






Now that Mathias Mpuuga MP has released his statement. It is clear that he will defy the recommendation and the request of the National Unity Platform (NUP) to step down as Parliamentary Commissioner after the revealed leaks of eating.
That eating his defending as “votes” and as “duties” or “voter funds” which is bound to the office that his residing in. Therefore, it isn’t unjust of him to get the additional funding or the “service awards” that been publicized.
Mpuuga MP wants the cake and eat it. He wants all the spoils and no scrutiny. Neither does he wants to follow Party Procedure or Protocol. That shows that his not adhering to the principles or the ideals of the NUP Party. As his message is that he intends to eat alone and gleefully, as it is part of programme of the Parliament, which is where he serves.
Mpuuga MP don’t mind that it has a bad aftertaste or is bitter. No, he intends to stay and deflect from the message of the NUP Party yesterday. Even making a mockery of it, as the document that was published wasn’t signed by anyone. Like that changes the message or the tone of the party. A party where he is the Deputy President of the Buganda Region and was the Leader of Opposition under.
Now he is willing to double-cross NUP for own personal gains. That’s the message I am getting. This from a man who has defiantly been in the trenches and fought as an activist in the past. The man that did that for A4C isn’t the same man today. Mpuuga has changed and not for the better. He intends to stay and reluctant to budge.
Mpuuga still haven’t answered directly about the “service award” or the ordeal itself. Seemingly deflecting the matter and calling it a “family affair” what is happening to him. Like we are supposed to think this is internal drama in the party and his the victim.
His a man who accepted the fate and the fat envelopes. A person who gladly enjoyed the perks and the institutionalized rot of the Parliament. Now that is being exposed and his one out of plenty who does it. Still, that doesn’t make it better… especially when he in his role should be a contrast to the Mabaati thieves and others who skim of the top. That’s what he did too and it’s wrong.
Mpuuga MP cannot hide behind beautiful and articulated English. No, his just a man who has been caught red-handed and doesn’t want to be held to account. He is fine doing the bidding and acting holier than though in regards to others. However, for himself… not so much and not even adhering to the plea of his party. That’s saying something.
This isn’t a good look. It isn’t just bad publicity. No this is self-destruction of character and all integrity.
Mathias Mpuuga seemed like a fella you could respect, but with time that all withered. He isn’t what it seems and he got corrupted. As a person, his not accepting it, but we all see it now.
There is nowhere for him to go now. He should have resigned and carried his load. However, he hope people forgets and that the Party won’t go after him. Peace.



The former Leader of Opposition and now we have to await if he will leave the Office of Commissioner of Parliament. That is happening within months apart. The Masaka MP from the National Unity Platform (NUP), Mathias Mpuuga is now in trouble.
Mpuuga now have to answer for the sudden pay-off and “service awards” that he gotten as a Leader of Opposition and Commissioner is questionable. This shows that he used his office and role to gain monetary gains. That isn’t shocking, but shows that he took his hand into the cookie jar. There is no difference between him or others who eats of the state reserves.
The 500 million shillings in addition to the salary of MP and other perks he gotten. The LoP one is giving a person additional funds. There is an incentive and a reason why people wants to have titles in the Parliament. That is a way of getting pay-offs and envelopes for doing their initial job. They just shows up and getting well compensated.
Mpuuga had already all of it and still wanted more. The NUP party is within its right to asking him to resign as Commissioner. That we haven’t seen from the Government and their scandalous Ministers. They haven’t done this to the Mabaati thieves or others who has done shady deals in their ministries. No, they only get reshuffled or loose their office when they are charged or become an official felon. Until then… they can walk and only been shown for publicity and temporarily fall guys, which later return to office without a scratch.
The NUP has done something commendable. They are now putting the weight and the lifting on Mpuuga himself. A man who has lectured and talked righteous. Now he has to show that he has the heart and the conscience to act correct. That is hard… especially when everything is on the line. The man can easily bury his whole career.
He has possibly destroyed his legacy and his name by taking the 500 million shillings. As he sold his soul and traded his integrity for the “service award”. He has fought on the trenches and been a vocal activist in the Activists for Change (A4C) before joining TDA/DP to become a MP. Later he crossed from DP to the NUP and got re-elected as MP.
Now he has answer for his sins. He knows he was already eating and still he used his office to gain more. As an MP and LoP he was getting a lavish lifestyle. There are reports that he hired side-dishes and other familiar faces to work around in Parliament. If this is true… there is no difference between him and the ones he supposed to fight.
Mpuuga cannot run away from the dragon he has created. That dragon can burn anything around him. This is a beast he created and now it will destroy him. It doesn’t matter how technical or wise Mpuuga is. He let greed, nepotism and misuse of power to corrupt him. That is tragic, but a fate he decided to do. Especially, when you wanted to be a difference then the ones in power. You became just like them and took advantage of opportunities in front of you.
There is nowhere Mpuuga can hide now. The cat is out the bag. Not like his the only one in the 11th Parliament doing it, but he should have known better. Because, integrity and character can be destroyed in mill i-seconds. That what happened here and he accepted it too happen.
Mpuuga can be vocal and be defiant against the will of NUP. Then he just shows that he was corrupted and wasn’t for the cause. If he steps down. He does the right thing, but what he does from here needs to reflect the message he has sent over the years.
It is time for him to reflect and adjust. He has been corrupted and destroyed himself. No matter what happens now.
Mpuuga will not be as respected or honoured as he was before. He showed what sort of man he is and what power does to him. As a person he could have turned things down and been more righteous in his way. However, he accepted the envelopes and traded whatever office he had. Peace.




“We also have this Nalumansi (Kinyamatama), as if she went to Parliament for prostitution. She is wicked. For they have rendered Parliament useless. We expect you to send better MPs that these ones” – Francis Zaake Mutebi (09.10.2023).
The combative and firebrand Member of Parliament Francis Zaake Mutebi are in trouble. It isn’t news that Zaake MP gets into legal jeopardy. As a MP who is loyal to Bobi Wine and been a part of the People Power Movement. He has been a voice of dissent and vocal opposition who is now part of the National Unity Platform (NUP).
Zaake isn’t maybe everyone’s tea. I don’t deny that, and his ways aren’t always conventional. Regardless of just that… Zaake MP should be allowed to speak and address MPs from the other side of the aisle. In a public rally and when a politician speaks of its opponents. We are used to harsh and undeserving rhetoric. That is common from the government MPs and cabinet members when they speak of the opposition. We have seen that and regarding Zaake MP this is no difference.
Yes, some might use the gender card here and say his belittling a woman. While that is partly true, but he spoke ill of someone who would easily spoken bad about him. We have seen how government spokespersons and people associated with the government speaks of the opposition. The rhetoric of the President and his patronage isn’t graceful in their words about the opposition. Calling them insects and parasites. While that is vile, but it is what is happening. This is why Kinyamatama MP wants to hurt Zaake MP over his words. She should use the same energy towards allies and even His Excellency. Because the NRM and their government haven’t spoken saintly in public about others.
Just read what she wanted yesterday:
“My prayers are that the Hon. Zaake is subjected to a thorough mental examination at any of the national mental facilities to ascertain the mental state of the member given his conduct in and out of Parliament. Hon. Zaake will be suspended from Parliament and all its premises and the rest of the session for the 11th Parliament” – Juliet Kinyamatama MP (13.02.2024).
This is revenging Zaake for what he said last October in Rakai. That’s what this is and humiliate him. Not only that but totally take away his office and use his utterings as a tool to take away his role in Parliament.
If Kinyamatama MP was sincere and understood her role as MP. She would have addressed him outside of Parliament and undermined his rhetoric there. Especially, if this was reputable or a true depiction of her. Heck, she could have sued for defamation. However, there is a burden of proof and she would need to show the damage his utterings has done. Nevertheless, that isn’t needed in a Committee in the Parliament. Therefore, she earns more currency going after Zaake MP there.
Zaake MP is already a victim of targeted attacks on his character and roles in Parliament. He is one of them who is gone after and easy target too. People seem to understand and just expect that to happen to him. His just one of them leaders who can be touched and punished without any justification. It is just because of his association with Bobi Wine and a vocal opposition MP. That’s all that matters and in this regard. The same sort of tune rings.
I would have respected Kinyamatama MP if she would have retorted and answered with a voice of reason. If she would have done so in writing or done so in a public rally too. That would have been fitting. If not she could have done so on NBS Frontline or similar program as well. Because then she could have answered Zaake MP heads-on in public. So everyone could see… and get her view on the matter.
Now its yet again a matter of the August House and she’s avenging him. That’s what is evident here and it’s a waste of public resources doing so. She’s trying to take Zaake MP down, because she’s butt-hurt by what he said.
Zaake MP wasn’t righteous in his wordings and could have handled it with more care. However, there is little proof of value or parliamentary work from Kinyamatama MP. She is only known for trying to take down Zaake MP, which isn’t why the people of Rakai voted her in.
This just shows that Zaake MP is a victim of his own high profiled role. That someone as Kinyamatama MP can distort his future. Her prayer might even be answered by the Committee and become a vote in a Plenary Session. We know there are people who want Zaake MP out and gone. Therefore, we shouldn’t be surprised if they would do that too.
It is just tragic that the August House is wasting time on this and not what people needs. Peace.

“Deputy Speaker Thomas Tayebwa has been forced to adjourn Parliament until next week after some MPs attempted to assault Zaake accusing him of making defamatory remarks against Kinyamatama, thus prompting the Opposition MPs to shield Zaake from being lynched. When the NRM Female MPs saw Zaake exit the Parliament chambers, they ambushed him in an attempt to beat him up, but the Seargent at Arms & some Opposition MPs rescued Zaake and moved him out” (Parliament Watch, 12.10.2023).
“MP Juliet Kinyamatama has accused fellow legislator Francis Zaake of defamation. This forced Deputy Speaker, Mr Thomas Tayebwa to suspend Parliament for 10 minutes. “Let that video be played, I want the world to see what he said, why are we covering evil? An attack on a woman is an attack on all of us as female MPs. I have been keeping my cool, but I want this house to see what exactly happened. We can’t cover men that don’t respect women. I can’t be called what he called me,” Kinyamatama said on Thursday” (933 KFM, 12.10.2023).
Whatever Francis Zaake MP does… gets him into trouble. He cannot act as an politician and be active. If the National Resistance Movement (NRM) gets their way. They will easily banish him from Parliament and this is the latest move.
The Speaker and others has already tried to muffle him. They took away his role as Commissioner and haven’t allowed him to return. This is happening after the courts has re-instated him. So, it is convenient that it happens now.
Zaake MP is a politician from the People Power Movement and a close ally of Robert Kyagulanyi aka Bobi Wine. A man who has been tarnished and been looked down upon, because of his loyalty and that his such a firebrand in the National Unity Platform (NUP). They wouldn’t have gone after him this much, if they didn’t fear what he represents and who his associated with.
Because, yes the words he used in Rakai district wasn’t beautiful. They were harsh and derogatory. However, if the Woman MP has such troubles with this. Why don’t she speaks to the President who has called the Opposition for “cockroaches, pigs, parasites” and the list goes on. He has talked about crushing and ending it plenty of times. In fashions and means, which are much more harsher than what Zaake MP ever was. Therefore, if the NRM wants to lecture anyone. Look at your master and what he says.
Yes, the words can hurt and yes they can feel critical. Regardless of that, the Kinyamatama MP is issuing motion to vacate the Mityana MP and calling for a recall. That is censoring his words and stopping him from acting in his best interest. This is something she wouldn’t allow herself or her members in the NRM. That’s why you know his a pawn and they hope to take him off the board completely. It’s how I perceive it, because nothing else has worked.
Zaake MP is a target and has been one. That has been obvious for years and he has been in the firing-line by association. He has dared to be on the barricades and has gotten little for it. Except a lot of pain and hardships.
She herself should be careful and she wasn’t acting in good faith either. When they inside the chamber today tried to lynch him. Who in their right mind does that? Especially, when the MP just issues a motion and wants her case heard like this. When we know the Parliament is in favour of going after him after all. That’s been done once already in the 11th Parliament and this would have been the second time in this term alone.
The Rakai District MP should ask herself… can she always carry her words and her actions? Will she always act honourable and not say something out of spite or order? Especially in a rally or to crowds to spread a political message? I doubt she’s that sort of person… when she can easily start lynching and call for his demise on the steps of Parliament. Like she is the voters of Mityana district. They are the ones that voted him in and they are the ones his responsible for.
While Zaake MP has his antics and has to be responsible for them. There are civil court cases that matters and not having plenary sessions discussing this. Unless, the August House has become a place for petty infighting and intrigue. Not a place of government business and legislation. Because, there are plenty of tragedies and needs that isn’t met in the Republic.
However, the Rakai Woman MP is more important than government business. That’s why the Plenary Session had to be ajourned, as they was so close to lynch Zaake MP. It is just tragic how things are operating and done in the chambers. They are just violating on the turf, but trying to implement the outstanding rules for others on the outside. Rules and ethical codes we know the NRM wouldn’t bound themselves by. Because, that would mean the President had to bite his tongue and talk more softly. Alas, that will never happen. Peace.

“Those actions should never be repeated because they have no space in law and common sense. We aren’t going to look on as we see politics become vulgar and NRM is happy about disrespecting our party offices, including stopping the opposition from doing a simple act of humility which is prayer, and in their warp wisdom, praying is an illegality and therefore we need their permission” – Leader of Opposition (LoP) Mathias Mpuuga (11.10.2023).
“This morning, the Opposition Caucus convened to chart a way forward following yesterday’s walkout from #PlenaryUg. We reiterated our demand that the regime offers an explanation in regard to the continued violation of the rights of various Opposition supporters and leaders as well as the seige on NUP headquarters. We also demand that the government apologises to the Opposition parties and the respective leaders for the brutality and other violations. We also demand that the perpetrators be brought to book plus a commitment from the government that such violations will not be repeated” (Mpuuga, 11.10.2023).
The Leader of Opposition is right that the actions of the government is wrong. The authorities are in the wrong in the way they are kidnapping, arresting, keeping civilians incommunicado, charging in military court, besieging NUP Headquarters and even house arresting Robert Kyagulanyi aka Bobi Wine. All of that is wrong and the National Resistance Movement (NRM) continues to thrive on it.
The state has monopolized violence and it has no issues to orders that reflects just that. They have no bounds or no end to the brutality. The state just continues to serve the dissidents, the detractors or the ones who opposes it. That’s what it does and it has perfected it over the decades. The drones is known for a reason and families don’t know where their loved ones even are. That’s the state of affairs and it will not stop.
The NRM will not beg for mercy or give a plea, because if it does.. it will say that it knows its wrong and they are acting outside of constitutional order. Which is beneath its character, especially when the President is so proud of that constitution. That is one of the few achievements that still exists to this day. He can not be in defiance to his own laws and regulation, which is what he does and he has no scruples doing so.
Mpuuga knows all of this and it seems like publicity. We have seen the threats of not participating or being parts of the plenary sessions. That haven’t done them any favours and only been a useless protest. The same will come out of this one. Especially, when the NRM and their allies will have a majority. They don’t need the opposition or their MPs to get things done in the August House. That is deliberate and they are minority by default. Therefore, the LoP is bound to loose either way.
He does this… because he doesn’t have that many cards to play with. Neither is there lots of wiggle room. They won’t loose much or the stakes aren’t that high. Yes, they get to display their grievances to the public. However, they are losing out on debates and the business of Parliament. Therefore, there is nothing to gain here. Only being useless and the MPs should be better.
They are already in pickle by participating in the “multi-democracy” that Museveni has created. The hybrid regime that are hallow and in the end is in the hands of the President. They are just his puppets and when he plays the music they got to dance. That’s the story and they will sooner or later return to Parliament. However, the kidnappings, torture or extra judicial killings will not stop.
It haven’t in the past and it will not happen now. There is no leverage or reason for the regime to stop this practice. As long as they can get away with it and bear no consequences of doing so. They are above the law and can be lethal. Therefore, the LoP is cornered and can only do these theatrics.
It won’t amount to anything and sooner or later he will dance to the tune of the dictator. Because they are in his web and he can sting at any given time. Peace.

“Update: The Constitutional Court has quashed a resolution by Parliament to suspend Mityana Municipality MP, Francis Zaake, from the position of parliamentary commissioner. This decision comes after the court ruled that several parliamentary rules of procedure were illegally suspended. These suspensions included amending the order paper to include a resolution to expel Zaake from the commission” (NTV Uganda, 28.09.2023).
“UPDATE: Court has rejected Speaker Anita Among’s decision to remove Mityana municipality MP, Francis Zaake as a commissioner on grounds that she offended the rules of natural justice and had no quorum in Parliament.” (UBC Uganda, 28.09.2023).
In March last year the Speaker and the Parliament itself removed Francis Zaake MP as the Parliamentary Commissioner. That was done in a vendetta against the opposition MP whose a staunch ally of Robert Kyagulanyi aka Bobi Wine. It isn’t the first time his targeted and won’t be his last, as long as his an elected official in the National Assembly.
I’m not shocked to hear today that the Parliament and the Speaker didn’t follow protocol in concern to the removal of Zaake MP. That was done out of spite and with haste. Just to send a message and show the Opposition who was boss. It wasn’t done out of righteousness or within the rules of the Parliament. No, just a public disregard of the rules of engagement, which is ironic… when the Speaker is supposed to adhere to those and ensure the plenary session are going down accordingly. Alas, that wasn’t the case.
So, 17 months after the act and Zaake MP is vindicated. His not re-instated or gotten back his office. No, his still in the dark and without a way to turn. The Constitutional Court has taken his side and his argument won the court case. However, the Parliament and Speaker will take this slow. They will digest this one and I don’t expect them to rectify their mistake.
Even if the Speaker should send him a letter and have a session where she asks for his forgiveness. That would have been in order after how it went down. She should humble herself and beg for mercy. Because she wronged this man and didn’t act like she should. That’s why he was kicked out and it just shows how tarnished the 11th Parliament is. When someone can act like this and get away with it.
The Speaker has a job to do and especially if she wants to be honourable. Not only in her title, but in her actions. That’s all up to her. We know the verdict and I don’t expect the gentlemen of the House or the Speakers to re-instate him. Yes, on paper he should be there, but knowing how things are. Well, I wouldn’t put it past the Speaker or the Deputy Speaker to let this one slide. They will put forward other business and hope nobody notice. That’s how they roll and they are not people who can take it on the chin. It is beneath them and only others are to comply with their reasoning.
That’s why even in victory Zaake MP haven’t won. Yes, he did it in Court, but the Parliament is still the same. The same people who impeached him and took is office is still there. The Speaker who was vindictive and who acted out spite is there. She will not relent and doesn’t have the moral backbone to reconfigure things. Even when she’s in the wrong. That is not in her character or her modus operandi.
Speaker Among will act like the Supreme Leader and the Wise One. Even when it is not true. She will act like the most powerful one, but she’s not. That’s just how she acts and how she operates as Speaker. Instead of serving, she’s is ordering people around expecting them to obey. However, she will not comply to this Court Order. No, that’s not happening….
She should go to the Office of Zaake MP and ask for forgiveness too. Nevertheless, we know that will never happen in a million years. There will be earthquakes, Biblical plagues and other misgivings before that happens. Peace.
