10th Parliament pass a Motion urging President Museveni to declare “State of Emergency” concerning the Food Insecurity!

Prime Minister Rukana Rugunda in Parliament as the motion went to the plenary: “There are hospitals that have no drugs” (Parliament Watch, 26.04.2017)

Today the 10th Parliament passed a motion made by Hon. Monica Amonding (Kumi District), Hon. Felix Ogong Okot (Dokolo South) and Hon. Silas Aogon (Kumi Municipality). They urged the President to declare the Republic are in a “State of Emergency”. This would be done over the famine and influx of refugees, that the Ugandan Republic would naturally both struggle with. As the Government have not functioning structures to fulfill the disasters at this rate, neither the over a 1 million of South Sudanese refugees.

The Minister can be quoted in the motion saying this:

WHEREAS objective XXII of the National Objectives and Directive Principles of State Policy states that the State shall take appropriate steps to encourage people to grow and store adequate food, establish national food reserve and encourage and promote proper nutrition through mass education and other appropriate means in order to build a health state;” (…) “AND WHEREAS OBJECTIVE XIII urges the State to institute effective machinery for dealing with any hazard or disaster arising out of natural calamities or any situation resulting in displacing of the people or serious disruption of their normal life;” (…) “NOTHING THAT Article 110 (1) (b) provides that the President may in consultation with cabinet, by a proclamation, declare that a state of emergency exists in Uganda or any parts of Uganda if he satisfied that the security of economic life of the Country or a part of the Country is threatened by natural disaster” (…) “FURTHER NOTHING THAT most parts of Uganda has this year suffered prolonged drought and famine which has not allowed people to plant on time, while what has already have been planted have dried up and has not yielded any fruits;” (…) “NOTHING THAT the prolonged drought has become a big threat to the lives of both people and animals since Uganda largely depends on agriculture for both food and income;” (…) “REALIZING THAT as a result of this drought and famine, a number of people have been taken ill and others have died of starvation;” (…) “COGNISANT THAT food insecurity has escalated and it’s believed to be the major reason behind the wave of criminal activities which has swept the country and caused mayhem through the country, since people are desperate to get what to feed on;” (…) “AWARE THAT Members of Parliament have on several occasions alerted government of the looming dangers that the Country faces it stringent measures are not put in place to arrest the level of famine in the country” (…) “NOW THEREFORE this motion if moved urging – The President to declare a state of emergency in the country to address the food insecurity” (Motion for a Resolution of Parliament Urging the President to Declare A State of Emergency to address the Alarming Food Insecurity in the Country, 26.04.2017 – Uganda Parliament).

That the MP’s Amonding, Okot and Aogon are doing this in good faith, as they have fate that the President and his cronies will address the Food Insecurity and take care of the citizens. That the President who not to long ago, claimed there we’re no famine in Uganda. There are clearly lacking of food and the reports of the dire situation in many districts are clearly not encouraging. The bleak situation have not changed.

That the State and have significant works to do, not only to declare, but facilitate and make sure the famine struck areas get funding, secondly get food delivery to patch up the hurt. Than the education and useful technique’s for farmers and citizens to take of the water in the seasons, then to reuse it when the dry-seasons are coming. This is certainly something that the citizens know and the state as well. So the government, departments, agencies and the local government should have measures and plans to tackle the famine and the high levels of food insecurity. Also, look to their donors and multi-national organizations that they have gotten help from in the past to support extra in the time of need.

This can be done if the President Yoweri Museveni, actually cries out for help and that he can have the guts to say: “…I have managed the country for 3 decades, the famines was worse under Obote and Amin, but now for the first time as President, I have to say, I have not done my duty, neither has the Movement. We are living in troubling times, the government was not prepared for El Nino and neither was the peasant farmers and villagers. The NRM, I the President as the Ugandan, will now declare State of Emergency. We are not at fault, the climate change and weather is the reason for this….”. If he would have uttered words like this, because I don’t expect the old man with the hat, to ask for forgiveness or say he is at fault. Still, if he proves that the Republic are in trouble and say it to the world. It should be understood.

The FAO, FEWSNET and other has established it and warned for months, while the Republic and the State didn’t act upon it. They we’re lacking procedures and ways of allocating funds for food delivery and steady organization to give relief to the starving citizens. Therefore, the need for declaration is great way of showing to the world and get donations to direct aid on it. But to build structures and disaster relief should have been made by the Ministry for Relief and Disaster Preparedness and the State Minister Musa Francis Ecweru. That Department or Ministry should have the mandate and the needed funds to commit to help the citizens who are barley having one meal day or two, depending on which hurt district it is about right now.

That the MP’s are now tabling and urging the President to act upon it and to declare a Stat of Emergency because of the concern of the agricultural output and the food insecurity. The State could have acted earlier, they could have pledged to this and been upfront, as they have added their own tally with massive flood of refugees combined with drought. The world would have reacted or we could have hoped they had reacted to it, that the United Nations World Food Programme (WFP) and others could have made efforts to salvage the dire situation. The food insecurity is high and the state has to act. Peace.

What is so special about the Mbarara compared to the recognized districts with food insecurity?

Why do they deserve food relief with bags of rice in Mbarara? I wonder why, because there are enough places in Uganda where the reported about food insecurity and that was not in the Ankoli sub-counties. In the government own food insecurity report dated to 9th January 2017, the districts of Teso, Isingiro, Karamoja, Lango, Acholi, West Nile and Parts of Busoga.

So for me it is insulting that the Urban poor of Mbarara we’re even mentioned in the government report from January, where the closest area with stressed and half a meals a day in Tororo, still the Tooro kingdom isn’t Mbarara, Ankole sub-region is further and closer to the central region. Also closer to the Rwakitura ranch and Rukungiri of the Movement closest family.

I am sure there are needy people and who would need relief in Mbarara, as the unemployment in 2009 was about 61.2 %. So there are people of dire need and who needs jobs, who also lives on scraps. That was the stats from 2009 in Mbarara, so there are not that I want to be harsh.

But something doesn’t seem reasonable when the January report of 2017, doesn’t state Mbarara or the Ankoli sub-regions. Therefore the food relief being delivered here seems a bit strange. It would been better in Bidibidi refugee settlement, where 270,000 refugees are settled, surely some of the United Nations Organizations are serving them meals of millet and posho. While the rice of Ugandan government are delivered to locals close to the heart of the President.

There are something weird, days after the Forum for Democratic Change (FDC) gave away rice in Toroma sub-county, as the Police Force and regional leadership stopped the needed relief in the area. Therefore, the opposition party had to do it in silence. While the NRM and the Central Government, with the pomp and bravado are establishing food for Mbarara. Seems like more help to their own, than he ones who needs it more.

It is hard to say it, but where the people are eating ants and whatever else left behind that is edible by the drought and lacking rains. The infrastructure and institutions are not there to support all of the ones lacking the food and relief, the safety net in the hard times, as the Ministry for Relief and Disaster Preparedness Musa Francis Ecweru hasn’t considered the ramification of the food insecurity, neither has the central government themselves.

That out of the Office of Prime Minister Dr. Ruhakana Rugunda is certainly showing loyalty to his President and his NRM, when he offers a token of help to Mbarara. There are certainly with the level of unemployment, there are people needing help there, but why not doing it the district in the own state report?

Why? Do the state not care about the people eating insects instead of food? Is the NRM forgetting the people and the ones they are supposed to represent, or do they only want to feeds the ones who can work on the ranch of the President at the Rwakitura ranch. That is how it seems to be, that the closer you are to the home of the President, the more you can possibly get from the State House. It isn’t rumor, but a mere fact at this point. Peace.

NRM’s oppressive behavior is the reason why the FDC had to give the citizens of Katakwi a silent food relief this weekend!

During the weekend the Forum for Democratic Change wanted to continue with their food relief program in Katakwi, the region that has been hit by famine and by drought. Therefore earlier in April the FDC sent a team and maize flour, that was on the 5th April of 2017. This was blocked by the Uganda Police Force and the Regional Police Commander Francis Tumwesigye. Take a look!

So on the 22nd April 2017 the FDC went through with it:

FDC officials secretly distribute food relief in Toroma County, Katakwi, after earlier being barred by police Earlier this month, the FDC team, led by Dr. Kizza Besigye were blocked from giving out the food to vulnerable persons who include child headed families, the elderly and persons with disabilities who are hard-hit by the famine that has ravaged the sub-counties of Toroma, Magoro ,Omodoi and Kapujan. However, yesterday the FDC officials resorted to giving out the food secretly with each parish receiving bags of maize flour and beans for the households in the county. This time, Katakwi’s Resident District Commissioner Ambrose Tumwesigye said FDC should have first sought permission from his office to distribute the food” (NTV Uganda, 22.04.2017).

Minister of Disaster Preparedness Musa Ecweru have had the whole month to deliver the State organized food relief to their own citizens, earlier him together with the Police shut-down the food relief. The FDC tried to the citizens something good. While the loyalty of the Police, RPC Tumwesigye and RDC Tumwesigye, are both prepared to stop the opposition.

That the FDC had to decide to do it secretly says more about the state of affairs, than of the will of going against the state. That the National Resistance Movement and the local state officials haven’t been positive before.

So even the State Minister Musa Ecweru had to apologize to the residents of Katakwi:

All willing humanitarian agencies or parties have the right to distribute food, if they consult with the line ministry, the Ministry for Relief and Disaster Preparedness,” Mr Ecweru explained. He added that FDC will be allowed to distribute food if they make arrangements with the Ministry for Relief and Disaster Preparedness in order to avoid duplication” (…) “The chairperson Teso Parliamentary Group, Mr Patrick Okabe, also at the weekend, condemned the actions of police to deny the people of Toroma County food, saying: “Teso Parliamentary Group stands firm with the people of Teso in this trying moment.” (NTV Newsnight, 11.04.2017).

So if the FDC had consulted directly with the minster and the regional leadership. Still, I doubt they would allow it, as the NRM hasn’t really been positive to anything involving the opposition parties, unless they are the “Good DP”. So the FDC would no matter what they do, get blocked and stopped, with tear-gas and get people into hospital treatment. Even if the RDC Tumwesigye had been informed or RPC Tumwesigye had been told, I doubt they would have said: “Yes be kind, just do it”.

Since the NRM and their government forces haven’t really showed any finesse in those matters. So that the FDC had to yesterday and this weekend do it in silence, because of their lacking faith in the government entities. That the RDC and RPC would stifle the efforts of the FDC. We can know how the oppressive behavior of the security forces towards the FDC, when they are doing food relief in silence and in the dark in Katakwi. As the last time the violence and disruption of it, destroyed the willing to help the drought hit region.

That the government doesn’t themselves show that they are grateful and the considerate effort of the FDC. Therefore, the reality that the Government says: “please just tell and we will allow” isn’t truthful or sincere. If it was so, then the FDC would have done it and pleased the government. Still, the reality of it is, that the NRM tries what it can to silence the FDC and their leadership. By any means possible, even when citizens who starve are blocked because of the giver. Shows the ice-cold hearts and the oppressive acts of the ruling regime. Peace.

The Calvary blocks Opposition Food relief in Katakwi!

Jubilant reception as we arrived in Toroma, Katakwi District this morning. Situation quickly changed as police started attacking the people” – Dr. Kizza Besigye

You would think that under Presidency of Yoweri Museveni, that his Security Organization would show some sense, but there aren’t any common sense in the Uganda Police Force. As Inspectorate General of Police Kale Kayihura. This reports are coming from Katakwi town today, as the Police dispersed the public gatherings as the food relief from Forum for Democratic Change (FDC) was passing by the starving region.

This is something the government themselves wouldn’t have the capacity to do. They would let the people starve, with their Regional Police Commander (RDC) of Katakwi Francis Tumwesigye. The went all in with gun-shots, tear-gas and other violence as the FDC tried to do a good deed.

Lord Mayor of Kampala Erias Lukwago explains: “We have just wound up our visit to Teso Region. Despite the fact that police unleashed brutality and teargas to disperse peaceful and jubilant supporters, we managed to comb through various parts of Soroti and Katakwi. We handed over food relief to Bishop Obaikol, paid respect to the grave of the former Toroma MP and that of our fallen comrade, Counsel Okiring in Magoro” (Lukwago, 05.04.2017).

That a food relief in Toroma we’re delivered not only with the local Bishop Obaikol, but by the FDC leadership and leaders in the region, who has traveled in the region of late. The RDC Tumwesigye said earlier today: “No giving them food. Let them die of hunger”. How can such a person has a leadership role? What sort of government hires a person like this? The skirmishes from the Police Force have officially lead to five hurt people, the citizens who showed up to get fed.

That National Resistance Movement (NRM) government and the Honorable Minister of Disaster Preparedness Musa Ecweru have not delivered to the public, because of the FDC had prepared posho to the Toroma town, the Police to prove the point, the UPF even had to tear-gas and stop an 84 year old who went to the car of Dr. Kizza Besigye, so as he passes by the police went after the old man. This proves the little care the police has for the civilians.

You can wonder if the citizens matters to the police as they was even blocking Besigye from visiting the hospital to see to the ones who had to go to Toroma Health Centre. That the FDC leader was blocked to see the ones hurt by the police, when the food relief from FDC came into Toroma, Katakwi.

That the Police had to disperse and block a food relief proves how little they care and that the RDC would utter words and stop it. UPF and NRM proves that they doesn’t care and the world should take notice if the government cries. The FDC could have provided the posho to the citizens as an act of kindness, instead the police brutality will be remembered, not the gift from the opposition party!

Kahinda Otafiire is as blind as bat on the succession of President Museveni!

Why are you fighting President Museveni? What has he done to you? This man just have served his first year of the new term and you’re now talking about succession. Why are you looking for who will succeed him? Has he died? If we decided to reward him for a job well done, will you still talk about succession? We have numbers to in Parliament to…. Anyway that is not why I’m here. If we reward him for a job well done, will you commit “Suicide”? Remember where we were, how far we’re come… Justice centres, Electricity, water connections, what exactly do you want? Let’s be careful with the change we want” Kahinda Otafiire (NTV Uganda, 04.04.2017).

Let’s start first, we are fighting President Yoweri Kaguta Museveni and his clan who thinks they own Uganda, Secondly, who acts entitled on UBC, NBS and NTV as they did yesterday. The National Resistance Movement (NRM) have run the government since 1986. It is not like during the General Election 2016 was the first moment President Museveni entered the scene.

He has been a Defense Minster as far back as under President Dr. Milton Obote second term after they both got rid of dictator Idi Amin. This was written about his rise to rebellion in 1985: “Tito Okello, the commander of the army, reportedly met with his top officers during much of the day Saturday. Radio announcements appealed to rebel forces headed by former Defense Minister Yoweri Museveni, who has waged a long-running guerrilla war against the Obote government, to lay down their arms and join forces with the army officers” (…) “(United Press International reported from Stockholm that Museveni welcomed Obote’s overthrow but warned that his forces will have to be included in any solution to the nation’s ongoing state of crisis” (…) “(“The guerrilla force will be part of any solution,” he said on a Swedish radio broadcast. “If anyone tries to block that, we shall smash him, like that which smashed Obote.”)” (Powers, 2017).

So he again planned to bring down another government so he could be sure to gain power. That is a sentiment that he has kept. A reason why he still is in power and doesn’t want to let go. President Museveni believes he is the only one who can run the country, since he in the past was the man tricked the other big-men and the public to believe he was the best man. So when you listen to Gen. Kahinda Otafiire proves he still is in the 1980s state of mind, thinks that the world and Ugandans haven’t seen President Museveni during the three decades. The year between February 2016 to February 2017.

As another journalist wrote in 1985: “Friday, at his first press conference as the new prime minister, he cited his efforts “to build a Ugandan nation.” A key part of that effort is scheduled to begin today in Tanzania between the new military government and former defense minister Yoweri Museveni, leader of the National Resistance Army guerrilla group” (…) “On Friday, Muwanga referred to Museveni, whose participation in the new government is regarded as a key element in national reconciliation, as “a personal friend.” (…) “[Monday, reports from Uganda indicated that Museveni’s guerrillas were on the move — marching toward Masaka, the country’s third largest town, according to witnesses quoted by Reuter, and making other advances in the southwest of the country and north of Kampala, according to unofficial reports cited by The Associated Press.]” (Fitzgerald, 2017).

Even in 1985 as ever he proved his conning ways to use the position he had, while finding ways to spin his control from the others. Therefore, we all know that months later the NRA took charge and overthrow the new government post-Obote. It is sad that I have write about this again and recharge history, it is like Gen. Otafiire has a short memory. Surely, the blessings of being Minister when losing the Primary in the National Resistance Movement during the October 2015. He even went into the general elections in 2016 as an Independent Candidate, but the loyalty to Museveni gave him a place in the 10th Parliament. This official 5th Term of Museveni, which I have claimed that he is in his 7th term. Since he has ruled the Republic ever since 1986. I have giant issues with this being his first YEAR in charge. What about the years before 2016?

So in Kahinda Otafiire the years between 1986 and 2016 has vanished, so therefore, why debate the need for fresh blood? Well, the same rebel with one vision has run the game and rigged it for decades, that is why. I don’t know why that is so hard to understand, surely Muwanga, Ssemogerere, Otunnu, Besigye and Mbabazi feels that somebody else could run a government in Uganda. But Museveni feels the entitlement after the Bush War of the 1980s to run it for life. No-one else have sacrificed as much as him or deserves to run it more than him. Even, if that is not true.

The Ugandans shouldn’t care if Coca-Cola came out of the taps inside their buildings, if the President had provided them with free laptops and secured them all with government jobs. Still, it shouldn’t be natural for a brother to run a nation for 3 decades unopposed. Than, there are wrong with the governance and with the inner-party organization. But with the knowledge of the conning man that is the Museveni, it is not surprising to know that he has been the sole candidate for so long!

Gen. Otafiire are blind as bat, it is like he is completely blind and need surgery. If not he is not able to see well, that he needs to fix his glasses or his vision. If not he is unwilling to recognize the problems that is at hand. Since he is eating of the NRM and the government, he is again appointed by the President, even has he failed to get local support in his district and sub-county. However, Museveni knew that he would have loyal lap-dog in Parliament who would stay behind the President. Therefore, he gave him a Ministerial Post for his loyalty.

In return he will claim this obnoxious lies, the deceit and try to deceive the citizens with this sort of rhetoric. The NRA/M General wants to pull a ploy and try to devalue the terms that the President has had before. Like President Museveni, have run a Republic for decades, it is far from his first year as the Executive, as the President or the Commander-in-Chief!

NRM and Museveni has run the nation and not for the short period. There are all sorts of reasons for discussing the succession, it should have been from 1995 or latest 2000, as his time in charge has lingered for way to long. Therefore, the devolution of state institutions, importance of Okello House and the Presidential Handshakes become main factors in the regime.

So if you learned anything today, General Kahinda Otafiire is blind as a bat! Peace.

Patiently waiting: Museveni and NRM will again amend the Constitution, this time to fit his aging body!

Since the 1986 overthrow of the Second Obote government and the ones that we’re running the government in the midst of civil war, President Yoweri Kaguta Museveni and his NRA came into power with guns and glamour. That has since then turned the power and eaten all of the state coffers. This has lead to many fallen soldiers, foreign affairs squabbles and foreign adventures of both mercenaries, armies and hired guns for other regents. The latest is sending battalions to the Equatorial Guinea on the merry of President Teodoro Obiang.

At this junction in 2017, there are talk of Age-Limit bill and ruling for life, like it matters. Like it is a viable concept and the truth to aspire to. That President Museveni been a wise man and used force, with brutal masterminding the escape from being one of the heroes of Obote’s return through FRONASA and into his own rebellion (NRA). Show’s the lack of integrity and will to sustain power by any means. Therefore, laws can be amended and adjusted to fit the paradigm of Museveni. That is the harsh realities of Uganda today, that laws are made to fit the ideas of Museveni and not of what could be the best for Ugandan prosperity. We could wish otherwise, but saying so is a lie!

In 1995 after 10 years in transitional government and one-party rule, as the former rebellious outfit and winners, made a pact with the people and such gave the President Museveni a legitimate rule. He gave a more honest and grander promise with a Constitution that even told the people how much longer he could rule, which the Article 105(2) said: “A person shall not be elected under this Constitution to hold office as President for more than two terms as prescribed by this article” (Constitution of 1995, 8 October 1995).

So after already been in power about 10 years, he was amending so he could legally rule another decade, the rebel and the former Defense Minister proved his skills of trading his water to gain more trust. Therefore, still at this time he was seen as a hero, even if he wasn’t believing in Multi-Party Democracy or in anything else then the Movement System and the National Resistance Movement own agenda that worked after his drum.

Even as deflections and decay of power came and the added promises of 10 Points Program and others, should have showed that the President had limits to his will to give to the public. The promises of wealth, of welfare and of educated citizenship was a pipe-dream. It sounded splendid in the woods, but when the gravy-train hit the State House, when the cronyism and family matters into the government, than the promises while carrying guns dwindled away.

President Museveni and the NRM, only gave the public Multi-Party democracy because the people voted for it twice, and with that in mind, the Constitution of 1995 had to be amended. The 2005 Amendments we’re also made so legally the President could stand again, as the 105(2) of 2005 states:

A person may be elected under this Constitution to hold office as President for one or more terms as prescribed by this article” (THE CONSTITUTION (AMENDMENT)ACT, 2005, 30th September 2005).

This was just done in the nick of time before the 2006 election, so he could have his official 3 term, even as he had ruled for 20 years by then. Before could go-on without anyone stopping him. The President amended not the laws for the betterment of the republic, but for his own greed for power. That people find it insulting to now have the age-limit discussion, has forgotten the path to power and the way the President used people to gain what he has today.

President Museveni has used anyone’s skill and anyone’s possibilities to his advantage, that he has has done since he left the University, since he joined the second Obote government. Therefore,

I teach [but not] about those things like age limit and I don’t know what – all those small topics of yours. I talk about the future of Africa. What should be done, not who. Because for you, you spend all the time on the who, the who, the who. For me, my issue is [the] what. So, because the age limit is; you are talking about the who now. NRM is not an anarchy group. Right now, am concentrating on alleviating poverty. That is my mission now. After poverty then we shall talk about those other topics that you are interested in” (The Observer – ‘President Museveni told journalists at Kawumu State Lodge in Luweero district yesterday’, 22.03.2017).

However, we have to talk about who and in particular Museveni, who has imposed himself on the citizens of Uganda for decades upon end. That is because he used all sorts or tactics and thinks people are stupid, as the NRM Kyankwanzi Conference of 2016 we’re working on ditching the age-limit, so that the President can be older than 75 years old. So that the current President can run again and be over 75 years.

Those who wants to be duped by the old man and live in ignorance. President Museveni, who has used all sorts of tactics to overstay, by both force and also laws. This has now been done over decades and by all means he will not leave. He will continue to use the Ugandan citizens as pawns, as he stays the king. He turns slowly tries to out maneuver the next of kin or the next Besigye. Since Museveni only believes in his vision, nobody else. Therefore, Museveni will not act differently, he will be more of the same.

There isn’t anything in his past that shows otherwise, unless your ignorant and is a Musevenist. Peace.

Leaked U.S. Concept Note describes the wished changes in the UN Peacekeeping Operation Missions!

The United States delegation to the United Nations have leaked a document on planned discussion for the United Nations Security Council that are to be commenced in next month (April 2017). These notes are clearly setting the course and wish for the goals and ambition of the discussion in the UNSC. This concept note is supposed to be a Peacekeeping Operation Review. That would lead to certain decisions by the Member States and the Council Members.

The reason why the United States delegation to the UNSC about the Peacekeeping operation:

As of January 31, 2017, there were 99,034 uniformed personnel – including 85,408 troops and 12,786 police – serving in the 16 peacekeeping operations overseen by the UN Department of Peacekeeping Operations, with an approved budget of $7.87 billion. UN peacekeeping is a vital aspect of the organization. However, a significant number of PKOs have mandates conceived years – in some cases decades – ago that are no longer supported by a political environment conducive to achieving the Council’s aims. It is crucial that missions contribute to increased safety and security, but they can also create a subsidized and unsteady peace that can quickly become a dependency that discourages long-term solutions. The UN becomes trapped in these frozen conflicts and peacekeeping missions that were initially conceived to provide temporary security to allow space for political solutions to take hold instead deploy for years without clear mandates or exit plans”.

Because of the cost, the longevity of the peacekeeping operations as they are creating a vacuum between the government hosts, the peacekeeping mission and the hostile forces. This is a consuming and makes it hard to generate any sort of sustainable peace, as the peacekeepers keeps a buffer and stops the need for a strong foundation of central government and their own security forces. They can always trust on the Blue Helmets to appear when needed and serve the citizens.

The United States has certainly ideas as this is their core idea for the discussion in the UNSC: “We encourage Council Members to consider whether current peacekeeping operations continue to be the best suited mechanisms for meeting the needs of those on the ground and achieving the Council’s political objectives, or if changes are needed”. So the US Mission to the UN wants the Peacekeeping Operations to achieve the political objectives and not be a stalemate operation that keeps the upkeep of unstability and uncertainty in the host nation. That is certainly a noble quest, but with that the UN Peacekeepers need to revise their missions, their mandate and their will of force, as their peacekeeping missions has been done in such diplomatic ways.

The United States delegates outcome of the review:

While no product is envisioned, we encourage the Council to apply the lessons and methods discussed in this meeting to our regular mandate review process to ensure that conditions still justify the missions and that political processes conceivably lead towards realistic, achievable solutions”.

That this is a quest and wishful thinking for the US mission, the United Nation needs votes and make sure the Members would strike agreement on the possible idea of changing the Peacekeeping Operations. The Blue Helmets are clearly on the loosing end of the stick, as their missions are not seen as fruitful, more like a costly operations not creating the effect and stage the peaceful transition in the host nations.

The UNSC and the Members should be hopeful to change the political climate and use the force to create the peace they are to make. If they weren’t peacekeepers than they wouldn’t be an issue, as if they we’re regular army on a territory, they should keep their citizens safe and the borders. The Peacekeepers has a mandate and mission, still they haven’t always been able to comply with that. Also, they have obligations not only to the United Nations, but to the host nations regime. Therefore, if the UNSC wants a bigger mission or extend their mandate, they still have to negotiate with the host nations.

The US Mission and the UNSC have to work on it and it is about time, as the AMISOM, MUNISCO, UNAMID, UNMISS and MINUSMA, who all should need a change of mandate and level of force if they should be properly creating the peace and make way for the central government. Peace.
