Opinion: Kyaligonza, I will joke with you!

Well, Mr. I’m Above the Law, because I went to the Bush in 1980s. What’s up?

How is it hanging? Right, left or straight? Because, your not entitled to force yourself on people, to harass and harm them. Because you took arms and brought down a government in the 1980s. How entitled are you?

When can this stopped being invoiced to the public? Since the public is continuing to pay for the misgivings and hardships, you and your comrades did in the 1980s. The bills never stops, the reality of it all is that it continues to this day.

The so-called liberation has only been for a few, the way you act Kyaligonza and other weapon brothers act. The high-ranking officials of the Bush-War, which has now their entitlement put into stone and the rest, can just vanish. They are just people that can used and let be canned. That is how you act.

You deserved to be mocked, as your act oblivious to the fact, that you act like your superior, above the law and like you’re the esteemed bourgeois, whose only supposed to get served and be high and mighty. The rest are your slaves, they are not supposed to order you around or tell you anything. Your so special, so unique and smell of royalty. That is who you think you are.

That the Bush-War and the legacy of that entitles you to slap woman, grab land, be grandeur and get away with any legal ramification. Since you picked up the guns in the 1980s and because of that, you should be shielded from the law, forever, ever since.

Let me be straight with you Maj. Gen. Kyaligonza, as you have to force yourself on woman, use your armed guards against a traffic officer and surely you would easily repeat this offence. Let me tell you this, your are a coward, the only difference between an ordinary coward and you? Is that you’re a coward with a gun.

You wouldn’t act like this if your were righteous, if it was correct, but because of stature, you have allowed to act this way. It is beneath your station and stature, but you think you can do it. That is who you are, a bonafide coward with titles and a bush-war legacy. Your not great, your weak and your only manhood is proven, when you take others freedom, liberties and even their dignity away.

Your not a man of principal or ethics, your not a man of honesty or of justice, you’re a man of entitlement and scaremongering. You are still a foot soldier for the President. He will not save you, even if you think so.

Kyaligonza… shish, you think your all that, but in reality your not. It is a reason you’re the ambassador to Burundi. You’re a crony and imbecile, who force yourself and your titles on people. Time for you to retire and maybe serve with grace, though it’s a waste saying that. Because, you never will. Your like your master, will linger in the realms of power until your last breath. Peace.

Opinion: Succession when talking about Mzee is nonsense!

There is an ancient saying that you cannot teach old dogs new tricks, neither can you do with President who has been running a republic since 1986. Therefore, with this in mind, the new comic relief from the National Resistance Movement (NRM) is hard for me to take serious. Certainly, with the knowledge of all the men and possibly woman who could have become the leader of the party and the Executive of Uganda.

Still, in 2017, we are at the same crossroads, the same junction and nothing has changed. The partners and participants are practically the same, unless some new cronies and sugar-babies of the Movement comes into the mix. Perhaps, the most stunning fact is that old men like Gen. Otafiire steadily sink the world with his endless wisdom.

It is as if Museveni still is the Shepard and the Ugandan people is helpless sheep needing his guidance. The reality is that the belief that he can do something he has not done is pointless. The only card he has left is to destroy more kingdoms with force and kill more his opposition. If he had proved some sort of democratic figments in his in body, it has surely died with age. As his words are now more important than legislation.

The President handpicked elite and cronies, the suiters and the ones trying to eat while can. As they know not what will happen when their master stop breathing. The plans and the succession plans has not been official or even portrayed, there been rumors of Maj. Gen. Muhoozi Kainerugaba, those leaks turned into a besieged offices and depleted staff at Daily Monitor, back-in-the-day.

Still, if he is the viable candidate to takeover and the family dynasty that the President tries to create is hard to know. Since none in public can read the mind of the old man with the hat. So that the “news” that NRM Members of Parliament finally planned to talk about the succession seems far-fetched! Should it been done a decade or two ago, if it was a serious attempt?

He is on his unofficially seventh term as President and leader of the NRM. The founder and current leader of it. Not as he has given in without weapons in the past and instead of dialogue, he still sends Special Force Command or the Flying Squad to doze of possible enemies. Not as if it is an open discussion, more like a ruckus of who can get first to the brown envelopes and get the license to blead the state out of more funds.

Therefore, here I am, and not believing one single bit that President Museveni or the NRM NEC or any other parts of the NRM have the slightest care in mind to change him for somebody else. NRM and the NRM elite needs Museveni and his cronies, the crony system is there because of him. No question and no one with a clear mind would not see that. He gives and takes away as he sees fit. When he needs you he pays you and your extended family, but when your aspirations or goals to become bigger than him. Then you securing that you become a fringe candidate.

Museveni and his family, Museveni as his business partners does not need succession. The ones asking for it now will become renegade NRM MPs and could end up independent in the Parliament, as in the past when MPs has taken a stand towards the NRM NEC or the almighty himself. I doubt there will be change of guards, as there have not been for decades upon decades.

What we can be sure of is that President Museveni and President Mugabe are doing the same thing in their nations, holding the power without hesitation of what will happen when they leave and what sort of power vacuum that will be unleashed. What we do know is that the NRM will use all of their tricks and manipulation, all sort of writings and public display to make this sort thing normal. Peace.

Opinion: NRM works on overtime to delegitimize the FDC though various media, since they are themselves an illegitimated regime!

There are running battles between the shadows of the Movement and the Forum for Democratic Change has been going on for a while. This has happen as Secretary General Nathan Nandala-Mafabi wrote this in the EALA Nomination letter to the 10th Parliament wrote: “These clearly spell out the positions of the Ruling Party and the Official Opposition Party in the multiparty democracy. In regard to numerical strength. EAC Treaty is also clear on multiparty democracy”.

So now that the FDC is the official opposition party and not the winner of the General Election 2016, even though the rigging master Eng. Dr. Badru M. Kiggundu of the Electoral Commission and the deputy chief justice Stephen Kavuma had to ban the campaign of defiance, that was the Presidential Candidate Dr. Kizza Besigye who run hard against the ruling party and the ruling regime of President Yoweri Kaguta Museveni and his National Resistance Movement.

So with that in context, the months after has been smeared with irregularities and malfunctions as the NRM and their Police has targeted FDC with full force. This they did with detaining members and leaders without court order, house-arrests, blocking of the headquarters and all sorts of other injustices done with an ordinary fashion of contempt of the constitution and law. These have been done as the 10th Parliament was sworn-in and the President was busy having dignitaries from Turkey and South Korea.

Now that 2017 has arrived and ever since December 2016 the Independent Magazine editor and founder Andrew Mwenda has gone all wild on social media. At the same time TVO has disgraced him and his magazine. The graceful attempts have not been there as the words have addressed each other in fashions that would be in bars and not all in public. So Mwenda are using all tricks with his connections as he even seemingly has traded his popularity and his work ethic for goods from the ruling regime. Because he has gone from being a fierce critic of the Movement and now he defends them.

With this in mind Mwenda has attracted and attacked with more and more staunch words, even as he becoming a laughing stock and a wild-card. Even if he would have pieces of truth, the spin and the propaganda fashion of it all is spoiling facts that might be there. Just like Uganda Media Centre and Hon. Ofwono Opondo spills the beans and defends the Movement with all means. Though his entitled way of sounding more like a NRM Spokesperson than a man who is government spokesperson is showing the transgression of the party itself; just like the NRM inner party election for the EALA done over two days there.

This is still not an issue in nation of Uganda and under the rule President Museveni, which want to be legitimate by every mean possible. Therefore he uses the media and false stories on NTV Uganda where the Party Constitution of FDC is in question. As NTV Uganda wrote yesterday:

A plan to amend the constitution of Uganda’s main opposition party, the Forum for Democratic Change could cause a huge rift among its members if it goes through. The plan is to change clauses in the constitution to allow former FDC leaders another go at the helm of the party. According to the movers, many of FDC’s past leaders have been rendered useless to the party and yet they still have a lot to offer.” (NTV Uganda, 08.02.2017). However, as the story unfolded the FDC leadership debunked the story, Besigye said he would never run as a candidate under that or heard about it. TVO came out saying it was Mwenda who was the source and Hon. Francis Mwijukye wrote this about the farce:

“ Am told that there was a confusing story on NTV last evening about ammending the FDC constitution. Will be hosted on NTV Uganda 8.00 to 8.30am today morning. Let me go and make it clear. I think I was misquoted” (…) ”We were asked about the future of former FDC leaders and party founders. All I said was that I would support an inclusion in the party constitution of a party organ to deal with a council of Elders whose sole role would be to advise where necessary and for institutional memory. There was nothing like allowing former leaders to compete for top FDC positions in the party asked to me. Otherwise I can’t support that amendment” (Mwijukye, 08.02.2017).

When the higher echelons from the FDC are addressing the matter nearly simultaneously with the clip of the story aired, there are clear indications of malpractices in the standard. The NTV surely did this for political purposes. Just as there we’re reports that NTVs Sheila Nduhukire did directly celebrate with the NRM Party when they had done their EALA Primary Elections at the State House. Certainly the media and media houses are getting to close to the ruling regime.

We can just expect that government fuel illegitimate stories in their portrayal to demoralize and legitimize their own existence in power. Because they cannot do it by their own merit anymore, that gravy train left the station long time ago. They will use all means to establish and make the blatant ignorance of Mwenda and use their connections in NTV Uganda to portray the FDC as wolfs or even better wolf in sheep’s clothing.

The NRM and the Movement cannot sell the truth at this point, because that will undress their own existence and their own established fanfare of just cause. The probable cause that has left long time ago, the decades of bribes, thieving and misgivings has now caught up with them. The rigging and ill-forced ways are now what entitles people and therefore EALA elections are ugly instead of silent shows of democratic balloting. The NRM has to use the media and spin to make their biggest threat FDC into a shambolic affair of political charade. Since they have the ability themselves to make itself look unwise.

So the spins and the lies of deception will continue to fluster from the NRM and their media hawks, but still the truth will shine in the end. Peace.

Opinion: Can’t Museveni create his One-Party state already? I’m getting tired of this nonsense!

Today I read and not in aw that the Uganda Police Force have not allowed the Forum for Democratic Change have separate Luuka celebration or celebration or possessions on the Independence day and in the Independence week. So initially the only ones independent and free is the ones following allegiance to the ruling regime and National Resistance Movement. As the others has to follow their program and effort, bow in silence and with relief of their limited liberty.

The ashes and razors of the Movement are now clear. The dusts of past glories are now overshadowing the marginalization’s of the open multi-party democracy that President Yoweri Kaguta Museveni never really wanted or in-accurately really wanted to usher in. As the double unknown ballots and elections got it in. Still, the well rigged machinery and securing control of selected men has continued as the skeleton of free democracy has been there, but none in the sense that people really elected the men and woman to rule the nation. Because that we’re chosen from the National Executive Committee of the Movement or from the head itself.

In clarity I am tired of the charades of courtship when there ones taken there are for show or for the reason of making it look like rule of law. When the reality seems more following orders, than following laws and the institutions of justice; the elections are more fragile fully fledged money hungry politicians who ask for favours than trying to come with real policies or political framework to change Uganda. The few who do is very few and the Electoral Commission leaves very little circumstance as they cook the ballots to fit the program of President Museveni and by no-chance in burning hell leave the Parliament to other parties than his beloved Movement.

The initial tiredness today is not only because of the House-Arrest of Dr. Kizza Besigye, the knowledge of many FDC Youths lingering in jail, FDC members and leaders with the same faith, Democratic Party Youth and Leaders detained and political activists waiting trial and detained at random. That is just vicious effect of the political space and thin air of judgement from the master on top that want to have total control of monies, power and trying to capture respect.

President Museveni, do yourself a favour, I am tired and those who see what you do is tired. Not as the recess of Parliament is until 14th November, after a lousy-goosy month of September when the Parliament even we’re closed-up for while many MPs travelled to United States on Seminar. No the tired Mr. President comes from one thing, the impunity and the accessibility of liberty and freedom for other than the Movement. It is so limited for the rest like a parade.

Museveni, the Parade, see what I got, see what I got: I got the Democratic Party, Uganda People’s Congress and so on; though he won’t be proud of FDC and the other defiance chapter of Multi-Party democracy he wished in his heart that everybody we’re as soft as Hon. Beti Kamya of Uganda Federal Alliance or Hon. Jimmy Akena of the Uganda People’s Congress.

So when the Police Force is continuing to disallow a political party to act, to be apart or have their own. They are struggling just to be allowed to have consultation meetings before the Campaign trial of General Election 2016. This is the proof of the little wish the Police Force and the Movement wants them to co-exist. They only let the ones co-exists if they are no threat or just for show. There are times the Democratic Party have been taken by local Police by just campaigning at night, while President Museveni had a car and lights into the late evening on his trail. It’s just a façade of rule of law and multi-party democracy.

And when it is sham, a charade and a façade, because that is what it is at this point. With the main contender, the power-broker behind bars in his own humble home in Kasangati. Besigye is the one that cannot be contained behind his gate and President Museveni knows this. He is creating havocs on his own with the force of his security organizations called the Police.

President Museveni your games should stop. Your nonsense and your misbehaving should stop and you should just close the gates. Something you really never wanted to open. You are not a democrat and never wanted to act as one. This is your only way to rise to power we’re through a Bush-War and devious killings of close allies and enemies to settle score to stay in power.

You can use all kind of laws to settle the score, to keep them at bay and silence them. That is why the oppressive behaviour and the continuation of deliberate acts impunity and taking away freedom and justice for the ones who allegiance to other than the Movement. This is the proof of the recent act of Luuka preparations. As the FDC did comply with Public Order Management Act to file in the request for a public political event; as they did so the Police ordered it unlawful as they often do.

There we’re rare luck that the FDC and even Go-Forward at some point in recent months could without any consideration act as free parties, they had to comply with the law; while the NRM and their henchmen could file in the last minute and still be allowed. They nearly did it to save face, not because they really needed it; it was on order from the President to have meetings and celebrations at Kololo Independence Grounds or anywhere else for that matter. But if somebody else where to have something going on, than they had to apply and by luck get allowed to have meeting of their party!

This is something that remains a factor and not a relief this continuation and pro-longed fake democracy and fake ballot-stuffing piece of nonsense that keeps the Parliament and the Local Government in the control of the President; nobody else vision matter, they never have that is why he helped overthrow the other and became a rebel. For President Museveni nobody else’s vision for Uganda matters only his. President Museveni doesn’t even trust enough in his heir of Brig. Muhoozi or Maj. Gen. Muhoozi to be able to rule over anything else then the Special Force Command.

At this point of time the Movement and their President isn’t really caring about liberty, freedom or justice; if so the FDC wouldn’t be in trouble over a having a citizen travelling back to the homeland. If the Movement and the ruling regime cared for democracy than they would let the FDC and their members be free to congregate and do party work; instead the Movement uses the Police to siege the home of Besigye, treason charge on Hon. Michael Kabaziguruka, besieging the FDC Headquarters of Najjankumbi and all the other Political Activists who are behind bars.

They are all in the Courts, Detained at the Police Posts and the ones awaiting trial for being part of the wrong party at the wrong time. That is not democracy or justice that is the vision and the will of the President who built this system and fragile institutions that cannot even be able to fight corruption; unless they report directly to him so he can fix it. That is 30 years of concrete planning and marginalize the institutions and procedures so they have to go by the President if they ever where to become something or help somebody.

The Movement right now is the only Party and Institution who are allowed to co-exist with the Government. Well, it is the Government and runs the Government so that Ofwono Opondo can spell-out his lies and deceit still getting paid by hour. That is the wishes of this gracious king, sorry His Excellency President Museveni.

So please, please President Museveni does yourself a favour this façade and charade is too old for the world, for your cow-farming and for your tricks of old. Its time relax; continue to thieving of government funds while getting NGOs to feed the starving refugees as you have had. This while foreign donors get to take land for their business and your citizens get into PoC camps. There is time to silence the critics and be your true self. That is being the anti-democratic person who only believes in his own vision. The vision of your own power and rule is the only one that matters; the rest is rubbish and nonsense. Peace.

It isn’t everyday another deflector from NRM who has been a vital part of FDC goes in on Dr. Kizza Besigye. As he has done with Museveni when he lingered in power he switched party to be a part of FDC as well. The words and letter he wrote to the Dr. Kizza Besigye is powerful words from a man who support the party that he deflected to. Both men left the NRM for some of the same reasons. They are both educated and has been on a long road to where they are today. So I respect the views from Mugesha. Therefore I see them as valued debate about how the opposition should show leadership skills and also get new blood in. I am a big-fan of Dr. Kizza Besigye candidacy, but I still see the issue! It isn’t just NRM who should have renewed leadership; its steady ships everywhere that need shifts. If not the staleness and roughness get inside the organizations and parties that doesn’t evolve, but makes certain systems around them. This is the big issue with the NRM. But the People President deserves another chance to win in an election and run as a president. Though with the rigging and running of the Electoral Commission the race isn’t in there in other lanes then theoretical, in reality it’s something else.

Who is Nuwe Amanya Mugesha?

“Nuwe Amanya Mushega is a law graduate of the University of Dar es Salaam, from where he left for Makerere University, becoming an Assistant Lecturer at the Faculty of Law. In 1974 he obtained a Masters and became a Lecturer in the Faculty of Law at the University of Zambia in Lusaka. He returned to Makerere University in 1979 as a Lecturer and continued in that capacity until 1981” (…)”In the same year Mushega joined the National Resistance Movement/Army (NRM/A) of Yoweri Museveni where he rose to the post of National Political Commissar. He also served in various ministerial roles in the ministries of defence, local government, education, and public service. During that time, he also served as the Member of Parliament representing Igara East in Bushenyi District” (…)”In 2001, he was appointed by the EAC heads of state to serve a five-year term as Secretary General of the East African Community (EAC).He later disagreed with President Museveni over his continued stay in power and subsequently joined the Forum for Democratic Change(FDC). He was promoted to the rank of Colonel, and retired from the UPDF” (Mandu, 2015).

History lesson from TVO:

Nuwe Amanya Mugesha has said about Dr. Kizza Besigye:

On the 10th of August:

“No, I am not disappointed, but I am not happy [with Besigye] and I have no shame about it. You see, you cannot tell what you don’t have. When people believe that you are the answer God has given, [because] I have heard people say it’s only Besigye who can manage the FDC… “ (…)”But [Julius] Nyerere [Tanzania] gave up the leadership of CMM which he led and eventually the country, but he went on to support those who came after him in the party and the country to make Tanzania a better place. He even advised them not to do some of the things he had done and apologised to his people” (…)”[Nelson] Mandela in South Africa gave up the leadership of ANC and the country he even criticized them sometimes. He never went behind the scenes to create parallel structures to create civil society and other things…” (…)”So, let us learn from others. The moment you think you are indispensable, you begin to be a problem whether you see it or not, you will be and you are undermining the institution. It will be good if a leader steps down and then works hand in hand with those after him, and advise them if they see that they need you back, they should be the ones to genuinely say so. But when people praise you that without you there will not be a party, then you are not everlasting. We will all come to end but what will you leave behind” (…)”The crucial issue is not washing linen in public; it’s washing linen wherever you can wash it because if you don’t wash it and keep it in the closet, it will eventually stink and cause more problems. Don’t you see people washing clothes and plates and put them on wires when you move in Kampala? What are you hiding if the linen is dirty? Wash it” (…)”You are taking me back to my first answer. I don’t believe in saviors, I have seen it…there are things you will do by leading others…by advising your successors than leaving the grave to advise them…it’s not a question of defeating Museveni, it’s about if you are to be in power, what organisation is likely to lift Ugandans out of this situation. Is the priority strong leaders or strong institutions? But I have told you that the graves are full of indispensable leader” (Walusimbi, 2015).

Ingrid Turinawe answers to Mugesha on 12th of August:

“Hon Mugesha (with due respect) observer newspaper interview and attacks on KB remind me of the time when KB was in luzira prison before the 2006 election” (…)”we were organizing to nominate him in absentia, FDC members from all over the country had fully signed and submitted required signatures from nomination” (…)”I am trying to write all this history in a book that I will release soon” (TheInsider.co.ug, 2015).

She continued: “They were fronting Gen Muntu, a matter that would have left Dr Besigye to rot in prison. Don’t joke with FDC members; people refused to sign, and in most districts, these forms were torn into pieces while others were burnt” (Sadab, 2015).

On the 24th of August journalist Komakech wrote this about it: “Recently, Amanya Mushega, a former Museveni Minister, and now Opposition FDC elder, revealed that the sole candidacy idea was first mooted in 2001 when Besigye emerged to challenge the status quo. Subsequently stunts by MP Okot Felix Ogong and others who tried to challenge Museveni, made ring-fencing of the Party’s Chairmanship inevitable” (Komakech, 2015).

Again on the 31st August:

“You stated that in 1999, you approached some of us to leave the Movement and when we failed; you decided to start the work of ‘heavy lifting’ to remove the dictatorship and that you left the Movement for that purpose” (…)”For how long will this ‘heavy lifting be a personal obligation and mission? The fact is that you did not leave the Movement; you just run for the office of the President under the Movement system. There were some members who moved a motion that Mr President be declared a sole candidate in 2000. Some of those movers are now victims of that thinking, some of us openly opposed this move and argued that you were free to stand. We even advised against the efforts to have you arrested and victimised. Your ‘entasiima’” (…)”By the way, to refresh your memory, just 10 years earlier in 1989, you led a team to draft a resolution for a constitutional amendment to extend NRM rule and hence the leadership of President Museveni for an extra five years which was passed” (…)”We may recall that when the Constitution was being amended to remove term limits, there were many clear voices in and outside Parliament who opposed it and some paid and are still paying a price. Not everyone succumbed to money offers. This was before FDC was formed” (…)”Later on at the first NEC meeting at party headquarters, a meeting you chaired, it was raised that actually there were other people who had been nominated but papers not presented. To cut the long story short, Wandera was dropped and replaced by another person. The real reason, he had supported Muntu. Wandera is alive” (…)”When you stepped down, I told some leaders at that time that you had stepped down tacticfully in order to come back with a bang as flag bearer. So your coming back was not a surprise to me, what surprised was the spurious reasons you advanced” (Mushega, 2015).

Afterthought:

The opinions of Mr. Mugesha are important. He has history in both parties. Both in the NRM and also the FDC, he has been an important man for Museveni. He was even trusted with a position in the EAC. That was before he had fallout with him and went then to the FDC. And he will not be alone with these thoughts about Dr. Kizza Besigye. Especially since he now made a decision to stand again as a flag-bearer in the party.

By all means he is dramatic in words and tone. That is expected. If he is supporter for Gen. Mugisha Muntu then all of that is understandable. Mugesha has the right to ask and its healthy to be questioned the rights of Dr. Kizza Besigye to run again. The issue that can be clear is to have a viable candidate against M7 or Yoweri Kaguta Museveni, the long-serving president in Uganda. And he would not fear Gen. Mugisha Muntu, but he will fear Dr. Kizza Besigye! That is something we will already know and is powerful in its self, especially when this continues to on the election trail to the February 2016. It is true that all the elections before Dr. Kizza Besigye has lost, but Mugesha nows, the whole FDC nows that the EC has been rigged by the NRM.

The history both this fellows has with Museveni is special because the way they we’re trusted men in the movement before their fallouts of his ranks. So that there will stories from 1986 and actions that is lacking of the ethics that are today can be understandable. Their words today will be different then back then. The way they act is different and being in opposition has changed them both. They also have stories from the NRM that hasn’t surfaced yet and the years they both have had there. The stories of how they lived in the FDC will also come to light there more things happen. For both Dr. Kizza Besigye and Mugisha Muntu their ways will be in the spotlight until the flag-bearer for 2016 is picked and is valid by the party. The NRM shouldn’t really matter and the Yoweri Kaguta Museveni ghost shouldn’t hunt the FDC party, but it does. Therefore when your hunted you have to use strategies to withhold the pressure and make sure you’re ready for wild goose hunt and hope you get the prey.

Reports as I write are that in the voting from the delegates at the Conference of the FDC for flagbearer.  The report is actually from Francis Mwijukye and says the result is:

Dr. Kizza Besigye got 718.

Gen. Mugisha Muntu 289.

So the party has made a good decision, but the issues and questioning from peers in the party is healthy for a democratic and influential party. Even though we can question the motives and time for doing so. Then again, what do you think?

Maj. Gen. Matayo Kyaligonza, the NRM Historical; Who has interesting thoughts on President Museveni’s succession and retiring plans

Major General Matayo Kyaligonza who is part of the Ugandan Envoy to Burundi has started to speak his mind to the media. He has become critical of the way Museveni lingers in power and trying to get his son-in-law Rwabwogo to succeed him in power in country. At the same time talking about respecting him as the president he still is, but this is totally different from what other loyalist are doing in the country. A breath of fresh air, wonder how Mzee feels about this? Now all of a sudden brigadier Kyaligonza from the bush-war is questioning his methods and continuation of the power in the country.

Maj Gen. Matayo Kyaligonza has been saying recently:

“Let the president call a meeting of NRM top organs of the National Executive Council and Central Executive Committee and we discuss the matter [Sucession]” (…) “Our dear president has also made it very clear. Presidency is not like hereditary club. He should call NEC and CEC and let us discuss. We used to discuss matters in the bush really” (…) “I can defy any other person but Museveni is still the president and I respect him” (…) “the way I see it” (…) “If I meet him (Rwabwogo) somewhere and he says that I know nothing will give him a hot slap” (…) “the one who brought us here? If you want to succeed your father do you kill him in order to get your inheritance?” (…) “Youths shouldn’t think that they will start with wanting to be president. Let them start at the LC-I then we see how they behave. But when you say that the old guard are “bazeeyi”[old] and they don’t know what they are saying then we shall have problems” (…) “[Historicals] don’t want familiarity because when we came [into power] we didn’t disrespect people” (The Insider, 2015).

He has spoken his mind a little bit more:

“Who is that one? Odrek? I don’t know him, I have never even seen him,” he said. “Is he the one who gave me work? He should tell such things [about retiring] to his father in–law [Museveni]. We are the ones that brought his father-in-law in power. Don’t make me talk too much” (…) “As a matter of fact, he was the commander who took down Makindye barracks, attacking Ndeeba from Masaka road. I know that very well,” Rwabwogo said. “I give him the due respect and the honour that you give an elder. However, I stand on the shoulders of the elders in order to do something better because there is always an evening of something and a dawn of another” (…) “When I get annoyed, I really get annoyed and I say the truth. I never sugar-coat in order to make people happy. We [historicals] don’t want familiarity because when we came [into power] we didn’t disrespect people,” (…) ““Look at all those people who are attending [Col Kizza] Besigye’s rallies. They want to support a cause because they are tired” (Kiyonga & Nsubuga, 2015).

Afterthought:

I think his quotes and words speak of volume on their own. That he is asking questions in this manner also from a man who has been that loyal and becoming part of the Historicals of the NRM. He has gotten even a place in the Ugandan Envoy to Burundi as talk of dialogue there. He straightforward talking about discussion of power in the NEC and CEC proves that their questions from the loyalist even in the party. Even if the Police have gotten control over NRM Poor Youth Forum it will be harder to push on the Historicals because of their history and place in the legendary bush-war that brought the NRA which is now the NRM into power. So the President has to listen to keep things in order he can’t ambush the brigadier in the same way as the youth, even if he ask sincere questions about the succession and sole candidacy that President Museveni lives by. And it should be thought about when he is quoted and clear voice: “I never sugar-coat in order to make people happy. We don’t want familiarity because when we came [into power] we didn’t disrespect people”. That should be red light for the president! That is not GREEN! Not a go. That is what he is saying! Though I believe that the Mzee he has served all this year’s, won’t listen now and he hasn’t listened before. Brigadier can have the best intention in the world and speaking his mind about the president, but he at the same time want to show loyalty, that doesn’t mix with the general words he speaking. Though that is something we can expect, he is after all a military man who want to be frank, but also want to keep up with chain-of-command! Peace.
