
Kenya: “Re: Libelous Tweet Concerning H.E. William Ruto” (30.09.2016)



The United Kingdom politics seems to have changed a lot since the Brexit Election. Theresa May thinks she the second coming to the Queen and tries to the Iron Lady while triumphant acts like a winner; even if she just inherited the honourable Prime Minister government and traded seats to loyalist for her. Well, other news has been the disgraceful and despicable attacks on Jeremy Corbyn and his allies in the Labour Party. The Main Opposition party that has been under fire for their activity and nativity under the Brexit campaign; that has backfired on the central leadership and ended is disarray in the socialist party.
There we’re very few MPs in Public who we’re behind Jeremy Corbyn like Kate Osamor and few other rare Members of Parliament that we’re silent through the storm after the Brexit.
This happens as the knowledge of the rebel MPs who fled the ship and wanted to axe their leader without any concern of how recently he was elected. These we’re the likes of Peter Kyle, Emma Lewell-Buck, Peter Glass, Chris Evans, Heidi Alexander, Steve Reed, Lucy Powell, Ruth Smeeth, David Wayne, Chris Bryant, Ian Murray, Jess Phillips, Andy Slaughter, Lillian Greenwood and Angela Eagle. All of these MPs wrote letters resigning from the Shadow Cabinet and later worked to do what they could to marginalize their leader. They even had a vote in Parliament where they Opposition voted no-confidence in Corbyn.
In a big party as Labour there would be natural that their more than one major wing. In the Labour Party of United Kingdom, you have the Blairites, the once that you cannot spot the difference between if they are Liberal-Democrats (Lib-Dem) or Conservative Party (Tories) as they acts are the same, but hints of collective consideration when they need too. Than you have the Right-Wing socialist and Labour Unionist that is core bases of the Party. These two wings are the ones that have fought for control of the party. The Legacy of Tony Blair and his New Labour is hunting the Party like a vindictive disease that it cannot kill off. Instead the internal squabbles strengthen the Theresa May government and her brash tone towards the world. While the looking non-member possible voter feels that Labour Party is not the first choice because they cannot control themselves.
There been enough scandals and wrong methods from the leadership under Corbyn. But he has been a backbencher and not a key player until late. The once behind him and the core leadership should have backed him and given him better advice and made sure that certain Anti-Semite slurs wouldn’t be associated with the party and some of the MPs who are loyal to Corbyn. As much as Corbyn should have used a stronger force in the Brexit campaign to gain momentum for what he believed in at that junction. But let’s be clear, the coup d’état that the Shadow Cabinet Ministers are not how to run a party; it is how to ruin a party. Some of these should just flee the Labour Party; ask for forgiveness in their role of disfranchising the Unions and Members of the Party. Or be noble and find a new home. The rebel MPs should beg for forgiveness for weakening the party and their causes. This has wasted time and efforts for the cost of Labour.

The Corbyn Administration better use the time wisely and enter a method of sending their message and making sure programs offered the public can be sold and understood in Brighton and in Swindon.
Certainly the rebel MPs are the key losers today, but also the party because of the internal destruction and maladministration that has led to this effort. The Labour Party can become vital if their principals are in order and if the leadership are true to their balanced message. In a big party as Labour if there weren’t fractions, we as followers of them should be worried. Than there would an authoritarian leader who demands what the rest of the party should think and have on their mind.
If the Corbyn Administration doesn’t handle the rebels, then the friction between them will continue until next election. Even if the Theresa May Cabinet postpones the Article 50 into oblivion as she really wants to and just having a Brexit Minister and having boy-scout Boris Johnson proud-cocking around Europe to ask for forgiveness for his previous insults of the past. Even with all this in mind Corby and his loyal leadership around him has to consolidate and get a clear message, while handling the men and woman who did what they could to oust him. They tried to have both MP Angela Eagle and MP Owen Smith instead of him. The reaction of the matter is now clear as the Members wish to have Jeremy Corbyn longer staying with the helmet.
Certain tabloids and media houses should ask mercy to Corbyn for their attitude and stinking press of slur of ignorance and fixation on getting him axed. Like they wanted to destabilize the party in the wish to strengthen May Government! It isn’t just me who see that clear vindictive attitude of British press towards Corbyn? It was factory made press of banality and obstructive behaviour that we’re out of this world. The only one getting as much bad press, but deservingly so is Donald Trump and he speaks venom; that is not the ways of Corbyn.

Let’s be clear, if the Labour Party wants to be serious contender and become a Party of the People again. Then they have to consolidate and retaliate with fierce precision against the rebels while giving them limited options. MP Owen Smith can now go back to his constituency and try to win over with this lobbyist smile and “make this election the most important in the party history”.
If Labour want to reign again, then they have to go internally and fix, amend and show progress of stature and credible socialist message that can bring belief of a better future for workers, households and industry. Not only trading the Blairites for getting voters now. Corbyn, congratulation on your second victory in Inner-Party Election; now it is time to work! Peace.

“The government is borrowing without proper revenue planning or policies that factor in revenue growth challenges. This, according to Parliament’s Budget Office, coupled with the growing need to finance projects, will see the level of Kenya’s debt increasing in the coming year, which is already a cause for concern for some” (Kenya NTV, 2016)

This is growing concern not because of the World Bank suspending loans and funds to the development projects or anything else. The ways the allocated funds and tax funds are used in the 10th Parliament shows their level of reckless spending and no concern of accountability.
This happens on the week the Daily Monitor shows reports of 80% of Primary Teachers that teach who can’t read while being government civil servants. These Teachers are the ones learning their inabilities to the future. So the misappropriate funds for the Educational Sector comes into fruition. The Universal Primary Education is surely improperly balanced together with the mismanagement of buildings and salaries; if they get salaries that usually never on time, teachers can wait for months upon months to get their pay. There are enough fallen and depleted schools.
While the Education Sector is in shambles the Members of Parliaments are allocating more money for their private cars. So they can drive around like King-pins in their constituency. They can ride around in the Toyotal Land Cruiser Prado and feel special while their citizens they represent have teachers who can’t read and supposed to teach Vincent grammar. That is just so special ignorance of their duty those 30 years of the Movement should have had enough time to make difference and not make the schooling system weaker.
This is happening in the week that the imported Anti-Retroviral Drugs (ARDs) where National Medical Store (NMS) are distributing medicines, but they are sold more expensively locally than internationally. The Ugandan population are doing the same as Americans who pays an extra fortune for their EpiPen Auto-Injector. Together with the other issues around in the Hospitals like Uganda Cancer Institute and their breakdown of hte Cobalt 60 Teletherapy Machine. That still isn’t fixed and was the only one in the great nation.
While the Health Care and Health Sector are not as functional as it should be. While this is happening the MPs have allocated funds and bought Tablets or Ipad’s for a fortune for themselves. Because these MPs need tablets to write notes and such even if am not sure Prime Minister Dr. Ruhakana Ruganda or Vice-President Edward Ssekandi can even use one of them. So they spending a on this while medicines are missing or empty at a time or another.
The MPs salaries, the MPs Allowance and the MPs wish to exempt their salaries from Tax. Together with appropriating lots of funds for travelling for days to the United States and Boston for a Seminar; together with the extended funds for burials, this is happening so they can have an extravagant lifestyle into the casket.
This is happening while the government institutions and programs are weak or nearly non-existence. They have surely ghosts like the ghost SACCO Mzee gave to a non-existing organization. While the MPs representing their people are living like royals in the National Assembly with fancy cars and houses while the unemployment levels are still strong and the educations of their kids are made by teachers who can’t even write. This shouldn’t be happening, but apparently it is.
The Governance is not really happening. Because the government are not steering towards any place, they are walking on clouds and not taking steps to change the deteriorating state of education and health care.

This is happening while the Government are adding more debt and is by end of the year having over UGX 26 Trillion. This is happening while the Roads Development that been borrowed to Uganda National Roads Authority from the World Bank has been suspended. So the worsen economic situation together with lack of funds for fiscal cash proves the weakness of the economy and the national policies.
This is happening also while the Ugandan Government has to tackle more refugees in Adjumani and other districts towards South Sudan as the neighbour continues with internal fighting. This together with the fluid borders into Democratic Republic of Congo. This has been done with armies and guerrillas in the past to get resources something that has led to another expensive debt to DRC for the Ugandan State.
So the mismanagement and maladministration of the Movement that have had the time to fix it has apparently been more sucked into their own rich-elite oblivion instead of serving their people. That is why the MPs are so into fixing themselves up nicely while the other are living in midst of utter poverty. So the debt is rising and inflation is rising. So the value of shilling isn’t worth much while the imports are more needed. NRM Regime is not having a fiscal policy as they are loose with spending without having secured funding. While making grand plans without having the output to secure borrowing…
I am sure there more things that could be discussed, but this is more than enough for today. As the proof is in the pudding; the budget and the inflated expenses of the Parliament shows how little accountability and transparency of their acts are. This is with the knowledge of months after the General Election 2016… the State House we’re broke right after for those that forgotten. Since the State House had used it resources in the Campaign that cost fortunes and after the election they had to get funds to pay the running expenses.
You think the government should be carrying itself better after been ruling for 30 years, but they are not. They are running like lackeys thieving the little pieces they can instead of building. Therefore the MPs are running the mill like the ability is only counted for when they are pocketed. That is why the greed of getting brown-envelopes is coming when the Mzee needs bills to pass. They get both monies and valuable produce to sell after being in the National Assembly. So with this in mind, the Speaker Rebecca Kadaga should silence herself and take care of her people instead of blaming the media… because they account to the people and the MPs should be more careful spending taxpayer’s monies, instead they use the budget for their own sake and not for the citizens who bleed for this. Dear Muhammad Nsereko, whoever you are affiliated with and assemble with; I write to you today. Because of your words that you uttered on NBS TV Uganda yesterday and needs to be put some reflection on. Your wealth and continued terms in the Parliament makes you blind the reality. First your own words, than my take on you Honoarable!
Hon. Muhammad Nsereko on NBS TV Yesterday:
“This is not new in Parliament. These are young men being given ‘something’. My immediate reaction was, ‘ohh, I saw this coming’. Pigs were thrown in front of Prophet Muhammad’s house several times. All this is happening because I didn’t support defiance. Most bloggers writing about me are Besigye apologists. They are just being used by Besigye,” (…) “These people’s next move is ‘occupy Parliament’, I know everything. If the demonstration was about greedy Parliamentarians, wouldn’t it be us? I think not, because we don’t represent that category.”
Yep, you’re a brutal speaker and direct as always. That you are connecting Norman Tumuhimbise and his Jobless Brotherhood with the Forum for Democratic Change former Presidential Candidate Besigye; Mr. Tumuhimbise has been arrested, attacked and gotten abducted for his campaign against the NRM. This is the same as Besigye, which is what they have in common Hon. Nsereko. The reason why you are not in the NRM anymore is both of your own implications and also because you know Kampala is hostile to NRM. Therefore to win your seat your alliance with others to get your place in the National Assembly; so you should be a bit more soft-spoken about the people who has opened their arms to you! Looks like to me that you don’t represent Kampala but only yourself and selfish rich interests.
There been reports before you we’re detained in 2012 that you we’re flashing a FDC sign as you reacted to your stances in Parliament and becoming parts of rebellious MPs of the 9th Parliament. Still, that doesn’t sound real. If you don’t believe my sayings, it is something you can look at when there is a report about you in 2013; that says this:
“Politically, Nsereko has been representing NRM in a constituency of Kampala central which has always been very hostile to NRM. His support base has been made of frustrated Kampala dwellers that are fed up of NRM due to numerous reasons ranging from the challenging economic situations, the high taxes, rent, Jennifer Musisi’s hostile activities of the KCCA’ constant evictions” (…) “Economically speaking; while his accomplices who have been surviving on proceeds from parliament are definitely going to find the economic aspect to find life difficult to cope with, Nsereko is instead likely to enjoy himself. This is because he is known to be very wealthy with financial connections at home and abroad” (…) “Those close to him claim that he is one man who can seal a deal of a million dollar in just two hours. But the NRM might counter this economic advantage by using the money laundering law to stop the foreign dime from flowing to him. And indeed at the height of his disagreement with his party leadership, Nsereko was arrested and detained in crane bank for obtaining huge unexplainable amounts of money” (News.ugo.co.ug, 2013).
So you are one of the men with massive amounts of monies in Crane Bank, maybe you can become their investor? Your connections can really change guards as you have gone from being NRM to become who you are now. That you are hostile to KCCA and Dr. Musisi is not alone, maybe she is stifling your millions and secret agreements that secure your funding and wealth as the connections are used establish yourself.
You had to be kicked out of NRM, still yesterday you are an apologist for the Movement still. Honourable you have just used your place after the ceased trial to cater to opposition while still being loyal to NRM. As I am sure all your rich connections are and still are. Your wealth has to come from the ruling regime and not from dust. With this in mind what you did in 2015 we’re not a surprise:
“Serbian Simo Dubajic has brought his colourful 4-year association with SC Victoria University to an end after sanctioning the sale of the Uganda Premier League club to the Kampala Central Member of Parliament (MP) Muhammad Nsereko in a major takeover (70%)” (…) “MP Nsereko is one of the richest MPs in the country with sources close to youthful legislator intimating to us that Nsereko has got huge investments in the Zambian capital Lusaka and St. Livingstone a suburb in Zambia” (Muneza, 2015).
Now that the foreign wealth in Zambia, owning a Football Club and other unknown wealth as you have already lately showed of your court while going to Parliament; shows how far away from the average man you have become. You’re the NRM Elite, the man who represents the ones who has earned on your allegiance towards the Movement. Therefore your defense of yourself and the acts of greed in Parliament is not shocking.
It would be shocking if you stood by the principals of honesty and accountability. Than you have had to show your wealth in public and not just flaunt it like you do now. Hon. Nsereko you’re a wealthy man in gold and silver, also ambition, but not in respect. You’re tactless and dishonest. You play games for your own gain and not caring about the ones you represent in Kampala.

Clearly your wealth is your pride, but Hon. Nsereko you might have your wealth and cash-flow more than I can ever dream of. But with that you have to kiss the ring of NRM even when you outside of the Party. You’re a loyal dog to the ‘Old Man with the Hat’ as you know this is the only way to survive the businesses and valuable estates. You can think your Teflon and has the power with your riches. But Hon. Nsereko it is borrowed and when the time is it, it might go into the wind as quickly as your raised it.
That you now trying to connect innocent Norman Tumuhimbise of Jobless Brotherhood with the FDC and Besigye; they are both opposition and work for the same cause getting rid of the draconian regime of Museveni. Still, the reality is that they are only working for the same, but are not run by either or. Hon. Nsereko tries to connect all kind of demonstrations on Besigye and blame him for the difficult political climate. Instead of seeing that people doesn’t’ always work on the same cause together. Even if the NRM has to connect the MPs in USA to a seminar to get them benefitted and bribed in line, as much as the “training” at Kyankwanzi after the election is supposed to do the same. There is supposed to be the same between Tumuhimbise and Besigye. If you can find the missing MoU between FDC and Jobless Brotherhood I wish you the best in your duck-hunt hon. Nsereko!
In 2015 in an interview Mr. Tumuhimbise said this:
“None: One [Mbabazi] whose wife is currently admitted has been part of the past regime and I do not think he can change what was there. The other [Besigye] said he will not come back provided Kiggundu is the Chairman Electoral Commission, he is now back. Surprisingly, If Muntu had gone through, I would be with him running around the whole country, it’s a personal opinion though” (Tukel, 2015).
So Hon. Nsereko before you pick your words knows about the ones you describe, but the wealth has blinded you. The leader of Jobless Brotherhood would have campaigned for Gen. Mugisha Muntu and not even Besigye, the man who apparently using him for his cause. Not like you are being used by the Movement for their cause to look like Opposition. While you in reality are NRM in clothes of opposition just like Hon. Beti Kamya and so many others. Can’t you just talk to Dr. Tanga Odoi and others trade with them like Gen. Otafiire and then you might get a place back again where you rich soul belongs.
Do you know something else that I agrees with Mr. Tumuhimbise said in 2015:
“(Journalist questions him) Rate the current government in one word?
Norman answers: It is taken up by greed!” (Tukel, 2015).
Hon. Nsereko he is speaking about you and your kind who buys football clubs instead of good governance. He describes your disrespectful behaviour and your trading graces to gain popularity. You don’t care about your constituency Hon. Nsereko as you are addressing the Jobless Brotherhood this way. Like Action Aid said in their stats that 62% of all Youth between 20-31 years in Uganda that year in 2015. I am sure honourable that the numbers are most likely the same today. Surely some of the unemployed youth that Tumuhimbise is parts of his demonstrations, as much as there are even more in of them in the Central Kampala.
You are the greedy man that Tumuhimbise is acting upon and that Besigye wants accountability in Parliament and in Government. Something that might look into your portfolio and your connections Honourable Nsereko; that is why you are connected to men you don’t want to disclose and at the same time you want to attack the men who are not like you!
That should you think about if you ever read these humble words I have written to you. Peace.

I have resigned as a member of the Western Cape Legislature today after 17 years of parliamentary service, of which 14 years were in ministerial positions both at provincial and national level.
My decision, in 2013, to return to the Western Cape to fight alongside the poor and the downtrodden, and to address the imbalances between the haves and the have-not’s in creating an inclusive society, is being curtailed by the ongoing ANC internal turmoil, infighting and factions, makes it near impossible to execute my duties to ensure the upliftment of my constituents.
I can no longer justify a salary without the mechanism to deliver on my calling.
I have searched my conscience; I have applied my mind; I have consulted with trusted comrades, and with my family, and I have concluded that the ANC at all levels is at an ebb in its glorious 104 year history of excellence, indicated by internal strife and contradictory statements.
We didn’t join the struggle for such strife; we joined the struggle and our glorious movement to serve, and to serve with pride and dignity. I have reflected on the “Reconstruction and Development” and the “Ready To Govern” documents prior to 1994, and I have realized how far we have drifted from it.
The community wants an ANC restored to its former splendour and I believe that I may better answer to my calling by pursuing such an objective.
It is my humble submission that the organisation must unify anew.
I will dedicate my efforts to rebuild the trust between the people, civil society and the ANC. I will continue to serve the ANC as the elected provincial chairperson of the Western Cape. I call on all like-minded comrades and friends to join me in this quest. We must always remember that the ANC belongs to the people, and not to the leaders and to us in parliament. When we have internal strife, it’s ultimately the people who suffer.
My appreciation to all members of parliament who served with me beyond party political affiliation during my parliamentary tenure, accompanies this statement.

Parliamentary Speak Rebecca Kadaga in Parliament: “Let us sue these media houses, take them to court so they lose money”.
Well, honourable Rebecca Kadaga of the noble house of Uganda Parliamentary. There might be misquotes from the Media, even comments and stories that are wrong. But the credit for this is the ruin of the public display and also the tradition of the aghast-house.
If you wonder why the stories come it is because the Members of Parliament loves to be in the spotlight and tell their stories. The media continue to pound on the use of monies while the state borrows more monies and adds debt. This happens as the revenue is kept in the shadow and of the public.
Hon. Rebecca Kadaga said this also today: “I caution the press, the next time such reports are made, editors will be asked to apologize”.
And you shouldn’t wonder about our scepticism to your accountability and just behaviour as the MPs are following a long road of doling out when it is needed for the Executive. The Media will only say what the shadow looks like and not just get the media begging.
There isn’t weird that the media and opposition reacts to the funding of cars up-to 200m UGX and all the benefits of being in Parliament. Together with the weekly fees and other housing fees; also the one point of trying to avoid income-tax on their salaries like ordinary folks.
So the MPs greed will be discussed and with the knowledge of certain MPs todays show the disrespect of the National Resistance Movement MPs.
Hon. Julius Abua Acom said: “We should keep the money for burial a secret, UGX68 Million shouldn’t be in the public eye, for people will curse us”.
Minister Chris Baryomunsi said: “Media should respect Parliament in their reporting. Parliamentary commission needs to come up with guidelines”.

Hon. Jalia Lukumu N. Abwooli Bintu said: “Government needs to come out and give us UGx500 Million for a brand new cars, we dont need to shy away, it is our right”.
When you are having MPs who flaunt their wealth and want to use taxpayers monies like kids wants to eat candy then you know the system is rigged and maladministration. The Parliament cannot be healthy when Hon. Jalia Bintu of Masindi who has already asked in 2015 for the locals to consult with her; this happen in September 2015 when she needed the locals of Masindi’s goodwill. Now that she is back in the seat of Parliament she can eat the loads of monies instead of actually delivering services to the schools or roads. She got the guts of asking 500 millions shillings for 430 MPs in the 10th Parliament. That is not a small forfeit or bargain that is a substantial fee to the upkeep of the fellow parliamentarians. As much as the 200 Millions of shillings to the 430 MPs that is supposed to go there.
That other fellow MPs want to keep the upkeep and the expenses of the Parliament secret says more about the MP and his party than he likes to admit. But a man wouldn’t come with ideas of those means the Lira District and Okute County MP Acom has rigid ideas of accountability and who they represent in the Northern Uganda. As the man who represents the Okute County thinks the government shouldn’t tell how the Government spends their monies; which is insulting to the people who elected the Independent Candidate or accepted that he became their representative. He shows how disgraceful the men and woman can be in the Aghast-house.
So when you have ministers of this kind and by all means what is said in the house of Parliament will be let out the light. That light that shines on the papers and transcripts, the audio that leaks from the house and the ideas of the people running the house will either shade of glory, content and disarray. As the actions of the Parliament will set the precedence of how the nation can act and behave. How the systems will be built and by what sanctions that are to follow. The light will either be hopeful, graceful, merciful or disgusted.
That Rebecca Kadaga doesn’t understand the excessive actions of her Parliament doesn’t get praise or the glory she thinks it deserves. That is because what does the massive spending of government funds and taxations of common folks. The Commoners are paying more tax and the donor’s aid is being used to secure helicopter and private planes to the President. The MPs want their share under the shade of the man with the hat. As they are gotten used to the men and woman who enter the halls are finally eating. Therefore they want to get there because that is biggest business-venture they can get into in the nation.
So with this in mind; if Hon. Kadaga really wanted the press and media-houses to write stories and articles about them and the kinds of men who haste inside the chambers for titles, deeds and revenues. That is why they desist from the duty and becomes their own men of fortune by squandering tax-money to themselves instead of development projects and salaries to fellow civil servants.
So please Hon. Kadaga get your ducks in the row. Get the common-sense if your sense is still common. Because you act like spoil brat who doesn’t like that the beans are spilled because of you wearing the most expensive jacket to class. Than the other classmates will discuss and feel out of bound; in the same way the ordinary Ugandan will feel about doling out expenses for cars, travels, medical trips to India and so on the bill of all the taxpayers.
Time to silence and bow your grace. Your sense is not common and the articles will pile up when you don’t respect the people and their toll of work for your own courtesy. Rebecca Kadaga times to silence your threats and your acts of silencing the media. Now you can think more about to deliver the public some public good and not the MPs more wealth. Peace.
