Opinion: Mzee says its hard to build roads in Ntungamo district, maybe you should supply them with something else than fake Chinese Equipment?
Just as President Yoweri Kaguta Museveni is on the road in a By-Election in Ntungamo District and in the Ruhaama Constituency. He was talking well for the National Resistance Movement flag-bearer, who only has three independent candidates to run against on the 11th January. Therefore, this should be walk in the park and ready made road to the Parliament for the NRM candidate.
However, what was interesting, was what Museveni said about roads. He said this:
“The hilly terrain of Ruhaama poses a challenge to building of roads, however, the government is committed to providing good roads to all parts of the country. The Government has built the Ntungamo-Kafunjo road and plans are underway to build the Kitwe–Bugamba road” (Yoweri Kaguta Museveni, 09.01.2018).
Dennis Singahache wrote in the Budget Framework Paper for Ntungamo District for the Financial Year 2017/2018 this about the road works in the district. Its revealing, that the President has not looked into the dire needs that is there:
“Lack of training in RAMPS,Lack of substantitve District Engineer, Senior Engineer in charge of Mechanics among other critical staffs required,are Major challenges” (…) “Cut in the District budget with strict guidelines,Very little funds received from central Government of average 300,000= for maintenance per km” (…) “Chineese road equipment very fake and break continously and Lack of a low bed and supervision vehicle” (Local Government Budget Framework Paper, P: 14, 2017).
So it is not strange that the road works are hard to work on, when you have fake and breaking down Chinese equipment, also cut in the guidelines and critical staff is required to be able to maintain and also build roads in the district. Clearly, the memo has not been received by the State House. If not he just haven’t minded it, because its just talk from the President anyway.
But it wasn’t hard to find the District Chairman’s Singahache addressing his concern and then seeing the hypocrisy of the President. Then, they might get better roads in the Ntungamo District. Seriously, it is mismanagement from the State House and beyond. The Local Government have addressed the challenges, but its doesn’t seem to matter! Peace.
Even in the final stages of Pre-Election period the Calvary oppress the Opposition; Has sit-down between FDC, UPF and EC on “Difiance Campaign”; NRM struggling to ferry people from one location; and more!
We live in interesting times as the Pre-Election period is getting to the final face. There been movement, as the parties acts move swiftly towards the final end. This here is about how the state-organizations goes against the opposition as they have done since like forever, as they are working partisan for NRM

The Electoral Commission met with FDC and UPF:
On Saturday on the 6. February 2016: The Electoral Commission, Uganda Police Force and officials from Forum for Democratic Change held a meeting related to the conduct of peaceful campaigns and polling. The Electoral Commission explained the systems put in place to achieve a credible 2016 General Election. The FDC officials committed to comply with electoral guidelines. The UPF assured on the security of the electoral process. The Commission encouraged to regular interactions to address any emerging stakeholder concern” (the Electoral Commission, 06.02.2016).
In Kayunga NRM struggled to ferry people to the Mzee’s rally:
“On February 8, 2016, for Museveni’s campaign in Kayunga, the residents refused to get onto the trucks and buses which had each been allegedly paid sh. 200,000 to ferry people to his rally. Kayunga has very strong opposition but last week it was besieged by the regime which saw posters of opposition members Dr. Besigye and Mbabazi defaced, their supporters beat up or arrested. We are told that Museveni subsequently cancelled his main rally in Kayunga Town Council and proceeded to Kayonza, Busana and Kitimbwa. This might be the reason why residents refused to take the Yellow Bus” (Martha Leah Nangalama, 2016).
In Kayunga district the Police did this:
“Police commanded by both the RDC and DPC of Kayunga district are moving with over 20 policemen in Kayunga town defacing all Mbabazi posters and beating up youth who tried to question them. This happened from 2.00 AM and security is still patrolling Bukolooto trading centre and Kayunga town council which is the backbone of Hon. Amama Mbabazi and Uganda Poor Youth concentration”.
Go-Forward have more issues in Kayunga District:
Kalinda Iddi, a youth who is the coordinator of the Go-Forward Task-Force in Kayunga district and chairman of the Uganda Poor Youth movement in Kayunga has disappeared. Police and men with guns in civilian clothes invaded his home in the night and arrested him but he is not at Kayunga police station and police has denied arresting him. The regime is now arresting people brutally and killing them extra judicially. Let us pray for Kalinda Iddi!
DP MP Candidate for Ntenjeru South in Kayunga District on the 7th February 2016:
Mr. Anthony Waddimba was kidnapped on Saturday night, stripped naked and taken to unknown place because his clothes were found in the nearby trading Centre. However, an unknown contact informed Waddimba’s father on a telephone that his son was dumped into River Nile. The hunt for him is on. We call up on the public to join the search for our Young Democrat, as they also mind about their security.
The Tororo Second Parliamentary Public Debate:
“On Sunday conducted at Hotel Meritoria Tororo. Among the candidates who managed to appear on the day include Hon. Kibang Moses (FDC), Cyrus Wanyama (Independent), Opata Peter (Go forward), Hon. Ochwo Godfrey Etiang (Go forward), Odaka Asuman (Go forward), Omaido Robert Etatai and Dr. Jagire Onyango. During the debate, Hon. Odaka Asuman Marjan of Go Forward contesting for Tororo Municipality Parliamentary seat pointed out restoration of Tororo municipality as force which pushed him to contest. He argues that in history, Tororo was one of the most developed towns not only in Uganda but all of Africa. Hon. Godfrey Ochwo an aspirant of Tororo North County on Go Forward stressed the need of building Community management structure. He says by so doing, the community will be able to monitor government projects. He pointed out the case where drugs for Hepatitis B in Molo Health centre III were stolen and found in one of private clinics. Mr. Ochwo says if the community had been sensitized on how to monitor government projects, such act of drugs being stolen will not have been happened. This is the second time NRM candidates are shunning such debates having missed in the first debate held on 31st January. The debate was organized by Uganda Radio Network in partnership with TWAWEZA” (100.2 EAST FM “Midundo Zaida”, 07.02.2016).
Disfranchised office of a UFA candidate in Ntungamo:
“Intruders broke into the office of Uganda Federal Alliance candidate in Ntungamo Municipality and took away her campaign materials and several other items, including Shs10m. Mr Prossy Nahwera Alleluyah, whose office was broken into, is contesting for the female district councillor’s seat to represent Ntungamo Municipality in the district council. She said all the posters she recently printed, appointment letters for her campaign agents, three computers, TV sets and a public address system for the campaigns were stolen” (EA Biz Info, 08.02.2016).
Fall out from Go-Forward Today:
“Issa Otto Falls Out With Mbabazi: Ishaa Otto Amiza, a member of Amama Mbabazi’s national campaign task force is bitter with the ex-prime minister for failing to extend financial support to them and the joint candidates. According to Otto, following the failure by The Democratic Alliance-TDA summit to select a joint presidential candidate, Democratic Party, Uganda People’s Congress, Federal Alliance and Justice Forum joined hands with Mbabazi to form TDA (U) Go-Forward Alliance. He says the parties signed a new protocol to guide their relationship, adding that they also discussed funding for the joint candidates. Otto, however says to date, Mbabazi has not given them any funds yet the joint candidates are campaigning for him. Peter Mayeku, the National Chairperson of the Uganda Federal Alliance-UFA who also sits on TDA (U) Go-Forward summit says Mbabazi will support the joint candidates” (94.3 QFM Lira, 2016).
NRM Secretary General Justine Kasule Lumumba went to facilitate Mzee’s participation in the 2nd Presidential Candidates today:
“Secretary General Of NRM arrives at Inter-Religious Council of Uganda headquarters P10 Satellite remote sensing and telemetry systems tracking the presidential campaign agents meeting. She arrived in a 500 million /= cruise, escorts paid 5 million per day all together, with daily expense of 60 million a months. Hon.Mbabazi and Besigye weren’t called in the setup but the rest of independents are being Oiled” (Gen. Sejusa, 08.02.2016).
I think this here was interesting. I think the stories and tales speaks for themselves as we have seen this so many times before. As we see the Police as the actors of NRM who act upon the public and opposition as they are pawns for the NRM-Police to play around with. So the NRM continues their arrogant approach as they even had no candidate in the Tororo Debate, as they followed Mzee and skipped the shindig as they couldn’t be gracious to grace the event, and tell the locals about their local policies; and also be questioned by the public and opposition towards their level of progress as there are the ruling party in the land. Peace.

Election Violence sponsored by the NRM in Ntungamo today!
There have been disruptions on the Go-Forward trail as I myself recently have reported. But today took the cake. The extensive payments of certain NRM men and also the way they started walking through town first plastering over the Go-Forward posters with NRM. Then later go into utter violence; that with help of the local RDC in Ntungamo.
In Ntungamo where Amama Mbabazi held a campaign rally; that place there reports of that the local RDC ordered men in Yellow shirts to crash the venue and let it become a hazard. There been also very simple resistance by the NRM where they have done the spiteful thing of replacing the Go-Forward posters with their own NRM. The youth and supporters of NRM have walked in the town all day securing the area.
About a certain car was this:
“Earlier this morning, a Land Cruiser Prado with number plates of State House drove Ms. Sarah Kagingo, A former state house employee, around Ntungamo town, distributing NRM campaign materials”.
On these actions by the NRM- Amama Mbabazi has stated this:
“I would like to urge the NRM to take it easy and know that there’s real competition and rise up to the challenge” (…)”I don’t mind NRM attending my rallies, but their provocation, comments and interruptions constitute a strong reason for what happened”.
Justine Mbabazi the local RDC must be so proud of his policing today. The UPF surely let the NRM-Supporters do their thing. Also the car of Sarah Kagingo driving around dropping of materials in the town; there is too much rotten activity and the NRM blatant moves that can’t be justified. In the morning there was reports of Dan Nabimanya was going to the boda-boda drivers in Kitwe spending money on them and also giving them t-shirts before the rallies.
The violence towards them and also pure nonsense shall be brought to question. And while the NRM supporters went into the crowds justifying their actions the police protected the men going in on the Go-Forward supporters. The way certain cars and police acts is just vile! If the Go-Forward or FDC did the same towards the Presidents rallies; anywhere in Uganda, they would be shipped to Luzira before the ink is dry on the court ruling or to a “safe house”. The things missing is black mambas and Personal Armored Carrier together with police chasing the supporters and people taking a part of rally for Amama Mbabazi.
I hope that the world get to see this and condemn it and destroy the happy trip of the President to Saudi Arabia. Because the way his supporters and his paid police did Ntungamo was unjustified. We all know that the President has issues with his former PM, but now it is hurting innocent people and only a few boda-boda drivers earned a few extra bucks and got free yellow t-shirts. That doing it during a opponents rally is just wrong. Hope that somebody else then me address it and release hurtful reports because this is madness. This had to happen after the Pope left the country back to Vatican. So now the gloves are off and hope this is not a start of what is to come. There was too much election violence before the 2011… Peace.
Second day of Presidential Rallies in Uganda and other reports affecting to these elections
The candidates have been to different venues. The kick-off of the election season was yesterday. This is just the second day of the rallies for the 8th candidates in the race. Still I will promise I can’t have the ability to follow it as tight until 18th February 2016. So now from now on the will be other types of articles and blogs from me. It’s heavy to know and get all the report and fit in one piece. With the information from all of the different camps and parties involved. But here are some of the basics of the second day, also other actions that has happen. Not between the venues of the candidates, but initially the bigger picture.
Because in the Parliament they have discussed the Public Finance Management Bill of 2015, AGAIN, TODAY! This offers certain advantages to the government and less accountability for the Parliament. This gives the Government an opportunity to take short-term loans without thinking… That should get people rise their eyebrows and sneezing because of the BS from the NRM-Regime to achieve their goal. A free-way to bank and not due diligence on the short-term loans, that should not be a possibility, because that opens up so many worm-holes and pigeon-holes for an embezzlement and added corruption, last but not least. Something that make the economy even more volatile ads up more problems that can lead bigger inflation and higher prices, and last also devalue the shilling. Because of the more flow of monies and less control of the flow of currency in the country, that ends with less value of monies in general.

Handouts during elections:
“This is particularly not surprising since a large percentage of the electorate is extremely poor and vulnerable to monetary handouts. But besides cash handouts voters have also been compromised with petty handouts that are largely consumptive and have no long term impact on their lives. All this is conduct that is contrary to the electoral law but seems to have grown unabated” (…)“During elections inflation tends to skyrocket, which creates problems for the economy”, Muhumuza, an economic analyst with KPMG, says. “The inflation, he says, has a far reaching impact that not only slows down economic growth but has the potential to wipe out gains” (Ladu, 2015).
Express concerns of paying debts:
“The petitioners told the secretary general, Justine Kasule Lumumba, recently at Parliament that the purpose of their request was to express their dissatisfaction over recently concluded party primaries, explaining that the postponement caused them to incur a lot of debts.“The NRM Electoral Commission (EC) kept postponding voting in the primaries; the delay caused a big financial strain on aspirants, because we had borrowed money” (Kiwuuwa, 2015).
NRM hires a VJ to Campaign for Museveni:
“Famous local movie translator Commonly VJ Jingo (now a Ssalongo) is now in monies following a new deal from Kyadondo that indicates that Jingo will be bagging Ugx. 200 million to provide mentions for NRM’s party flag bearer President Museveni during the presidential campaign due next year” (Newz.ug, 2015). I know I am late to the party, but still worth noticing right!
DP on the Crime Preventers:
“DP Deputy Spokesperson, Alex Waiswa told journalists at the City House in Kampala that they have learnt from credible sources that this brutal act was executed by crime preventers in the area. “We strongly resisted the creation of crime preventers having forecast such incidences; these groups have been formed and passed out at such an elective period with the sole aim of bogging all attempts by the opposition to the take over power in the 2016 general elections,” Waiswa said. “I want to assure Ugandans that no amount of attack or intimidation on us shall hinder our candidate and the group to continue campaigning and subsequently take over power in 2016,” Waiswa noted” (Segwa, 2015).
Orders on Tear-Gas from IGP Kale Kayihura today:
The Deputy Spokesman Polly Namaye: “The Police Policy is to ensure as little engagement with the public terms of crowd control. We will only use means such as tear gas where absolutely necessary” (…)”The decision, according to the source, could also informed by the fact that the force wants to avoid using expired stock” (The Insider, 2015).
Seven Amama Supporters detained:
“Even Amama Mbabazi supporters are currently detained at Namataba Police Station. Go Forward’s PRO Mayanja Nkangi says they have been told those in police custody committed the offence of ‘driving a car with machines’. Mbabazi is expected to hold his second rally this afternoon in Mukono” (Investigator, 2015).
Police action in Mukono:
Also in Mukono there was a Brass Band playing for the Go-Forward candidate before the rally. The Police have stopped this brass band from playing.
NRM reaction to the Go-Forward rally:
Earlier today the NRM had a procession in Mukono. It just had to happen the day that Amama Mbabazi and the Go-Forward team were coming to town. After this they held an Anti-Amama Protest in town.
Deflections to Go-Forward:
“The Iganga District vice chairperson, Mr Ezra Gabula, has declared his support for former prime minister Amama Mbabazi, saying President Museveni has lost track and is no longer focused enough to lead the country” (Sigira, 2015).
Go-Forward rally in Mukono:
At the Mukono Rally of the Go-Forward one of the speakers Mugoba-Nsonga tells Ken Lukyamuzi: “You have two weeks to join Go-Forward lest you are no longer part of the party president”.
Mathias Mpuunga said this after the rally:

Who Plans the Go-Forward rally in Oyam:
The loser of the NRM Primaries Omodo Omodo is making arrangements for the Go-Forward and Amama Mbabazi’s rally in the area.
NRM Poor Youth deflects from Go-Forward back to Museveni:
“Thomas Kategere who is also the National Resistance Movement flag bearer for Kamuli district LC5 chairperson on Monday crossed to Museveni`s camp when he drove all the way from Kamuli to attend the latter`s first presidential campaign rally in Luwero district” (Okello, 2015).
FDC Party and Dr. Kizza Besigye rallies toaday:
Dr. Kizza Besigye on the Road:
He had an early stop at Rwamabondo. He will later hold a rally at Kyamate Grounds.
Inside the village of the Karaja County in Ntungamo district. In the village he had to stop to greet supporters and even held a speech to the greeting public. At the village level more than hundred people left their NRM-Cards to the Dr. Kizza Besigye and told that they would not vote for Museveni and NRM no more.
Dr. Kizza Besigye wsa in Rwasahamire: “It took us many hours to get here because of a poor road network”.
Dr Besigye has addressed our supporters in Kitwe in Ruhaama county of Ntungamo district. He is expected to arrive at the main rally in Ntungamo municipality around 7.
Hon Ibrahim SSemujju Nganda stated this today:
“In November 2013, Parliament’s Government Assurance Committee released a report indicating that since 1986, Mr Museveni had not fulfilled pledges totalling to 817 whose worth was estimated at Shs13 trillion in key areas such as roads, hospitals, schools, airports, bridges, electricity and industrialisation. And he insists on running for another term of office?”
Dr.Kizza Besigye statement after the rallies today:
“To all the evidently change hungry people of Ntungamo. I want to say thank you for the warm welcome accorded to us. The dug up roads we witnessed today in a district where many NRM bigwigs originate is evidence that we should work for change. A type of change that will see us have better roads regardless of how remote our subcounty is. To the people of Rubare and Kitwe thanks for braving the rain as you waited for our arrival. With this spirit of defiance against heavy rains we shall surely win this election. Let us lift our country through a spirit of sacrifice and commitment like we have exhibited today. I would like to encourage those who have turned in their NRM party cards to remain steadfast and resolute. It is as well very touching to see you pull out your 1000, 500, 100 shillings to finance this campaign. You have given new meaning to the name ‘The People’s President’. Mwebare munonga. Ruhanga abarinde”.
TIC PRESIDENTIAL CAMPAIGNS:
We congratulate TIC presidential candidate Mr. Mabirizi Joseph and his colleague Mrs. Kyala Walube on a successful first day of campaigns. Mabirizi left Kampala a bit late which caused problems for Iganga- the Iganga rally has been rescheduled to tomorrow mid morning before proceeding to Bugiri and Namayingo. Kaliro was great.
Today Maureen Faith Kayala had a rally in Busoga. At the rally she promised to make Joseph Mabirizi her VP.
Reports saying this about one of the candidates:
Gen. Biraro is still studying the situation. He won’t rush, victory is his, he projects a 80% sweep.

He had to take a helicopter to the venue. Where he has asked the public vote for him and he is “your best choice”.
Journalist Detained because of the crowd photoes of the NRM rallies:
Five Journalists and photographers who were covering President Museveni rallies in Nakaseke and Nakasongola were arrested and detained. They were forced to delete all there photos and videos. The journalists and photographers had covered poor turn up of Museveni rallies. They was later released after deleting the photos.

The singer says the incumbent will retain the presidency “because he does 4 rallies a day, with the same crowd within a single district while others do one at most two a day and have even resorted to manufacturing pics to seek false confidence” (NBS TV, 2015).
In Amolator the Lango Chief Yosam Odur gave him a spear and shield. So Museveni got respect from the local folks here.
This is what I have from today. It should seem as enough. Second day of Election rallies. There been a lot and also lots of action on the ground. Hard to cover it all and give an edge that Daily Monitor, New Vision and all the other media houses does. So this is my go at it. I will follow the election, but I can’t do it this heavy in the coming days. But will try my best so that the cover of the election gets a bit fair.
