That the National Resistance Movement (NRM) is starting their Presidential Campaigns in Luweero says everything. This is to remember the Bush-War and the legacy it has left behind. Even if for most of the youths. That was isn’t relevant in 2020, but for the President and his allies it is the reason for their rule.
President Yoweri Kaguta Museveni is starting there for a reason. Just like Lt. Gen. David Tinyefuza have explained the reason for the NRA choice of Luweero. They decided it as a base in the 1980s because of the close proximity and it was easily for rebels to be blended into the population. Therefore, the reason for its existence is it strategic position.
It is rich that he wants to be here, as there was by 1985 estimated that over 300,000 civilians died in the Luweero Triangle and most likely the numbers was much worse. That is why the choice of doing it here is very obnoxious. The NRM has done it before and even dropped ads on television and online with the skulls of Luweero.
While the NRA non-combatants of Luweero have never gotten what they were promised. Neither, has the local government gotten the recognition or the needed government services. The former councillors have complained to Radio Sapientia in June 2020. Therefore, the NRM has the audacity to celebrate it now and calling it’s it Mecca. Nevertheless, the NRM haven’t invested in the region or tried to pay back it’s sacrifice for the cause.
We know this is also a sore point of the NRA/NRM as Olara Otunnu asked for Inquiry and Investigation into the killings of civilians in the Luweero Triangle in 2010. Something the NRM dismissed, Gen. Tinye did that at the time as well.
Like Tinye stated in April 2010: “I counted 217 bodies of civilians who had been killed by Obote’s forces in Buhimba, Kasunga the and Busiisi in Hoima alone. The NRM didn’t kill its people and anybody making such remarks should stop” (Tinye, April 2010).
We know there was massive battle between both the NRA and the UNLA. It wasn’t a one-sided battle-zone. This is why, by most certainty that the NRA has caused fatalities of civilians during the Bush-War. To think otherwise is naive. That is the way of propaganda. Where only one party is doing evil, while the other is saints. Meanwhile the truth is in the middle. That both are killing in the midsts of war and in the cross-fire, civilian lives are lost.
If we believed differently, then it would be flying unicorns and spider-monkeys flying about to forget about the current reality we are living in.
The Luweero Triangle is significant for the NRM. Nevertheless, they should also take responsibility and not only cherish the sacrifice of the civilians there. As this could never be repaid and the tab is still open. Since, if it wasn’t for making that a base for the NRA. The Presidency and the NRM wouldn’t had the ability to take power in 1986. This is why the NRM should make the place special. Not only have ceremonies and some small tokens to a chosen few.
Even if this battles are less of relevant for the struggling youths and growing up generations of the Republic. The NRM needs to prove it was worth it. Since, the NRA is indebted to Luweero, which they have never cared about. After they took power, which was 34 years ago. It has only been symbolic gestures, but not shown true responsibility to the region.
This is why the choice of picking Luweero Triangle as the Campaign hot-spot and the start of Presidential Campaigns in 2021. Is to not only tell war-stories again. Try to earn more political capital by the loss of lives in 1980s. This is what is happening and the NRM needs to re-issue this. Because, their track-record in power isn’t that great. That is why it has to go back to the roots and continue to linger on the reasons, which isn’t relevant in 2020.
The trouble for the President isn’t to bring back history, but not repeating it. He is using power with force, ensuring he can reign supreme. Even when people are tired of his reign. The NRM is rigging elections like the ones they toppled. Therefore, the same reasons that was viable in 1980s is now relevant for the opposition and not the other way around. As the same sins that made sense for the NRA is now making sense for Bobi Wine’s and others. Which is why NRM is going back to its roots.
To prove for themselves that their liberation was just. Even when it wasn’t and only for a chosen few. So many are left behind and that has been deliberate. The NRM cannot run away from the legacy and the lack of progress after.
President Museveni can bash in glory, but that will only be for himself and the few NRA historicals, which is still in his sphere. However, the general public is under his iron-fist and lucky if they are getting a taste. That is the sad reality and shows the blatant disregard of the public. As the NRM thinks they can sell the same story again ahead of 2021. Peace.
“President Yoweri Museveni’s trek code-named “Africa Kwetu” through the seven districts of Wakiso, Nakaseke, Mityana, Kiboga, Kasandha, Mubende and Kakumiro has been brought forward to January, 4th 2020. The trek is scheduled for six days and is meant to retrace routes used by the NRA fighters during the liberation struggle” (NBS Television, 01.02.2020).
Well, it is a long time ago when President Yoweri Kaguta Museveni took power. He took it and never left. The reality is that there was promise in this man, his words and his speeches resembled hope at one point. However, that point was a false flag, it was just an empty promise. With time he would prove that he was just like the previous masters, only more conning and willing to use all tools to stay in power.
Now, he works on his image, he tries to act as an elder statesman. Even though it is more lecturing and forged history lessons, than actually being an respected leader. If he would have joined this regarded people, who is seen as elder statesmen. He would have actually groomed someone before he had changed his own constitution to abolish term limits and age limit. You can be longer and older President, than what your allowed to as working-class, blue-collar civil servant in the state apparatus.
That is the Republic of Museveni. He wants to celebrate his legacy, his biggest victory, unleashing his National Resistance Movement and the renegades of 1980s. But they have become fat, entitled and enriching themselves on the benefit of the public. They are taking the land, the industries, the exports and the monetary wealth. While the rest is only getting the cold-leftovers. And with every election a small token of soap, a few thousands shillings and a free t-shirt if they are lucky.
That is what Museveni has brough them. If not, he changed the district they live in several of times, there been some Prime Ministers, some Vice-Presidents and even a few ministers. But, the President stands put, while everyone else comes and goes. Some NRA historicals are in the inner-circle, others are still having influence and matters locally. That is just the way it is.
So, the walk that is upcoming is more a propaganda show. It is to show how the NRA liberated the NRM, but didn’t liberate the public. Because, everyone else has to ask permission, get licences and so-on. The others has to be able and have the right connections to be able to do their thing. Not like everyone is allowed or have the ability to speak free, have the freedom to assemble and even communicate without consequences. That is because the President and his men wants everyone behind him. They cannot have rebels, even if they came out a rebellion themselves.
The walk towards “home” isn’t all that. It is a walk and a side-show, a long procession of finessing the circumstances. However, the costs and the mockery of the events will happen. As the grandeur, the display as the latest victor will happen. The undermine every single other actor in the past. Every single one who lost and who was discarded will either be dishonoured or false claims upon. That is because Museveni and his men conquered and they WON.
President Museveni might do this as a display of power, history and call it liberty. It made him free, his associates, but it didn’t free the shackles of society. It just changed the master, made a more sinister ruler, who knows the ills of the past and uses those to his advantage. He knows the remedies, he spoke of them in the past, but he has instead revamped them and used those himself. That is the sort of leader he is.
So, for him in walk of celebration of greatness, of grandeur and prestige. Is just an attempt of selling his story to the next generation. Hoping they buy into the false promise and the false prophet of 1980s. The man for the peasants, the man for the villager, but instead became the man for himself. Peace.
“War, yes. It affects us all, tree, root and twig. But you must understand, young Hobbit, it takes a long time to say anything in Old Entish. And we never say anything unless it is worth taking a long time to say” – Treebeard (Lord of the Rings: The Two Towers).
In the dire time of need, what do you need? Yes, a long speech, longer than long Hollywood movies, so long that you forget time or even thinking of fact-checking. There was time my mind wandered everywhere, other ones that is following events, surely fell asleep in midst of the two hour history lesson and before the genuine interesting parts of the meat came to display, before that it was all liver and all fats, no pork-chops to barbecue.
President Yoweri Kaguta Museveni have clearly, learned a few tricks from the books of Ents, the people who speak Entish and are living trees in the middle of middle earth. Because, he used his time and wasted many people’s Sunday. Awaiting some of sort of care or consideration of the stalemate and the problems of our time. Little of that really got into the mix, as the President spoke more of his own deception and hopes that people will not questions his quotes or blended facts.
“I never waste time finding out which pygmy is taller than the other one, which is a permanent occupation of some other actors; however, in terms of gauging Uganda’s recovery, it is not a useless yardstick” (Museveni, 09.09.2018).
This is just a proof of his vile ignorance and his words used during this statement, as he wanted to prove a point, at the same time he was mocking one tribe of the Republic. That shows how little sense this man has, as he cannot respect the pygmy people and their struggles, but instead mock them.
“Secondly, the indisciplined Opposition politicians that are accused of terrorism against the population, conspiracy to commit arson or treason should be handled firmly by all concerned – the Police, the Prosecution and the Courts. We should not allow these wrong doers to intimidate our people. Telling lies to foreigners will not help them because the facts are on the ground” (Musveni, 09.09.2018).
That he again accuse the opposition of being in conspiracy with foreign entities and powers, while also committing treason, show how he intend to destroy those elements, as they are a threat to his existence, as they are questioning his legitimacy and are also another force he cannot manipulate and control, like he does in-house within the National Resistance Movement (NRM). Where everyone are following him blindly and being Yes-Men as they need his support and meal-ticket to survive. That is why he is attacking them and issuing threats, as the Courts will ensure their demise.
“Therefore, Ugandans, this lengthy speech is to assure you that Uganda is on the ascent; nobody will bring it down, no matter how hard they try. We have very powerful internal forces that will combine to defeat the primitive fascists backed by external parasitic elements. We are in the process of tightening the weak points. Be calm and supportive. The rest we shall handle” (Museveni, 09.09.2018).
Just like the Ents, the Museveni had already spoken for long, when this quote came, as he continues ot pursuit the opposition and outside forces support of others. As he has to malign them and call them fascists, as he knows perfectly well, that they are not brown-shirts and oblivious to their intent. As he is just trying to picture them as something evil, to make himself look noble. While, not addressing these people with a humanizing way. Because they are primitive and parasites!
“There has been so much talk about the torture by the security forces of people like Hons: Bobi Wine and Zaake. This talk is in the media and in other non-Court fora. Yet, these are matters in the Courts of Law. The questions in the minds of those who love fairness are the following: “What if those allegations turn out to be false? How will the accusers, local and foreign, rectify the injustice they have done to the Security forces? If any one of them implied or said that where I commented on the Arua events since I was on the scene, I was telling lies, will I be entitled to damages? That will be good for my Party, the NRM. Some of the NGO money via the Opposition may, in the end, help to fund the NRM. Final question in this connection: “Do the Security Forces personnel have rights according to these “human rights” activists or are they to be assaulted, beaten, stoned or maligned with impunity?.” (Museveni, 09.09.2018).
Just as you thought it wouldn’t be worse, as he wouldn’t push this narrative into a darker timeline. He had to push it further, because he is not to blame and his orders of evil intent. Isn’t that bad, as the state actors acted with restraint torturing the Arua 33 and the MPs arrested at the Arua By-Election in Mid-August 2018. That is why this mess is like this and why he had this address, as the continued insecurity and the reactions to state sponsored violence are continuing. He is just trying to deflect it all and trying to make himself the victim, while his state nearly didn’t give the MPs and the other tortured victims their needed care. That is insulting.
Also, does the Security Force Command have the right to shoot and kill the driver the of Robert Kyagulanyi aka Bobi Wine, which you don’t even mention, because he is just mere victim of the evil opposition in your eyes, that your army and militias can attack to defend your honor. Because, your always the victim, even when everyone around are in dire straights and in the midst of violence. Your people still deserve credit and assurance, because the NRM and the ones you order around cannot act malicious. That is what your saying about the blatant disregard of people, as your SFC used bullets against civilians in Arua.
“Ugandans you liberated yourselves from tyranny and death. See the mass graves in the Luwero Triangle. We are the only ones that can guarantee our future. The way it was in the past, so it is today and so it shall in the future. We are the ones to guarantee our future working with friends that respect our sovereignty and our intelligence” (Museveni, 09.09.2018).
He had to 1986 people in the end, use the Bush-War as a metaphor and epistle to long Entish speech of his. Because the graves of the past, the graves of today, will be ruled by the same people, as those graves are memory of the ones lost, so that people like the Ents. As today, the latest victim of his rule had his funeral, the former high-ranking police officer Muhammed Kirumira. Therefore, it is so rich of him to end this way, as his rule started with the killings and deaths of others, and with time even more victims are piled up. Never ending story of tragedy for this one to rule.
Enough of the Ents, enough of this President who has the nerve and ways of brutally attack everyone else, but not take responsibility for the reality on the ground. That is what is striking. The pygmies should also raise up as they were insulted by their President. They should not accept to toyed around like that. Neither, should the rest of the Ugandans listening to this man, he has overstayed and continues to play with them, use intimidation and fear to control the public. Peace.
Shiish. I rather that he didn’t write the public today, in the morning after the assassination of the former District Police Commander Muhammed Kirumira, whose been trouble ever since talking about the internal struggles of the Police Force. His been in hot-water and his house was at some point raided and he was even sent to Police Tribunal for stepping down as a Police Officer. That shows to what extent the Police does to cover-up for their own at this point.
Therefore, when reading, thank the almighty God, the short condolences message from President Yoweri Kaguta Museveni. Still, it is infuriating as the lack of governance and lack of security protocol feaster the Republic. While he had to state this in his message today:
“Condolences on the brutal killing of police officer Muhammad Kirumira at Bulenga. I visited the scene of crime at 23:00hrs. The criminals are still using the gaps I identified in my speech to Parliament. You remember the 20th June 2018 gaps? The Police Force are working hard to fill the gaps. They have started installing the cameras and other measures are being put in place. The electronic identification of boda bodas would have helped us to identify these people quickly. However, while still using the old methods, I want to salute the residents of Bulenga for, although not armed, some Boda Bodas gave chase to the killers- 4 of them riding on motorcycles – up to Mile 9” (Museveni, 09.09.2018).
He had to do this and say it in this way, where he is speaking about misgivings and not counter-acting to the problems at hand. The lack of security and how easy it is to get rid of targets and problems of ths state. That is why these extra judicial killings and assassinations persist. This on-going slaughter of people by unknown men, who has targets and who guns them down. Those people must be known, which training and background, as the BodaBoda 2010 and the others should be exposed, but these killers who has taken down people in the recent years have lingered, while innocent people have been portrayed as killers in stories in the media. While, new targets are getting shot and dies. That is why these sorts of media statements and messages from the President is worth nothing.
It doesn’t help that he even writes this:
“On the urban criminals, the sub- committee of security began meeting at 10:00hrs under my chairmanship and we are to stop these pigs by not just relying on the old police methods. Pending the installing of cameras etc everywhere, we are going to re-activate the Luweero methods to deal with these cowardly pigs. Wait for my announcement this afternoon” (Museveni, 09.09.2018).
Are you planning to kill more people, because you cannot really capture the real killers? Is that the method of Luweero, because the Luweero Triangle was a massive slaughter of innocent people and bush-war tactic of trying to starve the others out. Do you plan to do what you did to Obote and try to force the killers out, by killing their family members? What are you saying? Do you plan to ambush people without investigations or warrants, just sprint with guns and small militias hoping to capture the criminals? What is the initial plan with this?
You are calling them cowards, but intend to use violence against violence, continuing an evil circle, where more people will initially loose their lives. You are calling the killers pigs, just as you call your dissidents bad words these days, terrorists, fascists or bean-weevil for that matter.
By the way, your promise for installing CCTV Cameras are getting old, soon older than your hats and empty pledges. Instead of writing some heartfelt and concerning words for the deceased, you have targeted and promised bloodshed. Don’t you have a nerve or a heart, don’t you feel guilt and responsibility for the lack of actions and lack of concern?
That should bother the President, but it doesn’t as he has seen people die all his life, while he lingers on in power by any means. This is just another death and another assassination on his watch. It is like it doesn’t matter, as long as we all wait for his announcement later today. Peace.
In Nakaseke District. The Uganda Police Force have been preoccupied with blocking meetings with Dr. Kizza Besigye and the Forum for Democratic Change, as their national campaigns continues. As this was happening when they we’re traveling to Semuto, where the Party and FDC leadership held rallies. While the Police Force and District Police Commander Justus Asiimwe were prepared with roadblocks around the town and also police officers in the town center. There we’re also Armored Personnel Carriers (APC). The Police did what they could do to block. But when he did enter the town and held the rally for “My land, My life” campaign.
Certainly, the FDC have been holding campaigns in Mubende and Luweero where they have recently met the same hostile Police Force, as they are all trying to silence and stop the gatherings. As the people shows up when the People’s President and his FDC comes to town.
Yesterday the AIGP Asan Kasingye issued this statement relating to the public meetings of the FDC: “We wish to appeal to the members of the public to desist from attending their unlawful assemblies and to ignore the messages of incitement and disobedience from the above members of the party” (Uganda Police Force, 05.05.2017).
So the Police Force are calling it an unlawful assembly in Nakaseke District, this will not be last place that the FDC and their campaign team will meet hostile security forces. This is because the Police Force has decided to silence and stop the opposition party from campaigning for their cause. This was written by Erias Lukwago: “I would like to extend my heartfelt gratitude to the people of Nakaseke District for their firm stance and resilience in the face of brutality and mayhem unleashed by the Police in Ssemuto town this afternoon” (Erias Lukwago, 06.05.2017).
So the intimidation and harassment continues and the FDC are under-fire where they go, where the police are following, monitoring and blocking where Besigye goes. Instead of stopping violent crime and the insecurity that appears on this sort of activity.
While the Red Repper reported this:
“Police unleash all the might on Besigye in Luweero Triangle as criminals ravage the city and entire country. Three businessmen were murdered last week in Masaka. Hardware tycoon kidnapped and murdered in Bushenyi this week. Two more kidnappings were reported yesterday in Mbarara and Bushenyi districts. Two businessmen were in past three weeks shot dead in Makindye, a Kampala suburb” (Red Pepper Uganda, 06.05.2017).
So there are certainly mismanagement in the Police Force, they are more keen on being involved in politics, than actually fighting crime and solving them. Since there seem to be problems that the Police has to solve, but isn’t fit to carry out. The reports from Red Pepper is really worrying. Doesn’t seem like the Police are occupied with that, more with if the FDC are campaigning or having public meetings, which should be seen as misuse of the public resources. Peace.
The regime of Milton Obote (1980 to 1985) was characterized by an excessive disregard for human rights. Government troops massacred civilians, especially in the “Luweero triangle” in Buganda. The U.S. State Department estimated that between 100,000 and 200,000 civilians were slaughtered in the Luweero triangle by the government troops. Peter Otai, Ugandan Minister of State for Defense, was interviewed by Peter Sisson in April 1985.
NEWSWEEK/AUGUST 13, 1984 – Starvation and Slaughter in Uganda
One of the world’s most massive – and deadly – violations of human rights in recent years may now be occurring in the Luwero triangle of Uganda, according to State Department sources in Washington. That area is a center of the Baganda tribe and also the site of an ongoing insurgency against the Ugandan government. North Korean-trained Ugandan soldiers are reported to have killed thousands of Baganda. The death toll from the slaughter and from starvation is estimated to range from 100,000 to 200,000, but international refugee organizations have been prohibited from distributing food in the triangle, which is located north of the Ugandan capital of Kampala.
The story unfolds as the two detained journalist from Red Pepper has been released about the 48 hours of questions from the police. Also Charles Rwomushana have been detained or arrested over the weekend and since Friday 8th January. He has still have not been released for his involvement in dropping the picture online.
CP Fred Enanga later in the day stated this:
“The police have meanwhile arrested Charles Rwomushana, on credible information that the dangerous and questionable pictures of a “dead Aine” were widely circulated by him online”.
Earlier this morning 11th January 2017 Christopher Aine’s uncle (in striped shirt) together with Sauti ya vijana jobless brotherhood and unemployed youth hold a press conference…”Our concern is for police to produce Aine either dead or alive, if he is dead we put him to rest culturally.”
“Relatives of Christopher Aine, the missing aide to Independent Presidential candidate, Amama Mbabazi have decided to hire foreign investigators to gather evidence surrounding his disappearance” (88,2 Sanyu FM).
While more reports on Charles Rwomushana this morning:
“The whereabouts of Mr Charles Rwomushana, a former ISO intelligence operative turned political analyst, remain unknown after his friends and lawyers failed to trace him in any of the police facilities in Kampala”.
So there is the case right now and the tally off missing persons is Charles Rwomushana, Christopher Aine and earlier today Moses Musasizi Aine. People of both Aine family members don’t know where they are. The same goes to the people and lawyers of Rwomushana who still don’t have any idea where he is. So there are families out there who miss their loved ones. Christopher Aine has been missing since 17th December 2015 and this does not look good on the Police. Since they have gone on jailing everybody with a little inch of information instead of showing progress to where he might be. The starting spin-control in the end of December 2015; show’s a man like me that they know more then what they are telling the public. So we can question what is happening, I don’t have the answers, it just don’t add up. The Police know more then what they release, the Go-Forward team comments are direct, and the family of Aine has been upfront from the get-go since it their son and family member. They are the only ones in this who has been totally truthful and saying how they feel. Something they are entitled to and they should be the first ones to gain information on the matter.
This here is a reaction to the Ntungamo clashes and it hasn’t been silence since. Shows how much it can cost to have a conflict with Mzee. I feel the sorrow for the family of Aine who has yet another family member that has gone missing. This from a family who was heavily involved in the NRA bush-war where Christopher Aine’s father was Lieutenant Colonol Julius Aine a historical fighter in the Luweero in the 1980s. So NRM can easily forget its historical persons and the ones who fought for them. Not to forget how they might be treating their kids of the men who took to arms to give them power. Especially the President Museveni who has earned the most of on the Luweero warfare of old, which he brings up with pride every-time he can.
Well, this is it for now, more than enough of this sadness today. Peace.
“President Yoweri Museveni has scoffed at critics who say after 30 years in power, he should not be seeking yet another five years at the helm of Uganda. The NRM presidential candidate who was campaigning in Ndorwa country, Kabale district, said it doesn’t matter how long he’s president but what he does for the country. He boasted of transforming Uganda and that he still has a lot to accomplish” (NTV Uganda, 2016)
Reports on the elections that lead to the fall of Kahinda Otafiire lost his place as an MP aspirant for the General election in 2016. So he will not be the MP for the Ruhinda South-Mitooma District. He lost to another brother on the ballot who actually is in jail! But first I will address the person and few of his previous actions and issues that he has had in recent years in his position as a government official. So that if the public known all of this it’s a miracle that he is still been staying as a MP and representing this area for that long with all this stories. So hopefully the brother who is jailed and Aspirant for Ruhinda South – Mitooma District has more clean hands then Otafiire! Take a look.
Gen. Otafiire said this this summer:
“I have been with President Museveni for more than 40 years and he has not sent me to my voters. How does he start sending you who have spent the shortest time with him?” (…)”You will be saved by your deeds because at the level of primaries, we are all equal and stopping someone from standing would send a bad signal to the people” (…)”Don’t forget that we have competitors in other political parties who are seeing whatever we are doing. Just identify your weaknesses and plan to be stronger rather than blocking other people who want to stand against you” (Zadock, 2015).
A week later he said:
“I don’t think I am stupid as I appear. With all due respect, you’re insulting my intelligence” (…)”I don’t remember writing that letter although it has a signature resembling mine” (…)”I know Kasango as an officer of court. The documents were signed by Justice John Keitirima, whom I know well. I had no reason to doubt” (Walubiri, 2015).
Some cool quotes from the brother:
“Tamale Mirundi should leave issues of the generals to the generals.” Commenting on Tamale’s verbal attack” (…)”I am 85kg, do you think I have become big because of corruption?” (…)”what was a wetland doing in the middle of a city?” questioning the Nakumatt vs Nema saga” (…)”Even Museveni knows I am fire” (…)”I don’t like this nonsense. That is my private life, it has nothing 2 do with my public life as Minister. Whether I am taking my family out or not is none of your business. You fellow can u concentrate on what concerns u and leave Otafiire’s family alone.” In response to Daily Monitor concerning his Christmas plans” (Ortega, 2013).
Nominated as one of the Most Corrupt of Ugandans in 2012 and he was awarded the spot of number 7:
“Taking advantage of his senior position in the elite network that effectively plundered diamonds, coltan, timber and Gold in eastern Congo, Otafiire set up lucrative business enterprises in the neighboring country and refused to pay taxes, as reveals the 2003 final report of the United Nations Panel of Experts on Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo:” (…)”Members of the Ugandan network are typically tax exempt. The Panel is in possession of documents showing that the network uses its control over the RCD-K/ML rebel administration to request tax exonerations for imports of high-value commodities. The granting of numerous tax exonerations to UPDF Colonel Otafiire between late 2001 and early 2002 is one of numerous cases. Not only did Colonel Otafiire benefit financially but, eventually, those exonerations forced local competitors out of markets in Bunia and Beni, leaving the petrol trade largely under the control of the network” (…)”Even in his own country, Uganda, Otafiire is routinely accused of abusing power. Fourteen years ago, he was dragged to a parliamentary probe committee for allegedly stealing copper rivets worth billions of shillings from an Asian businessman. In 2007, Kahinda Otafiire abused his office as minister of local government when he fraudulently allocated the Nakawa-Naguru estate redevelopment project to Opec Prime Properties Ltd, according to a 2008 report of the Inspector General of Government” (Sseremba, 2012).
1980s Luweero Triangle tricks:
“Obote put it more succinctly to Andrew Mwenda:” (…)”Maj. Gen. Kahinda Otafiire, for example, revealed that the National Resistance Army rebels used to wear UPC colours and then go into villages in Luwero and kill people in order to make the people think these were actions of the UPC government. Otafiire was boasting of the “tricks” NRA employed to win support in Luwero, but was also revealing the sinister side of Museveni and his insurgents… Each time there was a reported case of mistreatment of civilians by the army, we arrested those responsible and punished them severely” (Kalyegira, 2010).
Messy water of 2005:
“Maj. Gen. Kahinda Otafiire, the Minister for Water Lands and Environment, last month fixed the price of water in rural areas at Shs 10 per 20-litre jerry can” (…)”Until last month, prices varied from one area to another, depending on operational costs. Because costs differ, there is fear that a uniform tariff will jeopardise the operations of the water systems and lead to their collapse. This is because the companies can only continue running the water systems if there is a profit to make” (…)”However, Otafiire this week dismissed such fears, saying that the new water tariff aimed to make accessible it to every one. “It was a bad policy. I am the minister and I have changed it,” he said of attempts to develop a business model. “Water is not for commerce. If we can give free medicine, why not free water?” He said only two water schemes with electricity-powered systems would get government grants to subsidise their power expenses” (Kavuma, 2005).
Kenya Probe 2007:
“KENYAN police are investigating a possible link between Maj. Gen. Kahinda Otafiire to a large consignment of sugar currently impounded in Mombasa over tax evasion, but the Local Government minister has denied involvement in the racket” (…)”The huge consignment, worth about Shs 850 million was impounded at Mombasa seaport several months ago after authorities realised its destination papers had been falsified to avoid paying taxes due” (…)”If the racket succeeded, said Port CID Chief Mr John Nyanzwii, then the owners would have evaded the 100 per cent duty paid for imported sugar and the import duty due to the Uganda Revenue Authority. The sugar would have appeared to have originated from Kenya” (…)”Although police authorities in Mombasa had information that the Sugar belonged to Uganda’s local government minister, Maj. Gen. Kahinda Otafiire, he denied the allegations in a phone interview with Daily Monitor last week” (NFV Zone, 2007).
Car Crash in 2008
“THE Minister of Water, Lands and Environment, Maj. Gen. Kahinda Otafiire, crashed his car on Saturday morning and drew a gun at a journalist who came to the accident scene. The incident took place on Kinawataka Road, off the Old Portbell Road at 2:30 a.m. Daily Monitor photo-journalist Mr Mike Odongkara was put at gunpoint by an angry Otafiire and manhandled by policemen who were called to the scene to rescue the minister” (Odangkara, 2008).
Threating to leave NRM in 2010:
“I might have to join another party. I won the elections but my name is not on the list [of party flag bearers released this week]. They are chasing me away. What do you want me to do?” (…)”“If you were in my shoes, what would you do?” (…)”You cannot petition someone who does not want you” (Kiggundu, 2010).
Shell case of 2012:
“Justice and Constitutional Affairs Minister Kahinda Otafiire yesterday failed to show up in court to explain his side of the story in a case in which petroleum giant Shell (U) Ltd sued him over alleged breach of contract“ (…)”Gen. Otafiire, through Benzina (U) Ltd, allegedly negotiated a land lease deal with Shell (U) but later failed to honour it” (…)”The petroleum company now wants a Shs1.2 billion refund for refusal to deliver land to it, which it says resulted in loss of business.” (Wersaka, 2012).
In 2013 Otafiire had issues in the parliament:
“Minister for Justice and Constitutional Affairs has been thrown out of Parliament for Government’s failure to appoint substantive DPP as Cases pile up and suspects spend longer time on remand without trial” (…)”Appearing before the parliamentary budget committee to present the DPP budgetary estimates for this financial year, MPs today ordered Major Gen Kahinda Otafiire out from Parliament accusing government of delaying the appointment of the substantive Director of Public Prosecutions (DPP)” (Investigator, 2013).
Shopping in 2014:
The Minister of Justice was shopping at the Joy Supermarket in Mbuya who is a city suburb on the outskirts of Kampala. After shopping in his trolley he came to the register where he asked the price for each of the picked items in the trolley. The whole shopping spree cost the minister 160, 000 shillings. He started first buy paying it with 50,000 bills. Before picking coins from another pocket there he started to count and used time to make a jam in the star while getting enough coins to pay the balance missing of 10, 000 in small change (Ugandadrone, 2014).
What happen in today’s NRM Primaries:
Retired Maj. Gen Kahinda Otafiire storms the tally center in company of security personnel for the Ruhiinda county polls and orders everybody out; and says they must leave everything inside in the hands of one of the security boys; Kahinda Otafiire came along while saying his votes have been rigged. The people and the officials are reportedly refusing to leave the centre.
Gen. Kahinda Otafiire is seriously being given a run for his money according to the pre-liminery report. Capt. Mugabe Dononzio Kahonda is leading with the difference of 4773.Mind you Kahonda did not vote because he is in the prison on allegations that he forged academic documents. Otafiire is also reported to fall behind Hosea Muhanguzi.
Kahinda Otafiire lost to Rtd. Cap. Kahoonda in Ruhiinda County while he is still incarcerated in prison.
Reasons for the fall of Otafiire:
“Gen. Kahinda lost because of his rejection for Mitooma not become a district. This resulted into the district chairman Benon Karyaija who is very popular to part ways with him and become arch enemies. The former Mitooma district NRM chairman Tito Nsigireho, district speaker silver Tumukuratire, finance secretary Bamusiime Muhwezi have all been against Otafiire since 2010 when they defeated him and Mitoma was granted district status from Bushenyi district. Still in Mitooma district, Thomas Tayebwa won in Ruhinda North with over 80%. He was contesting against one Musinguzi. Ruhinda North is a new constituency that was curved of Ruhinda this year” (Muhwezi, 2015).
If this wasn’t interesting then I don’t know; we can see that with the fix of somebody else as flag-bearer in the district, especially since the district was split of the districts in the area. Also with losing the loyalty of patrons in the area, that cost him a lot of votes. So I am sure that Mr. Otafiire can become Minister Without Portefolio or something in the 10th Parliament. Now we have seen that the future handpicked loyalist of the Party, not because the locals in Ruhinda want him anymore. Peace.
