On the 9th December Court Justice Stephen Kavuma Court Order with Constitutional Application number 07 in the Constitutional Court in Kampala today. What does this order say, that of such importance, this is from the man who during December 2016 was ordering for himself the ability to change his age, so he could work for four more years as Chief Justice. That is length he takes the law into his own and takes decisions.
But earlier in the year during 2016 the Chief Justice Kavuma wrote an Interim Order of 29th April 2016 where he banned the campaign of defiance. So that he is loyalist to the Movement and to the President is clear. There isn’t any indication that is stopping. Because of today the Chief Justice Kavuma ordered this:
“1. An interim order is hereby issued restraining Parliament, any person or authority from investigating, questioning and inquiring into the impugned bonus payments and or staying all proceedings of whatever nature, if any, which may be pending before any forum whatsoever arising from impugned payments, until the main application of No. 06 of 2017 has been determined” (Constitutional Court, 09.01.2017).
We are today seeing a special level of law and understanding of law as the Constitutional Court are banning and ordering the Attorney General John Muwanga who wanted to have an inquiry of the “Presidential Handshake”. The Presidential Handshake that are known in public because of the bonuses and kickbacks given to public servants and others loyal to the Movement. Parts of the ones who we’re parts of the Uganda Revenue Authority and others; which is the URA who won a case against the petroleum drilling companies Tullow Oil and Heritage who has licence to drill in the Lake Albert Basin. Certainly these billions of shillings are questionable as the Court Justice has to do this.
The Constitutional Court is then overriding the Attorney General and the Parliament, the Parliament that has Members of Parliament, who cannot and are not allowed to do their duty to make checks and balances of the use of public funds. This proves that the Government of Uganda doesn’t need accountability or transparency as even the investigations of the Presidential handshake is illegal. But if somebody wants more documents to be leaked; please to do so, we the people and voices for governance can undress these kingpins and the racket called the Movement regime.
The Presidential Handshake is a questionable act that is not following international standards as the URA proclaimed days after. But on the same day as the Court Justice wanted to silence the Republic and be loyal to Mzee, Chris Obore of the Parliament had this to say:
“The Speaker and the Prime Minister discussed parliament business. When the matter of the now controversial oil bonus payments christened “presidential handshake” came up, the Speaker said the motion prepared by some Members of Parliament would be tabled. She advised the Minister concerned to prepare to provide MPs with explanations” (Chris Obore – ‘Press Release” 09.01.2017).
So Speaker Rebecca Kadaga and PM Ruhakana Rugunda will not listen to the courts, they will have the Parliamentary Session on the Motion filed, even as the Court Order has been set. The same acts happen on the same day and proves that there is different understand on the laws and orders. As when Chief Justice Kavuma we’re banning defiance the Interim Order we’re hold and kept. But now with the Presidential Handshake, the Parliament will defy this and resist the court order. This is proving the power of the courts and also the mismanagement of Uganda. When these cannot work together and honour each other it proves the obstacles of procedures and protocols.
This shows how the need for transparency and accountability in the republic when the Parliament are not following and secondly not in the loop of the courts. The Parliament is creating the laws and the Courts are supposed to use them to sanctions and regulate society. This proves how President Museveni and his regime has built a fragile and fragmented organizations that following his orders, therefore the Presidential Handshake is now not only a question of the ones who was pocketed and gotten ill-gains from the Uganda Revenue Authority, but now it is a legal question for the MPs even to have an inquiry on the matter.
This story is not over, it will continue to walk and soon run, when it is closed or when it is all unravelled. The Presidential Handshake is not over, we’re just waiting for Museveni to shake somebody else hands and give a few more heavy envelopes. Peace.

Well, President Museveni is like himself, always. He doesn’t stutter or change codes overnight; he just continues the steady progress towards abomination of civil society and state institution, which seem more like his goal than actually making procedures and clear ways of actions for his civil servants. Why do I make this statement?
Well, Uganda Revenue Authority won a Markie case against the Oil Drilling Company Tullow/Heritage Oil who has rights to drill oil from the Lake Albert Basins and therefore is sanctioned and has to pay tax on their services and salaries to the Republic of Uganda. Something that is straight forward, but isn’t since the licence agreements and the drilling operations are kept in the dark of the society and citizens, cannot double check the agreement between them or the Memorandum of Understanding to comprehend the details that their operations on Ugandan soil entails.
Still, the recent revelations of cash bonanza and personal relief from the Consolidation Fund of the URA staff and former government employees show to the extent a President offering a token of appreciation for their work on winning the case and getting taxes back to the Republic for the foreign drilling company operation. So on the 25th January 2015 the URA wrote specifically to the Office of the President discussing the possibility of a reward. By November 2015, there arrived a letter where their Parliament could Post-Audit the Budgets to add the UGX6bn from the Consolidation Fund, this was a letter received by the Auditor General John Muwanga by the 2nd November 2016. So that today after the released letter of the bonuses we’re released online during the last 48 hours or so. The URA had to explain the matter of confidence between the President Museveni and their civil servants.
The Presidential Handshake that is so powerful to pay former staff and former government employees, even close knitted URA staffers who worked on the case, even Allen Kagina of UNRA got a decent slash fund from the pay-outs.
Prof Joe Oloka Onyango said in October 2016 this about the State House:
“In early 1980s, when this country was under the leadership of Godfrey Binaisa Lukongwa, State House was like a market place. Today, State House has been converted into an ATM” (Wesaka & Adengo, 2016).
Certainly the knowledge of these arrangements from the Revenue Authority wasn’t known, but a broke State House after an elections, says it all; together with the acts like an open-air bazar where all RDC and DPC got new fresh cars. Together with chiefs and others got good gifts. These together with the NRM Village Programme where they poured out dozens of shillings to each district and village as the ballots we’re soon getting dropped. This behind the scenes acts of URA we’re unknown.
So a “Presidential Handshake” that shows how little value accountability and transparency as the taxes that are back-paid are given as rewards, not paying for fixing schools, paying salaries of teachers and lectures, are not used for tarmac or other public needs. The monies are used to buy loyalty and given to silence them from turning against the President.
These acts counter the progression and even fair use of public funds, it’s a theft, a heist of grand proportions, in a way where the liabilities and righteous earned tax-funds can end up in the close knitted elite and staffers of URA instead of being used for the development of the Republic. This is maladministration and mismanagement of the Consolidation Fund and of the earnings made on the payback of the Tax to the Republic.
Certainly a handshake is now enough to get kickbacks from the Mzee, he is certainly an ATM where the stocks of loyalty get rewards and paid. Doesn’t matter how and about accountability, because it is only the citizens who loose, not the President himself! Peace.

When we speak of Ugandan election it is not often Mark Twain comes to mind, but he should be spoken about like folklore and around the bonfires and around the charcoal since it exactly what happen. Mr. Opondo has yet again come to the defense of his party and his master. Last time I addressed him on the 1st February 2016, when he attacked the Media and the FDC. He does the same thing again, now in another manner, but still needs to comment and arguments need to be sealed and show how the misleading words of the NRM spokesman are. If these arguments from the NRM spokesman are true, then I say that the voting done in the Presidential and Members of Parliament Elections in mid-February wouldn’t make a difference, since the NRM just let the citizens do it. But we would hope the value of the votes mattered more right?
“I take issue broadly with the Ugandan media’s coverage of election campaigns and results so far. It surprises me that more than a month after the public declaration, official release and gazzettment of the election results by Electoral Commission (EC) the mainstream media of radios, television stations and newspapers continue to parrot the false and absurd claims by Dr Kizza Besigye of the Forum for Democratic Change (FDC) that he was ‘robbed’ of victory at the last minute by the NRM in connivance with the Electoral Commission and other State organs. FDC lost 17 of its 35 MPs in the 9th Parliament, and the party hasn’t made any gains at all!” (Opondo, 2016).
Well, the reason why everybody can claim what surprises you Mr. Opondo is that the men and woman with the Candidates Declarations Forms from the Polling stations from other parties have been detained, the amount of polling stations counted in the official announcement and results are small, the pre-ticked ballots evidence have been massive, even polling officials have had ballot-boxes pre-made before the Election Day; therefore with the massive amounts of the rigging the claims that surprises you shouldn’t Mr. Opondo, but I know you would say anything that your master command you to. As you are not allowed to think on your own right Mr. Opondo? I know that hurts, but by now it must be facts. If a rigged elections and the results from the elections is seen as verified then the might be a loss for the FDC, but even though they might not have lost, since there was no crowds celebrating your grand victory and the country was mourning while the soldiers was heavy deployed and the army was standing around Namboole Stadium and the Electoral Commission Headquarter unto the time for petition the elections on the 1st of March. So your victory can’t be that big when you need all security organizations, the army and the police at standby, if the public wanted your victory they would catch chicken thieves and not having Dr. Kizza Besigye under house-arrest ever since the day before the Election Day.
“In this election, Besigye gained 1.5 million votes compared to two million votes he got in 2011 while Museveni’s gain was a paltry 500,000. To the NRM strategists, this is the most shocking, indeed worrying trend, and having located the cause as being our messaging, strategy, campaign style, internal laxity, occasioned fraud and widespread bickering. We shall not blame anybody else except ourselves. Actually, to be frank, we were almost swept away by our collective failure to robustly respond to the Opposition demagoguery on issues of youth unemployment, despair among the urban population, poor and yet expensive public service delivery and bad public relations, especially to distribution of soft campaign cash that often got stolen along the way among other issues. This, to the Besigye camp, should give hope that with better strategic organisation, not only falsehoods, they can in the future topple NRM through the ballot instead of being bad losers” (Opondo, 2016).
Well, the NRM Task Force and Campaign Team have used large war-chest and monies on the election, ferrying more voters than ever in history. The cause doesn’t seem important as the recycling pledges from the leader of NRM and the President. There been internal problems that are visible ever since the Executive decided to cut ties with Amama Mbabazi. With that the Party has struggled through a strange internal election called the NRM-Primaries, and even in the end payed to have the losing incumbent as “NRM Independent” in the General Election. You can claim stolen campaign funds while you have scandals of money from the Bank of Uganda used for campaign, getting money from the Government of Kenya and giving away UGX 250k to every village in the last days before the Presidential Poll on the 18th February. If the FDC came with only “Falsehood” and still feeling the need to defend the ballots, the ballot and pre-ticked ballots and the statistically strange results of 100% for the NRM candidate at certain polling stations. There are too many issues from the Election Day and the late release of Election Material in Wakiso and Kampala while the Kaabong Town and Lira Town could vote from the early morning on the Election Day seems like rigging to me, as the EC Headquarter are just besides the Polling Stations in Kampala and Wakiso. So Mr. Opondo the deal with feeling bad about losing is that there to many factors in the pot to make a to tasty stew for the matooki, it is not just beans, it is leafs, onions, spices and water mixing well to feed the pundits and commentators with enough to question the elections. If the FDC could topple the NRM, then the NRM should not worry about defending all the Electoral Malpractices during the Election and Pre-Election Period proves the problems that the NRM Spokesman struggles with. That must be the reason why he had to defend yet again the Election Announcement and Declaration. But Mr. Opondo does not have the heart to discuss that and suggest the issues since that really weakens the argument he needs to justify the so-called “win”.
“The claims of rigging, especially at the last minute through alleged intimidation of candidates’ agents, ballot stuffing, falsification or alteration of results on tally and declaration sheets and at announcements are perturbing and incredibly unbelievable. These could pass as truth if the peddlers could at least adduce some verifiable evidence from eyewitnesses and documents in their possession that differ from those of the EC, which ought to be available from the multiple sources, including the media that observed these elections” (Opondo, 2016).
Mr. Opondo, when you got footage, got reports of officials, even police officers having ballots, when you got so many FDC officials and Go-Forward Officials detained, is not “incredible unbelievable”; that sad thing Mr. Opondo is that it is true, if not the FDC would might have had the opportunity to file a petition of this fraudulent Election you claim to valid. The Police have rounded up and taken amounts of opposition officials in jail and at gun-point. I know that you don’t believe that Mr. Opondo, that is because you’re sitting safe in your home and reading while “sighing” and “cursing”. Mr. Opondo I know you wish your party and leadership that pays you creates a “fairytale”, but without your knowledge apparently the Party you’re speaking for and working hard to defend has become the Orwellian. The Election Observers and Monitoring Teams have come with both good and bad. Even said that the Electoral Commission didn’t reform as asked to do after the General Election 2011, the CCEDU and CEON-U were not taken in or even gotten a place in the Petition. Commonwealh was not giving a good preliminary statement; the COMESA/EAC/AU gave a counter-statement that was positive; while the European Union also asked questions; as much as the American Mission in Kampala has also asked for the copies of the forms, with the Electoral Commission complying to the request proving that there are questions to be asked! That is something you don’t even bother to think about, Mr Opondo? Or is that reasoning blowing your mind and boggles the brain-cell that operates your reasoning?
“But, it appears the candidates, observers and media did a shoddy job and are now embarrassed that they cannot provide any credible documentary evidence of fraud hence the generalised allegations of cheating and unfairness. The local media in particular, appear to have been overtaken by the early rumblings in the campaigns perhaps by the way Mbabazi was hounded out of NRM secretary general position and the subsequent obstruction of his initial consultations outside NRM party rules by the police. Unfortunately, Mbabazi’s would-be most loyal and vocal supporter, his wife Jacqueline has been reported indisposed throughout the campaigns and, we wish her steady recovery. The media silence has left Besigye to make bogus claims, thereby inadvertently lending false credence that indeed he was cheated and fanned public anxiety. Surely, the Uganda media can do much better” (Opondo, 2016).
The Embarrassing part Mr. Opondo with all the knowledge you still attack the opposition who has been detained and struggled. While the NRM has had police by their side, the NRM have ordered the Police and even used them to silence the Media. And when you as a spokesman uses the end of statement implying them to tell the story as you do; you wonder why people are claiming what they do? If it was “Bogus Claims” from the FDC wouldn’t you just let the FDC come with a Petition with the Declaration Forms and witnesses instead of doing what you did? The only good thing you did during the whole statement was to defend the election and attack the FDC. And as a NRM Spokesperson you’re supposed to speak up for the Party, so if you did anything else Mr. Opondo you would do a crappy job, but defending this in this display and rhetoric is not winning or defining the opposition or the announcement of the result.
The reason Mr. Opondo why I have not discussed the numbers and percentage of this election, as that is not necessary as your constant attack on the media. Because of it was fair and the justification of the victory was unnecessary your piece would have made more sense. This was not a piece of clear message and clarifying the victory, more a meager display of trying to defend the election and the winning result. Mr. Opondo if it was a clear victory wouldn’t he be happy people around the streets of Kampala and all over the country? As it has been in the early history of your beloved NRM-Election?
The silence of the media is because of the mourning and understanding of their audience and have followed the UGPetition16 and the actions around that; the other issue is that the NRM have attacked the media from pre-election period, the police has shot a journalist in the head, detained a dozen, confiscated the equipment, taken broadcaster of air, shut of the transmitters of radios, closed stations when opposition leaders comes to scheduled programming, gotten NTV banned from the campaign trail and so on. The NRM is responsible for the climate that the media is in, the censoring and silence is made by the irresponsible and irrational leadership of the NRM and their Executive. But Mr. Opondo could never say that because he has to praise and kiss the Executive ass right?
I think that is enough for tonight. The reasoning from Mr. Opondo is yet again missing and his analysis written by a blind mind, but a hungry tummy as he wants a bigger paycheck; just like Eng. Dr. Badru M. Kiggundu got before the Election. Peace.

Well, yet again the Ugandan Police Force decides to be a Political actor during election times. As IGP Gen. Kale Kayihura has told Journalist how to do journalism during 2015; he knows now’s how to build party structures, as there is only allowed for NRM to have branches on their organizations. As they have NRM CEC; NRM Historicals, NRM Youth League, NRM Poor Youth and so, and all of them are legal, while FDC can only have their offices and main party but not anything else it seems. Here is what he is initially saying!
What the Inspector of General of Police said today:
“Police have told the Forum for Democratic Change to disband Power-10, a grouping of 10 people per village, which the party says mobilise support for its candidate and will protect votes on election day” (…)”The Inspector General of Police, Gen. Kale Kayihura, said FDC officials have been officially informed about the disbandment of what he called a militia. “If there is any violence, we are going to deal with it,” Gen. Kayihura said” (Bagala, 2016)
Here is the FDC’s Instructions for the P10 Program:
“1- If you want to vote Dr. Besigye, don’t give him only one vote. Please mobilise and recruit 10 more votes for him.
2- On voting day…make sure you GET OUT THE VOTE. Let nobody stay home! You must especially ensure your Power 10 members go in time to the polling station to cast their votes.
3- After voting, protect the vote. You cannot protect it alone! Please be 10 to Protect the vote. 10, 10, 10, at your respective polling stations.
4- After casting and protecting the vote, the final task is to protect victory. The winner must be declared and the loser must accept defeat.
NOTE: -10 people around you is powerful security to each of you. Move together, coordinate together, Vote together” (FDC Mobilisers).
How the NRM intimidate a crowd with the help of UDPF:

If you see that the FDC is such a danger as they mobilize their supports, just as the executive leaders in the Villages under NRM. But that is NRM, as the NRM as allowed to do anything. They can even pay the villagers, pay and give gifts for votes. As in Kamuli on the 10th February the villagers in the area was given UGX 3k for their vote for the NRM-Regime. That Police doesn’t stop that non-sense is beyond me, but Gen. Kayihura is only following Mzee. The NRM has this Village Program where they give for the total amount of people UGX 250k shared on everybody. In some villages that leaves the amount of value of the vote down 100s or 600 shillings; As in Kikgate sub-county in Isingiro District where each person got UGX 1k yesterday! On the 4th February NRM gave UGX 3k in Kitete Village in Mukono District. As in Bubulo East County in Manafwana district, MP Simon Mulongo Wetende, Mr. Simon diligent job as NRM man delivered UGX 250 to the villages. Which it cannot only be worth as the amount doesn’t add value to life or even ability to buy anything of worth, and the only thing this program does, is eating tax-money with leverage; NRM using their position to buy votes, something Gen. Kayihura has no troubles with.
While he claims the P10 is illegal militia, the P10 does not carry weapons or sticks, they are not in it for violence as the other outfits of his Police; the Police in charge of inciting more violence, as I have reported over a long time. The Crime Preventers are more a militia then the P10 ever will be.
It is a reason why the Crime Preventers had to be probed in Parliament:
“Prime Minister’s Time, Dr. Rugunda said, “They are not supposed to be playing partisan roles. If there are any errors committed, we shall follow them up and ensure that they are stopped.” Hon. Okumu, a Parliamentary Commissioner, said Police crime preventers were campaigning for the ruling NRM and intimidating supporters of other parties. He added that instead of crime prevention, they were causing crime and had become partisan. Crime preventers, who are mostly youths, undergo training in community policing courses aimed at empowering them with self defense skills, ideological orientation, crime prevention and patriotism. Similarly, while responding to a question by Mukono Municipality MP, Hon. Betty Nambooze (DP), the Prime Minister said the role of the Police is to enforce the law without discrimination” (Parilament.ug, 2015).
As the Crime Preventers have self-defense training and at Police Schools around the country with sticks, they have more violent tone and a brigade that the Police can enforce to distress the elections; while the P10 is a 10 volunteers who stand-by and stand together while waiting for results and the counting during the elections. As a democratic way of seeing that the votes are conducted correctly by the tally officers and in-charge of the ballots after receiving them. As there been conducting and results for rigging before under President Museveni; Gen. Kayihura shouldn’t enforce and use his Police Force to stop a branch of another political party; as it undress his political ambition and loyalty towards NRM. Uganda Police Force is more looking as a NRM security outfit, then trying to keep the whole country safe as he defends the NRM by any means, also follow orders like a blind dog. Gen. Kayihura is meddling in everything because of his position and because of his loyalty to Mzee. But that doesn’t save the fact that your using rhetoric and actions that counters righteous ways, how to build society and making sure of the safety of the actual citizens that Gen. Kayihura is supposed to do. Instead he creates a force of Crime Preventers that creates violence and tension; generate also fear with the violence and using his police to follow the opposition with Anti-Riot Police and Special Force Command to ensure that the FDC or Go-Forward doesn’t break the regulations set by the Electoral Commission.

So the issue is that Gen. Kale Kayihura should actually do his job and secure the citizens. An not tell opposition to disband one of their branches, as it is set-up to see that their votes get respected by the regime that Kayihura works for. As Kayihura has told us how Journalist should work, it is not surprising that he know has the knowledge on how opposition parties should work and also do their mobilization as Kayihura is the Yoda of Uganda; the man who knows how everybody should act and also conduct themselves; Kayihura has the answers to how everybody should cross the street, grow bananas and even seek refugees under tropical storms.
