Two Problems with SGR: First the Cost of Phase 1 and President Kenyatta cowardly blocking of Gov. Joho!

President Uhuru Kenyatta is a coward for not letting the Governor of Mombasa County, the Orange Democratic Movement leader Hassan Ali Joho attend the launch today of the Freight Train at the Port Reitz Station in Mombasa. It seems the Jubilee Party cannot handle opposition and has to freeze them out. Even as the launch of the SGR was happening, the Police escorted him away.

Maybe because the Chinese wrote this about the Kenyan Railway:

Kiraithe added that the government, through the ministries of finance, transport and environment, hasbeen heavily involved in accelerating the completion of the SGR built by the China Road and Bridge Corporation.“But the infrastructure is for Kenyans and has been achieved to improve our living standards,” Kiraithe said. In 2013, President Xi Jinping and his Kenyan counterpart, Kenyatta, witnessed the signing of the memorandum of understanding on financing the Mombasa-Nairobi SGR. The Export Import Bank of China financed 80 percent of the project” (Morangi, 2017).

“I was among a group of people who wrote a letter to the president [Uhuru Kenyatta], specifically with regards to the value for money proposition,” political analyst Tom Mboya told RFI on Tuesday. At a staggering cost of nearly four billion euros–almost entirely funded by China’s Export Import bank– just for the first phase linking the capital Nairobi to the port city Mombasa, there is reason to be concerned, reckons economist Aly-Khan Satchu” (Okello, 2017).

The Presidency statement on it:

President Kenyatta, who was flanked by Deputy President William Ruto and First Lady Margaret Kenyatta, said every Kenyan should be proud of the Standard Gauge Railway. “I call upon all Kenyans whatever their political beliefs to celebrate, today we should be together holding hands in celebrations,” said the President moments after the cargo train pulled alongside the Presidential Dias waiting for the flag off. It was song and dance as choirs played patriotic songs apt for the moment. “This is the Kenya we seek and this is the Kenya we want our children to inherit from us and their children to inherit from them,” said President Kenyatta amid applause, cheers and ululation. President Kenyatta said the SGR will make the port of Mombasa more efficient and will enhance the performance of the facility where the Jubilee Government has invested more than Sh60 billion in the last four years” (Presidency, 2017).

By the Statement made by the Presidency yesterday means that the Government spent: 60bn times 4 Shs. 240bn on the Standard Gauge Railway. Still, the East African reported differently earlier in the month: “So far, Sh327 billion has been spent on the first phase of the railway between Mombasa and Nairobi and Sh150 billion on the Nairobi-Naivasha section. With a national population of about 46 million, every Kenyan is set to owe China Sh18,413 in SGR debt once the deal is sealed” (…) “The SGR has been President Kenyatta’s pet project since he came to power” (Mutambo & Omondi, 2017). So if this is true, than the Presidency are dropping different numbers than the papers. Clearly the government trying to look more efficient, than what they are in reality. This should worry since most of the building of the SGR are based on development loans from the Exim Bank.

Is this why the words of and address to this from Joho is so striking:

In the light of this, we hereby demand that

1. That the government release the terms of the contract with the Chinese Exim Bank, the details of disbursement and attendant relavant information

2. The Government of Kenya release all details of the Take or Pay contract between KPA and the financiers? What is the goods threshold and the responsibility of collection of the these fees.

3. Due to conflicting reports, the government clarify in details all charges related to goods and their destinations.

4. The government clarify the method of nomination of goods for rail and the point and implementation of charges.

5. The government clarify the extinction date of the Railway Development Levy on goods and come clean on the amounts collected since.

6. The government release the terms of the port concession, all monies paid and the details of the contract

7. The the Government clarify the details of site selection of Naivasha as a dry port. The feasibility study and the project appraisal report.

8. That the government release the “Willingness to Pay” survey of the goods for meant for railway and the feasibility report of the proposed Naivasha Special Economic Zone.

9. And that the Jubilee government show us their plan for Mombasa” (Hon. Ali Hassan Joho, 31.05.2017).

By all means the Governor of Mombasa wants to know the realities of the SGR, but that is something every single Kenyan deserves as this is the pet-project of Kenyatta. Kenyatta might be proud of Phase 1, but can the government carry the price of the trains and lines. Or is this is a stunt for development?

That the Governor was blocked from the Train Station that is opened in his county, as he was blocked from the relaunch of the ferries in March 2017. Shows that the Jubilee cannot handle opposition or their eyes on their projects. They are so initiated to represent the whole community, that if the community and citizens elects opposition. Than they are not allowed to enter public displays and their launching of projects. This has now been proven twice. That the Jubilee cannot handle NASA leadership or ODM party leaders. If they could than they would have entertained and made it possible for Governor Joho to be at the state functions as he is the local elected leadership of Mombasa county. Is that hard for the President and his deputy?

But the President and his Team is cowards who cannot even have the local government leadership at the launch of SGR at the Port Reitz Station. Peace.

Only in the DRC: President Kabila are now twice Registered for a Non-Existent Election!

Well, in the Democratic Republic of Congo, the one who is on his unofficial third term President. He is running the country on a new cabinet, but not on a new mandate. As per today, the Constitution isn’t allowing him to re-run. He was temporary before his first term for a few years. He was running the Republic without elections between 2001 and 2006. Than he finally got elected in 2006 and than again in 2011. He was supposed to have ended his term in 2016, but that train has passed it due-date by a few months already.

President Kabila is already 160 days overtime, he is 5 months and 9 days. That is well over the supposed time. That is not counting the days he was in-charge without an official election between 2001-2006. So he has a history of running the 3rd Republic without any mandate. That is what he does today!

So the first he registered for an election without himself at the helm was back on the wonderful day of 6th May 2016. It is easy to forget that Kabila did that on a computer looking smart and ready. Vigilant like always, the vagabond ruling Kinshasa and the provinces as well. Today on the 28th May 2017. He was doing the same maneuver. Registering himself for an election. This time without CENI having set any dates, any regulations or credentials needed for candidates. Therefore this exercise was more PR than real. Surely paid lobbyist Bob Dole and others, who are working to better the image in the United States can smile. Since this act will make it more sincere that President Kabila wants to honor the promises of the CENCO agreement of 31st December 2016. So twice now, Kabila has registered himself to something he doesn’t plan to do. Because if he does, that means he loses and someone else will run it.

This is something Kabila knows and the world already knew. If the know the DRC and its situation this wouldn’t be surprising. At this point Kabila acts like he own the Republic and the Republic owes him a big deal. Therefore, he cannot leave and has no plans of exiting the throne that he inherited from his father. It seems like the time and present moment, that the instability and insecurity is also facilitated by the government. To create problems and make it worse. This to be able to postpone the elections and keep his ruling fist. It does seem plausible that by all means he wants to stay in power. Therefore, he has even been seen in the city of Lubumbashi with tanks in recent year, to prove to Moise Katumbi and his supporters. That this place is also ruled by Kabila.

I have no faith that Kabila will honor any agreement that doesn’t extend his rule. Not because he deserves to stay as the President. But because he has shown no signs of giving the mantle to anyone else or put some ready for succession. No-one has even been groomed, only people been doomed for wishing to become Presidential Aspirants, therefore they have ended in exile in Belgium. The nation that took DRC and built massive mansions on their looted fortunes. This is ironic, but the truth. Certainly, Kabila will not back-down and give-up quickly. He has no plan to give in. Opinion: President Kenyatta all tricks out against the opposition!

I call on Kenyans to reject propaganda by people who do not care about them”Uhuru Kenyatta (On Twitter – 23.05.2017).

I don’t know about you, when it is campaigning time and an incumbent candidate spread most likely only doubt about the leadership of the opposition, compered with the pledges and policies for the coming term. The Jubilee has been like this in this recent month. The Kenyatta and Ruto alliance have gone in districts after district telling how bad NASA is, but not come with important policies. It seems that it is more PR stunts than actual governance. That happening after a term under President Uhuru Kenyatta, which isn’t showing strength, but weakness.

Therefore, now in midst of the run-up to August polls, the President comes with these sort of claims. Is saying that the NASA leadership and Independents are not representing or caring about them. This from a government who didn’t hold their promises to the Health Care Worker’s, Teacher’s, National Security, Corruption, Food Security and the Economy. There are lacking governance and more cartel politics than ever. As the subsidized food and the planned food shortage are hitting the ruling regime. The Jubilee wanted to be heroes, but all of the signs seems like the Sugar and Maize cartels collaborated with the party. So they could pay them for keeping the maize and then selling it expensive later. Than also could make it seem that the Jubilee would save them.

With this in mind, the Jubilee believed they would look like saviors and great men of public service, coming with aid of Unga and sugar. Just happening months ahead of the polls with 90 Bob’s Maize. Because it wasn’t NASA together with their leadership who decided this. Since they just spread propaganda and doesn’t care about them. This is what initially the President is saying. While his own actions together with his party has been reckless. The added debt without much progress will also be an issue for the coming governments, as the added interests and charges on the debt will also rise. Especially with domestic and international debt that the Jubilee has gained in their time.

Kenyatta should be careful to call for propaganda as his own PR ministry and his party has hired many sorts of agencies to massage his message, his own public relations and his tone in this election. Therefore, he is trying to fix the words and his experience to be likable again. Seemingly as the Jubilee are praying for the goodwill of the citizens and that they still believe in the project. Even if it doesn’t seem to be any project that are evident. Except that the Jubilee needs power and wants to have power, by any means, whatever that means.

There aren’t anything enlightening thing to say after all these years, the promise of fresh-blood and second generation Kenyatta has dwindled like a big stone in water. It has just been sinking deeper and deeper, month by month. The promise of Kenyatta and his cabinet was astonishing, even bigger in some regard than Mwai Kibaki became President. An Kibaki even hired John Githongo as the Anti-Corruption general, so there been cabinets and Presidents with hope. But it seems when the politicians in Kenya get into power, they all want to eat. They all want to find schemes and tricks to gain not only political power, but get paid.

The same can be said by the Jubilee, the leadership of Kenyatta has really eaten and their diet has been expensive on the state reserves. The inflation and state of the economy has taken a hit because of this. The grand promises of 2013 didn’t come, the vast improvements and developments hasn’t arrived. Therefore, the Jubilee and the President shouldn’t claim the others doesn’t care and only spread lies.

Our fathers fought bravely. But do you know the biggest weapon unleashed by the enemy against them? It was not the Maxim gun. It was division among them. Why? Because a people united in faith are stronger than the bomb”Ngũgĩ wa Thiong’o in the ‘A Grain of Wheat’.

Well, you came and eaten, now you expect to eat for another term. Peace.

My honest letter to the newfound peacemaker President Museveni!

Dear Sir, His Excellency (H.E.) President Yoweri Kaguta Museveni!

Though I am surely not so dear to you, I am sure if you we’re ever to read one of my pieces. I would end up in Luzira or even Nalufenya, in a dungeon not seeing daylight before my mind was weaken and my thirst for liberty and justice was all over. That is what would be my ending, if you got your will. As many others who has questioned your rule and your power. They have lost their days and their lives, they have been detained and been tortured. This is something you know and done your orders. That is well-known.

So the last week has boggled me, how you at the time taking the Chairmanship of the East African Community, which goes between the Member States. Therefore, your place there after the Tanzanian President Joseph Pombe Magufuli isn’t shocking. What is more important, is the stages of your concern of the nations around you. How you suddenly want to invest your time and urges to change and give hope the republic’s around you.

That you travel on credit to London to talk on AMISOM and possible peace in Somalia, than later you travel to Tanzania and discuss the sanctions and say the EAC should be able to solve what is in-house, and today you are in South Sudan, giving advice on National Dialogue there. You are certainly occupied with other nations troubles.

In London, United Kingdom on the 12th May you said: “However, our strongly held view is that it is not enough to check Al-Shabaab. Somalia must heal completely and stand on its own feet. In our view, there are a number of bottlenecks that stop the complete healing of Somalia” (Museveni, 12.05.2017). In Dar Es Salaam, Tanzania on the 20th May you said: “Burundi is our member and no action should be taken against it without our input. Our house is our house” (Museveni, 20.05.2017). Today in Juba, South Sudan you said: “Within the party, speak frankly to each other. Reach decisions by voting or consensus. Raise issues by having regular meetings in the party. Insist on having meetings in party organs. Never use force. Violence should be a means of last resort” (Museveni, 22.05.2017).

That you suddenly are the grand peacemaker is weird, the man who done his thing civil-war and coup d’etat in Uganda, you have been involved in two wars inside the Democratic Republic of Congo, you ushered the rebellion and ruling party of Rwanda Patriotic Front/Army in Rwanda. You have sent your army without mandate into South Sudan. The other mandated forces has been operations against Lord Resistance Army in Central African Republic and the African Union Peacekeeping Mission in Somalia (AMISOM). Also, being hired security agents without consent of parliament in the Equatorial Guinea. I am sure you have used them differently, like lately the UPDF helping mission for the SPLA in Bieh State in South Sudan in April 2017. So the use of army for your own gain and the foreign exchange is also well-known.

Therefore, that you suddenly speaks of peace, negotiations and of consensus, it must be a lingo you dislike. As you yourself want to get rid of opposition in Uganda and want only the one who agree with you. Therefore, that you advice President Salva Kiir Mayardit to talk consensus, while in Buyengo Sub-County on the 9th May you said: “I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.”(Kirunda, Nakato & Katabulawo, 2017). So it is not like you believe the words you said in Juba today, aye? It seems more like a ploy and pigment of imagination, since you need to say this to look wise for the world. But we know that this isn’t the real you, you don’t believe in consensus, you believe in your vision and doesn’t trust anyone else, but yourself.

That you speak of violence as last resort, what about all the tear-gas as the opposition? What about all the harassment of them? What about all the ones detained for their political affiliation? Than, I also have to ask, why did all of the innocent had to die in violence in November 2016 in Kasese? There are so many questions, you should also answer for detaining all the kids of suspects in the killing of AIGP Andrew Kaweesi? If you doesn’t want to resolve with violence, why is the Flying Squad and the UPDF so quick to spread fear every-time there is ballots and elections. Why did you send the fighter airplanes to fly over Kampala on the days after the Presidential Election in 2016? I ask these questions since you tell people not to use violence, but speaking frankly; which I am doing to you now.

So with your history of violence, your love of guns and militarized government. I have little or to be honest. No faith in your mediation. Mr. President you have no character of trying to make peace. You have only made war and stifled your opposition. Therefore, very few of your adversaries are still alive. Most of them is gone, as well as the UNLA mates are gone and others who has stood in you way.

President Museveni, a leader and Commander-in-Chief since 1986, what sort of history and guidance can you bring from you experience and reasoning inside the Ugandan Republic, to build bridges in Burundi and South Sudan? Other than, bring the Special Forces Command and blow the possible enemies to pieces, Mr. President is that avoiding violence? Or throw tear-gas at consultation meetings of Opposition parties, is that mediation and consensus, Mr. President?

I am just asking because this is your advice… your own advice to the fellow brother in South Sudan, Somalia and in Burundi. Kinda hard to follow where you reside and run the nation, aye?
