Opinion: President Museveni decree ordered closure of Makerere; which is the reason for the deceased innocent new-borns at Kawempe!

bukenya-quote

This saddens me and eats my heart out, as much as the knowledge of the famine in Isingiro and the lacking systemic enterprise or structure of the Ugandan Government, which is continuing to faltering, not serve the public. This has proven earlier in the year of other hospitals without X-Ray machines, lacking medicines and ordinary sanitary products. Together with the only Cobalt 60 Teletherapy Machine in the country at the Uganda Cancer Institute at the Mulago Hospital Complex we’re broking down and not having planned to be changed.

On the 1st November the President Yoweri Museveni closed down the Makerere University and its affiliated programs because of strikes that have occurred during the year. This is happening since the staffs at the Academic Institution haven’t gotten paid for months upon months, while the students want their lectures to be paid. What the outcome of it came quickly as the Mulago Hospital we’re telling that their programs of interns we’re suspended together with the closure of the University.

kawempe-hospital-p2

Key Information from 11th November:

“Dr Asuman Lukwago, the outgoing ministry of health permanent secretary, said the education ministry was responsible for the university and therefore, there is nothing his ministry could do to save the situation. “We would be contradicting ourselves. Ministry of education is responsible and not us as ministry of health. There is nothing we can do,” Dr Lukwago told daily Monitor in a phone interview” (Namagembe, 2016).

So because of First Lady Janet Museveni lacking integrity and ability to sort out the issues internally in the Ministry of Education the biggest Hospital and others are hurt. It is visible that the decisions have repercussions of the lacking leadership in the Ministry of Education and under Minister Janet Museveni who hasn’t carried out her position; since she hasn’t been able to sort out the allocation and the central leadership of the famous University.

“The initial health care is available but there is a shortage of specialists,” Dr Bangirana said. To improvise the available staff, Mulago hospital spokesperson, Enock Kusasira said the hospital has resorted to giving more attention to critical cases considered as life threatening.“We are concentrating less on out patients especially those whose cases are not life threatening,” Kusasira said. At the hospital, patients have to wait for hours before seeing the health workers. The case is not different from other affiliate hospitals and health facilities” (Namagembe, 2016).

Certainly the situation at the Mulago and affiliated Hospitals has been put into trouble with the suspension of Makerere. When the Ministry of Health Sarah Achieng Opendi has to defend the records of the actual numbers of deceased infants you know the system, the structure is rotten to the core. This isn’t really working and the innocence is dying. They are just read the statement in today’s Monitor!

31 New-borns deceased:

“The reports, according to Hon. Opendi asserted that the issue arose after the closure of Makerere University and the subsequent withdrawal of Senior Health Officers (SHOs) from the facility. “The Ministry of Health would like to strongly refute these allegations as baseless and a total misrepresentation of facts,” she said” (…) “Since the withdrawal of Senior House Officers on Nov 1, 2016 to date, Mulago Hospital has unfortunately lost 31 newborns,” she said adding that the deaths were majorly as a result of severe birth asphyxia and complications associated with prematurity” (…) “Severe Asphyxia is largely caused by prolonged labour, which is a consequence of late referrals. According to this statistics, Mulago Hospital has lost approximately one newborn per day due to unavoidable circumstances,” she added” (Mugume, 2016)

There is surely and have been deceased infants and babies during the famine and cause of the Isingiro, where the Republic and the government have dropped sorry loads of food-relief to the staving public; which has waited for months upon end. Sort of the same way the empty pockets of Makerere University lectures has been short-changed for months upon end. This is systemic maladministration from the head. What is worst is that the ones that are in charge are walking away, but the ones affected are being hurt. It is the innocent, the kids, the rural families; the ones are not MPs with flashy cars, lavish salaries but no taxes and all other perks. The same month that Makerere is closed the Income Tax Amendment that stops MPs for getting tax and the same month the MPs add-on more fees for “service car” in their duty.

The new-borns are dying at Kawempe Hospital, a Hospital that is affiliated with Mulago Hospital Complex. The Promise from Enock Kusasira we’re more a pre-warning than facts of their mission. They couldn’t control the effect of the closure of Makerere, as the President didn’t think of the effects or knew of the effects. His micro-management has caused severe effect for dozens of lives, not only the students that have their studies postponed and their degrees put-on hold. But the lives at Mulago and affiliates have been hurt.

The innocent children born into the world, doesn’t care about misrepresentation, taxation without representation or skimming funds. They care about their sanitary, loving mother and father; and occasionally food. They don’t care about the flashy cars for the MPs or the Ministry of Health Sarah Opendi’s resignation to the force of Janet Museveni.

Each family that has been affected by the decision of the President should be asked for forgiveness from the state, they lost their new-born. They lost their kid and the future of new-born something that should been made sure by the state. The State lost their way when they are responsible for the neglect of taking care of the mother and her baby at the hospital. That is supposed to be a safe-zone and make sure the families are in good hands. Each one of them are one too many to lose. The President has their souls on his hand, since he caused the effect and made the decision to suspend Makerere University. That has in return cause the innocent loss of lives.

This is how much that the President cares about the civil service, his teachers, his ministries and the citizens. He offers a Visitations Committee instead of allocating funds and giving way so that the Makerere can open and save life. More the public display of utter nonsense is more casual than actually acting on the loss of life. The innocent lives dies while the President orders are lingering, not only at Kawempe Hospital, but at the regions of Isingiro and Karamoja; the President couldn’t care less as the help showed has to be shown on the NTV and UBC before he cares.

The reckless policies and ineffective are now insulting to the public in Uganda, time for President Museveni to take charge and show leadership; has to make the right decisions and might even have to cough up some ghost-monies, some other shadow funding to pay his civil servants at the Hospitals and at the University! Peace.

Opinion: 10th Parliament MPs proves that their Greed is more important than the Government programs and running expenses!

10th-parliament-sep-2016

This is growing concern not because of the World Bank suspending loans and funds to the development projects or anything else. The ways the allocated funds and tax funds are used in the 10th Parliament shows their level of reckless spending and no concern of accountability.

This happens on the week the Daily Monitor shows reports of 80% of Primary Teachers that teach who can’t read while being government civil servants. These Teachers are the ones learning their inabilities to the future. So the misappropriate funds for the Educational Sector comes into fruition. The Universal Primary Education is surely improperly balanced together with the mismanagement of buildings and salaries; if they get salaries that usually never on time, teachers can wait for months upon months to get their pay. There are enough fallen and depleted schools.

While the Education Sector is in shambles the Members of Parliaments are allocating more money for their private cars. So they can drive around like King-pins in their constituency. They can ride around in the Toyotal Land Cruiser Prado and feel special while their citizens they represent have teachers who can’t read and supposed to teach Vincent grammar. That is just so special ignorance of their duty those 30 years of the Movement should have had enough time to make difference and not make the schooling system weaker.

This is happening in the week that the imported Anti-Retroviral Drugs (ARDs) where National Medical Store (NMS) are distributing medicines, but they are sold more expensively locally than internationally. The Ugandan population are doing the same as Americans who pays an extra fortune for their EpiPen Auto-Injector. Together with the other issues around in the Hospitals like Uganda Cancer Institute and their breakdown of hte Cobalt 60 Teletherapy Machine. That still isn’t fixed and was the only one in the great nation.

While the Health Care and Health Sector are not as functional as it should be. While this is happening the MPs have allocated funds and bought Tablets or Ipad’s for a fortune for themselves. Because these MPs need tablets to write notes and such even if am not sure Prime Minister Dr. Ruhakana Ruganda or Vice-President Edward Ssekandi can even use one of them. So they spending a on this while medicines are missing or empty at a time or another.

The MPs salaries, the MPs Allowance and the MPs wish to exempt their salaries from Tax. Together with appropriating lots of funds for travelling for days to the United States and Boston for a Seminar; together with the extended funds for burials, this is happening so they can have an extravagant lifestyle into the casket.

This is happening while the government institutions and programs are weak or nearly non-existence. They have surely ghosts like the ghost SACCO Mzee gave to a non-existing organization. While the MPs representing their people are living like royals in the National Assembly with fancy cars and houses while the unemployment levels are still strong and the educations of their kids are made by teachers who can’t even write. This shouldn’t be happening, but apparently it is.

The Governance is not really happening. Because the government are not steering towards any place, they are walking on clouds and not taking steps to change the deteriorating state of education and health care.

10th-parliament-sep-2016-p2

This is happening while the Government are adding more debt and is by end of the year having over UGX 26 Trillion. This is happening while the Roads Development that been borrowed to Uganda National Roads Authority from the World Bank has been suspended. So the worsen economic situation together with lack of funds for fiscal cash proves the weakness of the economy and the national policies.

This is happening also while the Ugandan Government has to tackle more refugees in Adjumani and other districts towards South Sudan as the neighbour continues with internal fighting. This together with the fluid borders into Democratic Republic of Congo. This has been done with armies and guerrillas in the past to get resources something that has led to another expensive debt to DRC for the Ugandan State.

So the mismanagement and maladministration of the Movement that have had the time to fix it has apparently been more sucked into their own rich-elite oblivion instead of serving their people. That is why the MPs are so into fixing themselves up nicely while the other are living in midst of utter poverty. So the debt is rising and inflation is rising. So the value of shilling isn’t worth much while the imports are more needed. NRM Regime is not having a fiscal policy as they are loose with spending without having secured funding. While making grand plans without having the output to secure borrowing…

I am sure there more things that could be discussed, but this is more than enough for today. As the proof is in the pudding; the budget and the inflated expenses of the Parliament shows how little accountability and transparency of their acts are. This is with the knowledge of months after the General Election 2016… the State House we’re broke right after for those that forgotten. Since the State House had used it resources in the Campaign that cost fortunes and after the election they had to get funds to pay the running expenses.

You think the government should be carrying itself better after been ruling for 30 years, but they are not. They are running like lackeys thieving the little pieces they can instead of building. Therefore the MPs are running the mill like the ability is only counted for when they are pocketed. That is why the greed of getting brown-envelopes is coming when the Mzee needs bills to pass. They get both monies and valuable produce to sell after being in the National Assembly. So with this in mind, the Speaker Rebecca Kadaga should silence herself and take care of her people instead of blaming the media… because they account to the people and the MPs should be more careful spending taxpayer’s monies, instead they use the budget for their own sake and not for the citizens who bleed for this. Peace.

Press Release: Ministry’s Stand on Carol Atuhairwe (10.05.2016)

MoF 10.05.2016 Press Release

Steady Regress of Health Care in Uganda; Only 20 gets to Aga Khan in Nairobi not 400 cancer Patients; also other issues in the decaying health care!

NMS Amuria

“There is lots of tear gas in every police station but there is no medicine in the hospitals. Trust me, I am a mother. I will heal this country with love” — Maureen Kyalya Waluube

As the weeks goes the mitigated reports of the down-fall of the common-health care and the depleted systems from the Government have made and controlled for 30 years. The torn and crossed fingers and the light-speed of embezzlement of funds come forwards as the most recent ones is just more disgusting.

akuh-nairobi-heart-and-cancer-centre

There been reports of 400 out of 17,000 was supposed to be lucky cancer-patience’s. Now this was been said during the week:

“  A statement sent to The Observer on Tuesday April 19 read “The Aga Khan University Hospital in Nairobi (AKUH-Nairobi) announced today that it will work with the Government of Uganda to provide as many as 400 cancer patients with free treatment in response to the breakdown of Uganda’s only radiotherapy machine” (…)”But now Dr Orem says the offer can at best may cover no more than 20 cancer patients. “The offer of the treatment of Aga Khan is confirmed but the clarification is that they are offering 400 fractions or dosages of radiotherapy not 400 patients to be treated. What that means is that; one patient may take more cycles or may take more fractions of treatment. So that means in all fewer than 400 will be treated. I think that needed to be clarified. Only average maybe about five or six [doses per patient]. What usually happens is that the doctor calculates of the amount of dosage of radiation that a patient needs. It may be above 30 then you divide that in what we call fractions or sessions the patient should have”, Orem says” (URN, 21.04.2016).

Mulago 23.04.2014

So instead of having the surplus 16,600 who the country doesn’t have the potential to send to the Radiotherapy treatment they might need. Now it is down to 16,980. That 16,980 that is sad number if they only takes 20 people. 20 people, then it is the ones that closest connected to the NRM regime and the rest are on their merry. This is just an insult from the Government of Uganda and also their partner in Aga Khan who even during the pre-election period got more land in Uganda! Disrespectful!

Well, there is more disgrace from the Ugandan Government and their health-care units. As Remmy Bhati of NBS TV Uganda writes: “Apparently, this is Mulago National Referral Hospital in a total black out. Iam here attending to my special patient. Power has been off for close to 3 hours. No candles, no generator, no Solar. Patients are receiving treatment on torches. In this period of a black out, three patients have breathed their last because machines couldn’t work without power. The on duty nurses on a night shift have tried their best to save the patients but in vain. Watching people die because of Electricity is very hurting” (Remmy Bhati, 22.04.2016).

The situation is dire as there been Power outage for the last 4 days at Mulago hospital, the old Kings Hospital of Mulago. This was the proud hospital, that doesn’t even have a radiotherapy machine and doesn’t even have electricity to ordinary function of the hospital. It is just sad to write it and bleak state of affairs. This is not steady progress. This is steady regress. And it is actually worse.

Soroti Hospital April 2016

At the Soroti Referal Hospital have not had power for a week. Because of that there are no surgery happening at the hospital and that is sad enough. With the knowledge of similar actions and loss of electricity in Mulago and the same conditions, but longer at Soroti says it a systematic failure.

One doctor serves 15,000 patients. In Arua Referral Hospital there are only 4 doctors! That is also a visible sign of the maladministration and lack of funding of that hospital. 4 doctors! That you have two hospitals without electricity and one with nearly enough or few doctors is nearly an ordinary building not a hospital. Since at a hospital you should get treatment and healing of sickness and diseases! Peace.

Steady Regress of Health Care in Uganda; 400 Cancer Patients to Nairobi and working the Cancer machine without license at Mulago!

Cobalt-Machine

Today yet more is covering up as the story of failings of Mulago Hospital Complex, former Kings Hospital of Mulago, where the Uganda Cancer Instute or the Cancer Ward is supposed to be. There the only Cobalt-60 Machine for Chemotherapy have been down for over a month. The one they have was bought in 1995. Dr. Jackson Orem have given two statements that counter each other and the reality of the matter, is that this is just sad, and not funny; though it is systemic default as the government are busy with creating Anti-Porn Bill Committee, instead of healing fellow citizens.

UCI Vote

The Ministry of Health Hon. Dr. Chris Baryomunsi has said in the Plenary Session in the Parliament that Aga Khan Hospital of Nairobi has offered for treatment of 400 cancer patients. So there will not be any patients who need treatment taken care of at Mulago, since the Uganda Cancer Institute has to wait for a new machine. Therefore the country does not a have the machinery for the treatment. That is sad enough to know at this point.

Then this comes up as well: “Mulago is operating the cancer machine illegally. The licence expired. Its Ugx 800,000 per year,” Parliament Watch quoted one of the council officials. “We could not give Mulago a new licence without addressing the safety measures we raised.” The official noted that Radiation workers in Mulago are not being monitored yet they are being exposed.“We visited Mulago in 2013 and we found out that the cancer machine was not in good conditions…We found out that the cancer machine in Mulago used to get stack. It had to be operated manually,” the official added” (Red Pepper, 2016).

Chris Baryomunsi Quote Daily Monitor

So the story of the Cancer Machine at Mulago does not stop up or silently goes away as this is the neglect of the government, ministry and the economic regress that the NRM Regime have put in place. This is happening in the time-span that they have been ordering more Anti-Riot Police Cars, tear-gas, bullets, ammunition and bribes for fellow NRM Elite, than fixing and procuring a new machine for the Cancer Treatment at the Mulaga Hospial Complex. It saddens me, and the more we know, the bleaker the state of affairs in the matter it seems. The end-game is that certain 400 lucky patients get treatment in Nairobi. But that is not how is supposed to be in Steady Progress mantra, this here is Steady Regress. Peace.

Muhammed Ssegirinya was arrested yesterday for “Unlawful Assembly” that for visiting Mulago yesterday; seem likes representatives are not allowed to access their constiuencies, unless they are approved by Mzee

Muhammed Ssegirinya Bond Paper 12.04

So this proves there is illegal for a elected chairperson of Kampala to access the state of government facilities in his constituencies. That is just insane and stupid. But the arrogance and ignorance of the NRM Regime cannot be stated as the relics of foolishness towards the Opposition never stops. This here is one case, that it was an “Unlawful Assembly” for walking and taking a peep at the situtation of Mulago Hospital Complex and the Uganda Cancer Institute. That the Politicians are doing something unlawful by showing up at Government facilities proves the vast foolishness of the ruling party and their use of the Police to harrass the Opposition leaders and Opposition members.

An explaination how this should go:

He (Muhammed Ssegirinya) we’re arrested for nothing and detained for nothing, and will now have to answer for nothing. So the adjurned case should amount to nothing. But at the state of affairs it might end in “something” as they have planted a mustard seed of ignorance and a seed of Police State; that ends up with detaining and jailing people for trying to work for the peopel and the ones they represent while paying for do. The payment is going to court and answer for nothing. Also he would not have problem if he was associated or a made-man by the Don of the country, H.E. Museveni. Peace.
