A source inside Red Pepper tells Nile Post that after rummaging the offices, the media house has been ordered to shut. “We have been ordered to close, all workers also ordered to stop working,” the source intimates. The source also adds that all computers have been taken, while workers have been asked to surrender their phones and electronic gadgets. Immediately after surrendering items, staff at red pepper have been ordered to vacate the premises with immediate effect. Red Pepper publication on November 20 published an article with headline; “M7 plotting to overthrow Kagame – Rwanda” which was reproduced from a Rwandan online publication “Rushyashya” of an alleged plan by the Ugandan Government to overthrow the Rwanda Government. However, the government in a statement by Ministry of Affairs Permanent Secretary, Patrick Mugoya, has rubbished the claims, citing that the two countries are currently enjoying strong and cordial relations” (Information Uganda, 21.11.2017).
“Five directors and three editors of The Red Pepper are charged with treason, offensive communication and disturbing the peace of President Yoweri Museveni, Security Minister Henry Tumukunde and Gen. Salim Saleh. Those facing charges include directors, Arinaitwe Rugyendo, Patrick Mugumya, Johnson Musinguzi, Richard Tusiime and James Mujuni and editors Ben Byarabaha, Richard Kintu and Francis Tumusiime. They are all detained at Nalufenya Prison in Jinja district” (Uganda Radio Network, 23.11.2017).
So now the ones publishing a non-story is detained at Nalufenya and also charged with treason. They have taken all ICT and telecommunications at the headquarters. The Police and the Ministers has tried to deflect the story and saying there is nothing between Rwanda and Uganda. They have a cordial relationship as republics. But henceforth that is hard to believe, when editors and publishers of the Red Pepper is slapped with charges of treason.
They have clearly written something within the story of Museveni plotting to overthrow Kagame on the 20th November 2017. If there was nothing, would they have gone this far against the press and against the ones who wrote it? If there is nothing, why are they trying at the same time to deflect it to the media?
The signals they are sending and the assault on Red Pepper seems like panic-mode for a released story and dossier that hurts the relationship between Kagame and Museveni. As it shows again, that Museveni wants a puppet in Rwanda. That would not be surprising, as Museveni helped Rwanda Patriotic Front/Army in 1994, as the Rwandans helped him to power in 1986. The relationship between Kagame and Museveni have gone up and down over the years. But this would be a final blow between them. If not, Kagame maybe just don’t care about Museveni and his offerings.
Whatever, this is, it is clearly that it got the alert and the NRM working overtime. Since they cannot stomach the stories and the possible altercations created by it. They cannot manage to do it without reasons if it is a non-story. Like file a petition to court and get a verdict, then get damages and question the editors and journalists integrity. Instead, they are verifying the story, by detaining and putting charges of treason on their heads.
The toppling story of Kagame becomes more real, because of their actions. It seems less of conspiracy and more of a reality. Since the state has to do this to the publication and their workers. It makes it more likely, as their actions speaks louder than words. If it wasn’t anything to care about or fear. Why start with blazing guns and besiege the Red Pepper Headquarters?
The answer is within the state and within the security operation who has done this. It is within the leadership of the NRM and the Security Officials who are mentioned. They have the answers and could open up for possible reasoning. They cannot speak with double tongues. In one perspective: “it’s nothing, don’t look” and secondly: “it’s treasonous and criminal, don’t look!”. It is either a crime, because the state planned something criminal and trying to change the leadership in Rwanda. Or it is fiction, which could be challenged in the courts. Instead, the first is more likely, than the latter. That is because of the activity and the blatant acts of oppression against the Red Pepper. The NRM cannot hide from that, President Museveni can neither.
Kagame is the only one that should be smiling, since his counterparts has to clean-up his shop and show his real stamina. While keeping cool. That is why we haven’t heard anything from Rwanda on this matter. They are cool and smug about it. They should be too, since the NRM and Museveni is the ones losing face. Peace.

AG Byaruhanga silence several Media Houses on their reporting of the Assassination of AIGP Kaweesi!
Yesterday Attorney General (AG) of Uganda William Byaruhanga decided to take many media houses to court, these are the Red Pepper, Chimp Media, The Ugandan and the Investigator! The ones not taken to court we’re New Vision Group or Monitor Group, so the biggest was not challenged. Still, there are massive charges against 4 media-houses or publications.
The order from the AG is this:
“An interim order doth issue restraining the Respondents/Defendants by themselves or through their authorized agents/servants/ employees from publishing the contents or running any series on the investigation into the murder of AIGP Andrew Felix Kaweesi until further orders in this court, pending the disposal of main suit and main application” (Attorney General, 20.01.2017).
The Grounds for it:
“That the publications of the confidential internal correspondences amongst security agencies on the murder investigation of AIGP Andrew Felix Kaweesi in injurious to the ongoing investigations and is bound to jeopardize the Security in Uganda” (…) “That it is just equitable, right and fitting that the investigations into the murder of AIGP Andrew Felix Kaweesi be left unexposed to the public eye until an official report is published by the government” (…) “That the applicant has filed a suit seeking inter alia, a permanent injunction restraining the defendants from publishing any matter relating to the investigation efforts into the murder of AIGP Andrew Felix Kaweesi” (Attorney General, 20.04.2017).
So many media houses and media is muffled with because of the murder and assassination of the then AIGP Andrew Felix Kaweesi. That the Attorney General Byaruhanga are showing his loyalty to the NRM, this could be out of the Modus Operandi of Deputy Chief Justice Stephen Kavuma playbook. Instead, he chooses to take down internet publications and the ones spreading rumors quickly. Like the Red Pepper who has become better on their investigative reporting. That Chimp Media, the Ugandan And The Investigator are all internet and no paper edition.
That the Attorney General going against them, as they have no quarrel to question the Movement and the National Resistance Movement. Therefore, I am not surprised that they have picked out, as I cannot settle with the relief that the AG didn’t even question the Monitor or the Observer. Which, seem like a strange move and trying to silent opposition voices. Since none of the ones picking are really afraid of picking cherries from the grand issues in the Republic.
That the government and their Attorney General steps this far, can we ask ourselves for real now, is the government and the security organization hiding something? Are the Police Force and the Special Forces Command in the midst of the crime? Are the government themselves the sponsors of the crime?
Why cannot I ask that question, as the revelations put into the public sphere could answer the lingering questions, as the trust between the government, the police and the public isn’t really there. This together with the Police Brutality, therefore the initial questions arising is the faith in the process, but the lingering questions of who inside knows it all. Since the Police could itself turn against the AIGP Kaweesi.
If the AG had trusted the media, the internal investigation inside the security organization who is working on it and might even spread internal secrets to the press. The leaks are now supposed stopped in these publications as they are ordered by him to be silenced on this matter. The government fear their position and weakness. They must be weak and have some tokens of silver coins involved in the sudden death of Kaweesi. Why else would AG order this?
Would he have dared to do so if it wasn’t so? If he would have stopped investigation reporting into the supposed treason charges of opposition party leaders? That should have been stopped as they could have reveled state secrets, since they have supposed done vital crimes against the state to get the charge put on them. Still, that is decent and okay, no issues and just continue to spread the good news of treason. But thinking of digging deep into Kaweesi assassination and your silenced!
So we can by this order know that their something sinister going on and someone has paid the thirty coins of silver to the assassins before the fatal morning of Kaweesi. We are righteous to believe so, if not the digging into the killing wouldn’t be stopped. If the government didn’t fear the revelation of the media, than they wouldn’t have anything to hide. Peace.
