Is the M23 attack in Ishasha for political mileage for Kabila? Since Minister of Defense Oryem counter-claims the DRC confirmation of the new M23 insurgency!

“The government of the DRC confirms Ishasha’s incursion of 2 groups of ex-M23 armed. FARDC”Lambert Mende confirms today.

The day after the terrible, but believable news that M23 surfaced into the North-Kivu and crossed from familiar borders from Congo. This as the M23 has had bases and armoury in Kisoro in the past. So it was rare that the Republic that harboured them and sheltered them would also we’re their we’re supposed to lay down their arms after the rebellion. So now years after the agreement and Nairobi Accords, the M23 goes back together with General Sultani Mukenga and 200 soldiers. They we’re 1600 soldiers during the 2013 battles in and around Goma. So since the news we’re coming quickly during the weekend, here is the main aftermath on this Monday!

Defence Minister Henry Oryem Okello of Uganda on M23:

“We know there are problems in Kinshasa, but they [government] should not use Uganda as an excuse for their problems,” Mr Oryem said” (…) “President Kabila had assured us that they would organise and take them [M23] back but it’s taking forever,” the minister said” (Kasasira, 2017).

What’s been said from the DRC side:

“No military official, however, was available to confirm any clashes at Ishasha” (…) “Our antenna in Ishasha confirms the presence of elements of the M23 in this city (…) where they control several axes (…), but there is not any fighting or clashes,” reported AFP Omar Kavota, director of the Study Center for the Promotion of Peace, Democracy and Human Rights (Cepadho), based in the city of Beni (east)” (Publie le Lun, 2017)

There been contacts in Goma where the people has been in touch with the military there, the Military in Goma doesn’t believe that the M23 have crossed the border into Ishaha from either Kihihi or Kisoro.

Still the Uganda Police Force found weapons close to the border:

“Police patrol stumbled on unidentified people loading six sub machine guns, a PK rifle, five magazines and seventy nine bullets in a Premio vehicle registration number UAS 978B in a bush near the common border with the Democratic Republic of Congo (DRC)” (…) “According to the Kisoro LC V Chairperson Mr Abel Bizimana, the recovery of the guns being smuggled into the district shows that security is still wanting. He wants the Inspector General of Police, General Edward Kale Kayihura to go to the district to find a lasting solution to the escalation of crime. Kisoro District is currently battling an escalation of gun related crimes and aggravated robberies” (Daily Monitor, 2017).

“Elly Maate, the Kigezi Region Police Spokesperson, clarifies that they impounded six sub machine guns and a PK Machine Gun. Kisoro District currently battles an escalation of gun related crimes and aggravated robberies” (CroozeFM, 16.01.2017).

While this is happening M23 Roger Lumumba we’re taken on grand chair and walked as a royal monarch in the streets of Kinshasa. In the border region of Uganda there are escalated robberies, as even impounded weapons are on the rise. Kisoro region has harboured and have had training ground for M23 in the past. Where even the M23 got new recruits as the reports of previous attacks of the guerrilla!

So that their escalated violence and armed crimes are happening in the border area; while the guerrillas are supposed to leave the same region, these acts are simultaneously without regard for each other. They both could happen, but one of them could also be parts of the other one. The thieving and robberies could be M23 before they went into the DRC. As well planned rebels they have the capacity. By all means the Ugandan government doesn’t want to seem like they harbour rebels and prepare them to fight proxy wars. This is something they have done so in the past; because Mzee like it to be low-key and not in the open, so cannot be implicated for the sanctioned violence.

We will see if the reports and if this will materialize in the DRC and if the MONUSCO and others than State Officials are reporting, since there should be intelligence and also words spread from others than central leaders who could earn political mileage on the violations. Peace.

DRC: Alert – M23 have crossed from Uganda into Ishasha!

“We have just learned carefully the M23 are en-route to the DRC with weapons, ammunition with the objective to attack.” (Congo Mon Pays, 15.01.2017)

The Governor of Nord-Kivu Julien Paluku have confirmed that there has been movement from the M23 rebels, some even complies that Mouvement du 23-Mars (M23) have crossed from Uganda and gone into the Democratic Republic of Congo. It’s been reported that 200 armed rebels have moved across the border. If they have done as in the past, than they have crossed from Kisoro, where they even got guns and ammunition from the Ugandan Government; this isn’t confirmed, but has happen in past. This time they have been verified that they crossed into the DRC through the Ishasha, that means they crossed from Kihihi in Uganda.

M23 we’re after the peace-agreement in peace staying in Uganda, some we’re supposed to carry out trials from their treason and cession of land from the government in Beni, Goma and in general the provinces of Kivu, as well as they we’re threatening to continue and even make way to take the capital Kinshasa. So they we’re supposed to become civilians in Uganda, as there been reports that they we’re guards in Kampala around May 2016 and the Swearing-In, as their we’re French speaking soldiers in Mukono and Kampala guarding the streets as the President we’re entailing on his officiating for his 7th term.

So, that the movement of M23 and even CNDP (National Congress for the Defence of the People) has crossed from Uganda into the DRC are a frightening and worrying. As Laurent Nkunda has been house-arrest and silent in the Rwandese capital Kigali. This after another agreement of discharging his rebels across the Rwandan borders. There we’re similar agreements between the DRC government and M23. So the news today that they after years in the republic of Uganda has returned is worrying.

M23 will be another group and rebels who will create more havoc in an area who already have their groups who kills and burns villages. While the FARDC and MUNISCO cannot contain or stop their violent behaviour that kills and loot society. So with the recharged and well trained guerrilla of M23 returning to Kivu and North Kivu’s isn’t good news, it is terrible news and the escalation of violence and killings will be turned up; now the ADF-NALU, Mayi-Mayi and others will not be alone doing damage and destroying the region. They will have well-trained and supplied guerrilla that has had time for a few years to reload and prepare to battle in the Kivu-Provinces.

Late last year in November 2016, General Sultani Mukenga we’re missing and gun-fire erupted at border town of Kivu, close to Uganda. This as he has a household in the Republic after the peace-agreement that we’re mediated with the Ugandan Counterparts as well, where they got to stay in peace; so now they have decided to actually attack the Kivu again!

We can just follow and know that there will be reactions and also rising violence when the M23 goes into the country, to what extend and how they will plan to attack is only known by the M23 leadership. What they want out of it this time, isn’t known. The last thing we known is the documents sent to M23 in the 3rd January of 2017. So they will I drop, so you can see them. But this is isn’t great news, it’s terrible and there will be innocent who will die in the cross-fire as the rebels will create massive horrors to gain control, yet again! Peace.

“One immediate step the DRC authorities can take regarding this is to lift the restrictions and bans imposed on various media organisations in recent months”.

GENEVA, Switzerland, January 6, 2017 –

Spokespeople for the UN High Commissioner for Human Rights:

“We welcome the signing of the political accord in the Democratic Republic of the Congo on 31 December, which we hope will mark a turning point in the country.

“The agreement, which was reached after the careful mediation of the National Episcopal Conference (CENCO), represents an opportunity to ensure that everyone, including political opponents, journalists and civil society representatives, are able to fully exercise their right to freedoms of association and peaceful assembly, opinion, and expression. One immediate step the DRC authorities can take regarding this is to lift the restrictions and bans imposed on various media organisations in recent months.

“It is important that the Government, opposition parties, civil society and all Congolese citizens work to ensure the implementation of the accord and the creation of an environment conducive to free, fair, and credible elections. We therefore urge President Joseph Kabila to publicly endorse the agreement.

“It is also essential that measures are in place to avoid a repeat of the violence which has erupted in the DRC, notably in Kinshasa in September 2016 when some 54 people were killed, and most recently in December when at least 40 people were killed and hundreds arrested across the country.

“We welcome the fact that the agreement stipulates that emblematic cases of political prisoners will be examined by a commission of high-ranking judges (commission des hauts magistrats). Such measures need to be extended to all political prisoners and to others, including journalists and members of civil society, who may have been detained illegally.

“If the agreement is implemented before the end of 2017, it would represent an important development for the region and, we hope, an example for the DRC’s neighbours to follow.”
