The NRM Day, the National Resistance Movement (NRM) day, the Liberation Day. The day that the National Resistance Army liberated Uganda. Are in the making and being prepared so that the President can hold his speech and be crowded by his soldiers, his Crime Preventers and who ever he has bought out from obscurity in the recent months.
So the news today, was rare or unique. It is more of the same. That other people are not allowed. It is just like when he hold the State of Nation Address, all channels and broadcast on TV and Radio had to send his speech. The same can surely also happen in this instance. Because the only man who is clearly free and can be opinionated is Museveni. The rest have to follow his suit and his orders. The State House commands. So that the President and his men, are now putting orders on how they are celebrating the 32nd Liberation Day isn’t surprising. It follows a pattern of control from above, from His Excellency, who cannot be that excellent, when he has to micro-manage every detail and get everyone in-line for every event. Every function and every order, has to be rubber-stamped by him. It’s just his despotic mind, who speaks democracy, but orders everyone around and wants everybody to accept his hollow mind. That is just the way it is, so when Daily Monitor says this today:
“The government has cautioned the opposition and any other groups against any plot to hold parallel liberation day celebrations. The caution was sounded by the minister for presidency Esther Mbayo during a press conference at media centre ahead of the celebrations slated for Friday January 26, 2018. She said every time government organizes a national function, there are groups that threaten to organized parallel arrangements. She said this will not be tolerated this time round. “I am just warning whoever is organizing to stage a parallel function to desist from it because the long arm of the law will catchup with him,” minister Mbayo said. She said there will be only one national function accepted that day and it will be held at Boma grounds in Arua Municipality. “So whoever wants to stage parallel arrangements should stand warned,” Mbayo said” (Jumbe, 2018).
This is the memo, the gist and the story. That the Minister Mbayo is warning and coming with stern signals of how to behave. The public can only have one key celebration, nothing in Kololo or on another field. The only one matter at Boma Ground in Arua. The rest has to cease, where the President is, is the only place to be liberated, the others have to follow orders and be under the spell of the President. No freedom, no celebration in Kampala, Jinja or Mbarara, no no, only celebrate in Arua at Boma Ground.
The Liberation Day celebration only matters at the function of the President. If he isn’t there, it doesn’t matter. It is not about liberation, if the supposed liberator isn’t there. The kingpin of the NRA has to be at the function if it supposed to have any value. President Museveni have to show up and be graceful, spill his beans and everyone got to listen to his wisdom. If not, they are not liberated. The liberation was for him and his men, not for the republic. The people was just tools for his liberation. Therefore, a party is only a party, if he started or joined the party. Peace.
Here is the basic outtake from a report that was released on the 9th March 2016 from the United Nations Office of Human Rights Council. This focused on the matters of human rights and dignity, as it looks at the laws and regulations, how the state affairs with the matter and create safety and security for their people while not taken away their trust and their justice as free men and woman. As the Government of South Sudan has signed and ratified certain statues and human rights laws into their own as a civilized government who want to be respected and seen as a respectable state.
The major problems and issues is not only stemming from sexual violence towards the public as many has addressed, I have also taken that into the picture, but I want to show you the more of it, but not go into the laws and the ratifications, as that is important. For the moment we should all just see the pains that have unjustified hit many of the South Sudanese as the differences between Generals has hurt them. Take a look!
Internally Displaced Persons in South Sudan:
“By December 2014, more than 1.4 million South Sudanese had been displaced internally, while approximately 467,000 people had fled to surrounding countries. Additionally, roughly four million people in the country faced serious food insecurity. Humanitarian access continued to be hampered by fighting and violence perpetrated by both parties to the conflict against aid workers, equipment and infrastructure. In Unity and Upper Nile states, active hostilities and insecurity continued to disrupt humanitarian assistance as well as, road and air access” (…)”By mid-December 2014, more than 100,000 civilians were housed in UNMISS compounds – designated “protection of civilians sites” (POC sites) – because they were too afraid to return home, fearing potential violence. The bulk of these internally displaced persons (IDPs) were in Bentiu (43,000 people), Juba (32,000) and Malakal (17,000)” (UN OHRC, 2016)
Violence against IDPs:
“For example in Bentiu the SPLA soldiers have taken aggressive postures towards civilians in the PoC site. On 30 September, UNMISS witnessed approximately 20 SPLA soldiers in uniform, including child soldiers, outside the entrance of the PoC site pointing their weapons, including a vehicle with a mounted machine gun” (UN OHRC, 2016).
In Lakes State:
“In Lakes State, inter-communal conflict among different Dinka clans has continued despite efforts by the Government and state authorities to defuse tensions. Revenge attacks, including acts of sexual violence, continued in relation to the killing of a Paramount Chief in Cuei-Chok Payam on 5 August. In response to the violence, the Government has increased its security presence in the State. However, this has given rise to further violations as a result of heavy handed measures sometimes adopted by the security forces” (UN OHRC, 2016).
In Easter Equatoria:
“Eastern Equatoria has also witnessed major incidents of inter-communal violence, including on 6 December, in Loronyo, Torit, where several civilians, including women and children were killed. Reports received indicated that human rights violations were committed by security forces sent to the area in response to the violence, including sexual violence and looting of property. Likewise, the deterioration in the security situation in Chukudum in Budi County, Eastern Equatoria, in September and October, led to allegations of human rights violations by the SPLA, including arbitrary detention, torture and extra-judicial killings” (UN OHRC, 2016).
In Western Equatoria:
“In Western Equatoria, the influx of armed Dinka pastoralists from Lakes and Jonglei with their large numbers of cattle has seen an increase in tension with host communities, particularly in the Mundri West County areas. In Central Equatoria State, UNMISS monitored developments in clashes between the Kuku and Madi communities spanning the border between Kajo Keji in South Sudan and Moyo district in Uganda, resulting in several deaths in both communities and the displacement of between 8,000 and 10,000 civilians from the Ugandan side to the South Sudanese side of the border” (UN OHRC, 2016).
Conflict related sexual violence:
“State officials allege that at least 20 women were abducted from Souq sabi, Dere, and Lich University and taken to Guit and Nhialdiu. Allegations have also been made that SPLM/A-IO used rape as a punishment for suspected Government sympathizers” (…)”In another incident, in December, three women out of a group of 30 were reportedly raped by SPLA soldiers while proceeding to a village located near the PoC site in Bentiu, after soldiers allegedly asked them to join them and then shot at the group” (…)”Incidents of sexual violence have also been reported in the context of inter-communal violence. In Lakes State, women and children have reportedly been used as proxies for revenge, including through rape. In Rumbek East, the allegation that the paramount chief of the Guony clan was murdered by the Thuyic clan reportedly ignited a wave of retaliatory attacks, including reports of rape against women and children” (UN OHRC, 2016).
“Child soldiers have been observed in Bentiu, Malakal and Kuajok. Between September and November, UNICEF documented more than 70 incidents of grave violations against children affecting more than 2,000 children” (…)”During the reporting period, the SPLA issued new orders prohibiting the recruitment and use of children by the SPLA as well as occupation of schools. On 8 October, the United Nations submitted to the Government and SPLA a list of 20 schools reportedly used by the SPLA for military purposes” (UN OHRC, 2016).
I think the words in the reports say’s enough and I won’t comment on it; as the violence and actions are so straightforward and harsh. The people are victims and the reasons behind it should be sorted out. As they are violated, injured, harassed and killed by armies and militias while they are searching for power or keeping power. UN Human Rights Council – A/HRC/28/49: “Report on the human rights situation in South Sudan” (09.03.2016)
Today is the Liberation day after the Bush-War in 1986. That led to the fall of Milton Obote, Yusuf Lule and Tito Okello. After years in the bush and using the guns and being armed to their teeth and after that actually run Uganda; that happens after losing the election in 1980 as a independent with the Uganda Patriotic Movement. He lost to Sam Kutesa his now Foreign Affairs Minister and loyal ally. Because he claimed the 1980s elections where UPC and Milton Obote won, he went to the bush because the system could not be fixed in peaceful ways. Today is the 26th January in remembrance of this and show respect to the start of 30 year reign of power. Here is a transcript of the speech he had that day. If that is to long I have the cut video clip first that can show the glimpse of what he was trying to say. Take a look and read if you will!
Here is the speech he held on the NRA/M liberation and after the bush-war in front of the Parliament on the 26th January 1986:
NO ONE should think that what is happening today is a mere change of guard: it is a fundamental change in the politics of our country. In Africa, we have seen so many changes that change, as such, is nothing short of mere turmoil. We have had one group getting rid of another one, only for it to turn out to be worse than the group it displaced. Please do not count us in that group of people: the National Resistance Movement is a clear-headed movement with clear objectives and a good membership.
Of course, we may have some bad elements amongst us – this is because we are part and parcel to Ugandan society as it is, and we may, therefore, not be able completely to guard against infiltration by wrong elements.
It is, however, our deliberate policy to ensure that we uplift the quality of politics in our country. We are quite different from the previous people in power who encouraged evil instead of trying to fight it.
You may not be familiar with our program, since you did not have access to it while we were in the bush so I shall outline a few of its salient points;
The first point in our program is the restoration of democracy. The people of Africa-the people of Uganda-are entitled to democratic government. It is not a favour from any government: it is the right of the people of Africa to have democratic government. The sovereign power in the land must be the population, not the government. The government should not be the master, but the servant of the people.
In our liberated zones, the first thing we started with was the election of village Resistance Committees. My mother, for instance, cannot go to parliament; but she can, surely, become a member of a committee so that she, too, can make her views heard. We have, therefore, set up village, muluka, gombolola and district committees.
Later we shall set up a national parliament directly elected by the people. This way we shall have both committee and parliamentary democracy. We don’t want to elect people who will change sides once they are in parliament. If you want to change sides, you must go back and seek the mandate of the people who elected you.
Some of these points are for the future, but right now I want to emphasis that the first point in our political program is democracy for the people of Uganda. It is a birthright to which all the people of Uganda are entitled.
The committees we have set up in these zones have a lot of power. You cannot, for instance, join the army or the police without being cleared by the village committee.
You must get a recommendation from the people in your village to say that you are not a rogue. Hence, the soldiers who are joining us from other armies will have to be referred back to their villages for recommendation. The same applies to the police.
Suppose, for instance, that we want to recruit some 500 soldiers from the District of Rakai and say 10,000 youths in the area apply to join. If 5,000 of those are cleared by their area committees as people of good character, the selecting military team will choose the most physically fit from among those, and we shall end up with an army that is both of good character and in good physical condition. This is an example of some of the work to be done by the village committees.
Another important aspect of the committees is that they should serve as a citizens’ intelligence system. If I go to address a rally in Semuto, Rape-ka or Nakaseke, I shall first meet the muluka and gombolola committees in the area. They will tell me whether the muluka chiefs are thieves, or the hospital personnel are selling drugs, or whether there are soldiers in the area who are misbehaving. They are thus able to act as watchdogs for the population and guard against the misuse of power.
The second point in our program is the security of person and property. Every person in Uganda must be absolutely secure to live wherever he or she wishes. Any individual or any group of persons who threatens the security of our people must be smashed without mercy.
Security The people of Uganda should only die from natural causes that are beyond our control, but not at the hands of fellow citizens who continue to walk the length and breadth of our land freely. When we were in Nairobi during the peace talks, it was a very painful experience sitting in a room with criminals across the table. 1 was advised that being a leader, you have to be diplomatic.
This prompted me to ask: “But does diplomacy apply to criminals as well?” to which the answer was, “Yes”. I saw then that the whole process was a farce. We tried peacefully to push the case that the Amin elements, and people like Bazilio Okello, who had killed people in broad daylight, must be excluded from government.
Our voice, however, was a lonely one because there were so many pressures from the International community which is interested only in trade. They do not care how many skeletons we have in Uganda: all they care about is for the road to be opened so that their goods can have free passage. We, therefore, made our position very clear: we were not going to take part in any government which included and Involved criminals. Unfortunately these people believed they had tricked us. Tito Okello, for instance, came back saying that my signing the agreement showed that they had removed the teeth from the salambwa (poisonous snake).
Our position, however, has always been very clear. If you play tricks with us, we shall play tricks with you; if you are honest with us, we shall be honest with you; if you are violent against us, we shall be violent against you. We are people who pay others in their own currency and we never use cowardly tactics. When I was in the bush, I had a lot of pressure from people who said that we should assassinate people like Obote, Muwanga and Bazilio.
I disagreed because I argued that when you assassinate people like that, you turn them into martyrs and heroes. What you need is to develop enough strength to enable you to sweep that kind of garbage to where it belongs: on the dung-heap of history. Why should anybody bother to kill small people like Bazilio? You may kill Bazilio Okello but you will be left with many other Bazilios.
Therefore, the security of the people of Uganda is their right and not a favour bestowed by any regime. No regime has a right to kill any citizen of this country, or to beat any citizen at a road block. We make it clear to our soldiers that if they abuse any citizen, the punishment they will receive will teach them a lesson. As for killing people – if you kill a citizen, you yourself will be killed.
During our struggle, we executed five soldiers of the National Resistance Army for killing people in Bulemezi, Ngoma and Fort Portal. One of these soldiers had killed a doctor in order to steal his money.
What, on the other hand, has been happening in Kampala? Recently, people were massacred in Luwero and a high-powered delegation was sent there: you know these so-called high-powered delegations led by Excellency’s and honorables, etc. Personally, I do not like being called ‘Excellency’.
People in Bulemezi call me Yoweri or Mzee wa Kazi. Now, these Excellency’s, and honorable ministers and high-ranking military personnel, and what-have-you went to Luwero. Can you imagine what they did? We were told that they had transferred the person who had killed the people in Luwero to another station! Can you imagine? Someone kills 100, 50 or even two people and you say you have transferred him to another area? It was suggested that the solution to some of our problems would be for Kampala to be completely demilitarized.
So I asked: “Where are you going to take these criminal soldiers? Even if you take them to a national park they will kill the animals there!” The solution, therefore, is to put criminal soldiers where they belong: in prison.
The third point in our program is the question of the unity of our country. Past regimes have used sectarianism to divide people along religious and tribal lines. But why should religion be considered a political matter? Religious matters are between you and your god. Politics is about the provision of roads, water, drugs, in hospitals and schools for children.
Case for unity
Take the road from here, Parliament Buildings, to Republic House. This road is so bad that if a pregnant woman travels on it, I am sure she will have a miscarriage! Now, does that road harm only Catholics and spare Protestants? Is it a bad road only for Moslems and not for Christians, or for Acholis and not for Baganda? That road is bad and it is bad for everyone.
All the users of that road should have one common aspiration: to have it repaired. How do you become divided on the basis of religion or tribe if your interests, problems and aspirations are similar? Don’t you see that people who divide you are only using you for their own interests not connected with that road? They are simply opportunists who have no program and all they do is work on cheap platforms of division because they have nothing constructive to offer the people.
Our Movement is strong because it has solved the problem of division: we do not tolerate religious and tribal divisions in our Movement, or divisions along party lines such as UPC, DP, UPM and the like. Everyone is welcome on an equal basis. That is why you find that when our army goes to Buganda, the people there call it:” amagye gaffe, abaana baffe”. When it goes to the West, it is: “amahe gaitu, abaana baitu”: which means that wherever the NRA goes, it is called ‘our army, our children’. Recently, Buloba was captured by our army, and the commander in charge of the group was an officer called Okecho. He comes from Pakwach in West Nile.
Therefore, the so-called division between the north and south is only in people’s heads. Those who are still hoping to use it are going to be disappointed. They ought to dig a large grave for such aspirations and bury them. Ma-sindi was captured by our soldiers led by Peter Kerim: he, too, is from West Nile. Dr. Ronald Batta here, who is from Madi, has been our Director of Medical Services for all these years in the bush.
Obote tried to propagate the idea that there was a division between the Bantus and the Nilotics and that if the Bantus took over, the Nilotics would be wiped out. We have, however exposed him. Whenever, we captured soldiers from Ac noli, Lango and elsewhere, we would treat them well and then release them.
Obote would be surprised and he would ask: “Were you really captured? Did you see Museveni? Were you really not beaten?” Once we captured the police commander of Masindi, a man called Gala.
I talked to him and another man called Epigo, also from Masindi. When we released them and Epigo got back to Obote, Obote did not like what Epigo had to say: that the National Resistance Army was not a tribal army as the Obote government had been trying to make out. So Obote locked Epigo up in Luzira Maximum Security Prison because he did not want to hear the truth about our Movement and Army.
There is, in philosophy, something called obscurantism, a phenomenon where ideas are deliberately obscured so that what is false appears to be true and vice versa. We in the NRM are not interested in the politics of obscurantism: we want to get to the heart of the matter and find out what the problem is. Being a leader is like being a medical doctor. A medical doctor must diagnose his patient’s disease before he can prescribe treatment.
Similarly, a political leader must diagnose correctly the ills of society. A doctor who does not diagnose his patient’s disease adequately is nothing but a quack.
In politics we have also got quacks – and Uganda has had a lot of political quacks over the past two decades or so. I also want to talk about co-operation with other countries, especially in our region. One of our weaknesses in Africa is a small market because we don’t have enough people to consume what we produce.
Originally we had an East African market but it was messed up by the Excellency’s and Honorable ministers. It will be a cardinal point in our program to ensure that we encourage co-operation in economic matters, especially in transport and communication within the East African region.
This will enable us to develop this area. We want our people to be able to afford shoes. The Honorable Excellency who is going to the United Nations in executive jets, but has a population at home of 90 per cent walking barefoot, is nothing but a pathetic spectacle. Yet this Excellency may be busy trying to compete with Reagan and Gorbachev to show them that he, too, is an Excellency. These are some of the points in our political program. As time goes on, we shall expand more on them.
To conclude, I am appealing to those people who are trying to resist us to come and join us because they will be integrated. They should not waste their time trying to fight us because they cannot defeat us.
If they could not defeat us when there were just 27 of us with 27 guns, how can they defeat this army which you saw here? They cannot defeat us, first of all, because we have a correct line in politics which attracts everyone. Secondly, we have a correct line of organization. Thirdly, our tactics are correct.
We have never made a mistake either in strategy or tactical calculation. I am, therefore, appealing to these people not to spill more blood, especially of the young men who are being misled by older people who should know better.
I think this is enough. And it is celebration of 30 years. I will not be smooth, but rather silent. Because it seems like President Museveni forget his cause, if it ever was his cause and to make a democratic change. Even if he used a long time to give a multi-party system. Still his rigging turns as bad or worse then Obote II. That means that after 30 years they are doing the same thing they fought against. Which must be an ironic way of celebrating 30 years of power, with the same leader that held this speech. A speech that was powerful and if truthful and the power ate the man. Then he forgot why he came to power. There are many theories, but the man who took power talked a way of democratic behaviour, but now is more totalitarian and police-state then the state he wished to build in 1986. Peace.
This election is about Mr. Andrew Buzzu, 90 years old;he has never seen a peaceful hand over of power from one president to another. This historic election can be Mr. Buzzu gift, yes we can give it to him because he deserves it, and all we deserve it.
It has been a two days sojourn over a total of 14 rallies, tens of thousands of men, women, young people, children grand fathers and mothers, we have talked to and I am sure as we left Boma Grounds when they were convinced that we have the answers to Rhino Camp, health care, jobs, agriculture, social security, Petition for infrastructure, education, national security and many more.
Let me take this opportunity to thank our party leaders and members that voluntered to make our campaign trail a success. Many of you who donate to our campaign do not have so much money to give but you are selfless men and women who have chosen to get involved in shaping a future with your voice.
Yes some people will come to you to buy you, but that money they are using to buy your support is your money so eat it with pride and ask for more, but secure your future by voting for FDC candidates and those who identify with our cause to bring the change we all deserve at all levels.
Today there been FDC-Supporters who have been in car-accidents. But that is not the worst. It is sad to see all the car accidents that are happening in Uganda, because of the poor roads and security on it.
In Arua districts and sub-counties one of the two days they are on the campaign trail there. The Police have been involved and taken charge in the area. Just as they have done with the Go-Forward Presidential Candidate Amama Mbabazi in recent days.
Even NTV Senior Journalist Francis Jingo and Ronald Galiwango we’re manhandled by the Police and because he and for the reason of wanting to visit the local referral hospital, but was not allowed therefore the hard treatment from the local police force.
The DPC Jonathan Musinguzi made a decision and denied the FDC Campaign trail to visit the Rhino Camp Health Care. This is the place where the Besigye Convoy we’re attacked. Even the FDC MP Flag-Bearer for Madi North with registered number UAX 381L we’re injured in the battalion. It was the DPC and the Police blocked the entrance for everybody!

There been a slow Sunday. Seems like many of the camps has little to offer today, I am sure it will be more on tally tomorrow. Especially considering the KCCA ruling will happen tomorrow. The others is the continuation this next week of the other candidates. Will be NRM based today, but Go-Forward was dealing with getting venues and their new radio. FDC was silent and celebrating soccer result to the Cranes. Abed Bwainka, nothing? TIC Candidates, not much! And so I can go on. To little meat on the barbeque and little food. But try to enjoy this meager supper.

Odeke who is an agriculturalist notes that the infrastructure in Katakwi is so bad. ‘Now with the current rains, roads become impassable, gardens are water logged,” he said” (Jaramogi, 2015).
Unknown kidnappers of Charles Kafeero Mutaasa:
Unknown kidnappers have kidnaped Charles Kafeero Mutaasa who is the Chairperson of the Red Top National Youth Activist in Uganda. He was kidnapped by unknown people, possibly suspected security agents at around Kidnapped Monday at around 11.12pm, at Church road, Kamwokya. However today there has been a new development, he was dumped at Northern bypass strapped up in ropes and saved by boda boda cyclists. At the moment he is at case clinic Buganda Road, under intensive care because he was beaten to pulp. We welcome any information that could help us raise a case against his kidnappers.

“My equally humble appeal goes also to our media partners, who by virtue of their impartial-umpire-role can help their audiences to probe with rigor the substance of the issues from each presidential candidate , ask what they stand for and how realistically their promises translate to the social economic well being of the citizenry” (…)”But what can also be true as I suspect, is that the same camp of the man desperately craving for sympathy could have hired those same goons to do it themselves so as to portray the Museveni camp in bad light. There is much reason to suspect and believe that. Every day in every campaign including this very one, President Museveni’s posters get defaced especially in kampala. We however don’t make a mountain of weird allegations about it. The masaka posters’ story was not the only one. There was the famous ping-pong the lawyers of mbabazi tried to create with the DPP over their own created and headline seeking story that their man was to be arrested for offenses they listed on the eve of his nomination. Fortunately mbabazi was not arrested as they had desperately wanted and the DPP rebuked them to stop playing political gimmicks with his independent office” (…)”The various candidates in this campaign must address how they intend to manage and mitigate certain adverse effects that arise from wrong monetary and fiscal policies ; like inflation. Good Monetary and budgetary policy settings are always aimed at low and stable inflation and sound public finances that are conducive to long-term growth. Sometimes these policies will also help to contain shocks, but there can be trade-offs. Monetary policy that has ensured a firm anchoring of inflation expectations will allow a stronger response to shocks and helps guard against deflationary spirals in the wake of large negative shocks” (Tumwebaze, 2015).
Official: UPC has strike a deal with NRM
There is now official and not a rumor anymore. That means that UPC and Jimmy Akena is parting way with their heritage and selling their soul to the NRM and to their now Presidential Candidate Yoweri Kaguta Museveni. Somewhere is Milton Obote turning in his grave.
Today is a day where I will discuss and show findings for certain UNMISS report that is from UN Department of Safety and Security (UNDSS) and UN Mission in South Sudan (UNMISS) its numbered: ST/SGB/2007/06. It is the United Nations Security Risk Assessment – South Sudan. It was approved 11th September 2015! And here are some interesting findings. I think the quotes speak for themselves!
“Following the onset of the conflict in December 2013, UNMISS could not fully perform its mandate given it under Security Council resolution 1996 (2011) because of the security situation and the need to maintain impartiality. Subsequently, Security Council resolution 2155 (2014), 27 May 2014, fundamentally shifted the basis of UNMISS’ mandate from support of the Government in capacity-building in traditional UN peacebuilding areas to four key areas. In the line with the UN Security Council resolution 2223 (2015), UNMISS activities are:
Protecting the Civilians
Monitoring and investigating human rights
The Creation of conditions conducive for humanitarian assistance
Supporting the implementation of the Cessation of Hostilities Agreement” (UN SRA SS P: 2-3).
“Despite the attacks on the Akobo CSB and the BOR PoC in April 2014, that were more linked with the ethnic based targeting of South Sudanese sheltering within UN premises, generally speaking the UN is not a primary target for hostilities. Moreover, the UN is more often caught in crossfire during armed conflict and access is affected as a result of armed conflict. This will continue to be a risk”(…)“The fact that UNMISS hosts over 166,000 Internally Displaced People (IDP) increases the UN’s operational risk profile and reputation” (…)”PoC sites are volatile with the potential that the high level of tension amongst the IDPs may spill over in violent clashes. Staff members are therefore at a higher risk working within these sites” (UN SRA SS P: 3).
“The armed conflict, which is now in its second year, followed last year’s pattern where the dry season was fighting season enabling forces to take control of vast areas of the country. During the rainy seasons (July-Nov) the roads become impassable curbing direct clashes for the period. Even with the IGAD peace agreement signed in Juba on 26. August 2015, assessment is that the country security situation in 2015/16 will remain unsecure” (UN SRA SS P: 4).
“Currently there is no mainstreaming of Security within the UN activities/ programmes. Therefore, the policy that defines that security needs to be involved at all levels of management to ensure security is considered/ mainstreamed into all the activities or programmes is not applied, specifically in UNMISS” (…)”Maintaining security training would enhance the functional expertise of all international and national staff although programme managers would need to receive training in order to learn the identity inherent and associated risks in a timely manner” (UN SRA SS P: 5).
“Peace Operation: To help implement the mandated tasks, UNMISS will consist of a military component of up to 12,500 troops of all ranks and a police component, including appropriate Formed Police Units, up to 1,323 personell” (UN SRA SS P: 9).
“Humanitarian programme assessments have indicated that, as the violence deepens, the humanitarian needs and risk to aid workers increases. 27 aid workers are presumed to have been killed in South Sudan since December 2013 and over 150 NGO staff are unaccounted for” (…)”In Juba, there have been a growing number of armed attacks against humanitarian compounds” (UN SRA SS P: 10).
“At the height of the conflict large numbers of people split over the borders into neighboring countries seeking refuge in Ethiopia, Uganda, Sudan, Kenya and Abyei; these numbers stand at approximately 510,000 individuals” (UN SRA SS P: 13).
“The increased risk specifically in Malakal and Bentiu would require an increase in the deployment of security staff and expansion of the collective security posture” (…)”As the rains of 2015 began to cut off supply lines, military offensives increasingly used riverine methods of transporting goods and fighters to the frontline. The method of delivery was also being used by humanitarian agencies to transfer large quantities of food to communities in need. In April 2015 a barge convoy hired by UNMISS to carry food and fuel supplies for the base in Malakal was attacked by RPGs and small arms fire , injured four persons. In July the government gave strict warnings that all river transportation should stop, further restricting aid delivery around the country. In September there have also been reported incidents of alleged attack on government owned barges and gunboats in Upper Nile State, the SPLA-io claimed responsibility ahead of verification” (UN SRA SS P: 14-15).
“Since the beginning of the conflict (December 2013) until June 2015, there were a total of 594 security incidents involving IDPs in UNMISS PoC sites. Cases include serious assaults, civil unrest, mob violence, robbery, death threats and harassment, and several locations have also recorded serious disruption to humanitarian operation” (…)”Continued accusations by the government actors or affiliates that the PoC sites are a sanctuary for supporters of the SPLA in Opposition also make the PoC sites a target; this point was actively demonstrated in the attack in the Bor in April 2014 resulting in the death of 55 IDPs within the UNMISS site. Similar incidents have occurred near PoC sites in Juba, Bentiu and Malakal” (…)”An outbreak of cholera started in South Sudan on 18 May 2015 reaching total of 1718 cases [dates 4 September 2015], this rapid spread is largely affecting areas of the state capital Juba and also a separate smaller spread in Bor. One death have been reported at the PoC site in Juba with a total of 76 cases of people who contracted cholera inside the site” (UN SRA SS P: 16).
“UNSMS will have to work much closer with the GoSS security agencies to ensure an improved security response to UN security related incidences” (…)”In Juba a “blue zone” was implemented to manage the locations which were approved by UN security for International UN staff to reside in based on accessibility to the area, crime rates and distance to UN base in case of relocation and emergencies” (…)”Where the UN has a presence Operational Zones have been created where security clearances are not required in all main urban areas to allow for improved access. This approach is underscore by risk management as opposed to a risk adverse approach, this concept needs to be maintained and where possible further enhanced or monitored” (UN SRA SS P: 17).
“The disruption in oil revenues and devaluation of the currency as a result of the fighting has had a detrimental effect on the already weakened economy; government, civil servants, armed forces and police are having their salaries delayed. The breakdown in social infrastructure has reduced employment opportunities; creating desperation which has translated into crime” (…)”For example, the on-going cattle raiding and inter-clan revenge clashes that has been served in retaliation have devastated Lake States” (…)”Government officials have sometimes exacerbated tense situations with alienating remarks on their perception of the UN, often with accusations that the UN is favoring one side over the other within the conflict itself” (UN SRA SS P: 19).
“Animosity grew when the government made accusations that the UN was harboring rebels within its Protection of Civilian (POC) sites. Direct and veiled threats to attack POCs became widespread” (…)”The effect of this was in April 2014 when “armed youth” attacked the UNMISS base in Bor resulting in the deaths of 55 IDPs and injuring many others including UN peacekeepers” (…)”On 26 August 2014 under suspicious circumstances a UN contracted helicopter crashed near Bentiu in Unity State, killing three (3) aircrew and injuring one (1) other underlining the threats involved in working within South Sudan. Investigations into the cause of the crash were inconclusive” (…)”In the middle July 2015 there are approximately 166,142 people saying in seven (7) UNMISS bases (UN SRA SS P: 20).
“There is also notable internal political friction between the Central Government and the Equatoria States who have been calling for the greater autonomy via a federal government system. This has lead to local Equatorian communities feeling threatened and evacuating their families from the area” (…)”In Jonglei state” (…)” During rainy season in 2014 there were major skirmishes between the SPLA and SPLA-io reported in Jonglei. The SPLA-io has continued to threaten to fire upon aircraft flying in the areas, which were seven of the eleven counties during this period; the last threat was on 17 July 2014” Upper Nile” (…)”Several major clashes between the SPLA and SPLA-io have occurred; during one heavy exchange some stray bullets entered the UNMISS camp killing and injuring IDPs and causing structural damage to UN resources. All UN personnel remain concentrated in UNMISS camp including several agencies who had to abandon their own compounds” (…)”Unity State” (…)”To the west of Bentiu, UN staff previously based in the former Mayom UNMISS County Support Base (CSB) regularly were “caught in cross fire” incidents when the parties to conflict attempted to take control of the strategically important town, which is principally inhabited by Bul Nuer. UN Mission and Agencies Funds and Programme (AFP) staffs have become the target with regular ambushes, the demand for their trucks, and/or fuel and the forceful attempt to board UN flight by military” (UN SRA SS P: 22). “Also in the Upper Nile UNICEF reports that 89 boys were forcibly recruited by an unnamed armed group in late February 2015. They were takin in an area currently under government control, which is defended by government-allied Shilluk militia commanded by Maj Gen Johnson Olony” (…)”There are reports of an LRA attack in Western Equatoria State in March 2015 when one person was killed, the village was looted and eleven people were abducted but four were later released. This resuming of LRA attacks has increased fear amongst the population as the last attack in the 2012” (UN SRA SS P: 23).
“The oil pipelines exit South Sudan in both Unity and Upper Nile State, oil is refined in Sudan before being exported. The potential loss of oil revenues affects both nations so good trade relations’ remains key to maintaining income” (UN SRA SS P: 23).
“Currently the flow of refugees is affecting both countries as fighting affects the communities and so they move on, in Sudan the fighting in South Kordofan has created an influx of refugees into South Sudan and the fighting in northern Unity State in South Sudan has meant many refugees travelled north to refugee sites within Sudan” (…)”Cross border grazing & migration rights also areas of dispute as they host well-armed Sudanese Misseriya cattle herders who move around South Sudan in search of feed for their animals” (UN SRA SS P: 24).
“South Sudan lacks an adequate air traffic control system, countrywide. The government took control of the country’s airspace from Sudan in 2011, but to date has not issued any “Notice to Airmen” (NOTAMs), There are areas, however, that the government has declared a “no fly zone” (i.e. over the Presidential Palace in Juba), suggesting that the government reserve the right to fire upon an aircraft that violates this airspace” (UN SRA SS P: 25).
“Use of the River Nile for transportation of UN supplies and fuel has proved difficult with the government threat against all river travel by humanitarian agencies. With military supply vessels regularly travelling the river to the frontline it is not a safe option for delivery of humanitarian provisions” (UN SRA SS P: 26).
“Communicable diseases in South Sudan constitute a major cause of morbidity and morality largely due to the limited access to clean water and sanitation being extremely poor with open defection rates, which reaches 60% in urban areas and 80% in rural areas” (UN SRA SS P: 29).
“In regards to infrastructure, the entire country remains underdeveloped. Road and air mobility is seriously jeopardized especially during the rainy season where whole regions are cut off. Electricity, food and clean water supplies are scarce and seriously impact UN operations in remote duty stations” (…)”Due to poor road conditions in both dry and rainy season and lack of infrastructure there is a heavy reliance on UNMISS and UNHAS air assets for the delivery of humanitarian aid” (UN SRA SS P: 30).
“The existing EU sanctions delivered in July 2014 had little impact on the de-escalating of the crisis, however further extensive UN sanctions were delivered in a tough UN Security Council Resolution on the 3 March 2015, the decision affects individuals through the freezing of their bank accounts and travel bans will affect all players who do not work towards peace and security. There is also an African Union (AU) report which has investigated human rights abuses last dry season which is completed but yet to be published” (UN SRA SS P: 41).
“There is an increase of visible signs of South Sudan being a failing state: there is no free media, intimidation, by government security is commonplace, economy close to collapse and lack of provision or accountability of the civilian population by the state with most funds diverted to fund the war effort. Law and order is collapsing too, in some states wages have been stolen or simply delayed for months on end, in urban area reports of police becoming active criminals, local courts do not function and reports that crimes are committed due to perpetrators acting with impunity” (…)”Large numbers of IDPs rely on the security of UNMISS peacekeeping forces for their protection, however crowd control measures can never maintain order if the IDPs turn on their protector if the tensions rise inside the confines of the POC sites, the numbers are simply overwhelming” (UN SRA SS P: 42).
It is all worrying even with the Peace Agreement between the SPLA/M and SPLA-IO which signed a deal with amendments and tokens taken off. The worrying path is the records and analyses that the UN and UNMISS is delivering in this report. The numbers of people that are fleeing from South Kordofan in Sudan and the ones fleeing South Sudan to neighboring countries like Ethiopia, Uganda and DRC is massive! Should be worrying and the way the air-space is not secured. Also the reports on how the seasons are changing and making it difficult to spread necessities like food through air should be seen as a GIANT sign that something has to change. Infrastructure that is gone during rainy season and the air-drops has to happen for no open roads. River Nile isn’t safe and is in the front-line and dangerous travel with transportation of necessities though that path.
There are the issues with the skirmishes in different areas and also military assaults in the various states. Both between SPLA and SPLA-IO but they are not alone. There other military groups making it worse, also the report of even LRA has done damage in the country. Those also innocent children have been abducted and all the weakness of the security issues together with the fractions inside the SPLA making the reports and data on the ground more worrying.
On top of it all the sanctions that has been put on the Government of South Sudan and it hasn’t hit the ground running, but been useless and if it does anything it’s been just a certain individuals that has lost bank accounts, but it hasn’t stopped the fighting or stopped small-arms coming to the country!
There is so much more I could have put into ink and discussed because its powerful to see what the UNMISS is writing and discussing in the report. I have taken what I seen as main issues and fresh insights. I am sure somebody else would have taken more of the context and background into it, but that you can read somewhere else. Peace!
United Nations Security Risk Assessment South Sudan – September 2015 – UN Department of Safety and Security (UNDSS) & UN Mission in South Sudan (UNMISS) – Approved 11. September 2015 – (Given out 15.09.2015)
The Democratic Alliance (TDA) has learnt with shock and consternation of the deployment of heavily armed police and the military in Apa Parish, Pabbo sub county, Amuru district. The aim of the deployment is to subdue the residents violently in order for the government to demarcate boundaries between the districts of Amuru and Adjumani. They also claim that they want to demarcate the boundary of East Madi Hunting Area.
In 2012 the Uganda Wildlife Authority sent armed Rangers with the backing of police and the army to forcefully evict the residents of Apaa. People were beaten up, their livestock raided, their houses burnt and their crops set on fire. Some young men were shot dead in the operation. Twenty five men were arrested, beaten severely, taken to Adjumani where they were charged with offenses ranging from criminal trespass, being idle and disorderly to threatening violence.
Primary schools were closed down, the pupils and teachers sent away and the school desks were being used as firewood by the army and police. In fact the school became the command post of the army complete with a road block along the road leading to the school.
We are aware that this forceful eviction is being driven by a profit motive. We are also aware that at the instigation of Hon. Moses Ali, the area had been offered by Adjumani district to one Bruce Martin, a foreign investor, to be developed as a private game ranch and hunting area. We feel that since the affected area is not under the exclusive jurisdiction of Adjumani district, it requires cross border collaboration and a joint discussion and a shared decision and consent by the neighboring districts of Amuru and Adjumani.
After the incident where mother of Apa exposed themselves naked be fore the government delegation in protest, government made a commitment that a border meeting would be convened to listen to the concerns of the residents and the leaders.
To our surprise, we were told that three days ago a team comprising the army, police and other government officials were already on the ground and had come in via Adjumani district and were carrying out a survey, boundary opening and were also planting mark stones. This was in total contravention of the spirit of dialogue. Leaders tried to access Apa but roadblocks were set up and they were prevented from speaking to the people.
Three people are now confirmed dead by sources in Apa. Several people suffered grave injuries and are being treated at Amuru health centre. The Member of Parliament Gilbert Olanya was arrested and is believed to be detained in Masindi police station.
We condemn the greed behind this illegal and violent eviction of people trying to settle down after twenty years in concentration camps. We demand that this illegal survey and boundary demarcation he halted immediately.
Only open and transparent dialogue with the affected communities can resolve this matter. Force and violence by the army and police will only escalate an already volatile situation. For centuries the people of Madi and Acholi have coexisted and lived peacefully and there has never been any dispute over the administrative boundaries of the two districts. A case in point is Bibia Parish which is located in Attiak Subcounty, Amuru district and has a considerable population of ethnic Madi people. The administrative boundaries of Amuru and Adjumani are well known. That is why we believe that this current dispute is being orchestrated by greedy people who have selfish interests.
We now propose the following way forward:-
1. Any attempt at a unilateral process of survey and boundary opening at the instance of Adjumani district or the central government should be halted.
2. A high level meeting of government representatives, leaders from the districts of Adjumani and Amuru should be convened by to clarify issues of contention and provide an initial platform for dialogue.
3. A meeting of the communities that reside in the affected area should be convened in order that they become part of the efforts to seek a solution rather than being victimized by decisions and actions imposed from above.
4. Trusted mediators should be sought and asked to get involved in facilitating dialogue by the affected communities. The residents of Apa have for instance proposed that Archbishop John Baptist Odama and retired Bishop Macleod Baker Ochola be asked to mediate in this conflict.
TDA stands in solidarity with the people of Apa. We demand that the media blackout and the isolation of Amuru stops. This brings back memories of Operation North when the entire region was cordoned off as soldiers violated human rights with reckless abandon.
Finally, we know that the NRM regime doesn’t adhere to the rule of law but we wish to state that the matter is before the courts of law and the court has issued an injunction against any further survey and boundary opening.
Government should act impartially and without any undue delay in order that an amicable solution to this problem be found.
To the Peoples of the Original 15 (Kingdoms, Territories and Districts That formed Uganda at Lancaster)
Olukiiko Lwa Bazzukulu Ba Buganda International is Buganda Kingdom’s worldwide grassroots organization. We are writing in great distress over the signs of the times that proclaim a regime change around the corner. This in Uganda is always a violent process with many lives lost and properties destroyed. Even though this usually happens mostly in Buganda, severe atrocities have been committed in other regions too. For this reason, we are calling to all of you, individually and collectively, to join us in working towards a change management strategy. To start with, we have to go back and look at Uganda’s past and present and decide on the most logical and effective course of action.
In the year 1962, groups of people from the Kingdoms of Buganda, Ankole, Toro and Bunyoro, the Territory of Busoga, Districts of Acholi, Lango, Teso, Bukedi, Bugisu, Kigezi, Karamoja, West Nile, Sebei and Madi went to Lancaster in the United Kingdom to take part in a conference for the formation of the country Uganda. These were the original 15, designated as kingdom, territory, etc., according to their preferences. They represented every individual man and woman from their respective areas. Coerced as the Union was, choosing it over conflicts with our conquerors burdened us with a responsibility towards its member groups. Nevertheless, many who occupied the leadership positions ever since chose to become colonial agents. They did not hesitate to speak and act in ways detrimental to some groups. Their subservient mentality drove them to conduct an aggressive brainwashing program on their people, pushing them to commit crimes with far-reaching consequences. The people’s fault was failure to search for the truth, in some instances ignoring it even when obvious, thus condoning injustice and refusing to think their own thoughts. This is a problem, which we must solve in order to reverse this trend of total destruction threatening us all.
The colonialists and their agents had a plan, to assimilate the different peoples into a common culture at breakneck speed. The intent of this was the extinction of any remnant of indigenous characteristics that would inspire rebellion against the British Empire, over the long term. They called this, breaking eggs to make an omelette. The trouble was that each agent in charge wanted the final product to be a hybrid of his own and the English cultures. The other groups resisted. Buganda being at the center of all this, did so relentlessly. The differences persisted, albeit wrapped in hypocrisy. What would have been natural borderlines in a true and voluntary multicultural union ended up being splits in a dysfunctional unit. Through these cracks, enemies from within and without would take hold and pull to complete the damage. Today, it is a common secret that people feel loyalty only to their Kingdoms, Territory and Districts. At times like this, each of them sits in council discussing their group struggle. They scheme to fight, conquer and oppress others to secure for themselves the lion’s share of what Uganda has to offer, though some just struggle for their survival in the only way that appears possible. However, the past has taught quite a few sharp lessons to those who unreservedly thought and acted as Ugandans. The betrayals, arrogance, lies, theft, insults and gruesome crimes have been a tough drill to forget. As a result, this time around, hoodwinking the public is extremely difficult. Moreover, without trust the prospects of working together look dim. Anyone feigning ignorance of this is either self-seeking or incompetent. Meanwhile we hang between the devil and the deep blue sea.
Here in Buganda, children are murdered in sacrificial rituals, people of all sexes and ages are raped in broad daylight, bludgeoned with iron rods, burnt with acid, whole families butchered and many innocent people locked up in prisons, while frequent poisonings threaten to undo our social fibre. All this has made ours a fertile ground for diseases. There is land grabbing, disinterment of our dead, burning of schools and work places, destruction of shrines, desecration of our norms and traditions, as well as violation of the ecosystem and distortion of our history. Public funds are stolen, health and education are in the gutter, properties robbed, people displaced and our ancestral land auctioned off to foreigners. All these together qualify as high-key systematic genocide of the Baganda. Uganda is on a free-fall descent down into the pit. It is indisputable now that only the truth shall set us free.
All over the world, the Baganda are demonstrating a great will to come to terms with our past and present, as well as take responsibility of our future through brainstorming. We have put together the ideas we have gathered from these meetings, to help boost individual and group endeavours in finding lasting solutions to our common Ugandan problems. From these we have chosen ten redemption points attached to this letter. It has been said that wars begin in the mind, and that is where they must end first. It is imperative that we understand the impossibility of building order on disorder. Uganda was built on a bad foundation for all the wrong reasons. Nevertheless, we are all leaders at different level of society. Fullfilling this responsibility should be high on our list of priorities. We need to start thinking and working seriously about saving lives above everything else. For the lives we save might be our own or those of our loved ones.
