DRC oppositon condemns ruling on Kabila and elections (Youtube-Clip)

“A leading opposition party has condemned a ruling by the Democratic Republic of Congo’s highest court that President Joseph Kabila can remain in office, if elections scheduled for November are delayed. The Movement for the Liberation of Congo says the court was not independent. The ruling came amid rising tensions over the government’s failure to set a date for the country’s next elections, originally due in November this year before Kabila’s mandate ends” (CCTV Africa, 2016).

DR Congo police fire tear gas at Opposition leader Moise Katumbi Supporters (Youtube-Clip)

“Clashes between supporters of opposition leader Moise Katumbi and the police erupted in the Democratic Republic of Congo’s second largest city. Police were forced fired tear gas canisters to disperse the protesters while at least 10 people were arrested outside the prosecutor general’s office in Lubumbashi who surged toward the building. Moise Katumbi, a leading opposition candidate for president is being questioned over government allegations of hiring mercenaries, including former U.S. soldiers, in a plot against the republic. Katumbi is a favorite in the race to succeed President Joseph Kabila, whos constitutional mandate ends in November” (CCTV Africa, 2016).

The Oppression of the Opposition in Uganda; continues with vile force from the Calvary!

Ingrid Turinawe

Today on the 8th May of 2016 there is continued oppression of the Forum of Democratic Change as their Defiance Campaign continues!

FDC Mobiliser Ingrid Turinawe have been followed by the Police, and also been monitored by them. She first drove out of their home as they then stalked after her. Ingrid then drove down to Gayaza Trading Centre as the Police followed her. She was arrested around Kyetume Road in Gayaza as the Police surrounded her and have arrested her there.

Wafula Oguttu

He is not arrested by he has been monitored and followed in the recent days by the Police, the FDC leader Wafula Oguttu. The Police have been spying on his movement and not given him peace. As of last evening they even drove around his gate at 10:00 AM on a Saturday evening!

In Entebbe the Express Football Club coach Alex Gitta Mulibanga was arrested on the 5th May as the demonstrations was happening. Yesterday the Police continued his detaining him (7th May), but now put him behind bars at Kigo Prision.

Defiance Pens

As the levels of arrests in Rukungiri yesterday; there been reported that 20 FDC activists was arrested and charged with terrorism at local courts without evidence or any affidavit as the authorities wanted to silence the Political Party in the area. Today as a reaction to actions of the Police Force towards the local Political activist, have entered into anger. There are now reports of the Burning of the Electoral Commission offices in Rukungiri. The media is not allowed to see the offices as the Police are denying entrance to the area where the office is. So the media cannot verify it…

Kololo 09.04.2016 P3. Entertainer

It’s also been said from the official media that all the Presidential Candidates was invited to the Swearing-In of President Museveni at Kololo on the 12th May. But here was the answer from Dr. Kizza Besigye on the matter:

“I haven’t received the invitation yet but if receive it, it will go directly to the nearest dust bin. I will not attend a fake function”.

So the Opposition are still under fire as the Ruling National Resistance Movement is not delivering them peace or taking care of the citizens instead making them criminals for their peaceful assembly and their civil disobedience. Therefore we can feel the tension that is created between civil society and the Police Force, who has all the violence and powers to apprehend fellow citizens as shown in recent days.

This will continue. Peace.

The House-Arrest of Opposition Presidential Candidate of Moïse Katumbi in the Democratic Republic Congo; and the Fear Tactics of President Kabila too regain the Presidency for a third term!

DRC 07.05.2016

They are gearing up for coming General Elections in Democratic Republic of Congo. Where the incumbent President Joseph Kabila is making sure his candidature is the ones to recognize. As the other candidates are stifled with and intimidated that is why we have seen the army and the military vehicles in Lubumbashi in Katanga and in Kinshasa. Because the DRC civilians don’t need peaceful means; instead they need weapons to underscore the value of their ballot.

Clip from April 2016:

“The Populaton who sings ” Moïse President” before being dispersed by the lacrymognes of the army…”

As it is Opponents have vouched for another man the incumbent President. This man is no other than former Governor of Katanga, Moïse Katumbi who owns TP Mazembe, the team who have won the grand title of CAF Champions League twice!

Moise Katumbe DRC 04.05.2016

The House-Arrest of Presidential Candidate Katumbi:

“‪#‎Exclusive: is since 12 h30 under arrest. It will be tomorrow at Kinshasa to be submitted to the attorney general of the Republic” (Oeil d’Afrique, 05.05.2016).

Monusco Katumbi 05.05.2016

This is what happens after he said he would run on the 5th of May:

“this is the response of kabila to my candidacy for president… No matter what happens I keeps my candidacy…” (Voice of Congo, 05.05.2016).

Moise Katumbi DRC 07.05.2016 Army

U.S. Response to Allegations:

“The U.S. Embassy in Kinshasa condemns in the strongest terms the ambush on a MONUSCO convoy last night near Beni, which resulted in the deaths of two Tanzanian United Nations peacekeepers. We recognize and honor the ultimate sacrifice of these soldiers, who are part of a United Nations mission dedicated to bring peace and stability to the Democratic Republic of Congo. We offer our deepest sympathies to the families of the soldiers and the Government of the United Republic of Tanzania, as well as their fellow peacekeepers at MONUSCO” (U.S. Mission in Kinshasa, 06.05.2016).

DRC Mercenaries 06.05.2016

First Answer from Katumbi:

“”They call me a rebel. But the rebels are people who don’t want to hold elections in our country.” (Zambian Day, 06.05.2016).

Message from Felix Tshisekedi said this:

“I forcefully denounces, these methods Stalinist who is to muzzle the opposition. Together with Moïse, let us resist the dictatorship” (Diaspora Katangaise, 06.05.2016).

DRC North Kivu 07.05.2016

In Northern Kivu:

“Youth Katumbiste North Kivu assemble around the general coordinator in the person of Hon. Maris Mambo to acquire information on PresidentMoïse  Katumbi and reiterate their full support to his candidacy for the presidential elections in 2016” (Ensemble Pour Moise Katumbi, 07.05.2016).

Katumbi 07.05.2016 Letter to Prosecuter

Today’s Message from Moïse Katumbi:

1) Since this morning, police forces are surrounding my house. To arrest me. This is Kabila’s response to my presidential bid !

2) No matter what occurs, I maintain my bid and remain firm in my peaceful struggle for the rule of law. Democracy will win.

In the end Kabila’s Men failed to Arrest @moise_katumbi The UN soldiers Intervened.

That’s just outside his house along Lofoi Street, Manuciple de Golf, Lubumbashi” (Katumbe, 07.05.2016).

So as we see, the Opposition leaders are under attack, the owner of TP Mazembe of Lubumbashi, Katanga Province in Democratic of Congo. Who are now running against two-term President Kabila and trying to overcome his ruling hand. There hasn’t been a peaceful change of Power in DRC since Independence. As we have seen with the three Presidents before in the country like Mobutu Sese Seko, Patrice Lumumba and Laurent Kabila where all overthrown by the gun and not by the ballot.

Pro Justicia Moise Katumbi DRC 2016

Before even his candidature I wrote about the military presence that President Kabila already has used to intimidate people to vote for him. Therefore he continues to oppress his opponents and even give them a phony charge to secure that there no viable candidate, but himself. This is not a new scare tactic, I am sure the Roman Senate of Roman Empire they did the same. So the mentality of owning Power is still viable and the ghost of the past resurrects just in new forms and with new names. Peace.

Kasangati Statehouse: Winne Byanyima had to be monitored by the Calvary; Before she was denied to enter her own home!

Kasangati 06.05.2016 P3

We are used to that the gates of Kasangati is closed and that fellow Forum for Democratic Change leaders are denied access together with Journalist as they are detained at Kasangati Police Station. Now today on yet another day that Dr. Kizza Besigye is under house-arrest. The Police Force is holding him monitored and monitoring everybody who trying to get into the house and compound there. The same happened today even to the wife of Besigye!

Kasangati 06.05.2016 P2

But today proves the little humility and the little brashness of the Authorities; as Winnie Byanyima the wife of Kizza Besigye have been stopped and had to show all of her suitcases as she was supposed to enter her own home. The Security Forces or the Police denied her entrance at the gates and are closed to drive in there. By the Security Forces who has closed the gates.

Kasangati 06.05.2016 P1

So she is not getting the same treatment as Besigye from the arrogant and merciless forces of the NRM Regime. They don’t care about the person unless it is NRM elite, the rest can be flogged or hurt as long as NRM get to keep the Power and rule the country. Peace.

Opinion: Human Rights versus National Security is B.S. when spoken about in Ugandan context right now!

Besigye 04.05.2016 House Arrest

Let me clear this is my view and not a general view as there might be seen as fellow counterparts have the same. There is hard to have peace, a general peace and neutral peace when fellow citizens are made enemies. You can’t have in a territory both enemies and neutrals. That doesn’t work, as the enemies of the state will be hunted down at one point. Something that happens as the National Security values will counter to bring down the enemies.

When you have come to the Point as you have made the Opposition to the worst enemies in country and therefore want’s to crush them. In a nation where the Ruling Party set the standard and have the rights first, the Human rights will be the norm. As the newest law that strengthen the government power instead of giving more back to the citizens. Citizens get quicker behind bars for nothing with the new laws; also with keeping the old laws from Colonial times gives the Police possibility to Preventative arrests and even detain without court order within 24 hours. Something that the Opposition parties have felt time and time again.

Ngabo Arrest 03.05.2016 P2 Smile

The initial ones that are saying that the National Security goes before the Human Rights are the ruling elite who earn the money by running the system. The Ruling Elite does not want to the system to change as they earn massive profits on it. Why change something that is currently working right? Well, is it? When you have to prosecute and make fellow citizens criminals, opposition members, opposition leaders from Councilors to Members of Parliament, that happens without questions and that is not a healthy society.

This way of working is making the opposition criminal and their activity criminal. That the society nearly or bravely saying assembles them for prayers are illegal says something of what that rule of law in the country. And it is illegal since it is a part of Defiance Campaign of the FDC that is by Interim Order of 29th April 2016 by Deputy Justice Stephen Kavuma.

Gulu 03.05.2016

So that a National Political Party from the Opposition should not be enemy of the state; as they come with peaceful demonstration and disobedience. President Museveni has used guns and fear to keep himself in power. Together with buying alliances and paying to silence the ones who is hungry. Not everybody can be paid for silence as Bishops and Jimmy Akena of the UPC. Therefore he makes the ones enemies as he did with Dr. Milton Obote and Tito Okello. He has done the same with others and people have eaten it up, but now he shows that his colors are the same.

The National Security of the country is now meaning that the President is secure and his ruling elite. Not that the Security of the nation and all citizens of the country. If it was so then that would be different and would make a difference.

NRM Campaign 25.01.2016

Human rights as free movement, demonstrations and free speech shouldn’t be so hard for the National Resistance Movement, but if they we’re a legitimate ruling party they wouldn’t had an issue it with it. They wouldn’t have used the Police to detain peaceful demonstrators in the streets around an Opposition Party Headquarters in Kampala. The Police Force wouldn’t have put the regulatory of who could enter the premises or not. Even detaining fellow staff of the Headquarters… if that is not flabbergasting and boggles your mind then you don’t know to what extent the NRM Regime goes.

NRM UPF 07.01.16 Mbale Clock Tower

The National Security aspect isn’t for securing the safety for the citizens, it is for securing the riches for the elite and their businesses. As they earn monies over fist and have to keep it that way, even meaning that that they earn money on embezzling the government funds here and there. But that is not a value worth to consider. As the human rights and the justice for all men is not considered, only considered when it matters for the NRM elite. That should be a worry for the media, for the state and for the citizens.

Dr. Kizza Besigye and his new house-arrest is not biggest breach of human rights, it is just the epitome of how the government does not care about human rights, justice or rule of law. He is illegally detained by the Police Force as he is a criminal for defending his belief and the judgement of Electoral Commission that was fixed to fit the Ruling Party. So he couldn’t even counter the announcement made by the EC this time around because of the harassment of the opposition from the Police. The reason why Opondo and Museveni have sounded like wounded dogs while defending the announcement and victory. Even the double victory after the Supreme Court ruling on the Election Petition! They did not sound like proud winners, more like they knew what they did and wanted to clean their hands from the dirt.

M7 2016 Post Interview quote

As said the Human Rights at this point should come first, as the Government and Police Force is used to target fellow citizens, tax-payers who pays money to the Members of Parliament who doesn’t in the near future pay tax. That is not justice or free society. That is “man eats man Society” of late Julius Nyerere. We this with the men who represent the citizens, eats all the money of the citizens as they do this without taking actions to defend the citizens. The Government and the Police should shield the public, not make parts of the public its enemies. That is the idea that National Security goes in the front of the Human rights paradigm.

If you let the Human rights be stepped on, will you step on all liberties; all kinds of justices will be brought away from court to keep the streets clean in the name of the National Security. If the Human Rights are respected then the citizens; would have rights to not have issues in court unless they violate the criminal codes, but otherwise the civil liberties and the freedoms of the people is not worth anything.

IGP Kale 03.05.2016

The Human Rights of the citizens and the people supposed to have this. So their place in the society is safe and their principal right to live as private persons and not criminals. That the State is making fellow citizens criminals for doing peaceful actions as praying is saying to what kind of a Police State the Ugandan Citizens are under.

But at this day and time the National Security is not for the citizens, but for the ruling elite. Then the obstruction of Human Rights is nonsense and the values of attacking this in the sake of National Security are obsolete. The thought of destroying the freedoms of the citizens and the liberty of the citizens are than gone. Not in the name of National Security, but for the NRM Regime. That is not worthy and not righteous. Peace.

Opinion: the Real implications of the Interim Order towards the banning of the FDC and their Defiance Campaign!

FDC Youth 14.03.2016

“He has decreed that there would be no prayers. Can you imagine? Sometimes I wonder if I am living in the right country at the right time. I can’t believe that a person in 2016 can sit anywhere and order that people shouldn’t pray,” Dr. Kizza Besigye

There are days when we wish that we are united, we are in in sync and have a mutual respect for each even when disagreeing. That is not the line in the sand when it comes to National Resistance Movement, the judiciary of Uganda and the Uganda Police Force who are doing what they can to silence the opposition. The Interim Order is the last straw in a long line of oppressive behaviour from the authorities and the ruling party NRM towards the FDC.

As the Interim Orders come’s the Executive, the President, Yoweri Kaguta Museveni has to warn opposition of demonstrating, the same as his fellow crony did first Inspector General of Police Kale Kayihura have done the same. They have to warn the public of demonstrating and taking parts of Defiance Campaign.

Museveni Odoi EC Flag Bearer P1

President Museveni have talked with anger and said he would crush the opposition and sensitize the public to be behind him, without any question. The same comes from the Police Force who has said they would not give power to the Opposition. Secretary General of the NRM Justine Lumumba has talked of killing civilians who goes against the ruling party. Even Local Councillors of the NRM have come with the same kind of words and said that the Opposition does not belong into power. So the ruling party from the top and down to the grass-root is spreading fear and loathing in the country.

So the Interim Order is the next step that the Judiciary bans the FDC from reacting to the flawed elections and the announced tally results that fits the mind of the Executive of the NRM. That again proves the rule of law only fits for the ruling party and everybody else have to nod along and follow; partly also not question the judgement of the Judiciary and the NRM who can do as they like.

As the Police Force have constantly done whatever in their power to stifle the FDC and the aftermath of the general elections; the way the Police Force even had to close down the Party celebrations of Local Councillors in Kampala proves the liability, and fear that the Ruling Party combined with the Police Force to harass the opposition with force.

Najjankumbi 05.04.2016

So the matter at hand is that Police Force and the Ruling Party is more ruthless in 2016 than in 2011. The way of the Ruling Party is to have consensus and trust of the people, but that is not the way the NRM and their regime is doing their thing. They have to fight with fear, with the army, with the Police and come with Court Orders to supress the fellow citizens into the Party Line and into the line of the Executive.

So yesterday President Museveni has to warn the public of disobedience to his POWER and his RULE. He is the grand leader and the elder who supposed to know how the system of loyalty is anymore. The Museveni of 2016 are using force to force himself towards the people. The Regime and their laws are becoming more beaming as they doesn’t control the people, but makes sure they can take down anybody who they need to silence. The NRM have no intent to give the power away and let it go. That from a man who went to the bush for a heavy rigged election and have now created the same kind of sham election in 2016. The only difference is that the army of him is stronger than the ones behind Obote, the Police Force have a bigger mandate then under Obote. So the ones that he needs and pays will willingly use their mandate to keep him there; the ballots and the will of people is not a worry for the President. The Army and Police Force is the beacon of what the Power that the President have for the moment.

As they use the levels of the oppressive regime, they will hunt down and detain all of the leadership of the FDC, they will viciously attack the headquarters of Najjankumbi. The cars of the FDC will be torn to pieces. The crowds that show up will eat tear-gas and even live bullets might hit some flesh. So the ones supporting the opposition and the cause of bringing down the NRM and their Executive will cost them and the Police Force will hunt them.

So if the International media and the men and woman, who cares about Free Speech, justice and true security of fellow citizens and human beings they should decree support for the FDC as the NRM Regime use all their weapons of fear and actual weapons to shut them down. That is something they will do without question.

Col Shaban

Col Shaban Bantariza said this yesterday:

“There is an English saying; “better a live rat than a dead lion”! Those who are swearing to die protesting, Uganda needs them more alive than dead!! Nobody dead saves those alive under whatever circumstances!”.

So the Regime is ready to address the public as rats, and says they will die protesting. Not let them protest in peaceful ways, but die protesting their regime. This is the Government spokesman of the country following the long line from the Executive addressing fellow citizens with words of honour and valour where he says they will die protesting. I wonder who will kill them, either the unemployment or the harassment from the government facilitated security organizations that will display violence towards fellow citizens who planned to peacefully display their disobedience towards the authorities, that takes it all to themselves then serving the fellow citizen. Peace.

Lukwago on Museveni-Councilors meet (Youtube-Clip)

“Lord Mayor Erias Lukwago speaks out on Museveni-Kampala Councilors meet at state house” (NBS TV Uganda, 2016).

Steady Regress of Health Care in Uganda; Only 20 gets to Aga Khan in Nairobi not 400 cancer Patients; also other issues in the decaying health care!

NMS Amuria

“There is lots of tear gas in every police station but there is no medicine in the hospitals. Trust me, I am a mother. I will heal this country with love” — Maureen Kyalya Waluube

As the weeks goes the mitigated reports of the down-fall of the common-health care and the depleted systems from the Government have made and controlled for 30 years. The torn and crossed fingers and the light-speed of embezzlement of funds come forwards as the most recent ones is just more disgusting.

akuh-nairobi-heart-and-cancer-centre

There been reports of 400 out of 17,000 was supposed to be lucky cancer-patience’s. Now this was been said during the week:

“  A statement sent to The Observer on Tuesday April 19 read “The Aga Khan University Hospital in Nairobi (AKUH-Nairobi) announced today that it will work with the Government of Uganda to provide as many as 400 cancer patients with free treatment in response to the breakdown of Uganda’s only radiotherapy machine” (…)”But now Dr Orem says the offer can at best may cover no more than 20 cancer patients. “The offer of the treatment of Aga Khan is confirmed but the clarification is that they are offering 400 fractions or dosages of radiotherapy not 400 patients to be treated. What that means is that; one patient may take more cycles or may take more fractions of treatment. So that means in all fewer than 400 will be treated. I think that needed to be clarified. Only average maybe about five or six [doses per patient]. What usually happens is that the doctor calculates of the amount of dosage of radiation that a patient needs. It may be above 30 then you divide that in what we call fractions or sessions the patient should have”, Orem says” (URN, 21.04.2016).

Mulago 23.04.2014

So instead of having the surplus 16,600 who the country doesn’t have the potential to send to the Radiotherapy treatment they might need. Now it is down to 16,980. That 16,980 that is sad number if they only takes 20 people. 20 people, then it is the ones that closest connected to the NRM regime and the rest are on their merry. This is just an insult from the Government of Uganda and also their partner in Aga Khan who even during the pre-election period got more land in Uganda! Disrespectful!

Well, there is more disgrace from the Ugandan Government and their health-care units. As Remmy Bhati of NBS TV Uganda writes: “Apparently, this is Mulago National Referral Hospital in a total black out. Iam here attending to my special patient. Power has been off for close to 3 hours. No candles, no generator, no Solar. Patients are receiving treatment on torches. In this period of a black out, three patients have breathed their last because machines couldn’t work without power. The on duty nurses on a night shift have tried their best to save the patients but in vain. Watching people die because of Electricity is very hurting” (Remmy Bhati, 22.04.2016).

The situation is dire as there been Power outage for the last 4 days at Mulago hospital, the old Kings Hospital of Mulago. This was the proud hospital, that doesn’t even have a radiotherapy machine and doesn’t even have electricity to ordinary function of the hospital. It is just sad to write it and bleak state of affairs. This is not steady progress. This is steady regress. And it is actually worse.

Soroti Hospital April 2016

At the Soroti Referal Hospital have not had power for a week. Because of that there are no surgery happening at the hospital and that is sad enough. With the knowledge of similar actions and loss of electricity in Mulago and the same conditions, but longer at Soroti says it a systematic failure.

One doctor serves 15,000 patients. In Arua Referral Hospital there are only 4 doctors! That is also a visible sign of the maladministration and lack of funding of that hospital. 4 doctors! That you have two hospitals without electricity and one with nearly enough or few doctors is nearly an ordinary building not a hospital. Since at a hospital you should get treatment and healing of sickness and diseases! Peace.

Why are the leaders of our time so hooked-on Power? And some theories for why they don’t leave the Executive Power to somebody else..

Mugabe Military

We are living in a day and age where leader’s doesn’t leave from their office. You have likes of Teodoro Obiang Nguema Mbasongo who is making himself ready for another election in his country this year and he has been in power since 1979. You have the likes of President Paul Biya of Cameroon who has been the President since 1982 and was in government since 1970s. In Zimbabwe the President of the day President Robert Gabriel Mugabe has been the Commander in Chief.  And the list goes on.

Kagame Nkurunziza 2011

We have the third term phenomenon of President Pierre Nkurunziza of Burundi, President Paul Kagame of Rwanda both of them have changed the laws or used Courts to allow them to stay in power. So the leadership roles are sufficient to stay. You have the likes of President Yoweri Kaguta Museveni who has been in charge since 1986 and stayed ever since, changed laws again and again to linger in power and is rumored to fix the age limit to stay passed his 7th Term.

Mittrand Rwanda President

So with this in mind, I will discuss it today. It is not a new phenomenon or a new change of guards. There are always leaders who linger and overstay their time in power. As President Juvénal Habyarimana of Rwanda took power with a coup d’état in 1973 and was in power until his plane got shot down in 1994. Just like the overthrow of first President Patrice Lumumba of Democratic Republic of Congo in 1965, who by foreign powers supposed to install Mobutu Seko Seko Kuku Ngebendu Wa Za Banga who was born Joseph-Desire Mobutu who was the President of DRC from 1965 until 1997. So there are leaders of the past who has not left office and is now long gone.

The issue with this is the way we build society around people instead of institutions and government structures. The Structures of government is kept weak and is not strong with procedure and predicated work for the civil service. That is why the leaders can linger and the way they keep it is fueling resources away from the government structures and institutions, keeping the progress weak and keeping the circle around them tight knit. Instead of having inner-circles with wits, knowledge and people who wants to succeed in their field; the leaders around the president is instead hungry men and woman who works for more and better civil service for the citizens.

US Dollar Campaign

That is because the leaders who circle all of government around themselves are not interested in great policies or deliver the promised pledges to the communities since then they have to give away power. When a leader tries to strengthen the power all around themselves then the necessary leadership is not about the government, but about the person who rules. The ruler set the standard ,not the laws of the state or the laws of the Parliament. As the Executive can fix the Supreme Court, Constitutional Court, can rig the Constitution and make draconian laws that issues more help for the Executive; instead of the Constitution and the Parliament representing the citizens and for the citizens it becomes for the Executive.

That is why the Executive or the Ruler, the President doesn’t want to leave power since the whole state is built around the one person. The One Person who has in his image or her image built the government around themselves. And when they have it all for themselves they don’t have to fight for anything else then themselves. That is what matters, if he schools is depleting, health care is non-functioning, roads have bigger potholes then the ones on the moon, the government loans are worse than the subprime-mortgage and so on. That doesn’t matter because the situations doesn’t hit the Executive, because the government funds goes directly to him instead of the ministries, departments and sections of government than really-really need it!

Zim 2008

The Power that starts with personal movement of fights and liberation, the ones that are personalized towards the one man who saved them all and then doesn’t leave is that the EGO and used to be center of attention. To have the voice of being right, so they can’t do things wrong in their own mind as they risk to lose their wealth and strength if they are out of office.

Barre Somalia

Some of these leaders have lived on the strength of the loyalty to foreign powers as they need their alliance in a region to secure peace in the neighbor country or during the cold war as the Americans did whatever they could to control the world and not lose nations to the Soviet communism. Therefore they fall of Said Barre of Somalia and the struggles of the Ethiopian Dirg of the 1970s. As the Cold War complex policies dissolved and built governments with influence of American and Russian strengths of the time. Take the example of President Mengistu Hailemariam who kept the Power from 1974 – 1991 with the Soviet influx and the Communist agenda that made the result of Somalia invasion with support of the Americans in 1977. So he himself had taken power in 1969 in Somalia the army fueled government of Said Barre as his power-play internally to keep the power together with the back and forth from the leadership at the time led to his fall, as he also had long-term squabble with Ogaden and Ethiopian neighbor after the tried invasion there. This the fall after 20 years might be because he circulated all power amongst himself and not in the powers of structures and department to delegate the powers.

That is the problem with the leaders who get fueled with power. They circulate all power and decisions are under the Executive. So with this in mind instead of building institutions and government structures, they build the armies and police force to enforce the Power of the Executive, not only to enforce national security, but to secure the Power of the Executive. Therefore the first to get payment are the armies and police officers before the teachers and other civil servants.

social-policy-analysis-political-economy-of-welfare-38-728

The Rulers and the Executives keeps the ignorant yes-men around them to secure that they don’t get to opportunist or wanting to get the Executive position. Therefore they elite around the Ruler get lots of perks, tax-exemptions, cars, housing and servants while the rest of the country can’t afford that. Unless it is foreign investors in businesses owned by the Party Elite or the Government elite that belongs to the inner-circle of the Executive; as the license and openings happens on the watch of the Executive and the Power not the legal justice system or the society binding corporate bondage towards the procedures of setting up business in the country. So the way the Executive get drunk on power is set on the fact that they having everything at nearly no cost.

The Presidents who are drunk on Power have centralized all powers around them and not the government structures and the decrees and the policies are made to keep them in power; not to build a grand state who offers their citizens what they need. Therefore the laws becomes for the MPs and the Elite that fuel the money and Power towards the President, then the President delivering to the People.

The remains of Mobutu's Palce
The remains of Mobutu’s Palce

So with the Inner-circle finding ways to support the President instead of serving the citizens as a government is supposed to do. Why are the Executive and rules high-on-power you asked?

That is because all of the Power, all of the resources and all of the goodwill of the nation is determined by the Executive. As the Power is resumed and determined by the Executive there is hard to leave that, as the knowledge of the system given to coming new leader can take away what the Executive already have built around itself. Therefore the security of having the power instead of giving it the next; that is why the lingering Executives and Presidents are like alcoholics!

Let me explain why the similarities are there. An Alcoholic has the hunger and need for another drink and beer. They do whatever they can to get another drink and beer, at all means and steal if they have to get that fizz. So the Alcoholic is so used to the alcohol that the feel of it weaken and needs much of it to feel it. The Alcoholic just need another brew and another brew. And never stops taking in the alcohol. In the beginning the alcoholic never think that they would end being so, and the same with power-hungry individual. It just became a habit. The alcoholic needs the alcohol, just as the Executive is drunk on power and needs some more drinks. The Executive gotten so used to and the habit of getting their will and generating the funds out of the governmental funds; so if they don’t get more the donor-funds or the Bretton-Woods Loans to their nations then they feel something is missing. They need the spotlight to be the king of the nation and the supreme ruler.

So the drunkenness and needed attention, the needed judgement and decision rate from the Executive that lingers in powers while they build the government system around themselves and weakens the people around them. So they are more needed and so that ambition gets squirrelled around them. There can only be one vision, one leader and one nation under God. That is the usual factor and the events that unfold as the dissidents and opposition get harsh treatment without any cost spared. Something that happens because they crossed the territory of the Executive and the rules of set-up by the President and the predicated actions are seen as violations of laws and constitution; that apparently been rigged in favor of current leader. Therefore another bottle of beer for the President as the sufficient drunkenness of power is staggering. Suddenly change would be hard and taken with haste. Because the drunken leaders will with force and madness go all-inn if they all of sudden loose it, they will be become bush-warriors or stealing elections to continue their Presidency. As we have seen through 2015 and 2016 that is how far these leaders goes to get the shot of power and not stop drinking from the fountain of government power. Peace.
