
Chapter Four Uganda: Reject Regressive Clauses in Sexual Offences Bill (08.05.2021)



“Meeting a section of coordinators and members for the opposition National Unity Platform (NUP) at State House Entebbe. I appreciate their views on the different failures of the NRM, and my assurance is that we shall work together to address such” (Yoweri Kaguta Museveni, 06.05.2021).
On the 6th May 2021 there was suddenly a tweet and a dropped piece of information from the President Yoweri Tibuhurwa Kaguta Musveni. That he held a meeting at the State House with supposed National Unity Platform Coordinators from the recently held elections in January 2021.
This is the Commander-in-Chief, the President and the Chairman of the ruling party, National Resistance Movement (NRM). He has targeted, gone after and ordered his Security Organizations to hunt after the NUP. His government has arrested, detained, kidnapped, kept incommunicado and even killed NUP activists, leaders and coordinators. The state hasn’t been favourable or fair to the NUP. That’s why I don’t believe …. that there was any real NUP Coordinators at the State House.
The NRM Chairman and Self-Styled President for Life isn’t having dialogue with the NUP. Neither did he have the ability to prove anyone of the people in the picture even was part of opposition party. The same party that has been targeted and aimed at all true campaign season.
The President of a ruling regime, which still have the NUP Presidential Campaign Team behind bars, which it has been since the end of December 2020. That’s why the belief of a meeting like this unlikely. It isn’t like the NUP have been in communication or tried to talk with the NRM. They have sent letters to the other opposition parties, but not the ruling regime.
Museveni wants to look like a winner and be praised ahead of the 12th May 2021 swearing in at Kololo Airfield. Where he wants all the dignitaries and the glory of the rigged election ahead of his 9th term in office. The man needs legitimacy and look sincere, though we all know the grift and the reasons for this.
He has no trouble living on a lie. The regime is pushing it. That’s why we know the drill and we have been here before. The NUP isn’t collaborating with the NRM. That is just the truth. The President and State House isn’t straightforward with this. That’s why we know this was a publicity stunt and PR move, but not the reality. If it was… he would have shown their faces and smiled with them. Like the moves with Ashburg Katto, Jennifer Full Figure and everyone else he has “taken” from the NUP in the past.
Now, he just held a meeting, but not showing any of them off. It is just filled with ghosts, unaccounted people and internally displaced individuals who happens to be there. I’m sure more coordinators are behind bars, on bail or been sought after during the days of polls in January 2021. The state have gone after these and they have even killed them too. So, I doubt the party who has been hunted down like the NUP would suddenly let their people greet the man behind the scenes doing these sinister things to them.
Like will you meet the killer and the one punishing your kin? His been doing so without any justification or reason. Calling the NUP coordinators, activists and members as thugs, hoodlums and whatnot. He has talked about crushing them… so why would they even talk to this man? Who only has selfish interests and not care for the Republic?
Museveni can live on the lie. The lies… which is embedded in his modus operandi … and keeps him in office. These lies are what makes him powerful. Still, it is lies and deceit, which isn’t true. That is why he needs to stuff like this to make legit. Though we all know his just trying to take people for fools. People are not that stupid, even if his handlers believes they are. Peace.

It seems like the National Resistance Movement (NRM) and the “Yes-Men” around the President is fielding the idea of giving Yoweri Tibuhurwa Kaguta Museveni the title of Field Marshal. Just as his not only the President, the Commander-in-Chief and the Head of State isn’t enough. He has also kept his title as the General.
That is why many refers to him as the General, which is natural. Some has referred to him as the King of Kings or the Ssabagabe. As he wants to be the anointed one and the royalty of his own court. He wants to be more than a mere mortal and have a royal heritage. That he oozes greatness and is ushering in a new era. However, the greed of power and prolonged stay in office is only repeating the sins of the past.
The ability to give him own titles, land, businesses, nepotism, corruption, torture, extra-judicial killings, destruction of institutions and becoming the personification of the state. Is a reason for self-inflicted harm and destruction of the state, which he resides over. He is taking away all the little reform and progress he delivered in the past. Taken it all away and he has resided in the highest of office with any transparency, accountability or responsibility to tell what’s his doing.
That is why the likes of Ministers and Yes-Men are saying he should become the Field Marshal. The highest rank of the army. Be the militant and the army commander he is. It is not like his beloved character anymore or have popular stance in the general public. Those years have long gone and passed. There is enough water under bridge for that.
He is already rehashing the ideas of the depleted state of the predecessors. Already tormenting his opposition, dissidents and people are coming back dead from their meeting with destiny or the tyranny of his state. The opposition are already political prisoners, the state is retaliating with all means and there is no space for them to breathe. Therefore, Museveni isn’t delivering a change or freedom, which his so often. He has the freedom, but his peers don’t have the same.
If he becomes Field Marshal, he will be in the same fashion as Idi Amin. A fellow he has always been so proud of toppling, because of his tyrannical reign. Now, his repeating all the sins of him and doing the same to the peasants too. Crippling the economy and coming with the military, if anyone dares to oppose him.
That’s why his just selling himself short and destroying his own name. His being do so for years. However, if his pride catches him and he eats this title. His just the epitome of an emperor. His showing his arrogance and how he belittles the general public. As he entitles himself and calls himself by fashionable names.
The King of Kings, the Fountain of Honour, His Excellency (H.E.), the Field Marshal and President Museveni. Peace.

Yesterday, the prolonged time for making it illegal to be homosexual or gay in the Ugandan Republic came into effect. This was passed in Parliament and was a part of the new Sexual Offences Act of 2019. This has been in the making since the early drafts in 2014. However, the attack on people’s love-life is just the beginning of the oppression in the Republic.
The same-sex persons and gay-community in Uganda is small and disfranchised already. There been cases of people going into exile and claiming to be gay to get visa’s in the Western Hemisphere. Therefore, this is far from new and is a continued problem. As well, as the Police have had crackdowns on gathering and rainbow meetings.
Well, they are meeting the same blunt force all dissidents are getting. The political freedoms are limited. The dissidents and people who are against the regime is targeted. The state is going after, using all means to silence the opposition. They cannot have rallies, meetings or even do internal party work without meeting security organizations. Radio shows are blocked, venues sealed off and so fourth.
The opposition are abducted, kept incommunicado, detained without charges, arraigned in court martial as civilians, held in ungazetted safe-houses, tortured and even killed. The state is using all of its security organizations to brutally get rid of the ones who oppose its reign. This is the aim of the state… and what they do. It is reported and stated. They are targeting civilian activists, killing civilians during demonstrations and random bystanders are hit by “stray-bullets” too.
I feel bad for the homosexuals and the gays. They deserve to love whoever they love. That shouldn’t be criminalized. Nevertheless, like in early 2014 and 2015, I called it wrong to just point at this and I still do. Because, the wrongs done to them is a systemic default of the current state. The National Resistance Movement (NRM) is targeting dissidents and people who oppose it. Therefore, them going after the same-sex lovers is just following the same programming. Giving them ten years in prison for doing so.
The state is already attacking such big groups and everyone who gathers in spite of His Excellency (H.E). The NRM can use the army, security organizations and the police force to silence the opposition.
When the state have re-issued the ills of previous regimes. Giving the “Panda Gari’s” a second life. Ensuring to strike fear to anyone who oppose the old man with the hat. The Special Force Command, CMI, ISO, UPF and UPDF are all collecting individuals who they deem fit. They are taking without proper procedure or within the bounds of the law. While the civilians who is taking in have to follow the same law. That is the reality of the oppression in the state.
So, the whole state needs to be reformed. Not just revoking the stipulation in the Sexual Offences Act. There is a need to change how the state operates … and create another atmosphere. The current regime doesn’t value, liberty or freedom of anyone else than the ones who is anointed by the state. The rest can just linger in detention, get re-charged and re-arrested. These folks can get tortured and possibly killed as well on the watch of the regime. There is not mercy and only sinister approach to justice.
It is injustice and impunity on a high scale. The same-sex/gays are just a populist fitting target to shallow the lack of results of this state. To follow up on a old promise and not really do anything to create a better nation or steady progress. This is what the guys believes is securing your future. They are putting people in bracelets and screaming “democracy”. You cannot make this one up, but that is the reality of it all. Peace.

Since 2014 there been a running act and planned effort to make homosexuality illegal. The National Resistance Movement and President Yoweri Kaguta Museveni have done as a populist move to regain trust among the faithful people of the Republic. This is to galvanize the conservative Christians and Muslims.
In one of the last sessions of the 10th Parliament there was several of acts passed. One of them was the Sexual Offences Act of 2019. Where there is one stipulation and its very clear with the intent. The state is making it a crime and criminalize it.
The law now has been part of two terms, the 9th and 10th Parliament. It needed all those years to come to pass. The state just enacted at with many other things that makes sense. The rest of bill is sensible and uses common sense.
What the state have no made illegal, which is the anti-gay stipulation of the bill.
“11. Unnatural offences.
A person who-
(a) performs a sexual act with another person contrary to the
order of nature; or
(b) engages in a sexual act with an animal;
commits an offence and is liable on conviction, to imprisonment for
ten years” (Sexual Offences Bill, 2019).
That this happened wasn’t shocking. It was inevitable. Now that the President and his party done this in majority is because they know they won’t loose donor funds or anything. The state is already under fire for other political actions and electioneering of late. The NRM and Museveni knows that their standing is losing elsewhere.
That the anti-gay bill is commenced within 7 years shows the resilience and does it in the final minute of the Parliament. They are not having huge discussions or anything. It is just passed in the middle of 7 bills is one of its Final Acts of the 10th Parliament.
They have made it illegal to be gay and if someone have sex with the same gender. That will be criminalized as an unnatural offences, which can be charged with imprisonment up to ten years. They are doing it now because nobody cares and the human rights violations are already catching up. The state is already using the security organizations to apprehend the political dissidents and secure the majority for the 11th Parliament.
I’m not surprised that this happened. It was inevitable, but that its happening now makes sense. As the 10th Parliament is going out with an bang and finally showing they can pass legislation. Not only approve loans, which have been the most important part of their duties of late.
The bill has been in the progress since 2014 and was finally passed on the 3rd May 2021, Monicah Amoding who wrote this and got it into the Parliamentary Library on the 27th November 2019. It only took about 1,5 years for this to be passed. Still, there been drafted legislation for this since 2014 … and means the state awaited 7 years to make it happen.
To make it illegal to be gay is just winning over some part of the community. While taking away their freedoms and liberties. They are doing this as simple populism and cheap politics. It doesn’t cost them a thing and they have made certain sort of sexual preferences illegal. That being same-sex acts, which only can been as “unnatural offences”. This is how I see this and that’s the mere fact of it all. Now, it just awaits Presidential Ascending and it’s official law of the Republic.
It is sad, though the whole regime is delivering atrocities and horrific acts against the ones who stands in their way. So, now they just have another minority to criminalize as well. Peace.

The high ranking official and the beloved appointee of the “high above” Mwesigwa Rukutana have been acquitted by the courts after shooting and killing a civilian, as he lost the National Resistance Movement Primaries in early September 2020.
He was the incumbent MP in the Parliament, but lost. However, the man has been a Minister of various Ministries from 2001 to 2015. He was the Deputy Attorney General from 2015 to 2019. While being the MP from 2016 to 2021. The MP is now out and lost his seat.
Still with all of that his out of legal jeopardy. A man who can use his AK-47 and use vile force. However, have no consequences. A Minister for 14 years, Deputy Attorney General of the Republic for 4 years.
If a man who has been such a honourable for so long and had titles in Republic should know better. He should be a better man, apparently that is too much to ask.
Rukutana used his weapon for no other reason that he lost his place and had to retaliate against the ones who humiliated him. The entitlement is real, but his still served with it. As he could get away with the usage of weapons on others.
Two weeks later in Fresh Primaries he became the winner of the Primaries too. That was after the first round of Primaries. He needed to get his way and couldn’t accept anything else. This shows how some are “better” and is “above the law”. A lawmaker like this is apparently so in this regime. He got the stripes and a second chance.
However, the former Minister was booted out in the General Election in January 2021. Just like he was in the first bloody Primary in September 2020. Rukutana was now acquitted in April 2021 for the actions done in September 2020. That says a lot… while he still lost his seat as an MP.
What we can say by all of this. Is that if your part of the Movement and anointed by the high above. You can easily get a out of the jail free-card. That is what he did while others are lingering in jail for their political affiliation.
Rukutana … is not only lucky but entitled. He has the character and the ability to shoot someone and get away with it. We know the opposition cannot even sneeze on the streets or gather without legal jeopardy. While the Movement own can do whatever and get run away from the law. They are above the law and cannot be touched. However, if anyone around Bobi Wine did the same. They would be charged with murder and the prison officials would throw away the keys.
Nevertheless, Rukutana isn’t with the umbrella, but his anointed by the yellow bus. That is why his off the hook. If Nubian Li or anyone else did this. They wouldn’t see the light of day. That is just the reality of it all and its distasteful and disgraceful. The state shows how the law doesn’t matter for some. It just matters that you have the right people around you and suction to the State House. If you have that… you don’t have to worry about the law or the courts. That is for the peasants or the opposition. Peace.

Well.. Mr. Sunday, M7 or the Old man with the hat has run this lap to many times and the sad truth is… that he has nothing new to offer. He got nothing, nada to prove or deliver. This man has shown his character and how he rules over the years. Things will not get better. No, they will only get worse.
President Yoweri Tibuhurwa Kaguta Museveni will only show the Republic two things in the up-coming term. These are death and destruction.
The deaths we are already seeing and it will come steady. The republic is using the security apparatus with full force and impunity. There is no wiggle room or justification anymore. It is just a total attack on anyone and anybody who dares to associate or be active in certain spheres of society. There is no space or possible other way to see. The drones or “Panda Gari’s” is the truth of this. The same is the safe-houses, the use of the army, Special Force Command and other outfits to hunt, abduct, detain and even kill on orders of the state.
The destruction is more for us mere mortal who follows from afar. Except more devastating news that the state is crippling economy, rising interests rates and lacking forex reserves. The state will not get funds as it is sanctioned. The state will be poor and the loan repayments are to high in comparison to the domestic revenue. The revenue collected from new taxes will not service the short-fall between it either. As the general spending is too high with the huge patronage and expensive beneficiaries of the state needs to be greased. If not the President and his elite will struggle to be active. This is why things will become even more dire with time.
That is why he will not bring hope or steady progress. The President doesn’t have the trust or allies securing his bank. The State House doesn’t have a wand to settle old debts or re-issuing grace periods. The President has tried to sell himself as a fighter against terrorism and be a operator of brigades for peace-keepers. However, that only take you so far.
At some point, all the death and destruction will turn against him. When everyone is struggling. When the elites and the decreasing middle-class isn’t feeling any development. The time when the ones who accepted the plights of others are seeing that everyone is going hand to mouth. When all government schemes are eaten by high ranking officials and not serving the general public. There is not money for light-bulbs at public schools, but ministers can buy imported luxurious goods. They can wear expensive suits, fresh Italian leather shoes, one of kind cell-phone and jewellery.
That’s why the President and his party has nothing really to offer. They will only continue their rampant self-destructive ways to further feed their cause. These folks only are there for eating themselves. The President has said his nobody’s servant, but works for himself. That is why you shouldn’t expect for him to care.
Museveni will not make a difference now. That time is long gone. Now, he will only order death and destruction. Right now he will only torment people and cause more suffering for plenty. It will get worse. Expect hyper-inflation, lack of goods and other hiccups, which they will make all sort of excuses over.
The state who loans to pay salaries and do the basics. Will sooner or later deplete the warehouses and cripple the economy. It is just a matter of time before civil servants aren’t paid. Teachers, nurses and others are going for months without pay. While the soldiers and key security outfits are covered to safeguard the regime. Don’t be shocked if this is coming. With so many years of greed and stagnation. It is at this point… that the never finished revolution starts to eat its own. It is tragic to say so, but we are soon there.
Museveni is reckless and brutal. That is why his willing to take this far. This is why he does, because it hasn’t cost anything in past, but soon he needs to do it. Why? Well, he wants to save his own skin and kin. As the battle for breadcrumbs will arrive and true survival comes for the wealthy too.
That is why he will only continue to deliver death and destruction. This is his steady progress and securing your future is all about. Peace.

In the good old days the National Resistance Movement (NRM) and Yoweri Kaguta Museveni could easily win propaganda victories. The NRM and the Government of Uganda had all the goodwill of the world. The republic had been burning and Museveni could blame the previous administrations for everything. It wasn’t his men and they hadn’t followed the right path. If not they were not educated in the Movement system and its 10 point program.
That maybe worked like clockwork until mid-90s but that era is long gone. The crimes of those days got downplayed and the prolonged conflict in Northern Uganda got swept under the rug. Because, the President and the NRM was not only promising things, but reforming the state. They were issuing policy changes and making a difference. The policies wasn’t only get rich-schemes by the elite, but actual government work for the citizens.
Now these days the NRM has left the port and is sailing in the wilderness. All of the Presidential Advisors and Yes-Men cannot save this ship. It is sort of rudderless, but still seems deliberately so and does it with perfect. It is moving on the knives edge and pushing all of its boundaries. It has been able for so long to get away with horrific things and thinks it can do it now as well.
The NRM and Museveni have left several of things burn in the past and let other people clean up his mess. He has involved himself in conflicts and pushed his interests there. Seen a profit possibility and operations of looting as an outcome. Still, it is the general public who will pick up the bill for his warfare and looting. Not the gentlemen who was merchants of death and destruction. No, these people are ministers, high ranking officials and if not dead heroes.
With all this said we are in 2021and the legacy of Museveni is sort of getting written. His handlers and team is trying rewrite it all, but that shouldn’t be the truth. There is now real evidence of the torture, the kidnappings and detentions of civilians without a fair trial. The state is acting with swift impunity and vengeance against the National Unity Platform (NUP).
There been safe-houses for years who is un-gazetted by the state. Where the various of security organizations have held detractors, dissidents and supposed “spies”. While they are tortured and kept incommunicado. The state is also known now for “drones” or “Panda Gari’s” which is really bringing back the vicious techniques of the past. Taking people in the middle of the night or on the streets, in restaurants even without any forewarning or warrant. The security officers are coming in the famous wagons and just taking the citizens away. That is happening while the state plays around with numbers of missing people and not releasing any true reports on the matter. Like it is a joke, while families are missing loved ones because of their political affiliation.
That is the state Museveni is ruling at the moment. A man who came and promised a fundamental change. A man who came and was supposed to be different from Idi Amin and Milton Obote. However, it was a lie. His living a lie and the citizens are paying the price for it. He is using all the tricks of the past, but for his own agenda. In the end the fortunes and the wealth is in his hands. All decrees, orders and the final say is all up to him.
There is no middle ground. That he orders soldiers on the streets to crack-down on civilians protesting. A man who has no trouble using all security apparatus to detain a whole campaign team and impound all their gear, cars and such too. Arresting everyone in near association with a Presidential Candidate and take these folks to Court Martial to be charged as soldiers. While these are civilians and political prisoners of conscience. These men and woman are all behind bars, because they dared to be part of the NUP. That is the only reason for their demise and days behind bars.
That is how Museveni will be remembered. As well as becoming the personification of the state. Who has easier access to tear-gas than to needed PPE equipment. A state who has no issues lying about everything and blame everyone else. Have a huge machinery and bloated state budgets, but no good revenue. A state that is run on rampant grand corruption, but doesn’t take care of it. Neither does any of the parastatal’s or agencies supposed to combat it. They are just awaiting the go ahead from the “high above” before apprehending a small fish. The big men are in the kitchen cabinet and these are untouchable.
Museveni might say the right words now and then, but that doesn’t make it true. His reign is a mockery of a great republic like Uganda. There was so much potential, but he squashed it all with his ego and will to get massive wealth. The President is willing to do whatever to his enemies. There is no bound to the fate of the ones who opposes him. They can suffer and be in dire straits. The state doesn’t care, because the President doesn’t either. While his at a public function reciting the bible and at another hour ordering someone’s demise. That is the sort of character he is and the hypocrisy is the road his walking.
The NRM way is how they act upon the NUP. That is the NRM. Through and through. The death, the destruction and the use off all means to silence it. They are downplaying it and making it seem superficial, while people are living in injustice. Parents has lost their kids, grandparents lost their grand-kids and so on. Brothers, sisters, wife and husbands have all been scorn by the acts of the state. People have been missing and found dead no a field or left for dead on a street after weeks of uncertainty. These stories are the reflection of the ills of Museveni’s reign.
There is no half-way crook. Museveni is crooked and abide by this too. His lies and deceit is catching up on him. The way he speaks of democracy and such is all just a front. He always wanted to be the centre and be the man in-charge. That is why he doesn’t care about rigged elections, as long it is in favour of him and his allies. Nevertheless, he went into the bush over another rigged election in 1980. The 2021 is hopefully the final 1980 election of this kind. Where all things are in favour and built for one party. Instead of being credible, free and fair, which was far from it in January 2021.
Museveni’s actions will haunt him. Even if he thinks his above it. The scars, the wounds and the deceased will be his detriment. There is no way out now. He has created this and will have to answer for it all. The lives he has both taken and hurt is the ones who will in the end destroy him. Maybe not in this life, as all security organizations is defending his mortal soul. However, in the afterlife, the almighty will ask him and determine if this was all justified. Then he will get the verdict on judgement day.
As it seems like Museveni will rule until his final breathe. Still, we all should remember him for the NRM way, which wasn’t the prolific changes of the 90s but the deteriorating and destructive state of affairs of late. That is what he shall be remembered for and what he cannot run away from. These lives was taken on his watch and these fellow brothers and sisters ,will forever be remembered for their sacrifice. The National Resistance Movement and President Yoweri Kaguta Museveni have created a negative spiral of debt. The state have taken out more and more debt over the years. The CSBAG, Uganda Debt Network and other organizations have spoken out about this. As the state have the need to pay more in interests and it takes away more from the general budget.
Now the state is saying it has 65 Trillion Shillings in unsustainable debt. That is happening after the Parliament have had sessions over the last few years. Where the only thing they do is to vote over debt and approve more loans to the state for various of development projects, roads and you can wonder if it does anything.
The state is now owning a lot of money. More money than it usually uses in a state budget. The state budgets of late have had half of the revenue coming from domestic taxes and the other either grants or loans. There is also additional supplementary budgets, which is coming in cycles during the budget year. Which is adding more debt… and creating more debt.
There been worry about the rise of debt, but the NRM and the President has said it has been done within reason. However, that is now the chickens coming home to roost. There is enough problems ahead and the state has created this financial conundrum. It has been done deliberately over time.
The Parliament is on the regular issuing now loans… and taking new loans. While hoping one day they have the revenue to actually do these things. The state is spending money and funds it doesn’t have. That is an unforgiving task… and the NRM cannot run away from this.
The NRM have created problem. The appointments of the President is doing this. The Bank of Uganda (BoU) and Ministry of Finance, Planning and Economic Development (MoFPED) should have seen this coming. They have been looking over the expenditures and the interests rates. They know when the grace periods of the loans are over. These folks are the ones who has the oversight and supposed sound judgement to advice the Parliament to accept all these loans. However, that is clearly not the case.
The state is crippling its budgets, overspending and over-loaning funds over time. Now, the creditors and debtors wants their pieces of coins back. They cannot bail on it or default on it. Then the state will not be trustworthy and be credible as a economic broker. The state is clearly struggling and lacking funds. That’s because they are having trouble to raise domestic revenue and have to high costs.
This is a self-inflicted ill-advised debt-cycle. A government not listening to CSBAG, Uganda Debt Network and others. The NRM and Museveni should have done that. It will be harder for them to get solidarity this time around. As the Museveni era of now is destructive. The state actions against its own citizens and totalitarian acts. Is not the ones who makes outsiders forgiving like it did in the early 1990s when Museveni was part of a new group of leaders that the West had hopes in. However, that boat has sailed and the truth has come out. That is why Museveni is still there and depleting the state like there is no tomorrow. This is why the debt is rising and its run without any balance of the budgets. That is why the debt is rising and there is no way out.
They want debt forgiveness. However, getting that now will be a feat, but not sustainable either. As this state will just take out new loans and not re-coup or try to absorb the lack of revenue, which is causing the problem in the first place. That is why the state doesn’t have any liquidity or equity to trade for the lack of revenue. It is just a sinking boat and the captain seems clueless…
Deficit financing can only take that far and now its at the end of that journey. Peace.
