Misappropriate funds instead of feeding the hungry in the districts; 10th Parliament greedy MPs only see their bellies and not that they represent the ones that are starving!

Something is just wrong, something is seriously wrong, as the misappropriated funds and public coffers in Uganda; there is something sinister going on. It is okay that a government and administration cannot make it rain or make sun shine, but they can make sure the people together with public gathering technics make sure when there is plenty of water. It’s in tanks and other barrels until needed for the crops and enough for drinking. This is practices mankind has done since the Roman Empire. It’s not spectacular, but convenient.
On the other hand, since Roman Time, there has always been corruption, and men has always been corrupted by gold, silver and sparkly things. So as the citizens are hungry, the starvation isn’t only in Isingiro, where the starvation is dangerously high, there are other districts severely hit by the draught and the lack of rain.
Hunger in the districts:
“Already, 1.3 million Ugandans, the minister said, need urgent food aid and so far, 600kgs of maize flour and 300 kilogrames of beans have been sent to Isingiro Districts where some people have starved to death” (…) “According to Mr Kibazanga, 65 per cent of people in Karamoja sub region have one meal or half a meal in a day as opposed to three meals while 35 per cent of the population in the districts of Katakwi, Amuria, Kumi, Bukedea, parts of Serere and Kaberamaido are in the same phase with Karamoja sub-region” (…) “Mr Kibazanga also revealed that 50 per cent of the people of Koboko, Yumbe, Moyo, Maracha, Arua, Zombo, Nebbi, Adjumani, Amuru, Nyoya, Gulu, Pader, Lamwo, Kitgum, Agago, Soroti, Ngora, Amolatar, Pallisa, Butaleja, Rakai, Isingiro and Tororo have access to a meal a day. The districts of Oyam, Apac, Kiryandongo, Masindi, Bulisa, Kyankwanzi, Nakaseke, Kiboga, Mubende, Luwero, Kyegegwa, Sembabule, Kiruhura, Lwengo, Ntugamo, Kamuli and Kibuuku are in a minimal phase of food insecurity, meaning the people can still afford all meals though stocks are running low” (Tajuba, 2016).
So when the Government knows about that and they continue with their inappropriate idea of giving new cars for the Members of Parliament, something that the 10th Parliament MPs have been waiting for. It is in their duty and now getting a free-ride for their services; this they do while districts upon districts lack food and water, while they are starving… the reckless thieving of state coffers instead of supplying needed food from the budgets !

New Cars for the MPs:
“Parliament has received a release of Shs25 billion for payment of vehicle grant to members of parliament. The money will cater for at least 250 MPs out of 431. According to parliament’s director of communcations Chris Obore, the Parliamentary Commission will first pay new MPs. The new MPs to get first are those without election petitions in court. The old MPs will be paid when the Commission gets a new release. It emerged recently that each Member of Parliament will bag Shs200m instead of Shs150m as had earlier been budgeted by the Parliamentary Commission. This means Parliament will spend more than Shs85 billion on all the legislators” (the Insider, 2016).
As much as there are money in the system for unnecessary expenditure from the 10th Parliament, that with no thought or consideration thinks about the consequences for the once they are supposed to represent. They apparently wish to become greedy like the former EX-MPs who we’re taken to court and charged with massive thieving, though where the money really went nobody knows. They surely pocketed some of it, but the where it we’re supposed to go, is not hard to know. Because the pay-outs we’re to ghosts, ghosts are invisible creatures not of the living.

Pension Scam:
“Anti Corruption Court in Kampala has found three former top employees of ministry of public service including Jimmy Lwamafa, the ex-permanent secretary guilty of all the ten charges slapped against them by the state. Presiding judge, Lawrence Gidudu summarised in his ruling that the fraud to steal the Shs88.2 billion was hatched in the public service, smoothened in finance ministry and executed in Cairo bank where the money was finally paid out to ghost pensioners” (Ndagire & Wesaka, 2016).
So the living in the districts are either this days getting screwed by their own representatives of the 10th Parliament, as they are more keen on perks and riches than helping the citizens they represent, that is what their President Museveni has been teaching for three decades now. So the people are starving and not getting valuable food or needed water for their daily life, while the MPs are riding in flash, posh cars in Kampala. That is happening while their predecessors are being detained for thieving from coffers to bail-out ghost pensioners, while the results of the matter are not told where the money went.
We can wonder since it is not told, that somebody did their bidding and stole the monies for the bigger plan of their President, and when they we’re not needed to do their service they gotten taken to court. That wouldn’t be surprising as that has happen before in the times udner the Executive Museveni. It’s just new names who done similar things in the past. The billions of shillings are levels of stealing while the hunger is running rapid is worrying; together with the wishes of lavish lifestyle by the men who supposed to represent them. Instead they represent themselves and not using their powers and reach to service the famine ridden districts, because they only see their own tummy. Peace.

Kenya: Public Action against Mindless Theft and Waste of State Resources (01.11.2016)

A Statement Issued by the Kenyan CSOs on November 1, 2016
Since independence, Kenyan public has been treated to a cocktail of abominable theft, plunder, squander and waste of public resources, while the institutions tasked with the mandate to probe and deal with the said scandals have repeatedly sanctified the same. Bailed as the most corrupt and unaccountable administration in Kenya’s political history so far, the Jubilee regime’s 4 years in power has been characterized by rampant, reckless and mindless looting and misappropriation of state coffers.
The situation in the country remains so grave and dire that the official Auditor General’s report for 2015 found that just 1% of Kenya government spending and a quarter of the entire 1.6 trillion shillings budget was properly accounted for. Current reports indicate that Kenya loses approximately 600Billion shillings out of its annual budget of 2 trillion (close to 30%) through wanton theft and waste. Imagine what this amount could do in supporting health care for the poor, provision of quality basic education, clean water or employment for our youth?
Specifically, the Kenyan CSOs note with concern the following systemic and vicious failures of the political establishments, both at the national and county levels: That as noted by John Githongo, a prominent anti-corruption crusader, “corruption in Kenya has deepened and widened since President Uhuru Kenyatta came to power in 2013”.
- Mega scams such as the National Youth Service Saga, “Chicken Gate” Scandal; land grabbing; flawed tendering in the Multi-Billion Standard Gauge Railway; Misappropriation of devolved funds and current Afya House Scandal in the Ministry of Health among others remain unsolved. That majority of those adversely mentioned in the above scams are either close associates or relatives of senior state/public officers thus deepening vested interests and political complicity.
- That the institutions mandated to provide leadership in the fight against corruption have terribly failed to live up to the Kenyan public expectation; from the presidency, Judiciary, Ethics and Anti-Corruption Commission, office of the Director of Public Prosecution, Office of the Attorney General.
- That the president has failed to demonstrate genuine, bold and effective political will and leadership to combat corruption over the years. His admission of inability to battle graft in a recent state house anti-corruption summit sums it all.
- That the judiciary has failed to put in places mechanisms to expedite corruption related cases. As a result such cases take too long in courts. This has delayed justice and only encouraged corruption to thrive.
- That the Ethics and Anti-corruption Commission has failed to effectively and independently deliver on its key mandate; law enforcement, investigation and corruption prevention in the discharge of its functions. This has rendered the institution a friendly environment for the corrupt. In fact on many occasions the EACC has sanitized the corrupt.
- That most of the alleged grand corruption prime suspects have been exonerated through a sham process while those who have not been exonerated have not been prosecuted either but remain free to enjoy their loot.
- That most of the state/public officers who have declared their wealth have done so in private, thus without adequate public disclosure. This is a precedence set by the presidency hence incapacitating the public to hold both state and public officers accountable for their wealth.
- That the government has failed to demonstrate greater transparency in procurement processes by not publicizing information on tender analysis, detailed contractor profiles including list of directors, engagement contracts, project implementation plans, bills of quantities and other related information.
It’s in response to the president’s admission of helplessness, his inability to act, and the failure by the different state agencies to admit responsibility in the midst of wanton theft of state resources, that the Kenyan Civil Society is calling a national mass demonstration to demand for urgent and systematic actions against mega corruption in Kenya.
- The demonstration will take place on Thursday (03/11/2016) from freedom corner and will end with a submission of a petition with a Demand List to the president.
- The Demand List will capture the practical actions that the President should implement in line with his legal and political mandate and obligations.
- We therefore call upon the public and the media to turn up for the demonstration. We also request members of the public to come dressed in red and carry a whistle and the Kenyan flag.
We have planned sustained political actions to ensure zero tolerance to and increased accountability for public theft in Kenya.
Vanished money from a building project at the Kenyan State House!

This is an outtake of the Auditor General Report of 2014/2015, which means last budget year in Kenya. This is the State House of President Uhuru Kenyatta. The Jubilee Government have shown their character here.
Here they have first contracted one fellow to build certain things at the Statehouse, before the evident building happen at the Statehouse; they hired a second firm to build the same the first one we’re supposed to. That seems to be a way to vanish government funds and implicates the corrupt behaviour from contractors and state at the State House. That is just too beautiful to be fantasy. Uhuru, what say you? Who is the wrong one here?
“In paragraph 209 of the report for 2012/2013, attention was drawn to the irregular payment of Kshs.88,826,396.00 to a contractor who was constructing a mechanical workshop and petrol station at state house that had stalled . Although the matter was discussed before Public Accounts Committee (PAC), a determination was not made as the project was to be evaluated by the relevant technocrats to determine value for money. However, before the evaluation was done, State House awarded a new contract of Kshs.137,407,865.00 to another contractor for conversion of the mechanical workshop to offices. There were indications that the stalled project costing KShs.88,826,396.00 was demolished to pave for the construction of new project, therefore, the value for money for the initial expenditure could not be confirmed in accordance with Section 68(1)(a) and (b) of the Public Finance Management Act (2012). Consequently, the propriety and lawfulness of the expenditure amounting to Kshs.88,826,396.00 could not be confirmed” (P: 37, 2016)
Here one contractor gets in the budget year Kshs.88,826,396.00; and before the proof of works is done a new contractor gets Kshs.137,407,865.00 and the first payment we’re sent off even without any checking of proper work. While the State House offered second contractor before first was done. They couldn’t confirm the payment and transaction to the company that was supposed to build the Mechanical Workshop in the first place. That to me seems like money went into the wind. Members of the Press,
Citizens of Kenya,
We address you today after recent coverage in the dailies portraying counties to be misusing funds allocated to them. County Governments have achieved much since the inception of the devolved system of governance and each county can readily demonstrate what they have achieved in each sector.
In line with this, the Council of Governors would like to clarify some things and the set the record straight.
ACCESS TO OVERDRAFT FACILITIES
• Counties are now able to access overdrafts from the Central bank for operations at 5% of the latest audited revenue and to be repaid within a year.
• The Central Bank of Kenya is in the process of preparing guideline since they have clearance from the Attorney General on the interpretation of the law in line with Article 212(b) of the Constitution of Kenya 2010 and Sec 140(1) of the PFM Act 2012.
• The borrowing will cushion Counties financial constraints necessitated by delay in disbursement of the equitable share from the National Treasury.
UTILIZATION OF FUNDS BY COUNTY GOVERNMENTS
• According to the Controller of Budgets report for the past nine months, County Governments spent Kshs.7.15 billion on domestic and foreign travel of which Kshs.2.9Billion by the County Assembly and Kshs.4.115 Billion by the County Executive.
• The National Government Ministries and departments spent Kshs.8.023Billion in the same period of which Kshs.2.6Billion was spent by the National Assembly.
• The report further indicates that the National Government spent Kshs.107.862Billion being 26.9% of the total recurrent expenditure (Kshs.400.33Billion) on other unclassified expenditure.
WHAT DEVOLUTION HAS DONE FOR THE PEOPLE OF KENYA
• Since the advent of devolution, there is evidence to show that the people of Kenya have experienced a lot of positive change especially in service delivery. Health services are more accessible in the rural areas and more affordable. In 2012, there were 8,466 health centers and dispensaries, currently the numbers stand at 10,032 health facilities.
• Counties have employed more health care personnel. In 2013 there were 874 doctors and 6,620 nurses, the statics today stand at 1,302 doctors and 8,903 nurses in the county health facilities.
• Infant mortality rate has dropped to 39% per every 1000 live births as opposed 62% per every 1000 live births before devolution.
• In Agriculture there has been an increase in crop and livestock production. 132 Value addition projects have been instituted in 34 Counties; 1,021 greenhouses installed in 36 Counties; and 911 cattle dips have been constructed and rehabilitated in 28 Counties.
• 541,627 farmers have access to extension services with the aim of improving productivity.
• Counties have witnessed a 20% increase in enrollment of students in the ECD centers. In 2013, the ECD enrollment stood at 1,691,286, today it stands at 2,074,060. Additionally, 30,049 teachers and assistants have been recruited to cater for the increased enrollment.
• County Governments have refurbished over 598 centers, built over 5,951 ECD centers and equipped them with desks in a bid to ensuring that pre-school children learn in a conducive environment.
• Counties have embraced innovative and advanced technologies like the Pro-base road construction technology which is cost effective, durable and easy to maintain. Between 2013 and 2016, County Governments have tarmacked 379 kilometers of road and constructed 35,934 kilometers of all-weather road. Furthermore, 19,148 kilometers of new roads have been opened up and 9,572 kilometers of road rehabilitated.
• In trade, new markets for locals have been constructed to facilitate trade in the counties. The numbers of markets have grown from 362 markets to 651 markets.
• In 2013, there were 1,396 cooperatives which have since grown to 1,806 cooperatives with a turnover of KES 56 billion. The Cooperative societies in Kenya are now employing more than 300,000 people besides providing opportunities for self-employment to many more.
On Hon. Nsereko: he is an Imposter of the Yellow, not so “independent” apparently!

The former National Resistance Movement Member of Parliament in the Buganda Caucus cannot be seen as anything else than a skeleton of political figure after the reason actions by the man. He has been in the 9th Parliament into squabble with his mother-party NRM as he fought against it and even won as NRM Rebel MPs like Hon. Muhammed Nsereko tried to find a new “home”. That ended up sort-of being affiliated with the Forum for Democratic Change as he was running as an “Independent”. Nsereko had to take his rebel case all the way to Uganda’s Supreme Court and won over the State of Uganda there in midst of October 2015. Something that is just a year ago, now!
So after winning a seat in Parliament again, he ran wild on trying to upset the NRM rule of the August House of Parliament with ousting Hon. Jacob Oulanyah, he tried to do what the wifes of Hon. Oulanyah does, without making it apparently because Oulanyah came this time. Hon. Nsereko wanted to be the Deputy Speaker and be the underling of Hon. Rebecca Kadaga.
That was flawed from the get-go as the NRM Machine was working overtime and giving money for new suits and such to bribe the MPs into submission and get the MPs that Mzee trusted to follow the guidelines of his MPs. So Hon. Nsereko who tried with his posing as the Opposition candidate and the man to stand for FDC, DP and UPC to be the man for them to have, as the August House of Parliament deserved his service and his work ethic to keep the Parliament in order. That was something that wasn’t working as the service rendered from the bribed MPs came into order and his candidacy as flawed it could be.
After this and just being an MP and working as normal, even as the wealthy business man, who even these days have proven his wealth. He even showed up on the Independence Celebration of Mzee at Luuka District all smiling with the First Lady Janet Museveni and all of his noble clan of dignitaries. Where they we’re celebrating the independence in the name of greed and glory of the Movement.
So when he did so and when this week started as the man under Buganda Caucus was expecting money the Caucus to silence the Opposition and even trying to persuade the MPs there to go for working for the Ruling Regime. This was happening as an event we’re given directly from the State House 500m shillings. That we’re partly directed by the “Independent” man Hon. Nsereko who had been smiling in Luuka. The proof is right there…

If you cannot believe it now, it is right there and visible like a the sun is shining. The former NRM Rebel, isn’t really a NRM Rebel as his cash-cow and money hungry soul who owns a parts of Football Club and even apartments’ in Zambia doesn’t’ want to divorce himself from NRM, that is just a play of guards and to look good in public. In reality with all of connections and with the knowledge that you need to know people and grease people to do business; the Hon. Nsereko must use the entire extended network for his personal gain. As he did in the Opposition, something he really wasn’t when you look into it.
So the pictures of his acts, his words against the Defiance and the Jobless Brotherhood another way of seeing that he isn’t really a opposition or wishing to be so. He we’re just there because he rebelled and now he tries to get back into the mother-party and good graces. Therefore smiling with Janet on the Independence Day and acting all sort of giddy while the affiliated with the FDC during the campaigns who he supposed to represented we’re detained, house-arrested and silenced at that moment. Though Nsereko we’re initially running as an “independent” because of his past aggression and misbehaving in Parliament: so this independent candidate isn’t that independent as he now could just become Yellow again if he was honest with himself and his stature; though that is in the mercy of Mzee and his NRM Electoral Commission.
We can now see his true Yellow colours, they are waving as flags in the wind. There are no questions that the rebel isn’t as rebellious as his greed and guts are more important that standards and development. His own personal interests and wealth is more important, just like the monies for cars, expenses and extra engorgements through the Parliament as MP is vastly more peculiar to him than delivering any policy or change that matters for his Buganda Constiuency. Trust me, he will only be a puppet for the NRM machine in this 10th Parliament, that is why he is there, though in fake pretence as a “Independent” because nothing about this man is “independent”. He is currently a stooge under the portfolio of Mzee. Peace!
