Opinion: Duterte’s own goal…

I don’t know about you, but in this instance I thought no matter what President Rodrigo Roa Duterte would be the winner, as he hired Leni Robredo as the Co-Chair of the ICAD three weeks ago on the 6th November 2019. Today we are clocking 24th November 2019. This means the Vice-President got 18 days at the ICAD.

In this matter, I thought she couldn’t win. She couldn’t manage with the mandate of ICAD and neither the strings of the ICAD to succeed in anything. But apparently, the President couldn’t manage to anyone questioning him and reporting to him. Who wasn’t “Yes Men” or the following his protocol to the T.

Because, this is only a loss for the President. Who couldn’t see Leni fulfilling her time or even manage to implement anything. Therefore, it isn’t Leni’s loss, but the President. However, before I dwell on that, let me show the weird timeline of this matter. Will show three pieces, of when she was announced, limiting her power and now the firing. Before addressing the matter on my own.

Hired:

MANILA — A day after accepting the challenge to lead the government’s intensified campaign against illegal drugs, Vice President Maria Leonor “Leni” Robredo has called for her first meeting with members of the Inter-Agency Committee on Anti-Illegal Drugs (ICAD), Malacañang said on Thursday. Presidential Spokesperson Salvador Panelo was told by Executive Secretary (ES) Salvador Medialdea through a phone call that Robredo and ICAD members would meet to discuss President Rodrigo Duterte’s efforts to fight illegal drugs” (Ruth Abbey Gita-Carlos – ‘Robredo to meet with ICAD members: Palace’ 07.11.2019, PNA).

Limited scope:

President Rodrigo Roa Duterte on Tuesday said Vice President Leni Robredo would remain as Inter-Agency Committee on Anti-Illegal Drugs (ICAD) co-chair but would have limited access to classified information in the fight against the proliferation of illegal narcotics. “Need to know lang siya. If she asks something, then you give her…you give her half of it. The other half, if it’s a classified information, there is no need for her to know,” President Duterte said during a press conference in Malacañang” (PCOO – ‘President Duterte clarifies VP Robredo’s role as ICAD co-chair’ 20.11.2019).

Fired:

Metro Manila (CNN Philippines, November 24) — President Rodrigo Duterte has fired Vice President Leni Robredo from her post as co-chair of the Inter-agency Committee on Anti-Illegal Drugs (ICAD), less than three weeks after her appointment, his spokesperson told CNN Philippines. Presidential Spokesperson Salvador Panelo said Sunday that apart from her missteps, Duterte fired Robredo because she spoke with foreigners, was asking for the scope of her powers and was among those daring the President to fire her, along with Senator Francis Pangilinan. “So pagbibigyan niya (Duterte) na rin si Pangilinan,” Panelo said. [Translation: So the President is also giving in to Senator Kiko Pangilinan.]” (Ina Andolong and Xave Gregorio – ‘Duterte fires Robredo from anti-drug czar post’ 24.11.2019, CNN Philippines).

If the President and his close associates thinks this is wise. These three weeks will not be remembered as a tale of success or victory. This is not Build! Build! Build!, where you can show off a few bridges, pieces of roads and possible transit projects. No, this is actual changes on the drug-war and prove that its legit.

Because, the mandate of ICAD was already marginal as is, the powers of the ICAD and the Co-Chair isn’t that significant. The mandate alone together with the others is limited. That’s why in the end, its up to the President if he wants the police, the army and other agencies to act differently in concern of the drug-war.

That’s why, I thought Vice-President Robredo couldn’t win this one. But by firing her only after three weeks. Before, she even started. Even as she has talked to NGOs and ambassadors of foreign nations. She is still viable to do that, even as that hurts the pride of the President. Not like she was selling out or giving away islands or territory to the Chinese. No, she was just talking.

President Duterte was the loser here. He lost it and couldn’t manage to be asked what sort of mandate and possible tasks she could consider at the Co-Chair of ICAD. Like that is too much to dare? Even if she dared him to fire her. That was a trick and he went for it.

This doesn’t make him look wise nor brilliant. It makes him look stupid and that’s not a look any President want to have. As a Head of State, he should been more calm and given her time. That is if, he was sincere about appointing her. Not that I think he was a single second, but still he should been more easy. No matter how head-stirring it would be to work with her. Because, Leni should have gotten more than a hot-minute at ICAD.

She couldn’t even report, be apart or have any possible time to achieve squat. Not like he could have changed much in three weeks either. The ploy was to get her in and let her fail. Instead, he failed and shown that his temper cannot stomach another busy-bee, whose has the courage to question him. That was to much for Rodrigo. That’s why Leni had to get axed.

President Duterte, this make you look stupid, not smart. FYI: If you had kept Robredo at ICAD, she could have failed and not achieved much. Been a stalwart and loose canon on-ship, as she could only do minor tweaks and not significantly change anything. The results would be mediocre, but you could have pinned on her.

Still, with that, you didn’t see that and you now look dumb. Not a good move. Not a good move. This was built for her, so that she couldn’t win, but even with that in the cards. You still lost your gamble. You had the winning hand, but you folded. You couldn’t even bluff, you just had to give up and let the others win. Peace.

Opinion: VP Leni Robredo joins a battle she cannot win

Vice President Leni Robredo cannot win this anti-drug war. Even if she now becomes the Co-Chair at the ICAD. The President and his actions on the drug-war alone will reside, even as she has the helm of the ICAD. President Rodrigo Duterte has through the Executive Order No. 15 of 2017 and the Memorandum Order No. 17 of 2017. Already put the strains and the wordings in.

Where ICAD mandate and role is already put. The Philippines Drug Enforcement Agency (PDEA) by these documents are still the overall lead agency, while the Dangerous Drug Board (DDB) will remain as the policy making one.

The ICAD is a monitoring mechanism to ensure all the various agencies and government organizations are implementing all the policies, laws and issuances pertaining to the government’s anti-illegal drug campaign. That means the ICAD will monitor and supervise these organizations: DILG, DDB, DOJ, DOH, DepED, DSWD, DTI, DA, DND, TESDA, PIA, PAO, OSG, PCG, PNP, NBI, BOC, BI, AFP and AMLC.

That means the ICAD will secure the implementation of the DDB and ensure the PDEA are working accordingly. The ICAD shall then again prove their work and report to the Office of the President. This all means, the ICAD is a formal board following the works, but not directly doing it.

The task of becoming the Drug-War Czar of Robredo is a failing one from the get-go. The ICAD by the stipulations in the Executive Order and Memorandum of 2017 shows the intention. Just like the NBI, PNP, AFP, BoC, Philpost and all other agencies and existing anti-illegal drug task forces shall resume to provide active support to the PDEA in the conduct of anti-illegal drug operation. Therefore, the ICAD will provide support of PDEA, just like the other agencies are supposed to provide support of PDEA.

Therefore, if she wanted to change something. That was not being the chair of the ICAD. That would be directly involved in the DDB or PDEA. The other agencies are following the order there. The ICAD is just a supervising and monitoring unit. It is not the directing authority. Not by how the paperwork of 2017 says.

In this regard, Duterte has done a bargain. He let the PDEA chair of the hook. Gave the OVP more responsibility. While she has really less control, than how it looks. No matter how the OVP plays this out. The DDB and the PDEA might screw her over. The reports to the Presidency better be more joyful, than the ones whose been presented since its inception in 2017.

Robredo has gotten the short end of the stick. She is played before she’s touching the ground. The agency should have gotten ordered and co-chair in, wasn’t ICAD but PDEA. If she was there, should could have stopped killings and murder of civilians. However, she’s just monitoring and ensuring the implementation of the DDB policies.

OVP Robredo seems like she doesn’t understand that herself. But I cannot see her winning in this manner. Not happening and Duterte outplayed her. Robredo cannot be the winner. Not in this bargain. Unless, she has a magical wand and change the realities from the get go. Peace.

Opinion: Bikoy charged with libel, so Project Sodoma was a political hit-job then?

Here we go again. It is for a reason, why someone who leaked the videos and the supposed narco-list in the Philippines, suddenly is charged with Cyber Libel and can possible spend up to 8 years behind bars. This is Bikoy, who released a who’s-who list of opposition members, clergy and whatnots, who is against Duterte and claimed he had videos, which incriminated these to conspire to topple the President.

Alas, someone has lost it and certainly, the man who did is in serious trouble. Bikoy is now facing the Republic Act 10175 – Cybercrime Prevention Act of September 12, 2012, Section 4 – Libel. Which stipulate, the possible offence and sentencing to be up to years. This is a hard punishment for the crime in question, but also made like this. Therefore, that if people break this law and falsely accuse and misuse their rights of publishing. They can pay fines and spend time behind bars for doing so.

That Bikoy now is charged with this, prove that the alleged Project Sodoma was questionable at best. It was a forged narrative and not real, that the whole speculations of this, was made to enforce and criminalize several of opposition figures and the ones who are critical of the President. In a way, that make them commit treasonous acts. However, that cannot be true, if the man behind the leak is charged with cyber libel, then it doesn’t add up.

A man who leaks this is charged and into custody. Surely, this shows that the whole play was foul. Because, if the man who did it and showed it the world, was fake and a fraud. It cannot be real, if your taken in for cyber libel for the released content. It is that simple.

If he wasn’t taken in, and the Solicitor General, the Department of Justice and everyone investigating Project Sodoma, would show another result. Instead, we are seeing and the press is showing, that the man leaking it is taken snaps of and shown with his mug-shot. Clearly, that is not a sign of confidence, for the ones thinking the Project Sodoma was real.

It seems like a very bad movie, not even a B-Movie. The ones straight to DVD with bad CGI and actors who couldn’t make it to Hollywoood. The ones who think they are hot-shots, but is really TV-Theatre at best.

That is what this seems. I had a feeling this was a political hit-job, but with the fella in question charged with libel. It proves that the hunch was correct. That the ones playing this one out, didn’t really have the content or evidence to back it up. If they did, then the mastermind, the leaker behind it. Would have challenged the opposition members in question in court, not be there himself as a suspect.

Feel me, Project Sodoma, smells like hoax, taste like a hoax and is most likely a hoax. Halo-Halo anyone? Peace.

Philippines: PCOO Mocha Uson resignation letter to President Duterte (28.09.2018)

Philippines: PCOO issues memorandum telling employees to be mindful of what they post on social media (13.08.2018)

Malacañang: Do you lack talent? When the PCOO need Mocha Uson for the Federalism campaign?

I’m just doing my job, even though we encounter critics — but if I need to make certain changes, I’ll do it.” – Mocha Uson

If you would think the Rodrigo Duterte administration ever would sway away from controversy, they have to continue to find ways to do so. Now, they are working and have worked on a new constitution that introduce federalism. This piece will not be about that, but about someone they plan to tap into promotion of that cause. That is Duterte using a Presidential Communications Operations Office (PCOO) Assistant Secretary Margaux Mocha Uson to be a spokesperson for it, but how and what?

Does Uson even have the basic knowledge of what Federalism means compared to the democratic republic today and the constitutional democracy it is today, which simple definition is: “DEMOCRACY is a system of government by the whole population or all the eligible members of a state, typically through elected representatives. Constitutional democracy can be defined as a system of government in which there are clear limits of political authorities, and the electorate has the power to remove poor performing governments. Constitutional democracy is the type of democracy where powers of the majority are exercised within a frame work of the constitution designed to guarantee the majority right” (School Mattazz – ‘CONSTITUTIONAL DEMOCRACY: MEANING, TYPES AND CHARACTERISTICS’).

While what she will promote is this: “Legal Definition of federalism: distribution of power in a federation between the central authority and the constituent units (as states) involving especially the allocation of significant lawmaking powers to those constituent units” (Merriam-Webster – Federalism, 21,07.2018 link: https://www.merriam-webster.com/dictionary/federalism).

I have a feeling the Assistant Secretary would have a hard time explaining the difference, only speaking the points that the administration delivers her. Her past is no good either, so I don’t understand how she will be speaking on behalf of the administration in this complex case and with the changes of the possible constitution.

Using Uson to campaign for federalism:

Concom spokesman Ding Generoso told The STAR that Uson would be a big help in their campaign to promote federalism and for their proposed Constitution through her social media following. “I really wanted to tap her. If she can write and interview the Concom members about the proposed constitution and federalism, that would be a big help for our campaign,” Generoso said. “We will talk to her and see how she can help,” he added. Comparing his appearances on television interviews with that of Uson’s blog, Generoso said that he is getting fewer views than Uson, whose videos are reaching millions of netizens” (Robertzon Ramirez – ‘Concom to tap Mocha for pro-federalism campaign’ 29.07.2018, link:https://www.philstar.com/headlines/2018/07/29/1837706/concom-tap-mocha-pro-federalism-campaign#cey37RrlmvLZw56Q.99

Senate Defense of Appointment:

For one, I hope that she will be a purveyor of truth, rather than propaganda; of responsibly gathered and vetted facts and news, rather than so-called “alternative facts” and fake news. She is no longer just a private blogger or social media personality; she is now a civil servant. For another, it matters, not just what she says, but also how she delivers it. I implore her to be more circumspect about her choice of words and way of saying them. I do not mean that she ought to use sophisticated words. In fact, I do encourage her to speak plainly. Plain but cleanly. Be aware that our children are listening to us. Our future generations are taking their cue from us on how to express and carry themselves. I hope that Ms. Uson will prove herself a model of dignity – the dignity of a woman, a public servant – for our people, especially the youth of today” (On the appointment of Mocha Uson as Asec. of the PCOO, Dispatch from Crame No. 85, 16.05.2017, link: http://www.senate.gov.ph/press_release/2017/0516_delima4.asp).

PCOO allowed Uson to work in Casino, countering the law of public official:

PCOO Secretary Martin Andanar said in a statement that “Mocha asked permission to honor her entertainment contracts when she joined government.” However, while Uson is not prohibited from performing, Andanar added that she is advised to avoid such places. This comes after videos circulated on social media allegedly showing Uson performing with her girl group “Mocha Girls” at Bar 60 located at the ground floor of Resorts World Manila. Uson supposedly also has gigs at places like Punchline Comedy Bar and Cowboy Grill, aside from Resorts World Manila. Meanwhile, Resorts World Manila management said in a statement that it asks those who performs to comply with all government regulations. Memorandum Circular Number 6 states that “the mere entry or presence of government officials and employees in a gambling casino shall be considered as conduct prejudicial to the best interest of the service, unless the same was in the performance of official duties and functions.” (Reporter.ph – ‘PCOO probes the issue of Mocha Uson’s performance at a casino hotel’ 08.09.2017, link: http://reporter.ph/pcoo-probes-the-issue-of-mocha-usons-performance-at-a-casino-hotel/).

PCOO disown Uson’s blog:

PRESIDENTIAL Communications Operations Office Secretary Martin Andanar said Wednesday Assistant Secretary Mocha Uson’s blog was not an official page of the PCOO and was not representing government views. He cleared the PCOO from the controversies involving Uson’s weird and comical blogs. But he said Uson was not a source of fake news in the country as she was only expressing her views. He said the PCOO could not influence or control Uson since she was engaged in a personal activity. Should he order bloggers like Uson to stop airing their views, he would be accused of “suppressing freedom of expression.” He said when Uson became part of the PCOO, “I told her that all the news coming out from government media platforms are real news.” (Vito Barcelo – ‘PCOO disowns Mocha’s blogs’ 01.02.2018 link: http://thestandard.com.ph/news/top-stories/257655/pcoo-disowns-mocha-s-blogs.html).

Therefore, with all this mess of hers, the administration are still keeping her on board. That is just weird, because she is not that bright and misuse her public space. Not to inform, but keeping herself popular. That is evident, even as an appointed public official, she keeps peddling questionable articles, also even break codes of conduct like performing in a casino last year. That is why it is weird that she still has a place in the Presidential Communications Operations Office (PCOO) of the Duterte Administration.

That is just strange, for me awful idea to put her into the campaign, unless the Duterte Administration are going for squad goals and making sure they make scandalous headlines by her and her words? Is that what they need to be able to get the Constitutional Change or the Federalism enacted?

Do they need Mocha Uson, is she that unique and special that the President needs her skills and ability to create controversy to bring the game, set and go? Seriously? Is the change to federalism that lack-luster, that the Presidency see the need to bring her in? Is there nobody else that can campaign and bring the message out, not even demoted Alvarez?

Because we know she is not that wise, she has moved mountains and a volcano in the past. If she cannot even the basic geography of the Philippines, how can she explain and have the ability to grasp the difference between a constitutional democracy and federalism?

I have lack of faith, if she was like Maine Mendoza selling MAC products, I would get that, but she is trying to be spokesperson for a government, which plans to change of how the government works. That is not an easy task for anyone, but for someone like her. I lack faith, trust and ability to pull it off. Unless, she will push empty slogans and try to gain popularity because of her face. When it comes to a question like this, when it comes to the balances of power, the limits of the citizenship and what matters for all the branches of government, these questions are not a quick fix. However, a big question and need a lot of relief, this isn’t something changed in a day.

If the Duterte administration is serious and want people to believe in the change, maybe, just maybe, pull some better cards out of the stack. There got to be someone else with more craft and capacity to bring the message of federalism, than Uson. Peace.

Opinion: OVP Robredo cannot the filing options for travel expenditure, isn’t that weird?

Newly elected Philippine Vice-President Maria Leonor Gerona Robredo delivers a speech after taking her oath during an inauguration ceremony in Quezon city, metro Manila, Philippines June 30, 2016. REUTERS/Romeo Ranoco

Well, it is just me, but I am not surprised anymore, but the Office of the Vice President Leni Robredo had first in 2016, under used funds, but in 2017, the same office cannot deliver the supporting documents in time. That is just weird, as this is the next-highest public office under the President. It isn’t merely public servants in a get-away and remote island dozens of miles away from Manila. No, this is one of the highest regarding places close to the Malacañang. Therefore, that this office is under scrutiny for their practices are not a good look.

MANILA – The Commission on Audit (COA) has flagged cash advances for local travels made by personnel of the office of Vice President Leni Robredo that were not liquidated within 30 days. In its annual audit report on the Office of the Vice President, the COA said traveling expenses of the agency amounted to P26.446 million for local travel and P953,550.75 for foreign trips in 2017. Delays in liquidation ranged from two days to 116 days” (Ayalin, 2018).

It is hard to believe that the OVP employees and secretaries, public officials in general are that lax with recites and with transactions papers, that they are losing it or forgetting to fill the forms for 116 days. They just don’t do that, unless it is deliberate. You don’t wait months upon months to deliver what your obligated to deliver. That is what you do in a public office and to prove your spending of the state coffers. That is all natural. Unless, you want to hide your spending and usage of the funds. Since using up to 116 to show where the money is spent is ruthless at best.

That VP Robredo should feel ashamed, she should, as her office is not following standard practice. Even if they might have cleared the accounts and the funds, that has been in question. Still, it opens up a huge level of doubts and possible misuse of state funds. Because, if the employees and the officials within the office are using so long to fill the forms and prove the spending. Than, in practice, it can go to mistresses, to pay for businesses or even perks beside the offices. Who knows right? They might spend it elsewhere and not on local travel as part of the job. Since the proof of that is coming months later and are later proven.

At this point, when the COA can find this maladministration and this lack of compliance with the codes of conduct as public servants/officials, you know there are underlying problems and somewhat something else beneath numbers. If there was even more to question, it should be digging into as well. Since these offices could be doing more with the funds they are getting. This is just the travel expenses and the advanced payouts, what about the salaries itself or the other perks as the high office it is?

That should be real question and since the COA is flagging it and the OVP says they have complied. Why should COA not have the proof of the real transactions, while the OVP trying to clean their hand of dirt? They have already not complied and not shown character, they are already proving lack of trust and lack of care for public funds. Peace.
