Well, a man whose overstayed his welcome, a man whose has gone back on all his words and pledges. Who is a self-serving, self-styled for life dictator should be careful about addressing, whose a leader or not. Because, he is not leading as much as it is micro-managing, being a walking ATM or even indirectly directing things. His not guiding, his not inspiring or even creating a new generation of leadership.

If he had been so great in leadership or with creating institutions or organizations, been a statesman of sorts. Than, this President would have been gone from office and one of his successors would have taken-off and become even greater than him. It isn’t leadership to linger long, especially not buy fear, intimidation and direct forceful attempts to silence the opposition. If the President was so great and had a good message and leadership, he wouldn’t need the usage of the police and military to silence and stop the opposition from campaigning. Alas, that is not the case. That is who this President is.

Museveni, have little proof of greatness or even good leadership. The President knows how to wreck the economy, hurt the public and takes to arms if he feels challenged. If not use the laws, restrict and silence the ones who stands up to him. While people are supposed to kiss his behind, they are supposed to be obliged and be grateful to be in his presence. Therefore, he should be praised, while not really delivering.

If the President was a great leader, he would have known when his time was up, he would have groomed a successor to steady the ship and continue to pursuit the Ten Point Programme. He would have ensured the state infrastructure, the state owned enterprises and secured the financial foundation. Not borrowed like no tomorrow, paid of cronies, created a giant entourage of a patronage and supreme clientele politicians, whose all depreciating the state and its functions. Alas, that is what he has done to the T and to perfection.

If Museveni acted like his words. He wouldn’t be today at the State House. There would be someone he groomed there and resided there. Which would have benefited not only the public, but also the legacy of Museveni. Which has been tormented and destroyed by own activity and hypocrisy. The gun-taunting, militarised politics of Museveni haven’t brought salvation, neither the progress many envisioned, but more deprecating and self-inflicting wounds on the state and the ones who dares to challenge him. NRM Kyankwanzi Summit: Only shows again, that the party is a bunch of minions of Jajja!

Well, it is that of year, that time of the prequel before the next General Election. This time, its the National Resistance Movement (NRM) gathering at Kyankwanzi, where they are having a retreat to find their way and show their tokens of loyalty to their master. Especially when his around, when he comes in army fatigue and is prepared to sensitize them. Which will happen eventually. Because, nothing is left to chance.

Just like earlier in this year, the NRM Central Executive Committee (CEC) endorsed Yoweri Kaguta Museveni for sole Presidential Candidate in 2021. The MPs and the Delegates at the NRM Kyankwanzi retreat, is doing the same. It is just like clockwork.

What is more striking and vindictive, but in mercy of their almighty leader, is that the Caucus at the Summit are planning another constitutional change, just to fit the Program of their leader. This time a newly minted age limit on the youth. In a way to close of the Presidency for the youngest citizens of the state. This time, you cannot run until your of 45 year old. That means you not eligible before turned 46 years old.

What is more striking, in a Republic where about 95 % of the population is under 54 years. Under 24 years of age is about 69 % of the Population. Therefore, the NRM is proposing to ban the average Ugandan for eligibility to stand as President. Not that everyone and everybody is able to run or neither fit to do so. But not even having a head start, but being blocked because of the average age says a lot. Because the estimated population above 54 years is about 5 % and really isn’t much, considering that is biggest part of the pool of the candidates. That is if the NRM Kyankwanzi idea gets put into law.

This is to definitely strike at Robert Kyagulanyi and his candidature, also if others like Joseph Mabarizi or anyone else of youthful stature seeks the highest office. However, we all know this game. We knew the previous age limit was cancelled because it fit the Presidency. If the President see this as a fitting request. He will get it through Parliament as well. That is just the way he is and operates.

Just as the loyalty of the NRM CEC, the NRM at Kyankwanzi has to shows token of loyalty and pay homage to the old man with the hat, the only man with a vision, the almighty Bosco and his clan. They have to show grace and hope for mercy. Even if they only get a yellow t-shirt or jersey for their work and dedication.

You couldn’t expect anything else, the sessions and plans ahead of 2021 are all there. There is nothing new under sun. The sun is shining, but the light its shining is clearly not enlightening all of us. Since, they are following the pattern of submission. Not thinking on their own and not even trying to show any committed to better judgement. Peace.

Opinion: What relevance will Kyalya have in 2021? – Practically none.

The former Presidential Candidate Maureen Kyalya, the candidate who ran under The Independent Coalition (TIC) together with Elton Joseph Mabirizi. They were both candidates during the General Elections for the 2016. Now, that the Election Road-Maps is soon scheduled and the parties are preparing for up-coming elections and registration. The previous candidate is returning.

In mind and in spirit, proclaiming the return, Maureen Kyalya is saying she is coming back with a party and candidature for the Presidential Election in 2021. Even if her last attempt was abysmal and should make her shed tears for her relevancy.

That is why she has spoken up against Bobi Wine during 2018 and proven her undying loyalty to the President. This meaning, that the only thing she thinks she get by doing all this. Is that she can get a pay-check and validate her needs to the Heads of State. President Museveni surely knows she is no threat, just like Gen. Benon Biraaro or Abed Bwanika. They are both posting up doing their thing and letting by-goons be by-goons. That is just the tradition of the elections. The other candidates are just stressing interfering individuals. The President needs more the VP Edward Ssekandi and the likes.

Presidential Candidate for whatever her name of her party will still be irrelevant. Even a chapti stand in any Kampala market have more fans than Kyalya, a newly furnished Taxi with grand seats have more spenders, than Kyalya will have. People know what she is, she does too, but want to play a big shot. When she really isn’t.

Maureen Kyalya can act like she has a shot like she has an opportunity to win or act like winner. If she was running to become a governor, residential district commander or even being an representative in the Busoga region. That would have made sense, because the candidate have been vocal about that, ever since she turned a politician. However, she has not shown interests or ability to prove knowledge of anything else. Maybe she should even visit the ferries and take a trip to the Ssese Islands to see the relatives of the Busoga. Just to get her mind refreshed and even see the borderline of the fiefdom of the Busoga. That would be healthy for her, maybe broaden her vision.

Because of last year, we know she is just a pawn, a secret lover of Museveni and his vision. She creates a party and candidature, only in hopes of being appointed somewhere substantial. She wants the Mama Mabira and Betty Kamya money too. Kyalya wants to pocket money too.

Maureen is not fielding her candidature for relevance nor popularity. Because there is none. Just like we haven’t talked about Mabarizi since the previous elections. 2021 will not make a difference, unless she can spend money like Mbabazi, spread the message like Bobi Wine and actually be a difference like Besigye. Alas, Kyalya is just a pawn, not a king or a queen. She wish she was, but the public is indifferent. The reason why I write this, because the public shouldn’t care or even take her serious.

Kyalya, the up-coming Presidential Candidate and newly minted Political Party, will not have organization or funding, unless someone who needs a Busoga party to represent itself. Than, there is just a front, a shop and one-person party made for the election. Not a sincere political apparatus or political motivated for a difference.

So, time to put the nail in the coffin and time for Maureen to go to the State House, beg for mercy and ask for a hiring. Become the Presidential Advisor for Busoga or something. Because, she will need that, she is not relevant now nor tomorrow, unless she stumbles on the humble onto something substantial and significant, which is profound and meaningful. However, trust me. That didn’t happen during the last campaign of hers and will not happen now either. Peace.

Opinion: Bobi Wine you need to buckle up!

Ladies and Gentlemen, I respect what Robert Kyagulanyi aka Bobi Wine have done in a short time as an Member of Parliament .What sort of Movement and message his usually brining to the table. However, this weekend, I got disappointed, but like any other leader and man, there is a learning curve.

No man walking on Gods Green Earth is perfect, has all knowledge or knows everything. Even if Mr. Museveni acts like it or do the talk like he does. He still doesn’t, even if all his cronies kisses his behind and talking of amazement of him.

However, the opposition should differ from the ass kissing, the patronage and the god-like praise of their own. They have seen how eats the cronies and the ones around the President. How the Movement is a self-sucking, blood-sucking cult of sorts, where only one man with a vision and the rest is blind sheep.

That is why Bobi Wine should act differently and I am disappointed by this statement yesterday:

If we do not want to rise to the occasion and save our nation, let us be slow in criticising those who are sacrificing everything, including potentially their life, to do that work. The reason why he has been criticised lately was after an NTV Interview during the week. Where he didn’t sound brilliant or educated on the manners of fiscal or financial policies. I don’t blame Bobi Wine for not being that. He haven’t had the time or the ability to study or to grasp it. In the short amount of time, the team around should get educated or get connected with people. So that if he gets questioned or has to address matters of such sorts. Give him a heads up and refreshes his intellect.

Bobi Wine cannot everything and isn’t an messiah. He is a political leader with a bright future. His shown finesse and stature of someone who can rise to power. No denying in that. But, that he will not look into the spot where he is lacking and asked not to be criticised at this junction. It is childish and beneath his station. It is not beating him down, but teaching him a lesson. A lesson everyone else is getting. We all need to humble ourselves and say, some sort of things is a blind-spot, is a part of life, we got no idea how works or the ability to grasp. That is why we read books, call experts and get educated on it. Before stating that we are mental geniuses, that knows everything on this Gods Green Earth.

Alas, that is not the case. Criticism and constructive criticism makes everyone better, there is always a time and place for it. The way the balance of the questions and the address of what is lacking. Is even more important if your thinking of leading and showing grace as a leader. Showing humility and mercy to the ones around you. Not just be another tin-pot, merciless and future big-man with no sense of the ones your reigning over. Than, there is no change from the leadership of Entebbe State House. Then its just a change of name and that is pointless.

Bobi Wine buckle up, grow some balls. I know you have been through a lot, know you have suffered and are in the spot-light of the authorities. I know and commend you for fighting in the good cause. However, Mr. Bobi Wine, please show some maturity. Not just more showmanship and a Big-Man attitude. Show that you differ from Museveni. Not just on stage and with your stories, but with your actions. This is not it. It is really not it. You need to find your path, but this sort of attitude is not brining progress.

Anyone who cares about leadership, who care about the community at large and who cares about defeating a dictatorship. Isn’t a man without a spine and character. But men who can listen, take note, see the signs and also take criticism. That shouldn’t be too much to ask. Peace.

The People’s Government: Press Release – The foiled attack on the People’s President Dr. Kizza Besigye (07.03.2019)

A fresh Parliamentary Report on the newly created Town Councils and Sub-Counties: Say they lack funds to run them!

This January, the Parliament made a Report (REPORT ON THE STATUS OF FUNDING FOR SUB-COUNTIES AND TOWN COUNCILS, January 2019) into the creation of new Town Councils and Sub-Counties, the Local Governments if you may. As the National Resistance Movement (NRM), have with swift haste over the recent years split up the Republic in record speed. As they are continuing to do so. There are added expenses and more salaries to pay, even more officials and public buildings to procure or facilitate. As the Local Government does gain revenue over night either.

Therefore, the release of this report is a story been told before, about how the Parliament are enacting more districts, but doesn’t have the pocket to facilitate it or the fantasy of thinking of the costs of doing so. In the same vein comes this report, that is rewind of the previous ones, but still important to address.

“Government created 108 Town Councils to commence operations on 1st July 2017 and 95 Town Councils to become effective on 1″1 July 2018. Government also created 204 Sub-Counties that became in FY 2018/ 79 (refer to annex 1). However, the operationalisation of the newly created local governments units has not been matched with the requisite budgetary resources”.

Government created a total of 203 Town Councils and 196 Sub-Counties which have not received operational funds. However, during the FY 2017 118, a provision of Ush. 2bn in the budget was made to cater for startup activities for the 35 Town Councils. In FY 2018/ 19, government released Shs. 2.5bn to cater for startup activities for 50 Town Councils. However, the Committee notes that some Town Councils received partial funding against what had been approved by Parliament”.

“The funding requirement for operationalization of the newly created 203 Town Councils and 196 sub-counties is estimated by Ministry of Local Government at Shs. 108.5bn and Shs. 30.7bn respectively and this excludes costs for public administration such as establishment of a police post, health and education facilities in line with the current government policy

The final quotes from the report, which is the recommendations is worth to mention as well: “The government should provide Shs. 139.2bn for operation of all approved Town Councils and Sub- Counties in FY 2019 l20” (…) “The government should review the policy of creation of new, districts and other local government administrative units in view of the constrained resource envelope”.

Surely, we can see that the state is not sufficiently ensuring the creation of the new Town Councils and neither the Sub-Counties. This is the costs of office equipment, the payment of salaries of the local government and all the procurement that needs to be done.

That is if these entities matters or supposed to govern locally. If not it is just made up areas before the elections to garn voters and spilt the districts to ensure problems for the opposition. Which seems more likely. Since the state, haven’t done much to facilitate or even tried to make them functional.

Even with the funding proposed by this Parliamentary Committee, they are still not discussing the other needs for public administration, police posts, health care or education facilities. Which should be the basis for these entities in general, if not their offices with no portfolio in the districts. That is how it seems.

Surely, the Memo on this matters are the same as before, a ploy to gain voters and promise patrons and cronies of a job after elections, but not having the bank balance or the funding to actually do it. That is how the state operates in these matters and that is why this is a recurrent issues. That is always coming up to discussions about the splitting of districts, sub-counties and town councils. It is just reappearing like the monster of the past and the government acts clueless about to get rid of it. Peace.

Opinion: A staged opposition in-fighting is a automatic victory for Bosco!

Yesterday’s unneeded drama and heckling outside of CBS Radio Station as Dr. Kizza Besigye left the station. It was speculated that the ones doing this was associated with the People Power Movement and Robert Kyagulanyi aka Bobi Wine. However, he has disassociated and said that isn’t the way.

We have to reconfigure something, as the radical people will always surface in any bracket of the public. In any part of a party and in a movement. That is a natural feature within any party and for all sorts of reasons. That is why we get days like yesterday. This is not a vindication of Mwenda’s attacks on the Bobi Wine and Defiance Campaign of Besigye. No, it is just a reality check, because, it matters everywhere. The majority isn’t like that, but a selected few.

What we do know now, is that these who went there yesterday might be staged or hired to do so. They were not directly ordered or behind it, as it has been speculated that a James Mubiru is behind it. Which hired people to carry on with the slogans of Bobi Wine and his movement, while heckling and addressing Besigye yesterday. This is then not an direct attack of Bobi Wine or his people, but instead a hired man, whose using money to get people to create a staged fuzz.

Therefore, the disassociation of Bobi Wine makes sense, but as it is staged. It is important that this is supposed to make these two look like enemies in the public perception. Even though that is far from true, as these two has been close and also talked on various occasions. Both Opposition leaders are working for the same cause. However, for the NRM to look strong, the Opposition needs to be infighting and needs to weakening itself. Because, then the NRM is the only viable avenue, even when the side-roads are better. Since, it looks hectic and filled with blockades, instead of a straight road to redemption.

That is what is up. That the NRM and the President is having a quick victory if the People Power and FDC is fighting. If Besigye and Bobi Wine is fighting too. If the NRM gets the DP, UPC, JEEMA, FDC and People Power all against each other. Than, the NRM will easily win. Not that they need it peaceful and friendly atmosphere. Because, the NRM will rig the up-coming elections.

Still, for the public perception sake, the NRM needs the infighting and the bickering, where the Opposition seems more fragmented than it is. Then the President can proclaim that he is only viable way out and the Opposition is just mess. That he is the only saviour and the NRM only has the solutions, because the Opposition is making havoc, even without power. This is the ambition of this sort of play.

Not that the Opposition needs a new The Democratic Alliance (TDA) or an Inter-Party Coalition (IPC), but an cohesive strategy to show progress and ability to be significant better; than what is currently ruling the Republic. That doesn’t mean that they should follow the DP idea of challenging the NRM with Joint Candidates. With that the Opposition is not showing strength, but creating a two-party system. Because, they lack faith in their own candidates and want to ensure less costs for a possible victory.

Instead, the Opposition should field all candidates and prove their value to the voters. Even if that fragment the votes. Because, that is natural, but at the same time work together with common goals, as they are all supposed to want to show supremacy and better political platform than NRM. That should make sense.

That is why we need to see Bobi Wine and Besigye working together in a cohesive and in a manner, where the public trust their agenda. Where the public perception is positive and where they are showing progressive means to further their work. They don’t need bickering and in-fighting. That is something the NRM can do themselves, as they usually does in their Primaries. We can just await the chaos coming up in the Road to General Elections of 2021.

That is why they stage this sort of operations. To make the Opposition look bad. Make someone a victim and blame someone else. Even if it is a ploy to play the public. They might think they are able to succeed, but when you look through it all. Then you see why and know the agenda. That is why you know it is deliberate by the regime to make a fool of the opposition. Instead, they are looking like Tin-Soldiers on the streets.

What we are seeing is more of the power of Besigye and Bobi Wine, their supporters and their vision. Instead of making them look foolish, which was the goal. Peace.

Opinion: Nothing is more endearing than NRM Rebels!

No matter how you look at it, it is just sweet and cuddly, the ideas of National Resistance Movement (NRM) rebels. They are just a rare breed of people. Their persistence on the ethical backbone, the narrative, that they are fighting a just cause, while still being tied directly to the oppressor. Is just unique, it is just amazing. That they are supposed to be cherished and become so special.

What is always so striking about the rebels in this party, which was based on rebellion and even a bush-war. Is that, they will be hunt down and strike back hard, against the ones that counters party line. It is so novel in their approach. It is deep and the surge usually uses all the tricks in the book. There is nothing left to chance, they are getting demoted, kicked out of the party and sometimes if lucky. If they repent, they can enter again. That is the road ahead, which is far from open to anyone. Who has already crossed the army-fatigued party line.

Why am I writing this? Today and in the coming days, there will be some NRM rebels coming forward for reasons of disloyalty or even trying to gain popularity, as the NRM CEC have endorsed the President. Not that it was a shocker or a misconception that he would run in 2021. It is just that, the NRM rebels would think the process should be done differently and they should have a voice. Not just the highest body in the party delegating whose the main candidate. However, Museveni wouldn’t do that, he leaves nothing to chance when it comes to his livelihood. That is just well known facts and the insiders, these rebels should know it best.

That is why it just seems like a play for the stage, they are just playing out their grievances, like married men who still not being laid. They have to complain and get annoyed, that their wife isn’t doing it anymore. Not that their breath doesn’t stink or their pockets are empty. That the wife is tired after working. No, it is all the wife’s fault, because they have done nothing wrong. The wifey will think otherwise.

It is the same sentiment I get out a NRM rebel. They knew this going in. The main rebel, the resistance captain, the chairman and the supposed liberator is not someone you should challenge. That is known since 1980, because he couldn’t manage to loose, even back then.

Therefore, NRM Rebels might defy, they might resist, even go in with words of fire and fury. However, they knew when they became flag-bearers and honourables, that they would play a secondary role to the Master.

That is why the rebels who went against the abolishment of the Age Limit lost the privilege of the trips to the State House, to be part of the NRM Caucus before the voting of vital bills. Some has been outcast and become “independent” MPs whose sole cause is themselves and own agenda. Even if they still are voting with the NRM on most things. That is why, the rebellions are quickly squashed.

Not only because the NRM rebels are fighting themselves, but because they are needing the pay-check and making their ends meet. They are really trying to figure out ways to get into the fold and kiss the ring. That is why these rebels are so endearing. Because, at one moment, they are defying the king. In the next moment, they are invited to the king and bowing their knees in loyalty. It is just a matter of time.

Unless, they are some resilient fellows, who got balls of steel and is ready to push the envelope. If so, they got some character, but usually, they give way and give in. They just tried to play to the popular stance, but in the end had to give up. They gave up because knew their fight was ill conceived and wouldn’t bear fruits.

That why I salute their hustle, but don’t anticipate a revolution or a true rebellion, because they will in the end. Give way to their master, yet again. Peace.

DP Reunion in Jinja: Cancelled out by the Calvary!

The Partisan Police Force was again at it, as the Democratic Party and Uganda Young Democrats had scheduled a Reunion on the Jinja Rugby Grounds. The Party Officials and the Organizers had notified as by law to hold the meeting in Jinja, however, the Police blocked the venue and did arrest several of DP officials.

What was striking as the authorities, the DP Reunion, took the DP President Norbert Mao was blocked, there was thrown tear-gas in Jinja. But, the Police quickly reported to the Daily Monitor, that the President of DP was negotiation and holding a consulting meeting with the officers at the Central Police Station of Jinja. Not, that he was directly arrested as previously reported by other sources. Clearly, there are something missing. As the State was notified, the paper trail has leaked online, by Mao himself. Therefore, it was known by the state since early February.

The Police does this simple cat- and mouse game with opposition. AS they have to comply with the restrictions of the Public Order Management Act and even if they do so. They still can be blocked for whatever reason the Regional Police Commander and others to clarify their intent. As, if the meeting and the rally itself was saying enough. We are getting close enough to the National Campaign Road Maps for 2020/21, that if a Party doesn’t comply them in combination with the POMA. They will be in deep trouble with the state. As we have seen previously in the Republic.

What the DP and UYD seen today isn’t groundbreaking, not a watershed moment or sign of the decades of control of Museveni. No, this is just the ordinary manifestation of the power and force, the state use against dissidents. Even the ones that usually complies and are very friendly to the powers, that be. But because, they still tries to operate as an independent opposition party, they still get into legal jeopardy. Because, that is how the state operates and continues to do so. Until the swearing-in of Museveni for the 6th time and pursuit of his 8 rings of service. There will surely be plenty more of this in the two years coming, 2020 and 2021, will be filled with stories like these. Just different names and parties, but the same mumbo jumbo.

What has been done in Jinja today to the leadership of the DP is nothing new. These arrests comes with a steady phase. Especially in a run-up to elections and within the narrow window of the campaigns. As well as during campaigns and the post-elections. If you’re lucky, you get extra bonus rounds of house-arrests and treason charges. That is for the unique, popular and resilient sort of politicians. Not mere mortals get that. They are behind bars and released on mockery of charges. Before, they try again to hold a rally or campaign. Peace.
