Opinion: LDU becoming the new SRB?

The more I see, the more vicious, more outrageous and more devastation there is. The Local Defence Unit (LDU) are a paramilitary, trained military outfit in the streets. The thousands of trained soldiers on the beat. Going around “supposedly” to secure the streets and the people in their area.

Instead we are seeing footage, pictures and reports of sudden death. Fatalities, people murdered in cold blood by these LDUs. Old people, students, farmers and roughing up Local Councillors. These LDUs got no nerves and can pop-off at any minute. They can be the judge, the hangman and the undertaker at the same moment.

It is just more of victims of these LDUs across the Republic. From Karamoja to Kampala. There is no place where they don’t kill. Where people are not murdered by the state paramilitary organization. Just within the lockdown there been about 60 people dead by the LDUs. While none has still officially been registered as dead as of COVID-19.

This is in 2020, where the only man with a vision. Where the self-styled President for life. The man who took the mantle and made peace. Inevitably have made his own State Research Bureau (SRB). Maybe Hotel Serena isn’t a torture house or a “safe house”, but there are plenty of other ungazetted “safe houses” throughout the Republic. There is also Nalufenya and Luzira awaiting political criminals any day now.

The LDUs with their potential of death. Could easily be our days SRB, which is profound. As the current day President always claims to be better than Obote and Amin. Still, he commit the same sins as the predecessors. Just think about the killings of Kasese, Muslim Clerics and High Ranking Officials who has died without any follow up in the courts or investigation over the years.

Life was cheap under Amin and Obote, but so it seems also under Museveni. Unless, your part of the Kitchen Cabinet and one of the inner circles. Then your life is more valued the gold minted in Entebbe.

When they easily assault, harm and kill individuals all across the Republic. That sets a bad precedence, but also signals of a starch warning to whom they come across. There is no justification, just being at the wrong place at the wrong time and you life can be ended.

If this so-called revolution of the 1980s was supposed to spark a difference, a fundamental change, why does it smell like the past?

Why does the actions of today’s paramilitary group act like the predecessors did?

Shouldn’t there be a difference and occasionally see significant change?

No, we are at the same junction. If it wasn’t for cellphones and footage of the violence, the extra-judicial killings. We wouldn’t know about it this quickly. It would be later in the bulletin in the Daily Monitor or New Vision. It is now for the world to see and its viral.

The same issues of the past. The ones that this administration, this regime was supposed to be different from. Apparently, it was all a lie. A rouse, a mirage, which triggered donors and believers. However, the innocent still dies on the hand of soldiers. They are named LDU, but could have just been the ugly cousin of the SRB. Peace.

Opinion: LDUs kill and it’s deliberate

We have started and you have seen on television. For us we shoot to kill. We are not breaking people’s legs. We shall shoot to kill; the head and the chest are our target. If you play around with our Ugandans, we shall kill you. If you prepare to come and steal at night, you will lay down in your blood…” – Colonel Felix Abucha (01.01.2020)

In the new-years, on the first 1st January 2020 the orders of shoot to kill orders was given to the Local Defence Unit (LDUs). That order has been followed, every month and nearly every week someone dies at the hands of paramilitary fellow in the LDU. It is like the bullets are in for the bulletin. After that the Police Force is ordered to investigate it and it never gets solved. The victim of the extra-judicial killing isn’t returning, but the case is cold.

It is a murder in Oyam. It is a son of a commander in Kampala. A Makerere Student. It is cattle-thieves in Karamoja. Head-teacher in Mukono gets gunned down. Shot an old man in Kakiri Sub-County for playing loud music. They killed one man in Kween district.

People are scorn everywhere. A random bloke breaching the curfew to get some food for his family. His gunned down too. Because no need to reason with him, but shoot to kill. That solves everything. Who can afford “equal before law”, when you can kill people at random.

The army or the UPDF calls their mandate of the LDUs crucial. If killing innocent civilians is a crucial task. Then what is the value of law enforcement and the police? When the LDUs can be the hangman and judge without any just cause to enforce the action towards the citizen. The citizen is judged and hanged or shot before it makes any sense.

The LDUs can act a fool. They can be hasty pulling the trigger and end someone’s lives without any consequence. Someone can just get taken away. The pubic are just living on mercy. Hoping they are not passing by a hungry and ignorant, armed LDU who can pop-off at any minute. The man with a weapon can end you. There is no need for justification or explanation. The victims doesn’t matter and if they do. The LDU might suffer, but that’s because of the rank of the victim. If it is an ordinary citizens. The conspiracies and cold cases is the way to let the deaths be forgotten.

The LDUs can kill. It is not like they are well-paid or anything. They are a paramilitary force trained and to ensure the public is intimidated ahead of the 2021 election. The state needs local armed people to get people sensitized and lectured into patriotism. When they say that, the lingo means: “Loyal to the Movement and its President to death do you apart”.

The LDUs are allowed, there is no cost to kill. The extra-judicial killings can appear anywhere at any given time. The citizens can be killed for any reason. If not the authorities will make up excuses, justifications and merit for the bullets. They will make the victim seem like Bond Villain. While the killers are walking scot-free.

So, who needs courts and the police investigation criminals, when you can just have loose canons shooting random? That seems like the trick. Instead of pulling a “rabbit out of the hat” and the authorities are pulling a man with a gun. The man can use it and end the criminal case before it begun. Since he shot it to pieces. Peace.

Opinion: Planning to make it rain on the LDUs

There is dropped an Corrigenda of the Budget for the Financial Year of 2020/21. This is always put adjust after the voting on the original budget and change the placement on funds. We are now seeing the state plans to make it rain on the Local Defence Unit (LDUs). Which is already made to ensure the political pressure and insight fear towards the General Elections of 2021. This is a common thread in the mind and the spirit of National Resistance Movement (NRM). They always have one para-military outfit to secure the public is kept of guard and doesn’t challenge a rigged election.

Therefore, the state needs to ensure the para-military organization is fed and has enough equipment. Even if there is legal basis for it and its a ad-hoc idea of the President. He still will implement and use this tool, as it is convenient. That is why suddenly the LDUs getting billions for their work. This is well planned behaviour.

Vote OO4 – Ministry of Defence and Veteran Affairs: Ushs. 90.6Bn provided to cater for arrears on LDUs food, fuel, clothing, medical as well as maintenance of vehicles” (Corrigenda Report FY 2020/21, 06.04.2020).

This is how suddenly the state needs funds to secure their para-military organization, whose created with one motive and motivation. This group isn’t there for securing the borders nor a foreign enemy. Neither for insurgency or terrorism. No, this is to incite fear and secure the elections. They are not there for pickpockets nor anything else, that is the Police work.

Therefore, this funds, these billions is part of the re-election charade of the NRM. Peace.

Opinion: [Let us not kid ourselves] Elections under Museveni will never be free nor fair…

Let us not kid ourselves. Let’s get real for minute. Breathe out. Take a deep breathe, before reading some utter nonsense. Than, after that. Digest some facts and call it a Thursday. Does that sound about right? I hope so, because first a snippet, than my 2 cents. Before I call “Peace”. Feel me?

Outgoing Deputy Attorney General, Mwesigwa Rukutana explained that it’s not only the forthcoming general elections that government will ensure free and fair elections but this has been upholding them even in the previous elections. “It’s not only this coming general elections of 2021 but Uganda held free and regular elections and also observed human rights. You can’t compare this regime to the past regimes. We have always observed those principles,” Mr Rukutana said by telephone at the weekend” (Anthony Wesaka – ‘Uganda will comply with African charter rules in holding free, fair elections, says govt’ 23.01.2020, Daily Monitor).

Well, the National Resistance Movement (NRM) and their men got some nerve. To call the rigged elections, their hands of puppets in the Electoral Commission, in the Judiciary and the Police Force. To call it free and fair. When the state are using their funds for their campaigns, when the State House is misusing funds to the outrageous during campaigns and elections. As well as the misuse of the army and police for their benefit.

The knowledge of voter tourism, ghost voters, pre-ticked ballots, fake voter registers, frauds on tally sheets and declaration forms combined with another level of Math from the Electoral Commission. You know where this is headed. Not to a place of free and fair elections, but pre-determined results in favour of one man and his brigade.

The 2021 will be no difference. There will be ghosts, there will be soldiers and there will be ballots counted twice, make believe numbers and shattered tears over another fake election. All done in the service of man and his people.

We could joke about it. But the reality is that the same man complaining about the 1980 election. Is doing the same himself and more vigorously too. There is no bound or stoppage of this man. He continues to do this. Apparently until his last breath. That is the sort of man he his.

2021 elections are already in the cards and the one who get to be crowned king. Is already known, the ballad of the election results are already written and Kololo is ready to be painted yellow. Nothing else will happen. That is just the way it is. Peace.

Opinion: The Ghetto is not yet verified by the State House

However, in response, Nakyobe told the MPs that there is no official or formal communication from the President, regarding the appointment of Catherine Kusasira and Butcher man as his presidential advisers.“As far as I’m concerned it is still a pronouncement that has not yet been put in writing, therefore, Kusasira and Butcher man are not yet staff of State House until when we have it in writing and then we shall have a normal process of their recruitment,” Nakyobe explained” (Henry Sekanjako – ‘Kusasira, Butcher man, Full Figure not our employees – State House’ 18.01.2020, New Vision).

When you do public stunts and sudden political moves like President Yoweri Kaguta Museveni did in regards to the Ghetto Superstars of Kusasira, Butchaman and Jennifer Full Figure. They are not official Presidential Advisors, even if they consider themselves as big-men already.

Therefore, what is really weird is the reports of 600 millions shillings first salary in cash and also SUV Cars. This is really heavy spending on these three, which is not even official or on the payroll of the State House. A State House, which already has over 170 Presidential Advisors on its payroll. Not like these three would make a huge difference in the asked funds for the next financial year. And in that regard, the State House usually get at least one Supplementary Expenditure or budgets for the up-coming elections. Don’t be shocked or surprised by that.

That is why, the President and State House acts like this. Not like its a big whoop, but still substantial. That the President doesn’t act accordingly to protocol and now someone else has to sort it out. Unless, suddenly there will come a letter of formality and sort this one out. As it is embarrassing.

This show how the State House and the Republic is run by a one-man brigade. One man with one vision. Nothing else is holding it up. They are all supposed to dance to his tune. Surely, these people will be paid. The State House will not humiliate the President and his will to “ghetto”. Even if the President will always be more of cow herder, than a man of the Ghetto. But because of Bobi Wine he will sing tales of the streets, the murky roads and the potholes. However, it will not be a tale he lived, because he never did.

That is why he has hired these people. Why he has handpicked them and is using them as tools for his upcoming elections. Soon, they will be on the lists of Presidential Advisors, but they are only needed tokens and they will be used as bargain chips. Not because they are smart, neither because they have much to offer, but because serve one cause. That he has them, as a representation of what his not.

It is always a reason, some are hard to digest. Others are easy access. This one is slim pickings. Peace.

Opinion: The ‘NRM Rebel MPs’ proves the democratic deficiencies within the party

When Secretary General of the National Resistance Movement (NRM) Justine Kasule Lumumba barred 30 Members of Parliament for the Party to be delegates at the NRM Delegates Conference on the 25th January 2020 at Mandala Stadium (Namboole). Because, these 30 MPs voted against the abolishment of the Age Limit in defiance of the President, the Party Chairman and Supreme Leader. Therefore, SG Lumumba and the President have directed them not to come.

It is funny that a party made out a rebellion is sanctions its own rebels. I always find that endearing of the NRM. That the ones who should understand and support this behaviour. Since that is how the party got made to begin with.

What we are seeing is a President, his party and his secretariat not accepting other things than the party line. Everyone is supposed to follow the guidance and the beliefs of the President. Everything else is out of question. In addition, if you dare to go against it, there will be sanctions, ramifications and consequences.

So today this news broke out: “Oscar John Kihika, the Director Legal Services NRM Party has said the 30 Party MPs who opposed the lifting of the Presidential age limit have a right to attend the Party’s Conference as per Article 11(2) (i) of the NRM Party Constitution” (91.2 Crooze FM, 15.01.2020).

That is why, the NRM own constitution doesn’t ban them, but the President and SG wants to do it. They might show up then, but don’t expect celebrations or huge relief. These MPs might get into trouble by defying that too. These people might just end up like Muhammed Nsereko, NRM leaning Independent, which will vote in accordance with the party, but as “independents”.

What we are seeing is singling out the ones who doesn’t following the program and the regime of Museveni. The ones inside his own camp whose daring to oppose him and his self-styled President for Life. Which is his memo and life work. They are defying that and because of that. The President are initially saying they have “no say” and “nothing to offer” in his party.

If they did, they would come with open arms, discuss why did what they did and talked it out. Instead his banning them and closing the door shut. No way to return, no mercy, no justification. Just, you didn’t do as your told. Therefore, now you got to suffer, outside alone and not allowed to play us friends inside. Real kindergarten stuff, not a grown up party with proper measures and protocol.

It is so endearing, the NRM Rebels, but the party doesn’t think so, apparently. For them, they are nuances and a reminder, that not everyone follows one man blindly, but that they can on their own. Peace.

Opinion: Rukutana inserts God instead of Guns…

I want to confirm to you that NRM is still very strong, our chairman is very strong. At age 75 what he does me Rukutana at 60 can’t do; even my friends can’t do them. Pushups he does, the walking, his brain, his thinking, his speaking. He gives a speech even if he has not written; I have moved with him many times and in many places, this man, he was given to us by God, he is a ruler of leaders”Mwesigwa Rukutana, State Minister for Labor and Industrial Relations spoke on Radio Ankole on the 3rd January 2020 (Perez Rumanzi – ‘Museveni is a super human given to us by God- Rukutana’ 05.01.2020).

It is so weird how liberation movements have to make their self-styled Presidents for Life. Give them the power of deities and the power of the Gods. That the men in and around the President have to say his supernatural, that he has forever force. Like his Darth Vader or anyone else who can feel the force. The eternal mastermind has given the President wisdom of the forefathers and so-on. There is nothing he still cannot do, even as his ageing and becoming weaker. Though his closest associates will say he can run marathon and still impregnate virgins.

That is just what it sounds to me. This is coming from a loyalist. Someone who has been close to the President over all these years. He got make President Museveni look like greatest ever setting his feet on the soil of planet earth. With the words of Rukutana, it seems like God had intervened and gave his eternal wisdom directly into the ears of Museveni. As he can naturally speak in tongue, he can reign unbound, because the deity let him.

While his saying this, President Museveni is trekking across the Luweero Triangle, where the National Resistance Army wasn’t an holy movement, neither a Godly organization, but a rebellious armed group trying to topple the government. So, that they could rule and after years in the bush with help of Libyans and others. They got the ability to topple the Military Council and let the previous masters loose power. Therefore, not so much prayers or God given mercy to give Museveni way.

Neither, has it been Godly or merciful, the years in power of this President. It has used the military and the army to control the public. He has helped invasions of Republic that shares borders with his dominion. President Museveni is a War-Lord, by his actions and his usage of supporting militias outside of his dominion. To ensure other people’s death, because you want to loot somewhere else. That isn’t so God fearing of him, neither is it respecting the ten commandments. But, we should know that about the man already.

With all of this, I feel it is Cult like saying this about a Head of State. That his God given power to rule over leaders. Museveni is closer to God and has the abilities he has, because of transcending powers given to him.

Rukutana might not see it this way, but his appointed by the man and is a cadre of Museveni. So, he says this as a sign of loyalty and as a token to his master. Everyone should challenge this sort of rhetoric. Since it only shows how they are trying to use spirituality over actual facts. While many will not question this, because they don’t won’t to offend the Gods. However, I feel this is belittling the Gods, as he has given us a mind and we should use that.

Opinion: Long live the ironies, but most likely, long live the foolishness

There is something about tyranny and dictatorships, where the Dictator can travel around like a King. Have his court and his jesters on tour, he can hold a campaign rally, some sort of public function without notifying the authorities or even get the approval to do so. That is because his the Fountain of Honour, the Head of State and the President.

In this regard, all through the 2019. The President and his team was for long a part of the Operation Wealth Creation Tour, where he travelled and held rallies. Also held a Radio Tour and others ones too. Hard to remember them all, but it all legal, because its the President and his court doing so.

During the last two weeks, we got to see that Robert Kyagulanyi aka Bobi Wine planned and notified the Electoral Commission of planned consultation meetings in consideration of being an Presidential Candidate in the 2021 elections.

I find it very special, that the People Power Movement and everyone else has to follow guidelines and follow codes to be able to assemble, meet and hold consultation meetings. When you consider how easy and non bother it is for the President. Because, the implications for the President, should be the same as for any other aspiring candidate for the same role. There shouldn’t be one whose allowed to sing songs on bridges, while the other cannot even put up a speakers and microphones to do a gig. However, we all know there is a double standard, but this sets it in print.

That Bobi Wine and the PPM is limited in their actions, just like the Forum for Democratic Change (FDC) and Dr. Kizza Besigye been in the past, even Amama Mbabazi and Go Forward was stifled before the 2016 elections. With this in mind, it follows a pattern, but the restrictions and the limitations put on Bobi Wine isn’t fair.

As he should have in all fairness, been able to do exactly what the President did during his Operation Wealth Creation tour, which was direct campaigning on the slogans of the 2016 elections. When that was allowed and accepted by the state, the same state should make it possible for Bobi Wine to do the same. That is as if there was level playing field for candidates, which by the regulations and orders by the Police and Electoral Commission, proves its not.

Not like the President nor his crew had any idea who would show up and how many for the rallies during 2019. They gathered a lot of people, hired buses and hoped to have propaganda shots, but they didn’t have an estimate or afterthought of how big things would be. Alas, that Bobi Wine and his team has to know and say whose possible is really concerning, because that is limiting his approach and also his possibilities to reach out.

If the President and his cronies this is well handled, well, I hate to break it to you. Its not, not the slightest. It is weak and a continued double standard, hypocrisy at the highest order. Most likely by the blessing from the orders from above. Alas, he knows and the ones giving the instructions to People Power knows.

Not like this is shocking, it is a pattern and showing the intent to stifle and put hurdles for the rising star. They want to stop the momentum and contain it. They want to ensure that the authorities are there and that they can handle it. They want to have the information and the intel to ensure, that the they can prolong the reign and secure the prospects of another rigged elections.

Because, if it was free and fair, why where there ever any issues with the gatherings nor the rallies of the President? There should have been, why no tear-gas? Why no-one arrested and taken into prison for inciting violence? Why were there ever anyone taken or house-arrested for preventative reasons?

Well, that because the President, everything goes and everything is cool. The rest has to beg to grab a microphone and say some words of wisdom. That’s just how things are in the Republic. Peace.

Opinion: Museveni’s endearing view on “NRM Rebels”

The rebel without an cause, has an issue with comrades or the fellow Yellow MPs in Parliament, who suddenly rebel against him. That is so endearing. It is so sweet, that he struggles and beats on the NRM Rebel MPs. It is like a beautiful fan-fiction. That he even remind that the Constitutional Court got the case changed by the Supreme Court on the interpreted article of 83 out of the Constitution.

The President is really rich in this manner. Museveni thinks his smart, but he isn’t that clever. Since, there are no place where the law says a NRM MP has to vote with the party. Only a certain quorum and rules for how the MPs can vote. If it is by voice or secret voting. There are stipulations for that, but not statutes nor articles, saying that you have to follow party line and be loyal to whatever cause or law the NRM see fit. That is not put in any law nor code, as such is foolish at best.

That is why yesterdays defence for getting people registered to vote is a weird text at best. I am only discussing the NRM rebellion and why he has a hissy-fit. Because, the President is only fool and nothing else in this matter.

President statement yesterday:

In our own Parliament we have had that problem of the “Rebel MPs”, elected as NRM but conduct themselves like they are not NRM. The Constitutional Court made a mistake because when we asked them to interprete Article 83 that we deliberately put in the Constitution to solve the problem of the 1960s, they interpreted it in such a manner that the MP can do what they want. That the MPs do not have to get permission from those who elected them to do what they are supposed to do. It is a very dangerous disconnection, that of non-accountability” (Yoweri Kaguta Museveni – ‘PRESIDENT URGES UGANDANS TO REGISTER FOR 2020/21 GENERAL ELECTIONS’ 19.12.2019).

Article 83 of the 1995 Constitution:

83. Tenure of office of members of Parliament.

(1) A member of Parliament shall vacate his or her seat in Parliament—

(g) if that person leaves the political party for which he or she stood as a candidate for election to Parliament to join another party or to remain in Parliament as an independent member;

(Constitution, 1995).

Supreme Court judgement of 2015:

The continued stay in Parliament of the 2nd, 3rd, 4th, and 5th respondents as Members of Parliament after their expulsion from the NRM Party on whose ticket they were elected is contrary to and inconsistent with Articles 1(1), 2(1), 2(4), 29(1)(e), 69(1), 72(4), 78(1)(a), and 79(3) of the Constitution” (…) “To conclude on this ground, we are of the view that the majority of Justices in the Constitutional Court erred when they interpreted Article 83(1)(g) to mean that members of Parliament who are expelled from their political parties have to vacate their seats in Parliament by virtue of that Article. It was, therefore, wrong for the Constitutional Court to order the 1st, 2nd, 3rd, and 4th appellants to vacate their seats in Parliament on that ground. Accordingly ground 4 must succeed” (Supreme Court – Constitutional Appeal No. 01 of 2015, October 2015).

So we have seen the train of thought. That the President has set and fixed a narrative. He has to speak in third person, even as they are supposed to follow him and he uses the NRM as a prefix for that. That is why if a NRM MP vote with the opposition, they are wrong, even if it might be in the interest of the constituents.

He has a problem, that the Constitutional Court interpreted the article wrong. That he cannot expel an MP and get a by-election. This would be a proper tool to ensure the right loyal cadres would be harness and he wouldn’t have to pay them to vote his way. That is why his mad at the Courts, though if he remembered correctly, the Constitutional Court was in-favour of the President, but the Supreme Court validated the rebels.

The expelled MPs didn’t leave, but was forced to go by no action of their own. Except doing something to get expelled. If that was acting like a punk at Kyankwanzi or voting against the interest of the State House. The President wants the magical wand to either have pro-NRM, super-loyalists, who follow him blindly and who doesn’t think.

The rebels are maybe wrong in the eyes of the President. But they are allowed and free to vote, write statements or acting accordingly to their own conscience. They are not children, who need parental advice and guidance to act rightfully within the August House. That is why Museveni has a problem, as the paternal godfather of the Republic.

This is really endearing of the President. As he thinks this is wise to say, as he cannot even pick the right court to blast. The Constitutional Court did a wrong, but rebels are not aliens, which the Court Judgement of the Supreme Court states.

If Museveni really believes his still a freedom fighter, how come he has an issue, that his own MPs has the liberty to accordingly to their own conscience?

Opinion: Anticipating a rocky road for Bobi Wine

It is not that I wish anyone ill, I don’t, but knowing how the “orders from above” works and seen how the opposition has been treated over the years. I just know how this will play out. Even as the People Power Movement (PPM) and Robert Kyagulanyi aka Bobi Wine MP plans to hold his consultations in 2020. It will not be without any hurdles.

There will be consequences, just like him jumping on campaign trails and joining forces with other opposition activists for the various by-elections during the 2018 and 2019. That is just the way it is.

The first and foremost. The PPM and Bobi Wine will be served with new criminal charges, if this is “inciting violence”, “unlawful assembly” and so-on. It will catch on and they will also told that they didn’t file the paperwork accordingly to the Public Order Management Act and surely pinned with some charges from the Penal Code. That just happens.

Secondly, the security outfits will monitor, block venues, follow the convoy of Bobi Wine. They will seal of hotels, they will detain activists and local organizers. They will ensure that the radio stations are losing their licenses and so-on. That just happens.

If the PPM and Bobi Wine still try to access the venues and such, there will be live-bullets, arrests and people hurt. There will a bath of tear-gas on the public, there will be road-blocks and will be damage of property.

The Police Force will say the supporters are rowdy, are hoodlums and thugs, while it was the police and armed state officers who fired the first bullet and tear-gas at the venue. The state will say the PPM didn’t act correct according to codes, even if they have negotiated for months for the stadium and whatnot in whatever county they were visiting.
