Part II: No ballot will beat Museveni, but a revolution would

We just have to patiently wait… since there is no sense to believe that the ballot will bring down Museveni. It will not… If you thought to, sorry, but not sorry. That is how I ended the last piece on this subject and therefore, I start from where I finished off last time.

Since, there is something that need to be stated here. Is that Dr. Kizza Besigye have given the needed guidelines for a public destruction of the National Resistance Movement (NRM) and a peaceful transfer of power. However, this seems still to be forgotten. Like he never did or even tried to get it across.

He called it defiance or an awaking campaign, like in July 2017 he stated this:

The following needs to be done to terminate the Junta’s control of our country:

1) Intensify the “awakening campaign”, for most Ugandans to become active in the processes of achieving a transition. Everyone has a role to play in achieving this.

2) Forming activist networks to make it possible to act together and to be coordinated.

3)Everyone seeking a democratic transition should take deliberate actions, individually or in concert with others to disempower and break down the Junta. Each one’s actions, however small, contribute significantly towards the desired change.

4) Public servants, including those in the security and military are called upon to join the struggle for democratic transition.

5) In coordination with other political and civil society formations, we’ll soon start various activities that will disempower and bring the, now fragile, Junta to an end” (Dr. Kizza Besigye, 11.07.2017).

This five points has to followed, it is a deliberate attempt of forming a people’s revolution against the government and the state. This is the action that needs to be done. Because, through the General Election of 2021. It doesn’t matter if the public are either voting for Robert Kyagulanyi aka Bobi Wine or Kizza Besigye. The results will be in favour of President Museveni with a flick of his finger.

That is why, the ballot is worthless. The whole state is rigged in favour of man and his orders. There is no other way to change this. The people need to use their power, their feet and their voices. The army cannot contain them all, neither can all the police officers. All of them will be overpowered by the people, as long as they revolt and does it steadily.

They got to use their weapon of civil disobedience, their weapon isn’t compliance or trying to follow the rules. The rules are only made to stifle and hurt the voices of the public. That has been proven again and again. While Bobi Wine cannot do an consultation, neither can the FDC celebrate their 15 years. Today, Evelyn Anite could campaign with rallies in her Koboko today. The same week the President and his soldiers killed people leaving funerals in connection with the opposition leaders. That shows that these games are rigged and no mercy at all.

That is why an election is not real at this point. The public will not be listened too. The ballot is a waste, the polls are just for show and the results are just for validation of the President. There is nothing else too it.

Unless, there is a real will for change. Unless, there is a real structure and will, the status quo will continue. Unless, the state kills the wrong person, unless the state suffocates the public space to a level, which a small move will make it spark. These sort of things happens and suddenly the leadership looses control.

However, there is a need of will… that will power has to come from the public. That is a revolution. That is the will of a peaceful transition with a push to end the dictator and his regime. Unless, that happens. There will be more bloodshed, be more pain and hurt. There will be more tears and fear, more intimidation and also striking indifference to all the ones suffering. As the elite is eating, the foreign investors are looting and the armed forces are settling the score.

The only this will change is listening to the mind of Besigye. However, don’t anticipate it. They have been able to get away with it since 1986. So, the NRM seems to be able to pull it of yet another term. Unless, there is a will… Peace.

This here will be short and brief as possible. There are just so many ways you can say the same thing and publish similar content. However, I does this as people are gearing for voter registration and election road map for the General Election of 2021. Thinking there will be possible changes in the Republic by forcing another election.

I hate to break it to you. If you don’t know, you will know now. That President Yoweri Kaguta Museveni and National Resistance Movement (NRM) cannot be beaten though elections at this point. That is impossible. It has to be godly intervention, of a demigods or simply a divine invention. Which would change government and head of state. However, we will be lucky if God intervenes and uses his will to give way to others. Nevertheless, we can pray, but don’t anticipate that he will answer us. Since he has given way to Museveni since 1986 and we just have to patiently wait.

That is why, the man whose appointed everyone since the 1980s. Who has kicked the army into gear. Who has the all the intelligence operations, configured the laws and owns the state. The President who micro-manage every single thing and deal with foreign investors. The man who runs it all through decrees and presidential handshakes. Will not be brought down by an election. He will not risk it in a fair fight. He never will, he doesn’t have the courage or the balls to do it.

He will use fear, intimidation and rig it to oblivion. The NRM, the government of Uganda and Museveni. Will spend money on the elections like it is no tomorrow. Pay off friends, enemies and even some foreign strangers, to legitimize and secure another term. There will be usage of all tricks within electoral malpractices. There will be extensive force against dissidents and civilians who dares to stop him. They will face the brutality and force, which should be used to enemies, which would plan to invade the Republic. Instead it is used against their own, as they are not loyal to the President and his cause. Himself.

The ballots will be boiled, cooked, screwed and manipulated. No matter who you vote for, it will be configured to fit the narrative that the President needs. He will have the Parliamentary majority. He will have a big win over the other presidential candidates. All of them will fall like dominoes.

The numbers will not make sense, the voter registry and the Return Form for Declaration of Results. Which will be differing from polling stations and the final results of any given district. As there is never any clear guidance and the sense of it all, as the gerrymandering and the curving out districts out of sub-counties will create even more a headache of how its supposed to be.

This is all made to ensure the President and his men. The royal court and his loyalists buddies, will all be greatly provided for and secure a seat at court. There is no way in hell, that anyone will kick him out. Unless, the army goes against him and get tired of paid cents on the dollar. That they are tired of killing their own, silencing and intimidating their neighbours. Because, at some point the generals, the lieutenants and everyone else will act on a righteous cause.

We just have to patiently wait… since there is no sense to believe that the ballot will bring down Museveni. It will not… If you thought to, sorry, but not sorry. Peace.

Opinion: Apparently, a bribe isn’t a bribe according to High Court Justice Bashaija

Presidential Handshake: “A letter from the President that designate unsolicited funds to civil servants as areward” or as a “handshake”, which by some is deemed as an “error of judgement”, but not defined as a bribe. Even if it looks like a bribe and smells like a bribe” (Minbane – ‘Presidential Handshake’ Definition, 2020).

I don’t know what goes through some people’s mind, I don’t if Kampala High Court Justice Andrew Bashaija is trying to be the devils advocate or something. But the news in the Independent Magazine on the Saturday 15th February 2020 titled: “Court clears ‘presidential handshake’ beneficiaries”. Where the article states this about the judgement made on the Friday 14th February 2020: “Justice Andrew Basahaija ruled on Friday that the recommendations of the committee were illegal and said the orders of the committee “be removed from public orders and should not be implemented.” He said he didn’t find anything wrong with the officials who received the money” (Independent Magazine, 16.02.2020).

We can really see that a Justice, a man who judges on the basis of the law are able to make it legal to steal, thieving and directly eat out of the state coffers without any consequence. Instead throwing the book at the ones doing oversight of the state, the MPs and the COSASE Committee who worked on the case and looked into the shady 6 billion shillings “Presidential Handshake”. Clearly, the state has its benefactors, maybe even the Justice is awaiting his handshake in the future. Because something is up, when your making these sort of deals legal.

It’s like this part of the COSASE report was dismissed without merit:

As a follow up to the H.E. the President’s letter of 16th November, 2015, the Commissioner General of URA wrote to the Permanent Secretary/Secretary to Treasury (PS/TS) in a letter dated 11th December, 2015 (App. B6) requesting him to formally designate her as accounting Officer through whom the reward would be paid and to formally requisition for the UGX 6,000,000,000 (Uganda Shillings Six Billions Only)” (…) “The Commissioner General, as advised and in a letter dated 5th May 2016 (App. B8) sought authority from the Hon. Ministry of Finance, Planning and Economic Development to reallocate UGX. 6 Billion (Uganda Shillings Six Billion Only) from URA Tax Refund Account to URA Expenditure Account so that the 42 Public Officers could be paid and suggested that a supplementary to URA for that amount to be considered and handled by the Hon. Minister of Finance, Planning and Economic Development. The Hon. Minister of Finance, Planning and Economic Development did not grant this authority. However, by letter dated 19th October, 2016 (App. B10) he requested the Auditor General to issue an audit warrant for UGX 6 Billion” (COSASE, P: 10-11, 2017).

It’s like the whole deal is left in the wind by the Justice himself. That this sought of transaction is okay, as long as the President write letters directing it. Even if it was never budgeted from, never was part of state functions and this was an direct pay-off, as the Public Officers was a part of tax battle with Tullow Oil. This case amounted in a tax victory for the state, but not for the civil servants. That’s why this “Presidential Handshake” is a bribe and envelopes given without protocol.

Like the Justice is saying COSASE report and recommendations should be implemented. With saying that it wasn’t legal what the culprits at Uganda Revenue Authority was doing, neither the President, but instead putting the blame on the people writing the report. Which is again fun-fan fiction of political science and governance. As you are again targeting the messengers and not the ones actually talking. Your aiming your guns at the ones reporting the ordeal, not the ones actually doing it. That is what the Justice is in this point is doing.

So, the state can live in denial, because the old man with the hat is directing it. That doesn’t make it illegal. But surely, if a small local councillor did this to his fellow employees. He would be meeting the State House – Anti Corruption Unit in a hot minute. But he didn’t have the blessing of the “high above” from the same State House. That is the pin-point, that makes a difference between what is legal and what is illegal.

If the King did the decree or not. If he hasn’t signed off on it, its illegal and if he does sign-off on it; then it’s legal. That is the golden rule in the Republic or the legal term of a “Presidential Handshake”.

When the state can make internal thieving legal, what else could they do with their power? I don’t want to know, but I am sure its more sinister than a 6bn shillings handshake. Peace.

Mobile Money Tax shortfall: People change behaviour after levying an unfair tax

Levy on mobile money contributed a deficit of UGX 30.48 billion which can be explained by the fact that high value clients withdraw their funds from agency banking e.g MTN has had a drop of 36 percent in MM transaction values since the introduction of the levy on mobile money” (Uganda Revenue Authority, 06.02.2020).

There is also reported that it has been a 36% drop in Mobile Money Transactions since the enaction of the Exercise Duty in 2018. That means, the added tax on the MM transactions are backfiring. The State isn’t adding revenue, but ensuring that people are finding other ways of moving their money.

This is not shocking, that people change behaviour, when the state makes it more expensive. As the people used these services to send each other money by convenience. Now, one third of the transactions are gone. Meaning, the ones that can change their ways has done that.

The losers are not only the Telecoms, but also the state. As the shortfall of taxes got to be covered elsewhere. As the state had put this into the budgets to cover other state works. This means the targets for domestic revenue wasn’t considering the implications of doing it. As, there wouldn’t be an natural reaction to the consequences to the new taxes.

Instead of increasing the tax base, they are making it smaller and not able to find measures that makes sense. The state has clearly done this without due diligence, neither also configured the stats and the possible behaviour of the public. As their ways gotten more taxed and not considering that they would stop, if they found it to expensive or unreasonable.

The MM tax and the OTT taxes was measures made to tax the digital market-space in the Republic. However, they have both been flawed and also not met their targets, because the public found other ways of doing things.

The ironies about the MM saga is that before the tax, the business of MM was growing. A natural growth and having more transactions every year. Now, that they levied the tax its has a big fall. That is a result of the MM Tax and the public is not having it. Peace.

Opinion: Hon. Cheptoris the people complain, because your not doing your job

 

“When I hear people complaining that our houses are being washed away by floods, I wonder! Floods have no eyes that when they are moving, they are looking for their homes. We are experiencing frequent flooding and loss of property, prolonged drought, drying of springs and wells because we have degraded our wetlands” – Minister of Water and Environment Sam Cheptoris (Irene Abalo Otto – ‘You’re to blame for devastating effects of floods, minister tells Ugandans’ 30.01.2020, Daily Monitor).

Some people shouldn’t quit their day-job, he should have continued with whatever he did before politics. Before he ever accepted the nomination and the opportunity to serve as an Minister in Government. Because your not cutting it, when your blaming the public for putting up structures. When your government clearly haven’t studied, gotten the public educated nor the ones allowing for the building to happen in the first place.

The reasons for the landslides aren’t only in wetlands, it is plenty of other reasons too. To much rain, to little safe areas and no education of the villages that get taken by the rain. Not like the public can just move and get shelter elsewhere. They got to get help and educated by the state. However, the state cannot afford, nor are they designing structures to resilience against the landslides nor the flooding in general.

That is the job of the Ministry and the ones involved in the Disaster Preparedness. Even with some help from the Office of the Prime Minister should help to resolve something too. But, it is much easier to throw the people under the bus.

I will quote one study, just to prove the ignorance of the presiding Minister.

PLOS Research Article from 2016 states this: “This study reveals that failure to overcome the effects to landslides and floods in disaster prone communities of Uganda are mainly due to deep rooted links to poverty, culture and unsatisfactory knowledge. Good farming practices and support from the government and implementation partners were shown to be effective in enabling the community to resist the effects disasters. This calls for support in designing more focused interventions targeting reduction of these underlying factors as well as involvement of all stakeholders in scaling the effective coping strategies in order to build resilience in this community and other similarly affected areas” (PLOS – ‘Coping Strategies for Landslide and Flood Disasters: A Qualitative Study of Mt. Elgon Region, Uganda’ 11.07.2016).

Since the study is about 4 years old, it is surely is relevant today. It shows the weaknesses in the stakeholders and within the government. That will all the occurring landslides and flooding, have not abided to it. They have not invested nor tried to comprehend the scale of an operation to help the ones in need nor build the strategies for resilience. It is easier to pin the people who build structures, than the ones who allow them and the ones who earn funds on building it.

The Minister should consider that. Not expect it. Since he could easily say this today. He might say something similar tomorrow. Peace.

Opinion: Rushing City Statuses to get more MPs

This here is just happening ahead of elections, as the state who is already fatigued financially. That Minster for Local Government Tom R. Butime is putting in a motion for newly created cities across the republic. This means new measures, need needs and costs for the state. The City Status will not come without any consequence. Not only in regards to boundaries, but also the needed local government there.

It seems like the old presidential pledges are revamped just mere a year in advance of the next general election in 2021. The plan of 7 cities to take effect on the 1st July 2020, these being Arua, Gulu, Jinja, Mbarara, Fort Portal, Mbale and Masaka. While Hoima will first become a city on the 1st July 2021. Later than that on the 1st July 2022 then it will happen to Entebbe and Lira. The final stage of these upgraded towns to city status is on the 1st July 2023, these will be Moroto, Nakasongola, Soroti, Kabale and Wakiso. All of them becoming cities, which means the state, are in total planning the upgrade of 15 towns to cities in the small amount of time of 3 years.

That is five cities every year from now on. What law defines is that a city is equivalent of a district and wards of sub-counties. Meaning, this a way of also carving up districts and securing a more MPs to Parliament. Also, ensuring a more rigorous ways of gerrymandering before any given election. Though, not create by-elections, as they are deemed unfit, as law already represents these Cities.

We are seeing a haste, like Arua have about 62,000 in population. While Gulu on the other hand has about 152,000 in population. Jinja has about 72,000 and Mbarara has 195,000. Fort Portal only has about 52,000 in population. Mbale has about 96,000 and Masaka has about 103,000.  Also even smaller is the likes of Nakasongola, which is about 10,000, Kabale and Soroti is each about 49,000 close to 50,000 in population. While Moroto is only about 14,000 in population and Waksio have about 20,000. Therefore, with just a brief look into the numbers, you wonder what standard has the Minister and the Ministry put for a city status at this point of time. You can easily see the difference between Nakasongola, Fort Portal and Gulu. That makes a brother wonder about the status at all.

It seems to be a political game of changing districts and ensuring easier rigging, also new MPs from new “districts” than actually giving city status and urban services to these areas. As the state already suffers funds for the new districts it already has. That is no joke and been a revolving issue. So, for whatever reason Butime MP is pushing this. That can only be for electioneering. Because, who will defend calling a town of about 10,000 a C-I-T-Y? Really, Nakasongola is deemed to be a city?

I can understand Mbarara and Gulu, even Masaka. They have a population of a decent size. That you can understand and reason it out somehow. The others seems to be early birds, just because it supposed to make benefits, but it will also strain the budgets more. As with every expansion, every change of local government it will cost. The changes of municipalities, town and cities will cost. There will be carved wards and new titles for the local government. That is implied with these sort of changes. To think otherwise is dumb.

Someone has to foot the bill, someone got to cough up the dough for the operation at hand. It is not without costs. This will be more expenditure and more MPs. More leaders, more elections and more expenditure. Where will the Minister find the cash? Peace.

NRM Liberation Day 2020: Museveni is playing tricks on you

Our position, however, has always been clear. If you play tricks with us, we shall play tricks with you; if you are honest with us, we shall be honest with you; If your violent against us, we shall be violent against you”Yoweri Kaguta Museveni excerpt from inauguration speech from the 29th January 1986

We are all seeing the gleeful celebration. The smugness of the National Resistance Movement (NRM). The Party that took over the Republic 34 years ago on the 26th January 1986. The history has been written about this and the last victor writes it the way they like. While were never getting the answers for all the skulls of the Luweero Triangle. Clearly, there are some murky past of the bush-war, that hasn’t been released.

Still the NRM wants this day to bashed in glory. While I have found some pieces of articles from the same year. That shows how they did it. Even if the all the promises, the pledges and the supposed liberation haven’t been followed. Unless, internal peace is the only real thing to celebrate after 34 years. Because, the 10 Point Programme haven’t been ushered in.

Because, Museveni promised a mere change of guards. But he just became another tyrant, than the ones in the past. He might want to think well of himself. However, the next history writer will see the blood, the pain and suffering he has caused. The cronyism and the grand corruption, the systematic “high above” order. Where people are directed to the President and State House before things are happening locally. That is the Republic after 30 years under his reign. The promise and hope has been distorted, one day at the time and in 2020 there is no return.

Uganda’s rebel commander, Mr Yoweri Museveni, ‘whose five-year bush war culminated with the capture of Kampala last weekend, was sworn in as Uganda’s President. A s Mr Museveni finished the oath of office from Uganda’s British-born Chief Justice, Mr Peter Allen, thousands of onlookers cheered loudly. Life is returning to normal in the Ugandan capital following the overthrow of General Tito Okello’s military government by well-disciplined guerrillas. Kampala residents rejoiced at the takeover, which took place just six months after the last coup, and they appeared generally, confident the New National Resistance Army rulers offered real hope of ending the turmoil that has wracked Uganda for the post 20 years. NRA guerrillas captured Kampala on Sunday and western diplomats said they had also taken the country’s second largest town, Jinja, after a fierce lunchtime battle” (The Nambian, 31.01.1986).

Museveni asserted would represent far more than “a mere change of the guard.” The absence of looting on the streets of Kampala after the takeover— in marked contrast to the aftermath of earlier coups— provided striking evidence in his favor. Young NRA soldiers guarded buildings and provided civilians with assistance. Intensive training while in the bush instilled in them The belief that they are to be “servants of the people.”rather than tyrants” (Africa Report – Volume 31, Number 2 P: 37, March-April 1986).

We can see, that people had a hope in 1986. We cannot take away from that. They had hope in Museveni and his cause. They had hope his rebels and their discipline would make a difference. However, that has been squandered.

The NRM didn’t become the servants of the people, they became the new tyranny. The ones whose rigging like the ones they overthrew. They are using “safe-houses” like the predecessor. The NRM are using arbitrary arrests, colonial laws and methods of past regimes to hold an iron grip on the opposition.

The NRM haven’t gotten rid of poverty, neither have they developed the nation in a fashion, which they have promised over the years. They should be sky-rockets to Mars by now, by all the pledges and promises. The state haven’t delivered the hope of 1986. Instead it has betrayed it and betrayed the ones dying for that cause.

That’s the worst thing. The ones who fought on the sideline of Museveni. The ones risking it all in the bush-war. Would be horrified by what has done. The other NRA historicals, and cronies now. Are acting as they are above the law and entitled to riches. Even, if they are supposed to serve. Instead, they turned the same tyrants they were supposed to get rid off.

That’s why the bashing in glory today is distasteful and disgraceful. The Republic deserves better. This was a false liberation. One man got liberated, his cronies got liberated, but the ones daring to play tricks on him, they will play tricks you too. Peace.

Not Breaking News: NRM Declares Museveni as sole candidate for 2021

This is not a joke, but the National Resistance Movement – Central Executive Committee and the Delegates have decided that the President since 1986 is the natural candidate in the up-coming election of 2021. Not that this is shocking. This is a pattern, a long pattern, that goes decades now.

If the NRM had said someone else would stand in his place. That would have been actual news and caused a stir. If the NRM had chosen someone else than Museveni it would been interesting. However, that is not possible. The Party is Museveni and they all have to follow him. If it is to greatness or to the abyss. They will follow him like blind sheep.

If Yoweri Kaguta Museveni would have had his will. Surely, he would just have held “non-democratic elections” like in 1996 or Resistance Council Elections of 1989. Because, then he would nominate the closest leadership and nominees. While securing them in, without the hassle of questions, campaigning or even pledge anything to the public. Regardless, he will be in power and the wasted campaigning will just be an expensive shindig.

That is why his own party isn’t even holding delegates and a secret ballot of whose becoming the party presidential flag-bearer. As his the automatic candidate, just like several of other loyalists, whose will stand in constituencies without anyone opposing them. The NRM is built around one man and his vision. Even if that vision by this point is very blurry, because its not like he stands for anything else than being in power.

Museveni and the NRM might play this for propaganda. They might play this as a sign of victory and greatness. That one man got the ability, but at what price? How can he be such a good leader, when he never could groom an successor? When he hasn’t ushered in the next generation?

This man is closer to the coffin, than to become a legend. Museveni military grip, eaten the whole state apparatus and micro-managing will haunt the state. The ones behind will say its fine, but they will be proper game the day his left the building. Even if they act like his going to be there forever. He will not, he might fall like Gadaffi, he might fall like Mugabe or even Al-Bashir. Nevertheless, he will not fall by the ballot or an election. There he will win by the hook or the crook.

So, that Museveni as a Sole Candidate is the norm. It is the fashion of our times. Not that its right. It shows the flawed centralized system within the NRM and how the government itself operates. That’s why its not breaking news, it is expected and written in a stone in the Luweero Triangle. If not its carved in the bushes around Rwakitura farm. Maybe, even written with lipstick on the forehead of Janet. Because why not?

This is not like it was a secret, a big revelation. An epiphany…. No, no, this is just as expected that rain in rainy season. Like the sun showing up in the morning. Like smelling coffee in a coffee shop. There is nothing special, unique about today.

The man that’s been running the republic since 26th January 1986 becoming the sole candidate in his party on the 25th January 2020. Is expected, because his shown not a single sign of retirement. Other than lying a few times about in the past. Promising to step down, but that’s never happening. Always another cause to save, but it needs his saving grace.

Whose his kidding right?

The Only Man With A Vision, the man of the mustard seed. His surely lost his marbles and we all know that his not the only man who has the ability to run the Republic. There are plenty of others who could do so, but they never get to try. Because, the S-O-L-E Candidate is in their way. Peace.

Opinion: [Let us not kid ourselves] Elections under Museveni will never be free nor fair…

Let us not kid ourselves. Let’s get real for minute. Breathe out. Take a deep breathe, before reading some utter nonsense. Than, after that. Digest some facts and call it a Thursday. Does that sound about right? I hope so, because first a snippet, than my 2 cents. Before I call “Peace”. Feel me?

Outgoing Deputy Attorney General, Mwesigwa Rukutana explained that it’s not only the forthcoming general elections that government will ensure free and fair elections but this has been upholding them even in the previous elections. “It’s not only this coming general elections of 2021 but Uganda held free and regular elections and also observed human rights. You can’t compare this regime to the past regimes. We have always observed those principles,” Mr Rukutana said by telephone at the weekend” (Anthony Wesaka – ‘Uganda will comply with African charter rules in holding free, fair elections, says govt’ 23.01.2020, Daily Monitor).

The knowledge of voter tourism, ghost voters, pre-ticked ballots, fake voter registers, frauds on tally sheets and declaration forms combined with another level of Math from the Electoral Commission. You know where this is headed. Not to a place of free and fair elections, but pre-determined results in favour of one man and his brigade.
