Praise be to God! I am glad to be back home after two months in detention! I am free for now but I can never be really free until our country is free.

I am grateful to all of you who braved the war-like atmosphere around High Court to attend the court proceedings.

I am grateful to all who enthusiastically welcomed me back along the way home & at our home, the unprecedented police brutality towards you notwithstanding.

I’d like to thank greatly all who visited me in prison; all who have been praying for me; and all who’ve courageously sustained the struggle for a free Uganda.

I am grateful to the excellent legal team that fights hard to ensure my freedom.

I’ll be appearing at Nakawa Court at 9am tomorrow, Wednesday 11th July as required. Thereafter, I’ll address the press at the FDC Hqs, Najjanankumbi, at 11am.

The struggle continues and, without any doubt, we shall overcome!

A hunch, a smidge of interest and a worry as this is a sign of what to come. This is not a token of goodwill from the state, the state under President Museveni will continue to pound on Dr. Kizza Besigye; something he has done so frequently since he left the NRM back-in-the-day. The 100 Million bonds from High Court proves that State Officials and the Government backed sanctions we’re a façade, a high rise with empty rooms and not a functioning building.

Today is a weird day, supposed to be celebrating, but parts of me is feeling that the Courtships and harassment will thrive, as his stage and place is countering the legitimacy of under the current leadership. It’s the true color of smacking the fist to the table and feeling the pain of actually doing so. I am supposed to be happy that the Nobel politician and freedom fighter is released after months behind bars in Luzira Maximum Prison on phony charges, I should be happy that Judge Wilson Musalu Musene gave him a hefty bail. Still the Treason Charge is still on him and not entirely free, he still have to fight the case, one court date at the time every second week starting 26th of July 2016. So the Government and Lawyers and State Prosecution is still working on the matter and finalizing the evidence of the conspiracy.

Why we know that authorities does in these occasions by now:

“A traffic gridlock is building up in Kampala Central District for the second day running. Several roads leading to and around the high court in the heart of Kampala have again been closed by the police ahead of the ruling on the bail application” (88.2 Sanyu FM, 12.07.2016). As there are even reports after the hearing and the scheduled driving home through Central Kampala as people wanted to greet the battled politician who we’re driving home, the Police had to beat on the public to get them away from the car and the areas surrounding it. The famous “Koboko Squad” they are nicknamed.

The truth for matter it is, the house in Kasangati, just by pictures of his release home. Proves that Kasangati Police Force have been put in regard of the situation and I am sure that Police Commander James Kawalya are prepared with all the tools as his disposal, as they would not totally grant his freedom, even if the General Election is over and the “Business as Usual”. Though they, the NRM and President Museveni have the problem of legitimate rule as long as Besigye is around and questioning them.

What sure will happen on one point is that his staged freedom from the Government, will become so much that he will detain him at Naggalama Police Station or Kiira Road Police Station, before the sunrise that particular day as the nuances of crowds and cheering public when he passes by, just as seen today. The friction between the public and the police are also vivid as the second nicknamed police “Kifeesi Police” is around and violating their rights as there are beating and harassing citizens who comes to greet the People’s President.

We can now ask ourselves, in honest approach, even with a little happiness as the waiting for his release from unsolicited detention as a suspect of treason. What will be the next verdict and the next way for the government to torment the man and arch-nemesis of Museveni? Because it is about time and effort from the Executive to take man down and trying to break, even if it has failed a hundred times already.

I wish it would not happen and that true justice would prevail, if so the man would be residing and be the man who runs the State House at Nakasero and in Entebbe. But alas that is not the equation right now, as the stolen country and stolen funds are in the hands of gun-loving President who has no fear and no quarrel to lie and deceive to keep the power he remains. The question just happen to be, by what force and to what extent does the Police Force and Army plan to continue their Post-Election Modus Operandi and to what degree?

He has his momentary freedom back and greeted by his supporters, but for how long. How long will the authorities, accept the conundrum and let it be. What will the Army infused NRM do to the greatest dissidents and his loyal cadres? That they haven’t already done and what level of oppression against the already hard-battled and destructive political games from the Executive? We can just question, but in the next few days the picture will be clear, and the obvious result is that somewhere will Besigye be behind bars and inside a Police Station, while waiting to be sanctioned his God given freedom, yet again. As the day has gone and some first results is coming. I will not comment on them now, as they are not as interesting as the reactions and violations of democratic values and vile display of disgrace of the public will from the authorities and the ruling party in Uganda.

As the Uganda Communication Commission together with Electoral Commission banned Twitter, WhatsApp and Facebook, even mobile-money transfers services. As this could give biased news and dangerous bribing of voters, as the voters has not been bribed during the pre-election period at all. Well, the public found other ways of finding the social media and avoid the issue with Uganda Telecom (UTL/Mango), MTN and Airtel. As they download different VPN services on their phone and still got in to the social media outlets. The actual numbers of downloads this day was staggering 1,432,653. By my reckoning also the apparent ghost that will also in total vote in the election when the tally is done.

At one point of the day the Special Forces Command took control of Nakasero Referal Hospital as it had a technical and importance for the authorities as the Presidential guards needed to secure the premises.

In Gaba a suburb of Kampala the public first waited for hours. This happen:

“In Gaba at St Dennis church a full box was brought with ballot papers already ticked in favor of the incumbent who triggered a riot by locals. Military, Police and black mamba security in tinted cars without number-plate were seen patrolling the place. Voting has ended”. As well as the actions contained this as well: “The voters set fire on all the ballots boxes brought”.

Even early in the day there we’re little or no voting material in vast amounts of polling stations in Wakiso District and Kampala Capital City as the Electoral Commission hadn’t delivered the ballots-papers to the stations. As people came early as the voting starting 07.00 and was to end with the new time 16.00 but with the late arrival nearly at 13.00 or 14.00 even as late as 14.54 that gave the long waiting ques simmering anger at the incompetence or deliberate plunder of time of the people in the area. Even the with the UCC and Telecom bans the Electoral Commission wanted people on Social Media around 14.00 to tell that the Polling stations in the affected areas would be officially open to 19.00 as the people should be able to do their civic duty.

In Kajanisi, Kampala a Police Officer was arrested and taken away as he held over 600 ballots-papers pre-ticket for the NRM and President Museveni.  Radio One report that Kajjansi B health center polling station in Kampala closed after 3 boxes with pre-ticked ballots in favor of President Museveni and Peter Sematimba were found in a car. Live Bullets in Namuwongo Taking Place. Police and Military Have Intimidated Voters hence forcing them NOT to cast their votes, remember, voting had just begun late at 2:03pm

As of Makindye:

“9:18PM Voting at 22 polling stations in Makindye affected by late delivery of voting materials postponed till tomorrow: Electoral Commission” (NBS TV, 18.02.2016).

In Fort Portal:

“At public library polling station in south division, Fort Portal, 450 ballot papers were received yet the number of registered voters is 429, an excess of 21 ballots. And yet Nyakagongo parish Headquarters in East division received less ballot papers than the number of registered voters. They received 10 booklets some containing 46 ballots, some 50 and others 49 instead of all containing 50 each booklet. There was a total of 500 ballot papers. They have 471 registered voters. They started voting at 7:15am Report: Scovia Atuhaire & Felix Basiime (Daily Monitor, 18.02.2016).

In Masaka:

“Polling agents in Kizungu, Masaka Sports Club have confirmed to Kampala FM that they were not given basins where voters will tick from. This has therefore delayed the voting process since they (agents) too can not afford buying basins” (Kampala FM, 18.02.2016).

“‎Unindentified people have been with fifty Museveni pre-ticked ballot papers at Kaboyo Primary school polling station in Lwengo. The voters who were present at the polling station did not allow police to take the culprits and instead resorted to caining them. They were later on told to go back home and the pre ticked ballots were burnt”.

In Koboko:

“NRM’s Evelyn Anite slips her ballot paper into the ballot box in Koboko Municipality in northern Uganda”.

Early in Apac Town today:

“Voting in Apac town area commenced by 07.10 am. Most polling stations have not had chaos yet, as they voted, Police are all round in Polling stations. Most of the busiest business centers are closed. The number of people in town has also gone down and a few petty businesses are going on” (Rupiny Newspaper, 18.02.2016).

In Arua:

“Last evening, 170 polling officials in River Oli Division in Arua district threatened to boycott work unless Electoral Commission increases their allowances. They include polling assistants and presiding officers. Geoffrey Drani, one of the affected presiding officers, told URN during their recruitment Electoral Commission promised to pay presiding officers Shillings 60,000 and 40,000 for polling assistants. He however, says they were shocked yesterday to receive appointment letters showing that they will receive Shillings 20, 000 each day. According to Drani, as a result, they have declined to sign the appointment letters until Electoral Commission increases the money”.

In Abletong:

“No incident has been registered while in Alebtong, Amolatar, Otuke and part of Lira districts by 9:00am the voting have not started despite the fact that many electorate turned up to cast to their votes.  “You cast you votes and you come back and continue with your business,” said Betty Akello shorting after voting at VH primary school polling station. Patrick Okello of Omoro Sub County in Alebtong said at Onyeroiye polling station business is going on well and the turned up was overwhelming. “We think the turned up will be 80% because people are voting seriously,” he said” (Rupiny Newspaper, 18.02.2016).

In Kween:

“Elections of the MP kween district have been postponed until further notice reason the symbols for the candidates didn’t match instead vice versa I mean interchanged for FDC was in independent and for independent in that of FDC”.

In Yumbe:

The Woman Parliamentary MP Vote for Yumbe was cancelled today! (88.7 Arua ONE FM, 18.02.2016).

Kahinda Otafiire

In Ruhinda:

If you ever thought Kahinda Otafiire would go away silent as the audio-tape of his bribing tactics as he tried to buy the seat from his opponent that beat him in the NRM Primaries during 2015. 2016, has not been his year and continues as he has been jailed today as he has been distributing bribes of UGX 20k to voters in Mitooma (theInsider.ug, 18.02.2016). Doesn’t seem that the UCC bribe act with stopping mobile-money service stopped Otafiire from acting up! (I was not supposed to write that or think that, my bad!).

In Kiruhura:

“The shame of Kiruhura, after yesterday all night harassment, detention and forceful eviction of opposition supporters in Kiruhura. Today what we are witnessing is, because of fear instilled on our supporters by the security and armed militias last night, they have stayed away from the polling stations”.

Tororo 18.02.2016

In Tororo:

“Police was forced to fire teargas to disperse hundreds of Apollo Yeri Ofwono’s supporters who had threatened to set a blaze the home of the prime minister of Iteso cultural union Paul Sande Emolot in Tororo municipality. Ofwono’s supporters raided Emolot’s home on suspicion that it was used to bribe residents to vote for the incumbent Member of Parliament Sanjay Tanna” (New Vision, 18.02.2016).

FDC 18.02.2016 Besigye Arrested

Later in the day Dr. Kizza Besigye arrested:

“Besigye was arrested when he joined his supporters and they stormed a house in Naguru, a Kampala upscale suburb arguing that there is alleged vote rigging taking place”. Kizza Besigye have after the arrest by the Police in Naguru, been taken to Kasangati Police Station. That is currently detained.

“Video footage of an FDC raid on a reported safe house in Naguru being used to allegedly tick ballot papers led by Rtd. Col. Dr. Kizza Besigye in which he was also later arrested for trespassing” (NBS TV Uganda, 18.02.2016).

Shawn Mabiru says this about the detaining of Besigye:

“He was in his home district where he voted when he got information that there was an illegal tally centre manned by the NRM and police” (…)”He walked in and saw them pre-ticking ballot papers. They arrested him and took him to an unknown place”.

In Lira yesterday:

“Lira Magistrate Court today released on Court bail seven people who were arrested over the weekend on allegation of defacing posters belonging to NRM Presidential Candidate Yoweri Museveni. Willy Omodo Omodo the GO Forward Candidate for Oyam North MP, Ibrahim Olong who is contesting for Lira Municipality Mayor and Abura James Walter Youth Councillor for Lira Municipality. Others are Mungu Richard Jakisa the News Editor at Radio North, Otim Innocent , Tile David and Patrick Awongo (Radio Wa 89.8 FM, 17.02.2016).

In Kihihi yesterday:

There was reports that the locals “delivered” and got a 100 Rwandan nationals ferried to vote in the election the 18th had come to Kihihi district to vote for President Museveni. They all stayed in Kihihi Police Station. As they wanted them to ship them home and let Ugandans vote in their election.

In Kayunga County yesterday as the government was kind yesterday:

“Kayunga District distributed more 66 heifers worth 102 million shillings to farmers under the Luwero Rwenzori Development Programme” (17.02.2016); the Government all of sudden share their funds just the day before the election, nothing suspicious about that at all…

Tally Error:

Nakasongola:

The magic is that President Museveni has gotten over 3000 votes while the original papers from the Electoral Commission are saying the total voters are 2098!

Rushere Primary School:

The tally shows another magical result for President Museveni he got 760 votes, Kizza Besigye 2 votes. The magical part is that the School and Polling station has 437 votes!

Fear level at certain places:

As the results are pouring in and the tallies are counted. The Army is deploying heavy forces in Luwero and Nakaseke!

Amama Mbabazi message during the elections today:

“I ask all voters in this election to keep vigilant and report any suspicious incident. I would like to thank the team from Karamoja that is vigilant and have reported the following anomalies. In Abim district, the District Registrar is withdrawing a Presidential booklet (50 ballots) from each polling station and taking to unknown destination claiming that some polling stations were in short supply/under served. We question this logic because it is not only President being voted for today but all Members of Parliament as well. There are 60 polling stations in Abim and this amounts to 3000 votes being taken away. South of Amudat in a place called Karita subcounty, our agents with polling agent letters and supervisors have been chased away by Crime Preventers who are armed. Tell us what is happening at your polling station” (Mbabazi, 18.02.2016).

There will come more in the coming days as the ministers, local council men and all the elections results will come and people will react to the new 10th Parliament and who will become the new president in Uganda, as the results hopefully get rid of President Museveni as his rigging time should be over and let the people’s will shine. NRM Primary continues in its usual Pace

There are some more initial and special reports even from the trenches and it is in an usual pace. In the one where we speak about vote-rigging and pre-ticket ballots, demonstrations against it or candidates now going independent claiming the election was filled with irregularities. Take a quick look!

NRM Secretary Justine Kalule Lumumba has been vocal today and with all the big birds shot down she was clear about one certain thing:

“Whoever lost in the NRM Primaries and is planning to run as an independent, will cease to be the member of the party”.  So the Ministers and big men who have lost their slot will surely lose their crony status if they go against the NRM-Regime in the General Election.

Deflectors after the elections:

Dr. Fred Ruhakana has today officially announced his defection from the NRM party due to irregularities that was practiced during the elections in Kabale district where he lost the seat for kabale district chairperson.

Deborah Mwesigwa has rejected the result and outcome of the Kabuli County. She has claimed that the election in the county was filled with voter intimidation, that they used government resources to gain the upper hand. So Deborah has said after this that she will goes an independent candidate in the general election.

Some reports from the country:

Alebtong County:

“Isaac Apenyo has been declared NRM flag bearer for Ajuri. He thrashed the spokesman NRM parliamentary caucus, Hamson Obua” (…)”Christine Jibu Mambo has taken over the elections for Woman MP, beating Dorcus Acen, Emily Akullu…” (…) ”Meanwhile, asides the reported violence & vote rigging in Moroto county, Minister Rebecca Otengo was declared the winner. The supporters of her rival Sam Okwir, are very bitter about the results, they claim the security agents were so brutal on them. And so they’ve not come to terms with the results, saying the numbers were changed from Abia & Apala sub counties” (94.3 QFM Lira).

Bufumbira East:

The Flag-bearer for the county is Paul Geoffrey Bavuga.

Burashya District – Kabarole MP:

The Police had to intervene in Kabarole, where the one involved into the matter was John Busingye and Maragreth Muhanga, not the candidates themselves, but the supporters of the two was battling each other. The protest became so violent that they actually broke a bridge and that one was the bridge of Katanda!

Busiiro South:

Peter Ssematimba won the MP seat there.

Kanungu:

Where the press release was coming earlier today was because of Police and Special Force Unit (SFU) has been involved in the balloting and changing of the result in this district. At certain stage at some polling stations there was more police officers then voters.

Kassanda South:

The flag-bearer of the county is now Nsubuga!

Koboko:

There been said that Anite Evelyn was contesting unopposed in the county. Though some says she was contested against a Baba Diri and even the rumors of her losing badly to this person. So did she go as sole candidate in the county or did she not?

Kumi Muncipality:

Charles Olaboro won the election in Kumi and because of that the one who lost the election in the area Silas Aogon cires foul and has sent an petition to the NRM Electoral Commission on the matter.

Luweero:

The Police has banned unapproved and the unregulated victory parties in the county especially the parties for the NRM candidates.  

Lwengo:

Where there been madness in the recent days a Police Officer has been taken with pre-ticket ballot-papers and he is being charged with the offence of rigging the vote.

Mbrarara:

“Although voting begun late,the exercise in Mbarara was peaceful with a heavy security presence to avert any violence.MP results at various polling stations in Kakoba are still being counted”  (…)”At Kakoba Police: Agip and Manji for mayorship and Kakyebezi is in the lead.Tumwiine is leading at Nsikye1 and Kiyindi polling stations” (…)”Booma didnt go to polls. Voters rejected the process since only ballots for MPs were delivered” (…)”Two people have been arrested over vote rigging.The duo identified as Frank Mugisha and Mwebesa were arrested from Nyakayozo with ticked ballot papers of two of the Mbarara mayoral candidates” (91.2 Crooze FM).

Ndorwa County East:

Grace Ankunda Bwesigye won the district and because of this the sour loser Osbert Byamukama quit the party this.

Ngoya:

The winner here is Terence Achia Naco.

Ntoroko District:

Woman MP: Jennifer K. Mujungu

Ruhinda County:

Captain Mugabe Domonzio Kahonda who won over Gen. Otafiire in the Primaries in the district has finally been released, but, there is a big but! He has to meet before Jinja High Court tomorrow! This starts be more interesting by the minute.

Rubirizi:

The winner and flag-bearer of the county is now Abas Agabe.

This here never get boring, who and where is the next place for the police arresting and candidate together with security personnel going into the tally centers and secure voting results going their way. NRM Primaries continues and it’s like a circus!

You thought we through with the fun or madness called NRM Primaries? The Circus it has become if you follow Gen. Otafiire and his been played. Well, you played your cards wrong and didn’t due diligence where you have been representing ever since arriving in the Parliament in the 80s. So now change has come. There has come a lot of changes! I will just bring some reports from today. There will be more directly and also more vivid result on Daily Monitor, Chimpsreport, New Vision and other outlets, even NTV and NBS… I have a few from different sources. The greatest news today isn’t some victors, but the reports from Lira. I am proud of the people of Lira! You didn’t buy in the greed, but stand proud! You got integrity something that is more valued than some giving you shillings for a vote. That is great report. Take a look!

NTV Odoi NRM Primaries

Dr. Tanga Odoi said this today:

“We do not control the register – it’s the Secretary General. There is a village that had only one registered voter”.

“This has been the best ever elections by NRM. I don’t think there have been several cases. Those who have issues should petition” (…)”On a scale of 1 to 100, I believe we have scored 58%.” (…)”I will not resign. Resign for what? I cannot be pressured. These MPs and Ministers can’t scare me” (Ayiswa, 2015).

Gen. Otafiire calls the NRM Primaries an actually a “Circus”; and feels his: “being played with”.

Vincent Kyamadidi said this yesterday:

“This is a sham. Surely NRM EC knew we were supposed to have an election”

“LIRA: Majority residents and leaders from Lango sub-region who were invited to attend a campaign rally to denounce vote-buying and selling during the forthcoming 2016 general elections did not turn up” (…)”A resident of Lira Town, Ms Margaret Obote, said it is not bad for voters to accept bribes so long as they vote wisely. Opposition candidates accuse the ruling party of encouraging vote-buying, Mr Odur said could well be true.  He further said President Yoweri Museveni for years has been known for offering expensive gifts which to him (Mr Odur) look like vote-buying”(Oketch & Alaba, 2015).

In Kampala as the NRM Primaries there been reports of angry crowds on the Buganda Road as the murder suspect Ssebuwufu was taken away in a minibus while they wishing him gone.  

A strange rumor that is going is that in certain areas that the NRM Register didn’t need to see member cards in certain district and let even FDC members was allowed to vote in this NRM Primaries. That is a shocker if that is true! Is that true, ladies and gentleman?

Florence Nebanda of the Butalejja District claims the Primaries is a fraud and has filled in a petition to the NRM-EC where she is saying she is cheated!

In Bbale Police Station the incumbent Sulaiman Madada got detained yesterday for attempting to run away with the declaration form.

In Butembe County the pastor Nelson Lufafa is the flag-bearer now of the county.

In Bukiwe County the gospel singer Judith Babirye won the seat in the area.

In Buhuya County the Kabarole district Margaret Muhanga Mugsiha has won and become the flag-bearer with over 14,000 votes.

In Ndorwa County West the former campaign manager Gilbert Agaba lost to David Bhati who now is the flag-bearer for the district now.

In Koboko Municipality Evelyn Anite won her seat, but that was not strange, since she was the sole candidate…

In Kibale County the Pallisa Woman MP Judith Amoit Omagor lost her spot to former CMI spy Richard Oseku. Also in Pallisa County the incumbent Jacob Opolot lost his seat to Rogers Tatambuka.

In Hoima the NRM-Primaries is postponed AGAIN! Yes, the reports are true. Bunyoro elections are a tricky thing…

In Sserere the incumbent Joseph Opit Okojjo won the seat for LC5 NRM Flag-bearer with a massive amount of votes.

In Mbarara:

“The Mbarara District Police Commander Jaffar Magyezi has arrested over 50 people in Mwizi Sub County, who allegedly attacked supporters and agents of opposite candidates in the build up to yesterday’s NRM primaries” (…)”Police says that last Sunday, rogue supporters of Charles Ngabirano attacked and assaulted those of the reelected Rwampara MP Vincent Mujuni Kyamadidi and Mutima Gordon Kappa, accusing them of betrayal” (…)”The DPC says up to 50 suspects were arrested in a swoop, from which the ringleaders will be singled out and charged” (Nahamya, 2015).

In Mawokota North Amalia Kyambadde won the district with 79%.

In Gulu:

“Jimmy Okema, spokesperson for Aswa region said on Wednesday morning that Inspector of Police Morris Latigo, attached to Aywe police post in Gulu municipality has already made a statement on pictures showing him in uniform voting in the NRM primaries at police primary school in Gulu town. The picture began doing the rounds online yesterday. Okema added that a disciplinary committee is already being instituted to listen to a case of misconduct against inspector Latigo” (Acholitimes, 2015).

Wakiso – Kyaddondo County South/Makindye Ssabagbo:

We also sympathize those that have not yet held those elections including my own Kyaddondo County South Constituency/ Makindye Ssaabagabo Municipality in Wakiso District. On our part, there was an excuse of lack of enough ballot papers, which was later found lame as we had enough of them. The real reason was that my supporters had stormed polling stations as early as 6.00 am and it scared my opponents.l, and Municipality NRM Chairperson Godfrey Kiwanuka insisted that elections should go on yesterday but the Registrar Mr. Charles Settebere and Frank Kyazze, my opponent, insisted that we vote today. NRM Deputy Spokesperson also said that elections in Wakiso would go on today. Later, however, NRM electoral officials in Wakiso decreed that elections would be held tomorrow Thursday October 29th starting at 8.00 am and ending at 4.00 PM: Although some press reports today have said that elections in Wakiso would be held on Friday, 30 minutes ago, Makindye Ssabagabo Registrar has told me that he has got instructions from Wakiso to hold elections tomorrow. Kapelebyong County:

The now former MP Dr. Peter Emmanuel Eriaku lost the election to Johnson Malinga is now the flag-bearer for the district.

Toroma County:

The ones who didn’t win the flag-bearer seat were Clive Solomon Ossiya and Patrick Aeku. The winner now the flag-bearer of the district is the Joseph Andrew Kuluo.

Bunyangabu District:

The winner of the district is Adolf Mwesige wins with 20,314 over the Dr. Vincent Owujuni 12,987.

Bundibugyo District:

The result from the district has made the incumbent MP Hon. Dr. Kamanda Batarigaya. The man who won the district is Richard Gafabusa who is the former speaker of Kusei (Parliament) and Obundigya Bwa Bwamba.

The Woman MP of the District also lost her position and she is Harriet Ntabazi, the new winner of the Woman MP position Josephine Babugi.

Also the Chairman of the LCV Jolly Tibemanya lost her seat to Ronald Mutegeki who was the former administrator of Bundibugyo hospital.

Bughendera District:

Christopher Kibanzanga won with a margin of 5000 votes over Kiiza Acrobat.

There been a lot and a lot of numbers. More will come and there will be more deep reports from the elections that have been marred with pre-ticket ballots, postponed balloting and lots of violence. There have been areas of peaceful and righteous internal elections; maybe in the village with one voter, Dr. Tanga Odoi? No, I am joking but there is some sense that this internal election has been not smooth or swell at it should be. We all can agree on that after seeing the mess it has been. NRM EC can’t be proud of the result and how it been done. Secondly NRM CEC got to have a meeting in Entebbe and have some check and balances. Because there been enough issues and misgivings that there should be major clean-up and the results of losing members and other circumstances should show how the cookie crumbles! Peace.

How the new counties will change for the constituencies before the Presidential General Election 2016 in Uganda – and which MPs it affects.

Recently there been reports that yet again the government of Uganda has decided to split a certain numbers of counties into 39 new counties and in the end make the total amount of Member of Parliament (MPs) to 424 (Kisakye, 2015). This can only been seen as a calculated plan to gain more MPs by the government party to reign over this new counties. I will go through who will have to fight for new constituency and votes in newly created counties that the government wishes. This will be after the list that was on the Observer. I will take district after district. An over time I think you’ll see a pattern.

In numbers of the MPs that is on the line and getting new districts to get votes for re-elections in the 2016 elections. This here will be decisive for them. AS you can see that even some district has big birds and people who have been in the wind for a long time like Otafiire from Ruhinda County. But now let me show the numbers:

This should be call on how the NRM wish to split the votes in certain areas so that they can eat more of the votes in next election. That they can take more of the independent votes and also from the opposition parties like FDC.

Let me show the areas that are being split not just name of main counties. Since Uganda has been split to smaller and smaller fractions and now is hard to remember where the “original” bigger counties where before they got into the humongous number of 424. So let see here:

Numbers game:

If you can quickly see it’s the central regions that have a certain level of changes like in the Ankole, Busoga, Bunyoro and Buganda. The number of counties which is changing in the central/eastern is 17 of 39. Other areas that are also getting a renovation from the government are the Acholi, West Nile and Karamoja which is the Northern parts of Uganda. The total of areas that will be changed is 13 of 39Those total 30 of the 39. So it’s easily to see where the main changes are happening. Sometimes in the heartland of the opposition parties than in the Movement territory, so if you think otherwise. Look at the numbers and see even if this is going after 69% of the MPs are NRM. We all know that around Mbale and up north has voted for DP more than NRM in history. FDC is also gaining more grown in eastern, central and western areas. Therefore NRM fearing this, FDC candidate even won in Amuru by-election in November 2014. So that the Government is making a change in the districts around isn’t surprising. But let’s look at the other part of this changes that I haven’t touched on yet. Not the number game, but the real election game.

Election game:

This strategy is amazing. The way you split counties to reassure and get more loyalty from the new LDC then before. Therefore doing this so close to the election makes the 40 new counties and 40 new MPs. Also open up new constituency and voter’s numbers that need to be secure to get the MP for a county in. Thirdly and last point is that the history of voting in an area get diminish because the new counties. This will lead to smaller counties and need less people to vote the MP in the area. That can be either a gift or a curse. That the counties are getting to be smaller populations so that their easier to manipulate since their no current voting history in this counties. So that the loyalist will get more positions during next elections and also getting new LDCs that will supposedly to give the local community more control and also support the governments work in the areas. Like getting supervision over the primary school and police I guess. But we all know that this is more securing the NRM government more control over the areas and getting the loyal supporters of the Mzee becoming MPs and also making new counties to disfranchise the opposition if possible. That this  areas are also in places where the Independent MPs are coming from and just a few big shots like Kahinda Otafiire. I look forward to see the results from the Presidential General Election of 2016. Hope you do as well in the new counties and see if the MPs from the 9th Parliament will arrive from the new counties.

Just a by the way – on the information flow:

The irony of it all, I couldn’t find the MPs on the Parliaments own site or government official sites online. I found the best by the sites that are targeted by the government. Like the lists from Uganda at Heart had an awesome and amazing list. Second list was from an anti-corruption NGO from Uganda. So the one that isn’t supposed to be friendly with the government is the one that has organized it the best and that is a rare instance. Because a brother expect to easily see who represent them. Taxation with representation, the parliament page of the Ugandan government isn’t sufficient or a page that is really working. Hope that Hostalite and make them a better page indeed. And the Parliament Watch site was ten times better. Where I could double check the result of the General Election of 2011 was from the elected MPs from the Electoral Commission of Uganda. I am grateful that one supposed to be unbiased governmental institution has certain information to the public so I could verify what I found at Uganda at Heart and also the information from Parliamentary Watch.
