Horrendous bleak situation right now in East Africa/Horn of Africa: Genocide Warnings, Army used against Civilians, Opposition harassed and a surge of refugees between the nations (November 14.2016)

That there is civil-war like activity in Ogaden and Amhara regions in Ethiopia, that there continues internal skirmishes between Burundian security forces and civilians, that the Rwandan Opposition are silenced, In the Democratic Republic of Congo as there guerrillas fighting and killing while the FARDC and MONUSCO doesn’t act against civilians in North and South Kivu; As there are internal fighting between Somaliland, Galdumug, Al-Shabaab and AMISOM. This is all happening as we flick between the channels on the telly.

There we are discussing who’s the next racial biased brother Donald J. Trump thinking of hiring to his executive branch staff at the White House. This is happening while there continue bloodbath, there been genocide warnings for Burundi in October 2016 and South Sudan November 2016. South Sudan are skirmishes happening in Yei State, South Kordofan, West Bahr El Ghazal between SPLM/A and SPLM/A-IO, which is President Kiir and former FVP Machar. There are battles still in Darfur as the Khartoum regime under President Omar Al-Bashir are attacking the SPLM-N and other rebels who fight themselves in the past, but has no written an agreement while the Khartoum has said they will continue to fight them.

These are killings of civilians in with the mind of staying in power. It is happening with bullets that imported and exported from the rich nations, through back-channels that none of us want to discuss, because it implicates the nations of peace are involved in profits of the death of civilians. This is happening as we go to buy bread at the supermarket, markets for selling cassava and rice are blown to bits, water-sources are getting scarce as these nations are hurt by droughts and dire need of secure agricultural productions, but that is not happening while the big-men are explicitly doing what they can to kill each other for POWER.

The innocent is dying at rapid speed. The livelihoods are dwindling away because the Presidents and Government together with rebels are destroying the nations in their reach of staying with titles, businesses and feeding their elites of the donor funds. This is the situation in Ethiopia, Burundi, Somalia, South Sudan and Sudan.

We cannot let this happening while the fleeing civilians are going from one bad situation into another. If the Somalis think of fleeing to Ethiopia, they get into new trouble and Kenyan Government are busy deporting them to PoC sites inside Somalia. If you’re fleeing Ethiopia you have to cross the South Sudan and Sudan. Where the battles between the rivals continue and are bloody. The place of refuge right now is Northern Uganda, the war-torn parts that has had a decade of peace, but the locals are not getting land, but the refugees and businessmen. The reality is that the Government doesn’t have funds to allocate the Refugee camps in Adjumani where the UNICEF organization is lacking funds for support.

Together with the issues of Burundian refugees in Rwanda and Tanzania; the Burundian ones are safe in Tanzania, but still the UN operations doesn’t have the sufficient funds as there are more worry of what the Rwandese authorities do, as they want to send them away because the Burundian Authorities are claiming that Rwandese Government are training rebels to coup d’état against President Nkurunziza.

While the pulling out of ICC happens from Burundi, the Kenyan pulling troops from the UMISS, Ugandan negotiations in dialogue between the parties in Burundi and South Sudan; while the shallow relationships is to see how they all can grind monies out of the international community. The African Union complains to the European Union on payments for the soldiers, while the Ugandan and Burundian government eats of these funds, while the soldiers themselves thieving ammunition and gas to supply themselves with needed salaries.

All of this is happening while the Ethiopian Government has pulled out battalions out of certain areas in Somalia, as Kenyan have a strong force and feeling the pinch for being involved in the internal squabbles between Al-Shabaab, Government and Local-Government in war-torn nation. As Djibouti tries to live in peace, but get trained guerrillas from Eritrea and has built a railroad from Ethiopia so that the coastal state has giant ally on the Horn of Africa.

So the civil wars, the skirmishes from governments towards civilians shouldn’t be happening without anyone doing something about it. The Ethiopian, Burundian, Democratic Republic of Congo, Sudan and South Sudan are now all involved in similar business. The Troika of South Sudan is inactive and like a donor-friendly buddy to Kiir Government, but not certainly acting upon the violence and crimes against humanity. The Sudan government might be under sanctions and has issues with ICC charged President Bashir. Still, they are able to continue to fight civilians in the Darfur Region. The Somali Government feels more powerless as they are donor-friendly and need foreign support for basic operations, while the Al-Shabaab takes stake in every other region, as the Puntland, Galdumug and Somaliland has become more independent and making agreement on their own. As Somaliland have signed giant port-agreement to secure funding of the Civilian Government; also so they can function as nation on their own, though not respected as one from the international community.

This is just the beginning, and it’s not wonderful, it’s bleak… the warnings of GENOCIDE should worry the world in Burundi and South Sudan. But, the current silence, the mediocre attention and no-worries attitude. Is making me shiver and making me worried about the state of affairs in our time!

IGAD Plus

That there are such current state of affairs, the diplomatic works must be in tatters, the African Union is pointless, the East African Community is a Men’s Club for the Presidents, European Union are stooges for big-business, IGAD are Ethiopian skeleton for peaceful operations and the United Nations are powerless with no-mandate or real army to act upon the human rights violations or crimes against humanity if they are occurring.

It’s a reason why these nations want to withdraw from the Roman Statute if they can and still get donor-aid because the armies, laws and regulations of the civilians are massive breaches of international laws. The Geneva Conventions, the UN Charters and the other ones these Nations have signed into.

While the worst is having knowledge of the dying civilians in South Sudan, Sudan, Ethiopia, Burundi and Somalia as we speak, the silence and indifference… time to act; time for change and time get it on the agenda. Peace.

Misappropriate funds instead of feeding the hungry in the districts; 10th Parliament greedy MPs only see their bellies and not that they represent the ones that are starving!

Something is just wrong, something is seriously wrong, as the misappropriated funds and public coffers in Uganda; there is something sinister going on. It is okay that a government and administration cannot make it rain or make sun shine, but they can make sure the people together with public gathering technics make sure when there is plenty of water. It’s in tanks and other barrels until needed for the crops and enough for drinking. This is practices mankind has done since the Roman Empire. It’s not spectacular, but convenient.

On the other hand, since Roman Time, there has always been corruption, and men has always been corrupted by gold, silver and sparkly things. So as the citizens are hungry, the starvation isn’t only in Isingiro, where the starvation is dangerously high, there are other districts severely hit by the draught and the lack of rain.

Hunger in the districts:

Already, 1.3 million Ugandans, the minister said, need urgent food aid and so far, 600kgs of maize flour and 300 kilogrames of beans have been sent to Isingiro Districts where some people have starved to death” (…) “According to Mr Kibazanga, 65 per cent of people in Karamoja sub region have one meal or half a meal in a day as opposed to three meals while 35 per cent of the population in the districts of Katakwi, Amuria, Kumi, Bukedea, parts of Serere and Kaberamaido are in the same phase with Karamoja sub-region” (…) “Mr Kibazanga also revealed that 50 per cent of the people of Koboko, Yumbe, Moyo, Maracha, Arua, Zombo, Nebbi, Adjumani, Amuru, Nyoya, Gulu, Pader, Lamwo, Kitgum, Agago, Soroti, Ngora, Amolatar, Pallisa, Butaleja, Rakai, Isingiro and Tororo have access to a meal a day. The districts of Oyam, Apac, Kiryandongo, Masindi, Bulisa, Kyankwanzi, Nakaseke, Kiboga, Mubende, Luwero, Kyegegwa, Sembabule, Kiruhura, Lwengo, Ntugamo, Kamuli and Kibuuku are in a minimal phase of food insecurity, meaning the people can still afford all meals though stocks are running low” (Tajuba, 2016).

So when the Government knows about that and they continue with their inappropriate idea of giving new cars for the Members of Parliament, something that the 10th Parliament MPs have been waiting for. It is in their duty and now getting a free-ride for their services; this they do while districts upon districts lack food and water, while they are starving… the reckless thieving of state coffers instead of supplying needed food from the budgets !

New Cars for the MPs:

“Parliament has received a release of Shs25 billion for payment of vehicle grant to members of parliament. The money will cater for at least 250 MPs out of 431. According to parliament’s director of communcations Chris Obore, the Parliamentary Commission will first pay new MPs. The new MPs to get first are those without election petitions in court. The old MPs will be paid when the Commission gets a new release. It emerged recently that each Member of Parliament will bag Shs200m instead of Shs150m as had earlier been budgeted by the Parliamentary Commission. This means Parliament will spend more than Shs85 billion on all the legislators” (the Insider, 2016).

As much as there are money in the system for unnecessary expenditure from the 10th Parliament, that with no thought or consideration thinks about the consequences for the once they are supposed to represent. They apparently wish to become greedy like the former EX-MPs who we’re taken to court and charged with massive thieving, though where the money really went nobody knows. They surely pocketed some of it, but the where it we’re supposed to go, is not hard to know. Because the pay-outs we’re to ghosts, ghosts are invisible creatures not of the living.

Pension Scam:

“Anti Corruption Court in Kampala has found three former top employees of ministry of public service including Jimmy Lwamafa, the ex-permanent secretary guilty of all the ten charges slapped against them by the state.  Presiding judge, Lawrence Gidudu summarised in his ruling that the fraud to steal the Shs88.2 billion was hatched in the public service, smoothened in finance ministry and executed in Cairo bank where the money was finally paid out to ghost pensioners” (Ndagire & Wesaka, 2016).

So the living in the districts are either this days getting screwed by their own representatives of the 10th Parliament, as they are more keen on perks and riches than helping the citizens they represent, that is what their President Museveni has been teaching for three decades now. So the people are starving and not getting valuable food or needed water for their daily life, while the MPs are riding in flash, posh cars in Kampala. That is happening while their predecessors are being detained for thieving from coffers to bail-out ghost pensioners, while the results of the matter are not told where the money went.

We can wonder since it is not told, that somebody did their bidding and stole the monies for the bigger plan of their President, and when they we’re not needed to do their service they gotten taken to court. That wouldn’t be surprising as that has happen before in the times udner the Executive Museveni. It’s just new names who done similar things in the past. The billions of shillings are levels of stealing while the hunger is running rapid is worrying; together with the wishes of lavish lifestyle by the men who supposed to represent them. Instead they represent themselves and not using their powers and reach to service the famine ridden districts, because they only see their own tummy. Peace.

There aren’t only murders and mysteries on the telly, its real life and not fiction as the Syrian civil war continues rapidly without whomever force and whomever ally around Aleppo or other check-points where the Presidents force, rebels or ISIS are shooting. The bullets don’t have names, but the men and woman on the side-line and at the battle who dies does; the men and woman who loses their life for themselves or a Nobel-cause.

As much as there are forces battling inside the Iraq nation as Government Forces are attacking together with American soldiers ISIS stronghold around Mosul. There are continued fighting inside of Afghanistan. Still battles between civilians and the Indian Army inside the Kashmir state that has issues there and on the Pakistan side of Kashmir. The long battle for freedom or justice, as the Kurds are battling for in Syria, Turkey and in Iraq; being the minority in the middle of the civil war in Syria and Iraq.

That is just some places, as the deteriorating state of affairs are attacking all sort of freedoms inside Ethiopia, as the army and Aghazi squad are killing and harassing the people’s in Amhara and Oromia states. Together with the arrests of bloggers, silencing media outlets, and detaining demonstrators, burning the homes of people and inflicting violence on the citizens. This state of emergency is used as a useful tool to oppress, silence and make sure the violence and killings doesn’t get out; while the Central Government works to find reasons and solutions to ways of total control of minds and bodies in the states of demonstrations against the Addis Ababa regime.

In Burundi the central government are using the Police and army, together with the Imbonerakure that are detaining, harassing, killing and torturing civilians, silencing the opposition and the ones not loyal to the  President Pierre Nkurunziza narrative of keeping power by any means. The Burundian Government has claimed that the Rwandan Government has created armies and guerrillas that wished for a coup d’état against the Nkurunziza regime. Therefore the fleeing civilians are in the wind as the Rwandan government has been wonder for a spell, if they would banish the Burundian refugees a place in the country.

While in the Democratic Republic of Congo, several guerrillas are still running wild, burning and killing villagers in the States of North and South Kivu, Katanga and so on. Where the foreign based groups that have been started in Rwanda and Uganda, continues to battle the locals for the valuable minerals; as even today a former M23 Commander Sultani Makenga who been in Uganda has crossed with a militarized group, surely from Kisoro as before to cause more havoc in the Kivu’s. The ADF-NALU, Mayi-Mayi and others doesn’t create enough death and crimes against humanity already, as the MONUSCO and FARDC haven’t the ability or will to silence them.

In South Sudan, the internal battle that started in July 2016, the resurgence of skirmishes between the SPLA/M and the SPLM/A-IO who are the TGNU and the Opposition party, which is the armies for President Salva Kiir and his former First Vice-President Riek Machar. That has since July battled each other with forces, in Western Bahr El Ghazal State, Equatoria State and Upper Nile State. There been fighting between the two in other states, but just show how big and powerful the forces are. The South Sudanese civilians are the losers who flees to Ethiopia, Uganda and Democratic Republic of Congo, even in Congo because the Opposition we’re there has been asked to leave to other destinations. Therefore the internal power-struggle those fear of genocide, as still creating implications inside other nations.

In Somalia the Al-Shabab, the different state continues to have infighting together with the AMISOM mission. The running battles for land between Galdumug Interim Administration and the Puntland Government inside the Federal Republic of Somalia. Doesn’t really help for a peaceful session and making dialogue in the war-torn nation where Piracy and Khat been the ways of securing funds for ammunition and AKs, not for building a state and security.

Eritrea is closed and the continuation of the flow of refugees, as the internal controlling central government that forces the freedoms and liberties, as the men and woman does what they can to even enter Ethiopia, where they are badly treated. Eritrean reports are staggering as they are even supporting internal guerrillas in Ethiopia and Djibouti to unsettle their neighbours.

There are wars and running battles between government forces and rebels in Central African Republic, Mali, Mozambique and so on. This is happening in silence and without little flash, even as the ones are guerrillas like Boko Haram that are going in between Nigeria and Cameroon, to stop the Government from functioning and spreading fear of locals.

What is worrying how these actions continues, and how there are other I could mention, the issues in Libya, the Algerian complex and the Western Sahara colony of the Kingdom of Morocco.

Peace Ethiopia

The death that dies in silence, in the midst of homes, villages where their families have been living for decades, while big-men fight like two elephants; the grass get hurt, but the big-men be fine. The same is with all of these civil wars, the civilians are dying, the societies are deteriorating, the central government are controlled by little amount of people instead of procedure and rule of law.

The worry is how it becomes pro-longed, how the innocent dies and the power-hungry survive and the lucky get refugee somewhere else in uncertainty, like for how long can they stay, as been seen with the Kenyan Government work to get rid of Somali refugees in Dadaab Refugee camp during this calendar year, while the Somalian Federation if far from peaceful. Even as the Ethiopian troops has went home again surely to use their knowledge to chop heads in Amhara and Oromia. That is what they do now, they just doesn’t want people to know about it.

We shouldn’t allow this actions to happen, this killings, this violence and the silence of freedom, liberty and justice to our fellow peers, we should act upon it, question our power-to-be and the men who rules over these armies, the ones creating the havoc and the ones who are behind the crimes against humanity. Those are the ones that earning money on the wars and the ones that doesn’t want the words on the acts; those are the worst ones in it all as they are accomplices to destruction of lives and societies as we speak. South Sudan: Escalating food crisis in 2017, FAO warns (07.11.2016)

07/11/2016: An increasing number of South Sudanese will continue to face difficulty in meeting daily food needs in the coming months despite harvests, the UN’s Food and Agriculture Organization has warned.

The end of the lean season and start of harvests in South Sudan are traditionally associated with a reduction in food insecurity due to more food stocks and lower food prices in the markets, bringing much needed relief. According to recent FAO assessments, the number of severely food insecure people at this time is 3.7 million people – 31 percent of the country’s estimated population and an increase of an overall 1 million people compared to the same period last year.

Though harvests have provided some reprieve, FAO experts warn that the benefits will be short lived as local stocks will deplete rapidly. Following seasonal patterns food insecurity levels in 2017 is destined to rapidly deteriorate to massive proportions. The risk of famine is increasingly real, especially for South Sudan’s most vulnerable communities.

“The renewed violence has had severe repercussions on agricultural production and stability needs to be restored to enable farmers to return to their fields. We are seeing an unprecedented number of food insecure people at harvest time and many more people at risk of starvation in the months to come as stocks run out. There is a need to act now to prevent a catastrophe,” warns Serge Tissot, FAO Representative.

The Equatoria region which is responsible for over half of the country’s net cereal production has been severely impacted by the recent violence. In active conflict areas, an estimated 50 percent of all harvests have been lost and even more farmers were unable to plant for the second season due to insecurity. The displacement of people from those areas is also due to have profound effects on agricultural production, FAO experts warn.

Moreover, of grave concern is the most fragile areas Northern Bahr el Ghazal where the structural drivers of food insecurity – including the protracted economic crisis, market failure and the loss or depletion of livelihood assets – have continued to escalate. FAO’s harvest assessments findings show that farmers in this area have produced less than last year, with some areas being hard-hit by flooding and dry spells, raising their vulnerability. The report highlights Aweil East where sorghum production almost halved, dropping from 0.9 to 0.5 tonnes.

Since the outbreak of fighting in South Sudan’s capital Juba and other parts of the country, cereal prices have increased by more than 500 percent compared to the same period last year. Trade has been crippled by rampant insecurity along the main trade routes and traders’ inability to access hard currency for imports forcing them to close-down their businesses.

“With the market collapsing and many families having little to no safety nets to cope, we must empower them with the means to produce their own food. With this we want to structurally strengthen their livelihoods and boost their resilience,” explains Tissot, FAO Representative.

During the forthcoming dry season campaign, FAO aims to target 1.2 million people with distributions of vegetable and fishing kits and provision of trainings to farmers on modern farming techniques to increase yields. At the same time, FAO is preparing to meet the country’s greatest needs for the main planting season; this includes the provision of much needed agricultural inputs so that the most vulnerable can produce their own food. For this to happen, the food agency requires US $ 28 million by the end of the year.

Key aspects of the UNMISS Independent Special Investigation report of First November 2016

This report has been targeted by the Kenyan Government becomes of the sections that we’re about the leadership of UNMISS Peacekeeping Operations in South Sudan. The UN House and other activity in Juba as the crisis sparked in July 2016. “In the weeks prior to the violence, UNMISS and the humanitarian community saw timely and accurate warning signs of the resumption of hostilities in Juba between the Sudan Peoples’ Liberation Army (SPLA) and Sudan Peoples’ Liberation Army in Opposition (SPLA-IO). Despite the early warning that fighting would take place near UN House, the Mission did not properly prepare for three critical and foreseeable scenarios” (Independent Special Investigation, 2016).

“The Special Investigation found that a lack of leadership on the part of key senior Mission personnel culminated in a chaotic and ineffective response to the violence” (…) “The JOC and the Security Information Operations Centre (SIOC) were not co-located, as required by UN policy, contributing to a fragmented security response” (…) “The Force Commander appointed the Chinese Battalion Commander as the Incident Commander, commanding all the forces at the UN House in addition to his own battalion. Furthermore, the Force Commander ordered the Incident Commander to retain an explicit and ultimately confusing command link to Sector South headquarters in Tomping, which was physically cut off from the UN House for the duration of the fighting. This confused arrangement, in combination with the lack of leadership on the ground, contributed to incidents of poor performance among the military and police contingents at UN House. This included at least two instances in which the Chinese battalion abandoned some of its defensive positions at POC 1 on 10 and 11 July. The Nepalese Formed Police Unit’s performance to stop looting by some IDPs inside UN House and control the crowd was inadequate” (Independent Special Investigation, 2016).

“At approximately 15:30, when the soldiers began looting and forcing their way into the accommodations, the residents immediately notified UN Security and UNMISS. During the attack, civilians were subjected to and witnessed gross human rights violations, including murder, intimidation, sexual violence and acts amounting to torture perpetrated by armed Government soldiers” (…) “The JOC made multiple requests to stand up a quick reaction force to respond but each UNMISS contingent turned down the request, indicating their troops were fully committed. The situation at UN House remained chaotic at this time, with thousands of IDPs in the staff accommodation area, armed men still threatening the perimeter of POC site 3, and large numbers of armed Government soldiers still on Yei road in front of UN House’s main gate” (Independent Special Investigation, 2016).

The Special Investigation found that the lack of preparedness, ineffective command and control and a risk-averse or “inward-looking” posture resulted in a loss of trust and confidence—particularly by the local population and humanitarian agencies—in the will and skill of UNMISS military, police to be proactive and show a determined posture to protect civilians under threat, including from sexual violence and human rights violations” (Independent Special Investigation, 2016).

If this wasn’t damning for the UNMISS leadership and the peacekeepers where the investigation team clearly saw that the leadership we’re inward looking and not prepared. That shows that in country that is war-torn the leadership of UNMISS wasn’t prepared to secure their facilities or keeping the peace. The communication between the different battalions we’re chaotic with double roles and that was between the Chines Battalion and the Tomping PoC camp.

So with this there must be better than what they found and that the Kenyan Government feels sorrow for volunteering is understandable. It’s a slap on their face, but it is one Military Leader not prepared for the operation and facilitates the other battalions. Therefore when the violence came, they wasn’t on the alert, instead they we’re scattered. Something that the Protection of Civilians camp, Civilians, NGOs or the people around UNMISS sites.
