

Sudan: 32nd Special Session of the Human Rights Council – Statement by Dr. Maryam Al-Mansoura Al-Sadiq Al-Mahdi, Minister of Foreign Affairs of Sudan – On the human rights situation in Sudan, Khartoum 5 November 2021 (05.11.2021)





The coup authorities continue their efforts to gain time by launching bubbles of useless political initiatives that are predetermined to fail to meet the clear demands of the street.
Meanwhile, the putschists continue to carry out massive arrest campaigns, impose their arbitrary measures, and issue decisions for exemptions and appointments with the aim of placing the joints of the state apparatus in the hands of their cronies from the remnants of the ousted regime, through campaigns to dismiss and arrest civil service leaders and union leaders. And the opportunity to pounce on the elements of resistance.
In this context, the calls conveyed by the media for meetings with representatives of the resistance committees come with the aim of providing political cover for minor settlements that do not meet the demands of the street, but are designed with the aim of breaking up the unity of the revolutionary bloc. After it became clear that Al-Burhan and his council were involved in a foolish adventure that put them on the edge of the abyss.
The mass movement must confront these cunning schemes by raising the degree of coordination and cooperation between its forces, and urgent agreement on a political declaration that defines its goals and coordinates its efforts to move its effectiveness and tactics to the initiative site.
The coup is confused and isolated, and the hour of its imminent defeat will strike with the organization of ranks and the integration of efforts, and just as our people broke the arrogance of this treacherous council time and time again, from June 30, 2019 to last October 30, it will do it again and no list will be established for them after it.

We renew the call for a return to civil disobedience on the next Sunday and Monday (November 7 & 8), after it was frozen by the recommendations of a number of professional bodies due to known economic considerations.
Your broad participation in the implementation of the rebellion means protecting those involved in the act of rebellion against any punitive attempts or arbitrary measures, and it also means the success of the rebellion in achieving its goals and making it more painful for the putschists.
You have undoubtedly followed in the past few days the series of decisions taken by the coup leader from dismissals in a large number of leading positions in the civil service and filling them with the appointment of remnants of the ousted regime in various state institutions, a trend that reveals the civil incubator of the putschists and an attempt to turn back the clock,
Continuing this approach means re-empowering the rescuers, the displacement and dismissal of the honorable, the unity of the female workers and workers through disobedience, strikes, and stances rejecting these decisions, which are necessary to protect your victorious revolution and defeat the illusions of the putschists.
Our strength is in our unity, and in the continuation and diversification of our peaceful resistance to tyrants until this night is over, and victory is coming.

Despite the blackout and the cutting off of communication networks and internet services, information is circulating from the city of Zalingei in Central Darfur state about widespread violations committed by the forces of the putschist military council.
Against unarmed citizens and peaceful revolutionaries, these forces consist of the military intelligence of the army, the intelligence of the Rapid Support Militia, the detective police, and the Security and General Intelligence Service.
The forces of the Military Council used live bullets and dushka cannons to break up the convoys of October 30, 2021, which led to 18 severe injuries by bullets and run over by military vehicles, four of which are described as critical and serious cases.
These sinful forces also continue to harass and abuse citizens, raid homes, terrorize their residents, and make arbitrary arrests. 45 arrests have been made since October 30, 2021. These forces take unarmed citizens from their homes at gunpoint to work sites, and force them to perform their work. The military coup put all civil institutions in Central Darfur under the control of these brute forces.
These violations and practices amount to crimes against humanity and are prohibited and punished by Sudanese laws and international covenants.
These places all those who ordered, planned and executed them under legal conviction and accountability. These crimes will not break the thorn of the peaceful resistance, but rather increase its violence and hardness. We call on the free, peace-loving and democratic peoples and their organizations to monitor these violations and condemn their ugliness.

Steady steps towards expanding and improving the base of comprehensive civil disobedience
All sectors of our people organized a general political strike and comprehensive civil disobedience in the face of the coup of the wrongful Military Council, which represents a decisive moment in the course of our revolution.
It requires more effort towards improving and expanding the base of the organization of our people’s peaceful movement in order to bring about the ghoul of the putschists once and for all.
We call upon the steadfast masses of our people, especially the resistance committees in the neighborhoods and Al-Furqan, and other revolutionary forces, to start organizing comprehensive civil disobedience committees in all cities and villages.
They are broad revolutionary popular committees in which all residents of the neighborhood, square or team are organized according to their desire and ability, and in which the resistance committees play a pioneering and leading role. Boycotting state institutions that were robbed by the revolutionaries and trying to use them to suppress our people.
The disobedience committee in the neighborhood or the square or the team in which all residents participate, each according to his ability, specialization and passion, to be more effective, the work is divided into groups, for example:
– Protection and Insurance Group: It works on Tetris and closes roads on an ongoing basis to protect and disrupt the movement of the forces of the military coup, monitors the movements of the members of the security apparatus, exposes them and isolates them
Services and Solidarity Group: It collects possible donations, provides consumer needs such as bread, flour, sugar, vegetables, cooking gas and coal, helps the needy, organizes group tables in the neighborhood or team for everyone if possible, contributes to maintenance work, garbage collection and environmental sanitation.
Health Group: In which doctors, pharmacists and nurses participate to provide medical services and medicines, and to contribute to the transfer of emergency and critical cases to hospitals.
– A group of events: organizes demonstrations, correspondences, revolutionary cultural activities, and raises awareness of comprehensive civil disobedience, its necessity and goals.
– Coordination group: Coordination between groups in a single disobedience committee, and with neighboring disobedience committees.
Comprehensive civil disobedience is our way to defeat the putschists and wrest the complete transitional civil rule run by the revolutionary forces that believe in radical change and the glorious December goals,
It is a revolutionary act called collective leadership in the hands of the masses and from them.

– Two martyrs in Omdurman Hospital, and a third in the Al-Arbaeen Hospital in Omdurman, bringing the total number of deaths documented to us to 11 since the 25th of October, (the day of the Military Coup carried out by the Military Council)
– INJURIES

⭕ Omdurman Hospital:
– A total of 28 different injuries:
– 4 serious injuries (3 gunshots + 1 car run-over)
– 2 fracture injuries.
– 22 cases of suffocation and minor wounds; (have been treated).
⭕ Al-arbaeen Hospital:
– A total of 23 separate injuries:
– 3 cases of serious injuries; (presently being treated).
– 20 cases of suffocation and light wounds; (have been treated).
⭕ East Nile Hospital:
A total of 105 multiple injuries in East Nile District :
– 6 injuries, including some critical:
1- Paralysis as a result of hard hitting on the neck by bottom of firearms.
2-Two gunshot wounds at the back, resulting in paralysis.
3-Two open fractures.
4- two bullet wounds in chest and limbs.
5-A total of 89 cases as of suffocation and other light wounds resulting from tear gas ; (presently being treated).

-A total of 8 injuries:
-Including a head injury by hitting with batons and the bottom of a gun.
– Run over with a Thatcher car, which was transferred to Wad Madani Hospital after the condition deteriorated.
-A fracture of the hand bone as a result of being hit with a stick by the Janjaweed forces.
– 5 cases as a result of suffocation from tear gas,and light wounds; (had been treated).
Stop sign Kassala State:
– One injury resulting from beatings; (has been treated, and the condition is stable).
Stop sign The Committee shall continue providing you with regular updates on all the cases and casualties once they are reported and confirmed.
