Museveni: He inherited the Republic in 1986, but in 2018, its his Civil Service!

President Yoweri Kaguta Museveni must have misspoke or said something that wasn’t particularly true on Friday 14th September 2018, when he was donating funds at NAADS in Kawempe, Kampala. I will show why I am claiming he is lying, because the Civil Service of 2018 is all his. This isn’t what he got from Milton Obote or Idi Amin Dada. True, some parts of the institutions and the protocols that is not revised is still there, but the people are there are most likely another generation, than when he came to power. In a country where the 48% of the public is between 0-14 years old, also 28% is between 25-65 years old. Lastly, only 2%, which is over 65 years old. That means, the ones that he inherited is in the range of the 2 % and most of them isn’t working anymore. As life expectency in the Republic is about 58 years old. When you been ruling for 32 years it is only the young part of the brigade that is still working and it should be very few that is inherited.

Claims he inherited Civil Service:

““I inherited thugs. These are your children that you put in the civil service and I found them there,”Museveni said in Kawempe on Friday afternoon. “Don’t blame me for corrupt civil servants. I inherited them from past governments. That is why I have hard time believing he inherited the Civil Service as it is, because most of them has only served his government and under his reign. As most of the citizens are born while he ruled. Therefore, the will be minority of civil servants that also served under Obote or Yusuf Lule. That is just a mere reality, that the President knows, but he has to blame the dead to give himself life. Just like a Dracula.

By statistics alone between 2012 and 2016, the whole civil service employed from 281,000 to 308,000, this is stats from the UBOS 2017 report ‘ STATISTICAL ABSTRACT’. In all margins of error, I doubt all advance aged people are working as civil servants, especially when only 60,000 of 2016 was working in Local Government for instance. That, is why I have hard time believing his Civil Service is inherited at this point. If we’re talking mid-1990s or 1980s. He could have gotten away with it, but this time.

All the Commissions, all the Ministries and all the created districts are all his creations, combined with the Universal Primary Education and all the other government organizations created since the inception of his rule. That is why President Museveni is lying, not only by the default of the age of the workforce in the civil service, but also in the state creation of organizations since 1986. If he uses history against the public. I will use basic math and common sense against him.

He didn’t inherit the civil service as it is in 2018. That is the civil service that is following his guidelines and his rules, they are enacted because of him and his legislation. This is all resembling the system and government he has promoted for three decades. The ones that was there in 1986 are most likely drinking waragin in a village somewhere, if not already dwelling in a grave. Therefore, it is sinister to say he inherited thugs in the civil service. When most of them is gone and the ones there is his grand-kids and the post-1986 generation. Peace.

Today, speech or Press Conference on the 15th September 2018. That wasn’t following his intention or whatever reason he decided to hold this. Because President Museveni are really on the bounds and feels hurt by the pressure preceding because of the Post-Arua By-Election aftermath.

However, we did not anticipate that evil minded people would want to kutokooza (Runyankore ─ for something bad like a fly falling into one’s food or drink) this success story, to turn something good into an instrument of killing Ugandans” (Museveni, 15.09.2018).

This speech and this sort of affair today is more forged spin from the President. As he is trying to look better than he really is and people has seen it all before, but more like he has to because he knows Bobi Wine aka Robert Kyagulanyi are pressuring him from Washington D.C. The quotes and pledges are not trustworthy.

Not like he couldn’t help himself lying to the public:

The NRM is expert in using guns. There are few organisations in the world that can use guns as well as the UPDF but we never kill people extra-judicially” (Museveni, 15.09.2018).

As we know perfectly well, how the NRM, the Army (UPDF), the Special Force Command (SFC) and the Police Force (UPF) have been killing extra-judicially around the nation. In Arua there was the driver of Bobi Wine, in Mityana after and also in Rukungiri. That is just a few of the people the NRM and the soldiers has killed over the year, extra-judicially. What is new, is that the international media actually cares, as Abiriga, Kaweesi, Kirumira and the other big-shots have also been taken out without anyone charged for these assassinations. Together with the killings of woman in Entebbe and the Muslim Clerics. There are so many killings and so little results to show for, other than the intimidation and the usage of force against civilians have appeared without any consequences. That is the worry and the speech of Museveni today, haven’t changed that.

So after hearing stuff like that, that can so easily be debunked as a solid lie.

That is why I have hard time taking him seriously, as he thinks he can sugarcoat everything. As he can put a few numbers, a few name-calling and also speak ill of the opposition. Also, the continued pressure on the CCTV cameras that will solve everything, even more micro-management of the Security Operations in Uganda.

We can really see, that he is just trying to damage control, thinking this is wise. I don’t know whom of the Presidential Advisors or in-charge of his PR that thinks these recent speeches has spread his message. If has done it on his own, he has really shot himself in the foot. As the reality is that the trust in the authorities isn’t built in his speeches, but actual feeling of safety and also seeing less of the military intimidating presence in the streets. However, that is most likely not happening in the era of Museveni.

The man trying make people feel safe, was actually not long ago ordering sharp-shooters for the Members of Parliament, which they have recently said “no” too. Therefore, it is ironic that Museveni have been talking about amounts of cars, motorcycles and cellphones in his Republic, as well as the method of communication of the Police Officers. Surely, if Bosco thinks these Pressers are wise, it is not. The President has to act differently, but most likely he will not. The Perfect Dictator will not deliver anything, he rather lie to the public and try to peddle it in his favor. However, people shouldn’t let that happen, as we know the Security Organizations are not working for the people, but for him. That is why he will not find out the reality of Arua or the extra-judicial killings. Because that might hurt him directly and his cronies. Peace.

Uganda: Cabinet Decisons taken during the Cabinet Meeting held on Monday 10th September, 2018 at State House, Entebbe (10.09.2018)

Has the Cabinet repealed the laws to able to merger the Authorities and Agencies? Didn’t think so!

Today, must been a day that President Yoweri Kaguta Museveni have suddenly awaited for since writing a letter dated on the 17th July 2017 titled: “Re: Mushrooming Agencies/Authorities” sent to Finance Minister Matia Kasija, to tell this:

Why, then, should you separate the policy role from the regulation role for the non-commercial bureaucratic portions of the government; Forests, National Parks, Roads, NAADs, etc? Their functions are just two: policy and regulation. There is no business involved. If the Ministries of Works and Finance want to form Road Construction companies that will compete for construction jobs, then it makes sense for those companies to have Boards and Management but not a Board for a unit whose only job is to award contracts using government money” (Museveni, 17.07.2017).

That is why the Press Conference done by Frank Tumwebaze today, was to tell what the giant Cabinet has decided to do on the 10th September 2018. Which is more than one later and also 9 months after the fixed deadline President Museveni gave to Cabinet. Seemingly that haven’t matter. What matters to me, is that they are closing Authorities and such, which is there by law. They are not repealed or gone, as the Cabinet of 80, should be able to figure that out, but certainly they are more preoccupied with doing measures that pleases the President.

I will looking into a few of the Agencies and Commissions that are now in the spotlight, as most of these are parts of laws and are in-forced. Meaning, this laws needs to be repealed or amend them. To take away the legality of having the set commissions and such. This is something the President and the Cabinet should already know, however, this is more a learning sessions of the ones that is mentioned for being reverted into the Ministries of the Republic.

With the likes of Uganda Retirement Benefits Regulatory Authority (URBRA), which was commencement on the 26th September 2011. Have the cabinet a plan to repeal the Uganda Retirement Benefits Regulatory Authority Act of 2011? Until then, they cannot discontinue this Authority, right?

The same can be said with Uganda Free Zone Authority (UFZA), which was established because of the Free Zone Act 0f 2014. The Uganda Investment Authority (UIA) was established by enactment of the Investment Code Act of 1991. The same can be said that Uganda Export Promotions Board Act of 1996 established the Uganda Export Promotions Board (UEPB). This is just three acts, which shows there was laws creating these ones, that being URBRA, UFZA, UIA and UEPB. This I did with very little or no research, all of these laws are still in-force, meaning that they have to repeal these to kill of these boards and authorities.

Who knows if it similar with the rest of the Authorities, but if I was working there, I would sue the government as the laws are allowing their existence and their mandate under a minsitry and lawful funds to operate. Therefore, there should be reactions to the Cabinet Resolutions.

At this point, if there is any rule of law and the laws have some value, than the government should work on repealing the Authorities laws and ensure there is no legal ground to keep them alive, if they are a waste of government resources. Until, then, the laws are giving them mandate and also a lawful existence, no matter what the Cabinet enacts or written resolutions. Peace.

The infuriating abuse of “Preventative Arrest” and “Inciting Violence” by the Authorities!

Let’s be clear, the misuse of certain laws and pattern of injustice have been rampant and grown over the years. If your an opposition leader and not in the good graces of the law. You will meet it and share custody with chicken thieves and common con-men. That is the nature of politics in Uganda. There are not a long level from driving a fancy SUV to be undetermined as a criminal politician in the Republic.

The usage of certain laws is staggering. The Penal Code and the Public Order Management Act (POMA). Recently, they have added to more things to equation that is getting on my nerve. They are misusing it and blatantly disregard of people’s way of expression. The POMA are used to silence possible demonstrations and political rallies the authorities doesn’t like, as the Anti-Besigye Act it is.

However, the National Resistance Movement (NRM) and the Security Operatives of the regime, have taken it up a notch with misuse of two other types of charges. I am not talking about treason, that has been used against the regarded rising stars of the opposition and the ones who light a spark within the community. Leaders who makes the President and his party looks like little begging children.

The one I first want to mention is the “Preventative Arrest”. The one used against leaders, activists and random people, who can suddenly be taken by the Security Organizations as Police, ISO, CMI, Special Force Command or soldiers. Because they have to take them for any sort of reason, as they can cause damage. They can damage a nerve in the head of the President or make his wife loose her cool. Who knows, but they are preventing something, as the Leopards Anus is afraid they might stir a hissy-fit and create ruckus in the middle of Nile Avenue. Who knows really right? Because anyone from everywhere can be charged with this one. Even a teacher spelling out the words M-P-I-G-S. Can be arrested for these reasons, as they are preventing further crimes.

I am sure they are using the Police Act of 1994 subsection 24. to justify the use of Preventative Arrests, which states that a Police Officer can arrest someone as a preventive action. However, that does not defend the usage of it, as the ones taken has not caused harm, made issues against human decency in a public space nor caused harm to kids or vulnerable people. Therefore, the Security Organizations should stop using this measure, unless they want to be an extended arm of the tyranny.

The second one I have to mention is the “Inciting Violence”, which goes to journalists, activists, TV-Shows, Members of Parliament, Opposition Leaders and anyone who has the capacity to bring more than people together in a crowded street. This is surely a charge that has been misused. The amounts must be at a level, where the fools becomes Einstein and the Police Officers can arrest anyone for this. If they are screaming “Besigye” or just being at a function as a leader. Than, your can be charged with this.

I am sure they are using the Penal Code of 1950 subsection 83 to justify the use of Inciting Violence. Where they use 83 (1), which says: “Any person who incites any other person to do an act of violence against any person by reason of his or her race, place of origin, political opinions, colour, creed or sex or office commits an offence and is liable on conviction to imprisonment for a term not exceeding fourteen years”. I am sure they are using the charge as someone who express their political opinion and does so in regard of the opposition and not the NRM.

That is why I am tired of this use. As they continue to misuse both of them. NRM are really using this combined with the Security Organization to control the public and stop the public from engaging politically.

The Authorities are making people criminal, they are making political active and leadership into con-men. Therefore, they are finding and pinning these charges on anyone who stands out or are active in the manner of opposition politics. If they are voices in rallies, demonstrations or even consultation meetings.

This is just showing how indifference and how they are misusing the power and blocking people from attending or being part of political landscape. Peace.
