Monetary gains over the citizens needs is the reasonable way for the Ugandan MPs

The level of arrogance that they have learned from the Executive, Chief Whip and Secretary General of the NRM comes to hunt the Parliament of Uganda. The Members of Parliament is set in their ways and used, sorry accustomed to monetary gains on the bills of the tax-payers already. The Income-Tax Amendment is just the new niche. They have already subsidized cars, housing, supported health-care and other add-ons that make their jobs easier and profitable.

As Reported in the Daily Monitor Today:

“Addressing a news conference in Parliament yesterday, Mr Peter Ogwang (Youth Eastern) and Mr Henry Musasizi (Rubanda East) warned civil servants like Mr Muhakanizi, who this week condemned their tax exemption deal, that they are also waiting for them in Parliament during the consideration of the Auditor General’s reports. “We cannot pass the budget until we are sure that our amendment to Income Tax Bill has been concluded,” Mr Musasizi said. “In case the President does not sign the Bill, it will still come back to the same people in Parliament. These are hard facts. We will still pass it without fear or favour.” The MPs also took shots at civil society groups which are raising public awareness over the controversy. “The public should be with us in the struggle to facilitate MPs. We need facilitation to go to our constituencies because a Member of Parliament without money cannot have confidence. But there is an option, if they want us to drop the amendment, the government should give us Shs30 billion in additional funding to cater for increased salaries and benefits for Members of Parliament,” Mr Musasizi said. Mr Musasizi, who moved the amendment to the Income Tax law, also revealed that what he did had the backing of the President.  “We agreed with the President in the [ruling party’s parliamentary retreat in] Kyankwanzi that we should not increase our salaries and benefits but tax on our allowances should be lifted to maintain the status-quo,” he said” (Mugerwa, 2016).

So certain ones are putting the budget on a stalemate in favour of getting more money and not paying tax as ordinary citizens as they are MPs and for some reason deserves more facilitation then the people of Kalerwe or Kaabong. The ignorance and arrogance is just learned by the Inner-Circle of the NRM. This is just the works of decades of decadence from the ruling elite and now the chicken comes to roost. The egg is ready to put in the basket and the MPs are ready to be paid their salaries without having income-tax.

The interesting is that the Kyankwanzi 2.0. that was recently and made implications to the doing of the Parliament, how it was practically empty as the NRM CEC and the Executive set the agenda for the next Parliament, the 10th One. The tone of now more benefits for the MPs in general, no salary increase for the MPs; the Income-Tax Amendment is an increase of salaries as they will get all the monetary gain and not pay for their facilitation for being an Member of Parliament instead of secretary at the district office in Mbarara.

That the MPs want to stifle the voting for the 2016/2017 budget for the steady “progress” of the country proves what values the representatives of population have. They are in parliament to eat, get fat and get bonuses that would be out of reach in other jobs. They want to make their life splendid on the tax-payers salaries and not become a “tax-payer” as long as they are representing the tax-payers. Which in turn is ironic; just recently they passed legislation that was made to fix the budget shortfalls of 2015/2016 as certain ministries was broke after the economic maladministration during the NRM campaign. That was done in hurry to secure salaries of the State House and other positions of the state. So they can offer something as long as the Executive also get his cut. But now they are forcing the Parliament and becoming hostile to create a functioning economic climate in the sense of their pockets. That is what they are initially saying. The proud men and woman who is supposed to be representing the tax-payers are saying that does not deserve to be taxed by the state. So who deserve it then?

The ones representing the tax-payer should pay tax. The ones that levy new taxes and regulations should themselves get taxed on what they earn. It is over the edge to see the moment of monetary greed from the Members of Parliament in Uganda. Their act of disgrace and attitude towards fellow citizens is overbearing. But they have just learned from their Executive who has teach them how he runs the Racket and racketeering, so that the NRM elite and the inner-circle also want their goods and glory as long as the cost is not theirs. The same way the Executive get funded for cars, jet-planes, housing and cattle-farms. Now the MPs want’s the same as their master. Peace.

It happens in all countries, there is a time when the army assumes the duty of internal security”. General Museveni (Daily Nation – Nairobi – January 26, 1987).

This is ironic that President Museveni said in 1987. We can see that times has changed or that his mind set to other perspective then directly from the bush. With the guerrilla warfare and the so-called liberation struggle, that has been discovered more and more about the tactics done to get power.

It is surely and clearly many ways President Museveni talked democratic values while it has been uncovered that he oppressed the media and opposition. It has done that since day one of the regime, just different how far and to what extent. It has always tried to look beautiful on the surface and smiles to the donors and Election Observers Missions while in the end, the institutions built around the Mzee. That the Electoral Reforms haven’t really been there for free and fair elections. When I went through the 1996 elections the stories are similar to today’s oppression of the opposition.

While opening up for free-market thinking has over time and letting the United Kingdom, Kenyan, South African, Indian and Libyan businessmen got easy trading ability in the country, while the exports and trade boards are gone, less of unions and other governmental structures. In the later years the government has started with micro-credit, Operation Wealth Creation and Youth Livelihood Programs as a cheap way of trying to patch up with the loss of sufficient structures that are sold out, by government to get loans in the beginning of its administrations.

We can easily see that the government who came to power with the guns and ammunition, and still has MPs directly from the army is bound to have the militarized effect on the politics. As the Police are acting with direct force and not following always rule of law. While the government overflows with former colonels and generals becoming politicians instead of businessmen and civil servants as the President is a bush-man himself and been part of two insurgents to power. One in the end of 70s and one in the famous 1986, so the guns never left the power and stayed there; even the tale with the donor-funding of the army from abroad to fight dirty wars the U.S. don’t want to stick their finger in, as in Somalia and Central African Republic.

The Electoral Reforms as discussed briefly the NRM-Regime have stifled most of the time any kind of reform and ruling power therefore had to have two elections on referendum to release the Multi-Party Democracy and also been making the difference between using government funds and using the well-known factor of promises pledges from direct government subsidies to the big-men and chiefs, even Parejo’s and other SUV’s given to men to secure the votes and loyalty to the Mzee.

There been steady shifts in leaders underneath Mzee as he has taken down the men who has been built by his leadership, as he want the ones with his former MPs, VPs and PMs as they wanted to elevate themselves and leave him behind. As the founding father of NRM, nobody else should rule the party and have the Executive control. He took it with a gun and easily takes pictures with it to show where his strength is.

The government have used all kind of methods and tricks to gain riches to NRM elite and leave the certainty of other manufactures, industries and even achieve certain outcomes only for the closest allies of the NRM, even on Town Council levels where NRM members and NRM elders have closest call to get add-ons and secure funding for projects, while the opposition and other institutions have to get hands-out by international NGOs or Bilateral funds to get enough for what they need. The Resistance Councils and the now Local Councils are built for securing de-facto loyalty to the Executive and learn the strength of regime, not to be a democratic system.

The Police and Army is built around loyal men in the top and men the Executive can trust to follow his suit and have his family close connected, even with Gen. Salim Selah not in direct leadership position as he has been involved into too much thefts, thieving and other activities to clean the leadership to look decent for international community, even with Brig. Muhoozi Kainerugaba who is groomed and quickly up the ante with running the Special Forces Command. The ruthlessness of the army and Police never left, and the new laws in place have given lee-way to them to use it as free-for-all to shut down dissidents. While the leadership is steady shifting  and moving as they don’t want the DPC, RPC and Army commanders to be on short-leach and not be to homely where they work.

The continuation of post-election violence in Bundibugyo and Kasese, the way the army is deployed there days on days, shooting Rwenzururu Kingdoms security guards, while the treat of the ADF-NALU who is stations right over the border in the Democratic Republic of Congo, and as always the Police issues statements blaming other forces, even when video footage and other eye-witness counter their words and intelligence; in the end insulting the intelligence of the people.

The NRM-Regime and the words of their Executive is now totally different than what he was talking the first years of their reign. The Economy is dire, the donors are more futile and less interested in involving themselves in a militarized economy and where the NRM-Elite instead of the citizens and general population, the ones that get funding is direct funded projects as roads and buildings, but not economic prosperity as the inflations is high, the value of currency dwindles, the amount of monies to buy ordinary food-stuffs, the government have added higher loans to sufficiently take up the vacuum of the loss of donor-funds to the governmental budgets.

The whole picture is not as it should be after the ruling-party have run the country for 30 years, the picture should be a steady economy, a secure police-force respected and honor the citizens, an army working for securing the borders and doing international missions not for securing funding, but to generate peace. The country should have beneficiary institutions and taxations with representation, the ones that been done have not delivered, the steady progress has not been delivered, and when is when the media has blasted or BBC have got a whiff of it. As the NBS or NTV cannot whip the power to change, the same with the papers as they are mostly censored and controlled as the radio-stations have lost their transmitters, license and even their hosts been detained while being on air, the Daily Monitor ransacked for two days and the NTV banned from following the Presidential Campaign trail of the Executive.

There is an issue when the army is such a big part of nation, in the parliament, in the streets, in deployment and around all the time. The internal security is based on the army, not the police who is also militarized with sections of special units with military equipment for breaking down demonstrations and other gatherings of opposition, even independents who was former NRM have struggled with army and the Police Force. As the detaining of Opposition without charges, house arrests of Presidential Candidates and taking people with Candidates Declarations Forms from the Polling Station.

The whole picture is not of the state of business, the way of government that NRA and the NRM promised, it has overtaken the control of the institutions, but not given the accountability and transparency, not the economic landscape or investment climate that they have promised for so long, the basics are much of the same and the deals between the oil companies and drilling has been happening behind closed doors; like not open dealings and showing how the companies pay for their operations and how the government structures are as the oil-laws are not strict and not fully operative yet.

The tear-gas operations and the live bullets are not showing the proof of democratic values and society. The internal security and the structures are not strong, when the army enters all kind of operations, as they even killed bed-bugs in neighborhoods of Kampala in mid-February as the KCCA didn’t have the manpower to reach the area, as the UPDF have been used in any kind of processes, even the training-center of the army Kyankwanzi the National Leadership Institute and military training camp; where the NRM MPs has had retreats before the new parliament like the 9th and 10th Parliament went there.

The Kyankwanzi resolutions or decrees as party MPs has set precedence for the coming term and the evolution of the ruling-party as the structure in the last go-around left many of the old-foes behind, and the former secretary-general and Prime Minister Amama Mbabazi behind. While this time the struggles with Justine Kasule-Lumumba, Jacob Oulanyah and Rebecca Kadaga might go through hardships in the coming 10th Parliament as the internal security means the security of the Executive and bring down the men and woman who has ambitions. That is why the Executive have centered the powers close to him. As even ambassador’s claims he is hard to read, the generals of UPDF fear him and just want to do his will, and the same with the police force who has a loyal Inspector General who follows every whiff from him. Even former Warlords and M23 are yearly on the payroll from the State House. As they are securing the security of the state and the government institution as civilian militia-men that does their army bidding; also does discreet business for the Executive as their role have never been told to the world. Therefore we can only be guessing at this point; though they are not cutting the grass at Entebbe or Nakasero!

The way the Army is embedded in the society and external politics, the guerrilla warfare brought the Executive first to a Ministerial Position before the General Election of 1980 and again at the takeover in 1986. He came with the gun and never left it, and never let it go, in all endeavors and structures the embedded army has followed, the loyal cadres and commando have continued, the re-payment of loyalty and offered protection have come in handy. The kickbacks and graft never left the offices, the building of the businesses have also centered the government officials, while the former government businesses has been sold for quick bucks or privatized.

The internal security can be questioned with the army running the streets in Kasese, Kapchorwa and Kampala as a steady force and looking like Marshall Law or state of emergency as the government shows the display of power, and the Police rides around in Personal Armored Carrier and have mortars as Journalist lose their cameras and the media get muffled with. The insecurity created and the ballots been stolen in broad daylight, the impunity of law of fellow citizens is not creating the peaceful atmosphere the Executive have promised and said he delivered, as the Kenyan funding of the campaign and Sudanese Army men proves the Executive went far to secure his stay in power, instead of trusting the ballots and votes, he trusted his instinct and went for the guns and ammunition that have given him the power before, as he had loyal well-paid puppets in the Electoral Commission and generals in the Campaign Team, together with losing NRM Primaries who was paid off; in his mind this should have gone in silence and gotten the credible result needed to be respected statesman abroad, instead the announcement and the cracks of the army and the social media showed the true colors and not the story given by the Executive or his party cadres, which shows the payments and party program is shell of keeping power by any means, instead of building fruitful societies and institutions for better tomorrow. The lies are not invisible anymore, the questions the actions and killings is not only in the hands of semi-army police force and the general populations knows it. As the mourning of the announcement and the weakness of the state comes forward; therefore army had to be deployed and the reshuffling of Police Commanders happening a month after Election Day.

You can lie once and fool the crowd, but lie twice and then the storm comes on the horizon. That is what is happening now and the Executive knows and knew before these elections that the people are tired of his lies and reprogrammed pledges. As the changes of society has only brought bottled water from mountains of the Rwenzori and cellphones, certainty at one point the Universal Primary Education and extended Local Councils that has benefited, but also after a while the schools started to disappear and become depleted. The more districts, sub-counties and counties have taken a toll on the economy. Also been set-up to secure more loyal cadres in Parliament and locally. Through the chain-of-command as the structure is militarized and set to fix the monies, the government institutions, government businesses, government organizations and the commission to be loyal to the Executive, even the churches and holy institutions, if possible they can have some dissidents and opposition; that is just enough for the country to have a rouse and jolly while eating the donor-funding and letting the people stay poor while the NRM-Elite stays powerful. Especially the NRM and the Executive does not care about the FDC and their claims to justice, as the justice is the basics, but for the NRM it is to keep Power and let their Executive stay continuously. And by the minute does not seem to want to leave the country in a state that he promised when he took power.

As his guns does not seem to be silenced, the level of fear, the way the PAV rides down the streets and highways, the way the roadblocks are put, the way the Police detain without charges and the way the government mend laws to fit the Executive, the way the banks are demonstrating their will of following him to earn monies, the way the businesses are centered around him and given favorable deals, the way the harassment of opposition and media, the way the army and police involve in politics and daily life, it does not seem as a democratic and just society. The detention of the ballots and preventative arrest of citizens are worrying, as much as the control and efficiency of it. The pride of the government and its institutions are weak when the KCCA need the Army to fight local problems, the Executive does not trust anything else and therefore the biggest smiles on the photos from him comes in army fatigue and guns as that is the place he feels the best, not in the office or at state meeting. If not it is on his farm relaxing while the monies are piling in without doing anything. Peace.

The President’s Black Book Chapter 3: Bemba and Museveni; what is the ties between the two big-men?

It’s recently been a court ruling in the International Criminal Court where Jean-Pierre Bemba was sentenced and guilty of crimes against humanity. As this happen there been questions about his sponsors and his actions, was it for his own cause or was it for the greater good? As the violence he spread in Democratic Republic of Congo (DRC) was during the wars in late 90s and beginning 2000s as the Rwandan and Ugandan ignited the wars the neighbor country, even sponsoring guerrillas, while fighting other forces there, as they we’re using different methods even when the world was telling the RPA and UPDF to leave, while the guerrillas would still cover areas of minerals close to the borders, to secure funding for the governments of the neighbor countries. They will by all means repute this as this shadows their reign, but the moneys and sudden export of minerals without sustainable investments and business-growth proves that there was sudden changes by the warfare in the DRC.

In this picture President Museveni did what he could to have allies inside the DRC, so he could have business and projects there to reach his power and make himself even stronger. That has been his game since day one; not only to get rid of the leaders around him who is not loyal towards him, but also to get people who he knows is loyal to him no matter what.

Jean-Pierre Bemba was a useful tool and an allied who even with brokered peace gave more influence of Uganda into the DRC politics, as he was stationed as Vice-President under President Laurent Kabila, while this wouldn’t last, as the Ugandan and Rwandan did not like the idea of being distanced from the State House in Kinshasa. So as the time and dwindling reactions, the neighbors went into attack again, that ousted the transitional government and took down a second president in the DRC! In that picture and time, comes the relationship between Bemba and Museveni, Especially after the human rights violations and victims of war, as the spoils of it cost honor and integrity, also the visible. Even if the relations between the men and their armies lost their value, the open sponsorship and even training at one point proves how Museveni used his power and reach to put his fortune into the leadership of Bemba and his MLC. About the MLC:

“Current Leader: Jean-Pierre Bemba

Based in Gbadolite, the MLC has been backed by Uganda since the start of the war in 1998 although there have been occasional differences between the two. The MLC tried twice to establish a foothold in Ituri: in 2001 Bemba had nominal control of the short-lived FPC coalition of Ugandan- backed rebel groups and in 2002 the MLC attacked Mambasa in western Ituri but were forced backed by the APC of Mbusa Nyamwisi. The MLC has occasionally fought alongside the UPC and has been a rival of Mbusa’s RCD-ML” (Human Rights Watch, 2003).

Bemba creating his army:

“In spring 1998, Bemba sought to motivate a group of Congolese exiles to join an armed struggle with support from Kampala. He elaborated a political program with a network of friends and former classmates and discussed financing and training with Museveni. By Bemba’s own account, he met Museveni while exporting fish to Belgium through Uganda in the early 1990s, though it is widely believed that Mobutu used Bemba’s aviation companies to transport goods for Jonas Savimbi, then leader of União Nacional para a Independência Total de Angola (UNITA), through Uganda throughout the 1980s. Another account claims that Bemba met Museveni through Museveni’s half-brother, General Salim Saleh, then chief of staff of the UPDF, while seeking to establish a link between ex-FAZ troops cantoned at the Kitona military base in southern DRC and UNITA forces in Angola. The MLC emphatically denies any involvement with the Angolan insurgency movement. But the firm belief, at least in Luanda, that Bemba, Uganda, and Rwanda had links to UNITA largely accounts for Angola’s switching sides in the Second Congo War to back Laurent Kabila and its strong antipathy toward Bemba to this day” (Carayannis, 2008).

Bemba in 1999:

“The main Goma faction of the rebel RCD on Monday welcomed Bemba’s signing of the accord. Its leader, Emile Ilunga, claimed Bemba was “not to be trusted”, but added: “We are gratified to learn that he has signed the accord as we had hoped he would. We have always wanted to sign the accord together with him”, Radio France Internationale reported” (…) “Ilunga, who was due to travel to Uganda on Monday evening for a meeting with Ugandan President Yoweri Museveni, earlier that day accused Uganda of not respecting the rebels’ decision-making process. “Wamba has no troops, and there is no point in his signing the ceasefire agreement … We’re astonished by Ugandan support of an individual, rather than working in the interest of the Congolese people,” AP news agency quoted Ilunga as saying”(IRIN, 1999).

“Jean-Pierre Bemba, a millionaire businessman and leader of the Congolese Liberation Movement (MLC), was accompanied to the signing in Lusaka by a senior aide of the Ugandan president, Yoweri Museveni, and by Tanzania’s foreign minister, Jakaya Kikwete, officials said” (…)”But Mr Bemba warned that he would go back to war if a rival rebel group did not sign a truce within a week” (…)“Referring to the Congolese Rally for Democracy (RCD), which has refused to sign the truce, he told Reuters: “If they do not sign within seven days, I will continue the fight to Kinshasa.” The RCD and Mr Bemba’s forces control 50% of Congo’s territory” (Gough, 1999). “Speaking to IPS by satellite-link, Bemba, who is also backed by Uganda, said it was too early to say whether the peace would hold, “but for the time things are very quiet, with no fighting near us” (Simpson, 1999).

Bemba in 2000:

“A few days ago, Jean-Pierre Bemba, the rebel leader in Equateur Province, issued a challenge to Mr. Kabila and major Western nations that pushed the accord with more vigor than any of those who signed it” (…)”‘We are at a turning point,” Mr. Bemba, a 38-year-old businessman-turned-rebel, said this week in Gbadolite, his headquarters. ”Is Lusaka alive still or not? That is the question.” (…)”It is not certain whether Mr. Bemba is capable militarily of closing the airport. Nor is it clear if his major sponsor, President Yoweri Museveni of Uganda, would give his approval given that Mr. Museveni’s own friends, the United States and many European nations, would probably hold him responsible for such a departure from the Lusaka accord” (Fisher, 2000).

“But Ugandan President Yoweri Museveni also reiterated his commitment to pulling his troops from neighboring Congo, saying now that they have defeated Ugandan rebels operating there, it was time for his forces to leave. The force Museveni claims to have defeated is the Allied Democratic Front, a small Ugandan rebel group that has attacked villages throughout western Uganda from bases in Congo” (…)”Some participants appeared unconcerned that Uganda was pulling out of the peace agreement, and were pleased that Museveni would still withdraw his troops. “If the government decides to withdraw its forces from the Congo, it’s always favorable. This is in line with the Lusaka agreement,” said Kamel Morjane, the U.N. special representative for Congo. “If all parties show their goodwill there is no risk.” (…)”Kikaya Bin Karubi, the Congolese information minister, welcomed the promised troop withdrawal and said his country would stick with the Lusaka peace agreement no matter what. The leader of the Ugandan-backed rebels, Congolese Liberation Front Chairman Jean-Pierre Bemba, said the decision would have little impact on the war since, he insisted, Ugandan troops had not been involved in the fighting. “In 2001, when Bemba took the reins of the unified movement RCD/ML, now called the FLC, he tried in January to broker an agreement between the Hema and Lendu belligerants. He got more than 150 traditional chiefs to participate in this agreement (had the Ugandans acted unilaterally, they would never have managed to achieve this), thus securing a halt to military training and youth recruitment by the UPDF, a measure of security on the roads, food security for the livestock, and the appointment of a governor who was not from the region as a way of providing greater assurance to all the parties. In the end, though, it was Bemba’s dependence on the Ugandans that frustrated the entire peace process” (…)”On more than one occasion, Bemba tried to exert his influence over the Ugandan Government, but Uganda ultimately took the final decisions” (…)”In July 2001, thanks to the efforts of the Ugandan President Yoweri Museveni, the Mouvement de Libération du Congo and RDC/Bunia joined forces, taking with them Rober Lubala’s RCD/National and thus forming the Front de Libération du Congo (FLC)” (Garreton, 2009).

“Another former rebel movement backed by Uganda, the Rassemblement congolais pour la democratie-Kisangani-Mouvement de liberation (RCD-K-ML), was pessimistic about prospects for the success of the Kabila-Museveni accord” (…)“The DRC is faced with two Ugandas – that of Yoweri Museveni, who acts from a distance in Kampala, and that of his army officers and soldiers involved in the ongoing pillage of gold and diamonds in Ituri [region, northeastern DRC],” said Honore Kadima, in charge of RCD-K-ML external relations. “I don’t see either of these Ugandas adhering to even one comma of the Luanda accord.” (IRIN, 2002). “The mutiny marked the return to prominence of the commanders who had been behind the earlier CMF mutiny. Following their training in Kyankwanzi (for new recruits) and Jinja (for officers), most of them had been sent to Equateur Province to join the MLC’s armed wing. After some months of fighting for Bemba, the soldiers had grown increasingly frustrated. They knew that fellow Hema were still dying in Ituri’s inter-ethnic clashes, and they felt that the MLC used them ‘like dogs’” (Tamm, 2013).

“The MLC had been involved in Ituri during the short-lived agreement of the Front for the Liberation of Congo (FLC), a platform of the MLC, RCD-N and the RCD-ML, sponsored by Uganda under the leadership of Jean Pierre Bemba. But Nyamwisi refused to accept Bemba’s leadership in Ituri and his forces pushed Bemba and the MLC troops out of Beni and Bunia. In the last months of 2002, the MLC tried to fight its way back into Ituri with the support of Roger Lumbala’s RCD-N, claiming that Nyamwisi had violated the Lusaka Accord. In doing so, their combatants committed violations of international humanitarian law including the deliberate killing of civilians, numerous cases of rape, looting and some acts of cannibalism. Some of these violations may have been directed at the Nande ethnic group, targeted for their connection with Nyamwisi, himself a Nande” (Human Rights Watch, 2003).

“The DRC claims to have seised an abandoned tank used in the Kitona attack. The Reply alleges the tank is Ugandan because it is the same mode1 as a tank used later by Congolese rebel leader Jean-Pierre Bemba, who allegedly received his tank from Uganda. (DRCR, para. 2.40.)” (…)”Clearly Bemba’s hesitations vis-à-vis the inter-Congolese negotiations and the disengagement are linked to his quick enrichment, the greed of his Ugandan offïcer godfathers and the politics of self-aggrandizement practiced by his opportunistic, wandering ministers who annoy the people.” (ICJ, 2002).

ICJ Ruling document says:

“For its part, Uganda acknowledges that it assisted the MLC during fighting between late September 1998 and July 1999, while insisting that its assistance to Mr. Bemba “was always limited and heavily conditioned”. Uganda has explained that it gave “just enough” military support to the MLC to help Uganda achieve its objectives of driving out the Sudanese and Chadian troops from the DRC, and of taking over the airfields between Gbadolite and the Ugandan border; Uganda asserts that it did not go beyond this” (ICJ, 2005).

Cooperation in DRC during the war claims:

“The cooperation of the allied MLC rebel force was secured by the pre-payment of taxes. A letter from MLC commander Jean-Pierre Bemba informed civil and military authorities that Victoria was authorised to do business in the towns of Isirio, Bunia, Bondo, Buta, Kisangani and Beni (Ugandan Judicial Commission, Final Report, op. cit., 21.3.4, p.119). This letter was counter-signed by Kazini who further instructed his commanders in the same towns to allow Victoria to conduct its business ‘uninterrupted by anybody.’ The exception was Kisangani town itself, administered by an RCD-Goma backed Governor, although the UPDF controlled areas to the north of the town. Kazini issued a veiled threat to the Governor to cooperate with Victoria and later conspired to appoint Adele Lotsove as Governor of the new Province of Ituri in order to take control of the mineral producing areas, including those previously administrated by Kisangani (ibid., 21.3.4, p.122). In his reply to the Panel, Kazini stated: ‘In some cases, as in the case of Madame Adele Lotsove, in Ituri Province, our duty was confined to supporting existing administration (the Panel report concedes that Madame Lotsove had been appointed by Mobutu and was continued in office by Kabila).’ (See Reaction No.47, written statement from Major General James Kazini to the Panel, reproduced in UN Panel, Addendum, 20 June 2003, op. cit.)” (RAID, 2004).

“During a May 24 meeting with Vice President Azarias Ruberwa, the Ambassador asked Ruberwa about his trip to Kampala for the inauguration of Ugandan President Museveni,  and the reported long meeting between the two.  Speaking from memory, Ruberwa provided an extensive read-out, noting by way of preamble that Museveni is a “complicated” person, and often difficult to read” (…)”According to Ruberwa, Museveni flatly denied that  there is continuing Kampala support of Congolese militia  groups.  Ruberwa said that Museveni added that the last support Uganda had provided to armed groups in the Congo was that given to Jean-Pierre Bemba’s MLC, and to combatants associated with Mbusa Nyamwisi. Ruberwa observed that Mbusa was next to him in the same meeting, but did not respond to the Museveni comment” (…)”Ruberwa noted, for example, that if all the detained MRC leaders were found with weapons, all inside Ugandan territory, it seemed logical to assume these weapons would find their way to Ituri, in apparent contradiction to Museveni’s assertions that there are no further arms flows from Uganda to support Congolese armed groups. In any event, Ruberwa asserted it is good periodically to point out to Museveni that the Congolese are aware of what is going on. The Ambassador asked if Museveni did not know that already. Ruberwa said “maybe,” but it seems useful to make it clear. Ruberwa added he believes it important for Kinshasa to send a senior-level person to Kampala to have an exchange with Museveni perhaps every three months to help avoid a major clash between the two governments” (WikiLeaks, 2006).

Hope this was insightful and gives an edge as the reports are steady and many. Not only a one place and one person who thinks that there is a specific connection between President Museveni and Jean-Pierre Bemba of the MLC! That is very clear and the ways it happen and the timing prove the value Bemba had for Museveni and his ambition in the DRC. The excuse was always internal guerrillas who moved to DRC like ADF-NALU and LRA, but we all know that more to bait and more to gain by taking mineral rich areas and create businesses and use ammunition to gain that. That is something that never been an issue for Museveni as his best tool is a weapon, not negotiations and agreements, they can break when he see he has the upper-hand and ability to score over his counterparts.

Something he surely will do again. Bemba might never surface with the MLC and the Party MLC in any election in the DRC. As the ICC gave him a verdict and court ruling which set precedence for his life.

I know that the Yellow Men of NRM, and the NRM-Regime will fight against this and say something else, as even Amama Mbabazi did at his time in the ICC to fight the case between Uganda and the DRC on the reasons for the aggression from them. The same might happen again and the viciousness and ruthlessness of the President is visible, as those who studies his history(not the one he has rewritten) but more the remarks and voices around him, you’ll see the temperament and attitude of bush-warfare that is instilled in him, and not the political person or even a statesman of a like which he seems to be. NRM MPs Abandon Plenary over Kyankwanzi Retreat (Youtube-Clip)

“Legislators are lobbying the Speaker of Parliament Rebecca Kadaga to recall all sitting legislators attending NRM Kyankwanzi retreat to complete the unfinished parliament business before the end of tenure.  The legislators believe the sitting MPs need no induction at Kyankwanzi National leadership Institute rather and should be left the new entrants. The legislators also want an explanation from government on the continued presence of soldiers on the streets of Kampala, Kololo Airstrip, Mengo amongst other areas in the City. During the same sitting, legislators grilled the State Minister for Finance Fred Omach for illegally presenting the 2016/17 Policy financial statement for the Financial Intelligence Authority after the expiry deadline of 15th of March. In the same way, Serere District Woman Member of Parliament Alice Alaso raised a matter of national importance to house where her supporters in the constituency are allegedly being harassed by the security operatives” (NBS TV Uganda, 2016)

NRM MPs wants to secure an extended term from 5 to 7 years for President Museveni; fits the Modus Operandi of Museveni; As Mzee seeks to stay in power forever!

There are stories that are breaking, stories that are strange, stories that are surprising, what I write you today are the new normal and the Modus Operandi of the NRM-Regime and the NRM party. As there been a pattern when it comes to President Museveni, as his grips of power and continues to be the Executive. This he has done deliberately since 1986. Or since after the rigged election of 1980; a history most that has followed the Uganda President should know by now, and should be part of their knowledge.

In the beginning he stated that the Movement System would continuation of the African democratic model as the constituencies would pick their men, than through Multi-Party System, he hold on to it as long as he could. And he kept it until second voting on a referendum that leads into the 2006 elections with the Multi-Party system, and not only NRM party as it had been since 1986. Before 1986 there been other parties that long had been in shadow or worked under the system and being imbedded in the Movement System to sustain positions, but not free-parties to hold their own consultations and own meetings. As the referendum opened up for; just with this proves how little he works for the dissidents or other views in the country, as it is the NRM who matters as that is his Party!

What I will discuss today is how he has used laws both inner-party of the NRM and the deepest in the general law to keep the laws that fits him. Such it was in beginning of the Constitution, who also gained him credit abroad and made him a donor-friendly destination. I will take the amendment, sole-candidacy of 2014 and now the longer terms for him. Take a look!

In 1995 the new constitution gave the President or the Executive power under the Article 105 a basis of two terms, which each term would last 5 years. That was the basis of the new constitution that NRM and President Museveni made during the first period of his presidency.

The Original constitution states this:

“105.  Tenure of office of a President.

(1)       A person elected President under this Constitution shall, subject to clause (3) of this article, hold office for a term of five years.

(2)       A person shall not be elected under this Constitution to hold office as President for more than two terms as prescribed by this article”

But in 2005 he had changed his mind as he wanted to keep power in the country even if he had been elected twice in presidential elections in 1996 and in 2001. So when 2006 elections were coming, he had together with his party change the law to fit him.

As the Constitution Amendment Act 2005 which states:

“28. Amendment of article 105 of the Constitution Article 105 is amended by repealing clause (2) and substituting for it the following—“(2)A person may be elected under this Constitution to hold office as President for one or more terms as prescribed by this article.”

That got voted in Parliament and lead to the general election in 2006, where President Museveni also won the election and took a landslide of MPs in Parliament, as he has always done. This has continued into a single spiral of his strengthen power of the NRM, while cutting ties with men inside the party wishing to take his place in the party, as with Gilbert Bukenya and Amama Mbabazi at times.

So to solidify his position he made this happen on a Party Retreat or Conference at Kyankawanzi and the words express the readiness for yet another term and rule under President Museveni and not have a new leader controlling the ruling party. As it says here:

The Kyankwanzi Resolution of 2014 – President Museveni’s right for Sole Candidacy in the NRM:

“RESOLUTION ON PARTY COHESION AND GOVERNANCE

We, the undersigned members of the NRM Caucus attending a retreat at the National Leadership Institute(NALI) Kyankwanzi (6,February 2014); Fully aware of our Country’s historical  past and the need to consolidate and sustain the Milestones registered over the years since 1986; Cognizant of the fact that there is still a lot more to be done in order to realize our ideological vision of uniting Uganda(Nationalism), Pan-africanism, transforming our country from a poor peasantry society to a modern economy and upholding democracy; Conscious of the fact that what has been so far achieved over the last 28 years needs to be guarded jealously and improved upon to realize our vision; Aware  that when individuals engage in personal scheming, party cohesion is undermined, development efforts aredistracted and the population is diverted from work to early politicking;

DO here by resolve;

To support H.E Yoweri Kaguta Museveni to continue leading and facilitating our country on its take off journey to transformation”.

As we seen that the President Museveni together with Parliament in 1994 before introduction of the Constitution of 1995. Where it stated certain limits for the president, meaning two periods for the actual president and that was that. After and near the end of the official two periods as presidents the constitutional amendment abolished that in 2005. Later he continued to rewrite the NRM Party guidelines and got the resolution of 2014, where they rewrote it so that he is the Sole Candidacy of him as a presidential candidate for the party and be the president of NRM at the same time, as he has been for decades.

So now the news of a new resolution from yet another conference or retreat at Kankwanzi, that will give the Presidency more Power and for longer time!

Today the 14th March 2016 at another NRM MPs retreat at Kyankwanzi:

“Live in Kyankwanzi where the NRM orientation and retreat is on going! Resolution has been passed to extend the term limit from 5 years to 7 years!” (The Inspector, 2016).

This is an amendment that supposed to the same that the MP James Kakooza the MP for Kabula County in Lyantonde District initiated in 2010. The Kyankwanzi resolution for the longer term length is on the precedence of the Rwandan Presidents who have 7 year terms already and the idea of MP Hon. Kakooza want to emulate that. What the NRM MPs does not is copying and also doing this to show support to the President for their ability to be MPs in the 10th Parliament. They should initially give thanks to once they represent (the people) and not the President, they serve him, but they in theory represent the people first. This kind of law and resolution does not give more power to the people or represent them better. On the other hand it gives longer staying power for President Museveni and nothing else. As his next term would be extended with two more years not the 2016-2021, but now would be 2016-2023. That is massive difference and giving him more time to make more laws fitting him.

As I am sure we will see more of this and make sure the laws that fit the NRM-Regime and the longevity of President Museveni and his presidency. That is the only certainty as the opposition gets worse treatment and the laws made to suit the Executive and not the people. As it come more and more to forefront and becomes the reality. Last time at Kyankwanzi resolution gave carte blanche for a sole candidacy, now in a similar fashion they want to give him two more years as head of state, as he already embarks on the 30th year in power. And with the new term system the nedt tenure would total 37 years! That is like fish out of the water, and surely is not just an idea from a MP, I am sure this seems like a tactic from the Presidency to do it now after the polls; to justify his extended time in Power.

I don’t believe that this all of sudden happen out of the nowhere. As the other extensions have happen deliberately and through steady choices of the executive, he has made choices and decisions how to manipulate the electorate, the parliament and the laws to fit his way. That has been strength of him and as long as that gave positivity in the county, the people didn’t mind. Now it is not positivity as at the beginning of the presidency, instead the totalitarian power who keeps the power to himself and using all methods to keep it.

This here today is yet another method and another way of securing the power for the presidency, the extension of the term is just the next step for him and his rule. Peace.    

Ugandan people shun the Local-Government Elections today; While Dr. Kizza Besigye is arrested while trying to go out and vote!

Today is the Local Government Elections in most places in the country except for the once that gets suspended because of wrong names on the ballots or the persons who are supposed be on the ballots. This time around the ballot-papers we’re delivered on time, everywhere actually and the polling agents was ready. There was also informed to be a public holiday so that there should be possible to show up, but this here is a silent demonstrations and a free-for-all after the sham of an election the 18th February.

Just as the main elections of the Executive and representatives in the Parliament, this here will be marred with malpractice and even rigged. Therefore the people have shunned the event and polls. As they don’t trust the Electoral Commission; I have lots and lots of issues from around the country, this here is not just an reaction to all those people who never got their say on the 18th February, but also all them who never got counted that day. Here are some reports.

From Kampala in the morning:

“Although polling materials were dispatched early enough by 6am, the poor turn up of voters has caused delays in starting of the voting exercise. At some polling stations in Nakawa and in Namirembe at Mengo primary polling station, Makarere and Kabale among others voting started after 7:40am with one or two voters occasionally showing up.  The stipulated time to open the polls is 7am and closing time is 4pm. The Electoral Commission has done its part to deliver the materials on time and ensure their electoral agents are already stationed for duty” (Radiocity 97FM, 24.02.2016).

As the Electoral Commission stated on social media:

“Kyankwanzi District that elections for the District Chairperson have been suspended today” (EC, 24.02.2016).

The Observer wrote this:

“Voting material mixup: Wrong ballot papers sent to 6 sub counties in Bundibugyo in  Busaru, Nyahuka, Bubugwanga, Ntoroto, Kasitu & Ntandi” (Observer, 24.02.2016).

In Bushenyi:

The NRM continues to rig elections in the area as the NRM get the FDC Monitors of the elections is arrested, while the NRM starts to bribe the voters to vote for them. And stacks of money are taken to the sub-counties in the area as well. The NRM mobilisers are in the markets and buying the voters. This report from one of polling stations in the district: “Empty Polling Stations in Bushenyi, here at Comboni Hospital; people have refused to go to vote. Atleast 100 people have voted out of over 350 people who voted at this polling station last week”.

In Lungujja:

“Signed blank declaration forms have been discovered in Lungujja by Rubaga MP Elect Moses Kasibante. Chaos has ensues” (93.3. KFM, 24.02.2016).

In Kabale, Moroto and Katakwi:

“In Kabale, voter turn up is low, partly because the district chairperson is unopposed, our correspondent reports” (NBS TV, 24.02.2016). “9:53 LIVE: Our report David Ochieng in Tororo says voter turn out is still low. Voters are complaining about the Biometric Voter Verification” (NBS TV, 24.02.2016). Our reporter Mike Onyang says in Moroto, more locals have been seen at drinking joints than at many polling stations. Onyang says many voters he has spoken to in Moroto say they are fatigued and are still mourning the loss of ‘their’ candidates (NBS TV, 24.02.2016). Very low turn up in LC5 and LC5 councilor’s in Katakwi as the case in the rest of Uganda.

In Jinja:

“Voting for the district chairpersons and councillors is underway, but here in Jinja the voter turnout is significantly low as compared to the just concluded presidential and Members of Parliament election. All this, despite today being a public holiday” (89 Smart FM, 24.02.2016).

In Nebbi:

“Local government elections in most parts of the country have been characterized by low voter turn up compared to Presidential and parliamentary elections. For instance in Nebbi district at boma one polling station by 11:00am only 57 out of 500 voters had voted while boma two out of 142 only 37 had cast their vote” (Radio Paidha Ltd, 24.02.2016).

In Iganga:

There police and military are at the Polling Stations and the roads in the district.

In Kumi:

“Electoral Commission has postponed the polls for the Kumi District LC V chairperson, following the death of Charles Otaok, the Go Forward Candidate. Otaok died in a motor accident along the Mbale-Soroti highway, a fortnight ago. The Kumi District Returning Officer, Monicah Ngobi, said this morning that they received communication from the Electoral Commission headquarters in Kampala, to postpone the elections of the LC V chairperson until further notice” (RadioCity 97FM, 24.02.2016).

There been low voter turn-up in Entebbe, Gulu, Makindye, Lyantonde, Lwengo, Masaka, Sembabule, Mukono, and Kampala. In certain areas there are more Polling Officals then voters. Look forward to see how they will fix the results from this locals elections Seem that the country there is low-turn up as people seem to have lost faith in Eng. Dr. Badru M. Kiggundu and his Electoral Commission. Who decide for them and therefore they boycott this election to prove as a demonstrations against the regime! As with the other election on the 18th February there been people captured with pre-ticket ballots. There been silence and not much action since the announcement of the Presidential and Members of Parliament elections has been rigged and taken the public for granted. Therefore the result is low turn-up and showing the Electoral Commission.   

Reports from Presidential Elections in Karamjoa and explains the 95% for President Museveni:

“In Karamoja the Electoral Commission District Registar has been beaten by the Special Forces command on the 17th February before making off with all the ballot boxes. He is currently paralyzed”.

Kizza Besigye 23.02.2016

Just as the low-voter turn-up the Local-Government does not need Dr. Kizza Besigy’s ballots it seems:

“Col dr Kizza Besigye has been blocked from leaving his Kasangati home. He planned to travel this morning to Rukungiri for local government elections. From the start of the week, Dr Besigye has been kept by police, inside his Kasangati home during the night, and in police cells during the day. Last night at around 10:30pm as he was being returned from police detention back to his home, Dr Besigye said he was tired of this routine, and that he would rather remain in police custody, than being enslaved inside his own house. Besigye on the other hand says he needs to prepare to legally challenge the presidential election results in courts of law, and has now less than 6 days to put together all the necessary evidence” (RadioCity 97FM, 24.02.2016). In the New Vision: “Kizza Besigye of FDC was earlier today denied chance to leave his home to go to Rukungiri to cast his vote in the local council polls by the area DPC, James Kawalya” (New Vision, 24.02.2016).

As the voters shun the election, Dr. Kizza Besigye still not allowed moving freely and under arrest on yet another day! The Electoral Commission will struggle to get more voters than the polling stations as the numbers should be small and the percentage of total voters should be very low. Close to 20% or even less many places, if it is more than it is pre-ticked for NRM candidates as that is the Modus Operandi of the NRM-Regime.

I want to say I understand the people and their demonstrations is vital and viable as the world is following Uganda and the people know about the non-sense re-election of President Museveni. As the opposition continues to be under pressure and harassment as seen by Dr. Kizza Besigye; Seen yesterday in Mbarara and Ibanda; now also in Bushenyi where they arrested FDC mobilisers today. Since it is for the ruling party the access and reason for it is not necessary as the fear and intimidation is what the NRM lives on, and not on vote-ability or accountability for their actions. Press Statement: the Guiding Statement of the NRM Poor Youth Movement (04.01.2016)

We hereby inform the general public and all the poor Youth fraternity in Uganda that we have rebranded from NRM Poor Youth Forum to “Uganda Poor Youth Movement” to continue mobilizing and organizing the poor youth to oppose President Museveni dictatorial Rule which has made almost all youth poor and unemployed.

The Uganda Poor Youth Movement is a mass protracted poor youth Liberation movement operating at village level in all parts of Uganda to oppose Museveni Tyrannical Rule and we are finalizing a one year process of constituting 100 Poor Youth committee per village which started last year and it will oversee poor youth mobilization and development in every village of Uganda. We are much focused on development and organizing the Youth to demand for there rights.

The Uganda Poor Youth Movement will represent the interests of the poor youth of Uganda from time to time because many constitutional youth groups have neglected them such as the Natinal Youth Council; the NRM Youth League is only for the sons and daughters of the rich and government officials.

In February 2014, the NRM POOR YOUTH FORUM was founded to among others fight for internal democracy in NRM Party, we officially resolved to support the then prime minister Amama Mbabazi for president of Uganda 2016, we categorically challenged the Kangaroo resolution of NRM Parliamentary caucus which sat in kyankwanzi and declared president M7 a sole candidate in NRM and NRM Party chairman without election.

We have since mobilized the people of Uganda to oppose M7 and his dictatorial rule, we have mobilized the people of Uganda to support Hon Amama Mbabazi for president of Uganda 2016, etc.
We have decided to rebrand and expand our scope to involve both the peasants, the middle class, the un-employed and working class of Uganda to lead a protracted struggle against president M7 and his dictatorial regime. This is not our struggle but a struggle for the common good of the people of Uganda and the generations to come. If we don’t act now to defeat president M7, then our country will trek towards anarchy and instability.

Mr. M7 has over stayed as a president and he has indeed championed sectarianism, racism, favouritism, corruption, etc in both NRM Party and in the Government.

President Museveni has presided over a government with no institutions effectively functioning, he has led a country where patronage rule, he has led a country where poverty is now a culture and part of Ugandans, he has led a country where unemployment is now a disease with no medicine, he has led a country where rule of law is only in papers, he has led a country where external debt burden is now cursing all the common people, he has led a country where his family rule is visible, he has led a nation where poor service delivery is a norm and where corruption is an extension of the wishes and will of M7 the man. He has led a country where youth leaders and political leaders are used and dumped by M7 and members of his inner circle, he has led a country where all intellectuals are now beggars and puppets of Museveni and his henchmen.

Our country is indeed in political limbo; our country is sitting on a time bomb.

M7 has led a country where we are not sure of peace tomorrow or after him; he has led a country in which Ugandans are not sure of life if M7 die of a natural death today.

Our determination and will is clear. We must mobilise and unite all Ugandans to support the poor youth led protracted peaceful liberation struggle that will bring an end to M7 Social-economical reign of terror and hence total liberation of Uganda in 2016.
In Executing our Aspirations, we are shall focus more on the objectives below.

• To Mobilize and Organize Youth for Final Liberation of Uganda from Dictatorship
• To Mobilize and Organize Youth for sustainable Peace and Development
• To Mobilize and Organize Youth to demand for Equal Opportunities
• To Mobilize and Organize Youth to benefit from Government Programs
• To Organize and Support Poor Youth Development Initiatives in every Village of Uganda
• To operate a global social media campaign to create Global Awareness on Museveni dictatorial rule
• To mobilise and organize youth to fight Corruption in Public Service
• To Mobilize and organize youth to demand for Better Service Delivery in Districts
• To mobilise and organize youth for democratic processions
In the coming few days, we shall publish our “The Ideology of Uganda Poor Youth Movement” and Our Poor Youth Brigade which will focus more on Mobilization for development and safe guarding our votes on 18th February 2016.

This is one of those days. This is really not important because of all the lost lives in the terrorist attacks in Paris, France. We all have heard about those terrible events. But my sources keep feeding me material and I am humbly dropping it. The trail continues and here are the reports, there is still more to come since the rallies are continuing. So the feeds of that hopefully will serve you well on the Daily Monitor or something. New Vision will only show the beautiful sides of NRM. Get some balanced covering brother and sisters. MUSEVENI HAS ALREADY LOST THE 2016 ELECTIONS

Museveni lost this election the day he declared himself sole candidate in Kyankwanzi. The opposition won this election the day they fielded two fellow very strong and organised bush war heroes Amana Mbabazi and Kizza Besigye. Amama has ripped the NRM into two equal parts and added a significant DP Buganda and northern vote.

Besigye has consolidated his party’s support, the “hard core pro-change opposition support” prepared it for defiance, and has committed allies in the new opposition formations like The Independent Coalition TIC led by Joseph Mabirizi. These two streams; (Amama part- NRM – part DP) and FDC -TIC will converge at some point before election day – don’t worry.

Museveni’s political end will come when he tries to declare himself winner of the 2016 elections.

It is common sense. If the NRM is now split into two, where can Museveni get 50% + one vote to be able to win? Recall also that of the so called 11 million NRM voters on the NRM register, only 3.0 million voted in the recent primaries.

President Museveni should only be re-assured that he will be safe in his retirement.

Next up:

Side-Note – NRM Primaries malfunctions:

NRM EC orders fresh Mbale Municipality mayoral primaries due to ‘anomalies that marred the previous exercise. The NRM electoral commission has set Monday November 16 for Mbale NRM mayor elections.

Side-Note – NRM Primaries malfunctions II – Dr. Tanga Odoi:

“The National Resistance Movement (NRM) Chairman Electoral Commission, Dr. TangaOdoi has admitted that party elections district registrars and returning officers were involved in malpractice which led to cancellation of results in some areas” (…)”Speaking to the media at the party’s EC offices in Kampala, Dr. Tanga revealed that on a total of over 1200 petitions that were received after the party primaries, the commission has so far handled 500 while 300 have been handled by the team of lawyers that was set up recently” (…)“Some of the petitions that have been handled by EC are those where members were complaining about the conduct of our district registrars and the way elections were conducted,” Tanga said” (…)”He further revealed that the party has commenced conducting residual elections for those election areas that for one reason or another did not participate in the election of the recently concluded party primaries for the positions of District Woman MP, Constituency MP, LC V Chairperson and Lord Mayor”.

Side-note 3 – Parts of recent JEEMA Statement:

“JEEMA and our candidate of thoughtful choice Mr Mbabazi do not believe in political patronage. We believe in a one and the same economic empowerment of citizens. In fact, Mr Mbabazi testifies, for a long time to have advised Mr Museveni on this but in vain. We thus, together are for total economic liberation for all citizens” (…)”This is what practically candidate Museveni ought to have done over the last thirty years before focusing on the service industry. Unfortunately we had in place a well focused political regime only pre-occupied with survival instincts that include rendering the citizenry into economic limbo. In the new economic order, the nation will wake up to: Massive jobs to our youth in the countryside and a drastically reduced congestion in the only city a 52-year independent Uganda has” (…)”Thus far, JEEMA registers our deep gratitude to the international community’s first ever visible involvement in this electoral process. We also acknowledge the efforts of Mr Mbabazi in luring them—one of the reasons that informed JEEMA’s decision to back him” (…)”While we appreciate the increasing support rendered by JEEMA members and the general public toward Mr Mbabazi’s candidature, we urge you all to use your individual influence and build up the mobilization effort in favour of a legitimate cause of change that Mr Mbabazi represents. We are proud of you” (…)”FOR GOD AND MY COUNTRY.”.
