“President Yoweri Museveni has scoffed at critics who say after 30 years in power, he should not be seeking yet another five years at the helm of Uganda. The NRM presidential candidate who was campaigning in Ndorwa country, Kabale district, said it doesn’t matter how long he’s president but what he does for the country. He boasted of transforming Uganda and that he still has a lot to accomplish” (NTV Uganda, 2016)

We live in interesting times. The U.S. Government has condemned the Rwandan Government for giving the opportunity to have a third term for their President Kagame. President Museveni did the same in 2004 and the U.S. Government at that time couldn’t care or give two cents since him where their loyal ally. We didn’t hear anything last year when President Nkurunziza added to his two terms and only we’re late to the party when the news of the election-violence and assassinations came to broad light than the tune changed.

The same nation and government that supported the now deceased Mobutu Sese Seko in Democratic Republic of Congo then called Zaire. He we’re in charge of the country from about 1965 to 1997; when Laurent-Desire Kabila together with President Kagame’s and President Museveni’s armies; brought down the American sponsored and supported dictator. Who they needed through the cold-war to have a presence in the area, and not give that away to Soviet. We’ll they didn’t give him an army worth anything; when his neighbor countries invaded and took him down. That is just a sidebar.
Since the U.S. have supported dictators when they have needed them. The irony now for attacking Paul Kagame for doing his thing to get a third term seems a bit farfetched. We can see that U.S. trying to do something worth a damn in the area, since they have recently visited Kenya and Ethiopia. Well, recently U.S. reacted to Burundi President Pierre Nkurunziza violence against opposition after an election for a third term and also going against the 2000 Arusha Peace Agreement, that we’re accepted by the courts as the first term; we’re accepted as adnominal since he was voted to power by parliament and not directly by the people! Even so, the public demonstrated and still is in turmoil and violence ever since March 2015 and we are in January 2016. The only thing U.S. did we’re to cut them from AGOA and that is zappy and looking meaningless in the big picture. They did not even have the ammunition to say it was wrong from the get-go for President Nkurunziza, surely because he is from a zip-code even the U.S. can’t care about.

U.S. Reaction on the 19th December 2015:
“The United States is disappointed that a referendum was called on short notice to amend the Rwandan constitution and introduce exceptions to term limits. While we commend the people of Rwanda for peacefully exercising their civic rights, we regret that the arrangements for the referendum failed to provide sufficient time and opportunity for political debate on the merits of the proposed provisions” (…)”The United States continues to be concerned by long-standing restrictions on peaceful assembly, association, and free expression in Rwanda. We urge the Government of Rwanda to enable the full and unfettered exercise of these fundamental freedoms as the country moves toward local elections in 2016, presidential elections in 2017, and parliamentary elections in 2018″.
This must have touched some nerves… So here is what he said back to them after the new-years.
So, the track record of recent is not beautiful. That President Kagame answers on twitter back we’re he was answering the U.S. Reaction on the 4th January 2016:
“So,…’diappointing?’ as a people and a leader/choices?? Uhm …it hurts!!! I promise we don’t intend to disappoint…esp ourselves!!”.
The issue is really, why the international bandwagon is reacting to him and not to all the other ones who keeps steady and sitting in power until death. Like the brother in Cameroon, Equatorial Guinea, Zimbabwe and Sudan. Ugandan leader got some comments on the Barrack Obama visit in Africa in 2015, but they didn’t more or say since they need President Museveni sometimes it seems.

The world is not reacting to the change of laws to make it happen in Democratic Republic of Congo where the son of Laurent-Desire Kabila, Joseph Kabila who does what he can to have a third-term as a president in the DRC. He seems he can move in silence and as he please not even the foreign affairs brother from Belgium reacting as he have done so much when it comes to Burundian President Nkurunziza. President Kablia seems like somebody who is not worth stressing about even when the news came out last year and the public reacted with #Telema demonstrations.
While the nuisances’ towards Rwanda and President Kagame seems like a doubled game, because you haven’t given a rats ass before and now you cry foul. I wonder if they will say anything if President Salva Kiir Mayardit stays in power after his second term of 6 years that will stretch to 2017. Since he have been in power of the nation since 2005 and when he continues from 2017 it will already be 12 years and with one more term will get 18 years; and that is a long time!

President Kagame has been in power for a long time and people should be allowed to question his actions. Rwandan government and country is sovereign. As the same use of sovereign state Burundi have used against having an AU Peacekeepers in the country because that will take their freedom and justice as a nation because they can handle the turmoil internally. President Nkurunziza says so and the international community doesn’t speak up against that.
U.S. Government might have forgotten that Franklin Delano Roosevelt had three terms he was in power from 1932 to 1945. He would have if he didn’t die of health problems actually could have served a fourth term. Unprecedented in American history, still it proves they can do it to!
And when they need somebody they can support them even when they are undemocratic, but the U.S. doesn’t need President Kagame. They do not fear the turmoil of Burundi even though the Inter-Burundian dialogue that happens in Uganda, issued and led by the President Museveni. Who have no plan to step-down even though he have run the country since 1986. He follows suit of former fellows. President Museveni would if he could; Help out the son of Jomo Kenyatta and get a bigger suit in East Africa. President Musveni might even give him lessons on how to keep power in Kenya to President Uhuru Kenyatta; who is currently working on his campaign and party structure of the new Jubilee Party in the country. Preparing for a second term and campaign to secure that! Nothing is meantioned about the issues of the growing tension, the embezzlement and the corruption in Kenya; That is not an issue for the U.S. Since they need Kenya to fight Al-Shabab as well! Therefore they let all the other issue to the side.
President Museveni is allowed to do as he need and can. The U.S. would never say anything crazy unless he bans the gay community and put fire unto the “Anti-Gay-Bill” again! President Kagame can be taken and punished since he doesn’t have a role to play that U.S. need. President Kabila in DRC trades rare-earth minerals and other commodities cheaply so if he wants to stay; hell; he can stay! President Nkurunziza is only an issue when starts to harass and assassinate people in his own country, if he we’re silent about it, the U.S. government would not care. But President Kagame is the issue. Hope there anybody else who see something wrong with that picture?

We hereby inform the general public and all the poor Youth fraternity in Uganda that we have rebranded from NRM Poor Youth Forum to “Uganda Poor Youth Movement” to continue mobilizing and organizing the poor youth to oppose President Museveni dictatorial Rule which has made almost all youth poor and unemployed.
The Uganda Poor Youth Movement is a mass protracted poor youth Liberation movement operating at village level in all parts of Uganda to oppose Museveni Tyrannical Rule and we are finalizing a one year process of constituting 100 Poor Youth committee per village which started last year and it will oversee poor youth mobilization and development in every village of Uganda. We are much focused on development and organizing the Youth to demand for there rights.
The Uganda Poor Youth Movement will represent the interests of the poor youth of Uganda from time to time because many constitutional youth groups have neglected them such as the Natinal Youth Council; the NRM Youth League is only for the sons and daughters of the rich and government officials.
In February 2014, the NRM POOR YOUTH FORUM was founded to among others fight for internal democracy in NRM Party, we officially resolved to support the then prime minister Amama Mbabazi for president of Uganda 2016, we categorically challenged the Kangaroo resolution of NRM Parliamentary caucus which sat in kyankwanzi and declared president M7 a sole candidate in NRM and NRM Party chairman without election.
We have since mobilized the people of Uganda to oppose M7 and his dictatorial rule, we have mobilized the people of Uganda to support Hon Amama Mbabazi for president of Uganda 2016, etc.
We have decided to rebrand and expand our scope to involve both the peasants, the middle class, the un-employed and working class of Uganda to lead a protracted struggle against president M7 and his dictatorial regime. This is not our struggle but a struggle for the common good of the people of Uganda and the generations to come. If we don’t act now to defeat president M7, then our country will trek towards anarchy and instability.
Mr. M7 has over stayed as a president and he has indeed championed sectarianism, racism, favouritism, corruption, etc in both NRM Party and in the Government.
President Museveni has presided over a government with no institutions effectively functioning, he has led a country where patronage rule, he has led a country where poverty is now a culture and part of Ugandans, he has led a country where unemployment is now a disease with no medicine, he has led a country where rule of law is only in papers, he has led a country where external debt burden is now cursing all the common people, he has led a country where his family rule is visible, he has led a nation where poor service delivery is a norm and where corruption is an extension of the wishes and will of M7 the man. He has led a country where youth leaders and political leaders are used and dumped by M7 and members of his inner circle, he has led a country where all intellectuals are now beggars and puppets of Museveni and his henchmen.
Our country is indeed in political limbo; our country is sitting on a time bomb.
M7 has led a country where we are not sure of peace tomorrow or after him; he has led a country in which Ugandans are not sure of life if M7 die of a natural death today.
Our determination and will is clear. We must mobilise and unite all Ugandans to support the poor youth led protracted peaceful liberation struggle that will bring an end to M7 Social-economical reign of terror and hence total liberation of Uganda in 2016.
In Executing our Aspirations, we are shall focus more on the objectives below.
• To Mobilize and Organize Youth for Final Liberation of Uganda from Dictatorship
• To Mobilize and Organize Youth for sustainable Peace and Development
• To Mobilize and Organize Youth to demand for Equal Opportunities
• To Mobilize and Organize Youth to benefit from Government Programs
• To Organize and Support Poor Youth Development Initiatives in every Village of Uganda
• To operate a global social media campaign to create Global Awareness on Museveni dictatorial rule
• To mobilise and organize youth to fight Corruption in Public Service
• To Mobilize and organize youth to demand for Better Service Delivery in Districts
• To mobilise and organize youth for democratic processions
In the coming few days, we shall publish our “The Ideology of Uganda Poor Youth Movement” and Our Poor Youth Brigade which will focus more on Mobilization for development and safe guarding our votes on 18th February 2016.

UGANDA POOR YOUTH MOVEMENT

The issue is here, I don’t have to be to specific about the campaign promises from Mzee. Yoweri Kaguta Museveni and his National Resistance Movement have their own way of repeating themselves. YKM or Mzee have the class-act of a tiring Tata model. You know what he going to promise.
He will promise new roads from the central towns in the area and towards other main centers under 50 kilometers away. They will be tarmacked and built in the next period. If there is harbor or forest nearby him will help investment and build a paper-mill or functioning industry fitting the area. The same happens in other areas where it is more fitting for metal-industry, tea-factory or a sugar-factory. To prove that NRM will get jobs to the areas finally after 29 years of reign.

Mzee does not only promise industry and infrastructure. That would not be to fun. He will promise after 29 years to fix or build health-care facilities in every district or furnish them. This while his police force will close them down when the opposition passes by, he fears that they can actually see the #SteadyProgress on the matter.

Mzee will also promise the use of NAADs money. For those who don’t know – NAADS is short for: National Agricultural Advisory Services. NAADS funds are to set up functions to use cash crops and educate the Ugandan small plot farmers into profitable produce. He will promise more of this and offer specific funds for a set of fixed funds that are for one group of people in the district like Micro-Finance for hard-working woman in Busia. They are promised extra millions if they vote for you.
Mzee will promise the youth more work not industrial, but in general without saying the solution to the matter. You will point out the #SteadyProgress and the greatest program ever since the Ten-Point Program – Operation Wealth Creation; where you have made a few small steps and funds to fix the issues of poverty. And you promise that more people in that district will be included into the Wealth Creation scheme and have district youth being supported through it.
Mzee will promise more security and ask the people of the district to be grateful for the decent performance of the NRM on this point. That they will continue to serve the districts and the public, both the army and police will only be there for them if they promise to vote for him and NRM, because nobody else keeps them cool.

Mzee will promise the district and the people school equipment and have a technical school in every district. So that he can prove that he takes the education of the children of the country seriously. As they will be promised to get schoolbooks and notebooks for their studies!
Mzee will promise more districts and sub-counties to secure loyalty and in the end more government funds to support these new districts and hire more loyal people in the area in a new functioning of the movement-program of the 1980s (the last piece is just refreshing the memories of the voters).
Mzee will again promise to become a middle-income country and earn enough on its own. So that the country will go into a new term and make sure to the steady progress started in 1986; that he have to continue because he couldn’t finish it last term since he have all the time worked to secure peace in the country fighting ADF and LRA an such instead of building the land. But now that they are fought back he can now promise to secure the country and become a middle-income country.
I think that is enough of him for now. There will be more since he is still the President of Uganda. Running the country and using the government institutions against the opposition as done so systematically. There will be more things to come, but I hope that the people and voters don’t buy into these promises. It is 29 years of the same kind of promises and respectably we can see that Mzee haven’t kept the promises of old, why should he keep the new ones now?

The Electoral Commission in Uganda have now officially banned all candidates from visiting hospitals, schools and places of worship during the campaign trail. They are not allowed to attend or have campaign rallies near public buildings.
That means that Amama Mbabazi or Dr. Kizza Besigye can’t visit the buildings that Museveni has built during his 29 years of steady progress. The Steady Progress is now that the chairman of Electoral Commission is showing his loyalty for getting more millions shillings each month.

This all happens after the painful pictures from Abim Hospital that shows how the kingdom of Museveni is looking and how weak his institutions are. That is why he can’t drive around in Personnel Armed Vehicle like he did in Abletong.
I just wait personally to when Amama Mbabazi or Dr. Kizza Besigye not allowed traveling on the roads to see the districts and villages. Because that will show how bad the structures are after 29 years of NRM. Though Bebe Cool will say they are magnificent!

We know that Yoweri Kagtua Museveni doesn’t have Statesmanship because that isn’t his ways. Just like the way he order police to follow and block opposition candidates or detain those loyal to his foes. He can’t help himself!
The IGP Kale Kayihura follows the order like a blind dog and can’t think for himself even his life depends on it. He is the definition of the mouthpiece of Museveni except for Captain Mike Mukula who is drinking the yellow drink and having yellow fever in this campaign season. Because he was quoting seriously saying: “Only Musveni have managed Uganda well”.

Well Captain Mukula the other ones running and managing Uganda is long dead and no other have tried. So your premise is kind of weak, but you have the yellow fever and are excused.
We can see that the Electoral Commission is more and more partisan because of the weakness of the Steady Progress. The is understandable about the issues of weak and sick at the hospital and their sorry state shouldn’t be pressured with campaigning. That is acceptable if that we’re state of excuse from the Electoral Commission. The reality is that they fear showing the initial state of the premises and excessive neglect from the government which it hasn’t provided the public for 29 years. That pains Museveni now, since he is supposed to be Teflon by now! But he is not…
The Schools and house of Prayers is just because the government and NRM knows the popularity of Dr. Kizza Besigye and don’t want to get the congregations and churches to validate his candidacy. Amama Mbabazi have not been in churches during the campaign or invited too much. The Electoral Commission and the NRM fears more the power and public perception it gives the People’s President.
The Independent Prof. Venansious Baryamureeba we’re showing pictures of schools early in his northern Uganda campaign and claiming foul play by government for not providing sustainable educational components to the kids and the public. This must have been a sore and sad for the Steady Progress campaign. As we have seen today when the Police barricaded the Karuma Primary School for Dr. Kizza Besigye so he couldn’t see the school and discuss the state of it.
We can see that the Electoral Commission is living now in the fear level of NRM, an is not acting as a political partisan but as a mouthpiece of NRM and Museveni. That is something we have known for a while. But this is pure proof of the matter. They will now serve the matters of IGP Kale Kayihura and Museveni, not think themselves. That is illegal and dangerous. FDC and Go-Forward will continue to have issues with the Police and the Electoral Commission. They will be barred from visiting public buildings and have more trouble in January and February into the final days of the campaign trail as Yoweri Kaguta Museveni fear them more and more. Peace.

This years ending is in a bit of limbo when it comes to Burundi. It started earlier in the year with the court ruling accepting the third term for the second term president Pierre Nkurunziza. He had an election that was without major opposition, they didn’t except the terms that we’re set for the elections. The inauguration we’re done in secret and secrecy. The incoming we’re written in stone.
There we’re massive protest, even a coup d’état attempt by certain army figures that dwindled into water and dust and trace. Some of the main men in central government flee the country with the estimated 220.000 people following them. 22.000 of them alone in Uganda and big numbers in major refugee camps in Tanzania. This is worrying for the 2016.

The fragile state and build-up of a military state again in Burundi; where the army and politics is mended together to oppress those who does not fit the regimes power-structure. We can see that with the instances of the opposition leaders who have been assassinated or killed during recent months. That is worrying and the world leaders are mostly silent.

Recent day’s actions by the African Union where they wish for peace operation in the country and that will be served by other African nations. That is argued by President Museveni of Uganda and President Nkurunziza that it is a breach of sovereignty of the state. Since the Burundi is a sovereign and can’t accept to be attacked by that principal. The Burundian president has even promised to attack the armies who enter the country. There was rumors when the coup d’état we’re occurring that he got help from Uganda People’s Defense Forces (UPDF) and their helicopters to get him back into power. So if it helps him and his foes then it is okay to bring the power structure. The African Union forces would not serve under the President Nkurunziza therefore he fears this and would attack them.
The Burundian President has fought against his fellow countrymen since March and now the realization of the African brothers happens. Just as we enters a new year than they start to do something! The Belgium foreign minister have complained for a while in the darkness and the American have stopped their participation in the AGOA and put sanctions on the top officials of the country.
So certain movements have happen. There we’re in this week a second try of mediation between the Government of Burundi, certain opposition parties, four former presidents of the country, civil society of Burundi and the mediation team appointed by President Museveni. Who have told the media that the Government of Burundi can’t set the terms, though they are the ones going after the opposition leaders and harassing those who believes their power is not righteous. While the country turns into more turmoil and distress. Burundi doesn’t turn to the better, instead the violence and aggression continues and more people will flee or die in the hands of the army and the security organizations controlled by the President Nkurunziza. That is happening while the world is turning the blind eye.

Agathon Rwasa the FNL leader we’re assassinated this year and can’t be in the mediation. It is with sadness that main opposition leader is gone. That proves to what extent the President Nkurunziza goes to secure power. Gervais Rufyikiri the second vice-president fled the country this year. Also Zedi Feruzi was assassinated by government forces this year!
The worry is the reports of torture, death-squads and military operations forcing people to flee while cholera outbreaks in refugee camps in Tanzania. The mediation and Inter-Burundian Dialogue is supposed to find a peaceful path for the people of Burundi, but that will not take away the crimes committed by the Government against their own people and the breeches of justice that has happen. The fear that is spread and the unjustified violence against the protesters against a illegitimate government who forces themselves to a third term. This here is all about the matter of a power-hungry President who won’t leave power and he is seeking advice and mediation through African Union from another President Museveni who have kept himself in power since 1986. That the African Union is rubberstamping this mediation from a government who have done precisely what President Nkurunziza wishes to achieve. Domination and control of his fellow countrymen; this either by law or by force for him at this point it doesn’t matter. The intimidation and killings should not be happening in the shadows and mist of darkness.

The talks in Kampala right now is more formalities for the Government of Burundi to scan their opposition then actual talks and the former presidents is more puppets then actually initial force of changes to the better. Inter-Burundian Dialogue by the rouge regime of NRM and Uganda will just justify the Burundian governments stance and they will get time to learn from their masters and friends in country. Rwandan President Paul Kagame who just won a right to a new rounds of election and a third term possibility will not interfere in Burundi unless he have to, because the wounds and closeness to Burundi is to near. President Kagame also doesn’t want international interference or questions to his power. Since he himself will do what he can to stay in power, as President Nkurunziza does. The only difference it’s that President Kagame might not need to use as much force since he has silenced the critics since 1994 and kept the lid on the opposition ever since. Something President Nkurunziza didn’t have the time to do since the civil war that ended in 2005.
Therefore the 2016 will bring more violence and more fleeing refugees to Tanzania, Rwanda, Uganda and Democratic Republic of Congo. The Burundian people will continue to be oppressed. The African Union will struggle to breech the sovereignty in the country as they did in Rwanda in 1994. Back in the day in Rwanda where even the United Nations Peacekeepers looked like tin-soldiers and not like men of honor; if the world doesn’t do anything fruitful and knows about the actions happening in Burundi. The world and it’s bodies of peace will be responsible for acting towards justice for the people since its own leaders have gone against them, instead of serving them, they are serving their own will and own wish to keep power. That have to be some ways of keeping this at bay, if not the ideals and dreams of fruitful peace be more in the wind. The blood and the loss of lives will be redeemed in eternity while we living will remember those lives in sorrow, as they died for nothing while the powers to be ate their souls to keep power. That is not something we can let happen in 2016 in Burundi, as the mediation talks lingers and the actions lingers, while the forces of Burundian army and security outfits continues, the deaths, the tortured, the jailed and the forgotten would need your support in the new year to come. We all know that the election is going on and that NRM have a campaign slogan as such: “Steady Progress”. This is the time when NRM is telling in each district they visit about the 29 years of “steady progress”. Well, I will not, I am not NRM. And not a great fan of the NRM. As those of you who read my page/blog should understand by now. I will show another story of the #Steady Progress have been under the NRM and Yoweri Kaguta Museveni’s presidency.
#Steady Progress under the NRM-Regime is that there been violence and arresting the opposition leaders with different claims. And have rhetoric that attacks others then look into their own missteps. Especially when Mzee hear the reports of the violence were from NRM-Supporters together with the Police in an area (Ntungamo clashes for instance). There isn’t the first time the President Museveni spreads fear in the name of democracy and not the last. He can put his words into a leopard’s mouth and see if the animal bites.
#Steady Progress is to have close hospitals in the weekends and having no nurses at the referral hospital in the districts. #SteadyProgess is to suspend health workers after showing the terrible working condition of the Health Care facility.

#Steady Progress is to use the colonial law of preventative arrest when it fits the NRM-Regime and if it fits the new law Public Order Management Act then the Police will take care off or silence Political Opposition leader, Human Rights Activist or even random pedestrians.
#Steady Progress is that the police tells the world and journalist on how to conduct themselves and how to be a part of campaign convoys of the opposition leaders.

#Steady Progress is that the Police are interfering in Opposition leader’s rallies instead of securing them.
#Steady Progress is to give a higher pay-rise to the Electoral Commission chairman from 6 million shillings a month to 35 million shillings each month.
#Steady Progress is first to lose the money to sustain and make the National ID cards, and not give them to the citizens. Then later deliver this to the Internal Displaced People in the camps and also immigrants from neighbor countries then the initial voters and citizens of the country.
#Steady Progress is to have terrible roads in and around the villages. #Steady Progress is to finally have rail system working between Kampala – Namanve, but not for the rest of the country, and it had to happen right before the election.

#Steady Progress is to go into neighbor countries with the army without international mandate for securing the friends and caretakers of nations around to secure loyalty to the President of Uganda, not to secure Uganda.
#Steady Progress is to make the currency weaker and weaker. #Steady Progress is to make the Bank of Uganda a personal visa card for the government because of the new amendments to the Public Finance Bill of 2015.
#Steady Progress is to make the nomination of candidates for elections more expensive so only the ones that are friends and cronies of the President will be sure of having the funding and support to stay on as candidates.
#Steady Progress is to bankrupt the national airliner and still only have on international airport in the country, also to get British Airways to cancel their flights to Entebbe and stopping fly to it after the set date of contract with the Airport.

#Steady Progress is to give away expensive cars to Regional District Commanders to ensure the safety of NRM and not the people of the northern regions.
#Steady Progress is to promise loyal cronies more districts and sub-counties to secure loyal men in charge over areas and make the opposition unsure of the new constituency.

#Steady Progress is to have a chaotic internal elections with pre-ticked ballots, late ballot delivery, wrong names on the ballot, stealing the forms for final counting, winners jailed for misconduct, bribing voters in villages to vote for candidates, letting members of other parties vote in the internal ones, sole candidacy in many constituencies and also clear indication of rigged for loyal Mzee men and woman.

We can all see and this a gist of the actions and events leading up to the 29 years of #Steady Progress from Mzee and his NRM party. This was certainly not the things he fought for in the bush-war or the idea he sold at the time. It has surely changed. I could have displayed all the corruption cases, embezzlements and such, but as I said this gist of the actions from the NRM party and Mzee. We have not taken in account his foreign adventures and military actions, or all the people that have been left behind. Peace.

The AU reiterates its call on the Burundian Government to urgently consent to the deployment of the planned African Prevention and Protection Mission in Burundi
Addis Ababa, 25 December 2015: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini Zuma, continues to closely follow the situation in Burundi and efforts aimed at finding an early and peaceful solution to the current crisis.
In this context, she welcomes the resumption of the inter-Burundian dialogue in Entebbe, Uganda, on 28 December 2015, under the auspices of His Excellency President Yoweri Museveni. She calls on all the Burundian stakeholders to extend full cooperation to the Mediation and to place the interest of their country and its people above any other consideration. She reiterates that only a genuine and truly inclusive dialogue will enable the Burundian stakeholders to overcome the current challenges.
As a follow-up to the communiqué adopted by the AU Peace and Security Council (PSC), at its 565th meeting held on 17 December 2015, regarding notably the deployment of an African Prevention and Protection Mission in Burundi (MAPROBU), the Chairperson of the Commission has written to His Excellency President Pierre Nkurunziza of Burundi, to seek the consent of the Burundian Government for the early deployment of MAPROBU and the effective implementation of its mandate. In that letter, Dr. Dlamini Zuma stressed that the AU has no other agenda than to assist the Government and people of Burundi at their hour of need, consistent with its commitment to promote African solutions to African problems. She expressed the AU’s readiness to rapidly initiate discussions with the Government of Burundi to devise the best ways and means of facilitating the deployment of the Mission, in a spirit of mutual understanding and cooperation.
The Chairperson of the Commission has also written to the Secretary-General of the United Nations (UN), His Excellency Ban Ki-moon, to convey the PSC call for full UN support, including the authorization of a support package funded by assessed contributions, to enable the rapid and effective deployment of the envisaged Mission, on the basis of the expressed consent of the Government of Burundi.
The Chairperson of the Commission underlines that the deployment of MAPROBU and the effective implementation of its mandate will greatly help in defusing the current tension and reducing the level of violence. This, in turn, will facilitate the ongoing efforts to promote dialogue spearheaded by H.E. President Yoweri Museveni, on behalf of the Region.
As directed by the PSC, the Commission is taking steps to finalize the Concept of Operation and other planning documents for MAPROBU, to facilitate the early deployment of the Mission, on the basis of the expressed consent of the Government of Burundi.
