Opinion: Jubilee Government, are they fiscal responsible for their current running debt?

Today is a day where I have questions and they are big because when you crunch the numbers for the last three fiscal years and estimated debt ratio it’s start to be worrying. It isn’t a sweet and tender way of asking. I know, but the numbers and the citizens will have to repay the amounts of borrowed cash at one point. As the Japanese will not deliver second-hand vehicles to the hospitals forever like they did during either this or last week in Kenya; Kenyan Government shouldn’t base their budget on handouts, but on tax-monies. The budget now is worrying as the levels of budget that are borrowed as it is going directly to portfolios that are day-to-day business instead of giant infrastructure development.

Why do I say that? Because each year you can question the ratio between the debt and the development projects; like in 2013/2014 the debt we’re 330bn, but the development 224bn. That is a 100bn used on day-to-day instead of building roads to Ethiopia or planning the Standard Gauge Railway. Take look!

In the 2013/2014:

At the fiscal year ending the 25th July 2014 the budget debt we’re 330,440,692,719.35. That means there 330bn debt, which we’re 25.8% of the National Revenue. National Government budget spent on development we’re 224,355,607,699.00 or 224bn.

In the 2014/2015:

At the fiscal year ending 24th July of 2015 the budget debt we’re 400,249,353,175.10. That means there 400bn debt, which we’re 25.1% of the National Revenue. National Government spent on development we’re 270,320,838,230.00 or 270bn.

In the 2015/2016:

At the fiscal year ending the 22nd July of 2016 the budget debt we’re 683,479,898,203.50. That means there 683bn debt, which we’re 36.9% of the National Revenue. National Government spent on development we’re 333,170,357,469.90 or 333bn.

So as you see, the FY 2013/2014 isn’t the worst. FY 2014/2015 is the start of loose government spending. The Jubilee all of sudden borrow 400bn and spends 270bn. That is 130bn that is used on day-to-day business, with loaned fiscal funds instead of the ordinary tax-base that the government should be fixated on. So with the last year FY 2015/2016 the Jubilee went all out in the stratosphere and borrowed from any bank or institution possible; as the debt we’re 683bn and the development we’re 333bn. That is 350bn that are used to day-to-day business and not development. The question remain why the sudden giant loan ratio towards the last year before election and why the lack of projects to use the newly granted funds.

The fiscal responsibility seems weak and not there when a government can splash this kind of funds and use this amount of debt on day-to-day instead of big projects and infrastructure projects needed. I am sure DP William Ruto has more friends that can be sub-contractors for some Chinese infused borrowed road projects around Kisumu. But, the ability to sustainable development with the steady rise of debt is worrying. That the IMF and World Bank is saying the debt ratio is still feasible should be worrying. As the IMF and World Bank never had control of the worst years before the Greece defaulted and needed saving grace from the world around it. The worst comes to worst when the Kenyan Government starts to default and reach it’s limit they have to have a mercy on the Jubilee and the counterparts who are paying for loose fiscal behaviour. The worst comes to worst with the giant amount of added fiscal funds might give the economy a edged inflation and bank rates that weakens the Kenyan Shilling as the deficit between reality and what is really used.

You can wonder why the Jubilee wants to hedge up so much loans and government debt. When the FY 2013/2014 and FY 2014/2015 we’re the net domestic borrowing around 300bn, but by FY 2015/2016 it become 500bn. That is a jump of 200bn of Domestic Borrowing. That should also be questioned together with the ratio already in the budget. This doesn’t seem like a healthy fiscal policy. The public should question the use of the borrowed domestic and total ratio of debt. The governance levels and accountability of the funds should be asked from Opposition and also the Auditor General. The Inspectorate of Government the IGG or Ombudsman should hassle the hustling Jubilee who has gained these funds and been responsible for the allocated budget and inquired for the option for loans to development and day-to-day use.

President Kenyatta has today a State House summit on transport and infrastructure projects in Kenya under his leadership and the Jubilee Government. That has soon finished their first term in the presidency. They had pledges upon pledges when they went into government.

They wanted to build a giant and fantastic electric quick railway. The Standard Gauge Railway and also develop the Lamu Port through the LAPSSET project with fellow neighbors. The Pipeline of crude-oil from the Northern Kenya in Kerio Valley in the Lokichar Basin to the upgraded Lamu Port; where the Jubilee Government also wanted the Lake Albert crude oil from Uganda to go to. Something that fell through as the licensed companies in Uganda though it was too costly to build through Kenya compared to Tanzania. So the Kenyan Government has to do it on they’re own. As the LAPSSET it is waiting for private enterprise to engage and use their monies on the planned infrastructure.

KAA Changes

The other issues are stadiums not built in regions where it was promised the fields of glory never came. It was easy to promise the district towns a sports facility, but none of them came to fruition. The others developments we’re that from Kenya had 30 Air-strips before Jubilee and by now they have 50 of those. Still, the discussion on the failed development project and upgrade of Jomo Kenyatta International Airport (JKIA) have not been an issue as the embarrassing project it is for the ruling regime and their PR team.

There are always some issues and even after years in power and set change with rule of law. The Jubilee government tends with the same fractured system, the corrupt Mombasa port where the monies that makes all import more expensive and still they haven’t instilled checks and balances to Ports and therefore the extra taxation of the imports happen on a daily basis. As the corrupt mind and bodies continues to thrive with the speaking up against it, but not dealing with it in Parliament or by sanctions of law.

The Jubilee government has dozens of plans and pledges, as much as they have foreign loans to build the projects from the World Bank, International Monetary Fund and the Chinese. The extent of debt collected by the recent new loans has come to 49% of GDP. In April 2016 the Jubilee Government had collected $1.35 billion in debt, while fixing a massive deficit in the Kenyan budget. Still, this is worrying as the debt and interest has to be repaid to the International lenders and development banks which the tab is taken from.

This was not discussed at the Summit and where is the money for the development projects coming from as they shouldn’t just surface out of thin air. Just like the roads and rails need wages, plans, dialogue and trade to get built. As the landowners need to be compensated together with the companies building the roads need paid for service rendered. Therefore the business of infrastructure is expensive as the giant projects cost a fortune because they are supposed to stay for long and be kept for decades on.

The same with all the roads not taken care of as the feeder roads of the Northern Kenya, which is left in mud and dust; the focus on three Nairobi by-passes to fix the congestion of the capital. Not thinking of other towns who could need extra bypasses like Eldoret or other where the Jubilee doesn’t deliver the needed infrastructure, except if it is fitting with the border-passes and agreement with nation on the other side who needs roads of exporting through Kenya there. Therefore the Summit is more a PR Show, than proving real progress as the corrupt, the debt and all the other problems are destroying the champion sound and roar from the Jubilee Government under President Kenyatta. “The Ministry of Transport at the weekend authorised the Rift Valley Railways (RVR) to temporarily run passenger rail services in a move to add pressure on striking taxi drivers.RVR will transport passengers Monday to Friday, from Namanve to Kampala and back at Shs1,500. In the morning, there are two shifts that depart Namanve at 7am and 8am. Evening shifts leave Kampala at 5:30pm and 7pm. Each shift can transport 550 passengers using five coaches”.

Quick thinking:

So they have done it before, will be able to do it now? Secondly, how long will it last before it break down or the money is gone and the trains lay astray somewhere? Peace.

 

Draft Estimate for the Budget for the Financial Year of 2015/2016 in Uganda – Quotes and Outtakes

Draft estimate for the Financial Year of 2015/2016 and how it’s expected to be. It will be a bunch of numbers and I have picked the ones that seem special. The ones that could be questioned and ask yourself why they use so much money on? That tells about how much the government of Uganda planning to use on certain pieces of civil service and ministries that they run. Everybody that wants to look and understand a bigger picture will get a bit more information. But even if this feels like a long piece. Remember the document that was swallowed into this was close to 1200 pages. So that I have written a long piece it’s a reason why and how it became this long. Hope your get some insights and it was worth my time.

Piece by Piece, Government Organization and Ministry:

Office of the President:

The Salaries are the same from 2014/2015 to 2015/2016. No change the same 26,233,125 UGX. The rest of the expenditure is the same except for the secret payment between the financial years and that is the “Classified Expenditure” which goes up sustainably from 2014/2015 when it was 11,069,633 to the next 2015/2016 it becomes 18,069,633. So it means that the Office of the President has one expense that goes to something secret and is up 7,000,000 from last year and the only one(Draft Estimates P: 30). There has even been another classified expenditure that is set for 3,940,034 UGX and this is not for the main Office of the President, but to the specific program of “Monitoring and Evaluation” (Draft Estimates P: 35). Total for the Office of the President is 53,835,847 UGX (Draft Estimate P: 42).

Statehouse:

Another “Classified Expenditure” is set for the FY 2015/2016: 36,700,000 UGX (Draft Estimates P: 44). The Total for the Statehouse is 253, 226,426 UGX (Draft Estimate P: 43).

Office of PM:

Total budget for the Office of the Prime Minister is set to be for the FY 2015/2015: 146,581,639 UGX (Draft Estimate P: 82).

UPF:

“Construction of Pakwach, Kabale, Morulem, Napak Police stations completed; Construction of a staff accommodation block of 4 units at Alebtong completed; Armouries constructed at Ikaffe, Kabalye and Olilim PTS; 10 vehicles procured for PRDP districts; ICT machinery and equipment (communication equipment) procured; Office furniture for Buliisa, Aleptong, Bukwo and Yumbe procured)” (Draft Estimates P: 25). The estimated budget for the UPF is 4bn for the FY 2015/2016.

A budget issue that is weird that the ESO in the voting didn’t put any funds for staff training for FY 2015/2016 (Draft Estimate P: 917).

Prison and Correctional Services in the FY 2015/2016 is 136.960.199 UGX (Draft Estimate 840). Murchison Bay Hospital in the FY 2015/2016 is 418.750 UGX (Draft Estimate P: 844). Grand total for the Uganda Prisons in the FY 2015/2016 is 136.960.199 UGX (Draft Estimate P: 848).

The ones that caught my eyes was first Welfare and Entertainment went from last Budget Year 2014/2015: 27,190,131 and this year 2015/2016: 37,614,465 UGX. Special Meals and Drinks a new post in the ministry and costs: 94,645,610 UGX. Subscriptions we’re 2,699,752 UGX in 2014/2015 and next year 2015/2016 cost 12,099,752 UGX – for those who can see that is nearly up 10,000,000 in one budget year! My favorite post in any ministry: ‘Classified Expenditure’ in 2014/2015 costed 342,252,085 and next budget year 2015/2016 all of a sudden 606,304,585. The difference between the budget years is 264,052,500 UGX. The Classified Expenditure is spilt in two pieces. First one is the UPDF Support and is set for 258,578,085 (Draft Estimate P: 86). The second one is Defense Equipment Project is 342,352,500 UGX (Draft Estimate P: 87). AMISOM operation total is 269,784,415 UGX. Classified Expenditure for AMISOM is 5,374,000 UGX (Draft Estimate P: 88). External Project Financing: Defense Equipment from Russia is estimated for FY 2015/2016: 264,052,500 UGX and to AMISOM is 298.266.10 UGX (Draft Estimate P: 81).

Uganda Free Zones or Total Program 18 was set to 14.009.556 UGX in FY 2014/2015 to become 17.177.409 UGX in FY 2015/2016 (Draft Estimate P: 159). African Development Fund was there 3.600.110 UGX into subscription in FY 2014/2015. And Outputs funded in FY 2015/2016 is the same 3.600.110 UGX (Draft Estimate P: 160).  That same Output was set in FY 2014/2015, but nothing set for the FY 2015/2016, still it’ s put the same amount as last year with the same amount of cost. That doesn’t make sense.

The Grand total the MoFPED in FY 2014/2015 was 281.508.520 UGX and in the new FY 2015/2016 becoming 551.167.383 UGX (Draft Estimate P: 168).

Ministry of Internal Affairs:

Support of the Government Chemist was in FY 2014/2015 was set for 1.301.805 UGX and now in FY 2015/2016 became 3.331.805 UGX. It went up because this year Machinery and Equipment for 1.058.000 UGX compared to last FY (Draft Estimate P: 176).

Ministry of Agriculture, Animal & Fisheries:

Agriculture Supplies from the FY 2014/2015 budget for 7.981.942 UGX and for the FY 2015/2016 set to be 43.285.943 UGX (Draft Estimate P: 184). Transport equipment FY 2014/2015 set 2.400.000 UGX and in next year FY 2015/2016 is set to 4.166.500 UGX. Engineering and design studies & Plans for Capital in FY 2015/2016 set for 4.841.848 UGX. 2. Almost all the tarmac roads built in Uganda after independence, beyond the Entebbe-Kampala axis
• The New Entebbe International Airport
• Soroti Flying School
• Airfields and aerodromes in most of the original 18 districts of Uganda
• International Conference Centre and Nile Hotel (now Serena Hotel and Conference Centre)
• The dual carriage-way from Jinja to Kakira
• Iganga-Tirinyi Road
• The Pakwach-Arua Highway (West Nile)
• The Gulu-Pakwach road
* The Jinja-Kamuli highway
• The Kampala-Mbarara-Ntungamo Highway
• The Ntungamo-Kabale Highway
• The Kampala-Mityana Highway
• The Kampala-Gulu Highway
• Most of the feeder roads in the coffee-cotton-matooke areas of Butembe and Bugabula in Busoga
• First Class Murram roads in all the areas of the country growing cash crops (coffee, cotton, tobacco, sisal and pyrethrum), where there was a Cooperative Union, stretching from West Nile, Acholi, Lango, Teso, Bugisu, Bukedi, Busoga, Buganda, Bunyoro, Ankole, Toro and Kigezi
• The Arua-Koboko Road (West Nile)
• The Busia-Tororo-Mbale-Soroti-Lira-Gulu highway
• The railway from Busia to Gulu
• National Housing and Construction Corporation
• Kampala’s Crested Towers building
• Bugolobi Flats in Kampala
• Kampala’s Wandegeya Flats
• Kampala’s Bukoto Flats
• In virtually all district towns, the housing estates known as “Senior Quarters” and “Junior Quarters” built for new civil servants under the programme to Africanise Uganda’s Civil Service
• Dozens of Post Offices and telephone exchanges across the country and the extension of the national telephone system beyond Entebbe, Jinja and Kampala
• East African Airways
• Uganda Transport [Bus] Corporation, serving southern and western Uganda
• Peoples Transport [Bus] Company, serving northern and eastern Uganda
• East African Railways and Harbours Corporation
• The Port Bell railway link
• The Busoga railway loop (Iganga-Kamuli-Busembatia-Iganga)
• The Jinja pier (enabling cargo from Lake Victoria to be transferred to rail and road)
• The Kalangala ferry and ferries on Lake Kyoga and Lake Bisina in Teso
• Tarmac upgrade of the Kampala-Mukono highway and the highway from Mukono to Busia.

If this doesn’t make your mind wonder and also how come? Its not more built since 1986..

That is something we all should ask ourself and the NRM government. But, I don’t think they will answer in a proper way which the truth isn’t massaged into a perfect message that fit their view and make everything into a golden goose. Where they will tell that in just a few years it have a economy that is of a middelclass county and be without corruption. Trust me, you will hear that in the near future. An so many times that your ears hurt!
