Don Museveni says “I would never accept these foreigners to give me orders about Uganda”; Time to cut the direct donor assistance to the government budget of Uganda and after that let Don Museveni eat alone!

“I wouldn’t ask these foreigners, but I would never accept these foreigners to give me orders about Uganda. Or about anything in the world! They got their own countries to run. Let them go and run them. Uganda is ours. Nobody gives us orders here” – President Museveni at Kololo Independence Grounds Speech while celebrating the “Double Victory” on 9th April 2016.

Now that it is not long ago he told the world that Uganda was his playground and he could shot and kill opposition because they had no place in his country. From the same man and leader comes this. Let me ask the international community to react to violent behavior and the aggression this President shows his own county.

The racketeering of the NRM and their Executive has to stop at one point. That can happen when the funds dry up and the ammunition does come with the next boat. The American should stop with their alliance and their UPDF trainings. The Americans should do as they did with the MCC in Tanzania; suspend the projects and direct-donor aid to budget funding of the Ugandan Government.

The French should stop supporting the Government projects in Northern Uganda and cut their loans as they have promised to effect directly the RDC and the other loyal cronies of Northern Uganda. This does so the Capos of the Don get their monies and keeps eating. While the Japanese should stop supporting infrastructure projects together with the Chinese Foreign Ministry, while the CNOOC should terminate their contract with the Uganda Government. Total Oil firm of the French should suspend their operation until the government accept their blood-money. The Same with Heritage Oil for Britain so the UK Gov. should disband their direct government support and take away the incentive from UK to Uganda. The Norwegian Government should suspend the Oil for Development Program that have been a steady program since 2006. Because if you hurt it where it could become most important, then the Don Museveni might listen.

The European Union should to hurt the Foreign Exchange rate suspend the import of Robusta Coffee beans from Uganda, as the export of this is a major factor in the economic trade in the land-lock country. “A total of 271,941 bags of coffee valued at US$ 25.12 million were exported in February 2016 -Source UCDA report”. If you want to hit where it hurts, then you take away the foreign exchange and the foreign exports. This here could really hurt the government that does not want to have any interference or questions about their rule.

If the Donors and giving aid, would suspend or cut the services for the Peacekeepers, the same reaction that the Dutch did with the Burundian Peacekeepers in the AMISOM in Somalia. The same could be done by the American Government and EU as they are the major benefactors for the economic spending ground and facilitators for it.

It is not like I am for neo-colonialism, but when a totalitarian and gangster like Don Museveni complains about the US Mission questioning his oppressive behavior and European Union saying their opinion on the display of character showed during the Election and announcement of the results. Then it seems like he does not need any-more international legitimacy for his rule. Only their money and aid when it comes in handy too fuel money to a private plane, refurnishing the State Houses, buying new cars and more estates. Especially considering in FY 2013/2014 the donor assistance of the total budget was 21 % of it. Therefore the USAID, World Bank, IMF, DFID, European Commission, Irish Aid, NORAD and the other contributors should suspend that for the coming financial year of FY 2016/2017. To not hurt the citizens do this instead!

They should support the IDP camps and refugee camps in the Ugandan country through United Nations programs and organizations, build stronger relationship with NGOs in Uganda and forge good governance programs instead of supporting a government who is carrying out rigged election and embezzlement of government funds and international aid. Therefore progressive use of the tax-payers money from the Western Hemisphere, and if that is not working then, use it instead on local infrastructure projects to their own tax-payers.

Especially when a specialized report on Donor Aid to Ugandan Government says this:

Budget support has not helped much in relation to cross sectoral dialogue. Some improvement was realized in education sector as dialogue with Ministry of Local Government and Ministry of Public Service improved. But this has not happened for the health sector” (…)”The power relations between bilaterals and Global Health Initiatives including PEPFER, Global Fund, GAVI, Stop Malaria etc shifted in favour of the latter who had no experience in the development of the budget support process and completely ignored to an apparent ineffectiveness” (…)”Budget support resulted in a greater commitment and quality of dialogue on PFM issues, especially after 2007 with the launch of FINMAP and JBSF. The influence of performance measures on sector dialogue declined from 2011/12, as the link with releases became less clear” (Joint Evaluation of Budget Support to Uganda – Final Report – 2015, P: 132).

This here proves the values of the Donor-Funding and the Budget Support from the International community to the Ugandan Government and the NRM-Regime. The NRM mafia under Don Museveni who says that the Ugandan authority do not want to have internal interference and foreign people questioning his playground. Therefore the authority and the Don want to rest things into peace he lets the people end up resting in peace. As he takes the Army and Police to detain the ones it needs and use draconian laws to oppress his own people.

Therefore with also the fraudulent election to keep the NRM mafia in order and also silence the opposition; as it even did yesterday the 9th March 2016 with the Military Police taking over the Nakivubo Settlement Primary School so the “Victory Celebration” that was supposed to be held there with Lord Mayor Lukwago and FDC Leader Besigye. This happen while the Crime Preventers, NRM Diehards and the new MPs we’re celebrating at Kololo Independence Grounds while costing the 1, 5 billion shillings. The racket also carries to pay their own and let the kingpin eat the money alone. As he has done since 1986 and the donor have continued to fund the budget support and give Don Museveni money to do his bidding.

Therefore I ask the governments to question if they want to deliver more money the NRM Mafia who uses monies to the army and police, squander away State House money on funding his campaign and also rumors of AMISOM contingent. There are certain numbers on his spending on military is staggering over the years. In between 2011 and end of term 2016 the taxpayers and donor-funding the total Shs. 6.617 trillion to the Army, Police and Intelligence Agencies. Of this in MPS in February 2015 into the portfolio of sophisticated military equipment there was the extended use of Shs. 470 billion, alone that year.

So with that knowledge and knowing the international donors should consider some reactions as he does not accept any interference not internal and not external. The Playground might be for the moment him, the Don Museveni has spoken of killing demonstrating citizens and opposition. The harassment of the ones that question the power of the kingpin!

That is when the international donors in the powers of US Mission in Kampala and their Amb. Malac recently; and also when the European Union does state the fact that the election was not free and fair. Therefore the Don Museveni feels betrayed as this has been loyal men who have given money to his government and not question his power or rule. Because they needed him to do their dirty-laundry and also have a steady ally in the East Africa; as the US have a relationship with Ethiopia and also Kenya, but have a longer engagement with the Ugandan Government, and now accepting the harassment of opposition as a price for some form of stability.

While the other donor-funding is not questioning other than expressing some have cut funding over the $12 Million that was going to Northern Uganda Development Fund (NUDF) in the 2012, that went lost to through the Prime Minister Amama Mbabazi. Also the Anti-Gay Bill had their reactions from UK, Norway and Dutch who cut parts of their aid. So now it is the time again, as the oppression, election fraud and the man who want to be the Don and acts like the Don of Uganda. The Godfather of Uganda has spoken. He does not want to be inference. So since he does not wish to have interference the international donors and bilateral organizations should offer him a hand with that.

The International donors and bilateral organizations should certainly suspend their direct budget support to the Ugandan Government. As they don’t wish to have any interference and can handle it all on their own. The money should instead spend on the Multi-National Organizations working in Uganda, as the OCHA, UNICEF and WFP as they will submit and carry out quick resolved matters in Internal Displaced Camps and around the borders through their projects. Since that will not have any other government questioning their actions, then the other governments should not help to fund their actions. Simple rhetorical assessment that banish the 20 % power of the funds that Don Museveni has at his disposal and use; when outsiders are such a pain, then the pain should leave Don Museveni alone and not support him.

So the Donors and Bilateral organizations should cut their aid and give less power to Don Museveni and his NRM Mafia who spends and eats alone; while his government does not have money to build health care, roads, schools or the other necessities in the Ugandan Society. But not with Foreign tax-payers money, when they get used on the expensive cars, lavish lifestyle, foreign health care and private planes for the Godfather. There is time to take action as the gangster will act as Don and not as a Statesman. Henceforth, when a player does not want question, but accept your money and not accountable for them; and when the player squander the money and expect to get away with it. Then the Player should lose the ability to get the money from you. The Don Museveni have already had long enough time to deliver and used enough of donor-funds without showing progress. Time to cross out the donor-funding to direct budget support; then Don Museveni does not need to be questioned. As the international community will not have put a stake and being stakeholders for certain parts of the budget. But when they step away, then Don Museveni can be the kingpin and the gangster he want to be in military fatigue and do as he want in his playground, without opposition who should just stay home; and also without foreigners questioning him. Then he can rule alone with the capos, underbosses and then be grand Don Museveni. Peace.

It just had to happen Today! The day of celebration, the day that the Opposition leaders around Kampala and Wakiso were to celebrate at Nakivubo Primary School or Nakivubo Settlement P.S. with special attendance from the FDC Presidential Candidate Dr. Kizza Besigye and Lord Mayor Erias Lukwago of Kampala City. But, hey IGP Kayihura have to show his friendly mercy to man.

As the organizers had followed the Public Order Management Act and sent the information with time, place and who was expected to be in attendance also reassuring about the stance of only one “Meeting” their at the time, not colliding with anything. So the proper authorities were respected and the laws were followed by the FDC and their winners in this regard.

Still the Police and DPC of Kasangati had to go use a Preventative Arrest strategy of cutting of the roads to Kasangati and Kampala with a giant new Roadblock to make sure that Dr. Kizza Besigye does not attend the Opposition Victory celebration.

So the Uganda Police Force and the Government continues to stifle him and not make him have an ordinary political life or even living as a person, so the freedom and the liberty of him is not there.

I was, yesterday, released on police bond to report today.  This action by Mr Kale and his police emanates from the Friday radio one Spectrum programme.  There are largely three issues that have haunted their souls; My assertion that they extra judiciary executed civilians in Kasese,  The Judiciary is an appendage of the NRA occupation, That Mr Kigundu didn’t have his eye glasses on and read wrong results.  My argument remains that any armed forces that are not wicked cannot pride in killing civilians” (…) “Forces under civilised command would always do their best to protect civilians and where civilians have violated the law do all their best to bring the said civilians to face justice. Where the civilians are riotus you deploy the force with protection gear like helmets and stone shields” (…)“You can only deploy an armed force without protection gear against a riotus population if your intention is to gun down the said population.  That Mr Kale and the Minister of Internal affairs made judgement and condemned the executed civilians without an investigation and besides the subsequent statement of Mr Kale quoted by the media that they would gun down more civilians. …and that they indeed gunned down more civilians later further reinforces my belief that they have it as their policy to gun down civilians” (…) “Indeed the Secretary General of the NRA occupation Ms Lumumba disclosed it as their policy of gunning down riotus civil population.  I certainly oppose extra judicial executions.  I will continue to be the voice of those poor souls that were executed. .The known and the unknown and those of you who are yet to be extra judiciary executed.  Of course those who followed court proceedings know more than I do that Kigundu is yet to read the correct results.  This election was a farce. It was rigged. The NRA occupation won’t let this happen.  The NRA occupation has raided courts severally. The Court ordered Mr Elias Lukwago back to office and that was ignored. Since then they even have never cleaned Mr Lukwago’ s office.  I told the NRA occupation police force that I would repeat the same views on any other platforms because I believe I’m wholly right and the NRA occupation is wholly wrong.  It’s my natural right to resist evil and I won’t slacken even in the face of death.  Off to the NRA occupation police to preach the gospel of liberation from the NRA occupation.  God is Great” (Charles Rwomushana, 31.03.2016).

Kasangati Court has a “Volunteer-day” and stalls the verdict for Dr. Kizza Besigye House-Arrest!

Kasangati Magistrate Court yesterday Ajured the case, today they put a Pro Bono day. That means that the officials say they work for free this, in the UK a Pro Bono is a volunteer act for the public good. From Wikipedia: “A judge may occasionally determine that the loser should compensate a winning pro bono counsel”. That is a compensation of a losing case so that they get counsel, but the court of Kasangati called it Pro Bono Day, meaning that they don’t need to work the case, but giving the lawyers of FDC and Dr. Kizza Besigye compensation as Pro Bono, for the common good. Though it is literally one thing, stalling of time…

As the Legal-Dictonary.theFreeDictonary states:

pro bono: adj. short for pro bono publico, Latin “for the public good,” legal work performed by lawyers without pay to help people with legal problems and limited or no funds, or provide legal assistance to organizations involved in social causes such as the environmental, consumers, minorities, youth, battered women and education organizations and charities”.

So if the Kasangati court would do the public some good, they woudn’t do what they did today, with stalling the case another day. Here is from the official!

“Disappointing..that officers of court should use technicalities to perpetuate abuse of individual’s rights. The police chief isn’t untouchable, can be sued. “ -Mr. Daudi Mpanga, Barrister for Dr. Besigye. Dr. Besigye’s case adjourned until Monday because it’s pro bono day”.

From Erias Lukwago today:

“With the Court Of Appeal Justice, Remmy Kasule and Madam Ruth Ssebatindira at the Uganda Law Society probono day at the Railway Grounds this morning. It’s a day where members of the legal profession offer free legal counsel to the indegents and renew our commitment to uphold the values of eqity and social justice”.

So Yesterday the Kasangati Court said the government needed more time, today they have only volunteers and can’t address the case, a Pro Bono litteraly means, but the government has enough resources to keep the Police and Military Police around his house, his area and roadblocks from Kampala as we speak, and get everybody interviewed, filmed and recorded before entering the gates of Kasangati, as the House Arrest continues. That is acceptable in the state of Uganda, as President Museveni continues to linger in power and keeping innocent men in jail and house-arrest without charges or reason for the arrest. A continuation that has been steady since before Election Day on the 18th of February 2016 and seem to go on until the swearing-in at this point.

That being said as a reminder of the lawfulness of the Kasangati Court as they work with orders from above, not from following the law for preventative arrests or anything else, that specifies time for it and release of the prisoner, as they have never taken away that Colonial law as the Government of Uganda has the need for it, it seems. Peace.  

Harassment of the opposition: Offices of two of the lawyer’s was raided last night; they just happen to work on the Mbabazi Presidential Election petition in the Supreme Court; while witnesses who saw the electoral fraud get’s detained!

This here is not a beautiful view and a wonderful story of how a the oppressor change their ways, it is more of the same, as the NRM-Regime and undercover Police, or under Police supervision has raided two of the lawyers of Go-Forward Presidential Candidate Amama Mbabzi during the night.

The lawyers who has been attacked during the evening, lost their documents and their computers was Muhammad Mbaabzi and Fred Muwema, the ironic part is during the morning hours the media was arriving hours before the Police came back to the scene. After a long while they have sealed of the offices and the laywers are not allowed to enter into their own offices. As they are working on the Presidential Candidate Petition on the election fraud of Presidential Election during February!

This here is the continuation of violence against the opposition and their freedoms as they try to get rid of evidence showing the electoral fraud, as they have taken FDC officials and FDC agents with Declaration Results Forms from the polling stations, now they take the offices of the lawyers as a continuation of the oppressive methods of the ruling regime. Here are today reports and they are bleak!

“Mbabazi lawyer Basalirwa: “We’re taking a constitutional path by going to court, unlike Museveni who went to the bush” (NBS TV Uganda, 2016).

Statement by Lord Mayor Erias Lukwago on today’s actions:

“My colleague in the profession and a personal friend, Muhammad Mbabazi, requested me to pass by their chambers this morning to share with them the relevant evidence in my possession regarding the impugned sham election. I was, however, treated to a rude shock to find their entire firm in disarray as unknown assailants ransacked it last night. Surprisingly, the security agencies had not cordoned off the scene of crime, neither were they deployed in the vicinity yet Wandegeya Police station is a stone throw distance away. This strange conduct of police, who, ironically, pitched camp at the residence of the Dr. Besigye ostensibly to ward off crime, renders credence to the school of thought that the police are culpable. God save this country”

Daily Monitor reports:

“The offices, one on Acacia Avenue in quiet and leafy Kololo and the other on Buganda Road in Kampala, were reportedly broken into at about 3am” (…)”Mr Mbabazi said the police should explain what exactly happened at his office. “The police were seen to have come here. They came, they broke [in and] they took away whatever they took. So I report to whom? They should be the ones to come and tell me ‘we came in, we didn’t find you then we broke in’,” said Mr Mbabazi during a televised interview an hour ago. At the time of filing this story, the police had not yet established the circumstances under which the office was broken into, despite it having private guards” (…)”Mr Patrick Onyango the Kampala Metropolitan police spokesperson when reached for a comment, said: “We have sent our officers to establish what exactly happened. I cannot comment on that matter before I get a report.” (…)”According to one man who claims to have witnessed the incident, about 30 people were involved in the break in. “They were about 30. It is those who were in plain-clothes who entered; the [uniformed] police watched from the sidelines,” the man claimed. The burglars reportedly came with a ladder, which they placed by the perimeter wall to climb over the wall” (Wesonga & Kato, 2016).

Another laywer got a break in:

“FULL STORY: “The police were seen to have come here. They came, they broke in, and took away whatever they took. So I report to whom? They should be the ones to come and tell me ‘we came in, we didn’t find you then we broke in’.” According to Mr Asuman Basalirwa, another of Mr Mbabazi’s lawyers, the team spent much of Tuesday receiving witnesses they will call upon to testify for the Amama Mbabazi petition against the election of President Museveni (Daily Monitor, 2016).

Unconfirmed but believable reports:

“Personnel of SPC Security told Mbabazi that around 3am, about 30 uniformed policemen raided the offices. Their plainclothed colleagues broke in and took computers and documents. The alarm went off and the SPC Security Quick Reaction Force soon arrived. They were arrested, badly beaten up and are now hospitalized”

The other break-in:

URN: “Fred Muwema Kololo offices sealed off after early Wednesday morning break-in. Muwema’s office is located in Kololo, Acacia Avenue, opposite Metropolitan Hotel. Muwema is one of the lawyers handing the presidential elections petition filed by Amama Mbabazi challenging the results of the February 18, 2016 elections” (URN, 2016).

“Fred Muwema, also Mbabazi lawyer had his office broken into. No one allowed in as they wait for police to get here” (NTV Uganda, 2016).

 “Fred Muwema arrives at crime scene where his law offices were broken into” (88.2 Sanyu FM, 2016).

“Police continue investigations on Muwema law offices break in, senior partner confirms several PCs were stolen” (88.2 Sanyu FM, 2016).

Arrested witnesses of Electoral Malpractices:

“Basalirwa said yesterday that at least 12 witnesses, who had travelled from five Busoga districts, were arrested as they arrived for a meeting at Mbabazi’s Kololo residence” (…)”When they arrived, police officers came and asked them where they were going, and when they mentioned that they were witnesses in Mbabazi’s petition, they were bundled onto a police patrol truck and a Super Custom and driven to Kireka [Special Investigations Department headquarters],” Basalirwa told The Observer yesterday” (…)”We reported last week [that] six polling agents were intercepted on February 29; they were polling agents from Nabweru and Kakiri in Wakiso district, and were heading to Kololo [Mbabazi’s residence] in a Toyota Noah registration number UAP 710N and in possession of original declaration of results [DR] forms. They have since gone missing, and the DR forms which were part of the evidence for the election petition are also missing,” Nakaweesi said” (…)”Such acts are meant to destroy credible evidence that supports the petition and also intimidate witnesses and other conscious citizens who want to submit such evidence,” Nakaweesi said”  (Kaaya, 2016).

I think the stories speak for themselves as the lawyers who works for Amama Mbabazi are stifled by Police and the men honoring the President as he does what he can to dissolve rule of law in the name of Museveni, as he is the law and the ruler, allowed to do as he please while the other people have to obey him. As it seems, Amama Mbabazi continues to work against the machine of ruling party. With taking the witnesses to prison while now raiding the lawyer’s offices and then sealing them off. This is a sad day, see how far the government has sinks in respecting other people and even the men who works for obeying the laws and defend the rule of law.

This is a way of the ruling party to dissolve the petition and spread fear, as they are known for and this is a continuation of it. Peace.

The uncontroverted assertion by Gen. Tumukunde that the troops commanded by Lt. Col Karugaba were directed by the the CDF, Gen. Katumba Wamala to shoot and kill him( Tumukunde), is quite ominous!!!. This is not a statement Ugandans should take lightly in light of the fact that the country appears to be under a military rule. Dr. Besigye put uder house arrest; Gen. Ssejusa languishing in Luzira; journalists being harassed as some of us are kept uder 24hour surveillance. Where are we headed as a nation?

A lot has been said about Kampala Capital City Authority (KCCA) in the aftermath of the presidential and parliamentary elections.

What is becoming clear is that certain sections of people with vested interests are giving the President wrong information on KCCA’s role in the elections to try and cover up for their own inabilities or create room for their ill-motives to thrive.

There is no doubt that KCCA has undertaken massive infrastructure and service delivery initiatives that have positively turned around the image of the city. But this has never been smooth-sailing. Even as we battled to have KCCA undertake whatever projects it did, there were always forces whether from the opposition, the NRM or even mainstream government that opposed our (KCCA) firm and decisive approach to transforming Kampala. A lot of this opposition was based on selfish commercial interests. It is now visible that these forces are hoping to use these election results as an excuse to push through their agenda.Passing the KCCA budget in parliament every year was always a tag of war, but friendly forces in parliament mainly of NRM and a few from the opposition would see the logic of our efforts. Am happy and proud of the KCCA team led by Madam Musisi for all we achieved and still achieving.

As minister for Kampala, I chose to firmly support KCCA so as protect them from the unending political altercations and enable them to concentrate on their technical work. I am happy that visible progress has been made. So the poor performance of NRM in kampala in the recent elections, is a challenge that we need to correctly analyze as a party and not blame on KCCA. Therefore, those rushing to give the President biased information against KCCA are only trying to use the challenge of the party’s poor performance in Kampala as a blessing in disguise, to further their earlier on anti- KCCA Agendas. A honest conversation is required or else we risk undoing the great milestones we have painfully achieved in the city. Let us asses how potent our party’s campaign and mobilization strategy in Kampala and other urban areas generally was? However, in doing this, we must avoid falling prey to those who now see this as a chance to roll back the gains made under KCCA and return this city to the dark ages of disorder, filth, wheeler-dealing and corruption. Already I can see different groups pouring back on the streets of downtown Kampala with intention of returning the city to its old chaotic and filth state. This will not be accepted. We have informed the police and we expect their full support in this noble duty of regulating the city’s trade environment.

Kampala is the the image of uganda and its our nation’s signature mark. We must therefore decide how our image should look like. This is a must do irrespective of who is politically popular or unpopular in Kampala. As long as am still minister for Kampala, I will pursue this line with with neither fear nor indecisiveness!
