My Letter to Evelyn Anite: If you need the army to amend the constitution, maybe you shouldn’t do it!

Dear Evelyn Anite!

I write to you in haste, seems like you have been forceful and aggressive. You need to calm down and take little soda. Seems like you need to sit under a tree and read a book. Maybe even two, that can open your mind and perspective.

Your the State Minster for Privatisation and Investment, Evelyn Anite, I have to first quote your own words. Since they are so rare and proven your weird solution to get the Constitution amended to fit the life of President Yoweri Kaguta Museveni.

Here is your own statements!

You cannot intimidate a ruling party. For them they are looking for support, but we are not. We are the party in government; we have the support of the magye (military)” (…) “We have 265 members who have supported this bill. We have the numbers; we have the people; this is the battle of the brain” (…) “We heard they are threatening to beat us; we shall not beat them physically but on the floor of the house. But if the worse comes to worst; we are not going to the gym. They should know that we are the ones in charge. If they cannot outsmart us, they should shut up and wait for Ugandans to decide” (…) “You cannot tell me ‘togikwatako,’ when that is my job. So, you are asking me not to do my job? We shall amend that constitution! If we want to do amend it 10 times we shall do it” (Waswa, 2017).

Seems like you Anite wants to misuse the army in favor of a political party and their agenda in Parliament. That you as a State Minister is saying, that the Uganda People’s Defense Force (UPDF) will take brigades and military into parliament. Shut the doors and say, unless you enforce this law, we will keep all of your honorable Members of Parliament (MPs) hostage until the law passes in favor of the President.

It seems like you Anite, who already are an MP, in a republic, which is militarized already. The President wear military fatigue to Parliament when they had the last Budget reading on the 9th June 2017 at the International Conference Centre at Serena Hotel. So, it’s not like NRM are far away from the military. In the middle of the campaigning, President Museveni took a break and went on the shooting field. Showing his force in and power to the public. Clearly, this isn’t enough for you. That the President uses his army as favors for his fellow Commander-In-Chief in the likes of South Sudan and even Equatorial Guinea.

Hon. Anite, I understand that you have no valid reasoning for lifting the Article 102 (b), when you have to use the army to fight your battles in the Parliament. That your struggling with finding proper solutions and also arguments to continue the Presidency. You are doing the President his handy work and trying to show loyalty. With talking like him, that he will kill and get rid of the opposition.

But if you think this is the way of enforcing rule of law and enact amendments, you need some serious counseling. You need some people around Anite, that can guide you and make you understand how a Parliament supposed to work. Unless you want to act like military leader, instead of being a part of the National Assembly, where you make the laws and regulations for all Ugandans.

Seriously, you should ask for a paycheck and envelope from President Museveni. Since, you are doing his work and for his continued Presidency. That you are clearly misguided and misunderstands the role of the army and the Parliament. Clearly, you want a law to be voted through the Parliament, you need something else than the army. Maybe a consensus and public support for the possible bill. Not spread fear of guns and ammunition. Unless, you want a coup d’etat!

Hon. Anite, is that what you wanted, take hostage of the Parliament and enforce the law. Instead of an ordinary vote of the possible motion and amendment. Have possible Parliamentary work, as they have readings of the laws, and the Parliament has to PASS them; so they can enforce the laws all in the republic afterwards. So if the Honorable Anite wants something passed, it should follow protocol and procedure so that the bill could be enacted.

Evenlyn Anite, you should know this and should work so the Amendment could be passed if you believed it. Anite don’t need the army to get a law passed, in Uganda you just need President Museveni’s approval. This law is fitting his paradigm and vision. So, it should be no problem, since the NRM MPs are already trying to find new ways of being loyal to Museveni.

Anite, you should never need the Army to pass a law and if you do, then the MPs and Parliament is front. Is that what you saying? That your ruling party and ruling regime should not need to use the army in this sort of activity. The majority of the parliament should easily get it done, but still you have to spread fear and wishes of misuse of the army. Clearly, that is your way now.

So please Anite, learn your craft. Learn it well, act with sense and duty for your republic. Instead, your misunderstanding your role. That you are saying this is proving a vital point. Anite, that you don’t have good reasons, other than cronyism for wishing this bill to pass. Passing an Amendment that gives life Presidency to Museveni. Seems like that is the outcome by any means.

And your strongly in favor of it Anite. So, it is time for you to stop your betrayal of the National Assembly and the Army. Time to ask yourself why are an MP and what your role in the Parliament. Since you should know better, but apparently you don’t!

Opinion: A Motion to unleash Mzee for life!

That the National Resistance Movement (NRM) Members of Parliament, the 250 MPs did this earlier today: “NRM MPs pass motion to table a private members bill to amend article 102b to scrap the presidential age limit” (NTV Uganda, 12.09.2017). So the NRM MPs has now decided that they will make it possible for President Yoweri Kaguta Museveni can become Executive for life. Life Presidency is the mission and to do so, since he cannot amend and cannot change his Date of Birth. Even if he tried to do so earlier this year. Now, the NRM MPs wants new suits and new perks, they want to eat more funds and prove loyalty to Museveni.

The NRM MPs has argued like this:

Ugandans have the capacity and freedom to choose the person who should lead the country as President in accordance with art 103 of the Constitution. The people’s freedom of choice of the President is expressed through regular free and fair elections and this right should be guaranteed and not restricted. If the voters do not want a particular person to lead them or they are tired of his/her governance style, they will reject that person at the time of elections and vote them out” (…) “The law is discriminatory against Ugandans who are aged 75 and above. Article 32 of the Constitution prohibits discrimination based on age and other factors. Members of Parliament and other leaders (except President and District Chairperson) do not have this kind of restriction. It is necessary that this imbalance is redressed as provided by the Constitution” (NRM Arguments, 12.09.2017).

It is rare that in a Republic like Uganda, in 2016 there are about 750,000 over the age of 65 year old. That is out of 38 million citizens, which means it is about 2%. So the discrimination cannot be serious, but the groups with little voice and possibilities are the youths under 21 years old is 69 % of the people in country. They are about 26 million people, which is a bigger group. It is special that the young republic filled with youths are caring about the age limit and making sure the 2 percentage of the people can get one title.

Clearly, it is not made for discrimination, it is cater-made and tailor-made for Museveni. That his own party and his own cronies are creating excuses to make a bill, a bill made for life presidency. Nothing else, the other words are lies or made to secure funding of their enterprises. To make sure the cronyism is staying alive. President Museveni will make sure the Constitution of 1995, be more drilled into. So that the Constitution is made for Museveni and no-one else.

That is the reality, not that its breaking news. President Museveni has been working on this and now they are trying let his die in charge. Become Uganda’s Mugabe, as noble as that is. To stay in-charge until he falls asleep abroad and his wife becoming vicious. That is what the NRM wants for their own. Peace.

President Museveni plans to change his DOB, because he is a SOB!

No-one has the powers to decide when their where born, that happen because their parents fornicated or it was Gods will that you we’re born. Still, President Yoweri Kaguta Museveni, who was born in Ntare, Rwanda in 1944, plans to change his “date of birth” (DOB). Because, if doing so, he doesn’t need to amend the 1995 Constitution, that puts an age-limit on the President!

Kampala — No bill seeking to remove the 75-year age limit on the presidency has been tabled but the head-butting around the issue is intense. When, on Aug. 07, President Yoweri Museveni’s staff posted a photo on his Face Book page mentioning him and a date in 1947, opponents to lifting the age-limit sprung into a Twitter frenzy. That is a ploy by the president to amend his birth date from 1944 to 1947, many of them claimed, thereby reducing his age by a solid three years, which would then make him legible to contest in 2021 without having to amend the constitution. In reality, they were calling in the fire brigade to switch off a light bulb” (Matsiko, 2017).

You can see, the man doesn’t have any quarrels or issues with misusing his powers, to even change his birthday, a day given to him like anyone else. He wants to amend his age so he can continue to rule, since he knows there will be issues with changing the article 102(b). No matter what, he still play around like he is an eternal god if doing so. He changes his past, rewrites it to fit himself and will use all tricks to become eligible for another election and 8th Term in office. Since he is just in his 7th term, but officially 5th.

I will say if he changes his date of birth, he is officially a “son of a bitch” or a SOB. Since, he uses all sort of maneuvers and put in gear his loyal minions in the National Resistance Movement (NRM) or NRM-O, even NRM Poor Youth to trigger their praise of the old-man. He will hire anyone who can be a shield and say it was their idea, but the State House clearly, sanctioned this sort of idea. This isn’t for building the state, but keeping President Museveni forever.

This is just insane, but fits the program of Museveni of late, it is all about his possible continuation of office. Not for some real progress, the steady progress of the republic. That comes in-second.. or in third. Since, now President Museveni is an SOB if he changes his DOB. Peace.

President Yoweri Museveni Age Con-undrum!

It is strange how this becomes a thing, how these sort of things suddenly means so much. That is because someone loves to rewrite history and also his own. Since the Age Limit of the Presidential Candidate is fixed in the 1995 Constitution and Article 102(b). Which states the age that a President can have when running. For the old liberation hero, or liberator are trying to liberate himself from his past and his age. So he can run without amending the constitution, even if he has already pigeon-holding it.

Article 102 states: “A person is not qualified for election as President unless that person is—

(a) a citizen of Uganda by birth;

(b) not less than thirty-five years and not more than seventy-five years of age; and

(c) a person qualified to be a member of Parliament” (Constitution of 1995).

So in Mbarara, St Luke Kinoni Church of Uganda, the archives there are settling that Yoweri Museveni was baptized on the 3rd August 1947. In the first edition of the Mustard Seed he himself remembers: “The third childhood memory I retain was when we were baptised, along with Mzee Amosi Kaguta and Esteeri Kokundeka, on the 3rd of August 1947, at Kikoni Rwampara. By that time, I was almost three years” (Yoweri Museveni, Sowing the Mustard Seed, 1997). If his memory is correct when writing in 1996/1997, then he would be born about 1944 and would be 73 years old in 2017.

Well, there are documents proving it difficult to know his age. He got married on the 25th August 1973 at Christ Church at Turnham Green in London. Where he married his wife Janet Museveni. At this document. At this document he was an Army Officer and bachelor at the age of 27 years. That means he was born in 1946. This would mean that with this document and some easy calculation, say that the President is 71 years old.

The the latest official document is the birth certificate of Mohoozi Kainerubaga Tubuhaburwa who was born on the 24th April 1974, where Yoweri Museveni was the father and the mistress Hope Rwaheru. At this document it said his birthplace was Tare, Rwanda, but also said he was 30 years old. Another different was his occupation, he was an Operative in the Uganda State Research Bureau. This means again he was born in 1944. To settle him again to be 73 years old.

So there is a few lies somewhere as the documentation of his life is seemingly showing different ages and times. So he is twice said to be born around 1944, while his marriage certificate from United Kingdom says something else. What is inspiring is that on 25th August 1973 in the United Kingdom as he got married to Janet he was 27 years old, but by the birth of his son Muhoozi, he became 30 years old at the Loitokitok General Hospital, Coast Province in the Republic of Kenya, on the 24th April 1974. All of this is inspiring how the President could be 27 years old in United Kingdom and in Kenya, in the year after become 30 years of age. Also, either he was an operative at the Uganda State Research Bureau or he was Army Officer. This again proves how the records are differing in quick phase.

His documentation even says he was born in Tare, Rwanda, so if it wasn’t for the coup d’etat and the bush-war. Than he would have been dismissed for his birthplace, but none will challenge him on that. Then again to be running for 2021. He would no matter how you see it be older than 75 years, by both admissions. Since you have to add the years in-between 2016-2021. So with being either 71 or 73. Means you will add 4 years to the tally. It means if he was 71 years old, means he is 75 years old in 2021 and the other 77 years old. Which means he is to old to run!

But it is allowed to question the paperwork and difference in it, as it is in such short time, such massive differences! Peace.

IGP Kayihura bans debates on “Presidential Age Limit” or the Article 102 (b) of the Constitution!

“Age limit debate is strictly in parliament, but not in schools or villages. It is supposed to be debated in parliament and should be among MPs,” he said” (…) “Kayihura instructed security personnel to work closely with the leadership of universities and students to keep law and order in and out of the campuses. “It was an embarrassment to security to see students carrying the coffin with the picture of the president in Mbarara. It showed there is no intelligence network in Mbarara,” Kayihura reportedly said during the meeting. The police chief also told police commanders to work closely with crime preventers. “You must work with crime preventers in your areas to make sure that you block local leaders from discussing the age limit bill with residents because the bill has not been tabled in parliament,” another source quoted Kayihura as saying” (Taremwa, 2017).

Clearly, if even a small mind like Gen. Kale Kayihura can understand the powers of his words. That only the elite and the selected people of the Parliament can talk about laws and extent of the powers within it. The constitution that binds the Republic and set the standard of all laws in the Republic. Are now under order by him to allow simply put talking about it or debated in villages, schools, surely in canteens unless an MP are present.

The IGP Kayihura is clearly showing arrogance and lack of understanding of the value of freedom of expression. He knows his intent and the extent of his powers. When he can take one of the most controversial and flamboyant changes of the constitution and push only to one venue. Like the bribed and subdued MPs would stand their ground and all defend the just cause. When their master, the same master that the IGP orders them to vote for his life Presidency.

This is supposed to happen in silence, not allowed to talk about and not debated is insane. It is beneath all common decency and what is seen as just. Certainly, age limit is a touchy subject, because with time Museveni will need as foreign health care treatment for his illnesses as President Mugabe. Therefore, the steady new Presidential Jets will come in handy and not only for showing off to his other totalitarian mates.

That the Police Force and their security organizations plans to block debates and talks in public about it is just bonkers. There are not anything sane about such a move and proves the volatile state of the National Resistance Movement, when it knows the people’s concern about this sort of provision and law. That only benefit President Museveni and the ones who gets paid to vote for it. This will only make more people outlaws, as the laws are more for the subject of President Museveni, than for the common good of the state.

This sort of measure only provides the totalitarian effort to pass a law for the sake of keeping the skeleton of NRM alive. Not providing more development or concern for service delivery. Since the delivery of this sort of constitutional amendment is only for the life of President Musveni. As it was when the Constitution it was amended to abolish term limits for the President.

Now if you become a group standing up against it, even if you’re a NRM Youth member or anything else. The Police will detain you and if you speak against the age limit, and they will hurt you. Since speaking against the age limit is speaking against the patriotic movement and the President. Who has all rights and reasons to stay in charge until his last breathe?

That is the message the Police sends. That the Police can within their means and functions to silence opposition towards a coming law. A law that is only for ONE man out of the millions living in Uganda. The Republic with this amendment only serves one purpose and one cause, the cause being Museveni and his lifelong Presidency. No succession or no change of Executive. Only him. Only him and no one else. Apparently, that is what the Police believes as well.

Since the MPs and Plenary, those sorts of debates is the only one allowed by the Police. The citizens has to silent and not talk, the debates at schools and in village councils are not allowed, this measure is supposed to stop the controversy and let it go away. Instead, this sort of act shows the lack of morals, common sense and even core freedoms that are now swept away, because the President needs it to be so. With the help of Police Force who enforce his rule.

The IGP Kayihura have tried in the past to lecture media how to work, opposition parties how to conduct their party functions, and the newest steer public agenda. The Old Man with the Hat is clearly ordering him to do so. So now the talk of this will not be in the open, but behind closed doors in people’s homes. If people get the wind of it in church or in a pub, it might get rumors that spreads to a Crime Preventer or a Police Officer, who will detain the fellow who did the forbidden: “speaking about the old man and his will to rule forever”. This are our days and times. That is the price of oppressive regime of the NRM and President Museveni. Who has no issues with silencing the people for his own gain! Peace.

Dr. Kizza Besigye’s advice for termination of the NRM!

If you ever want the clear advice to bring down the dictatorship of President Yoweri Kaguta Museveni, who now acts and lives like he owns the Republic Uganda. Than if you want to get rid of that and want to use the advice of Forum for Democratic Change founder and former Presidential Candidate Dr. Kizza Besigye. Than his words and inspirational words should be for you. He explains the whole story and the whole theft of the state and how it was built around the President. How Museveni has taken all the institutions and the state is embedded with him. But that we already knows, therefore I have taken the part that people should listen to and use. The true defiance and defy the Museveni state, so that there are possible a peaceful transition from his rule. Where the state doesn’t belong to Museveni or the Movement, but to the people. The Citizens has a government who cares about delivery and not if Museveni get an expensive enough airplane or helicopter. Take a look!

Regardless of what the regime does, the people of Uganda are definitely closing in to take back their power and embark on a TRANSITION to a new dispensation.

The NRM/Museveni Junta has no legitimacy to amend the Uganda Constitution as it’s planning to do. This will be an activity of the TRANSTION PROCESS.

Immediate task: Termination of the NRM/Museveni Junta:

The following needs to be done to terminate the Junta’s control of our country:

1) Intensify the “awakening campaign”, for most Ugandans to become active in the processes of achieving a transition. Everyone has a role to play in achieving this.

2) Forming activist networks to make it possible to act together and to be coordinated.

3)Everyone seeking a democratic transition should take deliberate actions, individually or in concert with others to disempower and break down the Junta. Each one’s actions, however small, contribute significantly towards the desired change.

4) Public servants, including those in the security and military are called upon to join the struggle for democratic transition.

5) In coordination with other political and civil society formations, we’ll soon start various activities that will disempower and bring the, now fragile, Junta to an end.

The transition:

A transition process will start when the Junta ceases the control of the state- either, through popular actions or a dialogue process.

The key activities of the transition period are:

1) Government of National Unity.

2) A comprehensive review of the Constitution.

3) Rebuilding State institutions to ensure transparency in recruitment and a national character, a high standard of performance and public accountability; non-partisan character; high standard of discipline and professionalism etc.

4) Truth telling, justice and reconciliation.

5) Free and Fair elections” (Dr. Kizza Besigye, 11.07.2017).

The acts of defiance and trying to coordinate the powers to be. Make the state dissolution over the citizens who doesn’t act upon the oppressive measures dropped by the central government. That they does what they can locally to make changes to the state. This done in demonstrations and stop using the state based operations that makes the NRM regime so rich and can rig themselves into power. That they follow a leadership similar to Besigye and other who trying to dismantle the Presidency. For the simplest reason of getting democracy and getting rid of the dictatorship of Museveni. These words of Besigye should be seen as the guidelines for the patriots and the ones who wants the Republic run by elected men, and not selected men by the NRM. This is how it is now.

The NRM acts like they own the nation and the state, the State is controlled from the State House and the orders are from there. There aren’t anything done without the State House involved, that isn’t a healthy state. That is a Banana Republic and an undemocratic state where one-voice control it all. There is time for change, it has been a long time for change. This cannot only be done by the freedom fighter Besigye, but has to happen by the will and acts of the people. The people have to say, enough is enough. The impunity, the theft and the ignorance of needs of the people is enough. Time to stand-up and be together in the struggle for just ice, liberty and accountability. For a regime who wants to deliver government services and also give taxation with representation. Something that isn’t done now by this government and the President. Peace.
