We thought we seen the worst; but the here comes the 20 Point Programme from Mzee!

Sometimes I think President Museveni is a bit too smart for himself, that must be it, as he have since start of his reign added and amended more plans than useful laws. That is something the world should know by now. He entered his first term after rebellion with the 10-Point Program that was supposed to reinvent and remake the democratic, accountability and facilitate the development of Uganda. Something that has been stalled for wish to stay in power and also his own nepotism, corruption and cronyism in government and state functions in general; together with no-need to leave the militaristic maneuvers of government.

“The NRM under the leadership of President Y. K. Museveni came up with the ten point programe of action. In 1987, Basing on the ten point program, President Museveni launched a Minimum Economic Recovery Programme followed by a series of reforms aimed at restoring macro-economic stability to provide a favourable environment for economic growth and private sector development. The key reforms were, liberalization, privatization, currency reform, changes in tax and fiscal policy plus restraining expansion in government expenditure while maintaining focus on economic recovery and growth” (Uganda 25 Years of Nation Building and Progress, Jan 1986 – Jan 2011, Printed: May 2011).

That is why that when I read that President Museveni had the genius idea of a 20-Point Program, I was latterly laughing and crying in sadness of this so-called leader. Who supposed to lead and make change; after thirty years in power with a 81 Cabinet and created astonishing amounts of districts and sub-counties, that every town and nearly all villages have either one or two central LCV and other councilors to be bribed by the central-government. And in his genius attempt to spoilt the trade, he comes with another plan to cover over the atrocities and pledges that we’re recycled under campaigning in 2015 and 2016.

This comes from the leader who of late has already these wonderful plans to hold onto and supposed to finish in his lifetime, as he wants to promise the Ugandans the middle-Income position and also economic progress in the levels of South Korea and Singapore. Though, the corrupt and donor-friendly behavior is still necessary since the Petroleum money, is still not certain as it is still needed more development and investment before the profits from the black-oil drilled in the Lake Albert basin and Albertine region.

The first plan that was supposed to take over the failed 10-Point Program from the Economic and Development of the Republic, where the magical and all-covering; the Second plan the famous ‘Vision2040’, where all pieces of government and private sector we’re interconnected as the NRM-Regime had plans to reconfigure and also establish what they had did between 1986 and 2013. The plan that we’re released in 2013 said this: “a transformed Ugandan society from a peasant to a modern and prosperous country within 30 years”; I do not feel the need to say how much further they have come in the last three years.

The third plan that comes to mind was the National Development Plan II (NDPII) who we’re drafted and surely released during the 2015, and we’re written March 3, 2015. This was a plan for the infrastructure projects and the defining projects that we’re interconnected with railroads and also the major road projects of the UNRA, which is certain a magnifying economic prospect as the investments in infrastructure as the unfolding economic problems, that recently was reported from UNRA. So the President has issues with this alone, before releasing the 20-Points Program of 2016.

So with the hearing of a new plan from the grand National Resistance Movement and the Presidency of 30 years, if he had finished or wished to finish the first plan, the 10-Point Program. But, that wouldn’t make the political battlefield and the regression of progress so obvious; if anybody believes he will ever finish a program or even sufficiently have due-diligence behind a new program, you should dream on or reconsider you thought pattern.

With the newly released 20-Program Plan of 2016, is a rehash of old-ideas into a new format with the mix of the Vision2040, 10-Point Program and the National Development Plan II. That is a combined of these visions, as the 10-Point program is totally out of whack, the 2040 is in the midst of it and been in the works for three years without any real progress on the matter. The NDPII is a framework for basic transport and infrastructure that are parts of all the three other plans. So, this is far from finish and with the UNRA troubles, the World Bank suspension and the others issues with financing the grand infrastructure projects of late, while the Standard Gauge Railway and the Northern Corridor Integration Projects (NCIP), which is a collective planning of infrastructure between the East African nations we’re it need cooperative effort from the countries.

So with all of this in mind, when reading the progressive, the revolutionary, the rebels new plan like the monstrosity levels of belief that he can sell yet another amazing plan to the public and donors. The reassessment the donors should do is that this in the mass of affairs and tricks the NRM-Regime have come with for three decades and was supposed to be new-found governance; instead it has been more of the same, just in another name, another package and another head-honcho who been able to smile with Bill Clinton, Gadaffi and all the dignitaries that wanted spend money on his government and newly created institutions under his leadership. This has all happen, while the Western countries have accepted the atrocities and brutality against civilians for the peace and assurance of progression of democratic values that over time have been proven as fool’s gold.

The reality of this new Plan is to repackage the same of promises and the so-called progression of the government institutions and the civil service delivery as hospitals, schools and roads. Through the neo-liberal structural adjustment plan that we’re accepted to get more World Bank loans in the 1980s, while now because of less donor-funding adding more loans into the bloated government budgets together with bigger government spending on growing parliament, growing districts and sub-counties, while the added expenditure on the projects as the rising prices on roads with little due-diligence, higher interests on the fallen loans and the expenses on military equipment. This all with the steady level of inflation and proved little will to change the service delivery from the NRM-Regime, as the international community have let most of it go without any impunity or real care.

As even the European Union proudly did this recently after the fraudulent election they discredit in their own report, still they we’re so giddy to do this:

“Goverment of Uganda to hold political dialogue with European Union as mandated in Art 8 of Cotonou Agreement” (Emma Were Tinka, 28.06.2016). So the true ethics of the European Union and democratic values can be traded of with a decent agreement and when the NRM-Regime can even be validated by EU, this talk and consider, even sign the agreement, but they might not implement it; as the due-diligence have never been a thing for Museveni, so after all this year? Why should it all of a sudden matter?

This new plan is another one of his schemes and plot to get donor-aid and get funding for his nepotism, his cars and airplanes as the direct budget and the over-priced infrastructure projects have silenced his critics as that have been used on tear-gas, Russian fighter-jets and other needed procurement, not on fixing schools and buying school-books for the students. That is no-need and not proved added value. This 20-Program plan is just non-sense and the ones that buys into it, are long lost causes like Ofwono Opondo and Andrew Mwenda. Peace.

What NRM’s #Steady Progress really is…

We all know that the election is going on and that NRM have a campaign slogan as such: “Steady Progress”. This is the time when NRM is telling in each district they visit about the 29 years of “steady progress”. Well, I will not, I am not NRM. And not a great fan of the NRM. As those of you who read my page/blog should understand by now. I will show another story of the #Steady Progress have been under the NRM and Yoweri Kaguta Museveni’s presidency.

#Steady Progress under the NRM-Regime is that there been violence and arresting the opposition leaders with different claims. And have rhetoric that attacks others then look into their own missteps. Especially when Mzee hear the reports of the violence were from NRM-Supporters together with the Police in an area (Ntungamo clashes for instance). There isn’t the first time the President Museveni spreads fear in the name of democracy and not the last. He can put his words into a leopard’s mouth and see if the animal bites.

#Steady Progress is to have close hospitals in the weekends and having no nurses at the referral hospital in the districts. #SteadyProgess is to suspend health workers after showing the terrible working condition of the Health Care facility.

#Steady Progress is to use the colonial law of preventative arrest when it fits the NRM-Regime and if it fits the new law Public Order Management Act then the Police will take care off or silence Political Opposition leader, Human Rights Activist or even random pedestrians.

#Steady Progress is that the police tells the world and journalist on how to conduct themselves and how to be a part of campaign convoys of the opposition leaders.

#Steady Progress is to give a higher pay-rise to the Electoral Commission chairman from 6 million shillings a month to 35 million shillings each month.

#Steady Progress is first to lose the money to sustain and make the National ID cards, and not give them to the citizens. Then later deliver this to the Internal Displaced People in the camps and also immigrants from neighbor countries then the initial voters and citizens of the country.

#Steady Progress is to have terrible roads in and around the villages. #Steady Progress is to finally have rail system working between Kampala – Namanve, but not for the rest of the country, and it had to happen right before the election.

#Steady Progress is to go into neighbor countries with the army without international mandate for securing the friends and caretakers of nations around to secure loyalty to the President of Uganda, not to secure Uganda.

#Steady Progress is to make the currency weaker and weaker. #Steady Progress is to make the Bank of Uganda a personal visa card for the government because of the new amendments to the Public Finance Bill of 2015.

#Steady Progress is to make the nomination of candidates for elections more expensive so only the ones that are friends and cronies of the President will be sure of having the funding and support to stay on as candidates.

#Steady Progress is to bankrupt the national airliner and still only have on international airport in the country, also to get British Airways to cancel their flights to Entebbe and stopping fly to it after the set date of contract with the Airport.

#Steady Progress is to have a chaotic internal elections with pre-ticked ballots, late ballot delivery, wrong names on the ballot, stealing the forms for final counting, winners jailed for misconduct, bribing voters in villages to vote for candidates, letting members of other parties vote in the internal ones, sole candidacy in many constituencies and also clear indication of rigged for loyal Mzee men and woman.

#Steady Progress is to land as hunting-grounds or for services rendered for the government either to the likes of Aga Khan or other foreigners, even trade of forests and mineral rich land, to get it pocketed while the Government of Uganda can.

#Steady Progress is to borrow more and more money to fund the aid deficit created by the “Anti-Gay-Bill” fiasco. That left a vacuum from foreign interest together with the strategic loss of partners to sustain their aid to the country and picking other feasible projects there.

#Steady Progress is give money to religious leaders to secure their congregation who their God has picked as leader and who their lord has anointed to the position.

#Steady Progress is to get a bigger government and more ministries so that all the ones closes and most loyal get a place in the central government.

#Steady Progress is to use more on private plans and military equipment then on basic school kits, school buildings or even medical supplies.

#Steady Progress is for the President to claim again and again that he is the only Mzee who can keep the country safe and keep control of the army.

#Steady Progress is to have old medicine or copy medication instead of having extra supplies through the NMS.

#Steady Progress is to have ghost-workers, ghost-voters, ghost-schools, ghost-roads or ghost-expenditure.

#Steady progress is to fire all of the UNRA workers and getting the funding for bigger projects through the World Bank cancelled.

#Steady Progress is to see that Uganda Human Rights Commission loses it funding from it’s donors.

#Steady Progress is to hire “Crime Preventers” as securing votes and create havoc in other candidate’s rallies to make sure that people stay loyal to the Mzee, and also ship them from NRM rally to NRM rally to make the party look more popular.

#Steady Progress is to have more and more car accidents on the bad roads, even lose the lives of more Members of Parliament due to bad roads in the districts.

#Steady Progress is for the rich and for the wealthy to take their family members or themselves to health facilities abroad to heal and prosper.

#Steady Progress is to borrow money on the future-oil monies and trade of the oil refinery from Russian state-owned company to buy military equipment.

#Steady Progress is to lose battalions and soldiers in Somalia and leave new recruits with little or no supply. The army in Somalia has to sell equipment for food and necessities; instead of fighting the terrorist group Al-Shabab.

#Steady Progress is that landslides after heavy rains and floods have no covering or security funds from the government nor any restrictions or helping agents to save lives on that matter.

#Steady Progress is given funds of 51 billion to the post-election violence for the Police and army for the “excuse” to secure the safety and peace in the country.

#Steady Progress is to tear down other candidates posters while sealing off and securing with Police force the incumbent presidential candidates ones on the walls.

Ready to Move with Sevo Music Campaign for 2016 P5

#Steady Progress is to use a tiny fortune to make a gig-song and have singers on the campaign trail.

#Steady Progress is to pay boda-boda men in town and villages to not drive to opposition rallies.

#Steady Progress is to have a rising inflation and devalue the currency before and after every election time, leading the results for more expensive fuel, food and living prices in general. 

#Steady Progress is to send SMS’s to everybody to tell them to VOTE MZEE, even if they don’t are NRM members or belongs with the Party, instead he sends to all Ugandans in the companies to gain support.

#Steady Progress is to pay boda-boda drivers to drive people to Mzee’s venues, give away t-shirts, give away free fuel, feed the public food and give money to the attendance of the crowd.

#Steady Progress is to use 500 billion shillings for campaigning for the presidential candidate, to give out handouts to loyal men and woman in the districts, cars to chiefs and other gifts of that nature to feed the loyal NRM people in up-country and the rest of the country.

#Steady Progress is to close off transmitter of radios who send messages opposing the NRM-Regime.

#Steady Progress is to deliver a campaign package of 20 million shillings to NRM Parliamentary candidates.

We can all see and this a gist of the actions and events leading up to the 29 years of #Steady Progress from Mzee and his NRM party. This was certainly not the things he fought for in the bush-war or the idea he sold at the time. It has surely changed. I could have displayed all the corruption cases, embezzlements and such, but as I said this gist of the actions from the NRM party and Mzee. We have not taken in account his foreign adventures and military actions, or all the people that have been left behind. Peace.

A honest letter to the Ugandan President Museveni after being snubbed by the U.S. President Obama

Dear His Excellency (H.E.) President Yoweri Kaguta Museveni!

I write to you since in the recent day you got rejected to meet with the American President Barrack Obama who will visit Kenya on the 24. July 2015. This is today! And he wouldn’t meet you in Kenya!

It must be a slap on your face Mzee that your ally in America is saying “no to see you”. When he is in your neighborhood. When he steps on land in East African Community and will not see you. Your sending troops for them into Central African Republic on the goose hunt for your lost cause for so long in Northern Uganda. The famous LRA and Joseph Kony! The one man that even the American army want to get rid-off! Then they failed together with Ethiopia in Somalia where you have been charged together to fight Al-Shabab. The Americans are certainly happy that you do this and don’t cost them much compared to send their own troops.

Mzee there many reasons why President Barrack Obama is saying no to see you. He is firstly meeting Kenyan president Uhuru Kenyatta. Who is turning into Americans ally in the area of late, even if you fight wars for them and use enormous levels of resources as well, still he doesn’t expect your courtesy call. You have been in charge of Uganda since October 1986. Obama is in his last term he has been lucky to only be Head of State in the country from 2009. He is not like you a true and tested leader like you! Even if he has Nobel Peace Prize. He got before really stepping into the office.

He has also been parts of wars. You have sent your own people and now they don’t even talk to you. I am not sure is because you have latest visits abroad to any great western powers. Was to Russia and then you started to buy army equipment from them instead of American. That is sure a slap to the face or the U.S. Arms producers, the cancelling of a planned military exercises on the 19. June of 2014, because of the “Anti-Gay Bill”! Since then it’s been cold from the American government and the White House. Then you’re buying expensive military equipment for your army from Mzee Putin of Russia. It’s okay that Obama had a burger with his predecessor Medvedev. Still with the Ukraine situation and Putin back in the hot-seat the turning relationship has also hit a snag. So don’t get the possibility to eat a burger in Nairobi with Obama.

So you’re now hurt by the almighty Obama. I am sure you wished yourself was directly mediating in Burundi, instead of the Defense Minister Crispus Kiyonga.  You’re in Uganda dealing with your own election then being there looking good for the press. The sad thing for you is to see your former weapon brothers going against you like Jean Patrick Amama Mbabazi. Who is trying to take your candidacy in your own party the NRM! And even worse for you is that the man who has fought against you for so long Dr. Kizza Besigye has gotten crowds where-ever he steps and moves around in the country. And your methods of chasing the opposition like a headless chickens, don’t help you at all Mzee Museveni. You think it does, but up to the election, you just look foolish to all the pundits. You look like a weak man instead of the man who has been in power since the 80s. You have cut loose so many big men before going into power, like Gen. Oyite Ojok, Yusuf Lule, Tito Okello, Milton Obote and Idi Amin. Before that the country was in shambles and you have made in some kind of peace. You could have been a hero! If you had left after your two first terms then you have been left with a decent legacy. That’s would have been since you gave the country a constitution and peace nearly on all places. You struggled with the Northern Uganda. And still continue to pay back to SPLM and South Sudan because of their help in the area. This is not popular that for the U.S. that your involved there without an official mandate.

I am sure that there are more issues for why Barrack Obama isn’t in your presence right now Mzee Museveni. So you are not the poster-boy and future leaders of Africa in 80s and beginning of the 90s. Where you and Kagame your former allies was seen a breath of fresh air! Now you are not the one who the west looks for hope in the continent. And you wonder why? That is because history repeat itself and you have broken your own words time and time again.

I am sure it’s been fun to have over the President of Zambia Edgar Lungu. But that is no Barrack Obama and with the power of U.S. And he could help you with military equipment. Though they not doing business as the Russians and taking pieces of the future oil industry instead of money. So I am sure that hurt your pride Mr. President. But know that the party has still fractions that are loyal to you because you pay them. The leaders who showed you support after last election victory was President Mugabe of Zimbabwe, former Kenyan President Daniel Arap-Moi, the now former Kenyan President Mwai Kibaki, Deputy Prime Minister Uhuru Kenyatta, President of South Sudan Salva Kiir and the Somali President Sheik Sharif Sheik.

But none of this can help you as the American President and honor your presence. You have run a country as long as I have lived. And to get turned down and spend time with newcomer from Zambia must be low-key moment for you. Since you have been so useful to the American government and fought the wars they don’t want to. I am sure you’re having a bad day. Though not saying it since your hurt and parts of you might wish you didn’t visit Russia last time. And you should have tried to mend up with Americans who has supported you through the 90s and 00s. That refinery has cost you and the pipeline for the oil has been dodgy as well. But you’re so close and just need another term to the Lake Albert becoming your black gold. Until then you just has to use the well-used methods of keeping people in order and follow the party line. Though this doesn’t help you with your relationship with the American Government unless you break your principle and rules. Which is sacred to you and that is understandable. The American president only has eight years to do his thing and then he is gone. You have sit eight years in power when it was 1994. By then you we’re support Kagame and the RPA in Rwanda. So the issues with America should go over. You have their old weapons and know how they call on you when they wars they don’t want to fight. So your not best buddies today, but maybe during next term if their getting a republican president in the White House he might support you, because he will only care about policy, not about who as long as he looks good during the whole deal. Tomorrow is another day Mr. President His Excellency Yoweri Kaguta Museveni! You will shine again. Believe that and by now your mustard seed should be a big plant and give a good yield. Though Dr. Kizza Besigye is stealing your crops, don’t worry people will vote for you, even if they don’t know they do! The Electoral Commission is your people, you’re safe and good. You just have to wait until the U.S. need you again. Then you will get granted to meet with the Nobel man himself. Maybe even in your own Statehouse in Entebbe.

There is reports you get a courtesy call in Ethiopia, but for a great man like you that feels like you been snubbed twice already by the American President. I am sure your hurt and tried to patch up the hurt with a meeting with the Zambian President to be the big shot in East Africa. While your neighbors president get him directly for visits. Uhuru Kenyatta the Kenyan President and also meeting with Hailemariam Desalegn Boshe the Prime Minister of Ethiopia in their homelands. While you have travel to Addis Ababa to see him for a short time and not an official visit like they are getting. And you have been their ally for decades and when they’re in your area they don’t show you respect you deserve. For God and for country!
