The third day and the polls continue to dropped while ballot boxes comes to surface as we know the police officers took them away on the polling stations. There has now been found at NRM candidates as Hon. Oulanyah of Omoro had boxes hidden, and Police had boxes containing the votes for Dr. Kizza Besigye.
The Dr. Kizza Besigye story continues:
As the third day and the counting continues. Dr. Kizza Besigye is after being arrested twice, is now put under house-arrest in his home in Kasangati in Wakiso District, after being taken by force yesterday from the FDC headquarters in Najjanankumbi.and later detained at Nagalama; and at late night driven home by Police, even if the FDC men wanted to make sure that Ingrid Turinwa was also safe, but the Police whisked away the men and sent them home. That was not only Besigye, but also Gen. Mugisha Munut and Biriggwa Wasswa.

“DEVELOPING STORY: Police has blocked all roads leading to the home of Kizza Besigye in Kasangati. No person is allowed to enter or leave his home. Journalists have been turned away” (Red Pepper, 20.02.2016).
Daily Monitor writes:
“A heavily armed police garrison at Dr. Besigye’s home blocks our editor, Bagyenzire Atuhaire Alex from accessing the home of the FDC presidential flag bearer; they won’t take questions on who has ordered them to block visitors to Dr. Besigye’s private home. Besigye is under siege, he can’t leave home. All entrances are blocked by police” (Daily Monitor, 20.02.2016)
As well as journalists not allowed at the gate of his home, his lawyers Daudi Mpanga and Ernest Kalibbala have been turned away at the gate. The FDC Campaign has also not been allowed to enter his home or be there together with Dr. Kizza Besigye.
Dr. Kizza Besigye was taken home by the Police without a belt, phone or money. Besigye does not have a phone for the moment, the internet in the home is jammed by the police. This is reportes of this from Winnie Byanyima the wife of Besigye .
The amount of Police in the surrounding areas:
“1200 policemen and military have been deployed on all major roads that lead to Besigye’s home in Kasangati” (Kampala FM, 20.02.2016).
As Lord Mayor Erias Lukwago tried to access the house of Besigye he was arrested by the Police today. FDC Party President Gen. Mugisha Muntu has not been allowed through the gates to Besigye’s home.
Amama Mbaabzi house in Kololo suburbs of Kampala was sealed off yesterday by Police and Field Formation Unit. Have not heard any reports since then, so expect that he is still under house-arrest today, and would like to be verified if not.
There have been put up roadblocks on Entebbe Highway around Lubowa and it’s been there since last night!

“Reports reaching us indicate that: One person shot dead as police disperse protesters in Kasese. People are demanding release of final results for Thursday elections” (Hello Uganda, 20.02.2016).

“It is not enough people know there was an election. The people who cast the votes decide nothing. The people who count the votes decide everything”. Comment: He has just followed the Dictator of Joseph Stalin and he is such an inspiration these days for you.
As the missing ballot boxes seems to surface:
“Besigye has won Acet, Odek and Omoro counties, but Police hid the boxes” (87.7 Kampala FM, 20.02.2016).
Hon. Oulanyah reports:
“A total of seven white ballot boxes, three of which had pre-ticked ballot papers were found in Hon. Oulanyah’s Omoro constituency this morning, reports indicate” (Red Pepper, 20.02.2016).
Interesting right? Especially with the findings in this home as well. There is certainly big tale of fixing results from Omoro alone. And wonder if that is the only area where the elections has unfolded like this. Let all of us just think about that while the Electoral Commission adds more numbers from their cooked numbers as we speak.

I have officially quit listening to Andrew Mwenda as he describes the world in a sense seems like a fairytale world. His tweets are like a dream-land and defending the NRM into oblivion and attacking the opposition while the opposition is jailed, detainer or arrested. Even Abed Bwanika has been detained yesterday if you didn’t capture that in the FDC saga and demonstrations in Kampala, that happen after the Police went crazy at the FDC HQ.
Find one thing wrong during my last remarks:
Today the NRM Talley Center at Jokas Hotel has addressed the media on 20.02.2016 while FDC tried to the same at their Headquarter on the 19th January and then the Helicopter with tear-gas came and the military police arrested them all. Why didn’t the Police enter and take down the NRM tally Center as the Electoral Commission is only allowed to do so, they said that yesterday didn’t they?
Well, there seems to still not being close to being a level playing-field in this elections. And there will continue with political movements until it is all uncovered. Peace.
On the morning of Friday February 19, 2016, Party leaders of the Forum for Democratic Change (FDC) were holding a meeting at the Party Headquarters in preparation for a press conference. We intended to show the gross discrepancy between the presidential election results that the Electoral Commission was releasing and those that we had in our possession and knew to be correct.
Before the press conference, heavily armed police, operating on wrong and illegal orders from President Yoweri Museveni’s regime, invaded and disrupted our meeting and arrested Dr. Kizza Besigye, our party presidential candidate, Ms. Ingrid Turinawe, our Secretary for Mobilization, and me. We were taken to Naggalama Police Station in Mukono where we were detained all day without any charges being laid.
In the evening of the same day, Dr. Besigye and I were told that we were free to go but that Ms. Turinawe would continue to be detained.
If our arrest was intended to intimidate the leaders of FDC, the effect was to strengthen our resolve and our single-minded focus on fighting for our rights, our freedoms and democratic governance in Uganda.
One thing that all Ugandans must understand is that our fight for our rights, our freedoms and democratic governance cannot be compromised. These are the objectives on which we have focused our efforts and we shall continue to do so. Our energies, efforts and attention must remain on the achievement of those objectives.
At a strategic level, the situation is highly in our favour. At a tactical level, where Museveni still has some temporary advantages, we must focus on shifting that imbalance in our favor.
I thank all Ugandan people who participated fully and honorably in this exercise and were bold in voting and in guarding our votes throughout the country. I thank you for the sacrifices you have made. I urge you not to lose hope or to be discouraged by this temporary upset. We must all remain focused on our objectives.
I call upon all Ugandans and the international community to reject and condemn the fraud that has been committed and to expose it to the fullest extent possible.
Lastly, we must all be psychologically prepared for the occurrence of more illegal arrests and other forms of intimidation. Clearly what we are witnessing in the choreographed announcements of the fraudulent results is part of a creeping political coup d’état. However, we have no doubt at all that the Ugandan people will ultimately prevail.

We can forget to validate the tallying that comes from Namboole today as Badru Kiggundu talks about the final fixed result on Saturday or Sunday. As the Electoral Commission is working under fire from Mzee, as he can’t live with the will people, therefore he is still enforcing militarization of politics as the Police and Army is busy detaining Dr. Kizza Besigye and other FDC “big-men” while sieging FDC HQ and sieging Hon. Amama Mbabazi house.
While the disturbing relentlessness of releasing numbers from the Electoral Commission and also losing of declarations forms in certain districts, and that tally numbers coming from places where the votes hasn’t even been casted. While the Police and army spreading fear in the public while the EC is cooking the numbers to fix the NRM. We know what you do and while your sweeting in the offices and wonder how you will switch the tallies and how many votes you have to pre-tick ballots or calling them.
Forum for Democratic Change under siege today:
As Dr. Kizza Besigye is set under house arrest today following the findings of a pre-ticking operations for President Museveni, something nobody should find as they are close knit and tightly incorporated with government facilities and organizations as the Police and NRM-Regime knows all about it.
Today the continuation of Police Force is working against the FDC as they have put the FDC headquarter in Najjanankumbi under siege and even raided the offices as the FDC has put up another Talley Center as the official ones was giving out numbers to sustain President Museveni and stifling votes. Something the Police could not handle at this present state of affairs. The leading operator is Andrew Felix Kaweesi from the Police.
Later as the escalating offences of the FDC, as they question the numbers coming from the Electoral Commission at this point; the siege of the offices is not enough. As the Youth of the area start to demonstrate as of the siege of the FDC Offices closure; this leads into the police shooting live bullets and tear-gas towards the demonstrating youth. They even used a helicopter to throw tear-gas into the compound of the FDC office. (That is some Hollywood kind of actions that would make Michael Bay proud – Mr. Kale Kayihura!).
The Demonstrating Youth also stood and carried out the demonstrations on the Entebbe Road in Kampala as the youth doesn’t accept the siege of the FDC HQ. Police’s Director of Human Resource Development Andrew Felix Kaweesi says they are there to ensure FDC does not announce illegal election results. As the Police is shutting down the demonstrations they has also help from the Army. The Military Police is also at the spot drilling the bullets and tear-gas at the FDC HQ as the siege is continuing.
And yet again Dr. Kizza Besigye was arrested at the FDC Headquarter and taken to an unknown location again. Together with Dr. Besigye the other main FDC figures being arrested by the Police today are Gen. Mugisha Muntu, Ingrid Turinawe and Wasswa Birigwa. They have been arrested for keeping a parallel Tally Center! The UPF and IGP Kayihura can you do this?
A local station, 107.9 FM, reported at 1:43 p.m. that Besigye and another FDC official, Joyce Ssebugwawo, had been taken away in a car by police (Kampala Express, 19.02.2016).
Crowds in protest: students gathered at Makerere University in Kampala demonstrating against the arrest of opposition leader Kizza Besigye (Al Jazeera English, 19.02.2016). Eye witness account:
“Plumes of thick black smoke spiral into the air and the crowds start to run. Some are dressed in sleeveless red university graduation gowns, others carry leafy tree branches to symbolise a past war. They are not all students, but they do all want the same thing: to see President Yoweri Museveni relinquish power to Kizza Besigye” .
There is also reported demonstrations in Mengo and in Kisenyi in Kampala. The Police is shutting it down with tear-gas and bullets, as the public throws stones at the Police (93.3. KFM Radio, 19.02.2016). There been also reported shots fired in Katwe and Kololo and petty vile photoes from the streets are coming in social media. That I don’t have the stomach to deliver.. as the Live bullets and tear-gas hurt the public!
The latest news broadcast by 93.3 KFM at 3:03 p.m. spoke of “a lot of rampage” at Kasangati and Kawempe although the Kiseka Market area had calmed down a little by 3:00 p.m., with all the shops closed (Kampala Express, 19.02.2016). In Kiseka Market the Police has shot two people and the picture is spreading online as the victims lay on the streets. a sad sign of the violence of the state and the regime!
Also ordinary people are taken to be detained as they are in the area and demonstrate to the regimes shut-down of the FDC party officials and its headquarter. This here can only be under order of Mzee.
As other opposition leaders usually is safe. Hon. Amama Mbabazi house is set under house arrest as his home is sieged by the Uganda Police Force and the Army as he is such and threat to the ruling regime. It seems… As that happens at the same time some Polling Agents storms his house demanding pay for guarding his votes!
Amama Mbabazi wrote this:
“This afternoon, police vehicle with Field Formation Unit officers arresting anyone that was outside my gate. They were also accompanied by military police. I am yet to find out why” (Mbabazi, 19.02.2016).
Continue of Voting in Kampala:
In Kampala where certain voting has restarted today after the delays of material yesterday as for instance in Gaba, where the demonstrations and anger towards the Polling station occurred. The voters who are named in the Category S-Z are not allowed to vote at the polling stations. (Me asking, so they are the already pre-ticked ballots then?).
At Ggaba Trading Centre the polling station opened today as well because of yesterday’s delays. While this happen though. The Polling station got material, but not the voting material for presidential elections.
In other parts of the Country:
In Masaka the Police have started to have heavy deployment around the Talley Center of the town. In Kasese the police has shot tear-gas into the Talley center in the town.
In Nebbi where President Museveni is busy supervising the distribution of Hoes to the public as a appreciations of the voting yesterday. So subtle Mr. President!
Suspicious of rigging, here is reasons why:
In Rubavu in Western Uganda, a government official was caught with pre-ticked ballots for President Museveni. While in Bundibugyo where the presiding officers of the elections and their declarations forms goes missing (The Observer, 19.02.2016). In Bulambuli the results from 6 Polling Stations, Returning Officers claim the Declarations Forms was stolen from the Polling Officers yesterday (The Observer, 19.02.2016). In Sembabule where at certain polling stations yesterday there wasn’t even voting yet, as “at Kirama, Ntusi Primary School, Kazooma A, Lwemibu, Mageege Kinoni all had result 4 tallying even tho they didn’t vote yesterday” (The Obsever, 19.02.2016).

“Presidential candidate Abed Bwanika has been intercepted at Mutukula border by Ugandan security while trying to sneak into Tanzania. He is now being driven back to Kampala, reports indicates” (Red Pepper, 19.02.2016).
Latest on Dr. Kizza Besigye:
He has yet again been sent home to his home in Kasangati by the Police. Right now this is unconfirmed. Have no information on the other “big-men” and detained FDC Officials or public around Kampala that the Police has taken in today. While this reports has been taken back. He is not yet home. Dr. Kizza Besigye and the other FDC Officials are detained in Nagalama Police Station as we speak! He was never home in Kasangati after taken from FDC Headquarter. Winnie Byanyima confirms that he is detained together with the other FDC officials, and not yet escorted home!
I think this is enough for now. More to come as the events unfolding in amp speed right now! There is certainty that the NRM-Regime works hard to suppress the will of the people and the change of power as the siege of opposition is a proof of! There is vicious attempts to destroy democratic values again from the authorities and doesn’t seem to seek the truth. The Police, Military Police and the Army is deployed heavy and guns around as the fear and tension is sky high. Peace.
We have seen deflections during the election period. That is not news. Something that is expected! Everybody changes fields for better fortune or ideology, even losing hope in the place they have been in. Get a better state of mind or have more faith in another leader. This here is about two woman who has been loyal and hard-core FDC, Pro-FDC if you want to say so. Even if Beatrice Atim Anywar have been rumored to have a close relationship with Mzee. That is kind of confirmed while NRM Presidential Flag-Bearer Yoweri Kaguta Museveni had his campaign in town. The other one which is more silent, but still showing lacking moral and party loyalty is Nabillah Nagayi Sempala. They both proved that they we’re interested in Go-Forward. They both have some kind of suction at times with NRM. If they are all true then it’s really deserves a spiteful chant. But that is for another day. I will not go into their CV’s. More just from summertime this year till today’s movement; this should be interesting enough.

2nd September Statement:
“In a perfect world politicians wouldn’t lie. But when the voters elect politicians who lie over those who tell the truth then the voters shouldn’t be surprised when they get caught being less that truthful. But in order for politicians to tell the truth, the voters are going to have to stop punishing honesty. The voters are going to have to be ready to face the truth and the hard decisions that the politicians have to face in passing fair laws that are good for the people. Some issues are tough issues and require tough choices and require a solution that is more complicated than a slogan. So when someone running for office tells you that global population is a real issue and it’s not going away on it’s own, listen!”.
The real reason why she pulled out was so she could show support for TDA/Go-Forward candidate Amama Mbabazi as she did on 2nd November when she went away from FDC to do so (Fakebeast, 2015).
On the Nomination day of Dr. Kizza Besigye, Nabilah Sempala turned back, just a week after saying she would be behind Amama Mbabazi. She was sitting at Namboole where the Electoral Commission issued the verification on the candidature of the FDC flagbearer. Which are strange moves from the woman (Observer, 2015).
On the 3rd December she became an FDC MP candidate in Kampala today. She has really done some actions that have been questionable, but still been able to get back to the fold.

On 22nd September:
She said: “What is wrong with welcoming Amama Mbabazi? I even foresee beyond that. If we came into government, Museveni [safety] should be secured. The NRMs who have done bad things in this country – there should be a reconciliation [ for them], they should be forgiveness, otherwise we are going to continue being in war. That is why am giving a challenge and a burden of challenge to Dr Besigye as a founding member of this party [FDC]. If TDA has decided on another [candidate], don’t bring other issues that ‘he was in government, he did this and that’” (Observer, 2015).
On 3rd November her statement:
“I am a fighter. I fought the Mabira war and won it. I am a staunch FDC member, but I belong to an FDC that goes forward”. She also said this: “I’m tired of being in one place stagnating. I want to move forward. All those FDC supporters who want to go forward, Amama is the man”.

She said this on 11th November:
“We Should Move As One And Not Sit Back, we As People Must Unit. Amama Came With Keys That Can Open The Doors To State House… With Mbabazi Our Votes Will Not Be Stolen, jobs For The Youth, safety Of Mothers, plus Keys To State House” (Greenfield Radio).
Mzee states on 22nd November on the Boma Grounds at Kitgum:
“According to the files I have looked at, the nodding disease has been contained. It was being brought by the flies from the river and we have sprayed, it has now gone down. We fought this with my daughter Anywar Beatrice but now she went to another party, we shall continue doing this without her”.
On 24th November:
“The FDC spokesperson Ibrahim Ssemujju Nganda has said the Kitgum woman member of parliament Beatrice Anywar by act of abandoning the party presidential flag bearer Rtd. Col. Dr. Kiiza Besigye to support the Go Forward candidate Hon. Amama Mbabazi has left the party” (Crooze FM 91.2)
On the 27th November:
“FDC electoral commission chairman, Dan Mugarura says Anywar was denied the party flag because of her hostility to the party and its presidential candidate, Dr. Kizza Besigye. She continues to canvass for votes for former Prime Minister Amama Mbabazi despite the collapse of the Democratic Alliance (TDA)” (Radiocity 97FM).
On the 30th November:
“Hon. Beatrice Anywar aka Mama Mabira bounces back to FDC in support of Kizza Besigye-Kifefe after she had publically decided to nominate Amama Mbabazi”.
On the 1st of December: “FDC maintained that Mr Denis Okalit was the party flag bearer for the Kitgum municipality MP seat even as Ms Beatrice Anywar made last minute attempts to persuade the party to reconsider the decision” .
“Beatrice Anywar, the embattled Kitgum Woman Member of Parliament has been nominated to run for Kitgum Municipality parliamentary seat as an independent” (…)”Anywar, who formerly belonged to the Forum for Democratic Change (FDC) party, promises to cooperate with the party in parliament, despite their frosty relationship at the moment” (3.12.15, Radio Buddu 98.8 and 95.5)
We have should wonder about how long and at what reasons they sudden return to FDC and for much is their trade. I am glad that they didn’t take back Beatrice Anywar even if they gave her space at the campaign rally in Kitgum, her area. The Kampala Woman MP Nabillah Nagayi Sempala will still rally under the FDC banner and organization. Even if she has been trifling and wonder how she gets the forgiveness from the party… What is her suction for the Kampala position since Gen. Mugisha Muntu could easily done the same and given another person the post and nomination. She can’t be the only woman in Kampala who could stand for the FDC. That I doubt, though not as experienced. So that this election period turns interesting, that is for sure and the losing grip of Amama Mbabazi is showing. While FDC stay strong and relevant, at the same time NRM continue to pay for patronage like giving alcoholic’s free beer at the bar. Go-Forward lost already in few days 100 people and now two high-profile candidates. Even if Beatrice Anywar haven’t been let into the fold in FDC, she has proven she is not loyal to Amama Mbabazi either. That is something you… can think about. Peace.

Amama Mbabazi of the Go-Forward Ticket became the Joint Presidential Candidate in the coalition of TDA. As a lightning strike it’s has had an effect on the parties and candidates.
Instead of bring unity and strength as I and other people hoped the retaliation and movement of the parties has shambled the idea of a strong coalition against the NRM and the Mzee, head of state and long-time ruler.
First the UPC Mr. Jimmy Akena took down the UPC flag at the compound of the TDA. Olara Otunnu said the party where in the spirit and taking down the flag wouldn’t make a difference. As Akena has also denounced the Amama Mbabazi and make even the UPC camps go against each other.
Secondly the FDC has pulled their Flag-Bearer and leader Dr. Kizza Besigye after the decision to pick the other leader after a long wait for the stalemate in the coalition.
The main issue is that UFA, DP, PPP and UPC in general are following the picked candidate though that some of the parties have issues. Norbert Mao of the DP is following and supporting the candidature, the same with Gilbert Bukenya. Gilbert Bukenya while still go on his own independent candidature instead of being a part of the TDA. DP will follow Amama Mbabazi and hope to regain a bigger crowd with loyalty to the coalition.
FDC is big and biggest party except for the NRM. Mugisha Muntu and Dr. Kizza Besigye got big crowds and support in the land. Also a loyal staff and a hardworking party, that has run campaign for a long while on their own. So that Dr. Kizza Besigye has send in again his own nomination form to the Electoral Commission and standing with his party shouldn’t be seen as strange move after being snubbed by the TDA.
Though this makes a lot of the wishes and makes the opposition a bit fractioned instead of a strong unity. With the movement in the UPC which also shows to faces after the recognition and placing the bets on Amama Mbabazi. This have now showed frictions and weakness in the strength of it all. It could be for seen that Amama Mbabazi had gone out of the TDA if he wasn’t picked as the leader and Joint Candidate for coalition. So that the FDC does the same shouldn’t be seen as a wrong move. It’s right for them! But it gives the opposition less strength into the 2016 election against the Mzee. It has now two fractions with different programs and even if they both work for getting NRM regime out of power.
Amama Mbabazi deflection from NRM and into independent candidate turned TDA has really made the coalition weaker in some ways. Especially losing the FDC and also making the UPC’s own issues to the surface. That he can bring more issues up from is if the DP will struggle with Norbert Mao after taking over from Paul Ssemogerere. And that JEEMA Asuman Basalirwa hasn’t made any noise! Jaberi Bidandi Ssali of the PPP has also been silent. Ken Lukyamuzi of the CP hasn’t said a word either. Beti Kamya of UFA has not been anywhere worth mentioning more than seeing she is somewhere and maybe in recent days signed a paper.
Now that the decision has been made and FDC has pulled their power move. Amama Mbabazi has made a coup in the opposition and gotten a prize of rising as a head of the rest against Dr. Kizza Besigye and Mzee. There are now three horses running for the Head of State. The ruling party and Mzee must enjoy this fraction instead of hearing of strengthen the unity toward NRM regime!
So if Gilbert Bukenya goes a single unit as well then it will be four people race for the Presidential Candidate, with three big men in the driving seat for the election in 2016. The NRM ticket, the Go-Forward/TDA Ticket and FDC ticket! Which is three swords with different edges into each other during the campaign while supposable being able to show power against the reigning power which seems a losing battle. With two pieces going against one big-man will be battle of noise instead of the unity that they could have been.
We could see something different and a positive note into the campaigning of the presidential election in 2016.
Instead we have now the same old instead a weak unit, FDC party with its own strength and the NRM party with the Mzee who use every tool in the book to keep his position in place and let everybody else scatter. Destroy and conquer is working its magic wand without pulling the string. He has pushed Amama Mbabazi out of the NRM and used him as pawn in the opposition that he could never achieve himself. Because his actions could bring the opposition could bring them back together, but the question if the FDC see the legitimacy of Joint Presidential Candidate who is not from their party. This is a slap in the face of those who trust in the Go-Forward ticket as the main ones of the rest of the opposition who is a part of the coalition!
The only winner of this tale now is the ruling leader. Mzee has yet again a fragmented opposition and not a collected force against his reign. His Excellency can smile wherever he is and know that Amama Mbabazi and Dr. Kizza Besigye will go against him, also each other so he can steal the whole dime and leave scraps for the rest as always. Because like Joseph Stalin said: “it’s not the ones that cast the ballots, but those that count them that matter”, I know I am paraphrasing the quote. Still the meaning is there and we know the Electoral Commission and its track record in the sense of how it pleases the NRM regime.
The now TDA Joint Candidate will have a mountain to climb in the new landscape he is in. He has always been a NRM candidate and lived in the shadow of his master. Now he is alone in the wilderness, but has support of many minor parties so he can say he is not totally alone. The biggest fellow supporting his candidacy in TDA is DP and Norbert Mao. Who would not have grasp or ability to reach in the Uganda! That is something that the TDA parties have recognized. So that it would be late comer Amama Mbabazi or Dr. Kizza Besigye was natural. Gilbert Bukenya couldn’t also have the reach of the two main candidates. This has beaten the opposition into a weird shape instead of strong unity, me and other people wished. So they could have moral and ethical leader to be something else then Mzee. Instead we have three parts rally for the Head of State and beat the NRM regime.
So know the People’s President will still be the man the integrity, but not with the support of all the other parties, though parts of the UPC wanted him as chief of the TDA it seems. Jimmy Akena has already tried to split the UPC so that Olara Otunnu would lose his margin in the party; instead it shows the fractions there.
This all leads weakness of the opposition… and the crater of the FDC are now showing what is left behind. FDC created a real vacuum and should be worry for Amama Mbabazi Go-Forward ticket. As the race against Mzee can they now be seen as a soft teams instead of a having combative strength together. Mzee can smile and relax a bit. The cracks in the TDA might happen even further if Gilbert Bukenya will branch out himself on a later stage. If the UPC continues to struggle with themselves and if they following the words of the Jimmy Akena or Olara Otunnu!
Mzee! Mzee will have a field day after today. The TDA has lost a piece of it integrity and edge as the FDC deflects and the stages of the UPC and other parties place will further imbalance the opposition coalition and we can wonder if the TDA will be totally fragmented into the campaign of the 2016 Presidential elections. NAKED ROGUE REGIME- No more pretence of multiparty system or Rule of Law:
This weekend (Friday and Saturday 28th/29th March 2014), I planned to join the Political Party and Civil Society leaders in Kabale and Kasese to launch the “Call for Free and Fair Elections Now”.
After what happened in Mbale and Soroti last weekend and the Statements that were being made by the “Police” Chiefs in Kampala, Kabale and Kasese during the week, I knew that we would be facing stiff challenges in our tasks.
I suspected that I would be blocked en-route to Kabale; so, I first evaded the 24/7 police surveillance around me and drove to Kabale while my “guards” were vigilantly guarding a house in Kampala, where they expected me to be.
At about 8 pm (Thursday), we passed by two Police Patrol Vehicles about 30 kms to Kabale. Soon, it became clear that they were chasing after us and our driver (Mr. Fred Kato) did the needful to keep ahead of them. As we entered Kabale town, the patrol vehicles were quite close behind us. We drove very first up the hill overlooking the town centre and were able to elude our pursuers.
We had already organised a “hideout” to stay overnight and managed to get there without being noticed. As we settled in to have a much-needed meal, we received the news of our colleagues being evicted by “Police” from a radio talk-show.
FDC President, Maj Gen (rtd) Mugisha Muntu and Bishop (rtd) Zac Niringiye had been invited to radio Voice of Kigezi (VOK) to discuss the electoral reforms we intended to launch and other political issues.
By the time of the talk-show, it was clear that the “Police” was up to no good. Heavily armed policemen had surrounded all the 3 FM stations in Kabale town. I understand that Zac and Muntu had to use creative means to get into the VOK unnoticed.
Twenty minutes into the program, the Kabale District Police Commander (DPC) Bosco Arop stormed into the Station with his forces and ordered the program to close immediately and the visitors to leave at once! The host of the program had no choice but to close the program and to ask their visitors to leave as ordered.
I also learnt that a public lecture that was to be delivered by Bishop Zac Niringiye to students of Kabale University on Thursday 27th March was unceremoniously stopped. The Regional Police Commander (RPC), the DPC, the DISO and a heavily armed police squad had arrived at the University shortly before the lecture was due to start and ordered the Vice Chancellor to call it off.
On the same Thursday, the “Police” ordered the owner of the venue booked for our Friday meeting to cancel the booking. Rev Fr Gaetano Tibanyenda (Parish Priest of Kitanga Catholic Parish) and his organising team quickly secured another venue at a downtown hotel.
Vehicle and foot police patrols were reported all over Kabale municipality throughout Thursday night. To the foot policemen’s anguish, a very heavy downpour of rain started at about 5.30am and continued throughout the morning and early afternoon.
As I settled in my Kabale “hideout”, it was clear that we would not be able to hold our meeting as planned. I did not emerge from my “hideout” until about 2 pm, the time of our planned meeting. I was able to reach the venue, the Hill Top Hotel without being noticed.
Expectedly, “riot policemen” had surrounded the Hotel. A crowd of people who had gathered for the meeting was throwing curses at the policemen. Rev Fr Gaetano and Gen Mugisha Muntu were standing by the entrance of the Hotel.
I waved to the crowd through the sunroof; triggering frenzied police activity around us. The notorious police van that permanently tails me had, apparently arrived early in the morning. It’s goons were on rampage around us; trying to clear the gathered people and to force us to leave. The goons were pepper-spraying into any possible opening to our locked vehicle’s cabin.
Gen Muntu informed me that before we arrived, they had told the people to disperse and return to their chores since the police had blocked our meeting. However, a large crowd was still gathered there and we chose to remain there too.
After a while, a recovery vehicle (breakdown) was brought to tow my vehicle away. That’s when we decided to leave the venue and proceed to my home in Rukungiri, about 115 km north of Kabale. The Police van and two patrol vehicles pursued us.
At Kisiizi, midway between Kabale and Rukungiri, we found a large market, where people cheered us wildly and about 20 boda-bodas followed us hooting and cheering.
Shortly after Kisizi Hospital, the police van overtook us and blocked the road. It’s occupants jumped out with batons and guns and viciously attacked the boda-bodas. Others tried to break into our vehicle. We drove through the bush; bypassing the van and speeding onto Rukungiri. I understand some of the boda-bodas were badly injured and are being treated at Kisizi Hospital.
Shortly after getting to my Rukungiri home, the police van arrived with three patrol vehicles (re-enforced by Rukungiri Police) and policemen were deployed all around the home.
It was at this point that I learnt of the arrest of Gen Mugisha Muntu and Rev Fr Gaetano. They were apparently arrested shortly after we left Kabale. They were briefly detained at Kabale Police Station, and then transferred to Ntungamo Police Station (80 km) North East of Kabale. Later in the evening, they were released without any charge.
While in Rukungiri last night, I was informed by our leaders in Kasese (our next stop after Kabale) that police had succeeded in intimidating the owner of booked venue to cancel the booking. It had become difficult to secure another booking, for the same reason. Our meeting was being postponed for week to reorganise.
In spite of this, “Police” blocked DP President General, Mr Norbert Mao, and other DP leaders (who were already on the way to Kasese), at Katunguru brigde. DPC of Kasese informed them that he had instructions not to allow them beyond that point. He ordered them to return to Kampla.
As all this was going on, the High Court in Kampala was once again giving a ruling re-stating that Ssalongo Elias Lukwago was still the Lord Mayor of Kampala. There had been two other similar ruling on the same issue.
The Judge ordered a stop of the elections the Electoral Commission was purporting to organise to fill the office of Lord Mayor. The Judge castigated the Attorney General and Minister for Kampala for contempt of court. We all know that in spite of all this, Mayor Lukwago will not be entering his office because soldiers to stop him from doing so surround it.
The Museveni/ NRM regime has worked hard over the last 28 years to manufacture covers for their brand of military dictatorship. All covers are now gone. I never cease to be amazed by the similarity of the “NRM revolution” and the revolution of George Orwell’s Animal Farm.
In the end, “Animal Farm” was re-named “Manor Farm”; Napolean (the pig), the head of the Animal revolution was wining, dining and playing cards with Mr. Pilkington (man of Foxwood farm). The Animals that carried out the revolution had long been marginalised and terrorised beyond what their original master (Mr. Jones) did.
Peeping through the window, the Animals could no longer see the difference between the Napoleon or the other pigs, and their former masters, the men. I am sure that if all the former dictators were back in State House, dining with Mr. Museveni, we would not tell who was who!
The rogue regime is now as naked as they come. Let’s be under no illusion, we must stand together again and eject all the pigs and the Pilkingtons. This time, we must keep our eyes open and defend the revolution.
