Press Statement: IMF Executive Board Completes Sixth PSI Review for Uganda and Approves One-Year Extension of the Program (07.06.2016)

WASHINGTON D.C., United States of America, June 7, 2016 –  The Executive Board of the International Monetary Fund today completed the sixth review of Uganda’s economic performance under the program supported by the Policy Support Instrument (PSI).1.

In completing the review, the Board approved the authorities’ request for a one-year extension of the current PSI arrangement to facilitate policy continuity and allow sufficient time for ongoing structural reforms to progress and also granted a waiver of the nonobservance of the end-December 2015 assessment criteria on the overall deficit of the central government.

The PSI for Uganda was approved by the Executive Board on June 28, 2013 (see Press Release No. 13/78). Uganda’s program under the PSI aims at maintaining macroeconomic stability and alleviating constraints to growth. The program supports the authorities’ objectives on reforms to the monetary policy framework, tax revenue mobilization, public financial management, and financial sector development. It also backs efforts to improve the business environment, including by preparing the economy better for oil production.

Following the Board discussion, Mr. Min Zhu, Deputy Managing Director and Acting Chair, made the following statement:

“Despite external shocks, and amid election-related uncertainty, Uganda’s economy demonstrated resilience, with robust growth, low inflation, and strong international reserves. However, structural reforms have lagged and need to be revitalized to enhance competitiveness, promote economic diversification, and foster sustained and inclusive economic growth.

“Economic policies will remain focused on keeping inflation low and boosting growth. Fiscal priorities include shifting public spending toward infrastructure and poverty-alleviating expenditures, boosting domestic revenue mobilization, and enhancing public investment efficiency. Continued fiscal prudence could facilitate further monetary policy easing, which would help ease tight credit conditions.

“More progress is needed on key structural reforms. Prompt parliamentary approval of the Public Financial Management Act regulations in line with international best practice, decisive action to reconcile and validate the stock of domestic arrears, and finalizing the charter of fiscal responsibility are paramount steps to further improve governance and strengthen the budget process. Final approval of legal amendments to the Bank of Uganda Act will strengthen the central bank’s independence and support the inflation targeting regime.

“Vigilance is needed to ensure continued financial stability. Plans to further strengthen prudential supervision in line with the Basel III guidelines are welcome. Ensuring that regulatory oversight keeps pace with financial innovation will help preserve financial stability. Prioritizing prompt parliamentary approval of the Amendments of the Anti-Money Laundering Amendment Act and the Insurance Act should help Uganda exit from the FATF gray list, further strengthening the investment climate.”

Opinion: Museveni’s growing ‘royal’ court

As of today the Executive, the 7th Term of President Yoweri Kaguta Museveni that started now recently after a rigged election. There been selected 31 Ministers, 49 Minster of State and one Vice President. The total amount of honorable Ministers is 80! The one career that is resurrected as he is the ‘Minster for crocodiles’ Maj. Gen. Kahinda Otafiire, the man who lost NRM Primaries this last fall in 2015, and lost again in the General Election in 2016, still he was able to escape and be get brownie points for Mzee.

Hon. Betty Kamya who has defended and attacked Forum for Democratic Change (FDC) and Besigye through her campaign, have been also elevated as she run for the Uganda Federal Alliance (UFA), she took over the Minister for Kampala City after Hon. Frank Tumbewaze who is now the Minister for Information, ICT and Communication, a Ministerial Post; that the now gone MP Gen. Jim Muhwezi.

Well, the good news is that Dr. Chris Baryomusi went to the Ministry of State of Housing, went from Health Care, where he said it wasn’t a big deal with the missing Cobalt 60 Teletheraphy machine at Mulago Hospital and the Uganda Cancer Institute, as the Cancer Patients’ would die anyway… So there is some justice in his demoted state into state minister for Housing… the people who has sickness in Uganda should be giddy, but wished that he was out of Parliament as he was so despicable when the Health Care scandal of Mulago came to light!

Well, then there Hon. Simon Lodoko, who for some reason are Minister of State for Ethics and Integrity… who wanted to sack Dr. Stella Nyanzi after her naked crusade after unethical political motivated in April 2016 from Makerere University.

And you have the wonderful Al-Hajji Abdul Nadduli, the former NRM Vice-Chairmen for the Central Region, gotten the fantastic Ministerial Post that I hope to have one day in my own country; Minister Without Portefolio. He can chill and get the brown-envelope with Ministerial perks and be a secure vote in Parliament as he is a Minister in the Cabinet. If the man ever wants to do crap, and deliver a petition or notion in parliament, it will be a bonus, but he could just relax in Kabalagala or hang out at the ‘Chicken-In’ at Wandegeya.

Well, will not take on more Minister’s even if there more than in enough the Cabinet, as other die-hards and loyalist Gen. Henry Tukumunde aka Money Man of General Elections, got his corrupt hands into a ministry as well, together with other Musevenism ministers like Hon. Sam Kuteesa, Hon. Matia Kasaija, Hon. Adolf Mwesige, Hon. Irene Muloni, Hon. Dr. Elioda Tumwesigye, Hon. David Bhati, Hon. Sarah Ochient Opendi and Hon. Oryem Okello… that I can mention in haste, without caring for their ministries… 9 ministries and ministers, also the First Lady got a bigger role this time Hon. Janet Museveni, she was tired of the Karamoja and not enough funds to take from Northern Uganda Social Action Fund (NUSAF II)…

As for the ministers and amount of them, the Executive are hiring more loyal people around him, he want a giant royal court and be midlevel level, as he wants to be the king on the Iron Throne, with the AK-47 and have whispers from every corner as he wants to control all men of his kingdom. President Museveni, are hiring and hiring men who are loyal to him and men who went as independent, as they lost the NRM Primaries… but he still want them around as they are good people for him and will not sell him out, as long as they are kept fed. Take a look at the numbers!

Museveni currently has 116 advisors in the Office of the President; but the statement suggests this number is to rise to 121 this financial year. This is 39 more than the number of advisors the president had at the beginning of his fourth elective presidential term in 2011” (…)”For instance, after the March 2015 cabinet reshuffle, former Attorney General Peter Nyombi and former Finance, Planning and Economic Development Minister Maria Kiwanuka joined the long list of presidential advisors who are former ministers. Some of the former ministers who are advisors include Gerald Ssendaula, Ham Mulira Mukasa, Ezra Suruma, Namirembe Bitamazire, Beatrice Wabudeya and Gen Salim Saleh. Others are former prime ministers Kintu Musoke and Apolo Nsibambi, former vice president Specioza Wandira Kazibwe, Dr James Makumbi and Muhammed Mayanja who were ministers in the 1990s” (Kaaya, 2016).

This proves that men who are loyal and silent without going into opposition, can expect to get a unelected position by serving President Museveni, as he likes loyalty and knowledge that him paying them keeps them close, as he knows the fellows who are corrupted by him and wants his corrupted behavior gone, will not be close; they will be silenced. The strange news from today was this:

“A further scrutiny of the list also found that former envoys Francis Butagira and Ibrahim Mukiibi are also presidential advisors. Two of the listed 116 advisors such as Hajji Badru Wegulo and Besweri Mulondo are dead” (Kaaya, 2016).

2 men are dead that are currently on the Presidential Advisory list of Uganda, that is explanatory of level of scrutiny the governance of Central government needs, the need for restructure and need for change from the Musevenism that everything circles around him and his visions, as they are now so corrupted and so owned by own personal gain… instead they are now all indebted to Museveni, instead of trying to build better government and ministries that serves the people, the citizens, instead they serve Museveni and wants to be in his court and get his word. That is why they want to be hired, instead of actually making a genuine difference and using the state affairs and state ministries to show accountability for state funds and their pledges. They are instead there all to serve President Museveni, and that is not a healthy functioning state, the government is paying for the bloated ministries, ministers, members of parliament, and all the loyal men that President Museveni keeps in his court, as the numbers of men on the State House Payroll, is also staggering, but that is for another day! This is just the official hiring, not the ones that serving the MPs, Ministries and State Ministers… Peace.

PS: I wonder who eats on the dead-men’s salaries, because surely somebody is catching in on the paychecks of the fallen Museveni soldiers… Think about that for a minute.

My 2 cents on this sad, sad letter from the Forum for Democratic Change National Executive Committee:

FDC NEC is fiddling while Rome burns..

Cry havoc, did you win or lose the General Election of 2016 Hon. rt. Gen. Mugisha Muntu? What point and what kind of envelope changed your mind? What is the point of the asking for International Audit, when you ask for the Leader of Opposition? Doesn’t that counter the uncertain peace that you stated after the Election Day in late February after the first siege of the FDC Headquarter, have you lost faith in ability to change the Political Landscape in Uganda? Have you given up Hon. Rt. Gen. Mugisha Muntu? Do you think this can implicate the lingering former Presidential Candidate, who sworn himself in, in presence of others in the FDC leadership in the day before President Museveni swore his oath. What will it mean to him and his case for disobedience or defying the ruling regime, when you accept with your actions and the actions of FDC NEC to take their minority and Opposition posistions in the 10th Parliament. Have you taken that into accuout, or was it all a charade from you? Peace.

Opinion: Past and Present – Rwandan and Ugandan sponsoring proxy Guerrillas and Militias in the DRC, and is sad about the world ignorance of these activities.

What is my worry, well; it’s these warlords, generals in Politics, not ordinary men trying to become legislators, the former civilians, but these men who went with guns into battle and guerrilla; finally taking over and controlling nations, controlling territories with militias and youth wings that disperse and assassinate people. This happens with own Warlords, Proxy-Militias, Guerrillas and serious amount of looting from the Democratic Republic of Congo. I will look quickly into it and explain how I see it, with the looting and little responsibility, since this a question that should be asked, again and again, until there are taken down the men who support the militias, the guerrillas and warlords in the DRC.

That is where I am going as there are so many Warlords that have entered from the DRC during the last two decades; certain ones have earned lots on it and gotten away, like Gen. Paul Kagame, the former Intelligence Officer for Gen. Museveni. These are now Presidents of Rwanda and Uganda, as Kagame have been in central government of Rwanda since 1994, and Museveni have been in charge since 1986. The both took Power with the gun, and are still using it at any point of possibility.

Rwanda has had the CNDP (National Congress for the Defence of the People) that was established by Laurent Nkunda, they we’re a militia from 2006 to 2009, became a political party, while Nkunda have been in exile and in peace in Kigali. The others have been FDLR that have both fighting the FARDC (Armed Forces of the Democratic Republic of Congo) and other militias. This fighting have been in mineral rich areas, both gold, cobalt and earth minerals that are used in cellphones, aircrafts and other important industrial production in the west and technology we are all used too, and expect naturally to be there.

There is also Allied Defense Force (ADF-NALU) that is militias that came from Rwenzori region in Uganda, and have been moved over to the DRC. With that in mind they have constantly taken areas and territory with both minerals and burning villages, while not the focus of international media, as the other Ugandan Rebels of LRA have gotten, as they went from Northern Uganda, into DRC forest, then the armies of UPDF (Uganda People’s Defense Force) and FARDC pushed them into the uncertain areas of Central African Republic (C.A.R.) with their ‘Operation Thunder’.

With all of these militias, the biggest one of late M23 (Mouvement du 23-March) who controlled areas for 20 months before the peace-agreement, but the M23 leadership had deliverance of weapons from Uganda, as there was reported training in Kisoro, Uganda and Gisenyi of Rwanda. As the main routes for minerals from Democratic Republic of Congo towards the Rwanda; and there are over Rwenzori and Kabale from Congo as well. So with the well-known knowledge of the looting of DRC, the levels of impunity and fragile borders have been used by Rwandan and Ugandan Government earned money on the inflicted militias.

There been so much money involved that at one point the 2002 U.N. Panel  of Experts  report on Congo further notes: “A reliable source associated with the Congo Desk have circulated that income to the Desk provided 80 per cent of all RPA expenditure of 1999. The official Rwandan budget for 1999 allocated $80 million to the military… The Congo Desk’s contribution to the Rwandan’s military expenses would therefore have been in order of $320 million. The activities funded by revenues generated by number of domains. These transaction are, however, hidden from scrutiny of international organization,” U.N. Security Council “Final Report of the Panel of Experts” 5/2002/1164 Para 71.

With that in mind, as this was in the middle of the war that happen and took control of the nation together with Uganda, which toppled the Mobutu-Regime. As they we’re reporting on point: “Now it is Kabila, whose steady rebel advance has turned into a juggernaut, who apparently can afford to be coy. His rebels are less than 150 miles from Kinshasa and on Friday added the northwestern city of Lisala–Mobutu’s birthplace–to their conquests” (…)”Truckers attempting to bring food to Kinshasa returned home empty Friday, saying they turned back at Mbankana, a village 50 miles east of the capital, because the road was blocked by fleeing government soldiers and the rebel advance” (…)”Before the meeting, Kabila had said he was prepared only to discuss Mobutu’s swift departure from power. Aides to Mobutu, however, said the president wanted to obtain a cease-fire, to be followed by negotiations for a democratic transition in Zaire. Asked whether Mobutu would announce his resignation, Mobutu’s chief of staff Felix Vunduwe, said, “No. Why should he?” Overshadowing the diplomatic maneuvers has been the rebels’ swift advance, which has exceeded the expectations of military observers. “There’s obviously a plan they’re working to, and they’re doing a very good job at it,” said one diplomat” (Daniszewski, 1997). As this was the beginning, and certainly the Rwandan helpers was paid for their help. Something that was shown by the UN Security Council in 2002; still there haven’t been done much about it, as the violence and killings have lingered and done to this day.

Now it is not Laurent-Désiré Kabila that only did his duty towards the men who put him in power and set in his son into power as well. With the history in mind there are really been looting of the Democratic Republic of Congo, as with the recent knowledge of court justice that says this: “Rubaga South MP Ken Lukyamuzi and other lawmakers, quoting an August 27 Daily Monitor story, demanded to know who was behind the plunder of DRC. “We would like to know the people who committed these atrocities in DRC and how we are going to pay DRC before our country is mortgaged,” Mr Lukyamuzi said. He added: “Our country is about to be mortgaged and none of us can afford to pay Shs82.8 trillion because we are one of the poorest nations.” (Mugerwa, 2015).  This was reported on what the Ugandans did in the DRC: “According to press accounts, the ICJ began hearing the DRC’s case against Uganda on April 11.  The Congolese delegation, headed by Justice Minister Honorius Kisimba Ngoy, reportedly called for the Ugandans to pay $10 billion in reparations for a host of crimes allegedly committed by Ugandan forces in the Congo from 1998-2003, including murder,  human rights abuses, destruction of public property and illegal exploitation of the Congo’s natural resources.  The Congolese also reportedly claimed that the Ugandans’ main objective had been to overthrow the Congolese government in Kinshasa, and cited public statements by Ugandan authorities to bolster their case.  Press accounts said the Ugandan side rejected these accusations and explained that Uganda had acted to protect its own territory from rebels based in the DRC” (WikiLeaks, 2005).

So with the big money in the looting, even if the official armies are out of Democratic Republic of Congo, wouldn’t Rwanda and Uganda, still earn big bucks on having proxy militias in the DRC as they would always earn good monies on the mineral resources… with the history and the “house-arrest” of Laurent Nkunda in Kigali, proved the connection between Rwandan Militias and the DRC, the same can be said with the M23 that have been pardoned and left in military camps in Kisoro and then went over with military training and weapons from Uganda unto the rebels who even forced the hand of Joseph Kabila.

The chronic issue is that in the midst of this the training have in the Kivu’s have happened in the midst of Internally Displaced Camps and Refugee camps, where both the arms and military training of the militias, that either Interahamwe or Génocidaire who the Rwandan have fought and used as reason for their presence instead of their looting of Congo. That can be proven with the soft actions toward Nkunda, as he has not really been punished, the same with the treatment in Kampala for the leadership of M23. While others have been delivered to the ICC, but not key figures in the supply chain from the Ugandan and Rwandan Government; as there haven’t been questions of the Gen. Salim Selah or others who have been in charge of certain ones have deserved scrutiny from the international world!

As much as the Ugandans army has been involved in the DRC, they have also been together with SPLA/SPLM under President Salva Kiir, as they both have together fought LRA and opposition of the South Sudanese, as President Museveni wants loyal leaders in the region, so that they can all bounce on each other. President Kiir had the support without consent or mission from the United Nations to control the rebels of SPLM-IO and others who didn’t like the sacking of VP Riek Machar. As he is now reinstated the fighting is not between them and the Ugandan army is supposed to be out, as there is not mineral rich in the sense of DRC. If the Ugandans wanted a stake in the oil money there, that would be through military support to suppress the ones who does not want to support Kiir as the head in charge.

Ugandan and Rwandan governments involvement in rebels, in militias, guerrillas in Congo, is not a question worth answering yes or no, it is yes, and that there is still militias that are foreign supported as the Kinyarwanda speaking forces have been collected stripes in the Kivu’s and even French speaking mercenaries have been deployed in Kampala during election period, there are certainly significant connection and monies at stake. The Ugandan and Rwandan want Kabila Reign to continue, as he lets rob and steal for a percentage of the spoils, instead of actually govern, that is why the citizens concerned with killings in Beni in May 2016, was really oppressed, while on the birthday anniversary for the President on the 4th June, they we’re allowed to walk the streets; the impunity and arrogance while the militias, the proxy guerrillas to loot Congo. What saddens me, is the silence, the ignorance, the little care for the violence and killings, the wrong zip-code as it doesn’t matter, but the mineral resources can easily be taken and used in our modern society and smart-phones.

Why are the so little actions from the world society towards the Ugandan and Rwandan Government when they are sponsoring these militias and guerrillas in the Congo and the Kivu’s? That is what I wonder about… this is happening and there is no reactions or real movements, there are some blue-helmets, but they are a stand-by force with no will. The others let the Rwandan and Ugandan does as they please, as the FARDC doesn’t have the commando or the will to act towards them, as they have had a decade to get rid of these proxy miltias; and they are still there earning money on exporting minerals. Something is wrong with that picture, if you don’t see how the Kinshasa-Government are letting the Rwandan and Ugandan friends eat of the Kivu’s, as they would have taken more command, if they didn’t have agreement between Kabila, Kagame and Museveni. I hope you see, what I see? Peace.

Rumored plot: That Gen. Salim Selah will Spring Besigye out of Luzira, to ‘harm’ him!

There are now rumored reports that General Salim Selah is ordered to spring out Dr. Kizza Besigye out of the Luzira Maximum Security Prison. This will done in away look like sabotage of law, also in a way that makes it look like breach of justice.

Part of the plot is that Janet Museveni is tired that her husband hasn’t already taken care of him already, as he is always a problem for the ruling regime. They will move him out of Luzira and Kampala, onto another facility where they can ‘harm’ him.

These have come from TVO (Facebook) and Thomas Ddumba (Twitter). Therefore I cannot verify it, as I don’t have paperwork or even audio. But the Government and the NRM-Regime have been desperate of late; so if they would give him more terror than they already have done, it would sadly not be surprising anymore. As they have broken his roof of his Toyota to Pepper-spray him; and also arrested him with force.

If this is all true, then the government is planning to stop the judgement and trial of treason, stop the defiance campaign and totally take out the strongest leader with most traction in the country, as they want to silence the voices who question the ruling regime. Peace.

My last words to Mwenda on his battle against the FDC: “Kill that, kill that Noise”

MC Shan the rapper who wrote a diss song back at KRS-One back in eighties wrote these lyrics and I will use them to how I feel when I read Mwenda comments of late:

“(South Bronx) Kill that, kill that noise (Repeat x8)” (MC Shan – ‘Kill that Noise’, 1987). That was written and made as an response the track made by KRS-One wrote this verse in the diss against the Juice Crew who MC Shan was a part of: “South Bronx, the South, South Bronx (Repeat x4)” (KRS-One – ‘South Bronx’, 1987). Those diss songs we’re made against each other. First came KRS-One with “South Bronx” with an answer from MC Shan, that was made to silence KRS-One and BDP. Instead he made a career on the answer from MC Shan and Juice Crew. This here is written as my answer to the allegation and direcet attacks from Andrew Mwenda, the editor of the Independent Magazine, and his rants against the Forum for the Democratic Change (FDC). That because his lost mind, need to be addressed, as he is more and more sounding like wild cat, than a poltical editor. Take a look!

With that in mind when I read stuff like this from Mwenda, says this:

“During the Second World War, British Prime Minister Winston Churchill (perhaps the bitterest enemy of communism) allied with the communist USSR and its brutal leader Joseph Stalin to defeat Adolf Hitler and his German reich. When asked why he could work with such an evil regime, Churchill said he was even willing to go to hell and ally with the devil if that was necessary to defeat Hitler. Today I find myself in the same position as Churchill. I am willing to go to hell and ally with the devil to defeat the extremism and intolerance of the radical faction of FDC” (Mwenda, 03.06.2016).

Well, to put himself in the space of Churchill is brave, as long parts Churchill was opposition and was even demoted, and had to prove his worth after even being a warrior who fought in Sudan, before coming back with his name to Parliament in Britain. Surely Mr. Mwenda has lost that part of Churchill past. That he sets the Communism versus capitalism/western values on the same levels as NRM versus FDC, proves that something is lost in the wind. Mr. Mwenda is forgetting why there are radical factions in Uganda in general, and why there are parts of FDC who are like that, why does the terrorizing the FDC, detaining and torture of FDC leadership? House arrests of MP Michael Kabaziguruka, have after the Martyr’s Day, been under house-arrest again! And the Mwenda, the so-called intellectual wonder why certain men becomes radical?

Does the same Mwenda forget that Mandela was so radical against the Aparteid at one point in the 1960s that he was caught with a gun? The man, who knows how these sort of organizations and actions happens as the oppressive behavior happens without impunity and justice, the people and political parties in opposition have to react, the Presidential Candidate of FDC is behind bars, the party have been for month banned from acting on their will from Constitutional Court, IGP Kayihura have monitored all kind of actions from the FDC. And Mwenda still wonders why there are existing radical parts of the FDC? There should be existing radical political parts in other parties in Uganda, as they are harshly oppressed by NRM Regime, and detained, JEEMA offices was even besieged by the Police during May, Human Rights Organizations raided and the Police not interested in catching the men on the CCTV camera. The lawyers of Amama Mbabazi raid have not been taken in or done anything with these actions.

The proven now loyalty of Andrew Mwenda is with the NRM and the NRM Regime, as he cannot stand the truth and questioning from FDC loyalist, as the FDC are haunted and taken to custody at any moment. The lingering unlawfulness, the reign of terror against the opposition has been at the main stage since February 2016.

He said this in the end of May 2016:

I am running a one man’s war against FDC extremists. They love me, and one of them even drew a nice cartoon of me. So they always show up on this page to read what I write and comment. They don’t argue but only insult. And they think (like Jeb Bush said of Donald Trump) they can insult their way to the presidency. Trump is doing it. They too may succeed if we all don’t join the fight against their Taliban-like politics! God forbid!!” (Mwenda, 31.05.2016).

I am not here to insult you, your noise Mr. Mwenda, you promote corruption, police harassment with impunity, political exploitation and also oppressive behavior, not that the FDC and their leadership is correct on everything. But when the Police make a party headquarter a “Crime Scene”, when FDC activist, FDC Members and FDC leaders are all the time taken to court or detained with or without charges, then you know that there are a war already from the NRM and the Central Government, that is not insulting you or your wisdom Mr. Mwenda, but instead an institutionalized oppression of the FDC. No Reason for pulling the Application and Affidavit of IGP Kale Kayihura today, well, IGP Kayihura have other tactics to stifle the Opposition in his sleave, if not he get orders from up-high. Peace.

There have been a few nights and few days with sorrow for the Forum for Democratic Change and their leadership, that is far from over, as long as President Museveni and National Resistance Movement exist. So with this in mind, there are still Courtship for FDC MPs, FDC Leaders and Activist that are involved in the Defiance Campaign of the 2015-2016.

Just as the IGP Kale Kayihura written a Motion and Affidavit on the 30th May 2016, as they will continue with the “Interim Ex Parte Orders in AG V. Besigye (Constitutional Petition No. 13 of 2016)”. This happens after the suspended orders went out on the 1st June, as they got this served yesterday at the FDC Headquarter on the 1st June 2016. So with that in mind, the Uganda Police Force together with Deputy Chief Justice Stephen Kavuma, the man who was officiating or swearing-in President Museveni on the 12th of May. In the midst of the period that the Political Party of FDC was sieged and even the FDC HQ was at one point a crime scene by the Police Force.

While Dr. Kizza Besigye who is still in Luzira, was supposed to be tried first day on his “treason charge” against the Republic of Uganda, to be correct dishonoring President Museveni. Since he is such a problem for the state of affairs, he is National Security threat as he can weakens all transport in Kampala, not in the same way as the jams recent days with Turkey VIP Erdogan and South Korean President Park Guen-Hye, as the central Kampala and roads to Entebbe International Airports was closed. The Same Police Force could not also as they we’re on standby for the President and his guest, be able to see the KCCA Councilors and Lord Mayor Lukwago, as another excuse of the matter.

Well, today the Police and Judiciary continues with the struggle against Opposition, as the incumbent Mayor Lukwago had to show up at Makindye Magistrate Court, where 7 persons from FDC was represented to answer to the Interim Order of Stephen Kavuma, but Dr. Kizza Besigye for the second day in row couldn’t be produced to Court.  The action of today’s court was the actual extension of the ban of “Defiance Campaign”. Because Lukwago and Besigye at one-point was charged with “Illegal Assembly” at Nsambya Sharing Hall in 2015; a trial that happen today without one of the main suspects as he is supposed to answer and the continuation of the suspension order of the “Defiance Campaign”.

This happens in the same space as the President Museveni in his speech in Parliament, at the State of the Nation Address, is saying this:

“The only pollution to this glorious and massive Liberation Movement has been the mistake of the careerists introducing the use of money in electioneering.  We shall also struggle against that.  Therefore, democracy is one area where we do not need aid because that is what we fought for here and in the rest of Africa for many decades”.

This happen while certain close in the leadership of FDC Doreen Nyanjura and Ingrid Turinawe was arrested around the Nakawa Court yesterday. While the level of tortured FDC leaders and youths have also been showed to the world in the recent months. As there was at one point a dozen FDC Youth detained in a Container on the Outside of the Rukungiri Police Station, they we’re charged with “Terrorism”. As their leaders was also detained and not charged for days in this May 2016. Hon. Moses Byamugyisha, was working for their freedom for days upon days. As the Police even when Rukungiri Court Order their withdrawal of justice, they still lingered in the Container there.

Now with this in mind, there are still charges on Dr. Kizza Besigye served in Kabale Magistrate Court together with Erias Lukwago, the same is surely also in Kasangati Magistrate Court, where he has served charges against the State for their unlawful house-arrest of Besigye himself, days upon days without charges in February and March in 2016, when they we’re besieging his home in Kasangati in 40 Days straight. Something that IGP Kale Kayihura should answer for!

Besigye Detained

There are reported that Besigye will be produced at the Constitutional Court as they will answer to affidavit of IGP Kayihura as he had intelligence of FDC Supporters was supposed to make problems around Nakawa Court, yesterday, apparently. There are also reports that the Police have sealed of Constitutional Court, as he is set to come there from the Fairway Hotel Junction down to Mulago-Wandegeya routes are closed as the Black Van with Besigye supposed to pass. So that the Judge presiding, surely Deputy Chief Justice Stephen Kavuma will continue the “Interim Order” with the passage of National Security as the DPP Mike Chibita couldn’t produce him yesterday as the passage would counter the news of Turkish President and President Museveni smiling on the front-pages on New Vision today. It would look foolish towards the new donors and allies from Turkey. Therefore they had to wait until today when both Presidents had left the Central Business District of Kampala and could siege the roads for the return of Besigye  to the Constitutional Court, where he last time we’re in late April 2016.

What I expect is that it will be continued as he is now by the Authorities and Legal forces seen as a “National Security” issue and a man who creates havoc and problems. Even when that is not true or proven; as much as the President wants to silence the FDC and hope that the population soon forgets the General Election of 2016 and the shameful rigging of Presidential Election 2016. That with the Army deployment and the continued stronghold of Police, as they continue to detain and harass the opposition, therefore the Democratic Party and Uganda People’s Congress is so silent, except that Hon. Jimmy Akena had to take his last shot at Dr. Olara A. Otunnu and blame him for the election. Not for his maladministration and agreement with NRM led to people despising the UPC, as they are now a branch of the NRM-O.

The Attorney General of Uganda Fred Ruhindi is issuing the extension of the Interim Order today because of this:

“The Attorney General wants court to declare both Besigye and FDC’S defiance activities as unlawful since they are not in conformity with the prescribed processes of challenging a presidential election. In the affidavit supporting the Attorney General’s interim order application, the Inspector General of Police Kale Kayihura says unless court stops FDC’s activities, the country will go back to political unrest and insecurity” (The Street Lawyer UCU, 02.06.2016).

So with this in mind, we know the tale will go, it is not all of sudden that the NRM Regime going to work against itself or going to contradict itself, more than President Museveni does with his speeches and development agenda, as that is the same in 1980s, he just don’t know that himself. The Constitutional Court will today continue to ban the Forum for Democratic Change and their Defiance Campaign as the “National Security” will come first. Because that “National Security” is meaning the continuation of the rigged coup d’état from President Museveni and his NRM Elite have done on the 20th February 2016. So the Police Force and their tear-gas brigade fear the people who supported Besigye and the true state of electoral violence created under their reign and their initial Police brutality against civilians. Therefore the Attorney General and Inspector General of Police wants to make sure he is silent behind bars and that his party is muffled; because if so they can continue prosecuting the leaders and head-activist of the FDC party without interference of the population. That is securing the NRM elite and Ruling Party for continuing with some sort of business as usual.

There is now reports that AG Fred Ruhindi: “Attorney General withdraws application for an interim order (incl. an extension) against defiance” (The Observer, 02.06.2016).  So the hardwork and paperwork delivered together with IGP Kayihura will not be worked on.

Reasons for why they did so: 

“According to the FDC legal adviser and lawyer Rwakafuzi Radsrus,attorney general sought it important to withdraw the case on grounds that they government could not hold the million people who could invade the court and that even Dr. Kizza Besigye as the accused had written to appear in person without being represented by lawyers. Before at around 02:45 Beisgye’s Ernest Kalibala brought a letter signed by the accused (Besigye) himself requesting for his personal presence as by law for the accused to be available in court on such charges. In a letter signed by the Director Civil Litigation Denis Bireije quotes that under section 2 (2) of the court of appeal rules with orders for the government cost and a copy has been sent to FDC and Besigye Kizza. Rwakafuzi further says that the main application of attorney general seeking for the constitutional court to interpret the laws that ban defiance still stands but that it is useless since there has never been any where the government petitions the constitutional court against its citizens on constitutional interpretations” (Mukose Arnold Anthony, 02.06.2016).

Lord Mayor Erias Lukwago statement on today’s affair:

“Today midmorning, Hon. Mp Bakireke Nambooze, Kasibante Moses, Ssemujju Nganda and I visited Dr. Beside at Luzira Maximum Security Prison. We compared notes on the bizarre political developments in the country, including the current legal gymnastics in courts of law. I was personally shocked to learn that the prison authorities were never issued with a production warrant, requiring them to produce him before the Constitutional Court this afternoon, to respond to the AG’S application seeking to extend the ban on the defiance campaign. Besides, I think it is abuse of court process for the State to seek for injunctive orders against a citizen languishing in prison. Little wonder that they opted to withdraw all such applications. on a positive note, our legal team is working around the clock to ensure that Dr. Besigye regains his freedom. Aluta continua” (Lukwago, 02.06.2016).

Still there are enough cases in courts and acts from the Police, even if they are not officially banning “Defiance” they are still monitoring and detaining FDC leaders and activists. While also silencing the Opposition.  Even with the Defiance Campaign partly legal, it is still court cases and charges awaiting, not only Besigye, but many of the other close leadership of the FDC and the Youth Leaders in the Country.

There are nothing set in the stones that they will act differently, but they will follow orders from up-high and from their President, the man that feeds them and continue to inflict electoral and violations against multi-party democracy to protect their master. That is the only thing they know and they are bending their knees to supply the President with orders and tear-gas to assure that they are silencing the people, who are supposed to be sensitized for his ruling and his vision, and nobody else. That is the KEY to the RESISTANCE of Ugandan politics, to be unison agreement with Mzee Museveni and nobody else. Therefore people like Besigye, Lukwago and other have to be silent or not be questioning Museveni, because Museveni is always right and acting correctly. Even if his speech yesterday proves that even with 30 years in Power and Rule, he has the same problems in the Republic of Uganda, as when he took power. Peace.
