Opinion: Museveni – We know about your track record on extra-judicial killings

Ugandans, especially the Bazzukulu,

Condolences on the death of the blogger, Ibrahim Tusubira aka Isma Ichuli. I condemn and treat with contempt the killing of this Ugandan by some pigs. It is pigs that believe in using guns against unarmed opponents. NRM enjoys defeating unarmed opponents with counter- arguments. Killing critics shows that your position is false and you cannot out- argue an opponent. Why kill him if he is wrong and you are right? Killers are fake thinkers. They stand on false positions. Anyway, I can assure Ugandans that this criminal will be traced and punished” – President Yoweri Tibuhurwa Kaguta Museveni (08.05.2023).

Since the inception of the National Resistance Army, which later become the National Resistance Movement. The rebellion that became a government and a junta one at that. That one has responsible for violence and state sponsored violence.

Civilians have felt the brute for the army, soldiers, government agents, para-military units and even armed law enforcement. The NRM has created so many security organizations and entities to ensure “safety” but also to contain the population. To such an extent that it uses not only fear and intimidation to keep the people in order. No, they use abductions, kidnappings, keeping people incommunicado, incarcerated without tria or charges, torturing and extra judicially killings. All this has happen on the watch of Museveni and his fine with it.

That’s why his lying and lies is part of his modus operandi. Museveni is lying is as special as water is wet. It is just a mere fact and we all know it. If you didn’t know… then you have lost the plot. Because, this man has tarnished others and tried to exonerate himself. Museveni wants to be a legend and the father of the nation. However, his just the longest sitting tyrant and dictator.

A tyrant and dictator has dozens of cronies around him, but he also has “yes-men” and brutal enforcers. That is something Museveni always have had. The men he knows will do the deeds and do them in darkness. The ones that will pick up people in the night and find ways to “detain” without trial or justification. These he can call upon and they make people “stop”. That’s who he has on his payroll and these people are having cars and boda-boda’s without number-plates. They are coming in the night and suddenly people are vanishing.

Still, the President is saying and stating that the NRM or UPDF has never killed people who was never in combat. Well, the NRM and the UPDF have killed since their inception. The NRA and Museveni has used brutality and vicious means to get ahead. He has exiled a King and killed his guards just to prove a point. To quell demonstrations he has killed and even during the campaigns ahead of elections, people are dying and losing their lives over political affiliation. That has happened every campaign since 1996. People have died for not wearing yellow and singing the psalms of “no change”. Seriously, that is the truth about Museveni and his reign.

He can speak like this, but it’s not true. If you pick up Amnesty Reports on Human Rights Violations in Uganda since 1986. You can see a pattern and it shows what the NRM are willing to do stay in power. They are willing to as I stated. They might say Amin was bad and used horrific tactics to stay in office. However, the NRM knew these was bad, but they perfected it and made it a way of life. The NRM has prospered on “Safe-Houses” and “Panda Gari’s” aka Drones. The NRM has earned political capital on the misfortune of the opposition.

That’s why reading this statement from Museveni is utterly disgusting. It is disingenuous and a lie. A lie his willing to live on. I will not accept it. There is too many victims and innocent lives that haven’t gotten justice… and they should one day be heard. Even if that is only happening in the afterlife and not with us the living. Peace.

Opinion: The Presidency shouldn’t be a family affair…

Just like everything is gearing up for “Project Muhoozi” and Lt. Gen. Muhoozi Kainerubaga is not only openly campaigning, building his political platform or movement. There has already been question about the in-law, Odrek Rwabwogo who is another family member with ambition. Now there is even talk of Natasha Museveni.

By this time… this is happening after His Excellency posted a tweet having talks with Natasha. Like he has had tweets with her before and showing her the ropes on the Rwakitura farm. Therefore, that isn’t uncommon.

However, now they are making 2026 Posters and recognizing her on Social Media. Like they are sprinting ahead and giving her way. As if she is a better candidate or a more sound of a candidacy. While none of the three should even be eligible or capable.

These three are in the lines of the Independent Candidates with no experience or public support to even consider running for office. Neither of them is beloved, has a mission or an official party to run with.

The Lt. Gen. isn’t even retired and by law his a felon for breaching the codes of the UPDF Act by acting like he does. We know he won’t feel the blunt force of the law or get law enforcement on tail. Because, his one of them and anointed by the state. Nevertheless, Muhoozi can play like a big-man and act like his building something. However, it is a house built on sand and the waves will take it easily.

Neither of the three is really viable or interesting. The only reason why they are there is the connection to Mzee, Bosco or the High Above. There is no supreme quality or even experience that suggest they are capable of pulling it off. They are there based on family ties and not on their beliefs or even how they handle themselves. No, they could be butchers, secretaries and low hanging fruit on a market-place for all we know.

We are seeing how busy Muhoozi is to build his name. Using any excuse to travel the nation. Act as an overlord and diplomat in Nairobi and Kigali. His acting like his the next in line and the only one who are worthy. Alas, he doesn’t have the mindset or the stamina to stick to it. While Odrek and Natasha is cannon fodder in this here game. They are not ready for what is coming their way.

All of the three are shielded of the worst. They are not in the boiling pot and getting tested in the real waters. They are just enjoying the perks of the beach and not even trying to set sail. That’s why Muhoozi think it easy. As the whole state machinery and his allowed to build up his own entourage while playing it out. Therefore, these are fooled to think they can do it.

Natasha is just a pawn. The same is Odrek and they all know it. That’s why all the cards are stacked towards Muhoozi. While he isn’t the man or the guy either. His just there acting it out and trying to be a reasonable guy. While Muhoozi cannot act with reason or confidence. Heck, he has no charisma and couldn’t even tell a moving story.

That’s why people are fending for the others in the family tree of Museveni. Still, none of them have “it”. They don’t and it must hurt the father. To see his son and daughter not being up for it. Seeing all this time and no suitable heir. None of these are trustworthy or people you would allow to inherit your legacy too. No, Museveni would rather choose someone else. Because, he knows Muhoozi isn’t it, but neither is Odrek or Natasha.

That’s why this family affair is depressing. The Succession has been lost in the wave of overstaying in power. By this time we are just seeing how lost and baffling lack of self conscience the family has. As they are trying to be viable and be the future. However, all of these are the past even before trying to succeed. They are all tainted by the father and his prolonged reign.

The Republic isn’t a family affair or business. It isn’t an enterprise for the Museveni family to inherit. Muhoozi and the others might think so… but isn’t and they will figure out that very quickly. Peace.

Opinion: How many agents does Mzee need to combat himself?

“Mr Museveni announced his latest anti-graft plans in a Labour Day speech delivered in the rural eastern Uganda district of Namutumba yesterday afternoon. “I am using this Labour Day to tell everybody that we are going to have a big fight. I am going to set up another small unit in my office where the investors can ring directly if anybody asks them for a bribe or delays decisions,” Mr Museveni said” (Philip Wafula – ‘Museveni to set up new anti-corruption unit’ 02.05.2023, Daily Monitor).

The battle against grand corruption, graft, bribes and other siphoning of funds is getting ridiculous, as the Government of Uganda is not lacking offices or units, which are focused on the matter. It isn’t like the State House – Anti-Corruption Unit is the sole organization working with it under the Office of the Presidency.

No, there are several others like the Inspectorate of Government (IGG), Financial Intelligence Authority (FIA), the Public Procurement and Disposal of Public Assets Authority (PPDA), Uganda Investment Authority (UIA) and the Office of the Attorney General (OAG). In addition to that you have the Judiciary and Law Enforcement itself that works or have jurisdiction to follow up on cases concerning this sort of crime. Therefore, the State has several of units or organizations combatting this already.

There are already 6 Offices that has various of roles in concern with the battle against corruption. That’s without adding the Uganda Police Force or any of their entities who also investigate corruption. The Judiciary is also handling these affairs and the ones that are judging the matters. Therefore, there is already plenty of hands involved and have the ability too combat this.

The President is only creating another busy-body and another separate Unit in his residence. It is just a nice headline and looking like his really working against it. When the other ones are enshrined in law and are based on legislation. That’s why the IGG, FIA, PPDA, OAG and others are there to work and have a mandate. Alas, the Units created out of the Office of the Presidency is just on the whim and whatever guidance the President felt at that very day. Instead of boosting the ones who exists. He creates another possible entity who will be controlled and close proximity of him.

However, this will not solve it or combat it. No, this is just another “cat and mouse” chase where they will only capture small-fish and leave the big-ones alone. There is no way the ones in association or have had a handshake with the President will be captured. No, this is just to cause some good vibes and call it a night. Peace.

Commends Fox Odoi MP for his bravery [and quoting his Minority Report on the Anti-Gay Bill]

Yesterday, it was a National Resistance Movement (NRM) Member of Parliament that made his own Minority Report on the amended version of the Anti-Homosexuality Bill, 2023. This was Hon. Fox Odoi of Budama North East County. He was the only voice of reason, as the 11th Parliament for the second time passed the Anti-Gay law and did so with the blessing of the President.

I am amazed that Odoi was alone in this. Because his assessment is right. The law will be used as a tool and people can easily be deemed “gay” and therefore be in legal jeopardy. That’s the sort of play and this law is directly targeting on outcasted group of society. This is the LGBTQ+ community. I would have never thought a NRM MP would write a dissenting Report and be the only signatory of it. However, yesterday was such a day and its baffling.

Just read these parts of the Minority Report and you should be concerned to about the usage and the limitations of the law. It shows the disregard of justice and impunity of which it possibly serves. The law itself is draconian and can be a tool of oppression. Not only against actual gays or LGBTQ+ people, but also people who can be accused as such.

Just read these parts, which I have taken from the Report itself…

“The proposal of the President to the extent that it saves the criminalization of consensual same sex relations in clause 2 is self-defeating since on one hand it recognizes their existence and on the other, it punishes their acts. Like the Bill, the proposal by the President will still leave room for the abuse of the rights and freedoms of LGBTQI+ community by legislating the discrimination of such persons, the perpetuation of inhuman and degrading punishments, the invasion of their privacy, the denial of their right to health, housing as well as the right to seek and obtain justice and remedies at law for wrongs committed against such persons. The proposal by the President does not protect, in a comprehensive manner, any of the rights and freedoms enshrined and protected in chapter four of the Constitution” (Minority Report P:4, 02.05.2023).

“The minority fear that this provision will be abused by law enforcement agencies who may label persons homosexuals, without being denied by courts of law. The will require such persons to defend themselves, thereby reversing the burden of proof from the prosecution to the accused person. It is trite criminal law that the prosecution bears the burden to prove the offence against the accused. This burden of proof does not shift to the accused to prove their innocence as the Bill proposes. The burden of proof always rests on the prosecution. The prosecution must adduce evidence to discharge its burden of proof” (Minority Report, P: 5, 02.05.2023).

“The minority has examined the proposals by the President and is of the considered opinion that they are insufficient to salvage the Bill. The unconstitutionality of the Bill cannot be remedied through a partial and ineffective recognition of the existence of LGBTQI+ community while at the same time criminalizing the enjoyment of their constitutional right and freedoms” (Minority Report, 02.05.2023).

Hope to God that after the President accents the law and it goes into effect. That someone petition the Courts and tests its true limitations. Because, the Minority Report even states that its unconstitutional, meaning it goes against the cornerstone of the laws in the Republic. You cannot create new laws, which are in disregard of the Constitution. That makes the law “void” or unredeemable. Therefore, the Anti-Homosexual Act of 2023 could be dismissed or ruled against. If someone would petition it and if so… they would return the favour, which happened to a similar law in 2014.

The NRM and the MPs are apparently going in circle and never learning. The 11th Parliament repeating the sins of the 9th Parliament. When they can write a law like this against one Minority of Society. They can easily do the same against others. That’s what I fear and what people should be worried about. The Minority Report itself states another worry on the implementation and usage of it, which are despicable and a possibility. No one should be shocked if an opposition figure or activists is deemed “gay” and thrown in prison. That is just a given in the current state of affairs. Peace.

Opinion: Speaker Among acts as if she’s above the Constitutional Order…

“Hon Kafuuzi, there is only one Speaker.. and you will never disrespect the Speaker. You cannot report this house and say we made a mistake. From today onwards, you will not come to this House and defend any Bill, you will not do it as long as I am still the Speaker” – Rt. Hon. Anita Among (02.05.2023).

The idea that a Speaker of the House, that the Speaker of Parliament can and is barring Members of Parliament is outrageous. Especially, when it is done so childishly or without proper cause. Speak Among is just showing that her emotions and her temperament isn’t fit for her duty.

The Speaker is way out of line. She is not only braking protocol, but procedures, which are written in law. She is barring Deputy Attorney General Jackson Kafuuzi, because he looked into the Anti-Homosexual Law and deemed it unfit. That’s all he did and gave the President his advice after looking at the bill. The Deputy Attorney General did his duty, as described in the Constitution.

Article 94 of the Constitution says:

“(d) the office of the Attorney-General shall afford the member moving the private member’s bill professional assistance in the drafting of the bill” (1995 Constitution).

The Deputy Attorney General followed Article 94 of the Constitution. He gave professional assistance and advice in drafting of a bill. The Speak might not accept that or grasp that reality. As her power trip and hubris is stopping her from reflecting soundly on the matter.

The speaker might disagree with the reasoning or the legal ramifications of the bill, which is what the Deputy Attorney General wrote in his advice to the President. Kafuuzi MP did only his duty and did the bid of the Office of the Attorney General. He didn’t renegade or be a partisan in the matter. No, he just did his job and so should the Speaker.

She needs to go on her knees now and do what she begged Hon. Francis Zaake to do. Because she broke protocol and acted out of line in the Plenary Session. She is going against Constitutional Order and doing so as Speaker of the House. Hon. Among has no rights in doing so. She should start to behave and be righteous. Though I know that’s too much to ask…

The Speaker needs to assert her role and abide by it. Now she’s acting as a vicious kingpin and a power hungry individual who puts herself above the rest. That’s how it sounds like. People should ask and wonder if this woman can contain herself and her pride. She acts like a Queen and a Dictator. Instead of serving her role as Speaker with honour. Certainly, she could need some mentorship by Kadaga. Because this is not cutting it. This is beneath her office, and she should know better. Peace.

Opinion: Museveni – “Get ideas, please”

A man who has run the nation since January 1986. A man who fought and took over power. That man is asking his civil servants and appointed leadership to “get ideas, please”. It is embarrassing and beneath his office, but it shows how he has failed as a leader, statesman and Head of State. When he has to resort to this.

The Executive Order No. 2 of 2023 dated the 9th April 2023 shouldn’t have been written. It should have been left in the drafts. A President shouldn’t be concerned about skips, garbage collection or the lack of garbage collecting in the cities or municipalities. No, he should be worried about grander things.

Get Ideas, Please” is what is sticking with me. His begging the civil servants and the appointed leadership to get a grip over the collection of old clothes and bottles. His begging them to figure out a way to recycle certain trash and collect it properly. This from the guy who has ruled supreme for over 3 decades.

That’s just beyond comprehension. It is telling how the state has become rotten to the core. How the “high above” has destroyed all protocol and all means of communications between the various state institutions. When a President has to write an Executive Order the Kampala Capital City Authority (KCCA) and the other agencies to clean up the streets. It just shows that the man has no vision and no clue on how to run things.

He came as the “only man with a vision”. However, it is obvious that he got none. His running in circles and doing the same old schemes. The old man is running out of time and he got nothing to show from it. Only utter disgrace and mediocrity. The grand corruption and looting in combination of a bloated state with lack of domestic revenue. That isn’t a case of achievement but a proof of a heavy patronage that is begging their knees to his every whim. It is a proof of prestige but a system of beggars. They are dressed neat and has fancy vehicles, but beyond that… they are just asking for their next meal like everyone else.

Get Ideas, Please”. Think that he wrote this and stood by these words. A man who has written about “What is Africa’s Problem” and where he had remedies for it. Nevertheless, the man who had all the answers couldn’t’ implement them himself. That’s because of his own greed and lust for endless power. A man who never wanted to go and never wanted succession. Museveni knew about the problems and bottlenecks, but has chosen to take another path.

That’s why his asking for ideas to solve benign problems. Small problems that should be concerned with by a Ministry and by civil servants in local government. The problem of skips and garbage collection shouldn’t be a national issue or a troublesome affair for an Executive Order. However, here we are and it shows the epic failure of a leader he is.

Maybe he should “get ideas, please”. I think Museveni need to get ideas and get a grip. He should look himself in the mirror and understand where he is at. The “yes-men” won’t say it and neither the patronage who is benefiting of his whims. The Presidential Advisors are awaiting their next pay-check and hoping to be promoted in the next cabinet re-shuffle. Therefore, they won’t dare to question him or doubt his brilliance.

However, he needs to get some wisdom and direct his leadership differently. This is just tragic and shows how man has to much control. A President shouldn’t worry about the trash on Nile Avenue. No, that is for someone else to concerned about. Peace.

Opinion: Bwanika is ready to dip…

“Abed Bwanika threatens to quit NUP if constitutional reforms regulating elected leaders to two terms are not reconsidered. The Kimanya Kabonera MP spit fire on CBS over the weekend where he claimed the reforms will deny the party senior and experienced leaders like himself” (The Kampala Journal, 25.04.2023).

I am neither shocked nor surprised that this comes from Hon. Abed Bwanika. He has become a journeyman of sorts. Bwanika is the former three times Presidential Candidate. A man who has been on the ballot in 2006, 2011 and 2016. Also created a church and a political party. Before joining National Unity Platform (NUP).

Bwanika was the only independent candidate in 2006 but had already launched his People’s Development Party (PDP) by the 2011 elections. A party he ran on its platform until the 2016 elections. In the term after that he joined the DP Block and became a part of the new outfit. That happened in 2019 and he bolted from that and stood on the ballot for NUP in 2021 elections as an MP.

That just shows how swiftly everything changed and how he went from one outfit or party to another. He went from his own and became a part of the DP Block. However, when that didn’t go to plan. Bwanika left and found a safe haven in the NUP.

Now he is issuing grievances and coming with threats of leaving. Surely, if he leaves his just another journeyman and vagabond who flees the party. Another one of them who got hooked on the wave, but now see the reality of the party he entered. A man who couldn’t phantom that the party had principals and ideals to adhere too.

Bwanika has already tried to get into Presidency three times and finally entered office with the NUP. He has gotten the opportunity to be an MP and he got nothing to show from it. As an MP he hasn’t been vocal or caused a commotion. Neither is he causing a stir or even writing motions to get legislation done. Therefore, his just eating and enjoying the perks of the office without doing more work.

I’m not surprised that he was against the idea of two terms for elected officials within the NUP. He could just dip or ditch the party. Nevertheless, a man who was willing to stand three times for the Presidency and fails. He feels obligated to try more than ones in another office. That is just basic human behaviour. It would go against everything inside him to do otherwise.

Bwanika wants to represent and be a high ranking official. He finally has entered Parliament and with this party constitution. His only allowed to be the MP one more term. That means it is all ending soon and before he really gets to eat. When he has fought tooth and nail since 2006.

We know he can trade his ideals beliefs, because he has in the past sworn an affidavit in support of the elections in 2006 and in defence of Museveni. Therefore, he could easily be swayed again. It just shows how open policy the NUP has when they have allowed these characters to join and get to eat cake.

Bwanika should feel lucky and blessed to be where he is. Because, as a Presidential Candidate he was a joke. Now he finally has a voice and a party to reconcile with. A party that isn’t a briefcase one, but a legit one. That’s why he was able to be elected in the first place. Bwanika should pray to the Gods and be grateful.

Now he does the opposite and proves what sort of journeyman he is. Peace.

Opinion: OO sounding like an opposition spokesperson…

Today, Ofwono Opondo, the Government Spokesperson published a piece called: “HARD TIMES AHEAD; DROP EXCESS POLITICAL BAGGAGE AND OPULENCE”. It is striking that he launches this triad now. This is an epic rant and would be fitting from any opposition Member of Parliament or a spokesperson of an opposition party.

OO has been a defender of the NRM and the Government of Uganda. That has been his day-job and he has done so for years now. OO is synonymous with the NRM and the Museveni era. He belongs with them and has earned his currency by doing so.

That’s why today’s text reveals something… but also show how the NRM tries to re-populist itself. Even when it goes against the grain and the current status quo. Because, this sort of opinion piece belongs in the Observer or the Daily Monitor. This doesn’t belong in the New Vision or Bukedde for that matter. Nedda ssevo, this is a piece that would fit the opposition very well. That’s why it bothers me…

First paragraph from the text says this:

“So, Uganda must reform its fiscal frameworks, exercise utmost discipline, provide more for areas that will grow the economy, expand jobs opportunities and debt management. In calling for “stepping up our domestic revenue” many think that Ggoobi, in light of the tax proposals sent to parliament is walking back his public statement of December 2022 that he will not introduce new taxes in 2023/24” (OO, 24.04.2023).

This is the sounds of an opposition spokesperson. It isn’t the voice reason of someone who is defending the track-record or the fiscal discipline of the NRM. No, this is the opposite and someone going after it’s own and begs you to question why? What reason is there and who will be the fall guy? Is that the game here?

As OO continues…

“Unfortunately Ggoobi came out a little shy on the rampant and well-spread out corruption, wastefulness, financial indiscipline and failure to adhere to set priorities. The profligacy in the face of the ongoing economic squeeze is shocking to say the least and we cannot convincingly explain the extravagant motorcades for ministers, judges, top technocrats and security officers as if Uganda was at war” (OO, 24.04.2023).

This is a system created by the NRM and the High Ranking Officials. It didn’t happen over night and neither is it by default. The NRM has found ways to eat and enjoy the perks in office. That’s why these sorts of things happen on the regular. They are all in on it and enjoys it too. It isn’t shocking anymore and that’s why “missing funds” is a proverb in the Republic.

As OO continues…

“The excessive spending on leaders is directly undermining delivery and sustenance of quality basic public services like education, health and water. Most of our leaders have continued to live opulently even when the economy has had a knock and unable to quickly recover, generate new jobs and revenue. The agricultural sector where 69 percent survive is struggling with high in-put costs yet returns remain low” (OO, 24.04.2023).

This is the nation and the vision of Museveni. He is letting the elites and the appointed officials eat. They are getting fat while the poor is starving. That’s the business model and the NRM way. Everyone has seen this for years and the donor community has shielded some of the issues. Alas, here is the bargain, that the NRM are feeling the pendulum is swinging and they are not favoured anymore. That’s why they need more domestic revenue and not donor funds to cover their expenses. This is why the hurt is more severe and the rot is spiralling out of control…

As OO continues:

“The apparent helplessness government exhibits in dealing with sloth and avarice within its ranks is regrettable and calls for a ruthless approach to stem wastefulness and abuse. These excessive security details, honking car horns and aggressively tormenting road users have become public nuisance, made Kampala look more like Afghanistan, and is counter-productive to tourism and investment attraction” (OO, 24.04.2023).

It is just funny that a NRM and Government Spokesperson wrote this. This quote and paragraph would be fitting for a FDC or a NRM MP to write. It is what the Spire Exhibitions are doing on social media. Just exposing the lack of service delivery and the lack of government oversight.

The idea that he published it and thought it was smart is beyond me. This just proves what many of us been saying over the years. Now they are trying internally to prove the faults and mistakes. It is the system that has been created in the vision of the President. He has promoted this behaviour and he given them awards for doing so.

So, please take your crocodile tears and drink some tears of the lion. Because, I am not buying it. This isn’t sincere or legit. It is making a few scapegoats and trying patch up the hurt. Maybe even drop some “deadwood” for more beloved characters surrounding Muhoozi…

So, please sound like yourself Mr. Ofwono Opondo. This isn’t you and I’m not the guy you have to convince. The message is fine, but I have trouble believing the messenger. Peace.
