The Parliament of Uganda is supposed to discuss and read the Constitutional Amendment Bill of 2016. This happens as both Speaker Rebecca Kadaga and Deputy Speaker Jacob Oulanyah will not want to be responsible for ushering in the bill. As the current parts of the bill is to amend the Constitution.

The 1995 Constitution that already have been amended and fixed to be perfect for the Executive and his party; the strangest thing is that President Museveni didn’t see his future and how he would act. Because the Constitutions have already abolished the Presidential Term limits, something that happen just in time for the third term; for some reason the President had only written the ability to have two terms. That is without counting the first period where he wasn’t elected, but selected by the gun!

President Yoweri Kaguta Museveni and his National Resistance Movement (NRM) prove again their inability to be honest with themselves and with the public. That is because their leader and President don’t have a true vision. Except for the vision that is the man with the vision, without knowing what that vision is. Because if he knew what vision he had the stability of government functions and built institutions would be steady. Since it isn’t so, it’s a proof of the inability to have a steady vision.

Because of that lack of vision and ability to see his own future and how it will turn by his actions; it was by rare luck in the race between him and Dr. Paul Ssemogerere that he blasted out the pledge the citizens the promise of Universal Primary Education (UPE) and he actually worked for it for a while, especially when the donor funds to it came as well. The President Museveni doesn’t have a vision and has an ability now to fix his future. If he had than he been on the farm and not spoken the same lingo of fighting corruption while dropping brown envelopes and extra fees for signing bills and acts in Parliament. That is why the Parliamentarians are travelling to the United States.

That the man who spoke of leaders sitting to long and talking retiring after two terms is still there shows that he has no real vision. If he had a real vision he would have left behind a legacy, a fiscal responsible government and made ready for the next in line to continue his progress. But President Museveni doesn’t have it in him, his only vision was himself. So the Constitutional Amendment is in another Member of Parliament’s Hon. Kafeero Ssekitoleko and Hon. Paul Amoru who doing the bidding for their master.

Even if it was his idea as it is not really news, it has been at former leadership trainings on Kyankwanzi Resolution of 2014 of the Movement said this:

“Live in Kyankwanzi where the NRM orientation and retreat is on going! Resolution has been passed to extend the term limit from 5 years to 7 years!”.

This never happen, because the vision of the President is not existing. If so then he would have managed to pulled through the 2014 Resolution from the Leadership Conference of the Party. But the Museveni doesn’t have that. He we’re able to pull through as younger man and still without fatigue of age the Constitution and nearly 10 years later fixing the Constitution again to amend his lacking vision.

The lack of vision, the vision which isn’t a vision; if he had a vision he wouldn’t be a walking budget who drops 100m Shilling at Nakawa SACCO and also at certain public NAADS in Mukono recently. If he had a vision there would be accounts, accountability and structures for these monies and not just when he pop-by like limited edition Santa Clause. Well, that is because of lesser known vision and knowledge of the reality on the ground.

Just like the vision must be lost in all the giant programs and infrastructure projects that doesn’t seem to be genuine and honest to fix them all; seem more like business to get loans and aid than actual development. That’s like recycling old pledges and promising town and city status during the campaign. Yet, another proof that he has lost his touch and views of any kind of vision.

So that the man is now using MPs to secure his future and getting MPs to vote himself into longer stay in power, isn’t powerful, it isn’t revolutionary. If it was revolutionary than the former despots and tyrants of the world was the ones who drove engineering and invention; most likely that happen in places where people wasn’t told how to think. In the same mind when a leader doesn’t accept the will of the ones he leads; he isn’t visionary. What he really is? More scary; because the values of the citizenship… gets devalued because their leader doesn’t have any vision and doesn’t need to deliver anything to his citizens.

I know it is harsh, but I have compelled him to be racketeering gangster. A man without a vision and just running government on random is being on the up-and-up!

President Museveni doesn’t have a clear vision, when the main goal is getting fellow Members of Parliament to vote himself for life. That is the endgame of the Constitutional Amendment Bill of 2016. If they abolish and rewrite the words of a President cannot be older than 75 years old. The Old man with a Hat doesn’t have a vision under the hat. On his head now he has a hat and he has an expensive car, he buys the MPs to vote his will and uses the speakers to whip them into his line. If he doesn’t’ do that his family leader Gen. Salim Selah talks and fix. Just like he did with the lost-boy Go-Forward Christopher Aine of the Amama Mbabazi Campaign Team; who he got to show up like a rabbit out of a hat.

President Museveni isn’t visionary anymore; he isn’t clear and doesn’t have clear prospect of what he want. Other than getting loyalty by the ones he can pay for their silence and get credit for other people’s work. If not he will complain that others haven’t completed it.

The President is without a vision and only leads because he get checks and controls the people, not because he cares about Government or the Institutions of Government; he is there for his ego and his own wish to rule them all. Therefore he has pushed for the East African Federation, but he will not get the will of the Tanzanian, Rwandan or Kenyan to set him over them. They don’t respect him in that way, unless they can gain some pocket-change from the old man with the hat (Still not a vision). That is why they we’re both fighting for his attention now recently, because the Tanzanian and Kenyan wanted to be sure of the Crude Oil Pipeline.

By now, he doesn’t work for better government, but for a better position for himself and his family. That he even said in an interview to BBC in 2014. So the people shouldn’t forget that. Peace.

Opinion: Jubilee Government, are they fiscal responsible for their current running debt?

Today is a day where I have questions and they are big because when you crunch the numbers for the last three fiscal years and estimated debt ratio it’s start to be worrying. It isn’t a sweet and tender way of asking. I know, but the numbers and the citizens will have to repay the amounts of borrowed cash at one point. As the Japanese will not deliver second-hand vehicles to the hospitals forever like they did during either this or last week in Kenya; Kenyan Government shouldn’t base their budget on handouts, but on tax-monies. The budget now is worrying as the levels of budget that are borrowed as it is going directly to portfolios that are day-to-day business instead of giant infrastructure development.

Why do I say that? Because each year you can question the ratio between the debt and the development projects; like in 2013/2014 the debt we’re 330bn, but the development 224bn. That is a 100bn used on day-to-day instead of building roads to Ethiopia or planning the Standard Gauge Railway. Take look!

In the 2013/2014:

At the fiscal year ending the 25th July 2014 the budget debt we’re 330,440,692,719.35. That means there 330bn debt, which we’re 25.8% of the National Revenue. National Government budget spent on development we’re 224,355,607,699.00 or 224bn.

In the 2014/2015:

At the fiscal year ending 24th July of 2015 the budget debt we’re 400,249,353,175.10. That means there 400bn debt, which we’re 25.1% of the National Revenue. National Government spent on development we’re 270,320,838,230.00 or 270bn.

In the 2015/2016:

At the fiscal year ending the 22nd July of 2016 the budget debt we’re 683,479,898,203.50. That means there 683bn debt, which we’re 36.9% of the National Revenue. National Government spent on development we’re 333,170,357,469.90 or 333bn.

So as you see, the FY 2013/2014 isn’t the worst. FY 2014/2015 is the start of loose government spending. The Jubilee all of sudden borrow 400bn and spends 270bn. That is 130bn that is used on day-to-day business, with loaned fiscal funds instead of the ordinary tax-base that the government should be fixated on. So with the last year FY 2015/2016 the Jubilee went all out in the stratosphere and borrowed from any bank or institution possible; as the debt we’re 683bn and the development we’re 333bn. That is 350bn that are used to day-to-day business and not development. The question remain why the sudden giant loan ratio towards the last year before election and why the lack of projects to use the newly granted funds.

The fiscal responsibility seems weak and not there when a government can splash this kind of funds and use this amount of debt on day-to-day instead of big projects and infrastructure projects needed. I am sure DP William Ruto has more friends that can be sub-contractors for some Chinese infused borrowed road projects around Kisumu. But, the ability to sustainable development with the steady rise of debt is worrying. That the IMF and World Bank is saying the debt ratio is still feasible should be worrying. As the IMF and World Bank never had control of the worst years before the Greece defaulted and needed saving grace from the world around it. The worst comes to worst when the Kenyan Government starts to default and reach it’s limit they have to have a mercy on the Jubilee and the counterparts who are paying for loose fiscal behaviour. The worst comes to worst with the giant amount of added fiscal funds might give the economy a edged inflation and bank rates that weakens the Kenyan Shilling as the deficit between reality and what is really used.

You can wonder why the Jubilee wants to hedge up so much loans and government debt. When the FY 2013/2014 and FY 2014/2015 we’re the net domestic borrowing around 300bn, but by FY 2015/2016 it become 500bn. That is a jump of 200bn of Domestic Borrowing. That should also be questioned together with the ratio already in the budget. This doesn’t seem like a healthy fiscal policy. The public should question the use of the borrowed domestic and total ratio of debt. The governance levels and accountability of the funds should be asked from Opposition and also the Auditor General. The Inspectorate of Government the IGG or Ombudsman should hassle the hustling Jubilee who has gained these funds and been responsible for the allocated budget and inquired for the option for loans to development and day-to-day use.

Opinion: A little rant to the long serving Presidents out there; I had too after the NBS TV Uganda 100 days since M7 stole the Election BS recently…

M7 100 Days

With the NBS TV Uganda who wanted to ask President Museveni how he felt after his first 100 days into his 5th official term… how he felt of his achievements as Executive after a hundred days we’re the journalist questions to the man who have ruled since 1986. President Yoweri Kaguta Museveni has run the Ugandan Republic for over 10950 days! So the question was blurred out and surely lost sight of the reality of their long serving Executive.

The same can be said with President Robert Mugabe who is heated and demonstrated against in Zimbabwe. In a country with fiscal economic issues and loss of agricultural output together with weaken production as the El Nino has hurt the economy more. Together with rampant corruption and a Zanu-PF Elite who are more concern with their luxurious vehicles in Harare than the empty stomachs of the poor working class. This happens while the Police are brutalizing the demonstrators and the ones speaking against the government are either harassed or detained. Even hurt so they end up at the Hospital. So the dire oblivion for the economic landscape as the tension between the citizens and draconian state will not dissolve overnight.

Hon. Kemi Adeosun said this on the 18th August: “The Economy is challenged and people are extremely frustrated, and we need to rebuild fundamentality. We need to prioritize… We need to realize that with the collapse of commodity prices. We don’t have enough  foreign exchange to buy as many imported goods as we like to, so when there is import substitution, we must embrace it”.

When the Financial Minister says this as the Opposition are harassed and the public is silence and more draconian laws like Cyber Crime laws coming in Parliament. Show’s the ability of Zimbabwean regime wishes to push laws to silence social media and other dissidents as the policies and the regulations of Zanu-PF haven’t born fruits. This has to be hurtful for the President who has had years upon years to build, instead has skimmed money for himself and his elite.

Therefore with the knowledge of President Museveni (Sudan), President Deby (Chad), President Dos Santos (Angola) , President Nkurunziza (Burundi) , President Kagame (Rwanda), President Kabila (DRC), President Bashir (Sudan), President Afewerki (Eritrea), President Guelleh (Djibouti) and President Mugabe (Zimbabwe) has all been sitting a long time and has nothing new to show (and surely I could given some honourable mentions that I haven’t said). They can’t and they are not hungry to deliver. If they deliver or does anything profound it would be by rare luck or a new cash-cow for their elites and the political affiliates.

It is a reason why the Members of Parliament are greedy, why the corrupt behavior is happening and why the transparency is so low. The Executives who runs for life and runs for decades upon decades wish to run the game without question. That is their wish and their ways of assembling the needed riches for themselves.

President Museveni might drop by district and deliver some equipment and check of a few million shillings, but the depleted hospitals and schools isn’t built on wink and nudge from the master. While the inflation and the unstable currency doesn’t make the investors safe to have a haven of business in Uganda. This together with everything is connected to the President and his entourage as the family of Museveni is connected to all kind of business and agreements. Land is being delivered to the Elite or Financial backers, while locals and Internal Displaced Persons are living decades-on in camps. So the Museveni cannot drop a new sense of accountability as the walking budget isn’t promising anything new or creating a solid foundation now as that is not in his interest.

The interest of these long serving leaders isn’t to have strong institutions; they want them weak and keep people loyal around them. The Electorate and Citizens are not really important they are only important when they are pawns useful to trade aid or trade agreements of government loans to secure fiscal funding of the Financial Year and the Budget.  

These long serving leaders have control over foreign exchange, central banks and also the businesses that are vital for export commodities so that they can earn money on the hard work of the citizens as they do what they can to survive and live basic on the mercy of these political leaders. This happens years upon end… without question and with the powers of controlling the heads of the Military and Police so they can silence the population. Therefore the worst crimes aren’t murders or stealing under these dictatorships. The worst crime and worst offence is to offend and counter-claim the legitimacy of the Executive. Parts of that is also to solidify popular support of the public and therefore needs to be detained and charged with amazing amounts affidavits and draconian laws to determine the fate of the opposition by any means.

So this is the profile of the fellow Presidents, they are doing it in their own way, but the key of results is this: keep themselves in Power and secure the government funds together with business in the Nation for their loyalist and the people that the President can trust.

Since they cannot win the popular ballots as some of them could have in their first elections and ballots as they might have liberated the Nation or even gotten rid of former dictators or the fantastically corrupt who used the army and economy themselves to build palaces and get more government funds into Swiss Bank Accounts than amounts of sheep on New Zealand. The Presidents and their elites are in recent elections either using fear, armies to disrupt and silence opposition; if that doesn’t work ballot-stuffing, pre-ticked ballots and even stop the counting and fix the result for the Ruling Regime. So that the “legitimate” government is still there and with their “elected” men and woman even if the Electorate meant differently. That has happen again and again. The Presidents uses elections as big-caving events and periods to finally buy loyalty of local communities and give pledges that they have never plans to achieve as they keep the district in dire poverty to secure the aid and donor funds. While having ability to skim the funds and take the taxpayer’s money as the accountability doesn’t matter as much as the personal relationship between the Elite on the top. So when the President passes by the impoverished district he would drop some shillings and pay the community leaders with a new car or big brown envelope.

Why do we accept these men to run these ruthless games and when is this supposed to end?

When will the public and citizens be respected?

Uganda: Danida built the Courts, M7 donate 100m to a SACCO, 150m to the MPs for Cars and so on!

Today is a weird news day, the news from Uganda are scattered and shows the ability of nobility from Ugandan Government isn’t there. The impunity from Uganda Police Force continues as the loyal men to IGP Kayihura doesn’t cares about the law. While President Museveni drops a few coins, while his MPs ask for millions shillings worth of cars themselves; and there over 400 MPs so the amount of money used on the cars are huge. At the same time the news of Danish Tax Payers have built most of the Courts, the NRM steady progress is in the hands of foreigners and not in the hands of the allocations done by Ugandan Parliament. If so, then they would have contributed some cash for the cement that constructed these buildings. And so it goes on!

Just as Dr. Kizza Besigye goes to Court to be allowed to leave for United Kingdom for his meetings with Ugandan Diaspora, FDC P10 and others who support his cause abroad. The former District Police Commander Aaron Buguma showed his disgrace for Law and Order with not joining his own court trial as his own boss Inspectorate General of Police (IGP) Edward Kale Kayihura the other day. So the law is different it seems depending on who it is served upon, especially the ones who supposed to guard it can run away from their brutal behavior against citizens.

While the riches of President Yoweri Kaguta Museveni, the walking budget, showed his mercy at the Bwebajja Fruit Sellers SACCO got Ush.100m and also giving away tools. This came today as Court Justice Bart Katureebe said this in Parliament: Danida built almost all the courts in Uganda, but why isn’t gov’t not taking interest in this. You have courts sharing offices with bars”. That means the Danish Tax Payers monies built the Courts of Uganda, not used the extended revenue made Uganda Revenue Authority (URA) or the generate tax that President Museveni so proudly speaks of. EU spokesman Kristian Schmidt: “Praise for Denmark by Chief Justice: “Danida built almost all the courts in Uganda”.

Members of Parliament procurement of cars:

Each of the 427 MPs will receive UGX150m by October to buy new car to travel to their constituencies, according to Speaker Rebecca Kadaga. Parliament will have to process a supplementary budget amounting to at least UGX64bn to finance the MPs car grant. This comes after Parliamentary Commission rejected proposal by finance ministry to finance MPs car grant in shifts with priority given to newly elected MPs” (WBS TV Uganda, 17.08.2016).

If the greed of the Members of Parliament wasn’t big enough their road safety fears are extended as the men and woman have discussed building a fly-over to make sure they are well. While the Uganda National Roads Authority (UNRA) need to do this instead of securing better roads so there is less accidents and incidents to secure road safety. The road projects are most likely to be fulfill are the ones where foreign donors dolce out money or grants through bilateral and multinational organizations as International Monetary Funds or World Bank instead of through the ordinary budget of the allocated funds in the fiscal year. So that the MPs have the balls to order fresh from the factory SUVs and ask for fly-over to secure their working place is disgusting.

Another issue today: “Appearing before the parliamentary committee on ICT, minister of ICT and National Guidance Frank Tumwebaze admitted that the NRM government has finally given up trying to control the internet especially social media usage in Uganda. Tumwebaze said “every time government tried to block social media, within a few minutes, Ugandans were already back on after invoking VPNs “(virtual private networks)” (The Observer, 18.08.2016). So the VPN shows the sanctions for national security doesn’t work… so the reality is that the Ugandan Government are beaten by technology and their own public will to do what they do. The only danger this is to the Ugandan Government is that the NRM cannot be only source of information and where the intelligence they are gaining. Therefore the Opposition will have a place to share information without fear online and on social media even if the Ruling Regime bans it or tries to shut it down.

I should have commented on the closure of Greenhill Academy for being World Bank and Mark Zukerberg (Facebook Founder) donated school for having books with explicit content; while the reports that most UPE schools lacks books or equipment. So the ironic side of the closure is amazing and foolery from the state. But wanting to take control of private institution is not strange in the context of micro-management style of the present day NRM.

There are always more, this my little update on today’s Movement news and the Parliament of Uganda. This has been hazardous… this has been special and would not be the last. Because this government cannot help themselves and we who follows now it! Peace.

ODM MPs claim Jubilee is taking Kenya back to single party era (Youtube-Clip)

“A section of ODM members of parliament have dismissed the new jubilee party as an attempt to roll back the gains made since multi-party democracy was re-introduced in 1991. Led by Siaya Senator James Orengo, the mps alleged that President Uhuru Kenyatta is out to stifle democracy by presiding over the dissolution of more than 10 parties to form the jubilee party. And in Nairobi, another group of Odm mps have asked co-principals Kalonzo Musyoka and Moses Wetangula to support Raila Odinga’s presidential bid next year” (Kenya Citizen TV, 2016)

Opinion: Kenyatta goes after CORD claiming they trade insults instead of policies; maybe he ought to show his own achievements in office!

As Uhuru Kenyatta the current Kenyan President dropped this tweet with fire-power as a direct answer to the Coalition for Reform and Democracy (CORD). Kenyatta goes against the alliance on the opposition. The Jubilee who are next month becoming one party, the Jubilee Party. Instead of the 12 parties it where in the recent elections. The Jubilee will be one big party under Kenyatta and Ruto.

Kenyatta goes after ODM Hon. Raila Odinga, FORD-Kenya Hon. Moses Wetan’gula and Wiper Democratic Movement (WDM) Kenya Hon. Stephen Kalonzo Musyoka as he wants to say they trade insults instead of moving Kenya forward. Well, the CORD are asking for another way forward.

If Uhuru Kenyatta we’re serious about insults of his opposition, than he should look into the words of his running mate and Deputy William Ruto. He has been saying this on national broadcast himself about his opponents without any consideration:

“What we are doing to the country today in these street engagements is not different with what the Al- Shabaab  is doing to us” (…) “What the Al-Shabaab want is to instill fear in Kenyans, they want to sabotage our, they want to create an impression that the country is unsafe and you cannot do business.  CORD is doing exactly the same thing with their weekly street battles,” (News24.co.ke, 08.06.2016).

So that Kenyatta speaks about policies are more important why they stifled the Referendum of the constitution (OKOA) to get a free and fair election in 2017. After all the demonstrations and police brutality had to happen before the Jubilee sat down to discuss the matters of the corrupt and insubordinate Independent Electoral and Boundaries Commission (IEBC) that needed to be change. The IEBC board will change, but hopefully the deemed new leadership gives credence to certain procedure and righteous behaviour that the Kenyan citizens can trust.

Uhuru Kenyatta has to think of his own men and woman that are on the Jubilee tickets not only the Opposition. As the CS Interior Joseph Nkaissery attacks all other for “hate-speech” but doesn’t consider how the Ruling Regime are discussing their opposition. That is combined together doesn’t show the progress of a ruling party as the Jubilee. The Jubilee should show what their so-called policies have done. Instead they are addressing the opposition.

Together with the hate-speech Members of Parliament that we’re arrested for their words like Moses Kuria, Ferdinand Waititu and the others who have spoken out of terms for their political gain. So the Jubilee and CORD work out for them as the heated discussions and the reality of the political landscape for General Election 2017.

But the President should expose his policies instead of directly attacking his opposition as a real competitor and a real politician that wants to be elected for his second term. But his PR Games from the State House of late haven’t made him look smart or the next in line. Instead of doing so he is directly going into the fire without the needed plan to extinguish the fire. Therefore the common sense isn’t common; the sense of Kenyatta isn’t common. Apparently the policies are in the background as the other subjects are keys to keeping the mantle and leadership from 2017. Peace.
