My Letter to President Museveni: “On the Opposition which is silenced days before the Swearing-In on 12th May 2016; and you have become the same as the ones you Rebelled against in the Past!”

Dear His Excellency Yoweri Kaguta Museveni!

I write to you again as the Uganda Police Force is busy with rounding up and detaining all of these men and woman who are either parts of the leadership in the Forum for Democratic Change (FDC) or members of this Opposition Party. I am sure you heard words on the men and women who are detained on your word, after a loyal judge Stephen Kavuma written-up an interim order of the ban of Defiance in the land.

I know you are preoccupied with making the best and controlled Swearing-In ceremony as possible, while your henchmen and made-men are making their effort to silence all other opposition that can make you look foolish through international press. There are rumours of shutting down social media and banning Facebook and Twitter totally on 12th May 2016. Just as you did in on the Election Day in February in 2016; so you can have the control and send the message that you want the world and your citizens to hear, not some words like mine.

I know I have written hard about you and your regime, and it is been justified. The Justification is now clear as the Opposition are being detained in their homes and even charged with terrorism and getting objectionable charges to spread fear and control the rest of the population; as nobody want to be taken away without their family members knowledge or being detained without warrants or reasons for their custody in the hands of the men of the law.

There are reasons for those actions, you are worried Mzee, you are worried for how these opposition members and leaders can spread the news and views on how society should be. I am talking about this, Mee, a Ugandan society where you doesn’t detail control or usher in the leadership as you do now. Just as you did with the Swearing-In of High Court judges on the Entebbe State House steps earlier today and later in the day had meeting with Kampala NRM Councillors who we’re asking for guidance and their roles under you.

As you are the president, the people are yours and they are supposed to follow you blindly. You are the men with vision and they don’t have the vision as you. At that point your right Mzee, they don’t have the vision as you anymore. You have deflected and neglected them and forgotten what the State does and what a Statesmen are supposed to do. A leader is supposed to groom succession and people who are taking over and have the ability to make better result than him. That is succession you have forgotten as the power have totally eaten your soul up and your family up.

The legacy you leaves is not that you ushered Uganda out of dictatorship, you will be remembered for trying to liberate the Ugandans and ending up being the same as before, only difference you got 30 years of rule, while they got one or lucky two terms in power. Dr. Milton Obote and you is much of the same. Idi Amin Dada and you are much of the same as you use Spies and Safe-houses to keep the opposition silent. You use the army to hold the people intimidated and you have rigged the elections. You’re much of the same of the men you took down. Now you are the same as the man you got rid of together with President Nyerere and Obote to Coup D’état the Amin regime. You are now the same as him and Obote, you may not have the absolute killings of Amin, but you have and left many men in shadow and gotten rid of your enemies. Mzee you have done silently and over time, as they had shorter time and fewer morals. Because you started doing it in bush as guerrilla and being a liberation movement gives you an edge; a momentum to give you space to do as you like.

There are many dead who is not accounted for and many who has never been on trial for, not only men and woman of the guerrillas that have been created to bring you down, but the men and woman who has become your enemies and suddenly fallen of poison or other special “accidents”, even hit-men hired by not-known persons in due time for the murders of these persons. They are not forgotten Mzee, as all men and woman are equal under God, though you feel extra special and with a magnificent vision, Mr. President.

There are one thing though, you might are able to charge, house-arrest, preventative-arrest and detain opposition. Silence them for a hot-minute, but the legacy and the name you have will not be a name remember for liberation. As you are alike the masters before you or worse, because you knew better and you condemn the actions you are doing now. The man with knowledge, but did not act upon it. You are the leader who knew the contemplated scenario, but never decided not to do anything about it. So certainly the pain and horror of the men and woman who have their life’s in the mercy of police and army, as your orders to silence them, you know exactly how it feels to be a powerless citizen under this type of regime. Still, you do the same without mercy and without questioning.

Your Army leaders and your Inspector General of Police follows you decrees and orders to word and execute them with brutal perfection as the Courts are diving into the lawful behaviour you have built up. As the economic malpractices you accept as you can skim the top and make giant funds for the generations of Museveni’s to come. Instead of these funds used to build government institutions as you we’re supposed to do. A forgotten practise and forgotten procedure from your chambers as the embezzlement and the cleaning the coffers so that the men and woman working closest to you can get “free Toyata LandCruiser Prado” to they want to follow your orders. That is why the Regional District Commanders gotten new cars days before the Election and the same with other men who you wanted to silence.

But the money for the Cars and other gifts to get loyalty have to come somewhere… they happen to come from the government funds that was supposed to keep the upkeep of schools and hospitals, but they doesn’t give you loyalty as much as the Police Commanders and Army Leaders who sufficiently keeps the civilians and citizens under tight control. Therefore they have to be paid first and the other can scatter. Mzee, the gig is up and your mind should have been preoccupied by baby-sitting grand-children and not detaining Forum for Democratic Change leadership and activist around the country for phony charges. You should be busy serving matooki to fellow family members not finding new ways of thieving money from the budget of 2016/2017 fiscal year.

Mzee, there is time to step back and give way to new leadership. I know it is not easy as you are making ready to swear yourself in to 7th Term, to run the country in the 30 years to the 35 years in Power and Control the State, the Republic and the Kingdoms of Uganda. You have had your hour.

You have had the ability to sell the vision of liberation, but now you’re following the steps of leaders you left behind and beaten with either force or tricks. And you know this as Dr. Paul Ssemongerere could have told the effects of your leadership and what it did to his opportunities to topple you in a peaceful manner… But that train has gone as so many former leaders and men fallen in your time, therefore the President that was new breed with you are either gone or become totalitarian as you. You know Mzee and feel the sting as you are not as respected and honoured as you we’re. That is your own making Mzee and the actions of latest years proves the control and the state of affairs you delivered. Not the ones promised, but the ones you found feasible as it gives you Power and let you keep that.

You can imagine the tales and stories you could have told if you had already left office to somebody else and left in peace. Instead you’re clinging onto Power without question and without impunity. Leaving scourged earth and detained citizens for their political affiliation and not for killings or thieving as the normal prison population have. Mzee the tales are told and your name is now synonymous with dictatorship, dictator, totalitarian, Police State and Oppression of Opposition. Your name does not cling anymore more with liberation, freedom, liberty, freedom of speech, democratic values, progress or industrialization. That must be downer, I know your YES-MEN and LOYAL Cronies would say this to you, but I will, because I don’t fear being thrown into jail or being beaten by your Police Force while trying to get a pass from the Police Officer to be allowed to walk to work. That is something I don’t need as I live in a free society.

Mzee, His Excellency Yoweri Kaguta Museveni, I know you would never read this, but hope some of your Citizens does and that it makes them think a second. As the FDC Leader/Activists/Members are detained because of the word “Defiance” and their campaign as a viable Political Party in the country, Mzee, that was not expected of you and your regime.

That your battle against Defiance comes from the man who have proclaimed Resistance, is just mind boggling and feels like mockery of a dictionary. And you know that Mr. President as you are former student at a Tanzanian University in the 1970s. That is why you went from Patriotic Movement to Resistance Movement over time. You did it with a reason back-in-day. You Mr. President have might forget this and the value of the state of affairs you’re in charge of. So the end-game is now that you are in charge of a state apparatus that have a ‘Modus Operandi’ to detain fellow citizens with impunity and take them from their homes in the name of “Defiance” and shut down a Political Party as the Swearing-In day is coming up the 12th May 2016. I never though a man would sink this low to stay in Power… but you have and scores of detained are over 200 men and woman, and that is the few I can calculate, and not the current I haven’t heard of yet. The liability and the feasibility of these actions cannot be strengthening the Nation or your Rule. You are the Commander-In-Chief and the Executive, Mr President and you are without questions arresting fellow citizens for their political place and not on direct crimes.

You wanted to be the kingmaker, the Nyerere of your time, you wanted to be the man people remembered with nostalgia and honour like Mandela, instead you and President Mugabe will not be remembered for the liberation of the countries from tyranny, but will be remembered for the liberators who turned into the worse Tyrants then ones before them. Why? Because you knew the pain and the suffering under the men and woman before you; an you knew the heart-breaking defeat and discouraging election rigging, still your machinery does now the same to fellow citizens of the country. So President Yoweri Kaguta Museveni, the tale and the mercy of the land, the oppression and the dictations of orders from you to uphold the rule and control of the land have in the eaten all of the things that could have made you great. Instead you’re the cancer and the one that kills the institution and opportunity to rebuild and create a better future for the Ugandan nation. You embezzle and oppress people, get state to silence the media and stops the truth from being free, as the truth is hidden the lies that comes from the State House and is the official communique the State gives out. So this proves there is illegal for a elected chairperson of Kampala to access the state of government facilities in his constituencies. That is just insane and stupid. But the arrogance and ignorance of the NRM Regime cannot be stated as the relics of foolishness towards the Opposition never stops. This here is one case, that it was an “Unlawful Assembly” for walking and taking a peep at the situtation of Mulago Hospital Complex and the Uganda Cancer Institute. That the Politicians are doing something unlawful by showing up at Government facilities proves the vast foolishness of the ruling party and their use of the Police to harrass the Opposition leaders and Opposition members.

He (Muhammed Ssegirinya) we’re arrested for nothing and detained for nothing, and will now have to answer for nothing. So the adjurned case should amount to nothing. But at the state of affairs it might end in “something” as they have planted a mustard seed of ignorance and a seed of Police State; that ends up with detaining and jailing people for trying to work for the peopel and the ones they represent while paying for do. #KaseseAttacks; A Massive assault on the Rwenzururu Kingdom Royal Palace today; nine killed and the Special Force Command aka Flying Squad involved in a plot to take out Royal Guards of the Kingdom!

Today the day the report of the Peace-Talks between the King of the Rwenzuzuru Kingdom Charles Wesley Mumbere and the NRM Eastern Captian Mike Mukula had discussions and talked about necessary things to gain peace in Rwenzori and Rwenzori sub-region; Because the continued violence have not settled down and came up after a flawed local councilor III elections. As the Police and Army have targeted the Royal Guards men of the kingdom; as well as other people have lost their lives in it.

“There is neither war nor an emergency in the area to warrant continued heavy deployment of such security forces in the area.” The Rwenzururu king, Charles Wesley Mumbere, has told government to withdraw the extra security forces deployed”, (247Loaded, 03.04.2016).

First Eyewitness Report:

“Everything started when the flying squad wanted to enter the palace forcefully and the king’s security protected him, two UPDF Soldiers and one royal guard have died” (Rwenzururu Times, 03.04.2016).

Second eye witness report:

“An eye witness at the the Rwenzururu palace says Everything started when the flying squad wanted to enter the palace forcefully and the king’s security protected him, two UPDF Soldiers and one royal guard have died”.

Third Eyewitness report:

“According to an eye witness, the king’s guards were attempting disarm local security guard and this alerted UPDF soldiers who intervened but later shot five dead during the scuffle. The guards tried to disarm a local guard but he overpowered them and made noise that attracted the army and when the soldiers came, the guards remained defiant trying to exchange fire with them but in turn, the army shot five guards dead” he said. The guard was passing near the palace”.

They have been hearing gunshots in the Kasese town today, even as far as All Saints church of Kigoro in Kasese town. The shots have been heard, but certain UPDF soldiers have been badly hurt with machetes.

Fourth report:

“UPDF soldiers have shot dead five royal guards of King Wesley Charles Mumbere of Rwenzururu in Kasese district.

According to an eye witness, the king’s guards were attempting disarm local security guard and this alerted UPDF soldiers who intervened but later shot five dead during the scuffle.

“The guards tried to disarm a local guard but he overpowered them and made noise that attracted the army and when the soldiers came, the guards remained defiant trying to exchange fire with them but in turn, the army shot five guards dead” he said” (NTV Newsnight, 03.04.2016).

There been further reports that after the main melee that the shootings at the Palace have continued and that the Special Force Command have killed in total nine Royal Guards. This is because they do not want to leave the Rwenzururu Kingdom and follow the words of the king.

Please note that the Uganda Police force and the UPDF have intensified security at the Royal Palace of Obusinga Bwa Rwenzururu. This afternoon as the UPF intelligence officers trailed a suspect believed to possess the UPF gun that was taken from a Police officer after he had been killed during an attack on Kidondo P.P last month, there was an exchange of fire within in the kingdom when some attackers attempted to disarm a soldier attached to the kingdom. The UPF is in esting this matter and so far, six people are confirmed dead. Details will be availed later. The situation is under control now as the leaders and the Police follow up on this matter.

So the violence continues and seemingly the government security organizations are behind it, as the eye-witnesses are clear on the matter. The UPF is trying to put the blame on somebody else; as they are under the paygrade for the Flying Squad and the orders above controls ACP Polly Namaye tries to deflect it and then excuse for the controlling security arrangements as the Government with their Army and Police have persecuted and killed several Rwenzururu Kingdom Royal Guards in the recent month. This here seems like the plot from the Government has come to the level of actually killing them directly at the Royal Palace in Kasese; instead of taking them down in sub-counties and districts in Rwenzori Sub-Region.

And that is as good intelligence and assessment as the Police and Authorities giving for the moment. I can assure you sooner or later Polly Namaye or CP Fred Enaga will tell it is militia or criminal actions, even if it was the Special Force Command or th Flying Squad! Who started the violence and created the killing around the Royal Palace.

Here is the UPF Statement from CP Fred Enaga:

“Today, Sunday, April 03, 2016, at around 1430 pm, a team from the Police Flying Squad that is actively involved in hunting down suspects behind the attacks on Kidodo Police Post, killing a police officer and stealing a gun, while on routine patrol and surveillance at Katadooba village, located 1 km away from the Rwenzururu Kingdom Palace, sighted Kule Julius, the alleged Commander of the attackers on the Police Post, while in possession of the suspected stolen gun. The suspect upon sighting them escaped and returned to the palace with six other members of the traditional Royal Guards” (…)”The police team while returning to the station in Kasese town, fell into an ambush of another group of suspected traditional royal guards, but managed to force their way through up to the police station. A few moments later, several gunshots were heard from the palace where it was later established to be an attack by the traditional against the UPDF Royal guards deployed at the palace, and whom they attempted to disarm in vain after he fought his way out of the palace with his gun” (…)“The highly charged and violent traditional royal guards tried to pursue him in vain, and in the process met two other UPDF Royal guards deployed at the palace, being transported back to the palace on a motorcycle locally known as “bodaboda”. They instantly shot the motorcycle rider dead, and hacked the two UPDF officers to death” (…)”Both the police and military responded to the area and effectively secured it including the perimeter to the palace. They thereafter rescued the UPDF Royal guard that had escaped from the palace and transported the three bodies of the deceased persons to Kilembe Hospital mortuary for further post mortem analysis as inquiries to establish the motive behind the attacks continue” (…)”The situation has been brought under control with no other incidents of violence. More details will be released progressively” (Fred Enaga, 03.04.2016).

As this statement proves is that this counter all of the eyewitnesses and their stories to the world. That is because the Uganda Police Force trying to clean the evidence and violence created by the Special Force Command ak Flying Squad. This because the King upset Brig. Muhoozi Kainerugaba. Can look like that now, they have the motive, not the Royal Guards who shall protect the king; not create violence or war. That is something the UPDF and Special Force Command is more capable of and can’t deny.

Seems like the Uganda People’s Defense Force – Flying Squad does not like to ordered or take responsibility for the created tension and killings in Kasese, Rwenzori Sub-Regions, as the Army and Police is in charge of most of it. Then the Special Force Command happens to be under Brig Muhoozi Kainerugaba only takes orders from the Man with the Hat, President Museveni his father. The Flying Squad takes with erupts actions and kills to prove their point. That is why the army killed even more people to prove their valid point.

So the Rwenzururu King Charles Wesley Mumbere does not get to order people away and therefore has to suffer,as Brigadier Muhoozi Kainerugaba gets away with search and destroy in the kingdom, because he is son of Mzee. Peace.

This is ironic that President Museveni said in 1987. We can see that times has changed or that his mind set to other perspective then directly from the bush. With the guerrilla warfare and the so-called liberation struggle, that has been discovered more and more about the tactics done to get power.

It is surely and clearly many ways President Museveni talked democratic values while it has been uncovered that he oppressed the media and opposition. It has done that since day one of the regime, just different how far and to what extent. It has always tried to look beautiful on the surface and smiles to the donors and Election Observers Missions while in the end, the institutions built around the Mzee. That the Electoral Reforms haven’t really been there for free and fair elections. When I went through the 1996 elections the stories are similar to today’s oppression of the opposition.

While opening up for free-market thinking has over time and letting the United Kingdom, Kenyan, South African, Indian and Libyan businessmen got easy trading ability in the country, while the exports and trade boards are gone, less of unions and other governmental structures. In the later years the government has started with micro-credit, Operation Wealth Creation and Youth Livelihood Programs as a cheap way of trying to patch up with the loss of sufficient structures that are sold out, by government to get loans in the beginning of its administrations.

We can easily see that the government who came to power with the guns and ammunition, and still has MPs directly from the army is bound to have the militarized effect on the politics. As the Police are acting with direct force and not following always rule of law. While the government overflows with former colonels and generals becoming politicians instead of businessmen and civil servants as the President is a bush-man himself and been part of two insurgents to power. One in the end of 70s and one in the famous 1986, so the guns never left the power and stayed there; even the tale with the donor-funding of the army from abroad to fight dirty wars the U.S. don’t want to stick their finger in, as in Somalia and Central African Republic.

The Electoral Reforms as discussed briefly the NRM-Regime have stifled most of the time any kind of reform and ruling power therefore had to have two elections on referendum to release the Multi-Party Democracy and also been making the difference between using government funds and using the well-known factor of promises pledges from direct government subsidies to the big-men and chiefs, even Parejo’s and other SUV’s given to men to secure the votes and loyalty to the Mzee.

There been steady shifts in leaders underneath Mzee as he has taken down the men who has been built by his leadership, as he want the ones with his former MPs, VPs and PMs as they wanted to elevate themselves and leave him behind. As the founding father of NRM, nobody else should rule the party and have the Executive control. He took it with a gun and easily takes pictures with it to show where his strength is.

The government have used all kind of methods and tricks to gain riches to NRM elite and leave the certainty of other manufactures, industries and even achieve certain outcomes only for the closest allies of the NRM, even on Town Council levels where NRM members and NRM elders have closest call to get add-ons and secure funding for projects, while the opposition and other institutions have to get hands-out by international NGOs or Bilateral funds to get enough for what they need. The Resistance Councils and the now Local Councils are built for securing de-facto loyalty to the Executive and learn the strength of regime, not to be a democratic system.

The Police and Army is built around loyal men in the top and men the Executive can trust to follow his suit and have his family close connected, even with Gen. Salim Selah not in direct leadership position as he has been involved into too much thefts, thieving and other activities to clean the leadership to look decent for international community, even with Brig. Muhoozi Kainerugaba who is groomed and quickly up the ante with running the Special Forces Command. The ruthlessness of the army and Police never left, and the new laws in place have given lee-way to them to use it as free-for-all to shut down dissidents. While the leadership is steady shifting  and moving as they don’t want the DPC, RPC and Army commanders to be on short-leach and not be to homely where they work.

The continuation of post-election violence in Bundibugyo and Kasese, the way the army is deployed there days on days, shooting Rwenzururu Kingdoms security guards, while the treat of the ADF-NALU who is stations right over the border in the Democratic Republic of Congo, and as always the Police issues statements blaming other forces, even when video footage and other eye-witness counter their words and intelligence; in the end insulting the intelligence of the people.

The NRM-Regime and the words of their Executive is now totally different than what he was talking the first years of their reign. The Economy is dire, the donors are more futile and less interested in involving themselves in a militarized economy and where the NRM-Elite instead of the citizens and general population, the ones that get funding is direct funded projects as roads and buildings, but not economic prosperity as the inflations is high, the value of currency dwindles, the amount of monies to buy ordinary food-stuffs, the government have added higher loans to sufficiently take up the vacuum of the loss of donor-funds to the governmental budgets.

The whole picture is not as it should be after the ruling-party have run the country for 30 years, the picture should be a steady economy, a secure police-force respected and honor the citizens, an army working for securing the borders and doing international missions not for securing funding, but to generate peace. The country should have beneficiary institutions and taxations with representation, the ones that been done have not delivered, the steady progress has not been delivered, and when is when the media has blasted or BBC have got a whiff of it. As the NBS or NTV cannot whip the power to change, the same with the papers as they are mostly censored and controlled as the radio-stations have lost their transmitters, license and even their hosts been detained while being on air, the Daily Monitor ransacked for two days and the NTV banned from following the Presidential Campaign trail of the Executive.

There is an issue when the army is such a big part of nation, in the parliament, in the streets, in deployment and around all the time. The internal security is based on the army, not the police who is also militarized with sections of special units with military equipment for breaking down demonstrations and other gatherings of opposition, even independents who was former NRM have struggled with army and the Police Force. As the detaining of Opposition without charges, house arrests of Presidential Candidates and taking people with Candidates Declarations Forms from the Polling Station.

The whole picture is not of the state of business, the way of government that NRA and the NRM promised, it has overtaken the control of the institutions, but not given the accountability and transparency, not the economic landscape or investment climate that they have promised for so long, the basics are much of the same and the deals between the oil companies and drilling has been happening behind closed doors; like not open dealings and showing how the companies pay for their operations and how the government structures are as the oil-laws are not strict and not fully operative yet.

The tear-gas operations and the live bullets are not showing the proof of democratic values and society. The internal security and the structures are not strong, when the army enters all kind of operations, as they even killed bed-bugs in neighborhoods of Kampala in mid-February as the KCCA didn’t have the manpower to reach the area, as the UPDF have been used in any kind of processes, even the training-center of the army Kyankwanzi the National Leadership Institute and military training camp; where the NRM MPs has had retreats before the new parliament like the 9th and 10th Parliament went there.

The Kyankwanzi resolutions or decrees as party MPs has set precedence for the coming term and the evolution of the ruling-party as the structure in the last go-around left many of the old-foes behind, and the former secretary-general and Prime Minister Amama Mbabazi behind. While this time the struggles with Justine Kasule-Lumumba, Jacob Oulanyah and Rebecca Kadaga might go through hardships in the coming 10th Parliament as the internal security means the security of the Executive and bring down the men and woman who has ambitions. That is why the Executive have centered the powers close to him. As even ambassador’s claims he is hard to read, the generals of UPDF fear him and just want to do his will, and the same with the police force who has a loyal Inspector General who follows every whiff from him. Even former Warlords and M23 are yearly on the payroll from the State House. As they are securing the security of the state and the government institution as civilian militia-men that does their army bidding; also does discreet business for the Executive as their role have never been told to the world. Therefore we can only be guessing at this point; though they are not cutting the grass at Entebbe or Nakasero!

The way the Army is embedded in the society and external politics, the guerrilla warfare brought the Executive first to a Ministerial Position before the General Election of 1980 and again at the takeover in 1986. He came with the gun and never left it, and never let it go, in all endeavors and structures the embedded army has followed, the loyal cadres and commando have continued, the re-payment of loyalty and offered protection have come in handy. The kickbacks and graft never left the offices, the building of the businesses have also centered the government officials, while the former government businesses has been sold for quick bucks or privatized.

The internal security can be questioned with the army running the streets in Kasese, Kapchorwa and Kampala as a steady force and looking like Marshall Law or state of emergency as the government shows the display of power, and the Police rides around in Personal Armored Carrier and have mortars as Journalist lose their cameras and the media get muffled with. The insecurity created and the ballots been stolen in broad daylight, the impunity of law of fellow citizens is not creating the peaceful atmosphere the Executive have promised and said he delivered, as the Kenyan funding of the campaign and Sudanese Army men proves the Executive went far to secure his stay in power, instead of trusting the ballots and votes, he trusted his instinct and went for the guns and ammunition that have given him the power before, as he had loyal well-paid puppets in the Electoral Commission and generals in the Campaign Team, together with losing NRM Primaries who was paid off; in his mind this should have gone in silence and gotten the credible result needed to be respected statesman abroad, instead the announcement and the cracks of the army and the social media showed the true colors and not the story given by the Executive or his party cadres, which shows the payments and party program is shell of keeping power by any means, instead of building fruitful societies and institutions for better tomorrow. The lies are not invisible anymore, the questions the actions and killings is not only in the hands of semi-army police force and the general populations knows it. As the mourning of the announcement and the weakness of the state comes forward; therefore army had to be deployed and the reshuffling of Police Commanders happening a month after Election Day.

You can lie once and fool the crowd, but lie twice and then the storm comes on the horizon. That is what is happening now and the Executive knows and knew before these elections that the people are tired of his lies and reprogrammed pledges. As the changes of society has only brought bottled water from mountains of the Rwenzori and cellphones, certainty at one point the Universal Primary Education and extended Local Councils that has benefited, but also after a while the schools started to disappear and become depleted. The more districts, sub-counties and counties have taken a toll on the economy. Also been set-up to secure more loyal cadres in Parliament and locally. Through the chain-of-command as the structure is militarized and set to fix the monies, the government institutions, government businesses, government organizations and the commission to be loyal to the Executive, even the churches and holy institutions, if possible they can have some dissidents and opposition; that is just enough for the country to have a rouse and jolly while eating the donor-funding and letting the people stay poor while the NRM-Elite stays powerful. Especially the NRM and the Executive does not care about the FDC and their claims to justice, as the justice is the basics, but for the NRM it is to keep Power and let their Executive stay continuously. And by the minute does not seem to want to leave the country in a state that he promised when he took power.

As his guns does not seem to be silenced, the level of fear, the way the PAV rides down the streets and highways, the way the roadblocks are put, the way the Police detain without charges and the way the government mend laws to fit the Executive, the way the banks are demonstrating their will of following him to earn monies, the way the businesses are centered around him and given favorable deals, the way the harassment of opposition and media, the way the army and police involve in politics and daily life, it does not seem as a democratic and just society. The detention of the ballots and preventative arrest of citizens are worrying, as much as the control and efficiency of it. The pride of the government and its institutions are weak when the KCCA need the Army to fight local problems, the Executive does not trust anything else and therefore the biggest smiles on the photos from him comes in army fatigue and guns as that is the place he feels the best, not in the office or at state meeting. If not it is on his farm relaxing while the monies are piling in without doing anything. Peace.

Today again, after the Kasangati Magistrate Court decided over night to send the court petition to Criminal Division Kampala North. This here is another detail into the compiling case of criminal activity against the Presidential Candidate and the opposition leader of the Forum for Democratic Change (FDC). That has been over the edge and continuing disregard for justice for anybody else than Mzee and his elite click in the NRM. Just read his day’s quote!

Today’s message for CP Enaga:

“Even after court ruling, we’ll pull a few metres away from Besigye’s home, but we’ll not leave completely” (…)”Police stated they want Dr. Besigye to disown the defiance message he has been preaching before and after elections” (Issa, 2016).

This here proves the disregard for justice and lawfulness that are in the country as the Police and Army can do as they please and use any kind of excuses to not care for civility or justice for fellow countrymen. Even if the courts and by understanding of law justifies them to leave the home of Dr. Kizza Besigye, they will still monitor him and keep him under siege as he felon.

I find it ironic that they still have issues with the message of defying the government and state, while they are arresting the people’s president and the people who do not need security organizations to keep the things in order. The message he sends is conflicting as his breadwinner is under the flag of NRM, which is a Resistance Movement. Resistance is a stronger an profound stronger word in the sense; then the trouble that the Police Force has with the defying aspect and the Defiance. So they better get their minds right, or even their arguments straight. Because it is non-sense at this point; since the Police fear Kizza Besigye, for his legitimacy as leader compared to their breadwinner Mzee who in the shadows orders the arrangements together with the IGP Kayihura who follows orders from the top like a blind dog.

They will continue with road-blocks and secure the premises as he is kept on short leach and proves the little value as a security outfit the Police Force has, as they have to use militarized activities towards civilians. Peace.

The 1996 election and the 2016 elections; staggering similarities of government party and actions towards the opposition! The difference now is Besigye VS M7; then it was Ssemogerere VS M7!

1996 Museveni Sworn in Ceremony

As President Museveni lost with no swagger in 1980 he later returned twice with armies to become the president in 1986. The 1986 where NRA took the power; that story knows all of Uganda well; what Uganda has forgotten is the tactics and ways of rigging the elections of 1996. Even Dr. Kizza Besigye was ready for somebody else in 1996. That says something as the NRM tactics was using levels of fear and tell the general public: “if you vote for somebody else then the Obote-Dictatorship will return!” There is something wrong with that picture as this should be the ushering of democratic values that was installed and promised in the 10 Point Program from President Museveni. This was also the Election that ushered in the Universal Primary Election (UPE) while has done certain things with educations and spreading schools around the country, after many years to many of them has been neglected and has shown that the promise and reform was easier then actually achieving quality school education under the NRM-Regime.

The democratic values and fair elections were not achieved in 1996. As the countless reforms says. The Western nations and International Organizations accepted the result as a positive move for Uganda, even with the malpractices and also because still at this time the world saw President Museveni as the new breed of leadership. He would go away from all the things he might have built later in his presidential career. 1996 Elections was “No-Party” election with a new Interim Electoral Commission who was far from impartial. Kind of what the Electoral Commission proves without any subtlety in today’s election climate.

Besigye against Museveni candidature in 1996:

“Though Besigye was a National Political Commissar, minister and Museveni confidant, by 1996 – as his 1995 decision, and that of other officers like  now Lt. Gen. David Tinyefuza and the late Lt. Col. Serwanga Lwanga to oppose entrenching the Movement’s monopoly of power in the constitution and the  near-banning of political parties – the differences were public” (…)”However, it has now emerged that Besigye and other people in the NRM and army  in 1996 were opposed to Museveni running as the Movement presidential  candidate” (…)”In 1996 Besigye relented at the last minute to go and campaign for Museveni in Rukungiri. He appeared at no more than two rallies, and spoke at one. The very personal and acrimonious face off between the two men last year therefore arose from a feud that had been simmering for about 10 years” (COO, 2002).

Ssemogerere Manifesto

How not to vote for Ssemogerere:

“The Constant refrain during Museveni’s 1996 presidential campaign was that a vote for his opponents would cause a return to the past, the former dictator Milton Obote was waiting in Zambia to return to power if Museveni was defeated. One of Museveni’s presidential election poster featured a picture of skulls and bones besides a mass grave in Luwero with the caption: “Don’t forget the past. Over one million Ugandans, our brothers, sisters, family and friends, lost their lives. YOUR VOTE COULD BRING IT BACK”; another campaign advertisement stated bluntly: “A vote for Ssemogerere is a vote for Obote” (Bouckaer, 1999).

How the sentiment was during the campaign:

“Ssemogerere seems to have hugely underestimated the depth of fear and hatred for Obote and his party among the majority of Buganda. Virtually everyone interviewed  who had voted for Museveni emphasized that they had voted in part to avoid any chance of a return to the violence and anarchy of the early 1980s. The effect of Ssemogerere alliance with UPC, however, does not seem to have been intimidating. Most people felt shift in sentiment against Ssemogerere in the last two months prior to the election. The Museveni campaign strategy of increasingly emphasizing the UPC and Obote connection towards the end of the campaign period was felt to been effective” (IFES, 1996).

Museveni used the laws to stifle Ssemogerere campaign:

“The Ssemogerere camp tried to set up branches in the country. This ran foul of the law against setting up party structures. The police constantly frustrated this method of trying to reach the voters. There was a simpler and more effective method used by the Museveni camp. It is simply to announce campaign task forces and groups for given locations. While Ssemogerere was attempting to organise by “structure”, Museveni was organising by “process”. The former violated the existing law; the latter did not. The task force approach recognises the criticality of patrons who mediate the delivery of the votes of their peasant flock. In this approach it is not direct contact with voters, which is not feasible in backward areas with all forms of barriers (language), but contact with the patrons who go through lesser nested patrons to reach the final voters. Yoweri Museveni set up a more effective patron–client campaign network than Ssemogerere’s party structure approach” (Kotorobo, 2000).

How it ended:

“Hours after the Interim Electoral Commission (IEC) led by Stephen Akabway had announced provisional results on May 10; the IPFC candidate Ssemogerere dismissed them as false at a press conference at IPFC headquarters in Kabusu, Kampala. Ssemogerere said: “I cannot accept these results as valid”. The New Vision, The Monitor, as well as the Crusader newspapers of the following day, quoted him as having said. “I have been a patient person in public life. I thought this was the best thing for this country. I have spent time with people I don’t agree with for the sake of democracy. I have not known time before or after independence, when people of different political beliefs, religions and nationalities have come together for once. Now all this has been shattered by the stubbornness of [Yoweri Museveni] wanting to cling to power,” he added. During the press conference, Ssemogerere also revealed 54 cases of malpractices recorded by DP across the country. The 64-year-old DP stalwart said rigging of votes included intimidation of voters by the State, use of pre-ticked ballot papers, use of fake voter’s cards and doctored voter registers” (Mugabe, 2016).

Questionable freedom of speech during the 1996 campaign:

“The Government controls one television station and the radio station with the largest audience. There are three local television stations, three local radio stations, and five stations available by satellite. Uncensored Internet access became widely available through three commercial service providers in major cities, although its price was prohibitive for all but the most affluent noninstitutional users. Freedom of speech did not fare well in the context of the transition to constitutional government, including the presidential and parliamentary elections. Guidelines imposed by the Ministry of Internal Affairs prevented members of the former constituent assembly from addressing groups outside their constituencies. Electoral rules prohibited “campaigning” by presidential challengers until the official start of the campaign 39 days before the election. However, in their official capacity, President Museveni and senior members of the Government were free to travel throughout the country for months prior to the election. Rallies in support of all three presidential candidates suffered varying levels of harassment from thugs, in some cases resulting in physical injuries. It appeared, however, that such incidents were particularly directed at President Museveni’s opponents. Yusef Nsubuga Nsambu, a leader of the Conservative party and a supporter of presidential challenger Dr. Paul Ssemogerere, was arrested in May and charged with sedition for his unflattering descriptions of President Museveni. He was released unharmed 2 days later” (U.S. Department of State, 1997).

Celebrating the victory:

“KAMPALA, UGANDA — Thousands of President Yoweri Museveni’s supporters drove through the capital honking car horns and chanting “No change” Saturday to celebrate his first electoral victory” (…)”When Museveni was declared the winner on national radio Saturday, tens of thousands of his supporters poured onto Kampala’s streets, chanting “No change” in the local Luganda language, blasting car horns, and waving branches and flags” (Bashor, 1996).

One reason why he won the 1996 Election:

“Not all NRM successes showed the system’s popularity. The government manipulated small constituencies to gain beholden candidates in many special interest seats created by the 1995 constitution for women, youth, workers, the disabled and the army” (ICG, 2012).

Reports of malfunctions during the 1996 elections:

““The election drew a lower turnout than expected and suffered some logistical problems, but Ugandans generally avoided widely feared violence” (…)“Many of the country’s 8.4 million voters stayed away from the polls, and in many districts, turnout hovered around 50 percent. Logistical problems also hampered voting. At numerous polling stations, Ugandans complained that their names were not on the list of registered voters. “We have waited for hours, and we cannot vote,” said Patrick Nuwgaba, 20, surrounded by about 20 people who said they had been barred from voting. “We have our voter cards, but they say the numbers we have don’t match the numbers they have for us.” Despite those problems, calm prevailed around the country. Election observers reported, however, that in some pro-Museveni districts, especially in western Uganda, Ssemogerere backers had difficulty voting because of hostile crowds” (Buckley, 1996).

Questions about the victory:

”Within 24-hours of voting — and while the ballot papers were still being counted — the Inter Political Forces Cooperation (IPFC) backing the main opposition candidate Ssemogerere, announced that the constitutionally imposed “no-party” elections had been rigged” (…)”We have left it up to individuals to decide whether to stand,” Ssemogerere told IPS. “The electoral process is wrong and its going to be wrong again. If anyone stands they should know it will be with those disadvantages.” (…)”The IPFC’s compromise decision was reminiscent for some people of the 1980 elections in which the UPC are widely believed to have cheated the DP of victory — leaving Ssemogerere open to accusations of legitimising the government when he then took up position as leader of the opposition” (…)”Museveni was backed by, and represented his Movement “no- party” system of government while Ssemogerere was supported by the DP and UPC alliance and represented a return to multi-party politics — a return which would have required a change to the constitution” (Bozello, 1996).

As we see about this Dr. Kizza Besigye and other opposition candidates get the same treatment that Dr. Paul Ssemogerere of Democratic Party in 1996. The vote-rigging, the issues with meeting people, with consulting the party members in the districts, the time for campaigning which apparently happens also before the pre-election period in Uganda in 2015. President Museveni doesn’t only recycle pledges his Police acts similar in 2015 as in 1996. That should be thought of as he talks of that the Movement brings progress. If progress means the same structure that doesn’t offer people freedom or liberty to discuss politics. Then it is NRM for you tomorrow. As the 1996 experience shows; there is a multi-party elections tomorrow, but the signs of 1996 looks strikingly similar, and the Police Force and Governmental institutions is structured to facilitate for the ruling party and funding his campaign while the opposition struggles with unleveled campaigning field that has been all through to the 18th Feburary polls. There is a certainty that Dr. Kizza Besigye has used smarter tactics than Dr. Paul Ssemogerere, but them both has fought the same monster which used the same style of campaigning in 2015-2016 as before the 1996, as he then gave 40 days campaigning as the districts was less, and the same now to the other candidates.

The fear used to intimidate candidates has been used in 2016. As even the security outfits has been deployed and both the army and Special Forces Command; they have been there following opposition and the police has target their trail as the Electoral Commission has given okay to their campaign trail in the start of the campaign in November 2015. This here shows the levels of fear and strong militarized politics that President Museveni feeds on; that has occurred through the whole campaign in the same way it did in 1996. That 2016 and 1996 looks so alike is staggering. The names of the other “actors” are different, but the end-game is the same. Though we hope that the people who are ready for change will see it as the old-man with the hat will do what he can to keep power; even if the people are ready for something else then his empty promises. Analysis of the Pre-Election Period; as the Parties and Candidates make the preparations before the polls

As we go in the final week before the polls happens on the 18th February as the public and citizens will go to the polls and give their votes. The parties are doing the final preparations and rallies to generate the outcome the want.

This has been three horse race, as the five other candidates has not shined as much as NRM’s President Yoweri Kaguta Museveni, FDC’s Dr. Kizza Besigye and Go-Forward/TDA Amama Mbabazi. Not as Abed Bwanika of the People’s Development Party hasn’t had done a bad campaign; I would say the opposite; but he is not in the league of gentlemen first noticed. Another candidate who has done well considering the beginning is Gen. Benon Buta Biraaro of the Farmers Party has done a decent job and said certain things that have been spot-on. Still, his reach has not come to any level of challenging the big-league. Joseph Mabirizi has become a punchline and not a candidate that justify the time he has spent or the money his campaign used. The only female in the race Maureen Kyalya Wamula has not been great sport, she is smart and wise, but loses the final touch as she speeds away a month in London; when arrives back travers Busoga again. She should instead tried to become a MP from Busoga, then becoming President as it would be fitting by how she did her campaign! Professor Venansius Baryamureeba the independent candidate haven’t made any noticeable progress other than pledges that are out of his league and I personally lost touch of him after the #UGDebate16 as he been in the wind.

Mbabazi M7 Besigye

So I will not discuss the 5 candidates unless they did something magical. As there been moments, but not many. Just as the media report Museveni and his NRM has “owned” the media, had most space in papers, radios and TV, even with the issues Museveni has had with NTV, Daily Monitor and a rare bunch of local radio channels; Mbabazi comes second most of the time in the report, but either the same as Besigye or not; Besigye been third or second with around 20 %.. So when President Museveni has cried foul it’s been because his make-up hasn’t been perfect while the drones driving over the campaign venue or the headlines in the newspapers he never reads is written in wrong fonts so he can’t find out what it means. As he is watching the pictures and cartoons as that is deep enough for the Mzee!

We can easily see the hurt in NRM, as Go-Forward and Mbabazi is getting crowds without ferrying them, even when they work hard to pay people to shun his rallies, while they people to come to rallies; but never in the same place as the rally, the buses has to go into the villages and give UGX 5k and a t-shirt to get them to show-up at the Mzee venue. While Mbabazi Go-Forward has had massive deflections even major parts of his security detail went to the NRM and Go Forward officials in Teso region have disowned purported defectors, from their camp to the ruling National Resistance Movement-NRM party.  On Tuesday, more than 700 people were paraded before the First lady, Janet Museveni at Soroti State lodge claiming that they had defected from the camp of ex-prime minister. Even in Karamoja Janet Museveni has paid people who supposed to be FDC or Go-Forward to deflect to NRM.

Endorsment NRM Poor Youth

While the NRM front-man was really humiliated in Kayunga Town on the 8th February 2016 as the NRM Poor Youth would not mobilize for him. As he didn’t get the news from Isa Kato that NRM Poor Youth becoming Ugandan Poor Youth Forum on the 6th January and pleading their alliance to Mbabazi. That must hurt Mzee! As his former outfit have distanced themselves from NRM by giving their credentials to Mbabazi; it’s not a good luck when especially his NRM Mobilisers like Mike Ssebalu (Sebalu) didn’t contact the locals in other ways, as also the locals did not want to be ferried to the campaign venue. That must be slap on his face!

Besigye, the People’s President is really having a blast on the campaign trail and his campaign rallies has been massive as he has not gone into the meager display of the NRM, which has to ferry crowds from other parts of the country or villages with their yellow buses or even hire other transport companies to send people to his venues. While Dr. Kizza Besigye get people hyped and walking with swagger before arriving, they washing the roads and making the venues ready, the roads are blocked by crowds in procession to the stadiums and main squares as the people is really ready for change of the guards.

NRM seems exhausted even when dropping millions upon millions to every village, having the NRM Mobilisers and NRM leaders giving money to villagers. NRM continue to give money to bribe people to vote for them, this is the way have to because they have no legitimate ways of political framework as everything seem more to corrupted by the position the leadership of NRM handling it. As the Primaries was a strange nearly fictional event which was marred with malfunctions.

Just as the NRM EC under Dr. Tanga Odoi has been capable of doing some strange things during the party elections; the Electoral Commission have recently hope that the Ugandan citizens and NGOs continue to be ignorant about their actions. As they introduced a new voting slip system that you search on their site to get your place to go to vote, also where to pick-up the slip.

The Electoral Commission have also dropped the voters register who was compiled with deceased people and ghost voters in the size of 20,000 that took the Chairman nearly two weeks before he addressed. Before he addressed it the rumors of trying to leave the country during this week, while being stopped by 7 military vehicles and not able to leave as he has to do a service for the Mzee. Badru M. Kiggundu is soon looking like a Thomas Moore kind of man; as he is a blind Yellow Fellow who has sold his soul to Mzee, while missing the ingredient of the he getting his head chopped for not following the orders the king gives to him.

The NRM people is addressing the public with fear and telling that the world will dismantle into pieces if they don’t go for the NRM. That is an terrifying way of rhetoric and that Mzee even had to address Lukwago in a dismissal and unfavorable way that none deserve, as the old man with the hat should show some respect to other leaders in the country. The Police continue to oppress the FDC and opposition parties.

The Army is deploying more and more people in the streets as pictures of trucks and soldiers to spread fear in Kampala as the legitimacy is gone. The only way people staying loyal to the ruling-party is if they are payed enough or facilitated to the max so the houses and cars paid by the NRM; not on their own original salary.

New Vision 71% 2011 - 2016

New Vision continues writing fictitious polls giving the NRM and Museveni 53 % as servicing the ruling regime until the end. But while we know the Vision Media group and it’s radios and newspapers are owned by Museveni; so they will write in favor of Mzee at any cost, even if it is far from the truth, because they got nothing else.

The interesting last thing I will say my piece on is the second #UGDebate where Museveni actually said he will show up, but he needed to send Justine Kasule Lumumba to facilitate the events in favor of her meal-ticket. As the other parties has no issues about the event, NRM can’t handle that the one person moderate Voice of America own journalist Shaka Ssali from Kabale. They would rather have a UBC journalist or anybody they could pocket to make it beautiful fairytale the NRM want to portray. While Mwenda has said he is not Museveni’s campaign manager and would advise him not to show up and grace the event. That tells more about Mwenda then the debate, as Mwenda is more a closet fan of Museveni now than he will ever admit and seems like he has switches he googles and seen the Resistance Light as he has changed his view 360 from 2008. NRM might attend the event. The rest has promised like last time and will show up. We can be sure about that, they got nothing to lose.

The NRM and Museveni will look even more foolish if they fear Shaka Ssali, then he really is a Donald Trump character as he can’t handle Megyn Kelly of Fox News. There is a picture for you. This is my view of recent; it changes with information and the movement on the ground. This is how I feel, not how mr. Zeke on Kampala Road feels, this is all me. Finale Stages of the Pre-Election Period; my thoughts on the lost leades of opposition; NRM losing ground; while FDC has the momentum!

When we going into the final stages of the pre-election period. This here has been interesting and will continue to be as the final works of the parties, the electoral commission and the other actors into action in the final phase.

There are two or three missing pieces for me in this time, silent leaders who has been like blown in the wind; they have been cast into shadows and need a strong flash-light to reappear on the surface. If there was like American Milk-Carton they would be “missing”.

I wonder what is up with is the UPC, Uganda People’s Congress, not their sold-out NRM henchman Jimmy Akena, then you are wrong, he doesn’t even have the ability to scrap enough funds to pay up the nomination fees for the parties MPs and LCV men and woman, which should make his father turn in his grave somewhere; together with the pact together with Museveni. But Akena is not the one missing from the political map, the one is Honorable Olara Otunnu, I am not sure if he really is on the campaign trail with Amama Mbabazi as he was loyal and confident in the The Democratic Alliance in September 2015, while Akena was taking down the UPC flag at the compound. There has since then been drama and escalation of political struggle between them, that till this day is not fully resolved because of the arrogance them both. Playing a game between them for the Presidency in the oldest party in the country! What I miss is the wise-man and accurate touch of the political landscape that Hon. Otunnu has been like a shadow. A missing component that could have made a difference for the opposition and showed more progress of the political parties, which he could have been. Please Mr. Hon. Otunnu come back!

Ken Lukyamuzi

Second man that I wonder where is Ken Lukyamuzi of the Conservative Party, the whole party sounds like it has dissolved. He is in the same league of Justice Party (JEEMA) leader Asuman Basalirwa is the third leader who is gone in the wind. They are leaf’s that hasn’t surfaced between the bottles of Fanta Berry and Matooki while listening to KFM Radio. They are maybe part of the TDA. Still they are not anywhere in the landscape, they could be eaten by wild lions for what the public interests knows.

Norbert-Mao 2011

Norbert Mao has been visible but not for the right reasons, unlawfully violated by the Police in Acholiland, while campaigning for another candidates in his Democratic Party in the Northern Uganda. Norbert Mao himself will not be voted in for the Gulu Municipality, because of the Electoral Commission want somebody else to represent the DP there, as it is a stronghold of the party. Mao has been loyal towards Mbabazi and the TDA since he arrived there from the wilderness in September in 2015.

Lukwago-Eria

Erias Lukwago has not been missing, he has been in the spotlight and together with FDC; here and there ever since the Nomination rally in November in 2015. Hon. Lukwago has been representing Gen. Sejusa at the recent court trail before he was sent to Luzira, he has had issues with the Police in Kampala as he started his campaign for Mayoral position again, as he won it in 2011.

The NRM has continue to ferry and Voter Tourism; NRM could have their own bus-company and ferry people after the election with Ofwono Opondo as the spokesman for the company as they can recharge the Uganda Media Centre and add a Costumer friendly app to tell when the buses are in the district; something they should already operate since November 2015. NRM bus company comes to rescue if need a hitch a bus from Mbarara to Lwengo or to Masindi!

As I am talking about: NRM has paid for their flag-bearers recently they paid UGX 20m each. They have 32178 of them. That is a massive amount of funds. Just to put in perspective the total fee is UGX 643,560bn that the party has splashed out. While the FDC payed the MPs nominations fees of UGX 800m, which tells the difference between the parties.

Mzee has ferried people for weeks on weeks, that has not been the only thing, his fellow loyal companion for ages Hon. Sam Kutesa has tried to pay people 20k each for not showing up for rallies in Sembabule district, as much as that did not work. NRM has also tried stifling Go-Forward rallies with destroying campaign material, paying security detail to shift to NRM, and also trying to pay boda-boda drivers from not doing their job; to get people from the villages to rallies. The same the NRM has done to the FDC in the pre-election period; they can’t help themselves to try to corrupt the whole population, so they can mirror themselves in them. The sad thing for the NRM is that people is not buying into the cheap tricks of the NRM!

Mzee is losing touch with his people so he had to relaunch his 20 year old autobiography “Sowing the Mustard Seed”. With a second edition; as his YES MEN says is a good idea. The thing it makes it look like is more publicity stunt than coving his achievements, something the original edition did in 1997. In 2016 his legacy is tarnished by the history of corruption, wars, power-struggle inside the NRM and paid cronies instead of bringing development and prosperity to Uganda as he promised after the coup d’état in 1986. This event today was a shallow event. As much as the speech he held the day before at the ‘Tarehe Sita’, one of the memorable days of the victory of the Ugandan armies. There is something missing from Mzee these days, as the spark is gone!

Even Gen. Benon Biraaro of the Farmers Party of Uganda (FPU) has said in the recent day this about Mzee: “I hear Mr Museveni and his NRM have started pledging sanitary pads, hoes and condoms, [but] such pledges cannot transform Ugandans economically”. That tells how spot-on Biraaro is. Biraaro might not be a top-candidate who fights together with big trio. As Mbabazi, Besigye and Museveni, still his words and ideas has tractions and should be listened to, since he speaks with his beating heart and common sense, something that is rare. As a NRA historical he can really dismiss Mzee on the grades of the struggle and reason for why they original fought for in the 1980s. Biraaro deserve credit and has been visible!

NRM the big monster has used it force in words recently spreading fear to the public in a fashion that is outrages. While they are talking and excessive towards the public! This is also manifested with the UPDF getting a bigger space in the pre-election period. The Police have ordered and gotten heavy equipment to make sure of being able to shut-down demonstrations, the post-elections that are expected by Parliament and NRM-Regime, as they have assured by Badru M. Kiggundu has already the election results in his pocket as his pay-rise proves loyalty to the NRM.

There even reports of supposed ferrying of Rwandan nationals to be shipped in on the General Election polling day on the 18th February, as they will vote in Kisoro and other districts close to the border of Rwanda. The need for using funds from the NRM-Regime to get this people to vote for Mzee!

Mzee doesn’t have appeal as he ones had. That has been seen in the districts as Dr. Kizza Besigye and the FDC Campaign Convoy has made the villages and towns on fire, they have prepared the towns, while the NRM have done the same, but with monies from cronies and hiring people to fix the towns yellow; which is different from the FDC that has been on their own and own machine, as they cleans towns roads and make the venues ready for the People’s President! Something that differs from the NRM; NRM has bought loyalty and only a little part of rallies are die-hards. As the people show-up to see Jose Chameleone and Bebe Cool, even the magical Crime Preventers and ferried crowds.

Andrew Mwenda continues to praise Mzee until the bitter end, his own person from the KFM Radio as Radio Host would vomit while reading and listening the words coming out his mouth and articles, he is even published page on page in the New Vision. Tamale Mirundi will both praise Mzee and pull him down, while sounding as a confused hyena until the end of the pre-election period.

NRM is doing what they can to prepare for fear! More fear the better is the tool of the NRM. As Ofwono Opondo is sharing on the Uganda Media Centre; while Gen. Sejusa is imprisoned, Gen Tukumunde and Gen Katumba Wamala is continuing to work as partisan politicians for the NRM, as Gen. Sejusa is not allowed to the same for the FDC! The Same with Gen. Kayihura in the Police Force is working as NRM-Police. Something that should not occur; though it is the modus operandi of the NRM-Regime; their generals can work as they please.

The one thing bothers me, and should bother others who follow’s this pre-elections time. Amama Mbabazi and his Go-Forward Group I must question. Mbabazi is saying to be a NRM-Member still he is an independent Presidential Candidate under his own umbrella. And as a Joint Presidential Candidate for the opposition coalition TDA! If he is a Go-Forward/TDA candidate and being still a part of the ruling party NRM. It is understandable he has ties in the party that he has used his life in. Mbabazi sounds wrong… and make me doubt his will of Going Forward! As he still says he has a foot inside a National Resistance Movement. He can’t be either or!

There will be more interesting things to follow, as the UPDF will drive more through the streets of Kampala as a sign of the election coming near, and the Bush-War general of Museveni, can’t leave the guns to speak for himself, as that is the only tool he knows how to use properly, as he is not a great statesman as he should have been by now! Instead the cronies, militarism, fear, pre-rigging, police shooting and killing, and much more will happen in the coming days. Even with the Electoral Commission, with EOM missions from COMESA, EU, Commonwealth and the EAC. They will not this before after in their reports, as the Government of Uganda has told of the American Embassy as they came with a poll describing the percentage of Mzee lower than Besigye. Peace.

If Defeated…

“In the event that President Museveni is defeated in General Election, the country should expect violence!” (…)”where shall we go if Museveni is defeated? We shall not accept it!” warns NRM Chairman Ssegawa Katumba in Masaka on the 30th January in 2016.

Well, this says it all about the ignorant blatant attitude from the NRM Chairman of Masaka. That he is claiming that the rise of violence will happen if the NRM is defeated. This proves that they can’t accept losing power and their answer is to not accept it. Their answer with violence, as the will of change of guards is not accepted by people like him. Proves the opinions and leaders of NRM have learned well from their master, because he speaks like he was the clone of Mzee.

“When a farmer stores his millet and rats keep stealing it does not mean the farmers should give up farming. You must continue farming and look for methods to kill the rats. You must put a cat to catch the rats. During the colonial times, there was a subcounty chief but this was replaced by LC III. We also have the LCV chairman at the district. These are the people to catch the rats that steal money meant for service delivery” said Yoweri Kaguta Museveni at a rally in Hoima in 29th January 2016.

Mzee has the ideas and speak like Andrew Mwenda, seems like they have become brothers in spirit. He has to go back to colonial time, and the issue is not for the farmer, the farmer should continue to produce while the production can still be stolen from. He also blames the local leaders for bad service delivery. That is a way of Mzee to clean his hands. Mzee is never to blame, it’s either his PM, Members of Parliament, Opposition, the Western donors and never himself. He wish the local people take down the corrupt forces in the country, that means the people should initially go after the NRM and the Local Government, who happens to be NRM. It is just bloody brilliant that he says this, while we all wonder if the Government of Uganda ever will release the agreements between the Oil Companies and the Government. That would be an exciting read!

Mzee on losing power:

This is too dangerous for my health, I can’t stand the shame should Kiggundu (EC chair) declare Besigye the President…no I will not let that happen, I will commit suicide. He we see how far it has gone, the man who blames everybody blames his own intelligence team and closest people around him for the great campaign Dr. Kizza Beisgye had in Kiruhura District, his home area where the public showed the gratitude for his campaign rallies there.

Mzee says he will turn around and be like Ouattara the man who got his own rebel army after losing a rigged election. I cannot see Dr.Kizza Besigye going that way, then he would have done it in previous elections. Dr. Kizza Besigye has also more people behind him then Raila Odinga ever will have in comparison.

That this hurts Mzee health is not strange with his continuation of Voter Tourism and paying crowds to show up to his campaigns. The expenses and travelling in his age must be eating his power to regain the power. The U.S. Embassy Polls must also hurt where he has 30% Mbabazi having 15% and Besigye 53%. That must be a hurtful to see that the people are not there for you. Usually you would have used an rhetoric where it sounded more like Ssegwa Katumba where the world would drop into pieces, the whole Ugandan country would end in anarchy and noting that you keeps holy would stay as long as you vote for NRM and Mzee. That is something to expect from Yoweri Kaguta Museveni, but the way he said this is still in the same lingo.

He promises that IGP Kayihura and General Wamala will use their forces of the police and army to get the citizens to understand the necessity of the NRM-Regime and his reign. The Public have to understand that with fear of the governmental violence and rigging. Because Mzee can’t lose power, then he stops breathing and will take his own life.

This is the most cult-leader like quote from Mzee, as saying; #if he did lose power!” he would expect “his loyal cronies would kill themselves together with him”. That is not pure-leadership qualities!

That is toxic leadership let me quote this for minute:

Prolonged use of negative leadership to influence followers undermines the followers’ will, initiative, and potential and destroys unit morale” (Wilson, 2014).

This here is in the same place the same toxic ideas from Mzee go down to the system, in corruption and in eager for violence if they don’t vote for him. His eager to use force of the police and army to secure his position is not a sign of trust, but mismanagement between government and their citizens. This environment should be talked about it, I doubt it, since their will surely down talk the opposition and their behavior instead of looking at their closest allies as the toxic venom they sometimes address the public and the media.
