My letter to Hon. Winnie Kiiza as the ‘LoP’

I am writing with hesitation as you have taken choices that was not the wisest in my opinion, you might see this as progress, but your doubting the Presidential Candidate and neglecting the General Election 2016, as you are disregarding the level of impunity from the National Resistance Movement, I know that TVO have written something hard-hitting about you recently, and as you as a person have the all the right to address, and you did so:

“ATTENTION: I have received information from my private investigators that someone calling himself TVO on socialmedia could have been bribed by government to isolate Dr Kizza Besigye from FDC and link him to a rebel group. If you have been following the so called TVO, you will understand that he has even announced that a new liberation movement will be launched soon to free Besigye from prison using violent means. as a party and as far as Besigye is concerned, we are not in any way connected to any violent group and we shall maintain our position of a non violent struggle until otherwise. I encourage criticism but for the mean time we shall continue investigating this socialmedia critic until we establish his true motives” (Winnie Kizza, 23.06.2016).

As you know a little what you have done and what kind of affect it has, you we’re smart yesterday and stated this, while taking some responsibility:

“YES, DR KIZZA BESIGYE IS IN PRISON BUT THE OUT SIDE OF BESIGYE’S PRISON IS THE INSIDE OF OUR PRISON: Fellow Ugandans, no body abandoned or betrayed Besigye. His arrest and imprisonment is part of the struggle. We should not forget that we are all prisoners, all Ugandans are Prisoners(even Museveni, himself is a prison caught up in a self-destructive cobweb). This is a struggle of liberating ourselves. Do not cry for Besigye cry for yourselves. Ladies and Gentlemen, we need to understand the nature of struggle we are in, the earire the better! Those of us who think that FDC and its leadership is about to throw away our primary objectives and core missions for a peaceful transition and systemic change of government, you are rubbing the wrong side of history. FDC has stood the test of time! We are more united, resolute and focused than ever. We shall rely on the wishes of millions of Ugandans who crave for change to dismantle the status-quo” (Winnie Kiiza, 22.06.2016).

So it is okay that you answer the allegations that TVO put on you, I have blatantly and no disregard towards the Shadow Cabinet, that you apparently are running now. Because it is just a tool and you are pawn on Museveni’s chess set. A necessary prop in the Parliament to keep his power and also to legitimize the farce of an election that was held; so when you are becoming this your partly disbanding the disobedience and defying Museveni and his NRM. You are complying to the façade that he creates with the “business as usual” and gives way for his power with impunity. He can show to the world that he has Opposition in his cabinet and a shadow cabinet to question his behaviour, while he is having all the main power and vetted votes in Parliament; so your real power is only words. The same words that claimed victory in February and March and dwindled while Besigye have gotten more court-dates than Museveni are getting foreign dignitaries on visit.

So you got to question yourself, what is the value of the Parliament and the Opposition, when you’re a useful pawn, a little soldier in the battle, a battle that Museveni controls and his loyal cadres, you can speak to NBS or NTV, smile and be interviewed in the Daily Monitor, but you’re a just a tool to validate the rule of Museveni. The prison of the conscious, the conscious you must be battling with, as you complied and wasn’t disobedient towards the throne and rule of Museveni. That must leave a bad taste, I won’t consider if Gen. Mugisha Muntu said you we’re the best or somebody else in the Forum for Democratic Change National Executive Committee, what is important you accept this fate and this chair. You took the bullet and accepted the institutional façade in 10th Parliament.

How can you ask for systemic change while degrading the cause to an ‘honourable’ position in the glance of the cranes not far from Yusuf Lule road? The reason for a change happens with a brutal change and disregard for the cronyism and nepotism of the National Resistance Movement and their corrupt ways, but when you are partly corrupted in the National Assembly and in the shadow of the Government, what makes you such a different to them?

I have always had hope in you, as you seem like person who wants to go against the powers to be, in the clear voice against violence and killings of late in Rwenzori and Kasese, the district which you represent. The mentality and determination that is healthy for an opposition and future leader, but the misgivings of a validating the ruling regime and giving up the cause so quickly in fear of losing some symbolic chairs, show that the honour is more important than the causes. That is why the words of yesterday are hard to swallow as you demeaning the cause and the clear path to peaceful liberation from totalitarian, police state and dictatorship, as you think putting sugar on the wounds really heals the flesh. I hate to say it, it don’t.

Let’s be clear if the LoP and the Shadow Cabinet had worked, then the ones in the former terms of Museveni had brought it down and it hasn’t, not even stained him or pushed him into a brick wall, not even touched or taken him for a ride. The reason is that the Parliament is controlled and run under strict hands of Museveni and his loyal cadres as Kadaga or any other men and woman who can be corrupted by brown envelopes.

This is something you know Hon. Kiiza, as you have been in Parliament a fortnight before and seen the 5 million Uganda shillings suits for the NRM MPs coming and going, every time Museveni needs certain laws and amendments fixed. So if you think you can change that with being LoP, than you need a strong mind-control and be able to pursuit the NRM MPs to change guards and go against their master. As the former LoP have been so successful with… the cause is not winning this, then there would be actual progress in the former trials of these runs towards the positive and democratic changes in the republic of Uganda.

You and the FDC NEC, the other FDC MPs, should have stood guards on the ethical and moral high-ground, even when it was costing with the oppressive attacks on the Headquarters, also with activists and MPs detained by the Police Force. Now you have abounded them for a Nobel position in Parliament.

You can attack me or other who doesn’t see the LoP and Shadow Cabinet as anything else than legitimising Museveni… that might not be what you want to hear, but that is the brutal truth.

Let be clear, right after announced victory from the Electoral Commission and Eng. Dr. Badru Kiggundu, President Museveni said that he would wipe out the opposition and he has done it with passion and certainly soon done it as his duty. In a way to make sure that the Multi-Party system in the Nation is a flop.

The opportunities and the silver coined framed opposition figures in the Forum for Democratic Change are joining forces in the Shadow Cabinet to gain some estimated figures from the coffers of Parliament and play the parliamentary pawns that Mzee needs this term.

While the Uganda People’s Congress are busy trading their soul with NRM, as they are getting two slots in the 81 size cabinet of 2016-2021. The rest of UPC under Olara Otunnu are distancing and in general might even create another branch, and party that becomes a new profile, since they don’t want to be part of the NRM and Obote’s son selling of inheritance to Mzee.

Uganda Federal Alliance have also sold their fortunes for a Cabinet position and is therefore silenced by the Mzee, as she the leader of the party want to serve him and also be a part of his established court.

The hardliners of FDC are either lingering in jail, detained, house-arrested or kidnapped by security forces as the rest of the party are playing hide-and-seek close to Yusuf Lule Road in Kampala. So the party of FDC is even into the half who wants to continue the defiance of Dr. Kizza Besigye, and the ones that are settling for the silver-coins with the lingering blood on it.

Justice Forum and their men who even have been besieged by the Police during the days of officiating Mzee; the smaller parties are totally silent or at a non-approach. Democratic Party and Norbert Mao have addressed concern and the initial connection with the shoot-out in Gulu, while that was not true and government made conspiracy, and with the newly dispatched Amama Mbabazi, the party should be stronger, though their lingering nothingness, proves that the ability that Mzee have had since leaving for his swearing in,

The Police Force monitoring and detaining, silencing and attacking the opposition, together with trading with weaker minded opposition have made the stalemate livable, as the mentor and ticking problem of Besigye, is going from court to court, and addressing charges after charges and even treason, as IGP Kayihura are paying criminals to be witnesses and uses all means, and even most brain-dead police officers to lie in court; like he did in Kasangati Court of late; when the justice had to listen to the testimony of the Police Officer who was a former colonel, but never been to the army. So the truth is that, as long as he doesn’t have a voice, the men are walking around unsure of how behave towards the oppressive and militarized government of National Resistance Movement.

All of the Opposition parties are toothless right now, the Human Rights Organizations of Kampala are raided and nothing happens. People and activist are kidnapped, soldiers are being shot and killed in made up conspiracies, while colonels and sergeants are detained as well. The paranoia of the state combined with the militarized politics and police force are taken freedoms and taken all parts of the state. The Opposition is on life support… Who is out there to save it, as the big man Dr. Kizza Besigye is away and nobody else have the legitimacy or the charisma to fight the powers with peaceful means while Mzee uses every tactic in the book to destroy and conquer them. Something he has been successful with ever since election and the reaping results are happening now, as he 10th Parliament are soon in function and the government are soon departing into brown envelopes, as business is back to normal after a hectic year. The ALN notes with extreme concern the warrant of arrest for Moise Katumbi, opposition leader and former Governor of Katanga Province.

Mr Katumbi has recently arrived in South Africa for medical treatment following the firing of teargas directed at him and his supporters.

The charges against Mr Katumbi follow extensive intimidation and arrest of numerous opposition supporters. With elections scheduled for November this year and President Joseph Kabila showing clear indications that he seeks an unconstitutional extension of his term, there is an urgent need for inclusive dialogue amongst all stakeholders.

The lack of both state resources and empowerment provided to Commission Electorale Nationale Indépendante (CENI) further inhibits the democratic right of Congolese citizens to participate in free and fair elections.

ALN President and former Minister of Planning Olivier Kamitatu states that: “President Kabila has deliberately sabotaged the electoral process. The ruling policy is one of chaos and fear”.

Further to the ALN’s resolution (adopted at the 12th General Assembly in January 2016) on the political crisis in the DRC, the Network calls for the end to violence and the start of peaceful, legitimate dialogue within the context of the rule of law. All parties, both opposition and majority, must be protected and guaranteed their rights in political activities and assembly.

The ALN furthermore calls for the protection of Mr Katumbi and a fair trial should there be credible evidence. If not, the government of President Kabila is to cease its intimidation and arbitrary arrest of the opposition.

The Network maintains the position that functioning democracies are bound by the rule of law and constitutionalism, including adherence to presidential term limits.

This has happen while the Demonstrations in Lubumbashi and tear-gas have hurt Moïse Katumbi, and hospitalized the man; in this tale there is sad news.

He has taken together with his entourage went to the airport of Lubumbashi and went on a Hospital Plane that we’re going to South Africa. This means that the both he needs treatment after the violence from the government security forces attacked him and his supporters recently. There was one of his lawyers that were first verifying his travel plans, today. Even Minister of Communication Lambert Mende confirms the authorization for the travel for Katumbi to Johannesburg for treatment.

I Grieve over the MPs Officiating knowing the fraudelent Election

Usually, me a Political living being would be giddy and happy knowing that people who have worked hard and wanting to represent their constituency, finally gained their justice and the opportunity to work as legislators and men and woman working for the common good in the Parliament and in an chamber that, an august hall where the Members of Parliament would create and make policies for a better tomorrow.

So when they are swearing-in Members of Parliament in Uganda, I should be happy, but I am not. I am just, eh! Let’s say I am mediocre, or full of fatigue as the Electoral Malpractices, the sham-election and rigged election of 2016 still lingers on, I don’t believe the results of any of the Members of Parliament, even with the few MPs from the Opposition, but the way the practices and the total pictures is so flawed that even FDC men there; is just to show the Donor Countries that we have Multi-Party Democracy through the ballot, but I don’t believe that is the real picture. Even Norbert Mao couldn’t contest this election in Gulu Municipality.

There are little to celebrate as the elections are so hectic and fraudulent, nothing I see as the pictures of these representatives swearing-in on the Constitution or Bible. The words and the distinct participation, the regress of democratic values, while the Ruling Regime even tried with opening of new districts clear the citizens and the constituencies to secure the new hand-picked men of the Executive. The men and woman who even went uncontested for the position of becoming an MP; that is just questionable, as the NRM Primaries was just full of flaws, no matter how much Dr. Tanga Odoi thinks he is an election king and grand master of controlling elections.

Certainly the whole picture is a smear of sadness and grim anticipations of the 10th Parliament. Usually it would be looking forward with some hope of real progress and sustainability of wise leadership to develop infrastructure, education, health care and all level of bureaucracies of the state; instead it’s with sadness of the strong grip of power by the Executive and his hands into all coffers of the government. There are no strings his fingers is not touching, none orders from above that is not directed from him. His words are now laws while the MPs are paid to secure his views or silenced by the payment structure instead of representing the Constituencies and being Nobel leaders of the land.

The Parliament and their MPs are not a force to be recognized, they are puppets dancing to the tune of the Executive and his war-chest. A war-chest he is using to dissolve and disperse the crowds to silence the opposition with house-arrest, phony charges, spying on political activity and creating special police forces that are monitoring the opposition without any care of laws or freedom of movement. The Executive does what he can to centralize the Power in his hands, while letting the loyalist amongst him being happy on breadcrumbs; while the Executive eats the whole Bakery.

The liability and guilt-ridden authorities that does what it can to be there and keep the other at bay, at any cost and even starting to get rid of the men and woman inside the Police Force who might have allegiance to the Opposition, as they did not accept the way the Former Presidential Candidate Dr. Kizza Besigye we’re able to get out of his home on the 11th May and have a Mock Swearing-In 24 hours before the Executive himself Sworn himself for the 7th term in Office.

“Besigye exchanged all the cloths and the helmet with the motor cyclist (Commonly known as Boda Boda) man. Immediately without wasting time, Besigye jumped on the bike and that’s how he managed to escape”.

The initial violence against the Opposition, the detaining, the sieged headquarters of Forum for Democratic Change, the raids against the rehearsal studio of Bobi Wine and the raid of JEEMA Forums headquarters in recent days. So the level of political freedom is dwindling, the FDC house-arrested MPs was only freed so they could be there and be parts of Swearing-in, not being really free.

Therefore today’s action at the Parliament doesn’t really matters to me, because of the state of affairs, the electoral laws and the war-chest of President Museveni. The way the Security Forces are used to silence the Opposition and the citizens are unbearable, the tear-gas and the live bullet towards fellow peers, is not justice as the civil disobedience should alter the actions of the government, not make it detain the ones that opposes it. This is the reasons, why people oppose this government, this Executive and the current Police State.

If the people and the government where in sync then the government would not need to deploy the army for the Swearing-In, would not need to deploy the army around the Election Day and would not need to use French Speaking Soldiers recently, as the Government would have trusted the people and the people would also trust their representatives in Government. This is natural beneficiary stations between the elected people and the people who are elected. But since the representatives are selected by the Executive instead of by the citizens that they are supposed to be; therefore the Executive uses the Army and Police to silence the ones that feels the representatives is not representing them.

Certainly, some of the MPs are proud of the Elections and finally made it after many tries, but the sham elections, would hope that they came into Parliament like FDC’s Francis Mwijuke who finally cracked into the Parliament. I wish people like him came into the Parliament without the questionable elections as then the legitimacy of his Honorable position. I would have congratulated him more for the honor, but he and the ones who have fought for become MPs had deserved to come there through a credible and fair election.

I don’t care what Hon. Jacob Oulanyah hoop’s and lies to get to his position again, as he had controversies into the ballots and other issues with his local Talley Offices and results. Others were in the same way, not everybody who was elected without contest like Hon. Sam Kuteesa. The others have to pay of their constituencies and use the NRM Village Fund and the 250k could not save the votes or the Local Councils who needed the money to clear the local pledges. There certainly too many issues with this election and violence to be happy about the Members of Parliament swearing-in.

It is not enough that Eng. Dr. Badru M. Kiggundu can announce whatever he wants and follow the Master, the Executive who is in control of the Electoral Commission, as he has appointed them and keeps them in order. Therefore the results are cooked in away the Executive wants them, instead of honoring the citizens and their votes. Therefore you saw on the Presidential Election that people showed up, but on the Local Councilors and Lord Mayor elections where the we’re less people showing up to the Polling Stations; shunning the ballots, because of the lack of transparency and value of their vote on the Election Day for the Presidential Election. The Electoral Commission together with the Authorities with their arrogance thought the people or the citizens would not mind the harassment or the violence from the Police towards the Opposition, they we’re wrong.

As we speak Dr. Kizza Besigye is sent from Moroto Government Prison and airlifted to the Luzira Prison. His second time treason charge as President Museveni cannot own up to his thieving and has to stifle the opposition by all means. Therefore he will blame the international community and others then looking into his own created problems. Henceforth he will deplete all outcomes and crash all institution to consolidate more power. That is also why on the same day Members of Parliament where sworn in, the UPDF had official promotions, which happen to be his son Brig. Muhoozi into Major General of Special Force Command of the Army or the Flying Squad. So the Executives works to secure all wings of Government are under the family, we will see Janet as Minister and other close connected NRM elites in the 10th Parliament as the NRM are more unsecure about their security.

The Army and Police will be more draconian towards the Opposition as the people are not behind the NRM or their Executive. Peace.

My letter to the Minister of Interior Affairs of Kenya Hon. Joseph Nkaissery on the planned closing of Daadab Refugee Camp

Dear Sir Honorable Joseph Nkaissery!

I write to you again, I know it’s been a month or so, but the actions have to be questioned and the liability of the actions you do Honourable Minister or Cabinet Secretary of the Ministry of Interior Affairs and Coordination of National Government. You have an ability of making decisions that area allowed to be questioned.

I am not writing to you because I am not defending terrorism, because I am not, the Garissa University attack, the Lamu Attack and Westgate attack in Nairobi was sad and unfortunate as innocent Kenyans died while Islamist, went in and killed without impunity; that has to be answered and those actions should not control the agenda of the country, but give way to the liberties and freedoms that the citizens are rights to have. While the Government finds ways of charging and hunting down the men who are behind these hideous crimes.

But, the use of Terrorism to close down Daadab Refugee Camp seems a bit premature.

As this was even stated by academics on the matter in 2014:

“The speaker said that the Dadaab Camp is not an engine for radicalization; rather, it is an engine of moderation. Poverty and displacement do not automatically lead to radicalization. There is a growing need for more anthropological research on the topic. An entire generation has grown up in peace; it is not scarred by war” (…)”More political and economic analysis is needed on this issue. The Kenyans claim to be in charge but al Shabaab remains everywhere. The Kenyans do not have the level of control that they claim. A lot of the radicalism that is currently being seen in Mombasa is very local. Al-Shabaab is also present in Nairobi. Many al-Shabaab suspects are Kenyan nationals. Terrorism is a wider, urban East African problem” (Rawlence, 2014).

So if the man behind Open Society have claims two years ago that can counter your arguments now for closing, can you bring evidence can show that Rawlence is totally wrong, please honourable Sir?

Hon. Joseph Nkaissery I hate to do this as this is your set of laws and the ones that set the guidelines for your government until you get the National Assembly or Parliament to change it with a general vote.

So for now the law of Kenyan Refugee Act of 2006 says this:

“18. No Person shall be refused entry into Kenya, expelled, extradited from Kenya or returned to any other country or to subject any similar measure if, as result of such refusal, expulsion, return or other measure, such person is compelled to return or remain in the country where –

  • The person may be subject to prosecution on account of race, religion, nationality, membership of a particular social group or public opinion;
  • The person’s life, physical integrity or liberty would be threatened on account of external aggression, occupation, foreign domination or events seriously disturbing public order in part of whole of that country”.

The law is clear and doesn’t seem that it is too important for you, if these laws is still applied then the closure still gives them rights as Refugees or as legal persons in the territory where you are the Cabinet Ministry Nkaissery. I know that shouldn’t be too much to ask that the Kenyan Government are following the laws of the land? Of does this not apply to the refugees and the ones that have left Somalia, Ethiopia or South Sudan because of oppression and aggression there?

In 2015 John Kerry and the United States pledged $40m directly to the Refugee Camps, so they must have had a say in the planned closure you had of the camps last year, with the new idea of trying to do it again.

Here is his latest statement to you Hon. Nkaissery:

“We strongly urge the Government of Kenya to maintain its longstanding leadership role in protecting and sheltering victims of violence and trauma, consistent with its international obligations. We call on Kenya to uphold these international obligations and not forcibly repatriate refugees” (…)”We call on Kenya to continue its support for refugees and voluntary return efforts, and to continue to work with UNHCR and partner nations to find durable solutions that respect humanitarian standards and uphold international law. We also urge the Government of Kenya to honor its responsibilities, including the 2013 Tripartite Agreement on the voluntary repatriation of Somali refugees living in Kenya” (…)”We remain committed to working with Kenya to support voluntary returns that are safe, dignified and consistent with international law, as well as helping Kenya to address security concerns presented by al-Shabaab and other extremist groups” (Kerry, 2016).

So Honourable Minister CS. John Nkaissery, you have lots of responsibility and have to swallow lots of crap in your days in office, while Deputy President William Ruto and President Uhuru Kenyatta got to do the fun stuff and sign decrees and words into laws. You have to clean up behind the scenes and act upon the ideas these two men have. So I am sure the stress is coming to you and therefore is so seldom that the pundits and public see you charming smile.

We are not at the point that the Terrorism claim, I don’t feel you can validate that as a reason for the closure of the camp, unless you have evidence you send to me Hon. Nkaissery. I am an advisory, but until I am proven wrong, I will not change my mind. As you are playing your cards this way, is to try filtering the world away from assassination plot that we’re on Jacob Juma or is the something else you want the world to forget? The Pre-Election violence twice in Nairobi under Nairobi Metropolitan Police Commander Japhet Koome towards the Cord Demonstrations, is this right or am I wrong hon. Nkaissery?

But to get back to reality and not the conspiracies that might run as the Kenyan Government said they would close the Refugee Camps last year in 2015. When as I said United States Government pledged more money to run them and filter it through the United Nations programs.

Seems more like this is a way of scaring the international groups, multinational organizations and all to give direct funds to Kenyan Government instead of taking it direct to the Refugee Camp. If not I hope you get a Task Force that really looks into your allegations and also delivers the findings so they can be looked through and are more believable than the financials from Donald Trump.

There are questions that remains Hon. Nkaissery because the issues and the rights, even the laws that are still viable and official guidelines for the refugees and citizens in Kenya, make a brother like me question the rhetoric you have used and arguments. So please take care of the action you do. This here will be greater stain on the Jubilee Alliance Party (JAP), and you don’t want that as a Cabinet Secretary that creates tensions with the allies abroad that both gives your army funding and equipment together with direct budget aid. That would not be wise… Though I understand Hon. Nkaissery that you care about the refugees and their safety even if you close them; because for many of them have been living there for a long time and they could be by many means Kenyan citizens with Somali ethnicity for instance.

Kibera Golf

Would you clear the Kibera slum and the areas around as the Rawlence claimed that the terrorist and extremist was more likely in Urban areas, and Kibera is Urban and also uncontrolled in some ways. So why are you not focused on the development of Kibera that you have Dr. Evan Kidero, the loyal Governor can access the situation for you and find ways to monitor the extremist that might be trained there? Because, if a so-called expert Rawlence can be some people who becomes violent in urban areas, and that is not politely the Dadaab Refugee Camp. So it must be more political than actual be the reason for the closing as they either want to show character or independence over the Multi-National Organization and the International donors, as a sovereign state.

Hon. Nkaissery, we both know that Kenya is a Sovereign State and because of that have freedoms to do what they want on their territory, but they have international obligation. You and I know that Kenya has internal laws and also have to keep their international laws considering the rights of refugees. Still, you can act this way, but will you consider the implications and the ramifications of this. Even if the European states are considering and signing agreements to ship the Syrian Refugees from Greece, to Turkey; that does not send direct flight back to Palmyra, Syria, as much as you don’t want to be remembered for sending back Somali Refugees from Dadaaab Refugee Camp to hostels in Mogadishu, Somalia. Or will you?

I am just worried for these innocent fleeing human beings who has fled their homeland for safety in Kenya, as much as I am worried for the Syrian who are fleeing to Greece and being transported to Turkey. I condemn that and would condemn if the Kenyan transport these men and woman to Mogadishu in the midst of fighting and continuation of AMISOM mission in Somalia.

I know I am nobody, but I had to address it and ask you why you want to, as I also question quickly the biggest argument for closing. As I don’t believe until there are serious report and evidence of the terrorism threat from Dadaab Refugee Camp, and why you don’t check more Kibera slums of Nairobi, but that would hurt your pride, right? Wouldn’t it Hon. Nkaissery, or am I wrong?
