“Police to blame for Ntungamo violence” – Written by Ibrahim Nganda Ssemujja
On Saturday and Sunday last week, I joined Dr Kizza Besigye as he campaigned in Mityana and Mubende districts. On Monday, Besigye campaigned in the districts of Kyegegwa and Kyenjojo. He was in Kamwenge yesterday and will today traverse Bundibugyo and Ntoroko. Col Besigye will complete the Tooro sub-region tomorrow and return to Ankole through Rubirizi, up to Bushenyi.
The response in Mityana was overwhelming, but expected. It is Mubende that made a big statement. I travelled in the same vehicle with Kampala lord mayor Erias Lukwago and Lubaga North MP Moses Kasibante. Because of the crowds along the main road, we occasionally stopped to at least greet them.
A senior NRM leader from Mubende later told me that “the MPs may win, but for Mzee, I don’t know”. Mubende has in the past overwhelmingly voted for Museveni, the reason it was nicknamed the Karamoja of Buganda. But this Karamoja of Buganda has significantly changed.
At Busimbi grounds, where we had the main rally, the crowd was as big as has been the case elsewhere, almost bigger than Mukono’s. The enthusiasm, especially among young people, was even more humbling. And there is no better person that illustrated the need for change than Mr Odrek Rwabwogo, husband to one of President Museveni’s daughters. While campaigning for the post of NRM vice chairman in charge of western Uganda, Rwabwogo noted that his father-in-law seized power when Uganda had 10 million people. Last year’s national census put the country’s total population at over 34 million people. This means that at least 24 million people have been born when Museveni is president. And to Rwabwogo, the new generation needed some “fresh air”.
That is what I saw in Mubende. Blue T-shirts bearing the FDC logo and Dr Besigye’s portrait were not being distributed but sold along streets. And of course Besigye continued receiving gifts, especially goats, everywhere he went. There is a gentleman who gave him Shs 400,000 at the Mubende rally. This one did it more dramatically by handing him a Shs 50,000 note at a time as the crowd ululated. The same man again pulled out a bundle of Shs 20,000 notes and started showering lord mayor Lukwago with a note at a time. This was followed by the offering of goats, some draped in Besigye posters.
The NRM leader I mentioned earlier told me “it will be difficult to resist the wave of change this time”.
I am sure Mr Museveni watches and analyses these images daily. He knows his days are numbered. It is the reason he has started attacking media organizations. The crime of NTV and Daily Monitor is to continue broadcasting and printing these images. At FDC, we actually think the media has not reported the full extent of this wave of change, but we are not editors to determine that. The truth is that Besigye has bigger crowds than all the other candidates combined. And these crowds are not ferried, because the FDC and all Besigye supporters don’t have enough resources.
You remember the talk of switching off NTV? Thank God it was a rumour. I have been told other TV proprietors, including those of NBS and WBS, have been summoned by State House and warned. Of course for Daily Monitor, it is routine. When the paper had just started, Museveni always complained against it and its founders were dismissed as Acholis who wanted to remove the new government. All people with names starting with letter O – Obbo, Oguttu, Ogen and Ouma – have since left the Monitor but Museveni’s hatred continues. I will, in a future article, revisit this relationship.
I want to concentrate more on the Sunday violence in Ntungamo. I saw images of young people wearing Museveni campaign T-shirts being battered by candidate Amama Mbabazi’s supporters. And this was also expected. There is no presidential candidate that has suffered at the hands of NRM hooligans like Amama. Television stations showed us NRM youths defacing Amama’s posters in Bushenyi in broad daylight. And Lt Gen Henry Tumukunde flew a Museveni campaign chopper to the venue of Mbabazi’s rally in Fort Portal, moments before his arrival! All these look like actions of a panicky dictator. I was happy when NRM Secretary General Kasule Lumumba condemned these actions and distanced the ruling party from them. But the fact that they have continued is a clear indicator that someone somewhere is encouraging and probably financing them. What the police should have done was to arrest Ronald Kibuule when he lined up NRM youths along Mukono town council streets to provoke Amama.
Again police should have arrested Ntungamo municipality MP Yona Musinguzi who was seen distributing Museveni T-shirts to youths that stormed the venue for a Mbabazi rally. The reason presidential candidates harmonized campaign programmes was to avoid such scenarios. What inspector general of police Kale Kayihura is forgetting is that when you unleash violence, you are actually teaching everybody to be violent. In fact, Amama’s supporters have tolerated this for too long. Instead of protecting a regime that has lost popularity, Gen Kale Kayihura should prepare and begin rehearsing how to lose and hand over power. This is inevitable.

Third day of Presidential Rallies in Uganda and some reports on the PFMA and KCCA
There been a new day on the trail the third one. This day has made most sad. Not by what has been said or really done. Though the news of certain candidates abducted and detained at Jinja Central Police Station. That is sad, but not a shock in the environment they campaign in. It was just a matter of time. The really sad thing is not that the President rallies in a Helicopter in the Northern Ugand with Bebe Cool Yellow-editing the reality. That is just expected by the NRM-Regime. What are sad is not the bad roads that FDC is travelling in Kisoro. That is also expected. What is sad is that the Parliament has fulfilled the wet-dreams of President Museveni with adding his wished amendments to the Public Finance Management of 2015. That is sad. But let’s go through the election trail while we also have a little bit of sorrow for the cancellation of Nominations of the Lord Mayor race in Kampala. Cowardice from the Electoral Commission, check it out!

The People’s President Dr. Kizza-Besigye Wrn has campaigned in Mukotojjomuko Town in Rubanda West, Kabale District. Mukatojo trading centre was we’re he had his first rally today.
Bad roads force Gen Muntu and National Party Chairman Ambassador Birigwa to abandon cars. The Kisoro campaign trail is moving on well, Dr Besigye has 4 more gatherings to adress plus the main rally in Kisoro town
Dr. Kizza-Besigye Wrn and Gen Muntu campaigning in Rubugiri in Kisoro District.
They will have the main rally in the Mayor’s Garden in Kisoro Town. Here he got even more NRM cards up into the hundreds like in recents day from determind members who is thinking of leaving the ruling party.
Besigye said this today:
“Museveni can only be President up to May next year. The corrupt can only steal up to then. After May, whoever dips his hand in goverment coffers. His hand will stay in there”.

“Kisoro is one of those region herald has a stronghold of NRM, where its alleged that 93% of voters support the ruling party”.
The Message that Dr. Kizza Besigye had to the people of Kisoro after the rallies:
“Thank you very much Kisoro !..for the overwhelming reception you have accorded to my candidature today. Despite all challenges the people of Kisoro face ,ranging from lack of decent rural roads,.hospitals and schools you have braved the long journeys and I salute your hunger for the message of hope exhibited today at our rallies” (…)“Kisoro region is one of the most naturally endowed part of the country rich with fertile lands and tourist attractions, but having travelled through the remote areas of the region, I feel quite ashamed and disturbed by the state of affairs in this region, the situation is as alarming just like in all the other parts of the country” (…)“It’s not surprising that Mr. Museveni alleges 99% of Kisoro region support him and the NRM regime yet he abandons you to a state of abject poverty, because his government is riddled with corruption to the extent that he doesn’t care about the conditions he exposes you to, as long as you vote for him or he forces himself onto you against your will. Maureen Faith Kyala has been arrested today. She was detained in Jinja. Maureen is detained at Jinja Central Police Station.
Rule of Law and the FDC:
“Kizza Besigye risks being banned if he defies the law, Electoral Commission (EC) says as it warns the FDC flag-bearer against ‘inciting public with his defiance campaign’. Besigye who is seeking the presidency for the fourth time says his 2016 campaign is one of defiance, not compliancy” (NBS TV)
NRM Rallies today:
Had their campaign at Dokolo today. There was massive turn-up of Crime Preventers at the venue and especially at the Iguli rally of the President. He also had Rally in Lira.
YKM said today: “When we took charge of Uganda, we enacted a constitution – all power belongs to the people”.
Go-Forward rallies:
Amama Mbabazi held rallies in Mityana today. At Mityana he received a spear, shield with the water-hoe symbolic of agricultural roots. DP Norbert Mao is part of the trail, even FDC’s Beatrice Anywar!
Beatrice Anywar said this today: “Who knew DP members would be at the same rally with FDC and NRM members, this is possible with Amama Mbabazi”.
Mathias Nsubuga said this: “We have not sold DP to Mbabazi. TDA is an alliance seeking change in Uganda. Change one person can not bring”.
At the Mityana rally a man asked “Amama how they used to rig the elections?”, he answered the man: “Never leave the premises or polling station”.
Amama Mbabazi said this today: “Every generation has its responsibility. Ours liberation this country, brought it this far. Need to carry on” (…)”I know a lot and can assure such (vote rigging) will not be done this time around”.

PRESIDENTIAL CANDIDATE MABIRIZI JOSEPH ABDUCTED FROM HIS HOTEL ROOM IN IGANGA
This is an official statement from the Head of Bureau.
At around 2.00am this morning, 11th November 2015, TIC Presidential Candidate Elton Joseph Mabirizi heard a knock on his hotel room. When he asked who it was, the assailant said : “I am your bodyguard”. So he opened. It turned out that it was not his bodyguard but two strange men.
He was in his Pajamas but without a top (bare chest). In that state he was blindfolded, walked to a waiting car, forced into the car boot and driven off to a bungalow where he was ushered in a room and unfolded. In the room he saw three men dressed in military uniform and the two plain clothed ones that had picked him from the hotel. They made no attempt to hide their faces.
He was thoroughly roughed up and warned that if he still wanted to stay alive, he should quit the Presidential race. They had a hot plate in the room which they plugged into a socket till red hot. They told him that if he does not abandon the campaign, next time they would make him sit on it.
He was then blindfolded again and dropped at a small urban settlement at around 3.30am,. He was rescued by the area LC who made arrangements to take him back to his hotel.
It should be noted that he has 11 armed Counter Terrorism Policemen guarding him. Not even one of them including his personal body guard learnt of the abduction until he was brought back to the hotel by the area LC I.
The latest now (12.03 pm) is that he has been driven in another police car to Jinja Central Police Station and has been taken inside.
We have spoken to the EC spokesperson Mr. Taremwa to report the incident. We explained that our candidate had been abducted under that watch of 11 counter terrorism policemen. The phone went off during the conversation. We have called back five times- he is not picking his phone. We have sent a text message to him requesting to call me back. It is now 30 minutes, he has not done so yet.
This should give an idea on how important the EC takes Candidate security.
We shall have tie to address the press when my candidate has been safely evacuated from Busoga region to Kampala.
Today he was scheduled to address rallies in Jinja and Mayuge.
It is not clear whether he will be able to do so.

Mayoral Race in Kampala – Erias Lukwago comments:
“Addressing the press on the obnoxious KCCA Amendment Bill that seeks to whittle down people’s sovereignty. It’s only a collapsing regime that takes refugee in draconian laws. I have submitted to the Electoral Commission all the relevant signatures endorsing my candidature ahead of the nominations slated for Monday 16th. I have also called for a stakeholders’ meeting tomorrow 12th November at my residence in Rubaga at 11am to chart a way forward. The struggle continues”.
NRM Primaries – Saga doesn’t stop:
Makindddye Muncipality aftermath:
“This morning l have submitted a video recording of massive rigging in Makinddye Ssaabgabo Municipality masterminded by the Municipality NRM Registrar Charles Settebere, in favour of the outgoing twice flag bearer . l have submitted it to NRM Electoral Commission Legal Officer Mubarakia Kalungi, but his boss Dr. Tanga Odoi and NRM First Vice Chairperson Ah Haji Moses Kigongo, were also aware of the event. l have called for the cancellation of results and a call for fresh party primaries, and to do away with the notorious registrar, Settebere, and replace him with one from the headquarters. All Polling Station registrars should also be reinforced from those at headquarters. Failure to respond to my prayers, l intend to stand on an independent ticket. In my own observation however, three man Tanga Commission is over whelmed. Capt. Abbey Mukwaya Committee should come to its rescue” (Written by Ahmed Musaazi).
Side-note:
In Kijabijo (Gayaza Karagi Road). The community says «they need power back». They have spent 4 months since the transformer was taken by UMEME. So they have put fires into the main roads as a demonstration against the government and UMEME for taking away electricity.
Side-note 2:
Eng. Dr. Badru Kiggundu of Electoral Commission has suspended the nominations for Lord of Mayor of Kampala. Surely they trying to coup the place for Babu instead of having a fun race between Raga Dee and Erias Lukwago. That is because the NRM-Regime hasn’t the balls to do so, because they know what might happen! Especially since they remember in 2011 and also the last by-election in Amuru…
Side-note 3:
Finance Minister Matia Kasajja told the Parliament today that there is no money in the Contingency Funds therefore the need for the Public Management Fund 2015 Amendment. The sad note on this matter is that the Parliament passed it. So the Government can just ride into the Bank and take short term loans as they please now!
Aftermath:
Think that was enough for the day. Don’t you think this was more than enough. THE PMFA 2015 amendment is frightening enough. The things that been said on the trail is not important, now the Government and the ruling NRM-Regime has secured funding for their campaign and buying of fresh gear to their “Anti-Besigye-Act” and their fresh tear-gas. Surely these elections will be mad and brown bags. Since the Bank of Uganda is now a free for all. You can be surely be proud Hon. Kasajja and President Museveni, there will surely be inflation and devalue of the Shilling in the near future. Kiss 5% inflation rate goodbye! Peace.
NRM Primaries – Losers of this rigged elections plans to go independent!
Well, the spokesman of the party is strongly saying the party will be more united now then ever after this Internal Election. Surely when they all or so many has rigged themselves there. Surely they can all discuss the value of pre-ticket ballots and stuffed ballot boxes in the polling stations. That must be something that is discussed in the four day conference at Kololo right?
Just think of Opondo are talking to Odoi: “How can we do it even better in the 2016? The media and this social media people have spread our malfunctions to the world and this moles are tearing us apart! We got to do something!”
Well, that is made up, but you get the point right, and what worth has it to have politicians when none of them lives by the old saying: “Taxation without representation”. But now, do yourself a favor an take a look at this wonderful masterpiece called the aftermath of the NRM Primaries and some of the reports I have gotten today!
Ofwono Opondo said today: “NRM is going to be more united then ever”.
Abletong:
“Owino has said Wednesday’s NRM primary elections were marred by massive vote rigging and intimidation orchestrated by armed forces. Mr Owino, who described the deployment of armed forces as “nonsense,” alleged that the army engaged in intimidating people, especially supporters of Ms Otengo’s rival, Mr Samuel Okwir” (…)“When time came for collecting polling materials and results, the police and the soldiers did not allow us to go to the polling stations. Soldiers were using the vehicles belonging to the District Internal Security Officer, OC station and that of the town council,” Mr Owino told Daily Monitor” (…)”The district party registrar, Mr Isaac Odyang, said the election was free and fair though he acknowledged there were few soldiers and police deployed about 100 metres from the tallying centre” (Oketech, 2015).
Amudat:
Reports from the area is that NRM members has burned the cards in the area up to a thousand member cards been put into the fire. A NRM member in the area said this: “There was no free and fair election in Amudat. What was in Amudat was National Rigging Movement,”
Arua:
“I take the opportunity to thank friends, relatives, family, supporters and the entire Arua community for standing firm with me during NRM Primaries. Though we didn’t make it, we thank God for taking as through the exercise. Not all hope is lost and I still remain hopeful for 2021. I congratulate Hon Abiriga Ibrahim for making it” (Brian Godfrey Obiga).
Buduma South:
Hon. Oboth Oboth is planning court actions after the conduct of the primaries in the district, which he lost. He claims that it was extensive rigging.
Buduma North:
Hon. Fox Odoi alleged rigged for one of the candidates and one of the contestants of the petition has already had it dismissed.
Bujenje County:
Princess Kabakumba Masiko lost her place rumored that she will now join Go-Forward.
Bufumbira East – Kisoro District:
Eddie Kwizera who lost to James Nsaba Buturo, he plans to either join the FDC or Go-Forward.
Kabale:
Fred Ruhakana said this: “I have today quit the NRM. The Primaries were highly rigged in favor of the incumbent”.
Kanugu:
“Those who lost in recent NRM elections have rejected results that were announced on one of the radio stations in Kanungu district saying that announcement was unfound. Those who are against the recent release include James Kaberuka, Ahimbisibwe Gad Rugaju,Josephine Kasya, Muhumuza Frugency and Elizabeth Karungi. They claim that there was no transparency in tallying process, tallying of votes in Kinkiizi west was not done and selective harassment of agents by police”
“Brothers and sisters, lam petitioning NRM EC to repeat the exercise of holding NRM party primaries in Kyaddondo South. If not, l am declaring that l will stand on an independent ticket” (Ahmed Musaazi, 2015).
Katakwi District:
Jessica Alupo (Now Minister of Education and Sports) who lost her place in the Primaries are going to run as an independent this coming election.
Kibaale:
“Police fired tear gas at National Resistance Movement party supporters in Kisiita sub-county, Kibaale district who were protesting results of the recent primaries” (Tumusiime, 2015).
Kitgum:
“An aspirant for Kitgum Woman MP NRM flag bearer, Ms Jane Achiro Opio, has said she will petition the party’s electoral commission, calling for fresh elections after her name was not printed as number one on the ballot paper as she had guided her supporters” (…)”Ms Achiro castigated the district NRM officials for allowing the elections to continue despite realising that Ms Achan’s name had been erroneously entered on the ballots for Kitgum Woman MP election” (…)”“I had told all my voters to tick the first aspirant on the ballot paper because all the names of aspirants are arranged in alphabetical order,” she said.
Ms Margret Lamwaka was declared the NRM flag bearer with 20,200 votes” (Okot & Komakeach, 2015).
Lira:
Omara Odung the Mayor of the town lost in the Primaries to his now councilor. Mawa says: “votes from tally center of railway where he comes from not counted”. The now former mayor says now he will go into the polls in 2016 as an independent.
Mbarara: Mayor Aspirant of Etaara!
“That is the first promise that Mugabe Robert Kakyebezi made to the town dwellers, once elected the next mayor of the soon to become city; that he would restore the largely defunct street lights” (…)”Kacebezi took advantage of the slanderous language of the incumbent Wilson Tumwiine which turned a lot of support away from him” (…)”He also ridiculed some of his contenders saying that they owned no single building in the town and thus were not fit to be elected mayor” (UGBlizz, 2015).
One of the ones who lost in Mbarara Municipality Dr. Medard Bitekyerezo who describes himself: “There will be no end to the troubles of states, or of humanity itself, till philosophers become kings in this world, or till those we now call kings and rulers really and truly become philosophers”. He says that after losing he will run as an independent.
Mbale Muncipality:
Umar Nangoli lost to John Weekesa Wabongo, who now threatens to join Go-Forward if justice doesn’t prevail.
Mukono South:
Rev. Peter Bakaluba Mukasa lost and is saying that he will go independent.
Nambole:
“Money-Man, Tycoon, Kingmaker Hajji Hassan Basajabalaba has lost the NRM National Entrepreneurs League Chair to Rukaari. He will no longer sit on the NRM’s prized top decision making organ the CEC. He was defeated with a margin of 53 votes after he polled 230 as his ‘tormentor, Rukaari polled 283 votes”.
Rwampara Country:
Vincent Kyamadidi has claimed that there was no place to tick him off on the ballot-papers and as a result of this he will go as independent candidate in the district this coming election.
Okoro County – Zombo District:
Stanley Omwonya rigged the elections so diligently that out of the four sub-counties, he only won the one which is his home and he still won the election for the new constituency that was made and called Oraa out of Okoro.
Tororo West:
Sarah Opendi will run as independent.
Journalist shot during the Primaires:
“Enoch Matovu, a correspondent for a local television, NTV, in Mityana District was reportedly shot on the head while covering an incident of vote rigging during the NRM party elections at Bulera police station in Mityana district. He sustained a bullet injury on his head” (…)”Matovu told HRNJ-Uganda that he was covering the incident and never saw who shot at him in the scuffle, “I saw the local people opening the car and removing the ballot papers which they scattered around the police station, and that’s when I stopped understanding. I later discovered that I was admitted in Mityana Hospital.” Matovu narrated. Two unidentified men have so far been arrested and detained at Mityana police station, according to police” (…)”The scuffle ensued when an unidentified man turned up at a polling station near the police with ballot papers and could not ably explain where he got them. The local people became hostile and wanted to lynch him but he managed to escape and hid inside the police station. His car was broken into and the ballot papers scattered by the angry locals. Matovu is still undergoing treatment” (HRNJ-Uganda, 2015).
The President speaks a NRM Conference in Kololo Grounds in Kampala:
“NRM always follows the truth. All the problems we have had in the party primaries is because people are not following those principles. That is why you find people hiding ballot papers to vote more than once.That is why some people interfere with the register” (…)””Why should people steal votes when you are there. You should not allow it. Why should you beat a fellow Ugandan?” (…)”The NRM secretariat died when it was under my young brother Mbabazi. The NRM garden had grown weeds” (…)”A member of NRM can ask, what will I benefit? Then you tell him what about peace, free education for the children, roads? And he says even FDC members benefit in that. UPC used to give their leaders sugar and left out others and that is why they are no longer in power” (Mulondo, 2015).
Sideline story:
The Same day one of the men behind the book called ’99 Reasons why Museveni Must Go’ who released the book on Friday (30.10.2015) at the American Embassy was shortly after that detained by the police. The man I am speaking of was the gentleman of Muhamed Ssegirinya.
I know I have read and written so much on this NRM Primaries, that is because its sadly very entertaining and also the issues continues to pile up together with massive reports. Now we are getting a sour loser who knows that these elections are rigging parties, pre-ticket ballots or written wrong on the ballot-papers. The tale of the NRM Primaries of 2015 is in the name of Kenyan Ballot-Papers.
If they are more united after this then there more united in the way of rigging themselves into power and not giving in to the people, and letting the people find the ones they want to represent themselves. So with the NRM-Regime they will continue to live in the sense of Anti Taxation-with-representation, because that is something Museveni fears with a passion it seems. Peace.
