Opinion: The NRM with another “Rerun”

The National Resistance Movement are launching their 2021-2026 Manifesto. In ordinary fashion they are trying to make a festive occasion and make it sound special. Though, their slogan and their ideas are all rehash of former ones. Even their priorities are rewritten 10 Point Programme to a new generation. Showing that the NRM haven’t fulfilled their mission or the ideas of the Bush-War of the 1980s and we are now in 2020.

That says how far-fetched any pledge, promise or manifesto from this party is. It is a meaningless document. Empty promises to sell dreams, which will only turn to nightmares. Unless, the State House and the President earns on it. It will not happen. That is why previous promised and pledges have been long forgotten and usually only repeated on the campaign trail. In such a manner, which the recycling is more steady than at a landfill.

Alas, the NRM will continue to do this. Instead of writing a certain way. They are speaking of prosperity. Like they are evangelicals coming with the prosperity gospel and their seeds for tithes to earn blessings for the future. The NRM is now sounding alike with their promises. While they are initially pledging the same as they did in the 10 Point Programme. This after being in-charge since 1986.

There are so many issues with governance, institutionalism and in-general the ruling regime should have fixed, but haven’t done it. Still, they are going out with the same sort of recycled ideas. The memo could have been written in Luweero Triangle and sent by bird. It is just rewriting to 2020 and not really much difference.

The 10 Point Programme was a smart move, but the NRM have not lived up to it. This is why they are re-issuing it and doing a rerun of it 2020. They are just continuing the old-school way and by default proving that they have no been successful in office.

The President and NRM have clearly failed when they are prioritising the same thing, as they did back then. Its a sign of weakness and fatigue in office. They have had the time to fix these issues, but clearly never cared or prioritised to do so. If they did… it wouldn’t be a need to have it in the manifesto, yet again.

That just shows what a utter failure the party and the President have been. When they are aiming for the same thing, again and again, but never able to succeed. Peace.

Opinion: The NRM expect partisan civil servants…

The National Resistance Movement ahead of the elections are saying to the civil servant, the ones working in local government and state organizations to support the government by default. Because, the officials of the NRM and the government are saying they are paying them. However, that is not true. They are not hired by the NRM, but by the Government of Uganda.

If Uganda is a democracy and there is free and fair elections. Than the state should be reflected all through the Public Civil Service. All walks of life should be there, both with faith and political association. Yes, there are laws that is barring the civil service from entering politics. As they are supposed to be non-partisan and work for the general public.

However, the statements made by Capt (Rtd) Tumusiime Bamuturaki, and the Resident District Commissioner (RDC), Lt. Col. James Mwesigye on Wednesday this week. Says a lot of their mismatched ideas of governing and governance. They are blending the ruling regime with who the government are.

The government and state shouldn’t be associated with one party. Even though it has been ruling it politically forever. Since, the civil servants should have the ability as any citizen to vote for whoever they feel and whatever they vouch for. They could vote for the opposition, though they are barred by law to be political active.

Still, the constitution allows them to vote in a free and fair election. The Constitution doesn’t state that they have to be loyal to the ruling regime. Because, the people is sovereign and they have the rights to associate themselves with any political party too. Therefore, the Public Service Code of Conduct article 50 is breaching with the ideals of the 1995 Constitution Article 29(e). However, is for some legal scholars to explain.

Still, any citizen should by default be allowed to associate with whoever they deem fit. If it is a clown, brothel owner, journalist, singer or farmer. Whoever they deem fit to lead and run the nation. They decide who they seem fit to do so. No matter what job they have or work it shouldn’t matter.

That shows how the intolerance of the NRM. That officials like Capt. Tumusiime and Lt. Col. Mwesigye is saying this. Not that it’s shocking. It is more of the same. However, it proves that the 1995 Constitution to them is only mere papers, but not law. Even if it one of their prides and joys. Which they don’t care to follow.

I’m sure these fellows couldn’t even find the article and explain themselves out of it. Nevertheless, they got to send warnings and intimidate civil servants. Who works for the state and isn’t something that is automatically for the NRM. The civil servant can decide on their own… they have a mind on their own and isn’t in debt to the NRM. These folks can decide and do what they feel.

The civil servants aren’t working for the NRM, but they are working for the state. That is a distinguishing difference, which the likes of Capt. Tumusiime and Lt. Col. Mwesigye isn’t able to see. Maybe their minds are jaded or the hunger for power doesn’t cease to boggle their train of thought.

However, these workers are free and can pick whoever they feel and rightfully so. If not, then they are slaving to master, instead of being human being with a free will. Which is something even the 1995 Constitution has given them. Peace.

A Besigye Entanglement: The deception of 2015 resurfaces to praise Mzee

Today, Don Wanyama the Senior Press Secretary for the President. Who was hired directly from the Daily Monitor to serve the President. Now, his using a old video that was shared on WhatsApp before the Tarehe Sita celebration in 2015. It is a 1:05 video clip, which is edited to fit a narrative.

That the National Resistance Movement is using a doctored clip from 2015, which was used to booster the President in 2020 before the 2021. They are using the Besigye clip and a few wordings. As they wouldn’t use the whole clip. Because, Dr. Kizza Besigye wasn’t praising him senselessly, but instead was speaking the truths about it all. Which is something he has done all along.

That is why I will drop further parts of the interview from 2015. These quotations are really saying it all. We all know what he will say, but it still shows the sinister side of the “strategic thinking”, which is what the Don wanted to sell the crowds today. However, if he gave them the whole view. It would be more painful and not such a fake puff piece.

Here’s some of the quotes:

they were moved by his leadership and articulation of problems that our country was going through and what kind of remedies the country could have after the Idi Amin war.” (…) “one of the most eloquent, articulate leaders of that period in terms of painting a new picture of Uganda should be and that is what enthused us; that is what rallied us behind his leadership. And so we viewed him with a lot of respect and even love” (Besigye, January 2015)

It doesn’t matter whether the strategy is wrong, but nonetheless, he has one (strategy) in pursues. As we realise now he is on a totally wrong trajectory, a disastrous one in fact; but nonetheless, he has one he is pursuing it whether wrong or right” (Besigye, January 2015).

Museveni builds a plan (it doesn’t matter whether it’s right or wrong plan) and works hard and focuses on it aggressively everyday. Part of the reason Museveni is still here is because many of our people are not focussed; today he is pursuing one plan and tomorrow pursuing another plan, not following particular path of a plan leading to a particular path and avoiding all sorts of distractions. As you go on that plan, there will be all sorts of distractions; many of our people when a distraction comes, they leave their plan and first pursue the distraction and by the time he comes back, another distraction has arrived” (Besigye, January 2015).

I think those statements says it all about it. They are directly saying what is special and unique about Museveni. About his “strategies” and “strategic thinking”. A sort of leadership that Don Wanyama wouldn’t sell as Rollexes in Wandegeya, Kampala. It wouldn’t be edible and would lack the eggs. It would be part of it, but not the whole deal. You might even miss the red onions, as Museveni would have to many distractions. While you ordered your rollex to eat.

Therefore, the NRM are trying hard. They are working on overtime trying to sell Museveni. Using his old arch-enemy Besigye even. Ronald Muhinda addressed this clip on the 11th February 2019 on Facebook. The video and interview was originally uploaded by blogger Martha Leah Nangalama. So, her means as a government critic has been used as propaganda before and now again.

The NRM cannot help themselves and that’s why I got disturb the peace. In such a manner, where it all get to the court and you for yourself can see the deception made by the Don. Because, he would never use the rest of the interview. Because, that would damage the purpose and the cause. Peace.

Opinion: Brig. Deus Sande follows a long line partisan army commanders

“They will not hand over power to ideologically bankrupt Politicians” – Brig. Deus Sande

There been so many National Resistance Army (NRA) Generals who has dismissed the opposition. That Sande is going after the National Unity Platform (NUP) and Robert Kyagulanyi aka Bobi Wine.

The Uganda People’s Defence Force (UPDF) is supposed to be non-partisan. However, they tend to usually sway in favour of the National Resistance Movement (NRM). The army is working for the ruling regime and the President. That the will never hand over to anyone who they doesn’t deem fit. Usually they dismiss the opposition in a heart beat.

The Army Commanders and Officers also intimidate and say they will ensure the continuation of the Republic. The UPDF will never leave the Presidency to a doctor or a colonel. This they used to say about Dr. Kizza Besigye. He was never enough or good enough. He was an upstart and not even a good medic. A person who would never be the commander-in-chief of the army.

When they do that Besiye. How do you expect they react to a musician like Bobi Wine? Expect them to just give way and not speak out. These people are used to it and has done so for over a generation.

That is why there been countless of high ranking officials within the UPDF who has dismissed the opposition and their leaders over the years. The same with former Generals who are serving in the Cabinet and who are “elected” Members of Parliament (MP), which are there too. They are all doing the same as Sande.

It is not like his alone in this and speaking out like he did. No, his one out of plenty. There been so many saying these things. That it’s not shocking anymore, but more ordinary fashion from the NRA Historicals, UPDF Commanders and retired army commanders appointed to high ranking roles within the NRM. They are always throwing shade and saying they would never accept a civilian or somebody who is not anointed by them.

Now they are going after Bobi Wine and NUP. In the past it would be the Forum for Democratic Change (FDC) and Besigye. However, we are in 2020 and Bobi Wine is the main target. Peace.

Opinion: Wearing a Red Beret is now a cardinal sin

Last year in September the Uganda People’s Defence Force (UPDF) gazetted their dress codes, which included the red berets. The Red Beret, which is iconic and is the symbol of the People Power Movement, People Power Alliance and the National Unity Platform. This is why, even on his own campaign poster. Robert Kyagulanyi aka Bobi Wine isn’t allowed to wear it.

There are activists and aspirants who has been arrested for wearing it. The NUP Aspirants has been picked up the moment after the nominations. They can even just try access the general public, but by doing so. They will be arrested and later released on bail.

That is what is happening to the NUP and Bobi Wine. The state have even used massive funds to take down and move posters of Bobi Wine. While having police officers looking at the National Resistance Movement putting up posters of the President.

We know it is a cardinal sin, when the President can wear his infamous hat on the post. While Bobi Wine couldn’t wear his beret. You see the double standard, because I do. However, that is not new.

The NRM could hold primaries, let the voters stand in line and even hold sort of rallies ahead of it. They could even follow and cheer as their candidates was elected. While the opposition and NUP couldn’t even congregrate and nearly have functions for their delegates. Still, the NRM apologists says its all headquarters decisions, but the opposition struggles to do basics. When the laws are differently for them compared to the ruling regime.

The same is with the headgear. The NRM can wear yellow military fatigue, heck they can wear actual military fatigue. They can have yellow berets and be all in military fashion. While the problem all along is that Bobi Wine is wearing it and symbolizing it.

The red beret is a sign of oppression and the state is amplifying it too. They are now making it illegal for anyone wearing it on-air. They will use the gazette from last year as the legal basis. However, why are they doing this?

This is showing how the revolutionary and liberation heroes becomes the next tormentor. The supposed liberator becomes a tyrant. When you are micro-managing like this and arresting people for wearing something. It isn’t new… before the 2016 elections, there was an instance of some who made T-Shirts with Besigye. These was arrested and they confiscated the T-Shirts too. That is who the authorities work against them. However, it is all cool to have Jajja, Bosco or Mr. Sunday on a yellow T-shirt.

Now, in 2020 and in 2021, everything associated with Bobi Wine will be illegal. That is why NUP candidates are blocked from radio stations and it’s supposed to be “scientific” campaigns. Clearly, there are no fair way of doing this and everything can be deemed a crime.

The Red Beret is a Cardinal Sin now. Saint Gregory the Great must be so proud. That a head gear is at the same point as lust, envy, pride, anger and sloth…

The Red Beret is now the proof of how the state oppress its citizens. It will be more and sooner or later… it should be enough of this. This is not securing the future or steady progress. This is “No Change”, which is the most fitting slogan that Museveni ever gave himself. Peace.

Opinion: They will sell Museveni like his the Messiah!

It is about that time… the campaigns are starting and the official nomination day is just days ahead. The President is already verified and cleared to run for the Presidential Election in 2021. Even if the authorities are not revealing his credentials or his academic papers. That says a lot, as the same authorities will within days reveal all the paperwork for anyone else in existence. If it is petitioned for…

The National Resistance Movement (NRM) and President Yoweri Kaguta Museveni will be traded like a commodity now. All of his supposed achievements and time in office will be praised. They will make a gig-song to him, which he has paid for and with the biggest stars they can get. Expect a flashy video and with the national flag and the yellow colour suits and dresses. That is what happens.

President Museveni will praised for creating peace, but nobody will speak of the cost of that. They will say he has built roads, but not how they financed it. Neither, will they speak of how privatization has destroyed the economy. How a little minority and small infringed elite who is associated with President. They will claim he has busted it into glory, because it was fucked after the bush-war, which is all natural. After a war, a nation is usually depleted and whoever takes over. Has a challenge to stabilize the economy and make it possible to run again.

The Presidency will say his a brilliant leader, a visionary and a revolutionary. They will use all sort of words to make him majestic. These people will target the NRA days and the FRONASA days. However, will not dive into the destruction from it and the deaths that came with the liberation. It will not take accountability of the wars caused in proxy. Neither, the assault on the liberty of the public and the freedom of the people to associate with whoever they please.

President Museveni will be said has only done good. They will claim that he has sacrificed so much to be there and get there. That he went into the civil war and battled the state to do it for everyone. However, the NRA Historicals are the ones eating of the plate. It is the inner-circle and the kitchen cabinet at the State House who gets all the benefits. While the rare civilian get good, unless they can be appointed used for a paradigm shift to be dropped in the next minute. That is what happens… again and again.

The NRM will come with all sort of nice wordings, articles and magazines to push the propaganda. Make him look like he died for the nation and rose on the third day, which just happens to be in January 1986 and never left the office. Never looking into the demise of so many people around him. Seeing how people suddenly dies or lingers in a uncertainty abyss. That will not be touched or questioned, because that destroys the Messiah Complex of Museveni.

They are working tirelessly to make him legendary. To make him into the novel idea of the father of the Republic. The Republic wouldn’t be what it is without his reign. The Pearl of Africa wouldn’t be what it is without his input and his wisdom. The visionary and revolutionary, who apparently have gone against all his ideals. If you read his old pieces and “What’s Africa’s Problems?” from the 90s. You know the Old Man with the Hat has betrayed all his ideals with the time.

These folks will never say that… they will say he still abide by this and works for it still. Even if its hypocrisy on another level. Still, they will claim otherwise and say his just doing it differently. How?

By using the means of a dictatorship in another way, than the previous dictatorship he toppled? If that is revolutionary, then people doesn’t want to follow that revolution. Since, they are only switching heads and what party on the top. Instead of whatever party or group the previous leader had. The new man, Museveni, which isn’t really that new… still wants to sell they salvaged the Republic and ushered in a new era. An era that is copying the ills of the previous one.

That is why he has to be a Messiah. He cannot just be a tyrant and a dictator. No, he has to be something great. Saving the nation and being the living legend. The one who make water to wine, making land grabbing into a industrial enterprise. That is who this man is. A man that speaks peace, but put the weapons into the hands of his allies. A man who speaks of wealth creation, but wouldn’t have funds if he wasn’t scheming funds from donors or international loans.

That is why they have to make him look special, unique and great. However, that will never be true. Even if they are trying the forge the same lie, over and over again. That is who he is and what he does. The NRM can try to debunk this, but that is why they are coming with glossy pictures, but never showing the potholes, the problematic drainage or the talk of steady outages of UMEME. Because, that never fits the narrative, unless Museveni calls out opposition as parasites. Which is such a prophetic stance of Pan-African leader to come with derogatory language all the time.

Nevertheless, the ones defending him will never look into that, but tell the opposition to be careful about their tone. While the man they praise call the others insects, who deserves to be brutally crushed. Because, that the words of a man of peace. Who are we kidding here?

Well, they can have their messiah and their cult. While people like me will call them out of it. They can try to sell him like his the greatest man alive. That is not true, but they still say so. Notwithstanding the track-record… and the archives of his actions. These we are supposed to forget on the altar of grandeur and revolutionary, which his supposed to still be. As his wealthier than anyone else and owns so many companies, estates and such. That he is so far from the ideals he has spoken at length for years. Peace.

Opinion: Hon. Nabakooba should warn her boss…

Sometimes it is the wrong people that is warned. Especially ahead of elections. It is like the National Resistance Movement (NRM) and their Ministers are forgetting who their boss is and how he handles things. The guy that call people parasites, bean-weevils and insects. That is not a proper language of a statesmen and neither a Head of State. However, that is the wordings that the President uses about people.

That is why I find it interesting ahead of the campaigns starting in November 2020. That the Minister Nabakooba says this in a statement without referencing to whom or what. Except, that everyone should do it in a proper manner.

Political Campaigns should not be a time for candidates to use a language against each other. Candidates are warned against defaming each others, telling falsehoods against each other, inciting public disorder, inciting hatred or violence. I therefore call upon candidates to conduct their campaigns in manner that respects our diversity in culture and political difference” (Judith Nabakooba – Press Statement on the 25th October 2020).

As times goes by, it is very funny that the Minister dropped that Statement today. When the President was very vocal and using vile means to address the opposition mere 48 hours before. That she can do this without mentioning or addressing him. Says, that everyone else shall uphold to a higher standard, but the President. The President can do and act however he feels. While the rest should be careful what they say.

I have never seen them opposing money collected from these projects. They oppose other things but not money. They get their salaries. Government has a plan to bring some money to people here and they are fighting it. That they are fighting NRM! Their reasoning is that if there is no progress after some years NRM will be blamed. Whatever plan for the people that the NRM brings, they must fight it. They are like witches who don’t want to see a healthy baby grow” (Yoweri Kaguta Museveni on Thursday 22nd October 2020).

When he says the Opposition are witches, because they are fighting the NRM. There are reason for why they are opposition. Because, they don’t want investment or development projects, if there is a lack of transparency. Where the might lack public transparency and proof of ownership. How much is going back to the state? Who owns what? Where does the state funds go to ensure the supposed “development”?

That is the sort of thing the President doesn’t want to have questioned. This is why he vilify them… calls them witches. For the one simple reason: He doesn’t want to be open and transparent about the deals done within his State House. Neither, really explain or give any ideas to the contracts being made in these development project. That is why its easier to make the opposition the evil enterprise. Than, actually governing properly, which isn’t his sort of game.

So with this all in mind. When the President can name-call like this ahead of the campaigns. As the candidates supposed to show maturity and humbleness. They are supposed to show respect and not incite to violence or public disorder. Why are the Minister not addressing the President?

Why? Why not do that? As the Minister should keep him accountable, as he called the opposition witches and was directly ghastly with the rhetoric towards them. Just mere 48 hours before the statement was released. Peace.

Opinion: Museveni should use the “No Change” slogan

Don’t think elections are a mere joke” Yoweri Kaguta Museveni (2011)

We know that National Resistance Movement (NRM) and President Yoweri Tibuhaburwa Kaguta Museveni is preparing and starting his official campaigns. That is why the NRM and the President released their slogan for the 2021 campaign. The President will now sing the songs of “Securing Your Future”. Whatever that means …

Since last time around in 2016 he promised “Steady Progress” which haven’t been delivered. That is why the state is borrowing more and more funds. Is more and more in need of donor funds. The President and the ruling regime knows this, but downplays it. As they are needing funds to just to build and tarmac roads within towns across the Republic.

In 2011 he offered the “Pakalast” or “Until the End”, which was supposed to be a sign that he wanted to reign forever. Which have been proven ever since. There is no end to this rule. It doesn’t matter what happens. He will just reign forever. That is the true.

We could continue to go through the past and slogans. However, the proof is that the man has promised the same before. In 2006, the President came with the slogan of “Prosperity for All”. That is really what is happening in 2021. What he promised as he had his first Multi-Party Election in 2006. The same is being dropped now in 2020.

It is really unique that 15 years after he will promise a similar thing. Hoping people forgetting quick. The President should just go back to the first one he had. That would be sincere and honest. At some point, that should be tagged on his forehead.

The President should just use “No Change” which he used in 1996. When he had the 1996 Election and sort of had NRM Primaries to the National Level. The President and the NRM used scare tactics and blocking Dr. Paul Ssemogerere. Also, did everything he could to associate Ssemogerere with Obote to black-ball him.

However, we are in 2020 and not back-in-the-day. The President have been in power since 1986. It is 34 years in power. When the next term is over it would be 40 years as ruler. That says a lot. This is why we have so much information about what he has done and what he haven’t delivered. He has not delivered the 10 Point Programme. The President haven’t delivered what he has promised, again and again. Always needing more time and more “peace”. There is never enough peace and always a obstacle, which is the reason for non delivery.

That is why he again re-issue the 2006 slogan in 20201. This is promising the same thing as you did 15 years ago. You would think that you had actually made some “steady progress”, but that cannot be true. If it was so. He wouldn’t need to “secure your future”. However, the President needs to talk about the future, since part of him knows he is the past.

The President wants to be relevant. Nevertheless, if he wanted to be honest. He would run with 1996 slogan “No Change”. As that would be sincere campaigning. Since the NRM is delivering no change and no real development. As the government … have been in charge and haven’t done what it’s supposed to do.

Except that it has been a Limited Liability Company for the President and his closest associates for years. That they have succeeded in. However, they haven’t delivered on their promises, which is the reason for their reign. The 27 guns salute cannot save his legacy now. The lingering in power only proves that there will be “No Change” as long as he is in power. Peace.

Opinion: DP and UPC doesn’t aspire for the highest office anymore

You know something is up… when the oldest parties are not aiming at the highest office. Uganda People’s Congress (UPC) and the Democratic Party isn’t trying to aspire to the highest office. Because, on the list of 19 candidates for the Presidency in 2021. There is no one entering the race from these two parties.

That shows a sign of weakness. Yes, the UPC have been working in direct alliance with the National Resistance Movement (NRM). It has had MPs becoming Ministers in the Cabinet and they are running for the NRM as aspirants in 2021. The DP is clearly doing the same, as there been MPs and candidacy.

That some parties has gone behind others isn’t new. However, that UPC and the DP have no gone twice without a Presidential Candidate. If these parties wants to aim for relevance and trying to make a difference. Why are they so subtle and safeguarding so much?

Is Party President James Akena afraid to ruffle the feathers with his deal with the NRM? Since they are not fielding an aspirant and not even himself. Since the last UPC candidate for the Presidency is now Olara Otunnu. That begins to a long while ago.

The DP haven’t fielded anyone since the first time with Party President Norbert Mao in 2011? Because, last time it went behind The Democratic Alliance (TDA) Amama Mbabazi. Now, in 2021, who are you backing?

The UPC is backing the NRM and because of the agreement between them. While the DP haven’t said or that. We cannot anticipate who they favour or who they support. As it could be whoever really this time around.

What is still striking is that there more independent candidates running for the Presidency. Than from the old parties. This is really shocker. It is victory for Museveni to see his old enemies are losing at this rate. They are not even competing with him. That is the mere reality of that.

The UPC and DP is losing relevance. They are losing their edge and uniqueness. When they are not even trying to challenge on the top, but only from the bottom. You would think these people who are so proud of their parties. Should go to their Party President and be baffled that they are not even trying. Because, that is how it seems. They are settling with becoming MPs and not even trying to go against Museveni.

That is weak tea. The ones who is fighting for these parties must be dismayed and feel belittled. As they are even conquered by newcomers and independents. They are not even able to be in the same regard as them. Peace.

Opinion: The State House got a campaign budget

In the same supplementary budget Shs 451 billion has been allocated to State House of which Shs 400 billion is for classified expenditure” (Sam Ibanda Mugabi – ‘Parliament passes Shs 3.7 trillion supplementary budget amidst opposition’ 21.10.2020).

This is campaign year and into the General Election. Don’t expect this money to be used for the common good. The State House has gotten a “Classified Budget” again. In a Campaign Year. It is naive to think this will be used on public projects or on development projects elsewhere. The President and the National Resistance Movement have gotten a wind-fall. They are suddenly swimming in money as the nominated MPs has to pay fees and use campaign funds.

The NRM and President Museveni have secured the bag ahead of the election. They have gotten more funds, which they can spend as they see fit. If we see the NRM and the President giving away trucks, bicycles or anything to RDCs, DPCs or Chiefs. It will come from this fund. Pastors and Clerical Leadership as well. They will get “donations” from this “goodwill fund”.

The Shs. 451 billions will not be used to make the State House in Nakasero into a safe haven. Neither will this be disposed to make Okello House in Entebbe into a state of the art mansion. No, this money will go to all sort of cronies, campaign staff and temporary structures to spread the message of the President. He will pay-off everyone, media-houses and whatnot. Just to be on top. That is why he needed an additional budget this early in the budget year of 2020-21.

This is because the campaign is starting and in the months ahead of the General Elections in 2021. That is the usage of the funds. We would easily see that they suddenly have money for T-Shirts, Yellow Berets and what else of merchandise the NRM needs.

If the President and the State House had nothing to hide. They wouldn’t have such a slush fund suddenly for “Classified Expenditure”. Especially, as the NRM isn’t that transparent and neither is government. Who already have enormous usage of classified expenditure for both the State House and the Uganda People’s Defence Force (UPDF). That is very common and shows that they want to spend as they pleases without any public scrutiny of it.

They will spend these funds without receipts, bank statements or even accounted use of it. This means it could be used for whatever and therefore, the simple speculation from my part. I don’t know if the President has to bail out his family members or businesses. I don’t know, if his farms needs upgrades and his family members needs their allowances. That is something I don’t know, but what I do know.

Is that the NRM and President Museveni spends huge sums in campaigns and in election years. They spend money like drunk sailors at port. They are spending funds like there is no tomorrow. That is the reality and this is why in 2021 the same State House will be broke and would need additional funds to run operation. Either they are missing funds to pay for staff, electricity or even the water bill. Suddenly, they cannot pay for new furniture or even briefcases for the Permanent Secretaries. That is what happens in post-Election time. Therefore, expect all of this and that’s why I believe these funds are going into Campaign Funding. Direct funding the Presidential Campaign and his party as well. Peace.
