Namibia: Official Announcement of the Final Election Results for the 2019 Presidential and National Assembly Elections by ECN Chairperson, Adv. Notemba Tjipueja (30.11.2019)

Namibia: Awaiting cooked results from the ECN on the 27th November 2019 Elections

The 27th November 2019 Presidential Elections of Namibia is already contested, because the counting is going on as we speak. The Electoral Commission of Namibia (ECN) have been doing the tally ever since the polls was done and three days later the official announced results aren’t out. Just the preliminary results.

That means the main contender, dr. Panduleni Filemon Bango Itula, the Independent candidate lost to incumbent Presidential Candidate Hage G. Geingob from the South West Africa People’s Organisation (SWAPO. The independence movement and liberation party of Namibia. His the third President since the liberation and this would be his second term. As his been in office since 21st March 2015.

What is really rich, as there been hours since the ECN released a preliminary results, where the incumbent was ahead, but his already on Twitter announcing his victory, as the ECN haven’t delivered its final verdict. The announced final results aren’t out after three days and seems like the Election Officials will work until 1st December and start of Advent before the proclaimed numbers are out. That shows the reality of it all.

That the Namibian authorities are cooking the numbers, when the ECN needs this long time to deliver a verified result. When they need the data-set, the sudden changes and fix the numbers to make sense. This because they are cooking the books, to ensure the incumbent and SWAPO dominance in the Parliament.

For counting the possible 1,3 million voters, this is outrageous long time. Even if some rural areas lack the good internet connection and whatnot, that the Electronic Voting Machines (EVM) crashes or something. That is the sort of things, that just happens and the handwritten forms should justify and verify, if the technical devices doesn’t work as its supposed to do. Therefore, that is an excuse and where the algorithms comes in and crushes the numbers, which usually hits the needs of the incumbent.

What is ironic about the EVM is this: “Direct recording electronic (DRE) voting machines with and without voter-verified paper audit trail (VVPAT)” (…) “The EVM is meant to enhance the conduct of fast, reliable, free, and fair elections in Namibia. In this regard, the EVM retains all the characteristics of voting by ballot papers, while making polling efficient and expedient. It is fast, reliable, saves considerable time, money and personnel power. It also maintains voting secrecy and is tamper proof. At the end of polling the results are automatically available through the press of a button” (IDEA, 2019).

This here says what the EVM is supposed to do, which it doesn’t do. For the 1,3m voters, it takes 500,000 each day or so. The technology of EVM and the VVPAT is clearly not fast and reliable. The ECN just using the EVM to mask what its doing. If not, then they could have released the results before 48 hours. But the longer it takes, the more chefs are making the dish ready for the Head of State, nothing else.

These results and the pronounced results when they come for these elections will be challenged in the Courts. As this sort of questionable work will be tested, hopefully all parties work together to have liable proof and evidence of the rigging. The rigging doesn’t seem unreasonable, since the ECN and the SWAPO needs positive and winning results to continue to prosper and rule.

Let’s see how this goes. Peace.
