What is Nabilah Naggayi Sempala problem: Everyone lies, but who is telling the truth then?

The Forum for Democratic Change Woman MP for Kampala Nabilah Naggayi Sempala has spoken out about the state of affairs in general politics. Especially after the FDC Reshuffle within the 10^th Parliament, where most of the loyalists to previous Party President Gen. Mugisha Muntu have been outcast and other people have been assigned roles within the shadow government. However, this has not gone without questions or even discussions. As the decisions to do so, has been done by the FDC Party President Patrick Oboi Amuriat. Which is a total normal procedure and has been done by the FDC for ages now. Therefore, the silent force and not so viable MP, Nabilah shows up to scene.

She is not the cleanest MP within the FDC, even during campaigns before the General Election in 2016. She campaigned both with Amama Mbabazi and Kizza Besigye. Seemingly, whenever the big-man was in town, she had to have support of both. Which is in itself weird and also disloyal. No-one should forget that. Maybe, that is why she is concerned about the state of affairs.

“The current state of our nation political health is majorly caused by the willingness of most people to listen to lies especially those who are passionate about party politics and will be quick to rationalize or diminish the seriousness of lies told by a member of the political party they support, but will be merciless toward any member of the opposing political party caught telling a lie of any kind. I strongly believe that all of the problems facing Uganda can be traced to people’s collective choice to embrace Lies. But even though they will claim not to like lying, they continue to tolerate the people and institutions that do the lying so long as none of the specific lies they tell happens to greatly disadvantage or displease them personally; But in the confines of their homes and amongst close friends or family; they embarrassingly admit that the Leader of FDC has lied on several occasions or that President Museveni has not been exactly truthful to Ugandans! Over to you, Ugandans! When will “LYING” be faced and confronted straight in the FACE? Whatever is eating up FDC is the same eating up NRM! Dishonesty!” (Nabilah Naggayi Sempala, 10.08.2018).

If there is someone who is electioneering or trying to finesse herself in Uganda. Nabilah is one of them. Especially if there is coins or loyalty points to get out of it. This is happening now, she is trying to forge a better pattern and make herself viable. Not that she had done that when it came to Age Limit or possible Land Amendments. You wouldn’t hear her speak or utter a word, but when its mere political splits or political infighting. She shows up like hunger strikes. Nabilah have to get that bread and this is how she gets her butter.

Nabila N. Sempala has done this and will continue to pursuit this way. Because her messaging is lack-luster and needs a political sponsor to get pass anything. Her character is coning and will look for someone to carry her. That she blames both FDC and Museveni of lying is to cover all bases. Both her FDC base, but also show wits. What falls flat, is the lack of implying, who is lying and what lie?

Is it that the FDC are trying to forge fresh MPs within the Parliament and foster their talents? Is that the FDC branch of Muntu is being faced out? The NRM lies constantly, that is their bread and butter, the one you are also trying to score point on. What is drive there? Museveni lies all the time and false promises is his livelihood. So what is your point there?

Nabilah is electioneering and trying to finesse herself again. Nsereko bangs for bucks, Nabilah gives loyalty for bucks. Let see where the buck stops for her, maybe she will change party to before next election. She was part of Mbabazi before going back to Besigye in 2015. Let see if she pulls of the same sort of stunt in 2020 before the 2021. Peace.

Mama Mabira gone Yellow – In a 2 year period gone from FDC to Go-Forward and now to the NRM!

“President Yoweri Kaguta Museveni has this afternoon attended the thanksgiving ceremony of the Kitgum Municipality Woman MP Beatrice Atim Anywar at Boma grounds. In his speech, the President said he was happy Anywar had survived three accidents” (…) “For the past 10 years, Anywar’s attitude has been changing positively. NRM should do what Jesus told people to do, become fishers of men. I’m here to see if I can fish Anywar and all the other fish in the lake,” said President Museveni (New Vision, 26.05.2017).

You can sometimes wonder why someone is loyal or cares about their affiliations, as this weeks evidence, the full-circle of disloyalty and money hungry politician is in full-affect. This from the woman who delivered back to Parliament back-in-the-day a Ushs. 20 Million shillings to Parliament in 5,000 notes. She is the ones who has fought tooth and nail against the government to save the Mabira Forrest from foreign investors to build sugar-cane plantations and a sugar mill. Therefore, her stride and passion has surpassed many of the current incumbent Members of Parliament. That is why the betray of the Forum for Democratic Change is even more despicable, even if it has been in the works over the last 2 years.

Kitgum MP Beatrice Atim Anywar is on her fourth term in the Parliament, she has been before shadow minister and also been arrested during the 2011 Walk to Work demonstrations. She was questioned and even detained at some points of it. So it is not like her political life has been easy. Still, because of this knowledge and knowing what President Museveni does to his opponents, you would think that these people wouldn’t be eaten by the envelopes. Surely, the missing funds for her last foreign treatment. Might be reason, as she has been unlucky and has survived three bad-car accidents. So, she has gotten more pain and with that plenty. Certainly, a man can understand the payment of doctors fees and the sudden help can change a persons affiliation. Especially since she was kicked out of being FDC Treasury, also had to go independent because of her loss in the FDC Primary in Kitgum. Therefore, with her alliance with Mbabazi and the The Democratic Alliance (TDA). She stood more alone, than together with the Besigye/Muntu and Mafabi party of FDC.

To give you a brief timeline:

In November 2015, Beatrice Anywar had another tone:

“HAPPENING: Beatrice Anywar

I am a fighter. I fought the Mabira war and won it.

I am a staunch FDC member, but I belong to an FDC that goes forward” (NBS Television, 03.11.2015).

On the 2^nd November 2015 the FDC Stalwart Anywar was the one proposed and delivered the papers of Mbabazi Presidential Aspiriant to Electoral Commission Chairman Eng. Dr. Badru Kiggundu at Kololo. She was also one the first key figures rallying at the Nakivubo Stadium on the Presidential Candidate Nomination Day of Go-Forward and for Amama Mbabazi. This was on the 3^rd November 2015. Then she followed and was also part of the AmamaTrail, like at the rallies of Mbabazi in Mityana on the 11^th November 2015. Beatrice Anywar was clearly involved directly with the Go-Forward and the TDA in its hey-day. While in the 30^th November she was joining again the FDC Team when they we’re trialing through the district of Kitgum.

1. December 2015:

“FDC yesterday maintained that Mr Denis Okalit was the party flag bearer for the Kitgum municipality MP seat even as Ms Beatrice Anywar made last minute attempts to persuade the party to reconsider the decision. The party endorsed Mr Okalit last Friday as its flag bearer despite a petition by Ms Anywar against the decision. The party accuses Ms Anywar of supporting presidential candidate Amama Mbabazi’s candidature. Ms Anywar seconded Mr Mbabazi’s nomination but the party says she acted outside the party laws” (…) “Gen Muntu said the party was facing several challenges in different parts of the country following the party primaries but said everything humanly possible will be done to resolve them. “Mr Okalit is the one with the party ticket. Ms Beatrice Anywar is running as an independent. I was telling party leaders in Kitgum District that whoever they choose to support, they must not cause confusion during campaigns because after four months, the party has to remain,” Gen Muntu said” (Kafeero, 2015).

Later in December 2015:

“Kitgum Woman MP Beatrice Anywar says she is not campaigning for any particular presidential candidate. Anywar’s troubles stem from her recent public support for independent presidential candidate Amama Mbabazi yet she is still a member of FDC” (NTV Uganda, 05.12.2015).

So her misconceptions during the early campaigning as she claimed to be FDC, but working for the Go-Forward, while also being Independent MP candidate in Kitgum. Clearly shows that she was on the ways to greener pastures and hoping for yields in the Go-Forward/TDA umbrella, instead of the FDC. She got elected into the 10^th Parliament and was sworn-in as Independent.

Months after being sworn-in as independent MP, she proposed on the 30^th May 2016 a power-sharing agreement between Dr. Kizza Besigye and President Yoweri Kaguta Musevei. Something that was just talk, but clearly she figured something out. Certainly since the election she needed to see where she could get loyalty. As her role as independent and supporting Mbabazi had backfired. Go-Forward didn’t really go as planned for the politician. Therefore, she had try to create another fix. Since she still has linkage to FDC, while trying to mediate with Museveni. This has certainly happen in the shadows, as the President will really listen when he thinks he can get his way. Than we fast forward a year. As she doesn’t make any significant sway of leadership or change of position. Other than again, falling unlucky, having a car-crash, which she doesn’t have the money to pay the hospital bills. As she will get treatment in India. This is happening in April 2017. As the bill of charge grows and how it get paid. Is not known, but on a separate note, the wife of Mbabazi got paid by the state for her overseas treatment in 2017. Therefore, it is most likely that the Museveni footed her hospital bills in India.

While the time lingers, the evidence of her needs of funds and help is clear, as the rumors was as the Oil Cash Probe or the Presidential Handshake hit a high point, in early May 2017. She was rumored to have visited the President at the State House asking for her own funds. Beatrice was one out of a group asking and begging the President for money. This was big news around 1^st May 2017. And not strange concerning the rumored and alleged paid funds for her hospital bills in April 2017. Whey you know this and she has a thanksgiving ceremony in Kitgum this 26^th May 2017, where the fountain of honor is President Museveni. You know the political affiliation is now towards the Movement and the President. Honorable Anywar is now officially affiliated with Museveni and his party.

This has happen over the last two years, as she lost the FDC Primaries and had to find other homes. Tried in Go-Forward. That didn’t go well, and now she has found shelter in NRM. As the founding member of FDC, and that she was adamant of being apart of FDC while running for a new term in office. Therefore, the stages of disloyalty is clear in the sand. The recognition of it and the questionable will of her can be in doubt. As she was a harsh critic of Museveni’s ways and his attack on the Mabira forrest, but now in these days sh can be parts and even wear yellow. The whole world can see and learn by the Anywar case. How dirty and how the politicians can change camps to gain cheap popularity. Therefore she even went on the rallies of both Mbabazi and Besigye during the campaigns of 2015. You can wonder how she plans to do it in 2021 and in 2020. To gain another term in Parliament, as she clearly are now loyal to Museveni and his cause. He even praised her like he did with the Good DP Mbidde and Mao.

This story will only continue and the proof that the envelopes of Museveni has power, more than his ethics, his control of society and his demands of no scrutiny into his backroom policies. That is clear to loot the state reserves. Now, Mama Mabira, the former strong opposition leader, are now marginalized over a little help. All of her history of the past vanish, even if some remember, that will be gone as her newfound home destroys her former attacks on the government. Just like the record of Beti Kamya is also wrecked. Military Police creates havoc in Kampala; As FDC Convoy was supposed to travel through central Kampala; The People’s President had plans of Addressing rally in Makerere; but the Calvary wanted it otherwise!

Yesterday even late President Museveni held a rally in the midst of the stars and moon with a dimming light lightening his presence the day after the #UGDebate16. Today is two days after, the evening rallies are supposed to be illegal by the Electoral Commission, but the Uganda Police Force and their Inspector General Police Kayihura doesn’t mind his leader doing as he please while telling the public that Dr. Kizza Besigye is not allowed to have night campaigns.

“There will be peaceful elections in Uganda. Nobody will disturb our peace. Nobody will threaten us. We cannot allow anyone to disrupt and threaten people.” – Yoweri Kaguta Museveni during the #UGDebate on 13.02.2016.

The Police would not stop with words, not even in the days before polls on the 18^th February. Today on the 15^th on February have yet another days of rallies in the glorious land of Uganda. There been steady campaigning in the country since November in 2015. As we speak the Police used tear-gas and live ammunition in Wandegye in Kampala as students during the day has reacted to the demonstrations.

A scuffle has ensued at Jinja road traffic lights where police commanded by Aaron Baguma, DPC, Central Police Station has arrested FDC’s Kizza Besigye barring him from proceeding to Nakasero Market in the heart of Kampala and Arua Park in downtown Kampala. Tear gas fired in the process.

The Reaction to this:

As in between rallies and after arresting the Opposition leader Dr. Kizza Besigye was traversing through Kampala supposed to have rallies in parts of it. As also the citizens and publics was celebrating around the man who comes with the message of defiance; caring and wanting to have a government who delivers with accountability. This is a message that resounds with the public as they surround him. The Police started throwing tear-gas and dispersing the crowds.

Not only Dr. Kizza Besigye was arrested, he was arrest alongside Kampala District Woman Member of Parliament Naggayi and she was also taken to Kampala Central Police Station.

As the issues continues and Dr. Kizza Besigye was taken from Kampala Central Police Station moved to Kiira Road Police Station. As he was taken for travelling through the center of Kampala; the public used tear-gas and shot in the public. As this happen the loyal FDC supporters was on the outside of the Police Station singing towards the Police men who kept Dr. Kizza Besigye and Lord Mayor Erias Lukwago.

This did not end at the Old Kiira Road Police Station as the Police after while considered their situation as the media and social media took off after the armed Police reacting to the Public demonstrations around town as the news of the arrest spread quickly from Jinja Road. Dr. Kizza Besigye was then moved again this time to Kasangati to his home in Wakiso.

Even later in the day as Dr. Kizza Besigye was supposed to held a rally at Makerere University.

An eye witness tells the state of affairs there is like this:

“At Makerere University where thousands of students had anticipated his rally; angry students are up to now 19.20 PM battling with police from the institution’s main gate”.

The Police stopped the traversing through town as the FDC Convoy and supporters would be a conflict for the local business. As the Police coming with Mambas, tear-gas and dispersing is healthy for the same business, I think really it destruction of it as the fear spread doesn’t make it happen. The Peaceful campaigning is certainly over as the Kampala Metropolitan Police is heading in for creating violence in central parts of Kampala.

As he planned to arriving back in Kampala for more rallies Dr. Kizza Besigye has said this:

“What is happening was expected; the regime is panicking given its lack of support. My request is that our people should remain firm and vote out this regime. What the regime is doing is simply intimidating our people. Intimidation keeps dictatorships in power” (…)”Let us be strong, resolute, firm and also law abiding. We have not broken any law. We are doing what we are doing lawfully and will assert our right against law breakers. Our campaign is one of defiance. We defy law breaking by the regime which is what happened today”.

However Dr. Kizza Besigye has left his home in Kasangati headed back to Kampala for the rest of his rallies claiming he will attempt to today. The Police was waiting for his return as on the round-about before Wandegye the Police was stationed with 40 Police men and 2 armed trucks.

Dr. Kizza Besigye car was also towed as the Police have trowed tear-gas in Wandegye as Supporters has followed him today and demonstrated; as he was headed for a campaign rally in Makerere University outside Wandegye in Kampala. The tear-gas was even spread on Bombo-Road towards Wandegye as the Police had a hard stance against Dr. Kizza Besigye rallies supposed to happen at Makerere. Even DPC Wandegye Brian Ampaire said to him: “the official campaigning time is up!” well, if they didn’t shot, tear-gas and detain the man nicknamed the People’s President; he might have entered Makerere University Grounds around the promised time! That is just me though! Mr. DPC you arrogant bastard!   

As the violence has erupted the news of that Dr. Kizza Besigye is safe and sound in Kasangati, but the party has not been allowed to follow the people’s will and campaign in Kampala, as President Museveni did recently before travelling Northern Uganda. This sends a clear message of the dual laws of Uganda. As the FDC and Oppositions parties are second class citizens; also the public is a equally not important to the Police or Security Organs as they threaten the citizens of Kampala with tear-gas and bullets.

One quote from the Police after today’s rallies was this:

“The police did not arrest Besigye, we took him to his home to freshen up for his rally” – Abas Byakagaba, Kampala Metropolitan Police Commander.

You know there is something wrong with this. While President Museveni is travelling and enjoy life in presidency his own capital town is under siege of his Military Police and his loyal cronies working to destroy the opposition and their rallies. The violence and attack on the local people is a sad view and a picture destroys the view of the campaign rallies. There is no justice in this. While Museveni wrote this to Social Media this evening:

“I want to remind Ugandans that only the NRM can assure them of peace and stability and therefore ask that you vote for us. I thank you” (15.02.2016).

Earlier today around Mulago Round-About before the violence arupted the city!

To write that today as Kampala turned militarized and tear-gas with public fear and demonstrations. As the left over cans of tear-gas and bullets lay in the street; as people are hurt and people scattered by the Military Police and the Police Force while them defend themselves in a way that is disrespectful to the agents of opponents.

As today it was not FDC or Dr. Kizza Besigye who travelled through town in a car, not a Personal Armored Carrier (PAC) or rifles still. Just himself and his team being part of the town and as scheduled with the Electoral Commission travel in between mini-rallies before the main in the evening as he has done since early November 2015. Today the Kampala Metropolitan Police and the above would not have that. The Military Police is acting and shooting at citizens is so far from justice, as they want to see and be a part of rallies of Dr. Kizza Besigye. This here is a sad day. As the NRM and their ignorance as they set the standard for the Uganda Police Force, Military Police and the Army as they has acted in violence and spread; pain and suffering; as this campaign did not need. The FDC has seen violence in Northern Uganda and other places. But today the NRM-Regime put themselves in high-gear and showed their ugly truth as the words of Peace from President Museveni is meaningless as long as his Police attacks innocent civilians as they we’re ready to greet Besigye; follow his convoy or being part of the rally in Makerere! Peace.  

Cleanliness in Leadership is one rare commodity in Uganda: In the cases of Beatrice A. Anywar & Nabilah N. Sempala

We have seen deflections during the election period. That is not news. Something that is expected! Everybody changes fields for better fortune or ideology, even losing hope in the place they have been in. Get a better state of mind or have more faith in another leader. This here is about two woman who has been loyal and hard-core FDC, Pro-FDC if you want to say so. Even if Beatrice Atim Anywar have been rumored to have a close relationship with Mzee. That is kind of confirmed while NRM Presidential Flag-Bearer Yoweri Kaguta Museveni had his campaign in town. The other one which is more silent, but still showing lacking moral and party loyalty is Nabillah Nagayi Sempala. They both proved that they we’re interested in Go-Forward. They both have some kind of suction at times with NRM. If they are all true then it’s really deserves a spiteful chant. But that is for another day. I will not go into their CV’s. More just from summertime this year till today’s movement; this should be interesting enough.

“Kampala woman Member of Parliament Nabillah Nagayi Sempala has withdrawn from the race for the Secretary General position of Forum for Democratic Change party citing anomalies in the compiled list of delegates meeting in Kampala today for the FDC Delegates Conference” ( 12.06.2015, 91.0 Best FM).

2nd September Statement:

“In a perfect world politicians wouldn’t lie. But when the voters elect politicians who lie over those who tell the truth then the voters shouldn’t be surprised when they get caught being less that truthful. But in order for politicians to tell the truth, the voters are going to have to stop punishing honesty. The voters are going to have to be ready to face the truth and the hard decisions that the politicians have to face in passing fair laws that are good for the people. Some issues are tough issues and require tough choices and require a solution that is more complicated than a slogan. So when someone running for office tells you that global population is a real issue and it’s not going away on it’s own, listen!”.

The real reason why she pulled out was so she could show support for TDA/Go-Forward candidate Amama Mbabazi as she did on 2^nd November when she went away from FDC to do so (Fakebeast, 2015).

On the Nomination day of Dr. Kizza Besigye, Nabilah Sempala turned back, just a week after saying she would be behind Amama Mbabazi. She was sitting at Namboole where the Electoral Commission issued the verification on the candidature of the FDC flagbearer. Which are strange moves from the woman (Observer, 2015).

On the 3^rd December she became an FDC MP candidate in Kampala today. She has really done some actions that have been questionable, but still been able to get back to the fold.

On 22^nd September:

She said: “What is wrong with welcoming Amama Mbabazi? I even foresee beyond that. If we came into government, Museveni [safety] should be secured. The NRMs who have done bad things in this country – there should be a reconciliation [ for them], they should be forgiveness, otherwise we are going to continue being in war. That is why am giving a challenge and a burden of challenge to Dr Besigye as a founding member of this party [FDC]. If TDA has decided on another [candidate], don’t bring other issues that ‘he was in government, he did this and that’” (Observer, 2015).

On 3^rd November her statement:

“I am a fighter. I fought the Mabira war and won it. I am a staunch FDC member, but I belong to an FDC that goes forward”.  She also said this: “I’m tired of being in one place stagnating. I want to move forward. All those FDC supporters who want to go forward, Amama is the man”.

Team JPAM Statement the same day:

“As proposed by Beatrice Anywar and Seconder Rosette Nsonga, Amama Mbabazi will run with the people’s flag, the go forward flag. See you at Nakivubo then, mid-day. Come one, Come all!”

On Amama Mbabazi nomination:

“Candidate JPAM’s papers already presented to the EC returning officer Eng Badru Kiggundu for scrutiny by Hon Beatrice Anywar” (88.7 Arua One FM).

She said this on 11^th November:

“We Should Move As One And Not Sit Back, we As People Must Unit. Amama Came With Keys That Can Open The Doors To State House… With Mbabazi Our Votes Will Not Be Stolen, jobs For The Youth, safety Of Mothers, plus Keys To State House” (Greenfield Radio).

Mzee states on 22^nd November on the Boma Grounds at Kitgum:  

“According to the files I have looked at, the nodding disease has been contained. It was being brought by the flies from the river and we have sprayed, it has now gone down. We fought this with my daughter Anywar Beatrice but now she went to another party, we shall continue doing this without her”.

On 24^th November:

“The FDC spokesperson Ibrahim Ssemujju Nganda has said the Kitgum woman member of parliament Beatrice Anywar by act of abandoning the party presidential flag bearer Rtd. Col. Dr. Kiiza Besigye to support the Go Forward candidate Hon. Amama Mbabazi has left the party” (Crooze FM 91.2)

On the 27^th November:

“FDC electoral commission chairman, Dan Mugarura says Anywar was denied the party flag because of her hostility to the party and its presidential candidate, Dr. Kizza Besigye. She continues to canvass for votes for former Prime Minister Amama Mbabazi despite the collapse of the Democratic Alliance (TDA)” (Radiocity 97FM).

On the 30^th November:

“Hon. Beatrice Anywar aka Mama Mabira bounces back to FDC in support of Kizza Besigye-Kifefe after she had publically decided to nominate Amama Mbabazi”.

On the 1^st of December: “FDC  maintained that Mr Denis Okalit was the party flag bearer for the Kitgum municipality MP seat even as Ms Beatrice Anywar made last minute attempts to persuade the party to reconsider the decision” .

Today:

“Beatrice Anywar, the embattled Kitgum Woman Member of Parliament has been nominated to run for Kitgum Municipality parliamentary seat as an independent” (…)”Anywar, who formerly belonged to the Forum for Democratic Change (FDC) party, promises to cooperate with the party in parliament, despite their frosty relationship at the moment” (3.12.15, Radio Buddu 98.8 and 95.5)

Afterthought:

We have should wonder about how long and at what reasons they sudden return to FDC and for much is their trade. I am glad that they didn’t take back Beatrice Anywar even if they gave her space at the campaign rally in Kitgum, her area. The Kampala Woman MP Nabillah Nagayi Sempala will still rally under the FDC banner and organization. Even if she has been trifling and wonder how she gets the forgiveness from the party… What is her suction for the Kampala position since Gen. Mugisha Muntu could easily done the same and given another person the post and nomination. She can’t be the only woman in Kampala who could stand for the FDC. That I doubt, though not as experienced. So that this election period turns interesting, that is for sure and the losing grip of Amama Mbabazi is showing. While FDC stay strong and relevant, at the same time NRM continue to pay for patronage like giving alcoholic’s free beer at the bar. Go-Forward lost already in few days 100 people and now two high-profile candidates. Even if Beatrice Anywar haven’t been let into the fold in FDC, she has proven she is not loyal to Amama Mbabazi either. That is something you… can think about. Peace.

“As the largest opposition party, the Forum for Democratic Change prepares to nominate its presidential candidate, Dr Kiiza Besigye on Wednesday, some senior party members have jumped ship.  Kitgum Woman MP Beatrice Anywar and her Kampala counterpart Nabillah Naggayi Sempala have thrown their weight behind former Prime Minister Amama Mbabazi’s presidential bid. Anywar who is an FDC founder member told NTV that Dr. Besigye should respect the decision of the majority of members under the loose opposition coalition The Democratic Alliance, who endorsed Mbabazi’s candidature” (NTV Uganda, 2015)
