
Rwanda: FDU-Inkingi – Illegal Detention of FDU-Inkingi Political Prisoners Extended (09.01.2019)



Certainly, President Yoweri Kaguta Museveni is true to himself and his own personal gains. If there was someone to own and support militias within the Democratic Republic of Congo (DRC). Why do I say that, well, he earns fortunes on conflict minerals exported through Entebbe International Airport and gold refined in Entebbe as well. Therefore, the recent reports aren’t new in a way, but the senses of it.
In the past, Museveni has together with other neighbours supported the rebellion of M-23 and other outfits. It has been because of potential of exploits, but also direct control in the mineral rich Republic. That is what the President does to enrich himself on others suffering.
We can now, see from both Virunga Times and New Times, the connections and the way things are going. That Museveni are scheming again, this as in the recent months, FDLR or M.R.C.D. have attacked Rwandan soil. While the Group of Experts report from the UN on the 31st December 2018, proved a connection of support of the FDLR in Uganda. As the reported stated that, there was a meeting with Philemon Mateke, Uganda’s state minister for regional affairs, telling the objective from Museveni; while the FDLR operatives was later arrested on the border into DRC.
Here is the two important pieces of intelligence:
“Indeed, this rigour on the part of the report’s authors is likely the reason that made Kayumba Nyamwasa sufficiently panicky to feel compelled to gather a few of his trusted partners in crime to think about ways to avert what is clearly an impending UN sanctions regime against him. Kayumba’s peronal assistant, Kennedy Gihana, and RNC financier Tribert Rujugiro’s publicist, David Himbara, were quickly mobilised and tasked with engaging media houses with the aim of undermining the UNGoE report, according to a source within top RNC circles. “The objective, continued Museveni’s message, would be to gain support needed to popularize the rebellion in the international media and to bring attention to their shared cause. “Museveni is prepared to take the risk provided that they furnish him diplomatic cover that suggests that this is a broad-based rebel outfit with legitimate grievances,” according to an analyst familiar with politics of the region who happens to be aware of these goings-on” (…) “Most importantly, Museveni’s commitment for a “lasting solution” to their shared problem seemed to delight the representatives of the two outfits, who reassured the “messenger” that they were ready to close ranks in line with his guidance. As this website has reported, it is common practice for RNC senior officials to travel to Kampala where they are accorded protocol and armed security that at times is beyond what under normal circumstances is accorded even special visitors of the state. We know see, with these revelations, that there are conceptions and deceptions on the way. That both the militias, the government and the ones in-charge, planning and scheming behind closed doors. In meetings like gangsters and not keeping minutes, as they wants to get certain things out. That we see the activity and sponsorship directly from Museveni. This shows that he is gearing up again. For what real reason is not certain, until its revealed. What is clear, is that there is something sinister going-on. The Neighbours are sponsoring militias within the DRC and they are toying with each other with these forces for various of reasons and grievances. Who knows how this will end, but Museveni never stops to entertain these things, that is what is worrying. As he supporters and facilitate through Kisoro, Kasese and other places in Uganda, as the militias can cross easily into the porous borders there. Peace.

The Youth Livelihood Programme (YLP) by every minute going, seems like a forged project and fake government projects. In ways to secure funding for other things for other Public Officials, why do I say that? Because the YLP have been given a red-flag before. The YLP should be known for its ghosts and its forged documents.
The ones running it should be questioned, as the YLP is under the Office of the Prime Minister. Therefore, the known OPM who has misused funds, which is not breaking news, but more of the same. While it was revealed there was ghosts in the YLP. This has been known for a while. The was a similar report made in 2017, as it was in 2019. That is why I will show them. To prove the similarities and lack of change.

“A recent government investigation has unearthed gross corruption, ghost groups, illegal fees charged for application forms and poor monitoring of the programme countrywide. The same evil has crept into the newly established Women Livelihood Programme started in 2015. The new findings back up the 2016 auditor general’s report, which found the Youth Livelihood Programme did not have a proper accounting framework. The report also found that recovery of funds was so low and some beneficiaries had vanished in at least 35 districts, including Masaka, Rakai, Wakiso, Kalangala and Kalungu. According to the ministry of Gender, Labour and Social Development, at least Shs 84.55 billion has so far been disbursed in loans to over 144,235 individuals affiliated to 11,503 youth groups countrywide, but only Shs 6.7 billion had been recovered by the end of January 2017” (Arua District Local Government – ‘PROBE FINDS ROT IN YOUTH LIVELIHOOD PROGRAMME’ 22.07.2017).
URN reported on the 4th January 2019: “Among the queries raised by the auditor general John Muwanga in the reports, is the existence ghost beneficiaries under the Youth Livelihood Programme (YLP) – noting that about 527 million of the fund money is non-traceable. The money was allegedly spent on ghost groups in 30 districts randomly sampled during the audit period” (URN – ‘MPs grill Bigirimana over youth fund ghost beneficiaries’ 04.01.2019).
Before, I settle down on the matter, there was also a communique from the National Resistance Movement Youth League letter of the 14th October 2016, when the Minister of State for Youth and Children Affair Hon. Nakiwala Kyingi, that all Youth Chairman should be connected with Local Technocrats, where they decide that NRM-YL had to use the YLP system to get funds. This was decided in 2016. Therefore, since then, the NRM-YL and others have to make YLP Projects to get funding and loans.
As we knows that, at the same time-frame of the Auditor General report claims funds gone mission in various of districts, also ghost projects and others. Proving this is deliberate actions done by people, who are eating of the YLP. They are using this designated funds to secure wealth or spend on whatever, without any proof.
This is clearly evident of corrupt behaviour and misuse of government funds. That is not new in the Republic either. The YLP is following a long line of short-cons in the government. In 2017, there was talk of vanishing funds in 30 districts, in 2019, there is talk of 35 districts. Certainly, this is managed and mismanaged deliberatly by the Public Officials. Peace.

There are something sinister going on in South Kivu Province in the Democratic Republic of Congo. This time the UN Experts Report of 31st December 2018. The interviews and the witnesses clearly states what is happening within the Raia Mutomboki of the Kokodikoko faction. These events are really horrific and really showing the tragedies that is happening because of warlords. Warlords who uses child soldiers and who takes woman captive, because they got guns.
That is what is happening. The hurt and damage it does, the cult-like aspiration of Kokodikoko, as he has dances and insults, as they prepare to violate the woman. They are clearly celebrating the crimes together in the militia. That shows the illness of the group and their actions.
Just read the horrific story:
“Based on interviews in June, September and October 2018 with 17 victims, 1 witness, civil society members, local authorities, local researchers, 1 ex-Raia Mutomboki element and staff from non-governmental organizations and MONUSCO, the Group found that the Kokodikoko faction of Raia Mutomboki, led by Masudi Alimasi Kokodikoko, committed mass gang rapes, serious sexual crimes amounting to torture and sexual slavery against at least 17 women around Lubila in Shabunda territory in September 2018. The Group also found that Kokodikoko and his group used child soldiers. All of those acts constitute serious violations of human rights and international humanitarian law, and are sanctionable acts under subparagraphs (d) and (e) of paragraph 7 of Security Council resolution 2293 (2016)” (…) “A total of at least 17 women, between the ages of 15 and 70, including 2 women not abducted in Lubila, were held captive in the cave. During four days the Raia Mutomboki elements repeatedly gang-raped the women. They also introduced various tools into the vaginas of several of the women, severely injuring some. Women who resisted being assaulted were additionally mistreated” (…) “Raia Mutomboki elements shouting “Tchai! Tchai!”14 (Tea! Tea!) usually announced the beginning of the rapes. Before the rapes, Raia Mutomboki elements also danced and sang. Some of the songs, described as full of insults, spoke about penises, vaginas and penetration. The songs expressly mentioned the name of “Chief Kokodikoko” and praised him. During this last ritual, Kokodikoko was either in the middle of his elements or on the side watching them” (UNSC, 2018).
This report of the UN Experts are really saying a lot. It is showing the sinister acts of the Raia Mutomboki led by Kokodikoko, who has no trouble doing this to woman. Raping them and making ceremonies of it. Where he takes them, detain them in caves and gang-rape them. This after interviews of people witnesses to this acts.
These acts should not be pushed to the side. They need to be told, as the victims of these crimes deserves justice. They deserves to punished by the law and meet the courts of law. These cases should be put away. That this acts are happening is worrying, that the militia can do this and we can wonder if the FARDC or the MONUSCO can deal with group in South Kivu.
Something should around the way of warlord Kokodikoko, we have wait and see. But this isn’t what we want to hear, but what we need to hear. Because, the realities are bleak, they are dark and not beautiful. We could wish for it to be differnt, but that is not the reality. We still need to challenge men like this, who uses their position and their weapons to this savage way of sinister acts against innocent woman. Peace.

Again and again, the UN Experts are getting validated sources of mineral exports, which are ending up in the hands of the Gold Refinery in Entebbe, Uganda and ending in Dubai, United Arab Emirates. These stories continues, as the National Resistance Movement (NRM) and President Museveni are taking advantage of the lack of authorities and control of the borders. That is why the Ugandan can get the illicit gold and earn fortunes of the trade.
They are forging documents and doing so by tricking customs and ways. To ensure, the gold goes from Bukavu to Entebbe into the hands of the AGR. The company, which happens to run by Gen. Salim Selah, the brother of the President. The State House of Uganda is earning fortunes on the illicit trade of gold and forging the gold sources even.

“In addition, the Group found that Ugandan authorities lacked a coherent policy to combat smuggling. The Group also found that Kampala-based gold exporters did not have an efficient system to avoid the contamination of their supply chains with illegally traded gold from the Democratic Republic of the Congo” (…) “In fact, documents concerning a supplier for AGR obtained by the Group show the risk of contamination of the supply chain with gold illegally sourced or traded from the Democratic Republic of the Congo. The supplier, a Congolese national based in Bukavu who provided AGR, in October 2018, with gold worth more than $3 million, travelled with an official document, delivered five months earlier, identifying his occupation as that of an electrician. The supplier declared to AGR that the gold was sourced from the United Republic of Tanzania. Initial investigations conducted by the Group suggested that the individual was used as a broker by many Bukavu-based gold smugglers” (UNSC, 2018).
We have seen these stories before, its still vital and important to show, yet more evidence of the illegal export and illicit trading of the Congolese gold through Ugandan exporters, which happens to be in connection with the President and his brother Gen. Selah. This is common knowledge, but has to be addressed. As the ownership of the AGR is known and also, how that implicates the State House.

Are we now seeing a new spike in insurgency from the Democratic Republic of Congo (DRC), as there have been in the past, which militants and rebels have entered the DRC from Burundi, Rwanda and Uganda to attack in Southern and Northern Kivu. This is something that has been going on for decades and several of militias and rebel outfits has sustained areas, where they are earning bountiful fortunes on the toils of despair in the region. That is well known, but still persists as the civilians and the public is paying the price for this.
However, this year, we have seen return of violent attacks, fatal of such inside the Rwanda. This from groups, which are connected with Rwandan nationals and supported there, earlier in the year, Mouvement Rwandais pour le Changement Democratique (M.R.C.D), who came as alliance between for ex-FDLR leaders, National Council for Renewal and Democracy (CNRD-UBWIYUNGE), Rwandese Revolutionary Movement (RRM and the Party for Democracy in Rwanda (PDR-IHUMURE). Who all came and was willing to attack Rwanda. That happen in June 2018, through the Burundian border at Cibitoka Province from the Kibra Forrest into the Nyungewe Forrest in Ruhengeri District. Where they caused havoc.
Now, over the weekend there is reports that across and around the border of Goma, there has been a tense situation as the FDLR/RNC have worked together and attacked the Rwandans. Killing two soldiers. These reports doesn’t match with other statements coming out.
Nilepost reports: “At least two Rwandan civilians were killed and eight injured when attackers set fire to three passenger vehicles in the southern Nyamagabe district, which borders Burundi, said a Rwandan army official. Army spokesman Innocent Munyengango said in a statement that the army is pursuing the attackers who retreated into Nyungwe Forest, a mountain rainforest area that is home to wild chimpanzees” (Nile Post News – ‘Two Killed in Attack in Rwanda, Near Border with Burundi’, 17.12.2018).
Some claims it is the FDLR in connection with Imbonerakure, the CNDD-FDD militant Youth-Wing, but that is just mere speculation at this point. There is an armed FDLR-Foca and the M.R.C.D. but how powerful they are is questionable at this point. Even as they have a history and has been able to train and mobilize troops in the past.
Why I am thinking this, because it was the alliance of the M.R.C.D that promise to assault and overthrow Kagame, not the dispatched FDLR, the FDLR-Foca has enough havoc to do inside the DRC. With this in mind, with the news of a new insurgency, it seems like the former ex-FDLR with the M.R.C.D is up to something in Rwanda. As they did earlier in the year too. Since they are following the same pattern.
What is also striking is the border tension with Goma, which is on the other side of the Rwandan Republic, which means that is a whole other group. That means they would attack into Gisenyi or similar. Because through the forest your closer to Bukavu, than to Goma. Since Gisenyi and the Nyungewe forest is far apart. Seems like there is two different operations going on. Unless, they are trying to spark a flood of attack on two borders, to stretch the army of Rwanda. However, then you need man-power to have the ability. That is another ballgame.
We cannot know yet, but there mere speculation can begin, as the Rwandan and militants are secretive organizations. Who only claim something if they have something to gain. We have to see, also if the Burundian government want to counter-claim the rumors of Imbonerakure involvement. Nevertheless, that we cannot be prove per now. Peace.

If it wasn’t for the reporting of Anna Massoglia at OpenSecrets.Org and her investigation into Maria Butina. She wouldn’t have opened my eyes about the dark side of Pat Robertson. This is an unlikely story, but in our crazy-world of Presidential Candidates becoming Teleevangelist and also conflict diamond exporter. That is clearly, the memo I got today, that Robertson was not only doing business in the midst of conflict in the Democratic Republic of Congo or Zaire, but also promoting the dictatorship of Mobutu Sese Seko. Which a very rare thing.
I started to look for documentation of the exploits of Robertson, how he maneuvered from various of sources. Because, there had to be more to it. There has to be a drive for exploitation, the drive of greed and also the ambition for someone to associate themselves with a dictator. That is evident here, as there god sources from credible people. When the likes of Reno in African Studies Quarterly and Chaitkin in EIR has published stories on you. You know, there are something behind the claims.
What is topping the whole scheme off, is how the Teleevangelist used his position to create his “700 Club” with funding from conflict minerals, which again was a ploy in itself as that was supposed to be humanitarian aid for the conflict ridden area. Therefore, he lied about the funding of his religious fundraiser, he lied about the humanitarian aid and was a war-profiteer. That shows the sinister part of all. That you can make a combo of all these ills at the same time.

“Observers of the Zairean scene have long held that Mr. Robertson was a close confidant of Mr. Mobutu and a great supporter of the Mobutu dictatorship, in the main, because he allegedly was using the proceeds from his mining operation to finance much of his “700 Club” religious operation” (Marek Enterprise – ‘ Zaire Watch News Briefs 28 Apr 1997’).
What Robertson did do:
“Mobutu’s relationship with 1988 U.S. presidential candidate and evangelist Pat Robertson revealed a more innovative private diplomacy that reached beyond conventional public relations firm or lobbyist efforts. Mobutu recruited Robertson to his quest to secure a U.S. visa. More importantly, Robertson brought to Zaire his African Development Company (ADC), active in diamond, timber, gold, and power generation businesses. This commercial venture operated alongside Robertson’s Operation Blessing, billed as a humanitarian relief effort for Rwandan refugees in eastern Zaire. Operation Blessing included more obviously commercial ventures as well, running a 50,000 acre farm near Kinshasa. Robertson justified the profit-seeking nature of his religious venture as part of his efforts to generate cash for relief work” (Reno, 1997).
What his pilots claim:
“During 1994 and 1995, Operation Blessing cargo planes carried equipment and supplies for the river-dredging of diamonds, on behalf of the African Development Company. Robertson, the sole owner, had chartered that company in 1992. It suspended operations in October 1995. Before then, chief pilot Hinkle had quit in disgust at Robertson’s fraud and deception. Hinkle told EIR that he flew about 40 missions for the Robertson organization, headquartered in Goma, Zaire. Hinkle set up the cargo-flying operation and hired others, including pilot Tahir Brohi. Hinkle told of his flights from N’jili airport near Kinshasa, and from N’dolo, around 15 miles away, to Tshikapa, some 200 miles into the interior” (…) “Tahir Brohi, who flew for Robertson from November 1994 through September 1995, told EIR that he made “one or two flights a week.” The majority of these, he said, were related to the diamond dredging. One of Brohi’s flight bases was the Zaire port city of Matadi on the Congo River” (Chaitkin, 1997).
I’m disgusted at the hypocrisy, again that someone uses their religious background to deceive people to give to your “700 Club” and also to a made-believe “Operation Blessing”, while using both as a front for a conflict mineral business called African Development Company (ADC) is beyond disgraceful and should be indicted and sentenced for. This is fraud, this is deception at the highest level. There is nothing else to it.
That Pat Robertson has used his position, has used his ability to not only support and be a lobbyist at one point for a terrible dictator. But also, used his relationship with him to earn money on diamond exploitation and extractions, also using the front as a Humanitarian Operation, when it really was all Commercial is really insulting. While flagging for peace, he was funneling the war with new means, as he helped the dictator to export minerals. That is the reality of it all.
The Teleevangelist used his time and efforts to exploit Zaire, today’s Democratic Republic of Congo. He used his connections and tried even to get a visa for Mobutu. That says a lot about him, that his integrity and his belief can be bought.
You know it isn’t a joke, when Mary Dejevsky reported: “One possible channel, improbable though it sounds, may have been the television evangelist, Pat Robertson, who made a number of trips to rebel-held areas in private planes, ostensibly to see about his mineral interests” (Dejevsky, 1997).
With this all mind, this isn’t just a mare fad of a story. It is a story about greed, opportunities and lies. How someone, who you thought should spread the message of hope and care, are instead involved in sinister trade and acts, where he supported one of the worst dictatorships of his time.
Still, for many this story has forgotten and needs to be reminded of it. Because the reality stings and shows a mere reflection of who Robertson is. A greedy man, who in the hunt for wealth, apparently even trade with blood diamonds or conflict minerals to earn a living. That says something about him. Peace.

In the Democratic Republic of Congo, where the interference and sponsoring of rebellions has been steady in the two recent decades. There are now talks of even more brewing trouble ahead. There been killings of peacekeepers lately, also rising numbers fatalities as well, that has been reported in North Kivu. Wouldn’t be surprised if there was similar numbers compiled on the other province too.
Therefore, the recent spark, the recent trend of wondering if there are something new brewing. Is healthy to ask. There are one force who is new in play, that is the Red-Tabara who only yesterday was reported in killing 18 people in and around Uvira. While the Burundian Forces are following their trail inside the DRC. There is no numbers of how many who is part of the Red-Tabara or their possible camps. Just that they are now also a part of the conflict inside the DRC. There has also been clashes between the FNL (Forces Nationale des Liberation), the rebels of the army. Therefore, the are plenty of obstacles already.
While the Allied Defence Force (ADF) is on a rebranding mission from being a Ugandan Muslim Military Operation, whose trying to invade Uganda. To become a jihadi organization for all of East Africa. The size of their operations is uncertain at this point. These has been steady attacking and killing in Beni. Where they have had massacres and working with other local militias to control the area.
While that is happening, the Uganda People’s Defense Force (UPDF) have deployed a 1000 of their newly trained and recruited LDU to the Uganda-Congolese Border. This is been done as a measure to secure the border. Clearly, also sending a message about the use of the LDU. Who was supposed to be a supportive unit of urban crimes, but now are an extra brigade for a possible warfare in the DRC. That is not a positive a sign. The first report of larger scale deployment was on the 15th October 2018, this might have been an escalation of that. But certainly hits a pattern.
This is proof of movement from two outside forces within the battle-torn and continued warfare in the region. Which seemingly doesn’t have an end. There are also still Mayi-Mayi militias, also Rwandan backed forces within the region too. There is FDLR-FOCA, whose size is uncertain, but bouncing around after a seismic split in 2016. Where in 2018, the DRC Operations of a militia named Mouvement Rwandais pour le Changement Democratique (M.R.C.D) who parts of it came from the FDLR. Who might also be criss-crossing the border region between Burundi/Rwanda and the DRC.
While there is nothing new that there are military movement from Rwanda and Uganda, where there both supply of arms, training and militia men. This being M-23 or other groups who was supported by military supplies from across the border. Therefore, if this would happen again. It wouldn’t be shocking or surprising.
The timing of all of this is perfect again. If it flairs up to extended levels and the government will have to suspend the elections again. So that, the ones running has to post-pone it again. Just in the nick of time to secure more illegal time for Kabila to rule. While so many more lives are taken, just so one man and his cronies can reign supreme.
What is for sure, is that this picture will be materialized and secured with time. What is worrying is the scale and the amount of players involved. As the Burundian forces are now into the mix, the Rwandan with both Ex-Rebels and Militias, who knows what stakes the Ugandan has. Other than adding more forces on the border. All of this is indication of more to come. There will not be silence.
When there is smoke, there is fire. In this instance, I am worried of the escalation and the levels of troops moving. Even as uncertain as it is. Because they have killed peacekeepers, there are foreign supported militias in the Kivu’s and there are tensions in the region. Peace.


There are reasons for why there is easy to speculate about the meetings and the secrecy of the ones involved. As there are only one official story. That Foreign Affairs Minister of Uganda, Sam Kuteesa brought a Special Message to Rwandan President Paul Kagame. We don’t more from this meeting, as it not recorded or transcribed. There are no record or no protocol. That is why we know so little about this. Just like we know little about the meeting last week between Kuteesa and Joseph Kabila in Kinshasa.
The little we know from official Ugandan sources today is this: “Hon. Kutesa delivered a special message from President Yoweri Museveni to his counterpart. Mr. Kutesa had earlier met with Dr Richard Sezibera and congratulated him upon his recent appointment as Minister of Foreign Affairs, Cooperation and East African Community. They discussed issues of bilateral interest and pledged to work closely to broaden and deepen cooperation between Uganda and Rwanda” (Uganda Media Centre – ‘Hon. Kutesa delivers special message to President Kagame’ 25.10.2018).
We really don’t know what the cooperation or that Special Message was about, even if it was involving their mutual business and exports of minerals from the Democratic Republic of Congo. Who knows right? Because there is no official communique, there are no minutes or protocol from this meeting. Even no statement of intent. The parties have been silent about it and the only message from Uganda is practically saying nothing.
Why I am thinking like this, it is only a week ago, this was the message from the meeting in Kinshasa between Kabila and Kuteesa:

Whatever Kagame or Kuteesa was scheming isn’t easy to know, as the interests are there and they have all profited from the insecurity and the lack of building institutions and political stability in the region. Kuteesa could also ensure they are ready for action with Kabila.
We can wonder as the DRC are scheduled an election in December. That a new form of militia will appear “out-of-nowhere” from these nations to destabilize either in Ituri, South Kivu and North Kivu even more if they get lucky. That wouldn’t be surprising if there is coming weapons from Kisoro or Gisenyi in the coming future. If it would be familiar faces from FDLR/CNDP/M23 coming out of the wood-works too. That wouldn’t be shocking (!!). To create enough insecurity, so that the Democratic Republic of Congo has to postpone the elections again.
Because that would seem likely, as a major insecurity and use of militias to create troubles within the Kivu’s and Ituri. Would give Kabila a reason for even launching a “State of Emergency” and relinquish all power until it is over. Hence, stopping the need of the two year long postponement of election. As he is on overtime in his role the President. No one would complain if he had to fight a civil war to stay in power, especially not foreign sponsored ones from former allies. That he happen to meet just in mere weeks before they assembled on Kisangani, Bukavu and Goma. I wouldn’t be shocked if that is the next step.
At this moment, it is just my wild thoughts, which sadly enough isn’t far fetched. As there are enough of freed former militia men walking about and such. Right now this is just my mere speculations, as there are no official statement/communique/document from the meeting in Kigali today and nothing from the one in Kinshasa. But these gentlemen tries to keep thing low-key, but at a later date. It suddenly explodes. If there would be weird activity in Kabale, Rwenzori or in Gisenyi in the coming weeks. I wouldn’t be directly shocked. As the timing is perfect to secure a “valid” reason to postpone the election and ensure a new “process” for yet another election. Because Kabila feed of the insecurity and needs it. Since he has no legitimate power and kills of the activists and the sends the political operatives that matters into exile. Peace.
BTW: I hope I am terrible wrong and out of line. That these meetings means they enjoyed some posho/ugali in each others company and served high quality tea afterwards. But there are often a reason for these meetings. I just start bugging when I don’t know why!
