Opinion: Mzee micro manage everything!

President Yoweri Kaguta Museveni is the Commander-in-Chief, who has a bloated patronage, who has such a vast amount of Ministers and State Ministers, even has his own giant click of Presidential Advisors.

Still with all these people in his close circle, he still has to micro-manage anything from the State House. If it is whose arrested or not, whose promoted in the army or in the Police Force. Who is taken to Court and whose getting a contract or signed-off as investor to a project. It all passes by him or with the word from him.

There is no case to big nor to small. The ministers are puppets; the Parliament is a rubber-stamping operation for loans and budgets; and occasionally to enact a friendly law. Nevertheless, they don’t need to work hard. The directions, the directives and the orders comes from “high above” or in this regard, HIM.

The President directs who’s detained, who’s to let go. He directs who gets to do business and whose not. If it is Uganda Telecom Limited, Dott Service or whatever Chinese Contractor for hire. The President will have a say and guidance in the matter. Nothing left without his final words.

Therefore, the micro-managing, the steady pursuit of control from one-man is so evident. There is nothing his not having his hands in. Today he directed all hospital from having private pharmacies. Yesterday, directed the police from arresting idle and disorderly persons. Tomorrow, he might order someone in Lira to fetch him a local catch. Who knows, but that is what he does with the power of the State House.

Everything passes by him and needs his verdict. Nothing is left unturned or unquestioned by him. That is why, the Ministers needs his blessing to do anything. That is why his statements and his decrees are so powerful.

We cannot see anything without him or by him. The Republic will cease to exist without him. Especially in his own mind. Since he thinks everything needs his vision. His the doctor, the priest, the civil servant and the professional know-it-all in the Republic. That is who he is.

If you didn’t know, now you know. Peace.

Africa Institute for Energy Governance (AFIEGO): Youth and CSO Case angainst TIlenga EIA Certificate set for hearing today (01.10.2019)

Opinion: Mzee warns everyone, maybe he should warn them about himself?

This is good for entertainment and business, but should never be to the detriment of strides made in bringing our country out being a failed state. For example, I disagree with one of the singers who was saying “Bizeemu”, as if to say that this NRM government is committing crimes against its people! I advise the artists to use their talents in ways that do not sow divisions based on lies. The government of Uganda is working against all the threats and crimes against Uganda and her people“ (Yoweri Kaguta Museveni, 21.09.2019).

Isn’t it weird that all the time and nearly everywhere, the President, the Head of State, the Commander-in-Chief, the Fountain of Honour, His Excellency Yoweri Kaguta Museveni. The old man and his place as the King at any function. He has to lecture and often warn them.

I have a feeling he has during his career now, his warned every single profession he has passed by. If it is teachers, nurses, doctors, soldiers, refugees, unemployed or whatnot. Everyone get packed together, farmers and foreign investors too. They are all warned, not to go into sectarianism and become threats to the Republic. Because, nobody wants to become that.

What he means, that you shouldn’t challenge him nor his NRM. His National Resistance Movement (NRM) is the only right way, the rest is the enemies and the ones committing crimes against the state aka him. Museveni see himself as the state and with that in mind. If you question the administration, the NRM and the State House. Your going against him.

That is why his warning everyone at every possible place. It is a reason why writing “Museveni Warns” on google and you get 1,200,000 search results. Many is the same story in repeat, but it shows a pattern. He warns MPs, warns Beneficiaries and so on.

He does that because he knows best and has the answers. No one else does and that why everyone has to blindly follow him. Nobody else has the skill set to think or make a difference without the touch of Midas aka Mzee.

That is just the way it is. Yesterday it was the musicians. Next time its the Mwenda’s or the Mao’s. Who knows, but Mzee always has to lecture someone. That is what he does and what he do. He thinks this is smart, its not.

We have been here before and its not funny. Just more mere proof of how the President thinks his brilliant and has to warn about the correct path. That is just the way it is in 2019 I suppose. Peace.

Uganda Police Force: Police Statement on Arrests at Court Premises (13.09.2019)

Karamoja is running into a possible food crisis, but Mzee says its green!

Greetings. These pictures were taken at Kobebe dam, in Karamoja, as I waited for H.E Uhuru Kenyatta. I was at Latitude 2° North & 48 minutes (2°48 N). You can see how green it is!! The temperature, at that moment, was 22° celsius, very pleasant. The myth that Karamoja is dry is only perpetuated by those that do not know the opportunities available. Yes, Karamoja gets rain for fewer months than in the South of Uganda” (Yoweri Kaguta Museveni, 12.09.2019).

Well, its one of those days. The President shouldn’t demystify the area, but govern it properly. As there are already warning signs in concern of the food security in the region of Karamoja in August 2019. Therefore, the President should have warned about this and worked with the right authorities to secure the public. Instead, his busy with a photo-op and spreading his good news before yet another high ranking meeting with foreign dignitaries.

Let me show first, what IPC 3 means and also what the FAO warns about. Let’s take a look.

FEWS Net IPC 3 meaning:

PHASE 3 Crisis. Households either:

– Have food consumption gaps that are reflected by high or above-usual acute malnutrition;

OR

– Are marginally able to meet minimum food needs but only by depleting essential livelihood assets or through crisis-coping strategies” (FEWS NET – ‘Integrated Phase Classification’).

FAO Food Security Outlook:

In Karamoja, a typically high sorghum prices and below-average firewood-to sorghum terms of trade continue to significantly limit household food access and maintain above-average acute malnutrition prevalence. Due to a poor start of the rainfall season and reduced area planted, delayed harvests will gradually begin in September and sorghum production is expected to range from 20 to 40 percent below average on the district level. Crisis (IPC Phase 3) outcomes are likely to persist through September and into October. As harvesting progresses, food security will gradually improve to Stressed (IPC Phase 2) through January” (FAO, 30.08.2019).

So, when the President speaks of the green land of Karamoja, his not concerned or thinking about the public. As they suffer malnutrition and lacking production of sorghum in the region. This should worry a President and he should think of the public there. Instead, his blowing praises on green fields and putting up tents to meet another head of state.

This shows that the President isn’t there to act upon the warned trouble ahead. The state should act upon the problematic food security. It should create and make arrangement to secure the public get enough food, the rising malnutrition shows signs of maladministration.

Certainly, the President doesn’t want to hear that, as his all about Steady Progress, but this problem in Karamoja is prevalent and repetitive. Its not like this haven’t happen in the region before, it has and is something the NRM and President could have acted upon. That is if he cares, alas, he don’t. His had 33 years to do something and ensure food security.

This is because of the reduced area planted with crops/cereals in the region and also the delayed harvest, also a poor rainfall in the season. All of these things should worry anyone, but the President is praising green grass. So we better let him be and praise his wisdom. Because, people is starving since they believe in myths. Peace.

The Judiciary: Re-arrest of Kaweesi murder suspects was high-handed (12.09.2019)

A retort to Museveni’s recent letter: Will there be a difference between injustice and justice?

I will not use too much time looking into the recent letter written by Yoweri Kaguta Museveni. I will instead show some significant pieces of it. That settles the puzzle of who he is as an President and Head of State. Because, it shows his force and his way of governing, by mere words. That his the overlord and without question has the right to take lives. Especially, since killers are pigs, but if it wasn’t for killing himself. He wouldn’t have won his own rebellion in the 1980s. But we’re supposed to forget that, in which, makes that statement contradictory.

Before I go on a long rant… Just look at this!

As I told you before, these criminals are pigs. Anybody who kills people outside war is a pig. Moreover, many are stupid. They forget that all crime leaves clues and, eventually, the criminals will be captured. Up to the killing of Kaweesi, Kiggundu and Abiriga, the security infrastructure had lagged behind. You remember after those killings, I presented to Parliament a 10 points anti-crime plan on the 20th of June 2018. Although we have only partially implemented it, many of the killers in recent times have been arrested. The Masaka gang of Kiddawalime was wiped out (killed or arrested), Serugo Paul and his Syndicate in Masaka, Kanyesigye Juilius alias Mwesigye Amon in Rwizi and Kampala and the Usafi mosque criminal syndicate were neutralized” (Museveni, 10.09.2019).

I am sure that Obote, Tito Okello or anyone else he got rid of would call him a criminal or a pig over his actions. As the rebellion he used was over his own grievances. His saying certain sanctioned killings is cool, as long as they are done in the midsts of war. Even though certain criminal activity and crimes against humanity can warrant arrests, charges and sentencing at the Internal Criminal Court (ICC). Surely, the President who fears that institution, will not mention that, as he acted without question, in a brutal way in the Democratic Republic of Congo and could at one point answer for that in Hague.

Well, the other striking distinction … is how is openly saying he failed implementing the 10 point plan of June 2018. That must surely be as failing to implement as the 1986 Ten Point Programme, which he still haven’t finish. Maybe, we need to give the President another 32 years to finish of his second 10 point plan. He always needs time, while partly making things work.

Before I continue, the President had this to say as well:

You may commit a crime, carelessly taking away the lives of others; however, you will also lose your own life. We need to make this clear to the Courts. It must be an eye for eye. Nothing less will be acceptable to the freedom fighters that I represent and the entirety of the electorate of Uganda that I represent” (Museveni, 10.09.2019).

The President will ensure that state is allowed and can shoot-to-kill before the Courts have found a verdict and said a set individual is guilty of the charges. This sort of policy is made for police states who will not answer to laws, but to enforcement itself. Killing of killers is within reason, but with the enforcement of laws and by evidence produced in the courts.

If it is directly an eye for an eye, than a stray-shot might kill another innocent civilians and anarchy will persist. Where there is no legal bound, but to carry weapons. As everyone will can do it. Instead of making changes and securing the public, these sort of acts will if it is enforced, make life very cheap. Who knows if the ones killed by law-enforced is the killer or his neighbour? Because, when your dead, your either a hero or a terrorist. In the eye of the President, the dead man would initially be a criminal pig. Even if the person shot and killed by security officials was innocent, they can frame it like yet another criminal taken-out.

This is enough for me, because, there is so much in the text that he wrote, but for me this is the standout. Which needs to be addressed, if he believes in justice. He should consider measures that secures a verdict based on evidence, affidavits and proof. Not hearsay and random picking people out and giving them a fatal punishment. Than the innocent could loose their lives, just like the lives taken by the killer. While the ones whose supposed to get sanctioned runs free, because you claim that the innocent did the evils bidding. Did he ever consider that?

Don’t think so, because he seemed focus on retaliation, more than countering injustice with justice. Which means, there is hard to strike a difference between whose the criminal and whose the law-enforcement. That should worry anyone. Peace.

Aidah Nantaba MP: What about Robert? What about him?

A citizen died on the fatal day of 24th March 2019. An ordinary person who just happen to cross path with National Resistance Movement (NRM) Member of Parliament Aidah Nantaba. As the stories of what happened at Naggalama.

Because within mere days, it went from an assassination attempt to a murder case. Where even the state said it was an illegal killing of Robert Ssebulime that day. This was in public statements, by Police Spokesman Fred Enage on the 27th March 2019. Since then, there haven’t been much. There haven’t been any indication, that the security guard nor anyone associated with Nantaba MP would get sentenced or punished for the acts that day.

That is why the news of the Director of Public Prosecution (DPP) Mike Chibita pulled the Withdrawal Form dated to 9th September 2019 on this case, which stated that the state “discontinued proceedings against Nantaba Idah Erios”. It states in black-and-white, that the state will not pursuit justice in this matter. The death of Robert is silenced. The illegal killing of the security guards of the MPs doesn’t matter. It matters to the remaining family of Robert, his kids and their future, but it doesn’t have consequences, that they took his life early.

You can say its procedure, that its like this when the Police Force haven’t collected enough affidavit, enough evidence or proactively investigated the case. However, there are plenty more political cases that has run for years. That has been producing court dates and continued indefinitely. Even when the state haven’t produced or tried to dismiss their own case. This being the plenty of Walk-to-Work charges, the campaign related charges and mere magical stones of Arua. No one is answering for or getting the punishment for shooting and killing the driver of Bobi Wine in Arua. They are continuing like a sore thumb to the ones involved, while the ones hurt by these actions made. Are still not answered for as well, just like Robert. They are just resting in peace and no one is sentenced for silencing them.

At this mere junction, there is two states within the state. An elite who can use force, enforce death and get away with it. While the others can be arrested, detained and killed without any justification. The MPs, the NRM high-ranking officials are above the law and has all the power to seal people’s life or death. But the others are lucky to be in the Republic breathing. Since, there is no mercy, is no law or no law-enforcement that is there for them.

Aidah Nantaba MP have proven that. Robert has no voice, has no system to get proper answer for his case. It is withdrawn as his breath, his life and his memory isn’t worth a damn. While the MP can live scotch free, while she was overseeing the most valuable asset Robert had, his own life, which he cannot get back. This could be taken away, but nobody is answering for the taking of it.

The ghost of Robert will now always follow Nantaba MP. She has a victim who will follow her and until he get justice. He will be there and never get rest. Because, his family and his soul deserves to get justified relief. Instead, the government are shielding its own, like the upper-class who is above us other mere mortals. Peace.
