Opinion: Honourable Minister, 10.6 Billion shillings isn’t wired by an error…

Finance Minister Matia Kasaijja has admitted to irregularly paying out 10.6 billion shillings through a supplementary budget to six people as compensation for land that was taken over by the central government. However, the Minister told Members of Parliament that the then Lands Minister who is now the Inspector General of Government Beti Kamya did not have the powers to initiate the supplementary budget on behalf of the Uganda Land Commission” (NTV Uganda, 31.05.2022).

Finance Minister Matia Kasaija has admitted that the UGX 10.5 billion that was released to compensate land claimants was done in error” (NBS Television, 31.05.2022).

This is how not to run a government and wasting public funds. The Ministry of Finance, Planning and Economic Development (MoFPED) are in-charge of the budgets and financing of the state. That’s why there should the grown-ups and technocrats who ensure the safety of every single transaction, also that the designation of votes on spending is correct and finally properly financed by domestic revenue. However, asking for that… is too much to ask.

This is not a direct error or a mistake, but a calculated risk to pay-off either someone or somebody. Because, nobody gets billions of shillings on their account by a mistake. Unless, the Minister and the MoFPED are so inept and so scrupulous that it has done this. Now his just claiming an error…

That is troublesome affair. Elsewhere, this would make an inquiry, committee report and the Minister would be suspended. Since he cannot function, act within protocols or the due diligence before processing the transactions in question. Because, there should be safety-nets, vouching for the payments or transactions before they are going out. So, that more than one person is checking if the accounts, the people receiving is correct and within the means of Ministry or Government institution in question. However, that is clearly too much to ask.

Minister Kasaija has failed in his duties, the same has the Permanent Secretaries and anyone allowing the transactions to go. The receivers are not at fault. That is the MoFPED and the ones who allowed it. There was people signing it up on it and allowing it. Therefore, the losses and the expenditure happened.

This is 10 billion shillings spent wrongly and dubious transactions, which should be a warning sign of how not to operate. However, this is just the ice-berg of what is happening. Since, if they can do this with 10 billion shillings and they are in-charge of trillions upon trillions of shillings. That’s why people should be worried what else is happening behind closed doors.

The Minister shouldn’t just call it an error, but it is a systemic default. It is a system and protocols which isn’t mattering at this point. If due diligence or procedures was followed. This shouldn’t have occurred in the first place. However, they didn’t care and could get away with it….

That’s why this is just a reflection of how the MoFPED and the NRM values money. There is no value of money, but only reckless spending without no thought about tomorrow. Peace.

The Rise of the Cassava Republic: A look into President Museveni’s “National Address “On the State of the Economy”

To use frugally these imported items (kukekereza, kwereembareemba) or kubyesonyiwa (get alternatives)” – President Yoweri Kaguta Museveni (22.05.2022).

Cassava. Cassava. Cassava. Well, here we are and things are not changing. The Head of State came with his history lecture, but he says he fixed everything since 1986, but the problems are always returning. Things are never stable enough or ability to permanently find solutions. That’s why even the “revolutionary” man and His Excellency is living large. The same does all his cronies and it’s really unique that a man who has all the wealth and all the power. To say to the citizens to not by imported items and switch to cassava.

Just read these lines in 2022:

The struggle between the two lines, therefore, was as follows: the revolutionary side (our side) pointed out that what was primary was to avoid death (massive death – ekyorezo), all other problems notwithstanding. The reactionary line was to emphasize the loss of jobs, loss of businesses, loss of school time, pregnancies of young girls, etc. Our line was that ebizibu (problems) are not equal (comparable) to death (okufa). Death is irreversible, while problems are reversible at the appropriate time. “Ekitatta Muhima, tekimumalako ente”, we say in Luganda (if a Muhima does not die, even if he loses cows, he will, in time, recover them)” (Museveni, 22.05.2022).

He is speaking well of the lockdowns and the stopping of society as he did for months during the global pandemic of late. Where the state had no emergency or contingency plans to help their citizens. There was a lack of support and the price of survival must have been really hard on the citizens living hand-to-mouth. As there is only one elite who could work from home. The day-traders and the ones living of their hands couldn’t do that directly. That was why so many was hurting.

Now, he speaks of the revolutionary line, as the NRM is far from that now. They have become the elites and the bourgeois who is eating of the plights of the rest. The President will not say that, but his staleworths, associates and all in collective is living large while the rest is struggling. That’s why his speaking like this. Because, it is so easy on the throne and when you especially doesn’t come with solutions, but let the people fix it for themselves. That’s the “revolution” his bringing… and he is clearly not on point with the needs of the people anymore. As their plights and the trouble to afford basic commodities isn’t going away and he choses to nothing about it. Since it is only a problem, but he don’t won’t to solve it. As it is not about survival…

He continues:

Again, here, we confront the struggle between the two lines: the revolutionary, patriotic line of the truth and seriousness on the one hand and the reactionary line of populism, cheap popularity and lack of realism of: prices-control by Government, subsidies, tax cuts on the other hand. Although this is not as serious as covid-19, the choices here, are also with serious implications. It is a choice between okubandama (collapse) of the economy on the one hand or survival (kwetaasa, kuhonoka). The real medicine for high prices and shortages, is increased production. Produce more, if you can” (Museveni, 22.05.2022).

It is really clear that his trying a balancing act, but it’s far from revolutionary at this point. It is being relaxed about the trouble and issues of the people. Instead of supporting and finding means to an end for the mwannachi. He prefers to look silently by and hoping the resilience of the people will linger on. Neither is his fearing uprisings or major demonstrations. Because, the “bread and circus” is working. Secondly, there is enough to keep people content with bare minimum. While the people should afford a bar of soap or cooking oil. The loaf of bread is just a proof that the society is weakening and the middle-class is dying too. There is only the rich who is connected to the government and their inner-circles. The businesses are thriving because of connections and suction from associates of the state. The rest has to fight and struggle.

He speaks of producing more, but who is buying and how are you selling that? When people cannot afford things to begin with. That will only benefit the traders who are exporting and not the people who cannot earn enough to pay the increased prices. Especially, when the state isn’t planning to help to regulate or subsidies imports of certain products. Neither, can certain products be produced at a massive scale for a reasonable price over night either. So, the President here is really naive or if not. Ignorant on the facts and what this really do. Its more Cassave and less wheat all over again…

In conclusion, I repeat that the only, really, serious dangers to our future are: reliance on only rain-fed agriculture; damage to our environment; and a nuclear-war among the mistake-makers” (Museveni, 22.05.2022).

Well… there you have it. This is the vital parts of the speech, because the rest was more history lessons and not relevant for today. That’s why I have only these paragraphs. He just shows what his asking for the public. You have to figure it out and if not use less soap. If not someone has to start production in Namanve or Luzira for that matter.

Museveni promised a “Steady Progress” and “Securing Your Future” but in this speech. He never really meant these things. Because, he is leaving people to fight for themselves. Since he has no incentive or reasons to do things. That’s for a simple reason. He don’t fear retribution or a revolution against him. As the President for 36 years… he hopes he has dozed people off so much. That they will never care to turn against him in the streets, avenues or in the villages. Even if they can’t afford basic commodities. Peace.

A Trillion Shillings to the PDM is a waste of public expenditure from the get-go…

The Parish Development Model (PDM) which was launched recently is following the patterns of other micro-finance schemes that the Government of Uganda has started. The public shouldn’t expect to much from this, because the state doesn’t have a history of ensuring it and they are just throwing money at the wall… and hoping sooner or later that something sticks. Nevertheless, that has never been the case.

The PDM is a new breed of the Emyooga, NAADs, SACCOs and all the other methods that haven’t brought people out of poverty. It is a “get-rich-quick-scheme” which is bound to fail. That’s said for a simple reason, the state is never studying the failures of the previous schemes before launching another one. Therefore, I don’t believe the PDM will do anything.

If you remember “Operation Wealth Creation” and all the other ones are only made for the fellas and the cronies of the state. This will be no difference and now the state plans to spend a trillion shillings on it. They are willing to wage these funds on a gamble.

Just read these quotes from the recent Parliament report!

In FY2021/22, UGX 200 billion was appropriated towards preparatory activities for the phased implementation of the PDM. These funds were able to support key activities like the establishment of the PDM Secretariat, recruitment of 6,000 Parish Chiefs – the posts filled so far are 9,847 (93%);

popularization of the Parish Development Model; development of PDM guidelines and manuals for the seven pillars, among others. Furthermore, Parliament under Supplementary Schedule No. 1 for FY 2021/22, approved additional funding for PDM as follows: UGX 3 billion-Mindset Change and Community Development activities under MoGLSD; UGX 29.3 billion-operationalize the recently created sub-counties and town councils; UGX 20.98 billion-to increase Parish Revolving Funds to UGX 17 million per parish; UGX 6.6 billion for establishment of Parish SACCOs countrywide; and

UGX 3.96 billion to operationalize the PDM Secretariat” (REPORT OF THE COMMITTEE ON BUDGET ON THE ANNUAL BUDGET ESTTMATES FOR FY 2O22/23, May 2022).

Rt. Hon. Speaker and Hon. Members, in the FY2022/23, UGX 100 million per Parish have been earmarked under the Parish Revolving Fund, translating to UGX 1.059 trillion. These funds are a capitalization grant to the PDM SACCOs, which will be used for the sole purpose of lending to viable income generating activities in the Production, Processing, Marketing and Storage of agricultural products” (REPORT OF THE COMMITTEE ON BUDGET ON THE ANNUAL BUDGET ESTTMATES FOR FY 2O22/23, May 2022).

So, we are seeing that state wants to ramp up their investments into the PDM. As they only started in the last financial year with certain amount of expenditure. It would be very unique if the PDM actually did deliver something substantial or game-changing in all aspects.

The PDM is bound to fail and become a wasteland of government spending. There is nothing in the cards or in the report to say otherwise. No, it is just a continuation of other similar schemes, which is money for the boys and the close associates of the state. This here isn’t built to last and is a hack-work. That’s why the funding and the sort of operations is half-assed and without any proper mandate. Neither is it bound by protocol or a direct policy. It is just made for being a place of reckless spending and without proper accountability.

The previous reports on the OWC and PDM haven’t been favourable either. The ones from certain districts of the PDM shows that. Therefore, this will only end in tears and they are spending a trillion on it too. Peace.

The Dead Silence: The two MPs – Sseginya and Ssewanyana still behind bars without any proof of their criminal conspiracy in the Greater Masaka Murders of last year

Fear has increased in Masaka region after the panga-wielding assailants killed another man in Sembabule district. His death brings the number of murder victims to 18 in Greater Masaka Region in one month” (Urban Television, 27.08.2021).

The murders of the Greater Masaka area of last year has gone out of the folklore. The cases and pending evidence is lost. The momentum of the authorities, the DCI, the UPF and everyone is gone. The proof the alleged criminal conspiracy seems to be all made up. As the victims of the murders are not answered, the real culprits are on the move and the injustice served the opposition is getting ever so clear.

Instead of finding, arraigned and detain the ones who was behind the killings. The authorities did chose to use these murders and crimes to pin it on two popular National Unity Platform (NUP) MPs. These being Kawempe North MP Mohammad Ssegirinya and Makindye West MP Allan Ssewanyana. Who was summoned in September 2021 and is still behind bars to this day.

They are lingering in Kigo Prison and charged with murder and terrorism. While there is no proof of this. They have been pinned with these crimes, but the authorities has not provided any evidence or affidavit or anything else of that sort to prove it. What is striking is that one of the members was in the Netherlands when he was supposed to do it. He was ensuring his district to get medical aid and an ambulance as well. This was Ssegirinya MP, that’s how shoddy the case is and shows how political it was.

These has now carried the debt of the murdered people of Masaka, which at one point was estimated to be 30 murders. That is 30 people with families, friends and loved ones who are never seeing them again. Which is used to implicate and charge innocent men who isn’t participating in these crimes. The criminal conspiracy was done by someone else and is shielded since the state has used all resources to go after these two MPs.

This isn’t the first time or the last time the National Resistance Movement (NRM) has done this. No, they have done this before and the MPs are just a proof of how the state oppress its dissidents. The two MPs are treated as outlaws and terrorists, but that’s only happens because of their political affiliation and their popularity. Because, everyone with some sense knows that these two aren’t behind it all.

What is sad is that the Greater Masaka murders are never resolved. The ones who lost their lives was used as pawns in a political game and not for the greater good either. Just to prove a point and show who has the authority. Since the state has not let them off the hook and doesn’t seem intended to do so either.

This is the dead silence. No one is caring for the loss of lives, these people just died and life moved on. People are seeing their leaders taken away and they are forgotten about behind bars. That is the dead silence…

I wrote these final lines about the murders in August 2021 and it seems fitting today: “It is tragic and sinister… but that is how it seems and it’s not looking good. The murders after curfew seems to continue. Lives is at stake and these are untouchable assassins” Peace.

Uganda: FEWS NET projected food security levels as stressed in the Greater Northern Region and a crisis in Karamoja

Staple food prices have continued to increase in recent months and are higher than prices recorded last year and five-year average levels across most of Uganda. Prices of staple sorghum and maize are now significantly above average in several key reference markets across the country. In Karamoja, terms of trade for sorghum against firewood, charcoal, and goats are below average and worse than last year, significantly restricting food access for poor households. After the first season bimodal harvest in June/July, food prices are expected to decline but are now expected to remain above average given expectations for below-average production, increased net exports, and impacts of the war in Ukraine on global supply chains and prices” (FEWS NET, 06.05.2022).

The Cassava Republic is getting hit hard by not only the rising commodity prices, but the weather. The agricultural production will be slowed down and that will hurt the farmers of the regions in the Northern Uganda and in the Karamoja sub-region. That is very evident and FEWS NET together with the World Food Programme is clearly having an oversight here. This here should worry the state, as it has targeted and had a military operation in Karamoja. Which is not mentioned here, but the burning region of Karamoja isn’t having a better times ahead of it. To the contrary things are only getting worse.

The Cassava Republic is also hit with an impactful war, which is not only hitting the exports of wheat, but in general. That’s why prices of commodities will go up and has gone up over the last year. Things are not getting better there either. Just read the quote below, which is a continuation of the first quote from FEWS NET on the matter.

In general, prices of food and non-food commodities have increased notably since late 2021. The main driving factors include rising transportation costs due to increasing fuel prices, seasonally declining market stocks, and reduced production prospects from the upcoming first season harvest following below average rainfall. More recently, impacts of the Russia-Ukraine crisis have driven further fuel price increases and increased the rate of general inflation of food and non-food commodities, further reducing household purchasing power. In March, retail prices of maize grain and sorghum increased farther above five-year average levels. Retail prices of beans and cassava generally remained below average in March, though prices of beans increased by 9-20 percent across monitored markets from February to March” (FEWS NET, 06.05.2022).

Here is the worrying statement:

However, rising food prices will likely result in some higher selling prices for famers, increasing access to income for those with near average production. For pastoralist households, pasture and water availability is expected to improve in May given the forecast of above-average rainfall. Overall, most households in bimodal areas are expected to access sufficient food and income to meet their essential food and non-food needs, with Minimal (IPC Phase 1) outcomes expected to persist at the area level throughout the projection period. However, given revised expectations for a third consecutive below-average production season as well as rising prices of food and non-food commodities including fuel, Stressed (IPC Phase 2) outcomes are now expected to persist throughout much of northern Uganda for the majority of the projection period. In Karamoja, availability of food and income is expected to remain seasonally limited as the lean season progresses. Given delays in the agricultural season, the lean season is now expected to last through July, longer than usual by about three weeks. During this time, insecurity is likely to continue constraining limiting income-earning, including from livestock production and sales. When schools reopen for the new term in early May, households will likely experience some improved food consumption due to WFP’s food and nutrition programming for school children, including school meals, take-home rations, and supplementary food for households with malnourished children. However, food prices are expected to continue increasing through around June until the harvest from bimodal areas begins to boost market supplies, with an increasing number of poor households likely to face consumption gaps and Crisis (IPC Phase 3) outcomes during this time. Though some seasonal price declines are expected following this, prices are expected to remain above average. For many poor Karamoja households, below-average purchasing power will continue constraining access to food from market purchases. Around August/September, the start of harvesting in Karamoja is expected to support improved access to food from own consumption and income from crop sales and reduce the number of households facing consumption gaps, though Crisis (IPC Phase 3) outcomes are expected to persist at the area level even during the post-harvest period. Overall, widespread Crisis (IPC Phase 3) outcomes are now expected to persist through at least September, with worst-affected households facing Emergency (IPC Phase 4) outcomes” (FEWS NET, 06.04.2022).

We are seeing changes and the next coming months will be impactful to say the least. As the farmers and everyone else will struggle. There will be lack of food and a distress in some parts of the Republic, but it can become really dire in Karamoja. The Karamoja where the army has attacked, burned villages and gone after the citizens. That’s where things are getting worse and where they will have a terrible food insecurity to the levels of crisis. They can possibly get into Emergency, which should worry anyone. This just really speaks of how the state is failing its citizens and things are not getting any better.

The state should act upon this and think of safeguards. Nevertheless, don’t think they will. They rather send more soldiers and have more birthday bashes for Muhoozi. Than being concerned with the lack of food or ability to plough their fields. No, the state is more busy scheming and enterprising for their own. That’s why this sort of news needs to be spread. Because, the citizens of Karamoja and the Greater North will be hurt by this. That is the message from FEWS NET and it should be heard. Peace.

The Art of Deficit Financing: Budget 2022/23 and the worrying affects of the growing debt…

The proposed budget for FY2O22/23 hos increased to UGX 47.25 trillion from the approved budget of UGX 44.77 trillion in FY2O21/22. ln the proposed budget, recurrent expenditures amount to UGX 33.54 trillion (71%) while development expenditures amount to UGX 13.70 trillion (129%). Worryingly, the projected revenue collections of UGX 25.54 trillion cannot fund the country’s entire recurrent expenditures” (Opposition Response to the Annual Budget Estimates for FY 2022/23, 03.05.2022).

When you read the first numbers on the Budget for the Financial Year of 2022/23 you see a problem that has been a long lingering issue. The National Resistance Movement (NRM) and Government of Uganda (GoU) has done this for several of years now. The state has banked on loans and grants to cover the deficits. While the state is budgeting with a deficit financing method, which is far from covering fiscal funds by the lack of domestic revenue. That’s why the rising debt and the cycle of recycling debt isn’t making things better.

Just read this paragraph here:

It is critical to note that debt management costs hove risen from UGX 8.58 trillion in FY2017/18 and ore projected to be UGX 15.94 trillion in FY2022/23. This translates to on increment of 86%. The costs take first coll on the budget to cater for interest payments, commitment charges, debt management fees and amortisation. Therefore, from the onset 33% of the proposed budget will

not be available for service delivery. instead, it will be utilised for payment of partial debt commitments” (Opposition Response to the Annual Budget Estimates for FY 2022/23, 03.05.2022).

Just seeing this number, as you see the lack of domestic revenue to cover the budget of 47 trillion shillings, which is only at the level of 25 trillions. While the project debt management is put to about 16 trillions shillings. That means most of the domestic revenue would be used to pay old debt. Unless, the state plans to take out more loans and recycle debt to pay the old debt. That is just pushing the problem further down the line and get more interests as well. Therefore, the state finances isn’t tricky anymore, but a tragic phenomenon. These sorts of numbers are getting closer to default and a possible debt trap at one point. As the state needs more loans to cover current loans. That is not how to run a nation and neither how to run a fiscal responsible government.

The numbers becomes even more striking:
“The advance effect of this astronomical level of borrowing is felt through interest payments of over UGX 5.5 trillion in FY2O22/23 rising from UGX 2.4 trillion in FY2017/18. An increment of 130%. This is coupled by external debt repayments that ore projected at UGX 2.4 trillion in FY2022/23 rising from UGX 589 billion in FY2017/18. An increment of 307%. These toke first coll on the revenue collection and reduces funds available for service delivery” (Opposition Response to the Annual Budget Estimates for FY 2022/23, 03.05.2022).

We see the debt management and now we see the rising interest payments are also doing the same. The ones that has been crying wolf and worried for the rising debt portfolio is catching up with the government. The Ministry of Finance and Planning and Economic Development (MoFPED) has failed to comply with the mechanisms and the codes of Public Finance and Management Act. Clearly, the Government and the all the Ministries has to be following suit.

These sorts of numbers should strike fear of a debt default and a crashing economy. The art of deficit financing … is now becoming a growing issue. The state cannot hide from this and this should worry the citizens. As there is nothing given that the creditors will be merciful or give way. They might … be vengeful and take collateral over failure to repay the debt. Peace.

Opinion: The Rise of the Cassava Republic

If there is no bread, eat muwogo (cassava). Africans confuse themselves. You are complaining there will be no bread, if there is no bread, eat cassava. I do not eat bread myself” – President Yoweri Tibuhurwa Kaguta Museveni (01.05.2022)

Eh! Are you hungry? We don’t eat bread around here. No matter if cooking oil prices is skyrocketing, if other commodities are going up. The fuel has already gone up and so has so much other things of late. So, when the President says people should eat Cassava instead of Bread. That is being said with the backdrop of rising wheat prices, as consequences of the Ukraine war.

It is not like this is only on cooking oil and wheat. No, this is on fuel, soap and sugar. Reported by Ssekandi: “According to the Uganda Bureau of Statistics, the price of cooking oil increased by 21 % between December 2021 and February 2022, and the annual rise was 77.6 %. In February, a laundry-soap bar cost 20 % more than in December and almost 50 % more than one year earlier. The petrol price surged by 15.3 % in three months and by 34 % in 12 months” (Ronald Ssegujja Ssekandi – ‘Ugandan government sees inflation as external shock’ 02.05.2022, D+C – Development and Cooperation).

So, this is a real issue. This is starting to look like the inflation of 2011 and how things became to costly. Which was creating strikes and the activist organizations of Activists for Change (A4C). The famous “walk to work” and that could happen again. As the prices are too high and the salaries are too low. If not to low… they are not co-existing with the realities on the ground. The gig economy isn’t ensuring a safety-net or a real adjustment of salaries in comparison of the rising prices.

The way the President spoke by it was damage control, because his government and institutions could do something about it. The state could insert trade-incentives and erase barriers to the market. The state could for time being suspend certain taxes and even value added taxes (VAT) in such a manner, that the prices would drop a little. However, that is of no concern. The same is with the expensive imports and whatnot. The landlocked republic needs imports, as it is not self-sufficient on a lot of commodities.

Yes, food wise there are alternatives and the farmers can sustain a lot. The massive production of plantain, cassava and millet can patch the hurt. However, that is not what everyone eats on the regular. That’s why imported rice and other things comes into play. Even maize-flour is imported and we can just imagine the rising prices on that as well. Not to talk about the beans and meat prices in all of this.

The President is just trying to get away from the problem, as it arises and he has seemingly very few tools at his disposal or any sort of coffers to clear the windfall. The cassava is only to patch the hurt, but will not salvage anything. It is only the fruits of his labour and how he has not set forward or had any clues how to govern. He only knows get-quick-rich schemes and Ponzi-schemes looking like micro-financing policies. This was bound to fall and you cannot spend money you don’t have and not have any sort of collateral or assets to trade with. That’s why his encircled by his own financial policies and cannot catch up. The spiralling debt, the lack of domestic revenue and the short-sighted government programmes only deprecates the state and gives it less incentive to move forward.

That’s why this is a real Cassava republic. Where it’s soon to expensive to fry it in the pan. Either the gas, the charcoal or the cassava itself is too expensive. While, the bread is only for the elites anyway. Lord have mercy, the damage we do upon ourselves. The heir is also rising to the throne, but he will have no clue what to do. Except for torturing, extra judicial killings and spreading false-hood on social media. Peace.

Opinion: When a soldier tortures a toddler, then the army can violate anyone…

Residents of Buvuma islands are living under fear after a Uganda People’s Defense Forces (UPDF) soldier only known as Robert brutally assaulted a 4-year-old boy for allegedly laughing at him while he was mastering how to ride a bicycle. Robert, who is attached to a detach in Nandala forest, Nairambi sub-county allegedly brutally beat a toddler identified as Najib Iguru, claiming that the boy had stoned him near his home. According to the boy’s mother, Aisha Namugaya, after the battering, the boy lost his body balance, his right leg started swelling while also struggling to breath” (URN – ‘Soldier tortures boy for mocking him, holds Buvuma village at gunpoint’ The Observer Uganda, 01.05.2022).

As long as I can remember and at every given moment, the President, His Excellency, Yoweri Kaguta Musveni has told the wonders of how disciplined his army is. He has spoken about the greatness and how he achieved peace. The President has spoken about how he came with fundamental change and how he revolutionized the Republic. However, things are not how it seems…

To the contrary, the Uganda People’s Defence Forces (UPDF) and various agencies connected is as vicious, brutal and lacks order like the predecessors. The acts of torture and extra judicial killings is still rampant. The kidnappings and keeping civilians incommunicado persists. The acts of injustice and impunity is never far from sight. There more stories about these vicious acts than what we know. As either people are not allowed to tell, people are bruised or scared for life and many who fears to speak.

We have heard the stories of activists, political candidates and bystanders to campaigns. Now it is happening to kids or toddlers who is not fully grown. Neither should there be any sort of reaction to an action of a toddler. If the soldier felt mocked and hurt by the act of toddler. He should have spoken to the mother and the parents should have punished the toddler they saw fit. The soldier shouldn’t act as the judge, the jury and the executioner. The soldier did take it further and held the whole village at gun-point. Striking fear and avenging everyone know the toddler. That shows what sort of power and what the soldiers believes they are able to do.

The ones defending it… should think that this could be their own cousin or family member. This could happen to any villager or toddler across the Republic. The innocent civilian who isn’t eligible or able to be punished by law was still touched and violated by a soldier. The soldier took the law upon himself and tortured a toddler. Just writing these lines disgust me. The thought of a child being used blunt force against. No matter what he said or did, his reasoning and mental capacity to understand isn’t there. That’s why a toddler isn’t a legal subject, but the parent would be. Therefore, the soldier just shows how he was a brute and indisciplined.

We can just wonder else the soldiers are up too. They are allowed and follows orders of destruction, contempt of law and can act with vicious operations like the ones in Karamoja sub-region. That’s why we know their violence and know they can cause massacres with their bare hands. They can kill and without consideration of the justice or righteous reason to use the firearm. However, they do and the regime applauds it.

That’s why the incident of torturing a toddler isn’t directly shocking, but shows how far the army is willing to go. There is no decency or courtesy even. Just a brutal transgression and act with violence. Doesn’t matter if it is a civilian, toddler or anyone of stature really. As a soldier it is within your rights to destroy and violate someone. That is the message of the story.

The soldier should secure the sovereignty and territorial integrity of the Republic. Meaning defending the borders from invaders. Not being a tool of oppression and injustice. However, the latter is what the UPDF is known for and it shows. Peace.

President Museveni’s 2022 Labour Day was all about micro-finance and cassava…

Before our time, no government was giving money to the people to get out of poverty. Getting out of poverty was everyone’s private business. If you wanted to get out of poverty that was your own private issue. But we (NRM) have been giving money [to citizens ] since the time of Entandikwa, then prosperity for all… But all this time, the responsibility was being taken by government officials. That was where the confusion started from” – President Yoweri Tibuhurwa Kaguta Museveni (01.05.2022).

It is just like President Museveni wants to sound like he invented everything. He speaks like no government have ever had social security nets or unemployment programs. Yes, he claims to be the first one, but there been plenty of governments who has made this happen. FDR in the United States did it through various of programs in the New Deals in the 1930s and several other nations has used socialist programs to get people out of poverty through various of social security schemes. This here is a fraud and a fake. A manner of which you take credit and say you invented the Micro-Financing schemes and the first to do it. That is really foolish, but that is the Ugandan President of 2022. Micro-Financing and Micro-Credit was introduced in the 1990s in Uganda, but it was already a thing from the 1970s. So, it wasn’t only done in Uganda, but done so in Bangladesh and elsewhere before Museveni came into power.

I heard Filbert calling me a chief worker. I’m not a worker; I’m a bourgeois. I’m part of the middle class. You can’t call middle-class a worker. That’s not an ideological definition. Of course I work, but I work as a member of the middle class” (Museveni, 01.05.2022).

This is maybe the first time he doesn’t call himself a farmer or a son of peasant. I’m shocked and in awe. His one of the richest people on the continent and still he describes himself as “middle-class”. Like we are supposed to believe he only earns the millions of shillings he gets through his salary.

We need a workforce of very many workers. There is a way for that. The Parish Development Model should kickstart us to have about 60 million workers” (Museveni, 01.05.2022).

Uganda is estimated to have around 48 million citizens by 1st July 2022 based on projections of United Nations data. Out of this about 30% of these are adolescents, meaning a third of the population isn’t eligible for full-time work since they are not of age to do so. Because adolescence is from 10 years to 19 years old. This is based on data from UNFPA from a few years ago. Still, this all shows that the President have clearly the wrong memo about 60 million workers in Uganda. That means everyone from toddlers to the elderly… will work on the field or become a part of the rampant gig-economy.

We want everyone in the Parish who has access to land to join a Parish Development SACCO. It doesn’t matter if they have money to not. They should just prove that they have land to do agriculture” (Museveni, 01.05.2022).

If you have agricultural land, do not work only for the stomach. You should also work for the pocket” (Museveni, 01.05.2022).

It is really weird the way this is said on labour day. As the micro-finance scheme is so vital in it. The sort of amplified SACCO and NAADs called Parish Development Model (PDM). Where every farmer has to be part of it and register to have access. So, just like in the Soviets every farmer should be part of a scheme and earn from it. Which is very ironic, as he asks of everyone to work for their pockets. That is initially wanting everyone to be profit driven and incentive by currency. Not be content with having enough food or shelter, but supposed to also strive for surplus funds. However, if it was that easy. His government would have made it happen over the last 35 years or so. It is really tragic that all of the schemes since launching in the 1990s are not working and they continue to relaunch them in new names. Just like they did with the PDM, Emyooga and Operation Wealth Creation. It’s all the same gig, built on the same foundation, but changing its name and partly how it’s operating. Nevertheless, it doesn’t come to anything and is only a money-pit. As its not giving incentives or the ability to create natural growth. That’s why we are seeing this sort of talk and it’s the failure of the President who continues to beg people to think of profits and not of leisure.

If there is no bread eat cassava. Africans really confuse themselves, they are worried about shortage of wheat supply caused by Russian Ukraine War. If there is no wheat, please eat cassava. Myself I don’t eat bread” (Museveni, 01.05.2022).

Do you ever wonder, if someone lives in a bubble and doesn’t see what people are seeing? Because, this man thinks this is splendid advice. The sort of talk that only shows his isn’t concerned and doesn’t feel the plights of the commoner. No, he is beyond that and telling the peasants to be happy with what they have and not strive for more. Which is ironic, as he has spoken of people wishing of wealth, think of their pocket, but they got to settle on cassava.

This shows how out of touch the President is and it’s not shocking as his ticking closer to 40 years in power. The President has lived in his bubble for all of these years and with more and more yes-men. People are just complying and not giving him any good advice. He orders, directs and tell how everyone is supposed to move. This speech was no difference. That is very obvious. As he believes in this 1990s mechanism and thinks the PDM will make a difference, which will be far from the truth. If the PDM would work, the Emyooga, the PDM and all the Micro-Finance institutions would have ushered in a new era already. However, it haven’t and that’s because the Republic and the nation isn’t built for it. The markets, the people and the structure isn’t ready for it. This is just a fact and it’s been proven time, and time again.

There is a need for a new direction and aims, which will improve people’s lives, as these short-term incentives only takes a few people that far and when the cash is low. They are back to nothing and with a loan to pay-off in their name. That’s why this is going nowhere and fast. It doesn’t matter how many times the President says people should work for their pockets. When there is few too little jobs, low salaries and rising prices, running inflations and lack of development in general. That’s all the fault of the President and his government who hasn’t served the community and citizens.

Nevertheless, the President will never take any accountability and he will blame everyone else. Now people should chew cassava, join a SACCO and think about their pockets. However, it isn’t that easy and when you cannot get your produce to the market or even have an ability to earn. Why should you or even be concerned with the pleas of the old man?

Well… he just wants to be right, but at this his wrong. His doing the same trick, as he promised in the 1990s and think it can work in 2020s. Well… the old man is late and he should reconfigure and find tricks that fits the vibrant markets of this era and not continue with the schemes of the Structural Adjustment Programs. Peace.

Opinion: “Pastor” Kasolo’s prosperity gospel … Part II

Spend only when you must. I teach you this so that you save. Saving is the major point. For anyone to become rich, you must have a business that gives you money every day. If you are a man or woman, and you wake up to do nothing, I don’t what to call you. Every human being must save money every day. Even beggars on the streets earn money every day, but for you, you are not earning anything. Vend sugarcanes or fry chapati, but to get out of poverty, you must have a business that earns you money every day. Other than that, you are off track” – State Minister for Microfinance Haruna Kyeyune Kasolo (Kenneth Kazibwe – ‘Spend less, save every day, you will soon become rich- advises Minister Kasolo’ 30.04.2022, NilePost)

Yet again, the Minister and Prosperity Gospel provider, the reverend of promising wealth, Haruna Kasolo has returned. Because the end goal in life is to get wealthy, rich and living large. Not living within our means or having stability. No, the National Resistance Movement (NRM) cannot ensure or secure social security. Neither can the NRM ensure policies or markets of which is stable enough for businesses to thrive in. That’s why the prosperity gospel is sickening.

The NRM and Kasolo’s party has soon had 4 decades in power. Nevertheless, there isn’t any growth or possible change, which is significant. The public isn’t the GDP growth, but they are eating accordingly to their pocket. The NRM has created a gig economy and a get-quick-rich schemes as state programmes, which I can promise you will not last. It isn’t far from a pyramid-schemes to the Operation Wealth Creation, neither is it far to Emyooga or the Paris Development Model. The state is just giving short-sighted monetary programmes without the institutions or the markets for the public to trade. There isn’t a natural growth and neither is there a framework to make it possible.

The NRM is artificially funding small pockets of society and without a long-term plan. There is only incentives and programmes, which is made within the road-maps of elections, but not having protocol or ideals on how to implement. That’s why today’s message is insincere.

Yes, savings are good and people should save money. They should be able to pocket and have money for rainy-days. As every day isn’t sunny and the sun doesn’t always shine. However, when you live on gigs, hands-to-mouth and barely scraping by. Its a lot to ask… those people to save and able to put money away. When they are not having enough food for electricity, airtime or food for that matter. It is really showing the hubris and lack of code, as the poor cannot save, because they are already prioritizing what they have and spending it as they see fit. To ensure their basics is met and needs of their loved ones.

As he continues:

Salary earners who don’t have daily income generating activity always forms long lines at the bank to withdraw money at the end of the month. They are badly off. A salary can never make you rich. A person’s wealth is determined by their daily saving. So, if you don’t have a business that earns you money every day, after here, go and start it. Stay home women, make sure you have a project at home that earns you money every day” (Kasolo, 30.04.2022).

This MP and Minister has clearly forgotten the plights of the citizens and poverty. It is not like these has the time or ability to start a business. Families with kids, housing and rent to pay, rampant inflations and lacking concern to the devalued salaries in comparison to the prices on necessities, which is growing by the day.

The ones that is living on salary and has a stable job. As long as that is paid out on time can ensure some stability and give a person the ability to get by. Plenty of people don’t want to be rich, but just live and be content. Salary can also be a result of the education and the profession a person has. Therefore, the Minister is forgetting how people are earning money as civil servants and government workers. Everyone cannot be farmers and wait for the prices from traders buying their produce. Neither can everyone have a hobby or a plot where they can grow a cash-crop. Therefore, the Minister should be sincere about this.

His speaking like there is a middle class and people can afford to save money. That everyone has the dream and the vision of getting wealthy. Most people want a house, food security and have a good life with family. That is more enriching that fat pockets and lack of integrity. Alas, that is why the Minister has become a Prosperity Gospel peddler and not an honest politician. The Minister has spread this message for at least two years now. Last time I commented on it was in 2020. So, this is his stick… Peace.
