You can go back to 2013, when Ham Enterprises pitched the Nakivubo Stadium to takeover for the vendors at Owino Market or the Park Yard. Therefore, the actions of President Yoweri Kaguta Musveni calling out people is outrageous. As Bosco is forgetting his own business-deals and agreements that directly interfered with the Kampala Capital City Authority (KCCA) and City Hall. All of these had to comply, as the buy-outs of the vendors and the lack of possible movements, the building of the Stadium has made issues since 2013 and boiled over in 2017. When the KCCA and the Ministry of Kampala Beti Kamya issued an order to throw them out.

That is why the sorry state of the area. This should be knowledge for the micro-managing President. However, he acts like it as a blank slate and he has no involvement, when the agreement between Ham Enterprises and the state, happen at the State House and he was signing the documents, ordering the Ministry, KCCA and take it out of the hands of the City Hall. So, it is really insincere what he was saying yesterday.

The government is working out modalities of retrieving these market titles from the rich and hand ownership back to vendors. Kampala Capital City Authority will help oversee management of these markets. Whereas I commend traders in Owino and Nakasero markets for working hard to create wealth through their Saccos and responding to our NRM call, I am unimpressed by the poor state of the Old Taxi Park. I am told this is partly due to the leadership wrangles among the taxi park stakeholders facilitated by opposition leaders in the city. Stop electing selfish leaders who only care about their salaries. However, we shall fix this matter” (Yoweri Kaguta Museveni, 05.10.2018).

That we can really see, thanks to all the propaganda and the pictures of yesterday, that the 2013 deal and changes of the Park Yard haven’t finished yet. As the President was most likely there to check his investments and his trade-offs. That is why he was bothered of the slow progress, as the planned stadium are still not done and there has gone 5 years. This is one year after the market and vendors was moved by decree of the appointed Minister Kamya.

The President is mad that Lord Mayor Erias Lukwago is a selfish leader, when in general, the deals done in Kampala and Owino is his. Meaning the President is selfish, not Lukwago who has fought for the vendors. That is the ironies, but also the reality. That is why the 32 years and going Executive, is forgetting his privilege and use of power. Ham Enterprise is surely working, but slowly, the stadium is in the building process and surely why he visited and complained, as he expected it to be done yesterday. So his investment could grow proper yields, like his farms. However, that is not how it works with urban development, especially when you need spaces for malls and other vendors, who was kicked out.

Would he ever fix their issues, the bad loans in the DFCU bank, which the vendors had in 2017? No, he wouldn’t care or carry them as their livelihood is at stake? But that isn’t the cup of tea that this President carries. Peace.

President Museveni has apparently hired a Spin-the-News Social Media Team!

There is now a leaked draft list of people circulating online, where there are known people who will be working for the President Yoweri Kaguta Museveni. Whose job is spin the news and ensure the agenda is spread as he wishes, as the Minister of ICT and Communications Frank Tumbewaze and the Uganda Media Centre Ofwono Opondo cannot handle themselves, that is why more people are put on board.

There are certain individuals who are hired to directly spread their “news” on Twitter, WhatsApp, Facebook and so on. There is even one man hired to run the GCIC, which is Simon Peter Olara, who will spread the handpicked messages there. The man on conventional social media like Facebook and Twitter, who will manage that is Herbert Anderson. On Twitter there are 11 persons who is working there directly, there will be one in-charge of Diaspora and International Media Monitoring, he is Ibrahim Bagaya Kisubi. Radios and TV part of the team are Augustine Otuko. You have a Content Development made by Hussain Hudu. However, the Manager of this team is Duncan Abigaba.

What is important about the Manager of this Media Team, Duncan Abigaba is the Ex-Presidential Assistant-Research & Information. Therefore, he is a loyalist of the President and will make sure the Team is up to dropping the “knowledge” they need. He is a former leader within the NRM Youth League (NRM-YL) as well. So, he has been a voice from within. Abigaba has been until recently, the manager of the Government Citizen Interaction Centre (GCIC). This man has really been in the midst’s of government agenda and spin, as they want.

So, when he becomes the manager of this team, that is partly hiring someone to handle the GCIC and getting the previous Presidential Assistant – Research and Information, are now making a Media Team to spin the news on the Social Media. The place where the President says it is all rumors and gossip. But clearly the President knows the importance of controlling the conservation and spread his message. That is why the state already controls the Vision Group and Uganda Broadcasting Company (UBC). This wouldn’t matter, if the President didn’t want set the agenda and not have the media looking into the facts.

This is to secure his message using a loyal man Abigaba to do this. The former leader of GCIC and NRM Youth League will ensure the message of the government is massaged to the masses. That is the clear message by the state, as they want to steer it and try to spin the news. As the need so many people as part of the Twitter Team, also the leadership of every single Social Media Page like WhatsApp and Facebook, and also Monitor the Diaspora or International Media.

Abigaba will really show his force and his ability as loyalist of the President. We will see if he can put this people up to speed, some calls this a micro-troll-farm for the President. That might be true, but if they will bring news like the GCIC handle, it will be super positive spin who is favor of the President. They will not generate facts and make sure the NRM looks like the golden goose of the world and at large. Peace.

Opinion: MPs Security Detail is prepared to be modern day Santana Scandal!

Shiish, there are just some news that doesn’t capture your eyes quick enough. I have read the letter, but didn’t capture all the details, neither the costs. However, there was several of gentleman at the Daily Monitor, that did. Therefore, I am writing here today, because of the possible cost of buying cars for MPs new security detail. This has been ordered by the President and his words is law. No matter how expensive or how insane it is.

Here is the case from today:

“On June 29, President Museveni ordered Finance minister Matia Kasaija to urgently procure bullet-proof cars with “sharp shooters” from the Uganda People’s Defence Forces (UPDF) to protect lives of the MPs against what he termed “terrorists”. However, he did not give specifics on the cost of the vehicles and other related expenditures. Daily Monitor interviews with car manufacturers revealed that a 2017/18 model bullet-proof Land Cruiser pick-up costs about $520,000 (about Shs1.9b) while a 2017/18 model bullet-proof Hilux pick-up costs about $166,000 (Shs630m). This here deal is made for corruption and for ghost costs appearing out of nowhere. This here is just built for that. It is amazing if the government starts procuring, knowing with its history and misuse of state funds. This is the perfect blend, buying vehicles and add-ons on the spread-sheet, claim later added cost without explaining where the funds went. If not order things that never appear. That is also a beauty.

With this in mind, here is the old story that could be re-produced by buying the security detail:

The saga leaked to the press. The Weekly Topic of May 3, 1989 had a lead story: ‘Old schemers at their game again, STOP MISUSING PRESIDENT OFFICE’. When contacted, officials from the National Treasury said the purchase was done without the knowledge of the Bank of Uganda (BoU). I wouldn’t be amazed if the Ministry of Defence, the Minister of Finance and the Prime Minister would make a scheme worth paying off for. They would secure kick-backs and additional funds, this is a too important project and the safety of the MPs is the highest priority. Everyone knows that. Not that this is misusing of funds and making sure the MPs are driving around like hostages in their Republic. Nah, that is not important at all.

That the 456 MPs who already are allocated money for cars and upkeep of them. Still, they need a second one, with specialized produced safety gear, seems more like they are traveling past war-zones, than friendly neighbourhoods, what about the actual people that live there, are they safe?

Well, that was bit of subject. However, the reality is that this is made for corruption. Someone in the regime will eat and use this as package to get loaded. We can just wonder who and who will be put in charge, who will fake needed equipment and who will give away knock-offs instead of the real deal.

This MPs security deal can be a gold-mine to the right individual. However, whoever that might be, he has to remember to give the king his cut. That meaning the President in the State House, if not your see quickly the other side of the barrel. He has no issues getting rid of people. That is proven in history too.

I wish I could be hopeful, but to me, they are cooking another Santana Scandal. This time it might be the Hilux Scandal or the Land Cruiser Scandal of 2018.

I just know we will get there, but how, that is up to the magicians within the Kings court. Peace.
